America the stands Pur in to the New Jersey open public meetings act adequate and electronic notice of this meeting has been provided by posting on the bulletin board in the Beach Haven municipal building on the burrow website and mailing the same to the beach Haven times the Asbury Park Press in the Press of Atlantic City Mrs ball Miller here miss Lambert here Mr mcaffrey here miss Snider here mayor Davis here tonight we have a proclamation honoring the service of Nancy T Davis whereas Nancy Davis was born on March 30th 1944 in Harrisburg Pennsylvania to skip in Virginia tager she earned her Bachelor's of Science degree at Rollins College College in Winter Park Florida then went on to receive her PhD from the University of Pennsylvania she worked at the holiday snack bar during her College days and worked in pathology at the Philadelphia Zoo she married the love of her life Michael Davis and was blessed with two sons Conor and tager he found her calling as a professor of pathology in the nursing program at Stockton University as a woman in a male-dominated field she recognized her worth talents and capabilities empowering her to assertively pursue her career goal Richard Stockton College of New Jersey as it was called then was her home for 51 years before she retired and accepted a seat on Stockton University's Board of Trustees and whereas as a lifelong Beach Haven resident Nancy decided to put her love for her Town her education and her strong work ethic to good use in 2010 Nancy began her long and dedicated Service as a member of beach Haven's newly formed Municipal Council she took an oath of office along with four other members to serve the citizens of Beach Haven this group as the first of its kind was open-minded and excited to learn about local government they were United humble supportive of each other and work together to achieve the greater good for the community during her time on Council Nancy has served as mayor two times in January of 2015 Nancy was sworn in as the 28th mayor of the burough Beach Haven she also served as the 30th mayor from 2023 to 2024 while sitting as mayor she also served as class one member of The Joint land use board and whereas throughout her time on Council Nancy worked on many projects that she is particularly proud of and that benefited the town and its visitors one of of the highlights of her service includes traveling through the New England states to meet with potential investors in an effort to save the surf light theater from closing its doors Nancy clearly understood the critical role the Arts play in history culture and the lives of others a landmark was saved for generations to come another project that Nancy spear headed was protecting the community by making sure the Dune system stayed vital she took a leadership role in organizing Community Dune planting collecting funds and appointing Street captains to ensure the timely planting and watering of grasses and Native vegetation she continued bringing positive outcomes to the Burrow's citizens and visitors when she brought the pocket park at the Beach Haven School to fruition with substantial Community donations and whereas Davis and her fellow council members also worked to bring many updates to the buau they became heirs to one of the largest investment projects for the water utility system of that time drilling a new well refurbishing the iconic orange water tower installing townwide water meters and replacing water mains throughout the burrow patience and adaptability were key to completing these projects over several years and whereas ny's strength collaboration skills determination and energy were big assets during superstorm Sandy Nancy Davis provided essential support report during relocation of many municipal offices to Temporary quarters and attended bi-weekly meetings for the duration of the design and construction of the new Municipal complex which received 5 million in Grants from The Economic Development Authority and whereas mayor Nancy T Davis exemplifies Beach Haven she is a phenomenal thinker leader reader lecturer and sailor she's inv environmentally active and a curious adventurous creative mind Nancy shows respect for all members of the team from the burrow employees to her fellow council members to the residents and visitors of Beach Haven she is thoughtful genuine and flexible allowing her to adapt and not be resistant to change she is broadminded making her open to feedback from her fellow council members and residents and accepting of those who are different this mindset made collaboration and achieving goals during her time on Council more attainable her background in education and her love of learning made her a datadriven decision maker nany's tireless service approachable demeanor and commitment to Beach Haven have earned her the respect and admiration of colleagues staff and citizens alike now therefore I Katherine Snider cath council president of the Burrow Beach Haven on behalf of the burrow Council and citizens of Haven do celebrate Nancy T Davis's Legacy and extend a heartfelt thanks for her contributions we extend to her and her family good wishes for Success happiness and good health in all future endeavors in witness whereof I have unto set my hand and caused the Seal of the burough Beach Haven to be affixed at Beach Haven this 9th day of December in the year of Our Lord 20124 thank you I can't thank you enough uh certainly all the time I've spent which is 14 years has been a team effort um I had great people to work with um uh staff uh as well as Council uh women and men and uh so it's been a very exciting time for me in my life um I've had a wonderful career I feel very lucky in every respect very fortunate it and um I'm looking forward to uh learning more and seeing more places in the world that I would like to visit and uh enjoying this beautiful town that I love so much and uh seeing you uh around town so thank you so much are there any members of council that would like to say a few words I know we have some folks on zoom and in the audience that would also like to say a few words I will I'd like to say um well the proclamation pretty much says it all but uh I'd like to say that personally I want to thank you for your friendship your respect your dedication your honesty your and your leadership uh you've always been there to help me along