news on April 4th and April 18th 2024 it was also posted in the town clerk's office this meeting is also being uh audio and video recorded for future viewing persons wishing to be heard will be called resource resource area delineation was filed by Ray White for property located at 211 Middle Road map 23 block 29 29a block 29b the applicant is represented by Weston Samson Engineers plan name is existing conditions plan dated November 2023 revised March 18 2024 um continue to May 8th peer review is underway review and matter is presented votes may be taken uh the applicant requested a continuance to May 8th because peer review is being conducted right now uh Bill mad made his way down there and they're uh looking over everything and doing their thing for the town so uh I'll cushion a request for determination was filed by the town of a cushion it James Kelly Town Administrator for slm Street infrastructure improvements the applicant proposes water main storm water and roadway improvements within the slum Street and South Main Street right away work results in temporary disturbance of Riverfront area in the 100 foot buffal Zone the applicant is represented by CLA hom of LEC environmental Consultants Incorporated plan name is slen Street infrastructure Improvement plan dat of February 2024 review of matters presented votes may be taken I'll entertain a motion record CLA hogaboom with LC environmental Consultants Wetland scientists representing the town for this RDA application um this is for the Sil Street INF uh infrastructure improvements project that goes from South Main Street all the way up to the Wood Street uh slm Street bridge that crosses the Acushnet River uh the project involves improvements and replacement of the existing water main and storm water infrastructure that's located beneath slum Street uh currently they are undersized and just out of date so the water mains existing are 8 in diameter they're going to be improved to 12in diameter and the storm water drains currently at 24 in diameter will be uh improved 36 in diameter um they are partially located within the 200t riverfront area to a pushit river and the 100t buffer zone to Coastal Bank uh just to show sort of the portion of this is the water or no I'm sorry this is not the water main work this is the uh storm water infrastructure improvement work so the only portion of the project is that is located within jurisdictional areas is the very Western Terminus of the project so the bridge is right about here in slokum street we have the River on the western side of the plan here plan left and the storm water improvements this blue line is the riverfront area so only a small portion of the storm water improvements enter into the uh Riverfront area here and a very small portion of a manold is located within the 100ft buffer zone it's going to connect to an existing 24-in drain that discharges the storm water just beneath the bridge um and no improvements to this bridge or this uh drain will be made for the project so the end of the storm water improvements will just be at this manold where it'll be connected and this is all within existing paved portions of Slum [Music] street so this is the pl sheet that shows the water main improvements um that does extend within the within the 200t riverfront area for its entire stretch here and in this purple the 100t buffer zone it does extend a bit further than the storm water improvements under the wetlands protection act the water M improvements are considered an exempt activity um of course considering that they are within existing um roadways and developed areas so again since this is all paved portions of slokum Street we're considering that portion of the project and exempt activity following the completion of the project uh slokum Street itself will be uh Mill and repaved um what they're going to do is they'll do trench work in particular for the water M and storm water infrastructure improvements they won't rip out the entire Street they'll just do trench work on a daily basis and working piece by piece um so once they finish the entire stretch of slokum Street the contractor will allow the binder to settle for a year come back repave the entire stretch of road within the existing footprint reset the sidewalks on each side and um restore any in green here any of the sort of landscaping or lawn features that are along the road um and with this portion of the project there's no uh increase in impervious area it's just really fixing what they came out to work on in the first place um so with that you know we submitted the RDA requesting a negative determination for the water main portion of the work being exempt activity and the other portions of the work since they're within existing developed areas degraded areas um and best construction uh construction best management practices will be used during construction for example corrosion and sedimentation controls will be installed before work and maintained throughout work and until the site stabilized to ensure the protection of resource areas so um we're requesting the commission issue a negative determination for that portion of the project as well to um note that while it is in jurisdictional areas it's not going to result in a negative impact to Resource areas and doesn't require a notice of intent um so with that I'll pass it off to you all questions yeah um on the So you you're going to if there's a discharge right there you're tying into that's right is there you guys going to use any kind of filtration system or anything like that for the discharge water that's going to go [Music] into I don't believe any new uh systems are being put in place at least within the jurisdictional areas um I think overall the storm water drains are just being upgraded there's two of these um catch Basin here are going to be there's two existing that they'll be replaced and tied into that system and