to peral geodan of kennworth New Jersey for the contract amount of 2,427 288 would like to move it can we do that as a whole as well can and on that resolution Mr Booker hi Mr Carol hi Mr Perez hi Miss weer hi Mr lapalosa I just want to say on behalf of the council we love buddy baseball we love the recreation department and all that you do um sometimes we don't get a chance to say it often but we want to definitely do an emphatic thank you for all you do for for the town and uh if this is a way we could get back we love doing this so congratulations everybody I vote I Pete you want to come want to thank our city council for everything that you've done um next May is actually our 10th season of Buddy baseball and it's pretty pretty incredible that we're going to have a brand new field to celebrate 10 years of Buddy baseball there's so many people we want to thank uh Tommy CER who's in my office all the time going over ideas and plans his enthusiasm um you know he doesn't like to take credit or to be in the spotlight but he deserves um a lot of praise and he's probably going to yell at me tomorrow but you do deserve a lot of a lot of credit Tommy so thank you um you know we we talk about Buddy baseball and having a team and we have a great team uh Donna Mau who's always always available and ready for any questions what do we need Pete what do we need in Recreation so Donna thank you um Sue MAAC who has been uh a big part of everything that we've done and getting this together it's it hasn't been easy it's been a long time uh but Sue really we cannot thank you enough for everything so I think she does nice round of applause thank you Sue and Rob Russo um our Recreation staff Donna Kilmer Nally Becker Eddie bradick there's so many people that really deserve so much credit um but most importantly that we have some athletes and stars behind us and this whole entire project and everything that we do is for them and we couldn not do without the council our mayor everybody included in Bon I think Bon's a special place and we're very grateful for everybody we have some players here um Maddie Klein is here Mia David is here Angelica we have Alana is here we have Angels here CJ is here so we have I think I got everybody but we have 151 players in buddy baseball and uh it's very special so once again thank you very much but we are going to end tonight on one act to follow uh everyone on this Council knows how much we love this program and how much I appreciate you you as a council give me much more latitude than anyone else ever would to change the dates do this to do that but you do it because you care I'm telling you um the people behind us the parents and the children it's amazing B own this is what makes Bayon special this is what makes Bayon different than all the other places in the world you really care about these kids you care about these parents and I'm going to tell you as the mother of a handicapped son who's now a doctor that providing opportunities for these children at this age are is invaluable it's not important it changes their lives to be able to go out on that field get out ofation and and achieve so what you doing but I'm here not only to thank you I'm here to um to thank our County and federal Partners uh as we all know federal grants are not easy uh we have to thank both our Senators who worked on this and Congressman Menendez whose district is who took every phone call every time I called and said I really have to know what's going on and I did see I did speak to them today but I also want to thank the county of Hudson Francesca if you would stand our director uh Franchesca who who not only not only is the director representing Craig guy here tonight but is a bay owned resident with a very small child uh one years old who will be playing out on that field Someday I'm sure um so I just want to thank the county because it is really a partnership and we would not be able to do it we already have thanked our staff our staff is totally behind it and wonderful but I I really did want to thank not only the council the mayor but our partners in this project which is really our senator our congressman and also uh the county of Hudson Craig guy thank you thank you before we move on definitely a photo moment everybody don't we feel well how do we feel about Buddy baseball they're number one that's that's Recreation buddy baseball are number one okay meline we're we're ready for the next okay now for the business yes okay the first item is an ordinance of the municipal Council of the city of Bayon County of Hudson state of New Jersey to amend the financial agreement for a long-term tax exemption by the entitled Bayon redevelopers residential urban renewal block 780 lot um LLC with respect to block 722 Lot 1 and block 790 lot 1.01 which was introduced and pass the first reading at the meeting held March 13th was published in the Jersey journal and posted on the bulletin board as required by law with notice that it would be further considered for final passage following a public hearing at this meeting of August 14th and is now before the council for its consideration and a public hearing and the council president moves that the ordinance be given second reading Mr Perez will you second second on the resolution Mr Booker Mr Carol hi Mr Perez hi Miss weer hi Mr laaloa hi second reading is by title an ordinance of the municipal Council of the city of Bayon County of Hudson state of New Jersey to amend the financial agreement for