proclamation honoring Joseph s ratell senior from The Hop and Ladder Fire Company I would ask uh Mr rello and members of the fire company to join us and I will read their Proclamation down in the front [Music] Okay resolution honoring Joseph rello senior for 50 years of dedicated service to the burrow of Belmore fire department whereas Joseph Joe rello senior joined the Belmar Fire Department in 1975 as a member of Goodwill H company and where he eventually served as Captain and president whereas Joe transferred to volunteer hook and latter Fire Company in 1988 where he served as Captain in 1990 Department chief from 1991 to 19 1993 captain again in 1995 and chief again for 2006 to 2008 2009 to 2011 and 2019 and 2020 and whereas Joe has been resident of Belmore for many many years and Belmore is where he and his wife susette raised their two children Joseph R rizello Jr and Tori and whereas in 2020 the during the Corona virus pandemic Joe served as head chief of the Belmar Fire Department and whereas during his tenure Joe also served multiple terms as Treasurer and Company president throughout various years and whereas Joe was honored for most alarms answered in 2007 2008 and Fir fighter of the year for 2006 to 2007 and 2009 now therefore be it resolved that the mayor and councel and all the residents of the burrow of Belmore hereby honor and thank Joseph rizello Senor for his many years of dedicated service to the burrow of Belmore as a volunteer firefighter thank you [Applause] congratulations up guys yeah [Music] [Music] CH that's good thank you you should get thank you thank you uh before we go to the workshop discussion just like to make another announcement uh for those of you who have not heard John Walsh is no longer employed by the burrow he's decided to advance his career by exploring other opportunities and although I'm sad to see him go I fully support his decision uh John was with the burrow for two years and did a remarkable job revitalizing a lackluster bur events calendar he was instrumental in moving the seafood festival back to Silver Lake and made it an outstanding success for the two past years he also brought life back to the San Janeiro festival and coordinated many other events and activities throughout the B John is a brilliant smart creative young man with a bright future ahead of him I consider him a good friend a confident and a trusted advisor and wish him the best in all of his future endeavors thank you now we can move on to the workshop any items once tce okay I guess that's it any petitions I can yeah I the environmental commission is working to further professionalize our output especially in regards to towards grants and funding for Silver Lake uh we're working with the burough engineer and anticipating receipt of a scope of work proposal from the Army Corps so when that happens I will update um the burough is also awarded $110,000 from sustainable Jersey to develop Community energy plan which we will work with together with the environmental commission um the harbor commission and um I'll I'm sure councilman leis would like to go into further detail on this but I wanted to take a minute to congratulate our new chair Roy Childers who has been with the commission for I think over 10 years now um and we will be meeting I believe this week to take a look at the finances of the marina and kind of try to work more comfortably within that scope to make our suggestions uh besides that that is it thank you councilwoman Kenny thank you mayor uh just a quick Verizon update the mammoth County case is moving through Discovery right now so we're just kind of waiting to see how that goes um the interveners the Spring Lake resident interveners were successful in intervening in the Spring Lake case so that suit is uh in the federal suit against the bureau so we'll see how that case develops but they're waiting to see when if and when Verizon reapplies to the county for the polls in Spring Lake that are on County property other than that we're all kind of in limbo just kind of waiting to see how things go um the next Ada meeting is next week February 4th at the library Recreation the only announcement there is that Junior guards signups will open February 1 this is a really great program if you have kids that are of age I think it's above six now you they should do it it's such a great program um shade Trade Commission uh announced that their Arbor Day celebration will be Friday April 11th with the fourth graders from valmar elementary and St Rose grammar school they are hoping to host a Master Gardeners of Mammoth County at the library so I'm sure that council president mrao will let us know when that comes up and I will also let you know that's a good presentation um and then just a few things around the schools it is Catholic schools week for St Rose High School and the grammar school so they have fun events and things planned all week long St Rose grammar schools has a dime to donate that's on Wednesday at vixs restaurant in Bradley Beach 20% of your check will be donated back to St Rose grammar school e in or take out and Thursday at St Rose grammar school they are doing a soup or Bowl which is a food drive non- per perishable items can be dropped off at the school all items go to the local food bank and the PTA um announced that their casino night is going to be that's their big fundraiser for the school March 7th at Jumping Brook and then just a