meeting we have a very special guest today Mary ariiana and she is going to help us get through our meeting today but before that we are going to just do a couple of items here first we're going to do approval at minutes and then we're going to review the agenda sound good okay so next we have approval of minutes September 19th work and regular meeting do I have a motion to approve the minute so righty we have uh two second readings of ordinances one is to amend chapter 53 which is our salary guide and this was actually for um our construction uh in our construction Department with the um with the building inspector um just uh making him a part-time instead of hourly and the other one is uh an ordinance establishing a business insurance Insurance registry on our consent agenda and our consent agenda is matters that are considered routine but I'd like to point out a few things on here we have a resolution resolution cancelling taxes for Calvary Lucian Lutheran Church um we also have another change order for the community center and I believe it's the last one um we are appointing another crossing guard and another police dispatcher and then we're also retaining specialized legal services for um an issue that we are having right now with violia and we also um we uh appointed our director of communications this was somebody who we actually already have but we expanded the uh responsibility all right that is a light agenda today so next would like to open the meeting to anybody that would like to comment on anything on the agenda anybody out there talk now Walter all right now we have the fun stuff so we're gonna do a presentation of a proclamation and an oath of office so I think first we're going to do the oath of office to swear you in as mayor how does that sound all right we're going to go right down there and your dad's going to hold the Bible ready all gonna be right behind you be excited she go that way if you want we'll all be cheering you on does Dad have a phone camera something sobody can take pictures there get this second my good way they see the flag yeah dad P the Bible look at you Dad you want me to take some pictures with your phone just so you have it right away not that I'm an expert but put your L hand on the Bible and your right hands up sh right okay so you are G to actually repeat after me okay I hi say your name last name do solemnly swear do soln swear that I would support support the Constitution of the United States stes and and that's a nice addition the constitution of the state of New Jersey that I will bear true for Ariana are we ready that means is a special look this is a special certificate that has a special steal on it just for you um in honor of you being there for today ready read okay proclamation in honor of Mayor Ariana Elise hes whereas young people gain valuable citizenship skills by learning about state and local government whereas in honor of our young citizens a mayor for the day event was auctioned at an alelle foundation for EXC educational Excellence annual dinner and auction an event that helps fund grants to enrich the prek through 8th grade educational experiences at Hillside and Brookside schools and whereas the mayor for a Day event is a first step into the world of local politics and as the winner sees the inner workings of the burrow Hall and other Municipal facilities as they follow mayor wisinski in her duties as the leader of the buau of Allendale and whereas by working to educate our young young people in the duties responsibilities and opportunities of citizenship this event will contribute to the success of the winner as a future leader in our state and nation and you actually did tell me today you wanted to be president of the United States one day excent whereas the haish family um won the mayor for the day prize and their child Oriana Elise haish he was a rising 8-year-old student in Hillside School and whereas Ariana hobbies include Sports karate traveling arts and crafts and whereas Ariana has a passion for monster trucks and cars and her favorite sports are tennis basketball baseball and soccer with a particular affinity for the Yankees Nicks and Giants whereas Ariana is interested in dinosaurs and wants to be a paleontologist and whereas Ariana loves spending time with her friends lake Jenny and Isabella along with her two cats Willow and kit and her older sister Sienna and whereas Ariana's favorite color is purple she adores bunnies and her favorite foods include chicken tenders pasta ice cream and chocolate chip cookies now therefore be it resolved that I Amy wilinski mayor of the burough of Allandale officially proclaimed that October 3rd 2024 to be recognized as mayor Ariana Elise haish Day within the burough of Allandale and be it further resolved that the mayor and Council of the burough of vale encourage all its citizens to work together to prepare our young people to be good citizens yay wow that's this we started uh this morning myself and councilwoman Loa solo along with DPW director Andy we met at the fields at Grand stand and recreation park um it's been a long topic or topic of long conversation if you with regard to the condition of our Fields how we can make the best use of them maintain them to the best of our ability and so forth so we met with a representative from a local firm who specializes in field maintenance um currently we're on our way to rehabbing field one and the firm that we spoke with um affirmed that we're on the right track there and the efforts in front of me underway um and with that being said we are on our way as well that's devising a strong game plan long term so you know we're looking at Fields one by one now I presume that in the next couple months we'll be in B with regards to our fields and so um last week we received the bid results from our concessions D which honestly came in higher than we had expected um so we're in the process right now Consulting with our professionals to refine our bid specs ultimately we're rejecting them is what we're doing yes they're all being rejected and we're going back out to bid yeah we're going to