motion all those in favor I roll call Vote nsos Yes Rebecca yes James sua yes hiy peler yes Christian Dua yes Douglas Thomas yes act bars no would that being said yeah okay would that being said at that point I am the chair and Christian duus is vice chair congratulations guys okay no congratulations to me okay all right um so do you take you to but I want to address this first if I may so this is the small pond the one across the street from Tom Davis so I recently had a gentleman from airview ACC cushion it uh fly fly it with a drone um especially since we got some ice on the ponds now so what that did was it enabled us to be able to see where these areas of of biomass are starting to congregate so this General view of the map this is Lake Street here this is Main Street and down here would be Middle Road this is the smaller Pond this is the South Pond this is the North Pond which is the larger Pond that has the boat ramp and and the uh the dog so these little areas that you see highlighted in Orange are the biomass areas that are starting to collect um eventually if we let this Pawn go it's going to be just as bad as Tom Davis um this little one that you can see from the street this little area of biomass 18 months ago that wasn't there now that area of biomass is probably probably the size of this this area here that's taken up by this room um so the areas that he had flown uh he had taken some uh some photographs uh with the aerial drone so again here is Lake Street this is Tom Davis Pond and this is the small pond and you can see this area and this area that's over by the street those tan colored areas are the biomass areas up up until 18 months ago that one didn't exist that one didn't exist and that one didn't exist so as we let these pawns go they're going to progressively get worse and they're going to get exponentially worse year after year so I'd spoken to Jeff uh corco over C andd underwater and they have uh a machine that actually it's almost like a mini excavator that goes on barge from from what I understand from what he told told me uh that we can actually get out on the pond and and actually do some removal uh of some of these and and all that these really are is as the weeds die some of them float up to the surface and the winds tend to blow them around like you know any other you know when you go to the beach and you see seaweed and it gets blown around it gets you know blown into the shore well and in these ponds they'll get blowing around to various different areas of the pawns and something as simple as a lily pad will just start collecting this stuff and as it gets blown into this area more it starts congregating more and then it dies and settles to the bottom and then more of it just keeps kind of puddling or pooling in that particular area and it just keeps compounding until you get it to a point where it's actually visible at the water surface now I I know this Pond fairly well because I do fish at a lot uh this area here you're looking at um I say about 4 ft of water so this is 4 ft of biomass that has just over time just filled in um this area here is probably a little bit less it's probably more like 3 ft deep and this area here is about 3T or about 2 and 1/2 ft deep um and then over in this corner is the one that's visible from the street but you can't see it the photograph didn't show it as well so here's a little bit better of a a close-up view um of the two that were down on the the northernmost part of yeah the northernmost part of the pawn so it'll give you a better idea what what you're looking at um granted this is all ice so it enabled us to be able to see this a little bit more clearly and then I also have a uh a photograph of the one that you can see from the street so this is Tom Davis pond in the background this is Lake Street uh this would be the South Pond over here and over tucked in this corner is that area of biomass and and again all that is is just these weeds they just congregate in this area they get moved around from the winds and they just start piling up and they die and they keep piling up eventually like I said if we don't do anything it's going to end up looking like Tom Davis it's going to end up turning into a wetland and that's what we're trying to avoid the other two pawns uh the North Pond and the South Pond you don't see that as much you don't see the biomass areas as much because the the depth of the water there is a little bit greater um so over time you may see some areas like this but it's going to take a lot longer because that pond uh those two ponds are a lot you know quite a bit deeper than than this Pond uh this particular here this particular area here off the street is probably 3 ft 3 and 1/2 ft of water maybe so again that's that's a you know that's a pretty sizable area uh I'm sure some of you travel up and down that street it probably caught your eye um just at the end of the summer there was a whole bunch of ducks and geese that just kind of you know Nestle there and just you know bask in the Sun but that's what we're trying to avoid that's what we're trying to treat um I don't know Jeff are you uh you currently listening in I'm here okay so here so so Jeff Jeff CSO is here from uh C andd underwater um he's the contractor that the town has hired to uh do the weed removal uh using an Ecco Harvester uh I know there were a lot of questions from the last meeting that I did not have answers to because I don't have the experience that Jeff has uh in this particular field um so if there's any of those questions that you would like to to raise Jeff is more than happy answer