little Proclamation here I'm going to come down and see you in all right it'll be easier not problem up there anyway Podium around this we the camera for I'll just you can just stand right out in front of it I think I'm loud enough what you think okay okay this is from Mr gatal his wife Kim well going start you go okay whereas Ed galell and his wife came of residence of Berkeley Heights for 34 years and raising her sons Matthew and Andrew here and whereas Ed gelli has volunteered his time as a member of the Recreation Commission since 2009 and whereas during his tenure of the rec commission Ed is vot was voted as chairman for many years he has marched a numerous Memorial Day parades attending countless summer concerts and whereas Ed has been instrumental in increasing the popularity of pickle wall by hosting the fall and spring tournaments offering lessons and open court play to the recreation department whereas Ed gatelli worked closely with Tom Barton our late beloved Recreation director for over 10 years he spearheaded the movement to rename the Lower Columbia courts to the Tom Barton courts and was influential in starting the Tom Barton scholarship whereas during covid Ed and his Recreation colleagues recognized how residents yearned for recreational activities during the lockdown and worked closely with other organizations to begin the drivein movie experience tour our residence and whereas Ed gatelli will complete his service on the Recreation Commission on December 31st 2024 it's a sad day for us all trust me when me tell you that um therefore be it resolved that the mayor and the Town Council the township of Berkeley Heights on behalf of all of our citizens do hereby formally recognize and publicly thank Ed gelli for dedicating 15 years of service to the township on the Recreation Commission approved this third day of December 2024 much appreciate believe me all right so just a few thoughts and note here to start off with some thanks can't see with that one last so 2009 wow 15 years where did time go so uh first of off I'd like to thank my my family my wife Tim boys Matt Andrew and Derek my mother-in-law Jean um we're a tighten it unit with lots of love and support and I couldn't have done any of this without their support and love so um I definitely get it from them um May Dean Liza Council um there's been a few over the years that's for sure um we worked together for 15 years and uh thanks for giving the recreation department the autonomy to work within the confines of a true New Jersey state approved Rec commission uh your support is always counted is always counted on and appreciated so thank you all Barb Russo uh the admin assistant upstairs next to the mayor's office uh for always having the logistical answers for us um plethora of experience and help getting this Proclamation up off the ground so thank you to Barb the DPW team um you guys make us Berkeley Heights recreation look great so we really do appreciate your efforts in more ways than one uh we count on you tremendously and you're a big help to Carolyn and the rec department so thank you DPW the current Comm um team and past recogition team Chris gzma Sean McDonald Mark Dawn Mike theila Doug Caruso uh and those past members um over the years always focus on the mission at hand putting the best interest of our town at heart seniors adults kids after all that's what it's all about and that's what we're here for as a as a Rec team so thank you all for your support over the years it's much appre appreciate it to current Rec chair Deb waran Rec director Carolyn George our admin team downstairs of Kelsey and Jade with our our programming lead there's no I in team and it's your foresight passion love and pride that revolves around the day-to-day operations of Berkeley Heights recreation it's unparalleled your efforts are what make Berkeley Heights wreck the best in the tri-state area proof is in the long list of accomplishments since 2020 since that Co year thank you for what you do day in and day out if you want to see the heart and soul of Berkeley Heights recreation take a walk downstairs to the Santa visit that's happening this weekend and the transformation of that whole downstairs area it's truly amazing so caryn you got it going down there that's for sure that says it all um Tom Barton be remiss if I didn't mention Tom our former Rec director of 18 years retired in 2020 passed away in December 2021 Tom's passing hit us all in the gut and heart a gentl man a gentleman a leader by example someone who made you feel that you were the most important person in the room we miss you Tom and Hope Berkeley he direct is making you proud friends friends and Friends gathered here tonight your friendship love and support means the world as my mom used to say you can pick your friends you can't pick your family I think I've chosen wisely I thank you all really LS to reflect on in 15 years as my family knows well we could be here all night don't worry I'll try to talk fast transition from the old shack of a house uh over here to the old church property the new town hall and the amazing transformation downstairs it really is something if you haven't seen it visit Berkeley Heights wreck downstairs it really is cool naming of the Tom Borton courts as mentioned uh Lower Columbia along with all the different upgrades we've done to the to the Park area down