couple things Sports wise at St Rose High School the boys and girls basketball teams are doing great the boys are 11- six with a s and0 in the shore Conference record and the girls are 13 and three with a five in one conference uh Shore Conference record you can always get tickets at the door so look for um upcoming games they're really really fun and that is all I have thank you council president ranero thank you mayor um I just wanted to um also echo my congratulations to Joe ratell um and our gratitude to John Walsh and all he offered to our buau uh the BHA we've had several discussions um this week and in the past week regarding completion of the Grant application uh for the BJ's facade repair we're hoping to have more inform information at our next meeting as the burrow and the BHA work together to get all the needed studies and documentation the next meeting is February 3rd at 5:15 uh the library had a very successful Chinese New Year event last week unfortunately I wasn't able to be a part of it but I heard that it was wonderful uh on February 8th as a part of the Belmar the library's living history series they will have John Adams versus uh Thomas Jefferson in a portrayed constitutional debate we disagree as rational friends um and that's at 11:00 a.m. at the Taylor Pavilion February 8th uh you must register but you can register online if you have any trouble registering online you can always call the library and they'll help you registered um I just wanted to bring a um an important date for those seeking State rental assistance um the New Jersey state rental assistance program uh is it's a state funded program that provides housing subsidies on behalf of very low-income New Jersey residents for decent safe and sanitary housing so this enrollment period ends January 31st at 5:00 p.m. um and this is to put your name in for pre-application so you'd be filling out a pre-application for the program it puts you in a lottery to see whether if you're selected um then you'll be put on a waiting list and continue through to the application process you can apply by going to ww w. waitlistcheck.com nj559 or you could probably just Google um New Jersey state rental assistance program um and then follow the instructions on the homepage thank you thank you councilman Lis thank you mayor uh I just want to report that the parade hosted a fundraiser at Marina Grill last Sunday that was very successful uh the Donovan's uh message about the harbor commission we had our meeting last uh Tuesday about it I want to congratulate Roy Childers I also want to congratulate Bob Lynch for doing such a great job uh as Harvard commission chairman for the last several years I've had the pleasure of working both of them a long time and they're both going to do a great job uh continuing on the Harbor commission one of the things we discussed at the last meeting was the potential of looking at the fuel rates uh to see if we can possibly put a surplus on those fuel charges to help cover some of the cost for the new fuel dock so we'll be meeting uh next to discuss that and the harbard commission would like to make a recommendation for the council after that that we can review at Workshop that's all I have there thank you thank you um just two things to report on the uh actually it was yesterday uh I had a brief meeting with uh mayor gzi from uh Bradley Beach and Ed um I want to say Donovan but it's not Donovan Bano from from uh Avon and and person from the uh New Jersey has to do with businesses and getting them grants and and money and uh what we're going to try to do ultimately is come up with a with a way to get that information out to the businesses along our Main Street and and come up with a a plan that we you know we can work together to to do that either through the existing organizations that we have or or just to have some special sessions uh for uh advising business owners what kinds of Grants are available for them so I'm sure we'll be hearing more about that as we uh as we move forward with that uh the only other thing I have is I had received a an email from someone in the governor's office about uh a number of Flyers that I I put in the back of the room one of them is know your rights for for immigrants and the other one is know your rights organizations and businesses they're in English and Spanish we're also on the nj.gov website and I suggest that you know if if you know anyone who may need to refresh their you know and know their right it's good for all of us to to sit down every once in a while and take a gander at what you know what um what rights we have and and what to do in case we encounter you know an immigration officer or or any other kind of law enforcement person so it's really just an informational brochure feel free to take take one or more and like I said if anybody needs to get more of them they're on the nj.gov website part of the um office of new Americans okay and that's all I have I posted the Flyers on our website as well okay um actually can we talk about one other item before we go into our regular business yeah maybe sure um I was just notified that three of you will not be at the February 11th meeting okay um and because we have three ordinances on the agenda and we need to set up those public hearings um we should probably discuss how we want to handle that meeting okay do we we have one after then February 11th for a second reading right right we could