and and anyone else in town you never um brush anyone off I've been with you in public and anytime someone wants to ask you a question or approach you you are you are very respectful and um informative and just just plain nice and I that goes a long way um thank you so for giving so much of yourself and for sacrificing um time with your family we know that we are here it is a sacrifice at times but it's one that you've always done um lovingly I think and certainly willingly Beach Haven will miss you and and I will really miss you so thank you very much Nancy for uh everything you've done for apprciate um I would like to say thank thank you mayor Davis 14 years I know I've only given four and I know what an incredible amount of time excuse me effort and family life everything it takes and you've given 14 years and you are to be congratulated and to be thanked for everything you've done thank you very much enjoy retirement thank you I'd like to thank you for your service 14 years that's a long time on this C good luck thank you thank you I just also uh want to say thank you as well I think uh six years ago when I first came on Council I came in like a bull in a china shop like Raging Bull you were I and you really you know I really appreciate and I have a deep respect for you and how you taught me to really kind of listen a little bit more and compromise a little bit more and I really appreciate that you're a very intelligent woman and I have a deep respect for a lot not only women very intelligent women and I and I did I learned a lot from you and I hope that in the future I can always kind of call and ask you ask you questions because I'm gonna need absolutely treasure your friendship and uh stop by any time but I mean the bar is always open well in that case um yeah good luck you're gonna have an amazing time with your with your with your family and seeing all these places and 14 years is is amazing time and thank you I just hope I can keep going you will you will thank you uh I think I know we have on Zoom Jim White can you hear me yes I can all right can you turn that TV way up for her hang on just a second Jim okay go ahead Jim hi Nancy hi Jim wow how are you H I'm wonderful how are you I have my bourbon and beer because I know I'd have you in buckaloos tonight after the meeting but uh when I was asked to do this I was you know so thankful that Sherry thought of me I remember very well the meeting in my house in 2009 when all seven candidates came over and we decided that we were going to be cordial and not politically correct we were going to work with each other to the betterment of uh Beach Haven and as the proclamation said so many great things um we all came in like you know Blind Mice and thanks to Sher Mason who gave us so much uh tutelage and so much Insight um because we were all new to the new form of government and as time went on we learned um we turned what we thought was a part-time job into a full-time job um then in 2012 we were slaughtered by super Sor standy um the town was wrecked and we survived it we came through it we put it back together again much better uh the fight with Femur for the funds coming after it was a horrible situation almost as bad as the storm itself but through the efforts of the people in B Hall Shar Sher Mason and her uh crew Sherry and Sherry bowler um I remember all the trials and tribulations that we went through and then with the money coming as it said in the proclamation again how happy we were that they asked for the first million we be happy to take it and then they called back and said would be like the whole thing again we went through so much right after that we had to prepare for the presidential election within a week and we got it taken care of so everybody could vote um as time went on we were cleaning up we worked on projects together Veterans Memorial Park and the bathrooms there um some bad times when you lost your beloved husband but through the long tedious time of his illness you stood strong never wavered took care of Mike and I was so proud of you how you handled both uh as we went on I often think of that we often said that no matter how much we disagreed and it was often that there was never one single time that I can remember that there was a bad word between you and me it was an honor to serve with you um I didn't make 14 years but eight and a half um I loved it I loved being part of Beach Haven and I loved being part of the the crew that we worked with and started with and you endured all this time Nancy so I just wanted to say as I you know bid you with fond to do you always made me sing an Irish song you were the only one toned deaf enough to ask me to do it so I just want to say to you as an Irish uh little poem may you always have I'm getting a little emotional now I'm sorry may you always have work for your hands to do may your pockets always hold a coin or two May the sunshine bright on your window Paine May the rainbow be certain to follow each rain May the hand of a friend always be near and may God fill your heart with gladness to cheer I love you Nancy thank you so much for the years we spent together it was enjoyable was a lot of work that never could be summed up in that Proclamation or anything else that I've W witnessed and I love you honey thank you thank you everybody else on the council for doing this tonight for Nancy thank you Jim thank you so much I I got I've got tears in my eyes too I I uh we we had wonderful times together it was wonderful thank you Conor are you there yeah wow that's a tough act to follow uh I don't poem to read I'm afraid um but wow isn't technology amazing I can't believe that I can be in two places at once I'm sitting here in my office in Los Angeles and I'm also joining a town council meeting in Beach Haven uh if I wish I could be there in person I looked at flights it was just too difficult with the holidays and some personal things we've been taken care of but I'm certainly there in spirit uh you know I I know how much my mother loves Beach Haven and and I love it too and I think anytime you're in Beach Haven you're you're kind of winning the lottery of life so I feel like I'm there a little bit in in person uh at the moment and that's wonderful um I've just uh loved watching my mother you know sort of help navigate the town the past 14 years it just brings