well first and foremost if I may uh one question I had was what approximately what would be the the daily volume of material that would be removed uh during the process so that's very difficult to say um I would estimate I would be probably 50 to 80 yards a day um it's going to depend on how fast the stuff comes up um how fast I can get the boat back to the shore the boat the boat moves extremely slow it does about 3 miles an hour and it'll hold roughly 2500 lb of weeds let's call it a ton of weeds literally a ton of weeds once it's full It Gos even slower um having an offload site as close as possible as this is the North Pond is incredibly helpful um but again as you start pulling what you're going to see is more and more come up so we'll drive over an area it'll look great we'll turn around 10 minutes later and now you'll see all the ground dead stuff come up where we just went over so I would guess anywhere from 50 to 80 yards a day so the north Pawn uh this Pond right here we don't have the boat ramp unload correct uh the small pond yeah so I I think so this Pond is much shallower um there used to be a gravel ramp that DPW used to manage and take care of would put some new gravel down every so often on that West End yeah yeah I I I think that if uh if you're able to get like a johnboat in there or or some kind of a flat skiff or something um that's manageable okay um it's not um it's not as deep as the North or South Pond where the one Pond that does have the boat ramp you can actually get uh you know deeper hold boats like bass boats and then you know boats like that but I think we could be able to get something uh in the smaller Pond and and be able to uh do the application there good excuse me Jeff shman go right ahead um do you proceed with s on this subject do you proceed any problems getting your uh Machinery into any one of these pawns if he's saying already about a small machine I know yours is a little bit larger I'm just concerned on how how are we going to get it in there without having to do any escavation so um do I have concerns yes I have concerns every single job I do but um Ecco Harvester is about 3,600 lb it has it's 8T 3 in wide about 22 ft long comes in on a regular pontoon boat trailer um that I don't perceive any issues in the north of the South Pond um I may get stuck I'm very used to it we comes in on the we pull it with a regular 2500 heavy duty Chevy pickup trucks or what we have um so I may get stuck if that's the case I call a tow truck um and they pull me out that happens quite often uh I don't perceive your ramps actually look pretty good uh compared to some of the other ones I mean we've done this off of beach trums we've done it off of the backyards we've done it in all kinds of crazy places the other small pond um that would be a much bigger machine that's an an excavator um that would come in it's it's a floating excavator um paddle whe driven again nothing off gas is below the water line that bus a 11,000 lb that comes in on a tractor trailer um as long as I can get the back of the tractor trailer the trailer end under the water I can claw the machine off itself I can pull it off by itself so that one might be a bit of an issue but you know again I don't know until I try that's my biggest concern as far as the excavation I don't think there would have to be any excavation to get to get anything in thank you um now uh I was just curious about the dewatering process and then uh removal uh how would that pan out um how would that pan out Jeff so for the weed in the North and the South when they come off the Ecco Harvester they get loaded into a dump trailer and that dump trailer comes up and goes to a reserve area um the best way to do it is all the biologists and all the people we've worked with recommend at least 50 ft from the water's edge with what they call an upnd review area an area of grass natural vegetation so any rain that comes in is not going to wash everything back into the lake um we usually recommend 100 ft we like to double it just to be having on the safe side and once it gets dumped into piles it's the piles look enormous and 2 3 Days Later they're half that size and then another week after that they're even less that size they be water um they had mentioned about having the town maybe come in and unloading those later on um or if we can get them far enough into the woods that it wouldn't even be an issue you don't even have to worry about them um we can truck them off site we usually will truck them to a recycling center um up there uh I don't have it in front of me who we use um up there but um remember the name of the place I apologize but there's there's somewhere that's maybe 20 minutes away the downside to that is the boat's going to be moving so fast that the boat will end up waiting for the trailer to come back um as far as I'm going to be offloading you know every 30 minutes so if I've got to wait if I've got to take 30 minutes to travel with a trailer turn around I'm already an hour out you know and now the're both waiting time is money so um we like to keep them in the area keep everything moving as fluidly as possible as far as the Dew watering you'll this stuff really compos down to nothing it's it's turns tiny by the time it's done and as the boat comes as it comes through the pinch rollers on the boat the boat is actually squeezing probably 60% of the water out of them so they're already not dry but there's a lot less water in them at that point all right that being said then H how how long do you suggest the uh materials sit and deat on the Pond's Edge or the you know