But that babbling that you've been hearing and that talking is a pretty new skill for Adriq, and something that we're very proud of at Hornet Park. We will talk about that work more extensively later on in the presentation.

One of the most important things for our community to understand is that school funding in Indiana comes from three completely separate funding streams, local, state, and federal, and each

State funding, which is not at all connected to local property taxes, supports inside the schoolhouse expenditures, classroom teachers, paraprofessionals, office staff, teaching assistants, curricular materials, and supplies. This is all the education fund. Federal funding supports targeted student services like special education, title programs, and school breakfast and lunch programs. Local property taxes supports school district operations and debt service, all including transportation, facilities maintenance,

This evening, we will be spending the majority of our time talking about the funds that are supported by local property taxes in the operations fund and in the operating referendum fund. The key takeaway is this. No single funding source pays for everything. Each fund has legal restrictions and specific purposes. That distinction matters tremendously, as we discuss a referendum. This slide focuses specifically on the operations fund.

Well, Beech Grove City Schools uniquely faces two significant financial stressors. First, we are the most significantly impacted district in Indiana by property tax caps. Because of the structure of our communities assessed valuation and the way Indiana's tax cap system operates, our operations fund receives almost no meaningful revenue from local property taxes. This is not because of overspending or financial mismanagement.

So when you receive little to no revenue in the operations fund, there is one other option, and that is to ask your community to offset that revenue deficit by approving and operating referendum. In Beech Grove, because of the property tax cap impact, without referendum support, we simply

cannot stake, sustain critical operational services. So why, why is Beech Grove hit so hard by these caps? It's a question that I get a lot, and it's completely reasonable question to ask. This slide explains why our district is uniquely vulnerable. First, Beech Grove is predominantly residential. Homestead properties are capped at 1%, which significantly limits tax collections. Second, our tax rates are pushed over the constitutional caps, meaning any taxes above those

limits are never collected. Third, the operations fund absorbs those losses first, essentially wiping out much of that revenue stream. And finally, lower assessed valuation compared to surrounding districts means there is less local revenue generating capacity overall. And this is why stable referendum support is not a luxury for Beech Grove. It's essential. Laura? And, I'm sure that the TIF districts also affect Yes.

Could you kind of explain that a little bit as well? Yes ma'am. It's as if you read my presentation here. That's the next slide here. I will, I will gladly do that. So here, this slide is providing a simple overview of Indiana's property tax cap system. So homestead properties, like we mentioned in the previous slide, are capped at 1%. Rental and farmland, not much farmland in Beech Grove, are capped at 2%, and business property is capped at 3%. If tax collections exceed those limits, schools do not receive the difference.

The important important point here is that tax caps reduce school revenue before schools ever receive a dollar. And here, and I'm gonna get to your point Janice, in just a second, why would Beech Grove then need referendum support? Well, nearly every home in Beech Grove is already at that 1% cap.