so much pride to me it brings a lot of Pride to my brother tager I know my father was more proud than any of us uh he thought it was just so exciting uh that my mother decided to do this it was something I don't think he ever really uh had the mock to do but he loved living vicariously through through Nancy uh and I think he was so proud of the work uh that she's done uh on Council uh and you know so selfless all these 14 years I know that firsthand you walk anywhere and be shaven and you stop and you have five or six meetings even if you're only going two blocks uh and my mother I think tried in every instance to hear people try to meet them where they were try to understand their concerns and their their their issues rather than sort of impose her own view uh on the situation or matter at hand and so you know somebody who's worked in politics who's worked close to politics works for leaders to see that flexibility and mindset and thinking is just so refreshing and exciting and um I I think it's why the town you know part of the reason I mean there's a lot of great people in Beach Haven doing wonderful things but you know I think working together uh and trying to understand and everybody's perspective you've made be Haven without doubt the finest town on Long Beach Island and probably the finest town on the Jersey Shore it is such a wonderful Community it's a place that people just love coming back to even if they're far away uh I know that my family Treasures every minute we get to spend in Beach Haven I know that my daughter much preferred the Beach Haven School dur a school here in Los Angeles um so so I'm sorry I'm rambling a little bit but uh I just love what Beach Haven is and what it stands for and the community that it is I love being part of it even from afar I've Loved living vicariously through my mother's work on behalf of the Town um you know but also I just you know mother I just want to say directly to you you you really are my hero I I've learned so much from you over the years you've taught me how to be a better person uh I'm still a work in progress believe me but um but I definitely am better off because of you and everything you've done for me and my family and all of us tager father Elizabeth you know Reed so thank you so much I'm excited for this actually because I think I'll actually have more time with you uh because uh you'll have less time devoted to the town but uh I know that you'll stay active and be chaven because you love it so much uh and that you still have a lot of great things to give but I hope you'll be doing more of that from out here in Los Angeles or in Belgian with tager and his family so uh lots of love congratulations on 14 years and uh here's to another fantastic 14 years whatever you decide to do with them thank you thank you thank you thank you Conor I I I I want to say I I've been so fortunate to have such wonderful men in my life life and women but having two sons and a husband that always were supportive of me and wanted me to excel uh and and encouraged me to to to have a career and to um be on councel and so forth uh that that that was wonderful not not every woman has that and um I I was so fortunate in that respect uh thank you for your kind words anyone the audience want to say a few [Music] words hey Jim I'm hope you're still on the line this working yeah hey Jim I hope you're still on the line good hearing your voice Nancy and I have shared a lot of things together and uh and tonight I was tempted just to roast you but I think I'm going to do that another time when alcoholic beverages are served and maybe Jim is around and Conor is here too uh we worked hard in Council nobody realizes that Nancy was putting in 40 to 60 hours a week I mean it was a lot a lot of time and you're always open to getting advice from the public and many times I saw people on your porch just talking to you and asking for help and you never said no uh nany's leadership we had we worked hard but we had fun too and there's a letter I wrote while back that said thank you Nancy Davis just a few things I wanted to comment from that letter you know people don't remember how difficult it was but when we had a full reimbursement of $4 and a half million for our operating expenses after Hurricane Sandy we had full re urement for the Municipal Water pumping system the uh uh there's a story behind getting a $5 million Grant too and some of goes thanks say Sherry I mean well a sudden we're doing line dancing all through town and the grant was going to be like $3 million we were videotaping the line grant for the the the line dancing for for publication on the website and we got the government officials giving us the grant for $3 million they're line dancing with us having a grand all time the next thing I know the Grant's for five million and is fully forgivable so I mean it was amazing you know we had fun we worked hard uh there was also the Robin Hood fund that we gave $200,000 back to people who needed help after Hurricane Sandy you administered that that was one of your ideas uh physically you were to we were totally you were totally responsible 2018 2019 we had no increase in Municipal Taxes under your leadership I mean that was amazing to think we're here we are recovering from hot sandy we have all these expenses all these things to do yet we had no increases in taxes the uh we built the new Municipal garage that was on burner for years and years you made it happen uh the new business trash collection system I mean we're the only town that doesn't have seagull around our trash all over the streets the uh new energy efficient LED lighting in our entire uh Bay Avenue the uh we were the first to install electric charging stations the uh when it comes to Recreation we had volleyballs placed on the beach the uh we were the first ones to put pickleball courts in he did a lot of improvements on Butler Park he worked with the jetty Camp Foundation to put this new Pavilions down here we had new playground equipment down here the uh the new floating dock on Pearl Street that was one of your ideas the uh I know Jim was fighting for years and you helped Jim get the the the bathrooms at Veterans Park uh new Community Gardens at Nelson Avenue the uh we got a favorable COA uh program going in our town uh we you reached agreement with the Department of T Transportation