the the 100 ft back Edge how long do you suggest that the material sit there before being removed for the dewatering how how long do you do you suggest that dewaters prior of removal I'm just curious a week oh yeah that would be the yeah sure I so Scott what is the what is the time what is the timeline for the project right now we're shooting for August but um the length of the uh the the so so we're hoping to have Jeff yeah here it's not at least the week but that's going to be based on his schedule which we have not ironed out yet um so that's something that we have to discuss a week being five days is that is that what we're saying well a five day week I'm just curious yeah I mean yeah so unless unless you leave it unless you leave it there for five days andw comes and trucks it off site well that's what I'm curious as far as how that process should work in terms of allowing yeah you know as much dewatering as possible prior us maybe hauling some of that out because instead of bringing it to a uh Recycling yard like like Jeff had mentioned uh you know Dan manard mentioned that we could stock pilot at at the town yard which is only you know 2 minutes 2 minutes away from big no it's not a heavy lift but if we let it sit there for 5 days after 5 days going to be a fraction that's what I'm getting it will only be a fraction we didn't we didn't ask him if it was going to be if that's what he thinks dry well in 5 days right it should be dry enough to take and truck this out I'm just saying the load size is that 50 80 Ys dry or 50 to 80 yards wet no no that's wet wet with 50 to 80 yards wet right and and what what is the percentage of of uh shrinkage right basically yeah that that it'll shrink in in the in the 5 Day spin it it's it's going to drop it's going to drop down 50% easily you know let's say we're talking lot at that point Mr chairman if I may uh Jeff it should there or um have we taken a look at you know should there be some type of a um a barrier implemented a straw waddle hey Bales something from um the runoff um going back into the bodies of water that's up to the commission um we have done it where you just taking Bays of hail I'm sorry and lined around it uh we have that before that's in places where we we we've done it in in so I'll give you an example we do the reservoirs for the City of Atlanta Georgia we go from Atlanta Geor all Atlanta and where we yeah where we drop the weeds there is a concrete up sorry a a paved pad pad almost um and that pad pitches right back down towards the reservoir so they line the edge of that with bales of hay um here again the natural vegetation suffer that barrier that Upland review area it may not be necessary depending on where you guys ear Mark for us to dump so I I guess then um my question is um you know the lay of the land uh you're the expert this is what you do um you know whether you would recommend a straw waddle or hay bals um you know we would obviously take that recommendation into consideration uh because we don't want to reintroduce what we're taking back out um as it's been introduced back into the water uh as we know from from boats boat propellers uh Etc uh so we we we're you know and trusting you with your expertise um you know to lay eyes on this and come back and say hey guys I I think we should lay um straw watles around this to to capture anything that could potentially run back off into the body of water uh is how I would like uh to lead that Mr y okay we can look at that if we're going to Mark the area in that gravel um then then I would definitely recommend putting the bales of hay in or even a u uh what it called um Waddles a sediment barri Yeah just something but yeah the bills work best but just as a point of knowledge where the majority of this stuff comes from is Believe It or Not the geese right geese are what bring this in right that's where the majority of it comes from so yeah um just an interesting point hey Jeff I live on 19 Lake Street and I own 600 feet from that back corner around it's kind of this Meadow swamp area and I don't know if I can be any help or if you can want to I don't know if you can fill something in there because it's being all overgrown and just I don't know if you want to I don't know if you brought back there or not but um I have not walked back there um you should take a walk over there where you are I'm that there's a little island there's um no this yeah that meow area yeah it's a little Inlet that brings you in and then there's Island and then my lens I don't know if you can see it it's pretty big amount goes all around cor on the North Pond in the in the little East pond on the North Pond um in the little the small one but South no that's North North okay that North Corner east east yeah it's um you're across fromon Drive yes it's the East yeah the Northeast it's the Northeast point I used to used to be land years and years ago but now it's not we skate down there and stuff kayak but um I don't know if it's just a thought that if there's something that I could help and if you want toate that yeah once once we get up there anything I up the I mean if I'm correct by saying Jeff if you don't mind if I'm correct by saying it's going to be a failer gauge out there when we first head out right so whatever you're telling is is an assumption right so we're not going to really know how this goes until you first get out there and you being the professional that we are hiring we are going to look at a lot of your expertise um the other thing is is I know when you first um I am a retired uh gentleman so uh when you do your first up I'm going to