there it truly is the recreation Hub of of ber Heights um we've got four permanent pickle ball courts down there along with tennis courts and overlays of more pickle ball courts to to to carry the increasing demand for for that crazy sport that so many of us love uh the setup of the Tom Bart Memorial Scholarship fund in 2021 where we did one to two graduating seniors a uh a scholarship in Tom's name uh that will continue his legacy for years and years to come uh it's it's wonderful to see that uh that scholarship set up by Recreation and and doing what it needs to be done uh most recently uh on the election uh the ballot question that was on the election to our town residents basically asking if they would support the Berkeley Heights Board of Education leasing Lower Columbia field to Berkeley Heights recreation for a dollar a year for upgrades and enhancements to the field and grounds it passed in town by a 5:1 margin 5:1 ratio at no cost to the Berkeley Heights Board of Education at no cost of the taxpayers in town so let's go boa get this project moving uh I mentioned pickle ball earlier and while stepping down from recommission I'll stay involved in in wck Via pickle ball in some capacity uh the sport has unprecedented growth we've done a good job in Berkeley Heights of hurting the the cattle and and getting people on and off the courts um working within our system that we have in place and the system only is as good as the volunteers that we have helping and moving it along so thank you guys for your help over over time it's much appreciated um our spring tournament was mentioned it's philanthropic in nature we we do a spring tournament and a fall tour tournament our spring tournament some proceeds go to our friend Jim Uli who was injured in a bicycling accident in November of 21 um he's a fortunately a quadriplegic so we give some money to Jim in the in the in the spring and our fall tournament we give money to the Tom Barton scholarship fund while saving some funds for both to help with maintenance and upgrades to um to the areas of the Court down down at Lower Columbia so we'll keep that going and uh keep that moving over the next few years here there's lots more I could go into I'm going to leave it at that I just want to say thank you thank you thank you please continue to support Berkeley Height's Recreation and rally around them thank you all thank you well eared thanks leave it out let's go a picture with Council we come down stand around you shot all right you can about uh Ed Ed been what seven or eight years now I think um and the one thing I I and Kim I know you know this but Ed you are good you are a good man you have such a big heart and you do everything for for the good um we've accomplished a lot in the last seven years and how you've put up with Carolyn and I is beyond I don't even I don't know um we will definitely miss you um we know that you will be on the pickle ball courts and continue to manage them the way that you have um I know that we will stay in touch and I thank you for being the person that you are for always having our back and I know that you will continue to do that and I wish you well arilyn George hi um I just want to say this Kim thank you we begged Ed to stay on for several years longer because he is truly the the glue that kept us together for the years during covid and everything so we did beg him Kim kept on saying I'm leaving you if you don't step down and she didn't leave him so I'm thankful for that Ed because you know I love you I mean you do know I love Ed he's really a good man you're a good family I love your mother-in-law love all the programs we do and she joins us um de Ed put up with a lot from me and Debbie and the stuff that we put him through and he is truly The Peacemaker when there is big things to deal with he's the calm in the storm we are going to miss you I don't know how we're going to survive without you but you know God always provides and he always takes care of us and the wreck department is the most amazing Department I'm serious when I say that and it's not because of me or anybody it's because of our community there are towns that literally call me on a regular basis saying how do you do what you do how is it possible that your programs are as great as they are and it's because of the volunteerism and the fact that people pour their hearts into everything they do and when you pour your heart into something you can't help but be blessed and be abundant so thank you Ed for I've known you for many years because I've been with the rec department for 20 years so I know Ed for a very long time and I've had many deep conversations about a lot of things and I'm very thankful for your service and I'm thankful for you being a friend to me and always having my back and always doing what's right in the community and we will see him because he is a nut on the pickle ball court anybody that plays pickle ball are crazy and he's one of our biggest crazies in town so we love you and thank you again for your service and I just have something quick to say Ed I've known you several years and uh it's been a pleasure working with you and congratulations uh I want to call it retirement but you know uh I want to see you out there doing the backhand with the Heights so on this fireworks display who pays for the fireworks Carn just I believe they're donated G State