the do to dredge the beige for for them they were spending a million and a half dollars to dredge the bay for us we uh we established a ferry system between uh Tuckerton and Beach Haven the uh funny story about the surf flight Nancy and I drove up to Connecticut I was in the car with her for 10 hours and if anybody could sit in the car listening to Nancy talk for 10 straight hours I mean I got your whole history of your family from the time in Ireland till the time they established them themselves in Beach Haven the uh you know after Hurricane Sandy we had 40 empty stores and you you created an environment for economic Redevelopment that people are interested now in investing in Beach Haven the uh you know we both experienced hardships we worked together for a long time uh I don't think anybody loves Beach Haven as much as you have and done so much for Beach Haven over those 14 years you mean you've done a lot more than even the words I have I mentioned tonight I think Beach Haven is a much better place today because of the efforts of Nancy Davis thank you Nancy thank you thank you I appreciate you make me feel like I'm better than I really am but truly um it was a team effort we we it it was a team effort we all worked together you were very good I remember Jim and I would always argue and fight you were the referee you that's right I was same thing with with Chris Carson we didn't know we agree on something yeah but the best thing about it is we always got settled our agreements and I remember we would always go over to Buck and have a drink together g yep yep was very wonderful really I feel like as I I mentioned the other night i' I feel like sometimes I'm living in a it's a the movie It's a Wonderful Life living here in this town special all right thank you everyone we're going to move on with the agenda cash receips in the current fund account for the period of November 1st to November 30th 2024 were 4,616 26920 cash dispersements in the current fund account for the month of November total 1,434 45577 cash receipts in the water utility account for the period of November 1st to November 30th were $367,400 35442 cash receipts in the sewer utility account for this period total 3 3,694 64 while the cash dispersements in the sewer utility account for this period total 27,578 56 submitted by our Treasurer Sherie bowler one ordinance for this evening 2024 43c an ordinance amending chapter 204 water in the burrow code of the borrow Beach Haven county of ocean state of New Jersey to require all new or replacement water me to be purchased by the property owner from the burough Beach Haven in to establish the process for purchasing final reading uh this is final reading so um opening uh uh the um opening the discussion up to the audience if anybody wants to speak on this issue anybody minutes resolution 212 returning dumpster bonds 2133 returning piling bonds 215 return refunding Dune walkover permit fee 216 authorizing an executive session to discuss personnel and the Marlin ABC matter 217 returning Street opening bonds 28 returning remaining police detail escrow 219 is our salary resolution 220 budget transfers and 221 acknowledging mayor appointments to the library Board of Trustees any questions on those on that list would anybody want to remove any of these for further discussion yes I would like to remove 219 and 221 okay so do we have a motion to uh approve the resolution annually we're required by Auditors to do a salary ordinance annually which sets the ranges once that is set then we are also required to do a salary resolution which identifies exactly the salary for each position so this is a procedural salary resolution right I understand that I just you know we get this and I know that some people wear several hats in the burrow and I just think it' be a good idea if we could see which people are associated with these salaries because the positions won't aren't always shared we keep the titles separate so that you can see what the title is worth right but I'm just saying that you know if somebody gets three or four of these it would be nice to know that and and I just you know I'm not comfortable just it's like a blank check here I just want to know who all is getting what that's what I would like to see so you would prefer they not be by title but by person no I would just prefer that by each title you put the name in of the person who fills that position that you could do it that way it's not required that way Council I think I would like to see that and the other thing is which of these positions are filled and which ones aren't filled are they do we have ones that are just hanging yes I would like to know which ones they are also I think it's a good idea for the newcoming council just with the fauler ACT sometimes it's a little bit difficult when we're not in office with a day-to-day operation so to understand it a little bit better because we are approving salaries so it would be informative to have this just a little bit more detailed for information purposes okay how would you do that I mean I I you know we've been doing it the same way for years and I think most of us know who's getting you know two different uh sums of money I mean this has been going on for the 14 years I've been on Council so how I mean in a situation like this um basically how would you present that then you want me yeah I've seen it several different ways in a lot of municipalities um for example the salary resolution is what is giving the municipality the authority to pay that salary to that person so I've seen some of these resolutions that are not even this extensive for example you have a police contract and a DPW contract that have already been approved so that's your legal authorization to pay those salaries so there's no issue with having them on here but they're not necessarily required um I've also seen it with a list like this then with a name associated with each of the titles as well so it's really the preference of a governing body how you want to see it I mean I don't see any I I mean you know I think we should be as transparent as possible so I don't see any problems with that it's just never really thought much about it yeah Al I mean certainly any at any time when we get this you know ahead of time we can we you pick up the phone and you ask if you have a question about it's