make sure I'm on site I'm hopefully maybe even Mark or um maybe another commission member can be there Scott's going to want to be there so we're going to have a lot of eyes on this and I think if we all just stay as a group and we concentrate this together and we'll make the right decisions then we'll have hay bales on site um if we think you got we got to have you guys put them out or put them out or you know make sure you have the hay bals and um I think this can go really well as long as we all just work as a group and make sure that everything is done professional you know and um like I said we are going to look at you just so you know I have a background of you know 35 years of dredging and doing a lot of the same same kind of work and um so I think if we just go there out and use your professionalism and go out there as a group and just watch as the steps go on especially the first day right and once you get once you get into it you're going to say hey Jim or whoever you're talking to and you're going to be able to say hey this is what we're thinking it's probably going to be closer to the 80 Ys a day since we did so good the first day and and it's going to give us a lot more um view on it cuz right now everyone's sitting here and we're we're assuming right we're asking questions that what if what if what if um I think the communication is going to be the biggest part of this working as a team commission the Lake Street commission and you absolutely that's usually how we do it we take a lot of it from commissions and from home owners associations and there's also times that they'll want us to focus on certain areas and and kind of forget other areas so again you know we're working for you guys and the the outcome is to is to improve the water quality make this a useful area that's our goal so and if however you guys want it to go we can make it work we have the equipment to do it and the people to do it Mr chair yes all right so I have uh the luxury of knowing chance firsthand if you guys would be interested on hearing what he had to say about the whole project um Heidi I'm a little slow on reading would you mind reading this out to me this is a message from chance Parks from today okay all right as vocalized to both of you in Scott daget mechanical removal of non-native aquatic vegetation is not a bad first step to Pond restoration but I believe two primary follow-up activities should should occur as part as this initiative one begin a pond water sampling program ideally monthly during the warm season April to October to understand what is happening th thermally and chemically through the water column to leverage the neighborhood Buzz around this weed harvesting to do Watershed SL neighborhood education using a Butters list um un Lawn Care septic system maintenance dog waste cleanup Etc via mass mailing social media and Lakeside events po um the wheed harvesting won't be a perfect onetime fix but as long as it complies with the time of year restrictions from natural heritage it won't do any harm I recommend special conditions one requiring quarterly update memos to be sent to information on Project updates two a season end report outlining the Harvest metric loads or pounds of weeds removed and three followup inspections on where weeds are being disposed of don't let that material contaminate other water body bodies good luck thank you I just figured that we might want to um cuz he he was localized with me personally that he would like to be uh also part of this and be involved with this um unfortunately he had prior arrangements and he couldn't make it to this meeting so he told me he would text me this to share with you guys so I figured I'd share it with all of you um have you talked to chance Scott yesterday yeah yeah yesterday I was on a site meeting that's unrelated to this um through my job as a civil engineer um so after I was done with that particular site meeting I took an extra 20 minutes or so to get him up to speed uh iron out a lot of things cuz I know I've been very critical of the city in New Bedford there's been no secret about that at all um so yeah he and I cleared up a lot of things um and he's you know all for it he thinks what we're doing is a great thing and uh you know he's offered to you know give as much advice or as much guidance as we need and that's very appreciative only concern of mine is that of last meeting you were stating that you were having trouble getting a hold of the party and the part's been getting a hold and very responsive the whole time well no so chance has been very responsive so whenever I've reached out to chance it's usually you know less than a day turn around what I was referring to was a lot of the in quiries that I was making to Jamie Pont himself he is pretty much leaving it to everyone else to manage because there were there were some things there was some information that I needed chance as the agent right well chance as an a conservation agent but there were other things that I needed to know about I I'm not really who owned the pawns when the ponds were owned you know when the ponds were transferred from whoever privately transferred them to the city in New Bedford I was trying to find as much information because to go into this project half blind it's not going to be as effective so I wanted to have all my bases covered especially when it came to drafting up the notice of intent uh the notice of intent was extremely complicated uh as a civil engineer I've done a few notice of intense I have never seen one this complicated uh none of my colleagues where I work have ever seen