in a cushion it to cry Crystal Spring subst in Map poit review matters presented votes may be taken uh we received a Le letter on no November 5th from division of Fish and Wildlife regarding this project going from mendle Road cap East towards matap POA um they haven't filed with us for this project I know there are some residents in town who have a vested interest in this so just to paraphrase I guess this letter is saying that basically the project should not go forward until a Misa filing has not been submitted um doesn't uh it's unclear at this time whether the project was on an a take of East and box turtle also the division will not render a final decision until me for review process and assorted public agency comment period is complete so that's pretty much what this letter is stating from Fish and Wildlife uh moving along Old business continued public hearing notice of intent storm water for White's Farm 211 Middle Road map 23 Lots 29 29a and 29b SE file number 001 0596 a notice of intent and storm water application was filed by Zachary Fox Middle Road ACC cushion at solar LLC for property located at 211 Middle Road map 23 Lots 29 29a and 29b the applicant proposes to construct the ground mounted solar array on a portion of Open Fields within the property located at 211 Middle Road in a work is limited to the 100 foot 100 foot buffer zone to a bordering vegetated Wetland and Bank the applicant is represented by Sarah stern of deals and Thomas plan name is Middle Road PV solar development dated September 10th 2024 review of matters presented votes may be taken um well we'll open the hearing and the the applicant for this requested a continuance to our next meeting December 11th so I'll entertain a motion to open the public hearing motion to open second all in favor um the applicant Sarah Sterns um got the peer review comments back from Beals and Thomas I mean from GF and Beals and Thomas and GF are you know they're going to be making some of the changes and all that stuff so um they requested a continuance to our December 11th meeting at 600 p.m. right here in the town hall meeting room so is there a motion to continue to the December 11th meeting motion to get is there a second all those in favor that's contined okay also it's going to be a big meeting guys uh Lake Street project that's continued to the December 11th meeting deep Rook estate um day I continued to the December 11th meeting we have no new business um no discussion agent updates Mark you got anything yeah I've got a couple things so uh I went out uh to six lonte Road um Steve sham I believe is his La first name um and to take a look at this Wetland replication project they have out there okay um it's it's kind of a mixed success and and not so much of success they've got some invasive it's um uh what is it a mug wart in there on on one side um it's kind of funny um I guess it's more of an Upland plant so you start going you know why is it so dry that it's taking in in here so we discussed me and Steve discussed preliminarily I said I was going to have to report back to the commission and it was just kind of um taking a look at it initially and we kind of discussed a few of the options that might be reasonable whether or not you okay accept it as is so basically um if anybody wants to uh head out there at some point we're going to have to are think are think going for a COC that's that's what they're looking for they're looking for and so the mut wart it has the rise zomes it's almost like fragm Mighty so you know to go in there and hand pull it you're going to still wind up with it in the soil um you can poison it completely I don't think that's really a a the best option you can you can wait till June uh into a growing season and cut it way way back and let try to let you know once it's invested a bunch of energy into trying to to grow and then give the other other plants a an opportunity to to grow out there it's forested so it's shaded as well it looks like the other Wetland plants there's a bunch of carriots that was required by the replication plan it's in there you can see it it's just you the question is is it going to get out competed over time um is the hydrology changed why is it you know we've had a dry couple years so why is this Upland invasive kind of creeping in on one one side of it it's the side closest to the house but what's is it what's what side is closest to the house I'm just not seeing it uh on the road so there's a fence I like Northeast South uh it's it's going to be West I think it's on the west side it's on this side if you're going this way west is that way right North yeah so it's on the western side of it so um is there an invasive um plan in their replication plan or their order of conditions I'll take a look look I it's a good question I'm sorry I don't don't really have the answer but um I would stop there you should have some sort of I mean I would expect all of that to be followed all right that was part of their we just we left it it was kind of a Puzzler like why is it in here you know that was the big issue I saw one of and um there we talked a little bit about okay well maybe you need to throw some more Wetland plants in here after you but that would be part of looking at the replication plan figureing out how to handle that did you uh you didn't happen to check uh the soil while you were there did you no but we got an augur now yeah I saw we ordered an augur the other thing is ordered it so like you were saying Mark if they cut it all back in the spring during the growing season add more of the Wetland plants maybe that would give it a chance to give it a boost where they don't get shaded out you know yeah so it's something that should be looked at and and and Ryan's the chair's point I'll take a look at the replication plan there there was one other thing I guess I wanted to update you all there few other things going on but I think if you don't already know um planning is working on has a draft bylaw for this accessory dwelling unit use yeah yeah so uh I can um I'll send everybody a copy I I brought a copy with me I I only have one with me put one other yeah so um so that's out there as well so I'll circulate what I got from planning I still have mine from planning okay that was actually a good meeting and and and so everyone knows they um I think it's helpful uh the all the heads of the the boards have been meeting every other week roughly um it's Thursday on Thursday at about 10: and it really the idea is like to co you know what are you doing what are we doing what you know and it's it's it's helpful because there is a little bit of you know talking past each other I think not I don't think it's a problem but you know these meetings can help resolve that I'm not a huge fan of meetings just for for meetings or death by meeting as they like to call it but I I think it's a constructive use of time so couple of them and I I I actually really enjoy them I really do it's very knowledgeable stuff yeah if anyone else um you know can give people a heads up if if you're free if you have time I it's not always an option but right so those are the two things that I I think I'd bring up okay to your attention Okay uh other business um well I guess I'll let you guys know um I uh turned in my letter of resignation I um we got a lot going on with work and um I'm missing my kids basketball game as we speak so we got a lot going on um I'll be back at some point but right now my kids still like me yeah how old are they well uh 11 soon to be eight and three you'll be looking for that Adu soon anyway don't W so I understand so I mean but no I don't know I I could you know it could be soon sooner than later but I just got to take a little break it's been um I've been putting in a lot of effort here for a while so I got to well I have to commend you on everything you've done that's absolutely I tell you right now that's that's a big reason I never joined any or participated on any of the boards over all these years because three children is priority man the the game and you know the outing I just don't want I don't want to miss no you shouldn't you shouldn't it goes by too fast it really does so so yeah so uh effective uh January 16th I'll get two more meetings with you guys so um yeah anyways