the long-term tax exemption by the settlement agreement uh that resulted in the agree agreement to for the plaintiff to dismiss uh these matters uh with prejudice and this was subject to a second matter which was a an escro agreement and although I I think I publicly stated that I thought we'd see pigs fly before where the escro agreement was um executed and we'd have our money the fact of the matter is if I go outside now I might see a pig flying because we have the uh agreement signed by both parties and my understanding is as I walked out here the wire transfer was already made for the escrow and we'll confirm that tomorrow morning as such there are no more legal impediments to this um ordinance uh so you're free to vote as you feel fit and on the resolution for final passage move it and on that resolution Mr Booker Mr Carol I Mr Perez I miss weamer I Mr laaloa I 02 is a resolution to postpone an ordinance amending and supplementing the revised General ordinances of the city of bay chapter 33 Planning and I hope maybe my colleagues will answer in their voting process but I would think that the existing 25 story hs2 Redevelopment block that was there would be sufficient even that I think is a little high but wouldn't it be more prudent to reopen the master plan as a whole and decide where these things belong as opposed to spot zoning one at a time there are traffic issues there I understand I haven't had as much communication with developers as as others have but there was a plan to assuage that however what is the plan to deal with the existing traffic issues there now that this may exacerbate uh I refer to taking about 20 minutes to turn safely a right turn on Goldsboro Drive that leads you to 440 after you leave LA Fitness or Costco um you know there's a few other things I would also say moving forward on something like this without a hint of Workforce housing uh something of this magnitude without even discussing the Working Man uh even at this early stage is just it doesn't make sense to me and it would help the teachers and nurses and the people walking on the Broadway that we've been working to save for the last several years so I I vote no and I I hope I can be educated on on those issues I I think um we should continue with the vote and then after that Mr Gupta you and your professionals wanted to show a map and maybe answer some of the questions I don't know why Mr Carol I don't know if they spoke to you sooner but um I had the chance to speak with him several weeks ago and I thought you seen that same map but we're in the middle of the vote so let's finish I'm happy to keep an open mind and I'm I'm looking forward to seeing that so let's continue with the vote uh Mr Medina okay Mr Perez I I feel like Mr lapo just said I did see Sean show me the map he show me the new streets that they're building there with it's going to alleviate a lot of traffic they're going to be investing in a lot of uh streets and and open areas uh I vote I miss weer I too have had an opportunity to sit down and go over the plan um as well as review the thoughts and ideas and plan of Prior Administration and their Communications with this developer and with the owners of this property who have been fully vested in this city for a number of years they own this property outright they have done improvements all around it their plan going forward is to continue with those improvements I have also seen the traffic plan as well as the add condition of the public streets um the modifications that they are so kindly agreeing to um and extending those streets um and really just the general Improvement to to the city it's going to be a wonderful very positive atmosphere um the beautification is is stunning um and I think it's going to to help improve the overall um social activities here in this City so I to vote I Mr laaloa so I had my apprehensions first because of the traffic but I got to see the map I got to see some of the roads that will be built there and I think it will be able to alleviate traffic problems especially with the addition of the new people I generally do not like tall buildings when they appear next to dwellings that have been been there for aund or so years they put those people out they they put demands on those people this is the area whether you want to call it spot zoning or not that I would say these tall buildings belong there I hear all to often about the Gold Coast and how uh we should be like Hoboken I don't want to be like Hoboken I want something unique for Bon and I want a vibrant Bon that's moving forward and I think this is a step in the right direction and I'll vote I okay Mr G did you want to see the designs or so Mr GTA uh if you can have yourself or a professional sure so oh Mr Pepe I apologize I didn't see you over there um excuse me do you have you I was told you have some eight 8 by 10 for us or well we can talk about that so what we'll hand out to the council if you please is we did do a shadow study right because we wanted to confirm that this these buildings the difference between the 25 and the 50 story building wouldn't inadvertently cast Shadows on any residences and I think what what is handed out to you is uh and ahed maybe you can tell them specifically what the dates were sure uh so my is ahed Amar I'm an architect work on the master plan I'm working on the building that was approved on the corner uh we did do a shadow study at 25 stories and at 50 stories so 25 stories is what's currently approved