one that's complicated so it was going in blind and hoping that I got all my ducks in a row because I know how this process works I know that it can be an ongoing process if you don't you know cross all your te's and Dot all your eyes uh and that's why I was trying to get as much information as I could regarding those pawns relating to ownership um you know any information about the conservation and so you're partially right chance has been very upfront and and he's his response time has been very good but everyone else at DPI crickets so it's just kind of goes against what you had originally told me I took it that way maybe I saw it wrong but he also answered a lot of the questions that I had we all had permitted in previous and um I was just curious on reason being I just me personally I'm a straightforward type of guy um it was just ra suspicion that's all yeah so so there's no suspicion there um we can always go back and look and see what was said thankfully these are all recorded so you know my my words are my words he also recommended that he would like to see the water samples and all that other stuff that we had recent ly talked about in other meetings um it was just a little gray area that um I don't want to be holding back and I just wanted to let it be known that all right well we read it out M you got a question uh I've got a couple I actually have a couple questions for Jeff uh but then to speak to some of these issues uh uh water quality I've spent a bunch of time talking with mass d uh and some other things relevant to this discussion that we we've shared before hi Jeff how are you uh this Mark mitton I'm the conservation agent good hey um so I think uh the commission members touched on a number of of the questions um I had uh Scott and I uh have have had several conversations I know I've shared um taking a look at the um Mass D aquatic uh vegetation management policy there's a whole bunch of almost relevant conditions for the permit which I think is beyond why you're here tonight but I've shared those with the commission we'll come back to those time of year all that stuff um I I I guess I had a couple questions one was about refueling um is that is that an issue um so that was one um and I'll let you answer that one and then I had another one about access to access points to the pond so refueling um the boat runs for probably about 8 hours on a tank of fuel hold eight gallons of gas we use specialized um so let me back up my my real job other this turned out to be my real job at this point in my life but I'm a fireman in the city of bridport I'm a captain um I went to to college for engineering a background in um public administration the concentration in ocean ocean in Nash so that gives you an idea of of um what we use are containers that have been recognized as good practice um by the de in Connecticut the dec in New York um on there's a pond in Massachusetts can't think of the name of it also the to of my head but they came out and looked at it they recognize it as good practice and what we also do is we have they essentially Hazmat pads um there are 4x4 pads that we'll put at the bottom of the boat um that if there is any spilling they would quickly absorb it but the cans we use are predominantly they're about $150 for each can regular 5 gallon cans with a special nozzle on them that minimize any spillage but we do Refuel On The Water okay and yeah thanks I I I'm not surprised that you you have all those measures already thought out I just wanted to bring that up as it was something that that I thought about I guess one of the other questions I had and it came up earlier uh and I um in terms of access to the pond I know there's a boat ramp uh the ponds are pretty pretty large uh you're doing about three knots or 3 miles an hour um so 3 mil hour yeah so trying to um identify access points because I don't know around the pond other than the boat ramp where where it's going to be easy readily accessible to uh if if you want to deploy the Ecco Harvester there and so I I guess for for from the uh Wetlands uh ecology side um you know to the maximum extent that we can minimize any disturbance if you're not using a boat ramp or whatever to get into the you know um into the water uh you know obviously I'm sure that's your intent as well but just to you know you know to to minimize the disturbance and um you know be because as you know I'm sure uh you start disturbing areas um you know we should monitor them maybe not you but as a condition to I mean they set up conditions for other invasives to to move in whether it's purple loose strife or whatever so or fragm mies but I'm just I don't know if that's so much a question but a followup to an earlier question and that you kind of already addressed but I just wanted to to put that out there as well so anyone from the audience thank you nothing El there all right all right can I just say something go right ahead I was skating the other um on the lake with my daughter this weekend we saw the pictures oh thanks um and there's a looks like a beaver jam out um in the back back corner do what happens to the beaver which which Pond is that uh East the North Pond right so I have seen the beaver out there um it was a year and a half ago maybe close to two years ago it got hit by a car and it was on the shoreline I took photos of it uh sent it up to Mass wildlife to verify that it was a be cuz I was not about to touch it and turn it over and take closeup photos I took and they identified it as as a beaver so I don't know if there's a pair of them sure if it was active or not but it was definitely