have them we could do them at the second meeting in February um unless we want to change the February 11th meeting to a different date um I don't know what things we have coming up on the uh agenda I don't we disc discuss offline whether or not we will just reschedule the February 11th meeting you want to hold the ordinances have advertise them so I just want to make sure can do this at the following meeting we can continue our ordinances in at the following meeting that's already adverti yeah we could done second meeting in February the question is whether or not we want to have a meeting anyway other than the February 11 I don't know if there are any important things that need to be done on February 11th going to do envir the ordinances that we have on tonight or is there anything that that has to be um that have to be done by certain dat by resolution has to be adopted this evening we'll have the resolution correct the ordinance creating the um the code back go oh the municipal is on no that's fine that's yes so we can uh we can postpone it 11 meeting feary yeah I think we can we'll postpone the the he public hearings on the ordinances until the uh until the second meeting in February and if by chance something comes up and we need to have a special meeting we can always have a special meeting as long as it's not including the ordinances does that make sense the next is public session on the resolutions if anyone has a comment or question about a resolution please step forward state your name I think I need to read something before we we adopt the the uh state law requires that this statement be read before we um adopt the resolution 20 2534 so put up with my reading again on March 20th 2024 Governor Murphy signed into law an amendment to the fair housing act to address the fourth round the amended FHA required among other things that the the Department of Community Affairs DCA produced non-binding estimates of fair share obligation numbers for each municipality honor before October 20th 2024 the DCA issued a report on October 18th 2024 wherein it reported it its estimate of the housing obligations for the fourth round which covers in 20125 to 2020 2035 for all municipalities based upon on its interpretation of the standards in the amended FHA Fair Housing Act the DHA report is non-binding and the amended FHA provides that all parties shall be entitled to rely upon regulations on Municipal credits adjustments and compliance mechanisms adopted by COA unless those regulations are contradicted by statutes the DCA report identified a present need in other words in in parenthesis Rehabilitation obligation for the fourth round of zero units and a prospective need obligation number of 43 units for the burrow the DCA numbers have been reviewed by the Burrow's professionals and have been determined to be acceptable the amended FHA requires that each municipality take action by January 31st 2025 to either adopt the DCA numbers or contest them tonight's resolution is to comply with the scheduling requirement set forth in the amended FHA by accepting the DCA calculations and to authorize the burrow to take the next steps required to comply with the scheduling requirements of the amended FHA which will include the submission of the declaratory judgment action within 48 Hours of the adoption of this resolution the burrow will then proceed to work with its professionals on its housing element and fair share plan for the fourth round okay I think now we can take our vote counc Donovan yes councilwoman Kenny yes mayor B fesco yes councilman Rondo yes councilman Lees yes next we have our ordinances uh first one is ordinance 2025 1 this is an ordinance amending and supplementing chapter 11 amending uh the salary schedules do I have a motion to offer for first reading and introduction I'll make a motion second councilman Donovan yes councilwoman Kenny yes mayor Buco yes councilwoman rondano yes councilman L yes uh next is ordinance 20252 this is an ordinance amending the municipal code to add uh chapter 41 entitled Municipal and last one is ordinance 20253 this is an ordinance amending chapter 5 Department of Public Safety specifically sections 5-3 of the fire which is the fire department do we have a motion to offer for that corner any update I don't think we're going to have an update for a while on that because it usually occurs when there's other Street uh work being done and right now there is no other Street work being done so that's and I won't and I won't don't hold me to it that it'll be done on the First Street that's being done but it will be done okay okay in other words I don't know fair enough um we're talking about grants and a couple different times I've mentioned maybe a workshop just to say like what grants maybe a summary you know like we hired somebody so what have they done like what have we accomplished you know just outline all the grants we received I know there's one here I think maybe at the next meeting during Workshop we'll do a report let's just make a note of that so we don't we don't forget we get we get regular updates so we can we can easily bring the public up to date as to what what we've done and I know say we get but then you know all together at some point just to know something's good being done and last but not least my sister and I would also like to thank John M for all the work that he's done the talent that he brought and the fact that he got us
