do separate or do you want to do both November December November and December okay perfect second thir pass that was a both Communications uh we want to go over this what we have to do to get smitte reelected um communication is there an election coming up is uh who has to run this year maybe it might be what off oh yeah I'm going to have to call the town hall to see who's up to run is that we for the election yeah what we have to do to get them appointed again I think you yes so um that just came according to Pam I'm all set so no it's Jerome but um Pam did send me the paperwork so at the next meeting um I'll read through the paperwork so we can address exactly the right um process on how to get him on reappointed I think the sen have to vot again yes yep so we're going to stop that process and then we'll bring it to the board and then you don't have to be yeah I'm I'm good until they un appoint me what's up I'm all set until either the governor or the SEL unapp pointment so cam sent us a guide on how to go forward um he needs to be um appointed in April um as a 5year term so I will work with Cam to get um everything done as far as the housing authorities there might have to be an election or but um we'll work to get that done and uh we'll present that at the next meeting okay don't the report so for our 667 program we started recertification so we're working with all the tenants to get all their current um uh information on their income and their deductions and hopefully we'll have everybody done we usually like to have it done by February 6th everybody's rent will change effective March 1st so we've been working on Research in the AR he really has been working diligently on getting them done and we've been doing our normal day-to-day um office activities as far far as the garfeld street Mike and I met with the um head of the program that rents Garfield Street we did put in a brand new bathroom but they do use that bathroom often and the tub we did we put in a walk-in shower but the walk-in shower um cracked and the paint is peeling on it so we were able to contract a um contractor um using ta and Housing Authority that's what we've um ton has a great program now where if we um they have some that can come and fix it they'll send their contractor and Toten will build us because they've already have procurement with all their contractors so we did call somebody that's going to come out and do the fiberglass work and repaint the tub we did it yesterday oh we did how to come out uh we'll see um uh it's patched you know it's not body you know it's you can tell where the patch is on the shower but I mean you're walking on so it's not going to leak but the gel coat is in a invisible and yeah right you're not going to see I didn't go he had to put like three more coats of paint on it but I so I didn't go back but I'll go by and he painted the rails I said you do this he said I can't really guarantee that so I'll check it out and if they are I'm going to replace them with st steel okay gra so and they are um they do have a project um coming up for the upstairs bathroom that's something we had um written in the board had voted for our Capital plan the um other thing that we actually worked with dhcd on and we don't know dhcd is having a hard time with their finance department a lot of people have left so um we did get a call from them um probably like a month ago where they had combined two of our projects which happen to be the gas meter project and the electrical panel project which we're going to be voting on today they combined both projects and it actually left in space somewhere but we found it um $90,000 of capital money that is um offer Capital money that's coming into to the Kush Housing Authority so um we were able to um split it into some projects that we have going on one being um turnovers so now when we turn over the apartments we have some extra money the other one being um the hallways Mike and Doug and stop we're placing all the flooring in the hallways we put extra money in there so they can do the front and the back hallways and also paint the hallways and um the other one went to the feel we're going to try to move some of that yes to to do some of the B over ATF Street um the other thing that's actually I don't know if I mentioned it at the last meeting but DCd came up with um a new capital um category for turnovers which is funny cuz we've had that category for years so the um the state is given each Housing Authority a percentage of units that we can go ahead and um stop fixing Apartments whether it's taken downers taking the tubs out putting walk-in showers I believe that we're going to get like about to be about 18 to 20 some thousand this year for our turnovers they want to do like handicap levers make them more um elderly um efficient people so that's all money that we don't even have to ask for they're adding that extra to our Capital plan for each house so every time is a vacancy to do that yeah every time that well we already have a vacancy unit turnover but now we're getting extra so um and it they wanted us to replace all the tubs with um Walkin showers but I think um a lot of the housing authorities are coming together and saying well wait a minute let's just change the downstairs because if we have walking showers upstairs it's only going to be more of a maintenance has it for us when if the water leaks it's going to leak into the ceilings and so they're they're really focusing on just doing the downstairs apartments with walk-in showers and just leaving the tubs upstairs but taking down the old tiles and maybe putting a surround in so that's what they're working on now a few of them already right yeah I've been em that they requested we've been doing already ready so they're a little behind I think they copi our Capital the um the hallways you're doing like a life Pro finy yeah we going to look at you know we haven't picked one out yet but I wanted to do this the floating one floating but we use M on lot the composits because can get wet yeah water like a protected water don't know what the mill is I don't know what the you know I we we need to stop looking at them and we definitely have like all the extra money to put in for better flooring um what's really nice about that is they've also included extra money um to to use uper Dum so he has been helping M with the turnovers so whether he's here on a turnover or whether he's here on a um the flooring for the hallways I can actually Bild his payroll to the um flooring project or to the turnover project and that doesn't come from our um maintenance budget at all and that's all I have for G Street new business we have uh approve motion to approve the director's report second inove business okay read the first one a discussion and board vote to continue the accountant contract with f you all and Associates um so every year we do this thaty world