not just it's not we're trying to sneak it in there it's always uh the information is always available from Sher so it just requires a phone call to find out but if you prefer it being on there it would be nicer to be able to see a list on what jobs each person has and which titles are filled and which ones aren that's what I'm asking well we do get that I mean we do get that I mean it's just that that it it's not listed by person it's listed by job so they might be in different spots as you go down the list of salaries but it's always there but there's also positions here that are not filled and we don't know which ones are filled and which ones aren't well I think you when you go through the salary list you see if it's not filled but I just think whatever makes it easier for everybody to one thing I just suggested to Sherry was just add another column to this yeah where you put the individual and if there's no one in it just list vacant right that's all we're asking now what do we want to do vote on this particular reserv and then move to no I'll have to amend it okay okay so you just table it okay yeah so just make a motion table okay to the next meeting do we need a motion yeah you should okay so we need a motion to table I'll make the motion second you could do that by Voice vote okay all in favor I oppos extensions okay um okay for the 2021 um I mean everybody knows the mayor has the right to make that but I don't think that's an issue at all I think what is concerning is the fact that apparently a letter came in to the mayor and to the manager on December 5th about Mrs Lloyd's resignation and yet we just got this at uh actually I didn't look at my computer till 4:45 but it came in at 327 today and to me it's concerning once again this lack of transparency which we have heard about many times and this is a perfect example even more so is the president of the library board never got any word of this till 50:5 and it should be noted that the library board welcomes Mr Kona that that has nothing to do with it at all it's just the procedure the total lack of notification I got the email today okay well they went to bur clerk at beach so the email address was wrong so I did not get it I know it did go to the the mayor and that is acceptable so she forwarded it to me with her her request and the resolution was written and transmitted to the council today right but four days after the resignation came in I only got it today well I'm saying somebody got it and there was a huge lack of communication shall we say um as I I do I disseminated all right but something went wrong here and for four days I don't think so yeah it did because all of a sudden we're making an appointment with Le less than two hours notice and the president of the library board not the appointment was made well it has to be approved tonight but it's acknowledged tonight the appointment is the appointment is acknowledged but also the library board found out five o'clock tonight yeah as soon as the resolution was written not even certified and approved I said okay but my point is that there is a huge delay here and it shows a lack of consideration basically for the library board um you know it should have been done a lot sooner Mr Kaa is in no way questioned it is the procedure that happened literally an hour before the meeting when the president got the notice and that's the thing that everybody is concerned about um it's something we've been criticized about and I hope we can do much better going forward because it really isn't right I have no objection to the appointment I have an objection to the way it was handled that's all I don't know what I could have done differently as soon as the information was in my hand I did what I was supposed to do with it and disseminated the information this was a mayoral appointment she asked me to do it that's what I did that's what happened today and it's I got the we when I was away I thought sh Sherry was copy on it I didn't realize that she didn't re she hadn't received a copy of the resignation so uh of Janette so when when I got back here I uh basically um uh looked into it and um and found out that cherry had never received the resignation letter from Janette and I forward it onto her so in essence it was probably my fault for not being physically here um and and uh not realizing that Sher hadn't received it I I did pay extra to have my phone functioning well while I was uh away just and uh basically um uh it didn't work so well in Egypt that was another problem well as I said I just want to make it clear that the library board does not have a problem with this it's just the way it was handled I mean Mrs Lloyd missed the last 18 months of meetings and hopefully Mr Kona will be a regular attendee and moving forward I just think this should be addressed and and if it does come in at the 11th hour then maybe it should be held to the next meeting well I hear what you're saying and I I do want to just say there as they say there's nothing to see here there's no lack of transparency this is something sometimes the way it happens there's nothing you know uh no one's trying to pull the wool out from you pull the wool over anyone's eyes or the rug out from under them this is just sometimes the way it happens there's nothing to see there is no intention to be and that is you know why I know what you're going to say Mike but it's just you know it's not like we were trying to you know I I hey I had nothing to do with it but I I asked about it before we came in and I'm um uh I have no problem with it it's not a sneak sneak attack in the library with all due respect there's been some you know it's sort of the pot calling the kettle black that's my opinion not going to get into that here but there's talking about transparency there are many many things we have not discussed that have should have been discussed by now when it comes to the library sorry but you brought it up and that is the truth the public should know about it and everyone in town should know about it it should be talked about we should sit at a table together and nothing has been has happened Mrs Lou has been absent for many many many many meetings um and she has labored over this and she you know she did the right thing she resigned she's not super healthy and um but she by the way she's never received any minutes