meeting of the township committee was sent to The Courier News Summerville Bernville news whiy and to all subscribers and posted at the Township Municipal Building on January 7 2025 great thank you to make a statement ask a question has your time to do so you don't have to do so not online okay moving on we have two sets of meeting minutes to approve February 27th Township committee meeting and the February 28th budget work session number one con questions regarding those minutes should that be January what did I say I started thinking are we already in March well that would be one comment about the ah look at B Robin's just testing us I didn't even we all failed except John that's why he's the attorney so other than any other comments regarding minutes say none motions approved so moov second all in favor thank you got it and on PR Merin B Raffles benefit hun Health foundation on April 6 2025 at 3m. at fidler's elbow Country Club and off premise merchandise raffle to Ben the hell foundation on April 6 2025 at 3 P.M located fidler's elbow Country Club and casino night amendment to cancel the event held by the bason memorial foundation on February 7225 from 700 p.m. to 11 p.m. at Trump Nationals col so Rob what are we doing with that we're canceling so they had a applied um they're going to apply for an amendment for Casino n but because it's registered and involves a vendor Casino vendor that actually brings equipment in we have to do a formal action of the governing body to cancel the event and when they reschedule it they will let us know the date but right now we're we're cancel so the February 7th date is cancelled that is correct we need to do it formally because of the it's a casino um gambling equipment that's being vendor that's being brought in for that understood okay so C essentially cancels the B loan um night on February 7th and the other two are non premise on premise R comments questions soon none take motion to approve so moved second all weekly everybody knows that ongoing uh P that we talk about over on power we finished that project up we built up the dirt so we're waiting back for that to settle and we're going to end up putting the stone wall back in that was there Smith I start um we finished cutting over to soft form John's all done with that so we're moving on that uh we have a d inspection on Friday so all hands right now is cleaning up our shop area yes for what small water rightor storm water I heard we guys been doing some pole repairs days okay all right thank you yeah yeah I did uh talking with Michelle storm water compliance we might not be able to keep the mul there anymore so and she was saying with the new rules that we might not be able to grind off site here yes brush pickup it we needed any place in our Parks there's enough that's fill so there's store water rules regarding the storage of M you're telling me yes suppos we cannot ride it on site so nor store it on site that's what I'm hearing so where do you where would we grind the stuff then if we can't my right yeah so oh we're not recycling fail did they send you a letter citing a a state regulation or administrative they coming on by this is coming from Michelle fromell yes so Boswell is our strong water engineer consultant but Boswell is also the same consultant that we reached out to regarding storage of mulch at other locations yeah a St we should BOS is going to be with you during the inspection okay all right you he that update commun ping Chief Bernardo any update from our last meeting no just a reminder February 20th at 12:00 p.m. we're going to be doing a safety presentation at library for anybody that is interested that's all I got okay thank you speaking of Mitch yeah we do have an ordinance to introduce ordinance number 20251 this ordinance would amend section 3-19 entitled the property maintenance Village neighborhood Zone and senior citizen housing SE Zone it includes the R1 low density residential Zone and um this ordinance is something that we've discussed for a while we P it we discussed it in um new business last week I'm s the last meeting and um this would add um to Property Maintenance ordinance uh the ability to enforce um it adds um Solid Waste unsightly piles of wood chips mulch brush dead trees and limbs into the definition of blight extends the um subject areas to include the R1 Zone and that's essentially what the ordinance would do if this ordinance is introduced tonight the public hearing will be scheduled for February 18 2025 in these Chambers um no reason to discuss it any further once anyone wants to otherwise I'll take a motion to introduce ordinance number 20 25001 so move second roll call votes Please Mr Stevenson hi Mr hickey hi miss morosi I miss Fernando and mayor Jacobs I will be scheduled for February 18 2025 we have no other ordinances to consider tonight and we a public hearing of any ordinances move one two three four items on the consent agenda these items make sure any member the T committee can V any item off or all the items off for individual consideration seeing none take a motion to approve the items on the consent agent call V please Mr Stevenson hi Mr hickey hi M moraski hi Miss Fernandez hi and mayor Jacobs hi thank you you resolution for individual consideration and that resolution is resolution 20237 this ordinance authorizes the execution of an agreement between the CH of the Bedminster and the Bedminster Township Board of Education for the hiring and placement of a class three special preons in the beder Township School District so Rob and who uh who wants to talk about this you the chief yeah I'll let the chief talk about it okay chief Bernardo yeah yes the uh School Board uh voted this year uh that they wanted to