be going out back out to bid but we're going to refine our specs to make sure that the numbers that we're receiving are most accurate the project that we want to pursue with um and then finally tomorrow at the red Bond the New Jersey Motor Vehicle Commission will be returning to inspect vehicles for October November and December excellent thank you thank so much coun woman love thank you mayor I also want to welcome our mayor Ariana hes here today hope you had a successful day as mayor and you have about another half hour to like order us around up here so give us some thoughts you have any request um thanks to your family for supporting Affy and your father is here tonight so thank you um so we've had a busy September in our and October is looking up to be equally as busy I was happy to join um cman yak arino and Andy this morning um I think the one the good thing that we heard from um the professional that we brought in was that our fields are pretty much in line with all the other surrounding fields around us um and um it was just a good meeting really didn't raise any red flags so I mean we have work to do but it definitely wasn't it's doable and he also pointed out that a lot of the issues sometimes can be um um helped out when the parents and the coaches do their part in raking after their games and what have you so that things don't puddle and and so course so that's always a good reminder to the community too um our next land use committee meeting will be the morning of our next mayor and council meeting which is October 24th um I will give a full report then at that meeting I have invited our new shade tree committee members to join us at the start of the land use committee meeting so I'm looking forward to that and to utilizing the expertise of these members um while they assist us in various tree tree related issues in the buau um as always I'd like to thank our team of professionals to work hard on addressing and resolving the various property situations of our residents our finance HR admin and it committee will also look to meet the week of October 20th um thanks as always to our incredible burrow Hall staff uh the Green Team I think you heard this at the last meeting um is doing a pumpkin is planning to do a pumpkin gourds mums and corn stocks collection tentatively scheduled for November 16th and November 30th the event will be held at rosers and Boris Landscaping um so basically once you're done with your um fall decorations you're going to be able to drop them off for composting to those two locations that's great um I have a quick report too from Lee Memorial Library um they have a wide range of programs in October for all age groups for adults they're offering in addition to their recurring programs an Iceland travel lecture on October 10th a talk on ADHD Awareness on October 22nd and a Halloween themed event right here next door in the Quil room on October 24th featuring spooky readings performed by members of the community on Saturdays in October they're partnering again with the Allandale ambulance Corps to offer CPR classes at 11:00 a.m. and 1 pm beginning on October 12th for tweens and teens they have their popular Swifty Club on October 23rd and forat and the first session of our design Club on October 24th some highlights for our children's programs for October include false stencil painting on October 10th glow-in-the-dark scavenger hunt on October 17th haunted house in a jar on October 22nd a dwali celebration on October 29th and H Halloween Story Time parade and party on the 31st as always check the um Library website for a full list of their programs excellent mayor h would you like to say something here welcome back Council woman homman your report please hello hello everyone uh I think I will start off talking about sewers um so on H Tuesday October 8th I believe is our next meeting for the sewer team um to meet and to discuss the challenges that have been presented by the enormous development that stle River um has coming before them that's the right terminology um that really is um going to to present a huge challenge for our sewer infrastructure both as it currently stands today um as well as in the future as we have fair share round number four five six seven whatever comes all the years that we have that um we need to be concerned about what is going on with our infrastructure um so our team is working and trying to ensure that Allandale is um protected and um take care of so that's my sewer update oh as far as actually with ramsy we're hopeful to have a contract to start contract negotiations with them in November um so that will be something that will move forward hopefully pretty smoothly um as far as water everybody knows that viia is our water provider here in Allandale and the motivating factors have been um really met in a very positive way so far we have temp temporary treatment for posos both in the uh the new Street facility as well as Crescent I have also had some meetings with violia engineering about the plans Meer Street treatment so I'll be reaching out to um any Resident that is impacted by the actual construction of that in the very near future um we also are having a challenge with um violia and that's hence why we had a motion a resolution to appoint a special Council Allen Del residents probably are all aware if they looked at their bill that we did have a 12.25% rate increase that went into effect on June 1st of 2024 residents are also I'm sure aware that this was a 0% rate increase year uh according to the agreement that we had with violia there um are a lot of moving parts for us work working with the BPU and myself and mayor wilinski had a meeting with some of the Commissioners AIDS today to discuss the challenges that this presents as you know we have a contract with violia there also was an open public bid as well as the sale with the 10-year rate structure was approved by public referendum um so we'll see where that goes um and we'll try to keep everybody a but I think we're well supported legally by having Ray and by having the council that we have retained tonight um so