yeah 25 stories is what's currently approved uh 50 stories is What U is being talked about and we did do it uh on December 21st the the winter solstice and on uh um June 21st the summer solstice so the two longest Shadows basically in the summer and in Winter and I think what you're being handed right now is December 21st and that is 25 and at 50 stories uh at 8:00 in the morning so that would be the longest shadow in the winter when the sun is the lowest in the sky and it's not going to touch these houses on Avenue E and Beyond so that's what that uh exhibit is thank youed so then with respect to the general development plan that's been approved for this Harvest Station South this hs2 uh area this is the road grid that has been approved that will ultimately have to be constructed for this entire area that's the subject to this ordinance right now everything highlighted so all the yellow are the roads this is Costco right here and this is the turn you're talking about so all these roads now are going to be constructed right here and this actually is under construction right now and this road has already been constructed this is going to be a plaza between the two buildings the one that's going up right now and and then water view which is over here and this is the the corner where the approved building is so all these yellow lines here are actually approved streets in the master plan that have to be constructed and and I was talking to Miss Mack before the uh before the hearing the meeting tonight and there are plans there are studies going on as to putting a traffic light out there by Costco uh in order to better control the situation there it's it's it's obviously needs to be addressed but I think the city is doing so and and uh in combination with the various developers that are out there it's important to all of us to get that done those streets that you held up if you could just because I want to use it as a reference so to my left all right nearest to you is that Goldsboro drive or is that 440 right there right here right where you're pointing this this is Costco 440 is on this side okay so all those streets none of them let out onto 440 they all intersect and co-mingle with existing Goldsboro drive and all routes that would lead you to either 42nd Street or Goldsboro then to 440 well yeah they go to they go to two streets they go to 40th Street M which is not constructed yet right right and then they go to Goldsboro on this side and 40th would let out into Avenue E or no it would L out onto 440 so that's a new Street that's going to be constructed that would let out onto Avenue a correct okay and and correct me if I'm wrong but there's a palaski street or something that would lead to palaski Street me when the new Street which is the 40th Street which is right now paper Street we are what we call requested by Andy build that entire 40th so that would leave you know alleviate a lot of that congestion and that's going to bleed into the palas correct so the uh the east side will East Side will be palasi the West Side will be Avenue and also you know if you make a right un chosen you bleed out to 148 14 so just clarification um pesy Street only connects into the maritime District so if you're in the Maritime District you can take Port uh Port Lincoln Boulevard and then you will come out on pesy street so there's really not an interconnecting commercial there not an interconnection but there's also so the regular streets on Mai are car only not trucks if you're using um tractor trailers or something you have to be on P peski Street okay thank so which leaves us with the remaining Goldsboro Drive which exists today and 40th which will exist as the only entrance and egress to that property what is the P I think the proposed number of units at 50 stories say that again the proposed number of units that hasn't been studied at all at all yet thank you very much yeah I feel more comfortable knowing that I I wish there were more details to assuage those problems but I'm I'm glad to have at least seen that moving on 04 is a resolution postponing an ordinance entitled an ordinance amending and supplementing the revised General ordinances of the city of bay chapter 4 licensing registration and business registrations to the meeting of September 18th would like to move it move it and on that resolution Mr Booker hi Mr Carol hi Mr Miss weer hi Miss laaloa hi all five is an ordinance amending and supplementing the revised General ordinances of the city of B on chapter 7 traffic which was introduced and passed the first reading at the like me or not I love my town I love the people in the town that we grew up with anyway because what I see on Broadway I don't know but like Neil deser said you can't get in this town anywhere else and that's why the taxes are high the after after school programs the transportation everything that we have all I all I know is there are times that I just want to get a hammer and knock the meters off the telephone pole not nice to say I say a lot of things that I would never do out of anger but they shouldn't it shouldn't be it shouldn't be I cannot believe and I know a lot of the police a lot of people that that know about this can't believe it because I spoke to them now I get I go to my apartment and the window's broken my apartment is floor level you could K you could put a gun through the window and just kill me I said that one day now I go home and my window's broken I call the super today no I wanted