hire a uh police officer in the schools for next the next school year starting in September and this is basically the framework that allows us to uh begin the hiring process and uh equipping the officer and training them and all those good things so Chief just to go through the technicalities technically as a class three special officer of beder Township this is an employee of adminster Township it's an employee of the police department um and a class three officer has to be retired then they have to be under 65 years of age and they have to have um retired within the past three years um but a school can't essentially hire a police officer it's illegal so we hire them I train them I outfit them but they essentially work at the school and do you do the um interview excuse me did do the interviewing in the selection process or is that done in conjunction with the school oh that's done in conjunction with the school okay and the questions that we all have and we already we know the answer um the agreement would require the Bedminster School Board to reimburse Bedminster Township for all expenses associated with hiring of the class three special police officer maybe I didn't correct with that as a question yes that's correct so that the school will be paying us quarterly uh for all of the um expenses associated with hiring the officer equipment training um payroll everything okay as the Thea on to the board of ed um you obviously they've approved it it's built into their budget right any other uh comments from school board meetings on this issue have not heard anything about it no all right and um just so I know how long is this uh how long is the agreement good for so initially it's for a year but it can be subject to uh Renewal by the Board of Education okay so long as so as long as the board of EV commits to having the special officer there then it's subject to this agreement that's correct okay and so is this a full-time position is there fulltime for the nine months right now the nine months okay all right any other questions or comments what about the insurance picks that up that becomes there's no Health Insurance liability that's us that's that's an added cost us reimb okay so it's a retired police officer under 60 years old 65 under 65 okay I was just thinking people like to work for our town for a long time what happens if the guy turns or turn 65 do we have to find somebody new yes okay that that's the law that's not our policy that's the state law for class three they've done it at rid a number of years Not Unusual seeing no further questions take a motion to approve resolution 2025 037 so moved second roll call vote Please Mr Stevenson I Mr hickey I miss moresi I miss Fernandez I and mayor ja thank you okay thank you and take a motion to approve the bill list pending review of individual invoices sove second gooll call vote Please Mr Stevenson Mr hickey hi M moraski hi Miss Fernandez hi and mayor Jacobs hi thank you we've items on for new business um let's go back through old business utilities hickey thank you mayor good evening all quick update I we've had some light Slicker over the weekend there have been a number of times and locations where trees have come down on power lines including in Far Hills as well as along Washington Valley Road if you see your lights flicker typically is because either there's a recloser action meaning something has touched the line and a recloser been activated to determine whether or not there's a fault on the line and if the fault is not present power is restored as well as jcpnl as I mentioned at the last meeting is is investing in switching meaning that if a power line circuit goes down they can switch the service to a different circuit so sometimes you'll see the lights dim for a second or go out for a second then come back up they're typically moving traffic along from one circuit to another circuit when there are a power rage so these are good things in the sense that these are not pro wrong outages these are momentary flashes and flers um I know this this evening there was another outage was in F Hills and we just got a notice mayor that that is primarily in farill it was originally 750 customers it's now 141 customers and again they use switching to get the majority of the customers back up in addition we got a notice today this is I'm going to pick up on community woman moresi's comment about the elusive squirrel last night well apparently there's another reason for power outages I just noticed out today don't let balloons float up and take down power this Valentine's Day apparently four balloons cause power outages February typically marks the onset in the increase of Aver caused by metallic balloons who knew they were to blame for 109 poweres across First Energy service area last year including 22 here in the jcpnl territory so they're just advising folks don't put metab balloons near power lines securely tie them down don't release them into the sky and don't try to retrieve them if they're caught in the power Lin just a public service announcement May that's all I have who would to metal though foil metal so you can do the rber rooms okay I would try it let's have we a bed as it is with power okay that's all I have did alting comments about um ORS they they have not unfortunately the majority are underground the hill so uh we'll leave the scroll to the park Senor haing John Doug nothing you have a new development earlier in the week right okay and Senior I'm sorry senior serson Hills Public Safety Committee uh no update since our last meeting that's it that's what we have for the meeting right so we're going through chionship committee comments we have no executive session and then we will ajour many wom