is our accountant they come in um she comes once a month she does a complete finalist of our monthly um financials do this she does but we have to renew it every year oh so it's been here already yeah it's already been a year yeah so the contract's coming up and she comes in and gives her reports the end of the year yeah yeah but is the contract uh I don't see it in front of yeah you put it in the back of your boat is it in the back of your boote um so for the 4,000 1 it'd be um it'd be a monthly fee of 8.91 per month and then I think it's one yearly fee of like 2500 to do all of our mod does it compare to last year or yeah I mean it's it's pretty standard they go up they go up a certain percentage every year they did with all the other housing authorities but um I mean that $891 it it might actually go down after this year due to the fact that um oh know we still have a management contract so yeah so it's um 8.91 but she's she I mean she does a good they do a good job and um we've we've never had an Exon audit for any of the work that they've done so [Music] far motion to continue with the contract for Fenton Ewald and Associates and the contract is going to run from July 1st 2024 because they always wait um to June 30th 2025 second [Music] hi okay um next I have a possible board vote to hire the lowest Biddle for the Federal Pacific panel replacement at presidential Terrace in geld Street firearm replac IT project um 00364 so this has been in the works for quite a while now um it's not going to solve our whole problem um but it is going to um help so um the architect um cgd consultant Engineers um did all their homework hopefully they did it correct because we've had problems in the past and um they're asking that we hire um Prime Ridge Technologies people in uh this was already approved by dhcd so now it has to come to the board um in the amount of $82,400 that's actually upgrading the whole fire system at Garfield Street and um our partial um service upgrade to our electrical panels here at the authori um the one good thing I can say about this 820,000 is in the past our reserves have gone low because we bought a truck we bought a tractor um this project um we get 10% off um as admin fees so once the project is complete um we can apply for adding fees through cap the capital fund and it will definitely increase our reserves also which would you know put us in a really good spot we we don't know what's going to happen as far as um the gas pipes or anything else but this is already in what what are we getting for $828,000 a whole new electrical piano for goet so it goes no fire upgrade fire yeah whole fire alarm upgrade good the panel and everything like we did over here a couple years ago they're putting all new bells and whistles everywhere and Street yeah yeah we did this one recently yeah and here also um we have a lot of our um panels that are yeah the circuit breaker panels they're replacing all of them they're upgrading them so in the future maybe they'll be able to handle Min splits and then they're replacing the panels and the solar um the whole the whole thing is going to be upgraded and they're putting bigger S of Breakers in the Transformer out here too have say 200 amp and we're bringing in 400 amp or they're not bringing in more power they said there's enough coming in but they're just increasing the breakers in the um okay that's it's like all like new to me but and I just want to put this out to the board and I mean I'm just going by what I see in my other housing authorities and um Somerset switched to all Mini Splits so inste only sauce to eat I wouldn't do that here mhm it has been nothing but a night those things are nothing but a nightmare you have to have a clean contract when they go around and clean they have to start all over again we have not had any problems with our heat here in theion so um even in Swansea we could have got a grant for Min splits and we turned it down because that's electric stoves too they on oh they on electric stoves yes yep and got here and we getting rid of all the gas stoves Elric stoves too yeah I mean sounds like a ton of money for some electrical work so well it's pretty major they got to put some they got to run some car do it in the ground okay to sir so well it's always a lot of money and obviously this uh G GD put this out for bid this is the lowest bid they the whole project um they put it out to bid they did all the procurement and that's um they checked all the references and this letter was to support um us to go forward and it's also taking the gas pipes disconnect them and capital M this is a budget or Grant uh this is Capital Money uh Capital money and Opera money so it's all coming from the state not it does not come out out of our budget at all which is nice cuz everybody's going to get a brand new stove so I mean not that a lot of people don't want to switch to gas but I mean honestly having an electric stove does actually help with maintenance um issues on coil um it's it's one less thing that um you know com in at night because my furn is not working or I smell gas in the apartment and it we've had a couple people leave and leave the St so we're getting rid of gas and going to Electric stoves right now right now all of our heat is gas stoves y stove and ovens cuz yeah we're all one y yep okay only question I have is you said if we do this and we do we someday we'll be forced for the Min way is it going to be enough power they I asked them that theine like I said I you're asking me something I don't really know about he said yes he said yes all right well I'm just going byend all this money now don't use a lot of power I mean if they need more power I think they would just um put in a wire but like I say he's increasing the break is from 40 to 50 or whatever he's increasing them like capacity you know 10s and even though we're getting all gas stores we do this year um have to hire um a company electric stores I'm sorry electric stores this year we have to have we have to hire a company cuz it's a mass law we actually should have done it last year but we were waiting on all this to come through but we have to um hire a company to come in and check all our gas pipes because we are um a Master Meter which means we own all the pipes from the first meter around the development so I am going to have somebody come in just to check so we can be in compliance with the state I mean next thing is going to be electric furnaces I guess have feeding system still gas they want a gas heating system so in the past we always put a um gas heater um water um hot water tank yeah hot water tank and is that gas well it's hooked on to the furnace um a yeah so we'd always put like one every year in our Capital plan too in case one broke but now they won't give us the money for our Capital plan for anything that isn't gas they're not going to stop us if we want to replace it