cool yeah so I I believe one of those areas that's the um the um biomass areas is right up against where the beaver was starting to build its habitat so when it was building its habitat um I happened to come across at when I was out there fishing and it's it's a pretty good size area and um strangely enough it had sloping sides and it was made out of twigs and branches and I was hitting it with an ore they build those things very well um and I don't know if that's something that we can touch um that'll be something that we'll have to address further down the road because I know some of those little Beaver Huts are protected um seeing how that Beaver got hit I don't know if he was the only one that was out there yeah but yeah you right there's there is a beaver habit there was well there's a beaver habitat that's out there but the beaver that was there is no longer there um did you ever talk to that' be under natural heritage too wouldn't it I believe so yeah because of the animals yeah well we filed with natural heritage oh good and and the only so the only area that's that's um but did you mention to them that you found that you knew knowing that there was a beaver dam there and if there is any precautions you should take no but there is there is uh narrative in their literature that says you have to take special precautions you have to take special actions around those areas where the Beavers are again it was in that document that that Mark had shared with me uh that um I think it was DM um with their guidance for removal of invasives there was mention in there of of uh not necessarily beaver dams but beaver beaver habitat Beaver Huts uh and they they have certain uh guidelines uh when encountering such a thing so I'm sure I'm sure Jeff has come across that many the same thing Jeff have you had any experience with that kind of a issue on any of your project we have in Connecticut we we had um we have a leak here in Connecticut it's a large Home Owners Association um actually borders the Connecticut New York line and they have a huge beer damn problem um we were able to go in and with our excavator machine we deconstructed um ones that they said were not active anymore um that was all the DP D in Connecticut New York so we have come across them we've removed them but that was only by them telling us to do it so yeah it's possible yeah so so based on your recommendation Eric um I may reach out to uh Mass wildlife and natural heritage and and see what they recommend whether whether they would want us to do a study over the spring and summer months to see if there is any Beaver activity there and determine whether not this is an active or inactive uh Beaver habitat and whether they will allow us to to remove it and just is there actual water flow from where that Beaver Dam is no so so so that pond um I think that pond is Springfed is that correct or I I know that there's a pipe that connects the um the South Pond to that small pond um so I'm not 100% sure if there's like a small Creek that flows into that small pond or whether it's Springfed but this the beaver habitat itself um the beaver habitat itself I think you can see part of it right here this little horseshoe that's in between these two uh biomass areas uh that that Beaver habitat is like it's either right in this area or it's or it happens to be that particular kind of see it biom so it not be a biomass could be a Beav yeah that one that one is that one's more than likely than Beaver habitat well the one next to I don't think the one next to it is because when I was out there this summer we can't be we can't be sure until I guess we go through the proper right exactly proper St like you just mentioned well he was saying spring and summer see if it's active right so um I Know M you got one more thing you want to uh couple yeah uh um so uh uh carrying on with this discussion I know and I I know the commission is aware I know Scott's aware uh and I'm sure Jeff um as well but the time of year restriction was recommended a time of year restriction was recommended from uh April 1st to June 15th which is outside the window where you're proposing to work but uh for River Herring because there's spawning River Herring up in there that are laying eggs atted to that and there's eels up in there so now we have beavers can look into that um I wanted to just quickly go back to the water quality sampling um uh we talked about this before that's obviously the in part a major part of the utopic of the Palm that that you know it's basically input of nutrients so I think the water quality monitoring is a huge piece of like a long-term project but it seemed to me that um the earlier proposal included reference to water quality monitoring plan if I'm not correct Scott that um DMF uh was looking for and it just to me it seems beyond the scope of the plan I TR I tried to reach out to D not I didn't try I reached out to D's water quality uh program um and they weren't really they have a set program where they're you know rotating through and at some point they come back through Southeast Mass they actually said that um Buzzards Bay Coalition their water quality sampling is probably the best set of data we're going to have and I don't know if we can reach out to them I I think that's a big piece of you know addressing this as a long-term issue obviously something needs to be done immediately about you know just the problem at hand but um we have reached out so it's not as if it's hasn't been touched on and my my recommendation was that we just not that I don't believe in the water quality because I actually