we'll get into regular part of our meeting so Council I'm going to ask you please to comment based on uh uh the Calvary Lutheran Church resolution I believe you had some information fromal standpoint pleas I do so on the resolution that scheduled for adopted tonight for the Calvary Lutheran Church I had an opportunity at at length to speak a few times with the applicants Council he is is asking to word Smith a few Provisions related to whether or not he needs anything produced from D to satisfy conditions of the amended approval Mr geland and I had opportunity to confer as well um we we gave him a chance at two different sentences so far that were acceptable to us from a engineering and legal standpoint he said you know what let me think about it maybe we could word spit this a bit more do not adopt it this evening he's trying to avoid the situation where he has to come back and seek to amend a resolution potentially unnoticed if it relates to a condition of the approval it would be unnoticed so they've asked to carry this forward to the next hearing cycle we agreed to do that uh it's of no event to us do that we'll continue to work Mr verer in the interim and see whether or not we can agree on some language um it's there's really not much substance to the language but I understand his caution as to the way it's worded I think he understands our caution as to why we've worded it this way we'll see if we can maybe meet in the middle so this should be on for the February meeting uh you'll probably see an updated resolution draft whether or not it's changed we'll let the board know whether or not it's the same document or whether or not there is a red line to it and why for your consideration between now next meeting thank you sir there's nothing we have to do other than that yes okay all right any questions from the board on this seeing none um now we get into the public part of our meeting U First on our agenda Mr Snus I believe you have comments please on the amended land use plan amended plan for art master that is correct thank you thank you very much uh good evening board members mayor um what I have for the board this evening is a copy or A draft copy of the amended L plan I brought in a hard copy for you as well I know you just received this so the purpose for tonight what I'll do is to give you a quick overview of what the document has within it and to highlight certain things that might be of interest for you to review and then for us to schedule in the near future maybe a work session to discuss it a little bit further but Andor uh we can go right to a public session we find certain things are in order but yet I wanted to give the board this opportunity to just kind of give you an overview uh the document draft is dated January 14th I see that I have a lot of work to do on the members of the board uh based upon certain changes tonight so I'll make some changes to that page of the document itself thank you but I'll be using the table of contents more as an outline for you uh as far as what's in the document that's on page uh four of the document first off we give sort of the general overview but in section two we talk more about the emerging issues uh as it relates to land use in the burrow those are interesting points that are actually carried forward from the buyer land use plan and we brought it forward in order to maybe update a certain certain things within it and or bring any new things to light within that doc within that section excuse me and we talk about Regional issues as well as local issues so that's something of interest to the board you may want to review the text within there to see if there's anything else you may want to add as far as emerging issues but I thought I captured most things as I've seen them happen uh through the burrow Andor what we've seen occur in other municipalities such as warehousing things of that nature in order to talk about those specific topics for the board's information in addition to that we have the master plan goals and objectives and policies you know this because we did provide to the board except for M uh council person councilman yarina we did not you did not see the goals and objectives but yet on the goals and objectives in the document you'll see also a highlighted section of text that uh is located on page uh 12 of the document that identifies a new goal uh that talks about warehousing um and that would be something that I'd like you to take a look at see what you think of it um see if there's any tweaks that are necessary for that uh in accordance also with the municipal land use law your land use plan should include the land use categories within the municipality I think I touched on this before but just for purposes of recap uh the land use categories really summarize the various land uses within the community formulating a master plan or land use plan for where your zoning occurs within the municipality um so that should generally be consistent with your um your zoning ordinance although it Dives a little bit deeper in the map into what our public properties uh might be open space things of that nature in order to identify that from a land's perspective in addition to that we also do relationship to other plans we talk about the stage uh strategic plan the state plan is currently in draft form the New Evolution of everything since we started this document is that the New Jersey state plan there's a draft document that's available we're still trying to get a copy of where that's at in order for us to interact on that document and see if there's any recommended changes we would recommend to the state as to changes within as they might affect the burrow itself um what I'm talking about there is that they have certain land use classifications or growth areas that they've outlined mostly where we've been since the prior uh version of the uh state plan is that we've been in a pa1 or planning Metropolitan planning area designation that's where growth and development uh should occur although we'd like them to capture certain things like the celery farm and environmentally constrained areas that should be identified in the state plan as areas that should not be um in a growth area things of that nature so I'll be tying in with that uh component of the state plan we're doing this for multiple municipalities so I will be able to give you a lot of synopsis on that as it relates to the state plan but we have to according to rules we have to identify relationship to that plan as far as the landage plan is concerned obviously our timing may not coincide with the final document but at least we'll be addressing the uh status of the state plan and our relationship to it also