fireworks pay for that okay all right thank you and uh on the Deer Path project how much is budgeted for that uh we got a grant for sorry that's f no you got the number uh we we got a grant for uh $625 or $675,000 um so depending on what the bids um come in at if we do need more money for the project we budgeted about 45,000 extra in this year's Capital in case we need it uh is it possible to summarize in a few words what is this about deer P yeah what do you doing oh infrastructure Mr Foster I never have guessed thank you you said a few words I did one infrastructure what's wrong with the street so the culdesac has been collapsing for years and actually I'm happy to tell you oh there we go I live on it our street never we got to get you on the record here I can give the official description the official line even better at Kingsley nine gear pad oh okay that's nice to meet um to explain the Tom yeah many roads in our town have been repaved our road has never been repaved when you come down the street it's it's up bit of a hill the whole side of the road is collapsing you know so so the owner of that property has had to put in big boulders to reinforce what is falling in and on top of that the road is sunk to so many places where the the drains are actually sitting above the road so the if the storm drains no longer catch the water okay that's good thank you $675,000 sorry I think I said $635 $675,000 in grant funding another 45 ,000 in capital if we need it good evening C via um so the 675 includes piping for dpath that was only that was my anything that the project needs any okay and we'll once the bids are approved will we get to see what's the scope of the work I know until they're approved not approved the public can see them right what's the scope if we wanted to see like is there an engineering study is are we putting pipes in so that that's a lot of money and it is yes so how long will what's what I'm trying to understand is there is water issues happening everywhere like I've not seen them on Robins before like when we first bought the house so when we do spend this kind of money what are the what's the due diligence and if public wanted to actually view the the scope of the work when can we see that sure I don't think there's anything prohibiting the public from seeing the pl like the bid specs I mean most people are not Engineers so they probably don't know what they're looking at but there's there's nothing where are they available so my and they're available to anybody on Council who asked for them okay in fact going forward we're going to send Council all bid specs for all projects so they have them and if they have questions like that's fine um the scope of this project excuse me specifically is Milling resurfacing selective full depth Paving reconstruction construction of granite curb High curb retaining wall which is where the part that's collapsing um near Mountain a right now sidewalk reconstruction reconstruction of driveway aprons curb ramps to make them ADA Compliant tree removals or Replacements as needed installation of a guard rail guide rail excuse me drainage infrastructure improvements under drains along the curb line resetting of all storm and sanitary structures installation of pavement striping repair of lawn areas to preconstruction conditions and additionally there's an alternate bid for a stone veneer on the lower side of the proposed High curb r painting wall so normally that comes in as a separate bid so we know if we don't have enough money for that separate line item we could we have the option to not do it we got pavement striping uh I don't know if that would be striped it's on is it on here okay all right missed the light what was that money I P striping pav striping pavement okay so where can we see them like if public wants to see them are do we have to email you or will so normally are they attached to any agenda as an attachment or so we're starting to send them out to council when we send them the agendas to send them the bid documents I mean I can talk to engineering I don't want to misspeak but I don't see why why all the focus on this project all of a sudden that's what I want it's not just this project basically I where I where I'm coming from is I'm seeing flooding happening on Robins which has never happened so there is also more flooding happening on Green Brier Brierwood which was never happening it could be from the river from the river River from The Creeks so for my basic understanding and because I come from a tropical country we are used to dredging our creeks and you know doing some and then when you see the the creek that flows from all the way from Snider or towards um Springfield there is there are water bodies like in our neighboring towns where we see the creek is completely like you know um cemented like it's in an angle and cemented so it's not about this project there was another agenda item some couple I think in November which was a different part of the town so when we see these items at half a million dollars or over half a million dollars I'm curious as to what exactly is being done is there uniformity of hey we are factoring in this excessive flooding because there is more rain coming in are we going to put pipes so are we going to do that at every part and if let's say we come from our part of the town and say hey are you going to look