uh has this gone through the selectman bullet or anything cuz we have a lot of work going to be going on in town with the storm water system I didn't know maybe yeah I didn't know planning board side of it would be cuz I guess not for that portion of the world well it's street it's not so we went over this multiple times we the Town Administrator the applicant okay M so so they're yeah they're all aware of enges say it's a high-profile area that's going to be highly visible everything that's being done there yeah it's no worry about doing the work I'm talking ms4 side of things like we got to get Ms up to yeah you got a point about you know but hopefully the catch basins hold on are upgrad I didn't the catch bation has nothing to do with the filtration that's going into the Kish river which would have to do with ms4 storm water that was the iron on that we need done so the way I'm looking at it is this might be a good opportunity for us to get a filtration system in while we're ahead of schedule and move this stop moving this along cuz we got to put filtration systems you can't just dump un un uh filtered Waters into our waterways this is like some of the problem that us as a town is trying to get through right now and I think it might be a good um good spot where we could maybe get a filtration system in on that corner well the filtration system is the catch Basin exactly it's going to catch the suspended solid siment but that's not well what are you referring to Ms supp it has to be the water is supposed to be filtered before it exits into a Waterway such as a river stream Bank it is and right now none of our nothing is being fil none of n so you're right that's why I was wondering if I went through select because that's part of the thing that's going to be involved with us as a town redoing our storm water systems is to get to compliance with the ms4 and to be so we need a filtration our water before it gets dumped into the river so that was the reasoning for that question noce of intent that would have more detail well the notice of intent that's sort of separate from the improvements going through the entire SL street right of way part of uh what we are intending to come back to the commission for with a notice of intent is the town is considering installing a new outfall alog together um and that would be within Zero slm Street the parking lot that's just north of the bridge there um we just felt that this portion of the project was important to get moving forward the town is still working with the property owner on getting an easement for this portion of the project so we just wanted to go forward with that part but I'm not certain exactly what would be occurring as far as additional filtration in that portion of the project um I just from my understanding I spoke with the engineer earlier today asking if there were any other local storm water um permits they were expecting they needed to get with this and they said that they've been working with the town on this to make sure it complies with everything that the town would be expecting this project to comply with and treat um with storm water management treatment and um you know like the they've been working with the town diligently to make sure that this project so is there like an immediate damage or something that we have to repair that we're going to be doing this for or we can't or can we put it off until we figure out what's going on with that other section of project unfortunately we can't there's uh funding that the town received for this project and certain deadlines that they need to meet with the bid process that pretty critical that they get moving along with getting a contractor lined up for this section of the project if you don't mind me saying so this is all existing we're just making bigger making it move faster it's essentially just especially with the storm water it's trying to alleviate the flooding that's been going on in that area and sort of and flooding no accommodate the U drainage area of that but currently the existing infrastructure is undersized yeah there's two there's two catch basins on the road right there's just two catch basins I believe there's others upgraded but um I can't imagine they're in excellent condition and we're not going to add any additional catch basins on this project not that I'm aware of and certainly not within the jurisdictional areas these two that are highlighted here are just replacing existing catch Basin not make a motion well guys are good I I'll entertain a motion to issue a negative determination for the SL Street infrastructure move is there a second second all those in favor I I for uh against obain one exstension right thank you thank [Music] you okay next order of business discussion Farmland preservation funding review of matters presented votes may be taken um I I asked to put this on the agenda because I think everybody got the email from um Al ail about um the uh farm land preservation funding um he was looking for the town to be designated as a f Farmland town that wants to preserve you know and be eligible for funding in the future um all he said was he needed um needed a sign off from the chairman I figured it would be a good opportunity to at least get some public Outreach and have a meeting let's I wanted to just make it a separate meeting Zoom meeting I was just wanted to pull the commission on what would be a good night you guys want to do it next Wednesday you want to I'll I'll reach out to Al and set it up so it'll just be a zoom meeting we don't need to meet anyway you can do it right at home yeah he's going to he said it's about 25 minutes for his um his presentation yeah and I and I think it'd be good to have it on record and and recorded for the you know the agricultural community in town so there that's pretty much what I was is there enough do we have to we have to post this we have enough time to yeah