the burden County master plan we've identified and then also relationship to other Master plans within the surroundings or zoning within the surrounding municipalities that surround Allen the purpose for that is really looking at relationships see just incompatible relationships between zoning and orl spatter the last section I'm sorry section six prior to the last section is the background analysis in this we sort of give snapshot updates uh from Census Data as to where the community is currently as it relates to local demographic changes whether they be uh the population the age of the population uh the any demographic changes since the last census in addition to that we look at housing changes what types of housing that may be uh within the community as well as what might have changed since the last census and then we look at economic profile changes uh to see if there's any issues that should be addressed uh within those cohorts and the last section is a mandatory section that talks about public electric vehicle infrastructure what that is really addressed is whether or not uh you should be planning for where public electric vehicle charging stations could be placed obviously the most prominent and maybe most appropriate locations would be your commuting areas where you have your commuter parking lots so that might be a location where we can start planning for the idea of adding additional electrical vehicle charging stations or maybe for commuters and to serve the general public um that's according to statute we have to have that in this document so I I took a correct stab at that that um open to any other recommendations this board may have and then in addition to that uh you've seen these two documents one is an existing land use plan map we provided that at the end of the document and then in addition to that a land use plan map that land use plan map is the physical form of the actual text that is provided in section four which is the land use categories that map shows the depiction and distribution of land uses within the community and so with that that um that really is the summary of the overall document um I don't I could go into more detail depending upon what the board's uh preferences but I understand you have a number of other items on the agenda so I thought I would at least let introduce the document to you tonight and then from there we can schedule a work session maybe just to go over it more detail any questions or recommendations to add to the document had us at that time Mr chairman thank you sir thank you um I just want I just want to be clear obviously the state isn't set yet so we don't really state plan the state plan what about B did you say Bergen County Bergen County has a new update to their master plan we did touch on what they have in there as far as goals and objectives it's really to look at what those goals and objectives might be and how they may or may not relate to the burrow I think they're all generally consistent with our goals as they stand right now which is like open space preservation of open space trying to encourage more sustainability in development patterns um looking at areas where growth may occur where it's trying to encourage downtowns to be more successful things of that nature um so that is something we're consistent with but as far as the new state plan it's hard because it's not adopted yet it's really UND draft form so really we've left sort of a a section in there that talks about its status but that we also identified um that we have General features that are consistent with prior statements within the state plan so if we were to move forward with us adop it was everything we have to do right um there's a possibility that we may have to revisit this in your opinion right how about that I'll put it that way in my opinion it may or may not cause us to have to amend this document further and a document can always be amended you can always amend the document further but at the same time your C of whether or not we should move forward or not um as to timing I would say not knowing what the state's timing is for their final adoption because there needs to we need to go through this cross acceptance process of interacting with the state through our uh various agencies um and the fact that this was supposed to be available back in April 1 and it really just came out just recently knowing there's a you know there's time that's required in this I would say let's not wait uh in my opinion let's just adopt this document if there is something of consequence that we uh find let's amend the document later it's not that hard to amend the document as it relates to that my recommendation would be for all of us to you know just read through this and see if there's any comments if we do have comments would you like us to email you or emails them to Mike and then he can send them all off to you it's probably best to send them through Linda Lind from a legal perspective okay but just so everybody has them and then maybe I come and I present them to the board and have we can have that conversation from just so everyone is getting it on the same way um yes Mar that's I agree with you I also know there's other people like yeah then a related component to this is the hazard vulnerability assessment study that document I'll have for you like over the next week or two okay and that will be a document that'll be a sister document to this um that will show how we are are addressing issues of Hazard vulnerability um just out of curiosity and it maybe on based to this thing but given them what we're seeing going on in Cal is there anything we might want to consider for this it's and what we saw here in the fall right right as we saw certain things happen in nearby locations it's something where we did and it's interesting I first started with this and the hazard vulnerability assessment studies are new as I first started with this you remember Might Recall me saying you know it didn't seem probable now we're seeing that potentially certain things can be a condition um but yet I think more importantly what we're more susceptible to is smoke impact of smoke and things of that nature Plus at the same time we should be looking at our forested areas to see if in fact there needs to be some betting of uh not under story but underbrush underbrush that they called underbrush underbrush it's also uh uh detrius or fall leaves things of that nature uh to see if any of that be managed in some way I think what's more important is that we look at our region and see where the impacts might be from a regional perspective uh probably not on a local scale because we don't necessarily have if you had a number of state