I think that's the the essence of things um and residents will be getting a letter yes oh yeah and that would be the other part that we will be sending out a letter just again sort of giving a little more detail than what I've given here tonight but I think the main thing for residents and for our Council to know is that we are taking this very seriously and um we intend to understand if there's you know a way that we can have this rooll back or if there's a way that we need to better protect not only allenvale but also New Jersey um communities as a whole that are going to be looking to sell their water system to ensure that these open public bid and the transparency is all there and the implementation is for the best of New Jersey residents thank you mayor and thank you mayor Ariana for letting me speak for such a long time tool thank you Madame Mayors the the police department is hosting an emergency management intern this year from northern Highlands uh and one of the projects he's working on is updating our Mass notifications database so some residents might receive correspondence asking them to update their contact information use the Bor website under the police department page to enter or update your information uh the police department is also working with the burough clerk to prepare for election day which is fast approaching uh the police department and mayor wasinski had a successful ice cream with the mayor and police with sprinkles with sprinkles for Tyler fast enough not for everyone apparently and our new police officers were there and they were able to meet residents and kids enjoyed a nice cold treat out front in front of ball very successful uh last week we hosted the Gia Memorial blood drive for the third time and at this drive we collected 32 pints of blood which has the potential to save 96 lives so thank you to all who came out and donated I'm looking at you Walter and uh since the blood center is so happy with our results they're targeting another date for March of 25 taking all our blood lot of all so Walter and I were there together that's correct and that's all I've got thank you mayor all right um councilman oh straight through hi councilman oconnell oh yes thank you Mayors uh the only thing I have is the picture I showed you uh the other night of the handicap chair for Crestwood Lake I'm working on getting prices for us and then I'll sit down with the with with you mayor and see the next step excellent and I did forward you something about a new um some boy scouts that are looking for more projects awesome yeah thanks so excellent councilman Delio thank you Mary wilinski I just want to welcome mayor Ariana today you did a great job of your oath you actually did a better job reciting it than I did I stumbled quite a bit some of the big words but he did a great job and welcome uh the DPW committee has not had an official meeting since our last council meeting but I was able to visit the DBW facility last week I got to meet and talk to our new mechanic CJ who's acclimating himself very well uh he's really organized and making the shop into what looks like a real mechanic shop again uh he's done a lot of organization done a good job uh he described he's already repaired a bunch of small machines that we thought were not repairable uh he's working on a bunch of vehicles uh he did with uh superintendent augliera he is putting together a list and an analysis of our trucks equipment and tools and a priority list for budgeting purposes of what we need to fix and what we can push off till next year's budget what we have to fix now for emergency purposes so he's working on that and we're happy to have him here uh I know the DPW guys are doing their normal duties picking up debris in the streets checking potholes making sure our drains are clear they're decommissioning Crestwood is still ongoing and thank you to councilman Yak Carino for your report on the fields I'm glad to hear that that is starting to move forward I know the guys are you know ready and able to start working on field one definitely a prayor uh one nice thing our PSG contractor was using a portion of the DPW property that was basically Stone and dirt where they were storing equipment and materials uh part of the agreement when they finished was to bring that back to a grass area which I'm glad to say they did it looks great uh they planted they planted seed and they were watering it last week so it's going to be a nice green grassy area in front of the DPW by the bridge and one last note uh one of the things we put in the budget this year with our new superintendent was to get shirts and clothes for the DPW guys so that they're all look like a team I'm happy to say that today I was informed that the first batch of t-shirts have arrived and superintendent of Aro hased to distribute those what color are they I'm I believe they're green I believe right yeah they're a darker color but uh more to come so that's all we have that's awesome thank you thank you very and the grass looks really great down by the did a nice job all right Mary mayor Ariana would give her report um so there is a place where you could pick paint pictures that you have to paint a spooky picture and then it gets hang up around Allen there all like so your kids can do it if your kids want to you just have to sign up awesome very good is great up holay observers so we have Saturday four on our Council you just need to sign up oh it's Saturday excellent all right our staff reports our clerk Miss Linda thank you mayor wilinski welcome U mayor PES um ordinance 24-16 um in ordinance establishing business insurance registry in the burough of Allandale just had its second reading public hearing and adoption tonight so Amanda Richards work with the G pilot to make sure we have the business registry application online where they can upload their upload their Certificate of Insurance and pay the fee registration will be from January 1st through January 31st uh so we're not opening it up until January 1st so that payment doesn't reflect for the 2024 year I'm waiting for a list of all businesses in