even though she is a member as a trustee so you know what's that about so we we could we could pick nitpick we can tit fortat whatever but I don't think there's anything to see here the mayor has uh the right to appoint um to make an appointment to the library board and she did so okay and we will um as in case anybody in the public is wondering yes there is an issue with the library there were several attempts to get together and it is happening in January so I hope that satisfies that disagree with that there haven't been several attempts but that's that's another time thank you all right can we move forward just one more thing yeah apparently she didn't know what I was thinking at the time so I would like to explain what I was going to say I apologize okay it was we're getting hit with these things last minute and there's nothing worse than going into a meeting and you have no idea what's going on when you get it an hour before the meeting and that's one of the things that I I really do have a problem because if I'm going to go to a meeting and there's whether there's a vote on it or there's not a vote on it I do want to know about it and I would like a little bit of research before I decide what I'm going to say I'm sure that in the future it'll that and I'm nobody's saying that there was any Sur attack or whatever you may think that it was it's just all of a sudden it gets thrown at us and I think we should have a little bit more time to digest it before we have to F questions or anything El and I just want to be sure that you're aware it's an acknowledgement resolution the appointment's already been made it is the appointment of the mayor so it's a procedural resolution but it's get being informed on what is going on beforehand a little bit more time is what you know I I would appreciate if you I'm sure that I'm sure that in the future uh they'll they'll everybody will be more careful to make sure that this is doesn't there are no scheduled for January 2nd at 4M um we will be swearing in our three new members of council just please let me know if you have someone coming with you who's going to be administering the oath or if you need me to do that just let me know um we will then go on to amongst the groups select uh the mayor and who the council president will be um we normally do um a nomination and then um do we do a ballot vote Yes and then we will do the oath of office for those seats as well there are many uh ordinances that are part of the reorganization that are standard that we do every year one of those being the annual meeting notice um the proposed annual meeting notice for 2025 all of our meetings move to six o'clock I know this hasn't been discussed by the full Council so um Now's the Time to review it um these items won't be approved until the January 2nd meeting so we need to discuss here at the next meeting you can and also the holidays are listed on the annual meeting notice so make sure you take a look at those before we get to the reorg meeting we'll be naming who our check signers are adopting Robert's Rules of Order um appointing a uh um a public agency compliance officer a fund commissioner for the GIF um some other procedural appointments myself and Sherie bowler usually take those we're awarding Professional Services contracts not exceeding 17,500 that being our uh co-a special counsel seran Edwards and Nolan our prosecutor uh Steve saar's firm public defender rump flaw and appraiser Henry Mancini hbac attorney Hill wallik uh Co administrative agent Triad advisory services or alternate prosecutor U with dasty mcgucken McNichols Connors Anthony and Buckley and then we also will be doing a resolution awarding contracts in excess of 17,500 those firms include Holman freeny and Allison for municipal auditor our bond Council Wendel marks Lane and mittendorf our burrow engineer and land board engineer Owen little and Associates um the burough solicitor labor attorney and tax appeal attorney Bruce badulla with clear GI coal Fury and Jacobs will also be appointing an alternate solicitor this year um Kevin Reen um and also a redevelop Council Maly given a land use board attorney Zeller and bichko and our subcode Inspection Services Trinity code inspections any questions on those I know Mary Clair sent out a spreadsheet showing any increases in the rates no so if we want to discuss any of these is this the time to do it we can discuss it yeah we can discuss it now or we can discuss it at the next meeting after you had time to the only one I mean I have um since the um the meeting notices are all for six o'cl we haven't discussed it as you mentioned and I feel that we we should discuss it we can't just make a decision without discussing it since it's a change it affects all of us and um you're supposed to hear it I'm sorry um since the annual meeting notice I don't know if you can hear me um is changed for 2025 to all meetings at 6 o'cl and we have not discussed it in public I think it's important that we do so and I'm just suggesting that we discuss it now I personally don't have a problem with the four o'clock meeting on once a month as um you know we've had it it used to be one o'clock and now it's 4 and one's at 6 I don't have a problem with that I think it helps some people who um can attend a meeting twice a month it's 6 o'clock I think Jamie you said you had a bit of an issue with that I'll let you speak to that but um I um I understand both sides of it and I just simply don't have a problem with it being one at four and one at six I think it helps people on both sides of the coin so that's that's all the only issue that I have with uh six o'clock meeting as I said before previously is that sometimes I have to be a driver in those meetings I would have to attend um via Zoom if you know a personal obligation came into play but it was easier for me to do 4:00 and 6 o'clock but if the public would prefer six o'clock six o'clock then I'm going to have to make my schedule as long as you zoom in it's been talk of getting rid of Zoom so I just want to make sure that if you're gonna we're going to do this that you will be able to or any of us will be able to zoom in yeah I mean if it was a very significant meeting where there was you know ordinances that we needed to discuss I'll I'll make right I'll make a changes to my schedule but right and Jamie I know I