think that's the root of all this issue correct but I I do believe that it's beyond the scope of what uh this project and correct me if I'm wrong you know trying to set up a you know um water quality in conjunction with what's going on if we can do it that's great but I wouldn't want to see that hold the project up so that would be my recommendation on that and I did talk to DPW and Scott sounds like you did as well Dian Menard uh we talked a little bit or he came over to concom uh and mentioned that you know if if he was willing to to truck material um off site and whether it was to the D DPW my my apologies yard or not that he was he was you know just you he'd be willing to to do that if if we needed that at least that's I don't think there's I think that yeah that's a couple things I have one more question too I'm sorry can I uh uh Jeff and I don't know I think you mentioned this as well um I I know that there's areas um on the palms that are things like Cattails and some other U uh areas I don't think it's Universal but a couple areas that it would seem to me that if we could avoid those areas uh it' probably be you know if we were choosing areas that wouldn't be the first choice in my opinion it you know has wild value so I don't know how selective I'm I'm assuming that that's they're not moving as fast as the boat so you can avoid it but sorry that's a tempted humor there all right so is there anyone else we can avoid those all right thank you thank you so with that being said I would love to make a motion and go ahead with an noi the only thing I have issue is the order of conditions um I think we're going to have to put get our heads together and really come up with a good order of conditions I mean we have hay bals now we're saying we should use we don't know how this is going to work um I don't know if we want to take a little time here and try to make sure we get the order conditions right I just don't want to ramble off some stuff or have anyone else ramble it off and and then we're when it comes to the end or the time to do it we didn't add enough or we added too much I think that's something that we should really um as a commission really think about talk about on our end and say okay this is what we want right so I know there's there's some order conditions that chase sent over that he thinks should be on there um we've all mentioned a few that should be on there but I think we should make sure we get it all down and written down exactly what we're all looking for before we say okay here we do uh want to go with the noi but these are the order conditions right now I don't think at this time sitting here at this tables tonight we have the order conditions that we want and I might be wrong by saying that but I I just don't feel like there's too much I mean we got fueling areas we got hay bills we got dumping we got so I think we should really think about what our order conditions that we're looking for on the NOA and I don't think I don't think you're going to have a problem getting one cuz I we all in for the project we all are right so we just want to make sure that we cover our butts on everything so with that being said um I'd like to put a motion to can I put a motion on ENT I'd like to entertain a motion yeah let me let me just have you back up one minute can you read that statement out that Rebecca and Nelson can't oh okay just so we have that and the audience will understand yep Lake Street two members have been newly appointed tonight but due to the Mullen World Rebecca and Nelson will not will be unable to vote due to missing more than one meeting for the late Street project okay now I can one comment so um I Scott and I again um have spoken a few times and um I have a draft or um list of orders of conditions it's not comprehensive I think there's a couple other things so I agree that you know sitting down and making sure everything is covered uh similar to what chance was um uh proposing the the D policy on aquatic uh vegetation removal H has a number of number of them in there that I basically just cribbed you know that I didn't take all of them but some some of the relevant ones we have the refueling I don't think is in there but um I'm happy to anyhow I I do think I do think collectively we could come up with a I still have to read I still have to read through you want to find if you ever have time I can correct I real that I mean that way but all right we will all talk to you know get it situated but not through a quum correct yeah we we can't talk I know I know I know exactly what the way you just said it no I realize that we can't um so I would like to entertain a motion that um we continue this until we get a better um order of conditions something more listed out uh ma said he does have some that are listed I think we should really think about more that we want um and go from there so do I have a motion so you want to do uh time and date start um so when are you thinking that we should be want to do two meetings from now yeah I mean however much time it's going to take for you because I know you're not doing this till August we want to get it all situated before then so if we go with two meetings not this one the next one the one after and by then we should have something lined up with an order of condition the whole problem is we have to put the order of conditions we have to talk about this on on the separate come back with a draft we can come back with a draft in the next meeting yeah but he has to write it up personally yeah right I can sit with him or you can go into the office or one person can go into