to talk to the chief I didn't know he was on vacation I I called the police talk to the super is the window fix yet I didn't go there to find out I need another apartment I cannot stay in I cannot live in the dumps I never did I'm not a dirty person and I refuse 17th Street in Avenue city is the dumps Surplus Army and Navy Building the dumps so anyway I call the super doesn't know anything thing can't talk don't want to talk call the police and they hang up on me are they out of them what is going on out of your mind now I'm going to say one thing if I which I will not but if a person like me ever flipped and did something that nobody else would do as far as hurting Miss weer hi Mr laaloa hi consent resolutions I am taking out what would be cr26 and I'm going to replace that with a different resolution and I'm taking out cr28 and cr29 we're going to take out of the consent resolutions any questions on the remaining consent resolutions let let me explain what we're doing with we had cr26 through cr29 were uh to amend Contra employment contracts with Deputy Chief skuro Deputy Chief Bill BOS Fire Chief Keith Weaver and police chief Robert gisler those changes are in connection with amendments to memorandum of agreement or the negotiated agreements that we have with the fmba and the S SOA and and for the police and the language that's necessary to amend these contracts is occasioned by the fact that the local Finance board issued uh a new um directive I think it was introduced in March and then published in July requiring that the Chiefs to certify that um terminal leave or or retirement uh funds associated with PTO uh they have to certify that they're one of three things they're in a collectively negotiated agreement a CNA which is what we have with the with with the four unions uh an employment agreement which is what we have with the the Chiefs and Deputy Chiefs or in an ordinance and we don't have that in an ordinance um so what's happened today is that we cannot do um the two for police chief Robert G and Deputy Chiefs Joseph scuro for the police because the underlying contracts agreements with the police uh are not going to be amended tonight because their attorneys haven't agreed to the language um countering that is that the FMB the the two firemen's uh unions have agreed upon language that is acceptable to everybody to amend their existing agreements in turn we can authorize a change in the employment agreements for chief uh Weaver and for deputy chief BOS so there there'll be three separate resolutions one authorizing the execution of an amendment to the fmb's um agreements and enter into a memor memorandum of understanding with that for that and then do the same thing where we authorize uh the execution of amendments to the Chief and deputy chief on the fire side to put the appropriate language language that's consistent with what the state is mandating so it's a lot of words for uh oh Chief Weaver waves his hand it's it's could to go on for an hour what's up yeah yeah there's there's four there's two FMB I'm calling them and then there's the two employment agreements that was a lot shorter than I thought Chief so on the remaining resolutions Mr Booker hi Mr Carol hi Mr Perez hi m weer I Mr laaloa I okay so like I said CR 26 has now become uh authorizing the mayor and city clerk to execute the memorandum of agreements with the bay on fire Superior Association FB MBA local 211 and the firefighters Mutual benevolent assist associations local number 11 who' like to move that one move it and on the Moa Mr Booker hi Mr Carol hi Mr Perez hi Miss weer hi Mr laaloa hi cr27 is out cr28 is authorizing the mayor and city clerk to enter into an amended employment agreement with Fire Chief Keith Weaver who like to move it and on that resolution Mr Booker hi Mr Carol hi Mr hi Miss weer hi Mr laaloa hi CR 29 authorizes the mayor and city clerk to enter into an amended employment agreement with Deputy Chief William BOS move second on that resolution Mr Booker Mr Carol I Mr Perez I miss weer I Mr laaloa i r one is authorizing the bulk tax levy sale move it second second and on that resolution Mr Booker hi Mr Carol hi Mr Perez hi Miss weer hi Mr laaloa hi r two is overriding the mayor's veto of ordinance number 0 24-410 the Redevelopment plan titled castler Fitness Redevelopment plan move it and on the resolution Mr Booker real quick just like to say a few words I'm always the first one to speak I'll try to be brief uh I've had the opportunity to hear this project uh commission planing board I agreed with it then I thought it was a good idea and I uh went to the council up and down I thought it was a good idea so I would stand by my I said Mr Carol I vote no but I reserve uh a moment at the end to make a comment Mr Perez I'd like to make a comment um I was um very strong for uh our uh kids with disability and our kids Recreation and this this project is going to provide a uh 12 uh 12,000 Square fet for kids for recreation of recreation facility now I remember many years ago H when I was in high school reading a statement from a saying from one of our founding father and it wasn't Herbert Hoover it was Ben Franklin Ben Franklin says a bird in a hand it's word two in the bush and what I'm saying a bird in the hand is that we have a uh building here that's going to provide Recreation for our kids and I'm putting kids over politics first um and this is what he's going to provide now we can say we can do a building in the future that stands