had discussed this with you because I know you had the conflict and you said you thought perhaps your husband might be able to pick up those times right but we also suggested that through June however long the soccer program runs if we want to do it until 4 o'clock then the reason we're talking about six o'clock is because we've heard from many people that they are not home from work in time to take part in these meetings and I think it's all about not our schedules most of us up here are retired except one I think it's about the public and if our public wants to participate and they can't and that's not fair right we had this conversation I agreed I agreed with you and if there's you know the public comes first if I had if I had a conflict I I'll make it work but it I mean it's up because that's why I specifically asked you about this so if you if you feel you need four o'clock until say June we can do that yeah it's fine and I'm not gonna make right that I'm not one person and this is all simply because people have said we can't hear and see what's going on when you have a 4:00 meeting and then we decided that we weren't going to discuss anything heavy duty at four o'clock because people couldn't be here well then all of a sudden well we've got to get this in because there's a Time component and if we don't dis so that kind of went right out the window so if we're going to be able to fully conduct Council meetings here everything 6 o'cl is the best and the fairest way to go I have no problem with it I just wanted to make sure we discussed it in public that's not not an any questions on the Professional Services contracts would you need to hear any further details okay um we have some a resolution on making hpac appointments have a resolution for Library board appointments authorizing Municipal tax assessor or Municipal attorney to act as agent in filing petitions of appeal or complaint resolution 10 is adopting a cash management plan um appointing a class one two and three member of the land use board it is somewhat uh unknown until we know who the mayor's selection will be um resolution 12 is the managerial appointments to the Lan use board I think that is still um a work in progress um 13 is appointing certified officer for the division of pensions and benefits 14 establishing the 2025 fees for special services for special events 15 fixing the rate of interest to be charged on delinquent taxes and water 16 identifying the 2025 Prosecutor's roster 17 approving resident requests for additional handicap parking 18 appointing a tax and assessment officer 19 is authorizing the tax collector con to conduct an electronic tax sale 20 is a requirement to the Civil Rights declaration for the council 21 establishing fees for tax sale notices 22 we'll be adopting our temporary budget bless you 23 designating an authorized signatory for certified lists 200 foot radius 24 is executing an agreement with Regina latio for continued social media marketing Services 25 uh executing an agreement with Bonnie Wells for marketing and website Services 26 authorizing cancellation of tax and water balances below $10 27 is authorizing change funds for several offices and 29 is executing an agreement for continued use with our um my beach mobile application for Digital Beach passes any other discussion on those okay that's all I have n okay uh so at this point we're opening the floor to public comment um so anybody that wants to speak are so I showed up late but I just wanted to congratulate you I know you've been an asset to this town for many years um you're an amazing woman and I really admire you look up to you I always have just you know I don't have much to say except that I agree with Colleen and Mike about the the lack of transparency with respect to the the library board um I got a copy of an email letter of resignation dated uh December 5th which I think is this past Thursday from Janette Lloyd and she copied Kitty Snider and others on it so if members of the governing body are only finding out today about this why would I know about it before they do so I can understand Mike's concern about the lack of transpar Y and the failure to communicate important matters like notice of of resignation which goes back to last Thursday um so I I just hope that the new governing body after the first of the year uh allows for far greater transparency than what has been shown in recent years so if you want a copy of what was emailed to me I'll be happy to share it with you Mike that's it thank you anybody else yes Don cxis 165th Street Beach Haven New Jersey and the in the goal of trying to improve Communications will the council be issuing goals and objectives or what they hope to accomplish in 2015 uh 2025 be helpful if the community the business as well as the public understand what your goals are so they have an understanding of what's what's what might happen with the town in the future uh what one thing that comes to mind is I know there's been some discussion about Community forums where I know John uh Imperial doesn't a lot of those over in Harvey Cedars and whether we would have Community forums to better communicate with the public other on specific issues not just a council meeting so if we could come up with a set of goals and objectives to communicate to the town then businesses and if there were going to be a set of community forums to publish those in advance so that not only you have a meeting of one counsiling meeting is going to happen with what community forms might be occurring in town and maybe scheduling those in the summertime when the public is here so the only thing I would look to look forward to is you know you talk about Communications but and maybe at the end of 2025 talk about what our accomplishments were toward those goals and objectives that's my only comment and good luck in 2025 and thank you for your service in 2024 thank you anybody else on Zoom no mess 196 just wanted to say thank you Nancy and I'll tell Doris that's my hus she was very good friends with my sister-in-law um I had a question about and I don't know if now it's the time the dun grass the last time they did the June project and they planted the June grass they did it in December you're not supposed to plant it in December the latest you're supposed to plant it is in November Nancy you I mean and we worked