parks or uh count Parklands that were of substantial size then I would start to think that that's probably a more important feature to be interative with with the haard vulnerability site I think more importantly it's the issue of smoke impacts of that whether or not there's any centers that we can set up for temporary purposes we do have an oem plan uh that the county requires of all municipalities I know that's being currently reviewed and vetted um so what we will have is something that maybe contrib rutes to that type of a document so yeah it's it's surprising and uh it makes you think Perhaps Perhaps just to close just to close that out I know that you touch on other towns here I'm curious just went to that said bars Parks right we know B has okay so I'd be curious to see perhaps look into what they're doing if there are that was fit down on absolutely for that and it's interesting this is such a new element of the master plan we we are interested in seeing what others are coming up with because we're all sort of trying to figure out exactly from a municipal perspective what we can be doing I think we were C here sir like October yeah locally this whole all right and the final the final thing too um we kept talking about electric okay just kind of thinking ahead because you know we've done this I've done this with few times through and we've gone through and tried to look forward hydrogen or some other I don't know if you want to put it under or alternative FS that's what I used was more than alternate Fels recommendation okay in the docum from the go and objective standpoint but yet in the hazard vulnerability study that's where that specific stage is still in there so as part of your master plan which is what that document would be you have that covered okay so it is in there but we could make make it redundant in order for it to be clear because things get lost over the years maybe it might not hurt it might not hurt might not hurt might not hurt especially some some what we had looked at some other electric other electric things being discussed all right absolutely um board members I G to read it yeah yeah okay so please um board please under under under side of the of the roof so that you I guess when you look up you don't notice it so I would imagine cam will be taken to make sure that the addition matches the resents uh you know a primary concern we had was you know making sure that the pool equipment was not going to be located to create a Nuance to the neighbor sounds like they're going to that around to the back go closer to the property line considering the other side towards the other side of the house there yeah there's a there's a there's an easement on the other side of the house along with the brug stream that would prevent anything from being really constructed of the opposite side of that so repr praising what you just said in your opinion we're building something like this best location I think it's a reasonable location and and I think given the fact that it's a one story Edition that going to be finished similar to the existing house I I think it's to beable sir we we we'll pull you off okay for already over the now our concern is already I think that you know a couple of you know the bottom L is of nice thing about this room a lot of trees around so basically we can't see any of it and I think our issue is the future someone comes in yeah you have a great if there would no way there or the other out for help helpful on your plan Mr mirandy you may be able to see it there you actually call out a pinch point between structure to structure distance I believe on your plan set yeah from proposed addition to the structure at that pinch point so there's a dimension there maybe not help Mr Mandy but but it's a nice illustration to show um the distance okay you did work on our house previous owners had issues with page they went to the town bottom line is we spent thousands of Dos our cage setep back already already m for I don't know mentioned it there but it seems like it cuts almost into the center of that eement and then gets even closer off the center L of the U the considering the FL with blood problems that we had fall I don't know what the set facts are from that Brook if they changed like get closer there yeah I mean this we had substantial rain that imped a lot of the area yeah this I mean the stream encroachment line is that's the tax m is from the old yeah flood Hazard area regulations establish FL Wes flood planes buff I would imagine that you know what's Illustrated here like I said it representative what the old pools are but uh new R set almost every circumstance additional buff beond that's what I'm saying so even if we were looking at the other side I don't that line doesn't really depict where the the new stream encroachments are which will probably lot closer to that sidey [Music] more aligning building e but kept the room size turn windows then that would start to change some of the and maybe but the back I know you're sacrificing window I know I know you're and I guess just for clarification look at A1 existing dwelling setback is roughly 20 fet set back proposed addition itself would be roughly 20 ft set back to the uh the stairs right the attachment stairway that's actually 18 ft and located closer to the property line [Music] what is that that kind of shielded by anything just to and I know there's that on the side like toy you know like movement on that yeah I guess I I mean I was I guess I was thinking out for kitchen side of the which you think it' be more maybe more Central to where they're their kitchen although I don't just trying to think Shield I don't know that's actually going to be my question what if you get there that's what we e e be the addition of the 15 by 11 17 that room functions as what in the floor plan living okay I understand the window package that you have in the in the playroom you know uh you want to have Windows there but how you explored the addition as you show it's sliding over to meet the current kitchen wall and just lessen the impact to the right side you know property that that's fair you know and then obviously that help the outdoor kitchen all sliding over almost Mar making that whole side just just like you're drawing straight eliminate the stairs keep they could relocate the stairs or relocate or relocate or relocate stair Yeah okay or relocate the stairs no any other questions or comments no I mean my preference would be going to show picture if you you could come back also um perhaps show some Landscaping okay so that we so that we could all do that as well yes they would be available I don't well that that's the next question thank you how