alone facility well guess what that's in the bushes I don't know if we ever get there to grab those birds uh so I I'm strongly feel and that this this is going to be a good building for our kids for recreation and the most things that really interest me is the recreation facility that's going to provide our kids that we need desperately here in Bon hopefully sometime in the future and before I die I see a standalone facility but as for right now let's grab what we have and let's give our kids a recreation center I vote I miss weer um I did I I had uh some reservations about a project of this magnitude um on um the interior of a city block I did some um extensive research I did find that this is a project that has been um going on for quite some time I found that the um the plans and um the intent was done in conjunction with our city planners was done um much in line with what the city um and City Representatives had requested I myself was concerned uh one with the traffic pattern um because I we do have the probably the um busiest fast food restaurant in the city is right there in the center of town um the number of units going into the building was somewhat concerning the the image and what it would portray was was somewhat concerning it would be a a very large building in the middle of a city block with that being said um I did request an awful lot of things um in advance of when they had to be done um the traffic study the um the outdoor the image the upper floors to not be um complete floors to not have a square box in the middle of a city and when you look at the Block while is an interior block um it is it is not highly populated with residents there is a another development right across the street of a much smaller magnitude which I I did take into consideration and then above all else is the benefit to the city I do think that the the donation of the recreational facility to our children and the dedication of of one entire floor and and a significant portion of of a Main Street lobby is all dedicated to the city um as well as ongoing maintenance and care and so with that being said I was satisfied with the traffic study that there would not be an increase in traffic and I'm very satisfied that the donation to the city will far outweigh the negativity of of a larger building there is ample traffic in the in the area and the IM immediate vicinity within two blocks um there will be another building that is already approved on the corner of Broadway and 26th Street um of a similar size and and number of units and I do think that this is part of the initiative that does help to move um Bon forward in the right direction as as council president said so given that I do want to thank the land owners they long time right residents and invested in our community and it would be tremendously disingenuous of us to turn our back on them now and I'm just not willing to do so I vote I Mr laal so the arguments against this project some of them were about the congestion of how many units and how many people will be going in and out out of this building the study that I was presented with for the traffic shows that there would be less trips than the current gym that is there now and if we go back historically this block was actually more commercially viable way back when when it had the dwit theater The Moose Lodge both of them had bowling alleys in them a lumber yard and the gym it is not packed with residential so to me I look at this and I go 12,000 square feet for use for recreation that's the Home Run of all home runs we've been waiting 10 years we made campaign promises in the 2014 election to provide a Rec Center somewhere in the heart of Bon close to the city center I don't think we could get any closer to the city center than where we are now besides this there'll be 30 plus spots that are currently leased that are going to come back to the city so I don't think the parking would be an issue there's more than 40 spots over the amount of units that will be built in this proposed project and again I want to keep that promise to Bon I don't know if people realize how much this Council has already done in two years the largest employer in Bon used to be Standard Oil all those jobs are gone but between 1888 Studios the new warehouses that'll be built and UPS we should be adding about 9,000 more jobs this council did that this council's looking for recreation space we waited 10 years it didn't come in 10 years I don't know what the future is down the road if we're going to have a standalone facility as Mr Perez said I don't want to wait another 10 years to see if that happens I think this project is good for Bon I like the location I like the square footage for the recreation space and it's an emphatic ey that I vote for this project Mr melli do you yeah I'm not going to say anything I just have a letter that I prepared that I'd like to enter into the record I know that the vote is closed but like read the letter is it uh it's pretty pretty lengthy um it's you could probably burn it now that everything's gone through but I I would like to enter it into the record just to make a clean record okay so I'll give this yes I would uh well first I appreciated the mayor's veto I've been talking for some time about these issues that he now seems to agree with the idea of larger structures and center of blocks the idea of larger structures period in certain areas of the city uh he added in his veto various points that I had made at the Caucus