the office and everyone can take a ride to the office if they want to look at the draft right right can I just distribute a draft after I speak with Scott I'd obviously run I mean I'm happy to go hey can send the email across yeah just just yeah if there's comments I don't know if that violates you can't I don't think that violates you get it's a we can't comment can't com we can't comment but he can send his theft correct we yeah well you can review it then meeting we can get it in review and then discuss it in that's correct we have to it we have to review it we have to get it and receive it we have everything has to be done again we we can review it and then discuss it in an open meeting I don't if he sends it he can don't believe that's Jo does he have the right to email it to us the draft or is that a violation and I don't know I'm asking I know we're not suppos to all the time it's just you cannot comment back correct so we don't reply to it we bring it to the next meeting everyone will be already read it and we'll bring it up again how that sounds perfectly fine from now Jo in what's the date so you got uh March 12th March 12th sounds good March so I'll make a motion to continue this to March 12th second all those in favor I I you can't vote got to be roll call roll call Jim Souza i i peler i Christian duza I Doug Thomas I Eric so we'll see you on March 12th all right thank you thank you Jeff Jeff thank you very much questions thank you all right thanks again thank you byebye by Scott do you want to look at your calendar in the next couple weeks I'm I'm happy to come at your convenience you know I know I mean any yeah I me I'm available anytime all right wow he gets okay um if if something comes up if it's during my work hours swamp work and I'll just where's your office wow okay oh that's perfect yeah I can I I'll find what what what I put together was just out of that plan mainly and the DM I'm to I'm sure whatever you guys are going to come up with is reasonable let's keep moving close it out okay so now we got um agent updates um uh let's see I think in then I'm trying to work on a couple um there's a couple of certificates of compliance um that are going to be coming up not next meeting but maybe the following one just to sorry that's not um um just a heads up I did finally uh get uh an email back from the current owner contractors that are going to be doing the work on 251 mendal I believe it's 251 uh it was bgo solar it was the old girl scout camp um I was concerned that there was some type of work might get going um but in the email which I'll send out to everybody it it's basically say that they're not their their plan is not not to start working until this coming November so they've put things on hold for whatever reason so just that's an update uh we got a letter um a call from Jamie Binet at um zenth uh about withdrawing the latest noi for deep Brook and so this is a letter I think we discussed it we discussed it at the last meeting I believe the commission was comfortable with the withdrawal uh waiting on a official letter saying so that's what we he just sent that late this afternoon so um I think those are the main oh oh this is important so um and we discussed this uh last meeting but so the Mac uh their their environmental conference is coming up March 1st Saturday March 1st we're trying to get people registered um I know uh Joanne um has spoken with them and I I have as well so I can send information to the new members if if you uh including there's a it's a one-day event and there's a schedule Act of activities so you could take a look and we can get you signed up for those and that goes for uh the rest of the commission as well if and and I don't know know who has and hasn't actually said this is what I want to take I I know uh Heidi you've spoken with Joanne I don't know if anybody else I've spoken with Joanne I haven't put M together yet but I still have to but if and if you need to schedule again it's it's on their web page but I'm happy to to send it out to everybody again in the information uh to the it's a really good learning course it really is you know um Joan which one did we last year didn't we do the fundamental FAL [Music] in this year there's right order condition just how to run a meeting so there's a lot of things that it's really good I mean um if your first one I I do recommend the fundamentals it really kind of likes get you in there and um but you know take a look at it glance at it see what you guys want to do yeah I finished my fundamentals she did yeah and I'm I'm subscribed to the emails also so I I get all the emails from we'll be adding you in though we'll be replacing you with Ryan and swap your names out so you and there is a discount um if the town has a me like we're is it a membership I don't know we get some discount rate so if there's other than but you won't pay for anything that I think it's like $150 each each member for Saturday I think it's 135 but I could be wrong oh no the debate continues Joan's always right yeah that's through the town so other business any other business that may properly uh properly come before the commission not reasonably anticipated when posting 48 hours prior to the meeting future business the next meeting of the Conservation Commission will be on February 12th 20125 meeting is to be held at the town meeting room located at 1222 Main Street at kushion at Mass I would like to make a entertain a motion to adjourn the meeting so moveed second all those in favor I I roll call I James Souza I Heidi p i Christian hi Douglas Thomas hi [Music] [Music] [Music]