Allandale that the Fire official uh said he would provide me once I receive that I will send out the ordinance and a letter explaining the procedure and where to find the form online we are charging the annual fee of $25 and they have to provide us with their Certificate of Insurance with the insurance requirement um I also logged into the burrow website under the burrow Clerk's Department um and for some reason we had uh two election pages so I just kind of merged the election results onto the election page um so I that that created a blank page um so I made that um Office of the clerk um and that's going to be my information page in important announcements regarding the clerk's office right now I do have a letter that is going um out for the business insurance registry on it and I also have coming soon New Jersey film ready certified excellent um so regarding the film ready um I did I had a zoom meeting scheduled uh with someone from the commission however they canceled on me the night before so I'm waiting for them to reschedule with me in the meantime I compared our current film permit uh with the one ordinance with the one from the film commission and I created a rough draft of a new ordinance um I spoke with councilwoman Ola solo this morning regarding updating our fees for filming permit um I gave her a copy of the current fees along with the fees from White cough so um it is increas um so as soon as she discusses uh this um at her alen board meeting yeah pleas um she'll let me know and I will then send a copy to to Ry and then once I get that back I'll send it to the film commissioner for their approval um and that way we'll be closer to um getting certified and just a reminder that the burrow is taking non- perishable items during the month of October in support of the center for food action and that's it super thanks great work okay our chief Mike D thank you madam mayor it's been a busy month for the police department our new officers are out and about in the community h meeting residents and acclimating themselves to everything Allendale thank you to the mayor and the governing body for such a warm welcome to our new team members and for all your support of our young Department definitely 100% okay our Council right with thank you be a lot of stuff going on obviously as the council's been reporting uh the um the cell toow contracts are still circulating as I reported last time there were five of them that are going back and forth between the carriers and in my office hopefully they'll get finalized uh very shortly meeting with the chief on uh several departmental matters I think we anticipate getting together next week to carry on some of our discussions um as was reported by Council M homman um we uh we continue with violia implementation issues as well as the raid issues that were referenced um and uh I guess we'll be discussing those sort of B nauseum coming up in the upcoming days and weeks um we do have a meeting next week on the Saddle River sewer related issues on October 8th um which uh is another thing that I think is ready to mushroom a bit over the uh the short term uh some ordinance uh revisions u i did circulate to the committee a uh a noise ordinance revision which is going to be studied and you know maybe on the agenda for the next meeting uh PK I had mentioned at the last meeting our settlement conference is scheduled for October 28th uh I'd love to think that that results in uh a positive and dispositive outcome at that time as opposed to ongoing litigation uh we've had several meetings with Council for the municipalities involved in a call the monel litigation with respect to fair share housing I did receive another letter late this afternoon they're encouraging all of the participating municipalities they're now 21 um to work with their planners to do a mini vignette on the adverse impacts of additional zoning uh to then send to group councel for the group expert to do a macro report on the same topic ICS um so that uh we'll have to talk to Ed snik and and see what we're doing there uh and then finally I did meet with mayor Ariana this afternoon and found out that our jails in Allandale are very very comfortable and that they come with McDonald's comfortable cozy blanket all right I received a phone call today from an elderly resident thanking the bur of Allandale for bringing the um the DMV mob so I did say I will let councilman left jaar know thank you it's definitely been I say me she appreciated it happy the people could take a yeah she said she can't never get down there so this was very convenient for her and she just wanted to thank you thanks thanks all right so um I will give my mayor's report so I'd like to talk about 210 West Crescent because that is uh coming to fruition very soon we have had um a meeting this morning to go over our new entrance system and security system and it was really really impressive very very impressive um we are definitely state-ofthe-art in the 21st century um no more calendars uh you know writing on calendars so um it's going to be it's going to be great um we still have some time though it looks like it's ready but it's still not ready yet so we still have to do some internal work and also communicate with um a lot of our um different um associations and organizations in town we did have um a meeting where we um contacted the leaders of all of the organizations in Allandale and they had a quick tour of the community center and I sent out a survey so they are giving us data on basically what they think they're going to use it for so that's kind of going to be our starting point and then we're going to go from there so we have never done this before um nobody's done this before and you know we're trying to make it as seamless as possible but it's not going to be perfect so we're always just asking for grace and patience as we you know maneuver through it but it is for sure definitely a wonderful addition to Allandale um we also had our big town hall with the deer the deer is a very um important um and Hot Topic uh it's also a very triggering topic to a lot of people but