meeting in the meeting prior so with that said there were also some horrifying Revelations I I try to take them one at a time the bird in the hand idea when they were teaching the value of a dollar just because you have a buck in your pocket doesn't mean you have to spend that dollar okay we can make make it a priority going forward in an area that is conducive to it just because they dangle the carrot doesn't mean you have to bite at it and jump at it so I think that's that was one of the issues with this I thought was bad from the beginning then the idea of disingenuous to the lifelong bound residents I let's combine two issues this is a perfect example that picture they gave us about the other project if you look in the immediate vicinity just because that neighborhood is new it doesn't make it any less a neighborhood in this city that deserves preservation and protection and so all the people that live in the 25th Street area and every area that's now going to be affected because when you do it one spot at a time instead of reopening the master plan you create a dangerous situation it's disingenuous to not think about those people that are going to be affected 30 spots uh that's it's great but let's talk about the comment about the dwit theater that was in a time where you could play stickball on the street and never hit a car okay it's we live in a different world that is a crowded area people drive people are going to continue to drive the scooters which we've been getting nothing but phone calls about are going to swarm this area especially because now you're filling it with kids and that we live in a post McDonald's World also there was a reference made to a 26 Street project you have to look at the overall impact of an area based on what's already been approved or what's in the pipeline or what it's it it's just well I mean it's a moot point now but the idea that it's somehow disingenuous to tell a group of builders that they're Pro is as opposed to the people who live there was mindboggling to me and going forward you know I I raised some issues before should we reopen the master plan traffic concerns Workforce yeah very few of them were addressed they were glanced over a traffic study says less trips we were also told that when they build these buildings everybody's going to park inside they're not going to get visitors and we're not going to have to worry and they're not going to be on the street well I've been knocking on doors all throughout the First Ward for the last five weeks and everybody's complained from Avenue a from bay to bay is they're parking on the street they get all these visitors these buildings aren't used in the just because you're told something doesn't necessarily make it so and I think this was a bad move Mr Morris did you want to speak I I please can you come up are you able to come up okay please state your name and and address as well I just want to say one thing Mr Carol I've been on the end the opposite end of votes in my many years as you know and um this was not personal against any entity in government this was we agreed a disagree and I've been through that many times so I don't want to see you get upset either I have enormous respect agreed or to disagree absolutely for you and my colleagues but there were just certain issues here I I don't know how you saw over or looked over Mr Moes please give us your address and your name please good evening Council my name is Michael Morris I live at 154 Avenue E in Bon first of all I'd like to thank the individuals on the council voted to override this veto it's not often that i' like to get caught up in controversy such as this but I have to say and I'm going to address this to you personally Mr Carol you at any of the council members in the city of Bon previous and present are going to go down in history as someone who voted against the recreation for the children of this community right now we're pretty much at a stand it's not like it was when I was growing up at least we had coo and St Andrews his kids on Friday night which was a big part of our lives right now you don't see any of [Music] it it's about time that the city move forward on something like this the people that donated this space to the city of Bon for the recreation of the children ought to be commended I believe that this particular project in the middle of that block will clean up was once considered a blighted area it was Al it's also unsafe it was it is no more but it'll be even better in time um so with the construction of the leesy building the McDonald's and this proposed building and the other new building I believe on the for of petrius property it's a plus for the city U the other building is going to be where First Savings used to be 26th Street where First Savings was that's the other building that was mentioned okay so as I was saying it's about time that the city move forward you constantly hear complaints from people but you want to know something they get old in the remat they just have no validation to anyone uh we can't stay where we're at we have to move forward change is hard it's as simple as that you either accept it or you don't you have the option to stay or to leave I've chose to stay I'm not being pushed out I like my city I love it I like the changes that I see I want to see more I want to see bigger buildings down the base I want to see 50 maybe 60 story towers down there there and it's true there are some streets that you used to be able to play