with a gas but we're going to have to take that out of our own budget money um because they do not want to support any um fossil fuels come into the housing authorities that might change next week too so that's prob be expensive yeah for the state's paying use our res like that though yes yep yep we did get a quote for um them to come in and just fix all all brand new gas pipes and it was only $215,000 but the state wouldn't pay it but they're paying this so we tried all right bu that next we just need a motion well I guess we got to approve this uh firearm replacement project and Federal Pacific panel replacement and doesn't say on there but I guess it comes with some new stoves this this contract that we're we're doing includes all them we have all the specs for it you did we make a motion we haven't yet we haven't yet okay well look where [Music] read I think like the engineering firm they weren't part of purchasing the stoves cuz it was coming from the uh was we were going to pay for that weren't we and then they just added this in lately something like that that's why it's probably not in this I be more comfortable with it in here probably would yeah I don't see it on the sheets that that's being done uh if if it's in a contract somewhere that you have yeah I'm under the understanding that that is replacing all the soapes were you under that same understanding man yeah cuz I already told them like they ask me where I buy my soap and I told them where I buy them oh okay and they bought St who have some of the contractors that would be purchase stuff from them too so they usually send us a whole um oh this is I I get this isn't a contract this is just stuff they've done to yeah to these are references yeah to approve okay all right so we don't have the contract in front of us but you guys are comfortable that for the 828 you get everything we need yeah I mean I know someone that justjust the firearm project for 135 units is 1.8 million so it's not cheap to get all this done Mr Gs yeah I'll make a a motion we let's see for the high the low B Federal Pacific panel replacement for both uh presidential terce and GFI stream for the firearm replacement project 00364 second all in favor passes uh um next on the agenda I have a board vote to hire an administrative assistant um now that we have the management contract um I'd like to hire um an administrative assistant for the office it was voted at the meeting last week at Somerset that they're going to take the management contract um once I I we have a management contract the director only gets 40% of that pay for the contract so that leaves 60% to hire other people to help manage the other authorities and um I actually asked Nancy if she would be interested in being my assistant to help me run all the authorities um it would mean that she would like I said be here 10 hours a week and be in Swansea 10 hours a week um she'd also it doesn't um have anything to do with a resident service job um coordinat job that she will be here for 20 so she'll be working a total of 40 hours and it would give us an extra 16 hours of Office Health paid for by the acrush Housing Authority Nancy being hired um does not come out of our budget it comes out of the budget for Somerset the the residents Serv service coordinator that's 20 hours that's all here that's all here yep we share that Grant with Swansea so we give 4 hours of Resident service but the girl in Swansea is responsible for that so nany's here for 20 hours and doing all the Resident service work so her work here would be as um as probably like a management assistant to do more of a director's title and the office person would be more of um an administrative assistant to you know do the take take the payments and process the payments and do champ for the waiting list and we will train somebody to be able to do all of that I'm all FL I mean hopefully it's 16-hour job so it might be tough to fill but we should we should advertise for try that route it sounds like it's a money saving proposition yeah and it's nice for like a you know like a a mom like that needs mom hours or something like that we haven't nanc and I can sit together and it doesn't have to be uh one day or five days it's just 16 hours pretty much week be four days a week we just um we're going to sit down and discuss whether it might be two mornings two afternoons or if it's going to be all mornings or all afternoons like we just we're going to just come up with the hours but it would be 16 because we're closed on Friday so it would be 16 hours from Monday through Thursday so that somebody was pretty much in the building 8 hours a day yeah so it should leave this office open almost from um 88 and until unless she's here cuz she comes in earlier from 88: to 4:00 Monday through Thursday yep it's actually given more hours for all more office hours and more staff here um I don't I don't think the motion is to hire I think the motion is to advertise we we'll hire once we get some applications and we yeah well I'm responsible for hiring anyway I just wanted to make sure the board knew that you know what was going on motion to give you permission to hire an administrative assistant for 16 hours per week second all Pap pass that's it that's it just old business have a motion you don't need this uh substantial on rail oh what's up oh you know what I'm sorry yes I'm sorry I do I need board vote um to approve the um certificates of substant of substantial and final completion on the railing projects I want to defer to got up until the end of the year now unfortunately we have four Apartments open so yeah so I we I started one we just getting the keys for the other ones but we know they're going to be open so I'll be busy doing that and just all the maintenance around here everything seems to be pretty good everything's running good we do have two people from upstairs coming downstairs so that's going to open two more Apartments so um we do have that turnover money that I spoke about so we might does have our prum here um how many days a week days a week like two and a half three yeah so he's definitely going help um we also um have our um Swansea has some part-time people and uh they're willing to come also to help us and we'll probably pay that out of our budget but that will be reimbursed also from the turnover funds so n's working to get um a list of people ready for champ and he's working on the apartment so hopefully it'll be a nice smooth just get him done you've got one on the way then I got yeah one is on the way that's one we're putting the shower unit but the two of them two of them that are empty they um they were redone so they just may need a good fres co some and um yeah clean you know turn they should be pretty good say if we can get the extra help that they should be flipped over pretty quick [Music] okay anything else motion to accept the maintenance report second