we just want everybody to know that we're all just getting data and we just need to do the right thing there is um it's a major problem unfortunately it's a major problem and it's not an easy fix we wish we didn't have to do this but um we're just still collecting data and um I just I we feel that um and I you know speaking on behalf of the council as well that um something has to be done because it could be something tragic if we don't do something so in good conscious we feel that we actually have to go and and educate people and then and do something and it might not be very popular um I want to thank Tyler for getting everybody and the rest of the council for getting up to speed on teams um we are you know trying very hard to be um computer literate and also not just for us though for future you know um future councils but as also residents so if we if we need data if we need for example all of the things that we're working on with violia we'll have a folder together what we're able to share it so it's just working so much more efficiently and working smarter for the residents um and you know for us too um so it's a it's a great feature so I just thank everybody for stepping out of their comfort zone and uh and signing up for teams of course the two topics the biggest topics that we are going to be dealing with are the violia issue um Liz and I actually um and you know Council woman Homan has done so much research for this uh sale of aolia and it's coming in very very handy now so they're taking us you know they're taking us seriously we had a very good call today with the BPU and um so this is going to it's going to be interesting it's going to be a lot all incoming but doing it for the residents and um same thing with the fair share housing and you know we're we're we don't just lay low we're we're Fighters so we we're going you know we're making sure that our infrastructure is is intact and with the fair fair share housing as we've constantly said it's not anything against affordable housing it's that the way that the system is is just um not working and it's it's would be devast it's going to be devastating for all of New Jersey so um we are we are uh going after that as well and Miss Ariana mayor Ariana I think she has one more thing to say before we close up um so Hillside made a new playground oh that's great and it has bees it's a bee themed it has a new slide it's way more bigger got way more stuff got Spiderman wow that is excellent sounds like have you played on it yet yes we have to check that out that's actually a very good piece of information none of us coun knew that side when you start like when you start school you got like go got to go to different classes and all stuff and you got you have a locker that your for you and book side yeah find your locker and try open it that right excellent little chicken open all right you good all right any unfinished or new business I'd like to open up the meeting to the public on any topics anybody from the public wish to speak Hamilton number of issues I I'm curious about uh let's take them one a time I don't know what page this is is a uh to I lost my place alale Crest Cate Court explain that please where are you reading that from oh are you reading that from the change order oh the CR oh yeah oh you're really getting to the details there so we we um so we have a gym it's at the community center one side of it is a gym and we painted the Elle press right here in the middle of the gym that cost 5,000 yeah it did it wasn't just for that though it was also for um pickle ball lines and also to um to refinish the whole floor put a top coat on everything two the Jim over there is there an individual in charge of that whole facility the the bureau is in charge of it and the staff at burough Hall is is in charge of it that's what I was um talking about so Amanda's been working um with uh um with um and Linda we've all been working together to come up with the system to like for example if you wanted to use it Walter with some of your friends we would give you a time and a code and you would go in there and put the code and you'd be able to use use it so we're we're controlling that here at ball so remote access basically right great the mural update please so we're in the second uh phase of the mural we actually just purchased um the panels so the artist Simon is actually putting the clay pieces that all the kids from Brookside Hillside and Northern Highlands did um put is putting them on the panels and then um they're going to be put up on the wall we're still looking for donations though we actually I just put in another Grant so um for this Final Phase we're still raising some more money so ifia know anybody who wants to donate especially corporations we need we do need money it's an expensive project but it's amazing like I think about the kids that from Highland some of them that I had last year that have graduated and have gone off to college and it really will be awesome to be able to have them come back and see and students from the younger grades see as they grow older that what's put up there so how liquid always we relatives that M um we how liquid are we I assume we're still accepting donations we really like donations what's the status of that people can donate at any time we're still seeking donations we just applied for a grant and we sent out some letters to corporations for to look for donation so we're hopefully going to get some in soon will we have some form of explanation as to the construction of M explanation yeah I do I personally do not understand how that is being constructed yeah it is it is um hard to visualize I I will'll give you that so it's the panels um are the panels are actually you know depictions of buildings in town so those panels are actually going to be adhered to the wall and they're done in clay and then there's going to be a pain a painter that's going to come in and paint like birds and clouds and things like that so it's all part of it so it's almost like a 3D picture some tion we're hoping to to have it completed by uh first quarter of next