stick ball on I don't ever [Music] recall any part of 25th Street between Broadway and Avenue SE where you could do that whether it be now or maybe even the 19 uh 30s 40s 50s just wasn't a street that you could do that so it's always been an active block as long exactly and it's been accepted and as I said Mr Carol I I honestly feel that you as a council member councilman for the First Ward are extremely ineffective I have gone to you many times for several different issues and you put me off let's let's try and keep to the yes I just but I want to keep this in the context of my comments let not make everything personal so okay this is not personal this is fact I can prove it it came to you once with an issue you blew B basically blew me off let's put it that way you gave me an answer that was not acceptable which was you would fix it or have try to have it fixed in 10 to 14 days I had it fixed in 24 hours by calling former councilwoman Sharon nski and she looked into it and she had it corrected she was true to her word you're not that's all I have to say about you all right Mike let's not make it personal I'm not making it personal I'm making a fact talk about the Forum I'm making it fact okay so with that being said again thank the rest the council members who voted in favor of this it's a good project and I wish you all well thank you thank you council president real quick I I to say go ahead uh I often sit up here and again I'm the first one on the votes and so forth and so on I I just uh again I want I want it to be understood by my vote again it's definitely not personal I have a deep respect respect for all of my colleagues here up on Adas and again I Echo the thoughts that I do love the city of Bon I do believe my heart of hearts when I was voted in that I knew that this was a special Council okay and as it was stated before there have been things that have been done in the past two years that haven't been done in past administrations so I'm very proud to be up here and sit up uh on this days with my colleagues and I also wanted to be known that please do not take it personal any of my colleagues okay I think they do an outstanding job uh I respect everyone but I also have to stand by what I feel and what I believe and I was elected by the people to uh to make decisions and for the best interest of this town and that's what I intend to do thank you Mr Perez you want to make a comment yes I want to Echo the same words that my colleague just Echo we have respect for one another here uh this is not personal it has never been personal and like Mr lapalosa said 10 years we've been after this dream we finally catching up to get this done reality is coming in and I know we used to play baseball out there when Herbert Hoover was President just want to let you know we should all take the heart to quot that Herbert Hoover you keep going down his path Miss Medina let's move on so AR R three four five and six have been withdrawn R8 is amending the Redevelopment agreement with B Bon Partners urban renewal LLC to establish an escrow in the amount of $200,000 to defay the cost and the expense anticipated in the city's undertaking of testing classification and or soil removal activities would like to move it move it second it's the dirty dirt and on resolution Mr Booker hi Mr Carol hi Mr Perez hi M weer hi Mr laaloa hi r nine is ratifying and affirming the actions of the director of Public Works in authorizing the installation of an emergency rental Chiller for City Hall for the amount of 74936 662 and the extension of the rental Chiller piping and electrical for of the same for an additional amount of $1,959 70 which was needed for Emergency due to a breakdown of the uh City Halls HVAC system and then making the total $ 9,896 32 and amending amending resolution 24- 03- 13061 authorizing the procurement of the HVAC services for various City buildings from inline for the period commencing March 8th 202 18 2024 through December 31st 2024 for the amount not to exceed $125,000 increasing the same in the amount of $89,999 32 thereby making the total amount of 214,000 I missed the number in there mine I'm going to add something before we vote let me get the proper full amount on that one it's 24 89632 okay I I spoke to director Carter about this this was if you haven't seen on the side of the building this is an emergency situation uh our HVAC system went down it's very Antiquated we had to order another one it had to come from Atlanta Georgia so it cost quite a bit of money for the rental installation delivery and the setup and then when we got that there was some additional things that were needed hoses and Etc which is the extra $155,000 in here so when you see the whole package it's about $20,000 a month to rent but it's very very needed this building heats up very very quickly especially with the amount of people in here if you don't have this and I was also told that this is a chiller which is much different than say an air conditioning unit um I do not have all the particulars on what a the difference between a chiller and a uh cter was explaining it to me a little bit but uh I don't have his technical uh expertise to explain it so we can look up what a chiller is maybe and find that out a little bit more I think it makes things cold reading into it thank you for that wonderful explanation um yeah so does does anybody else have any questions I don't know if I can answer them but that's pretty much why this is needed agenda and it's