together the last time and planted our streets like crazy which fortunately they covered up a lot of it the first time you when they when they did what we have planned but are they going to do that and they get little sticks for the next 10 more years I don't think they are I think that they're going to wait till the spring to plant I don't think they're going to plant right now because we have had no Doom for except for what we pled for all these we can um make a contact tomorrow and just confirm and if you want to reach out to us tomorrow but I think they're going to wait till the spring but we'll we'll confirm they're supposed don't you start am I starting yeah um I think that this from Thanksgiving till now it's been very successful in in Beach Haven I really do enjoy the Christmas season it makes me feels so good to be a part of a community that's so festive really I mean everyone gets along and everyone it's so good to see everybody even though my my child is growing we see a lot of youngsters you know coming up uh through the school and the the museum is like the highlight of my my uh festive season in Beach Haven it's so much fun and it does it gives you such a great great feeling I'm so glad to be a a part of this town now and in the future and I don't think that there's anything this weekend but I could be wrong but I didn't look at the count a movie or a film or something I'm sure that there is something um but there's two more weeks left so please support our local businesses and Shop local thank you and you certainly were dressed up at the event Swan on Saturday you look great you look great yeah um T yeah Don yeah definitely um I agree with what Sue Shari said and I you definitely you know Hallmark came to Beach Haven the last couple weekends it's been uh it's just magical and we've been blessed with some good weather um Sam Kelly and kaplers every year are so generous I mean Sam donates those horse and Buggies and they're just beautiful the kids love it so much and the swag she put up thank you she did that darling swag that goes between kers and um it goes across Center Street um she she's we're so lucky not only to have I think the best pharmacist in the entire country but to have um her heart in the in in Beach Haven as she does um I kind of have a lot to say but uh just to say that um we lost enough another really important person in Beach Haven susette Whiting passed away this week she is uh certainly a Beach Haven icon and um and revered by all that knew her I think that I had the honor of receiving maybe the last cake she ever made um and somehow she was able to make a cake for a couple a few days before Thanksgiving for my birthday I was lucky enough to have a lady Lord um just a few weeks go uh long may the lady Lord rain and long may Suzette will miss her um I do want to point out even though we do have one more meeting but I did ask Chris Carson and he said he would not be at this meeting or that meeting so I just wanted to say that Chris Carson is retiring December 31st um he's the head of our public works department uh and he will will be missed on behalf of Beach Haven I want to person express my deepest gratitude for his many years of dedicated Service as the head of our Department of Public Works he has seen us through superstorm standy um Beach replenish replenishment twice many many infrastructure repairs and improvements you can thank Chris for the recent Mitigation Of nuisance flooding um as he pushed real hard for the uh the tide valves that are doing such a great job at our street ends in fact today he said he thinks he's most proud of that um Chris uh your contributions will not be forgotten um thank you for your the integrity and expertise you have brought to your role in Beach Haven we are fortunate to have had you um at the helm for many years and I want to wish you all the best in your retirement thank you so much and Merry Christmas to everybody yeah uh yeah it was a it was a fun night the other night at the Museum we had a swan of swimming then we had 12 drummers drumming with the rest of us um it was it's always nice to see all the people coming together um there was a lot of people showed up at the tree lighting it like I said it was it was really nice I just want to wish everybody a Merry Christmas and be safe when you go out if you could get a ride and you're out at the bar and you get a ride home do that please thank you I just want to congratulate he's not here usually as chief elander for the cruise Beach Haven for the first time I think that was very successful thank all of our local businesses and especially the Community Arts crew for their wonderful uh successful Ventures that they always run between the tree lighting and the uh sing along probably the most favorite event in town um the centennial celebration for the library was such a huge success that they're hoping to have a couple of the speakers back that the two heirs who spoke and Ellie olier because her father buillt it um and they're hoping to do an encore this summer since so many people couldn't get in to see it want to wish everybody a Merry Christmas Happy Hanukkah and happy whatever you may be celebrating and we'll see you before the new year but have a great time over the holidays thank you than you everyone yep I forgot about you already forgot easy to forget right uh anyway I I just want to thank everybody uh thank you so much uh for that beautiful Proclamation and thank all of you for um supporting me and um and and and being here it's a wonderful town uh we're we're lucky let's keep it that way I I think um it's never too late to uh get involved uh in this community uh we've got lots of really talented people here who love this town and we want to continue to be the number one short town in New Jersey I would say the up the entire Coast I it really is a special place and we are so lucky to be here and I I like to travel and I like to go other places but literally when I cross that bridge heading heading east I I just my heart just beats a little harder and and and I I feel happy and um so we're so lucky and thank you all and I I do want to mention Sue wedding I worked with her years ago 1964 I think I worked at the holiday snack bar and she was young then she I she was just her children were babies and and I'll tell you she's never changed she always ran the