authorizing the purchasing agent to advertise for bids to purchase 2024 for Transit 250 or equivalent for the use in the Department of Public Works move it second and on that previous resolution uh that was awarded that was approved back in um March it was number 2432-22 4 um and it was um to authorize uh execution of any all documents um necessary to effectuate the purchase of Broadway security cameras from Let's Talk Wireless for an amount of $429,450 uh there was a prior res that prior resolution uh authorized the um application for up to $600,000 in connection with these security cameras uh so tonight the ask is that we authorize the mayor clerk purchasing agent and any other necessary party that works for the city to execute documents um to effectuate the per the actual purchase of the Broadway security cameras rooftop repeater sites and installation from Let's Talk Wireless software safe Weare Inc of 4403 Forbes Boulevard L and Maryland 20706 as we all know through State contract 8998 in the amount of $429,450 so you've had a previous authorization to obtain the funds it's it's actually EU it's it's it's state money uh that they're going to utilize to install these cameras and I've spoken with uh um Mr fronte at length today uh this is the sooner we get this up the the better yeah so I've drawn A Line in the Sand about new items and how the council should have enough time to review them but this is not a new item it's the only reason I'm allowing this through anything over $30,000 the council needs time to review it if they don't have the time to review it it will go on next month's council meeting and that's the directive that I have Mr Coffee send to all the directors and heads of departments this one's a little different only because we visited this several months ago and uh with that would we like to do that as a whole everybody security for the town is absolutely needed okay so on that resolution Mr Booker hi Mr Carol hi Mr Perez hi Miss weer hi Mr laaloa hi is that it absolutely not I was going to say okay um that easy Let's see we have uh a request for we already approved one uh license agreement um for um I think that was for a temporary piping and a sidewalk stand so that people could uh improve their facade Quattro amichi LLC is the owner of 585 Avenue E it's designated as block 121 Lot 25 they submitt an application to the Zoning Board of adjustment for preliminary and final site plan approval and they're looking for a bulk variance because the stairway uh that goes into a studio apartment of the premise is going to um extend onto our RightWay 3 feet 8 in um and so they conditioned the graning of the variance on uh the applicant quatro amich LLC obtaining a license agreement uh we've done hundreds of license agreements over the years for instances like this and this one is going to be uh 5 $0000 a year that's going to be annual and it's going to be assessed as annually as part of their quarterly tax bills so it's not like they have to write us a check or we're going to it's going to be part of their tax bill so the and they've got to provide insurance and a whole host of other things so that we're satisfied uh if they fail to comply we pull the license agreement so this would be request to Grant a license agreement at that that site 585 Avenue E consistent with what the the zoning off zoning board says has the Vari approv and half seems a pretty sign amount of on a sidewalk that's probably it's that it was subject to us to getting a license agreement from us that the pl the zoning board was okay with it but the the the way to actually perfect it is to make sure we have a license for it so that we're we're being recompensed for their use of our property we we actually did this for the building on 4 six in Broadway when they had additional doorways added to it and I went out and measured the but it but it wasn't three and a half feet I think it was six feet or so I think they had more than enough room for like aaby baby that's exactly the baby carriage was the measuring somebody could walk in both directions even with a baby cage well my guess is that these zoning board would not have uh granted this if they weren't comfortable with how how far it uh stuck out into the three and a half feet 3 feet 8 Ines and where is this located again 585 Avenue E it's a 4unit residential 585 is uh 585 would be 35th or so 30 that might be right yeah 34th somewhere around there yeah maybe a little higher up even maybe 36 Street 3 35th Street okay okay and it's a resal building yes well I guessing right no the facilities already been approved right apping right okay who' like to move it on that resolution Mr Booker hi Mr Carol hi Mr Perez hi Miss services of the town of Carney um Health officer and that agreement that we approved last year is on an annual basis and it turns out it expires August 17th uh actually the 16th um so the proposal is the same as last year it's $36,000 for the year payable $3,000 a month they'll be they didn't have their meeting last night I think because they didn't have a quorum or their most recent uh meeting didn't take place where they were going to approve this um so we're going to approve it first and then they're going to approve [Music] subsequent like to move it move it and on a resolution Mr Booker renewal for their West law we don't have um law books anymore everything comes online and our renewal is up and uh it's at the magic number of $30,000 a year from August 24th August 1st 2024 through