into it I just want to make sure that you follow the same like you know we put in the pipes that are required so that there is no flooding in future I'm G be careful what I say because I'm not an engineer as you know neither am I um but I do know that the solution that they put in for each project is very specific to whatever the needs are there may need to be more pipes put in a certain part of town than others there may need to be more green infrastructure put in so it really depends on the neighbor neighborhood and the the source of the flooding yes um so that is the reason why I was thinking like if I can easily access I know Township does a great job of uploading bills lists and all these documents I thought that the bid specs are not public documents until they are actually approved signed and approved so after they're signed and approved um I not you you so obviously when specs are are are promulgated to published right yes get a copy that way you can certainly submit an opal request I'm sure you know it could be produced that way as well but the resolution is before this Council this evening yes authorized yes that is where I was thinking after specifications right at this moment in hand yeah got it thank you so wait until it's approved and then once a bid is awarded ask for us okay and when they're approved um we do have like a project page on our website like maybe we could like post them there or something for any can I just in and I don't know about some of the latest ones but most of the bids are on the website the engineering ones you won't get a bid spec because it's too big to put on there but what you'll get is the bid notice the bid notice in most of the engineering ones you have to reach out to the engineer to get a copy of them they're you there often is a fee and it's the fee of duplicating them uh I don't know if they have them electronically sometimes they do but I don't want to speak at a term so so most of the time they are available and they're on the website and all the bids if they don't put the spec on the website at least the bid notice is there and there's a a place on there where it says bids rfqs and rfps they're always posted you can sign up for that pic plus also so you can you can yes you can sign up and get notifications when a bid is noted uh added to the website you'll get a notice okay Angela it's your first night and you came out shining yes yeah so after it's approved you won't you you will not be able to upload the bit spec but when you say the spec are you talking about the spec or the submission right are you talking about the spec itself what the engineer says here's what I'm putting out you give me your price for this no no no the approved the spec yeah see so let's just so you're clarify yeah that's the spec the spec is what the engineer says here's the project I want to do I'm putting it out to bid you sub you different companies are going to come in and bid on that project and you're going to give me a bid submission and that's really the packet that they provide with their costs and their proposed pricing and that's what it sounds like that's what you're looking for no I'm looking for the scope of the work what that's that's the spec itself okay bit specifications will set for the scope of the project yeah but that's out when they go out to bid that's the spec document that's out there when they go out to bid it's not once it's awarded that's the the engineer does all the work as as Liza said UPF front they said here's what I need to do this is the project I want to have done here's how it should be done and um you need to companies need to come in and bid on that project and give a cost for what they would do got it thank you um I so basically wait for it to be and then request them well this resolution I'm assuming is going to pass tonight would be presumptuous but if it passes then those bid specs will be you know pushed out at some point I don't want to speak for engineer tomorrow or the next day but they'll be coming out shortly thereafter okay thank you um there was a resolution passed I think in no on November 12th for a moisture control or detection services for $24,000 for the municipal uh building I wanted to know if is there a mold problem in the town hall oh that's that's um so that's not for mold so that's using infrared technology we're still trying to figure out where the building is leaking from on the roof we meaning people were hiring to figure out where the bu where so that infrared sort of will tell you what like your human eye can't really see so they'll be able to tell where some of the infiltration is taking place so that's what that is go um also there is so pardon me if this is not true or accurate but we keep hearing that there is a tarp on top of the roof for the municipal building is it true there may be okay it's not the only thing up there like it's because they had to peel back some layers to see what was causing the leakage I I have not been up there again we have people that we I don't go up on the briest part of my job um no I'm I just wanted to ask because now with the inclement weather coming in people are like when we came to the library sometimes we used to see this you know the shelves moved out so I know we're working on it it's a relatively new building we spent a lot on it and for us to hear that hey there's a tarp on top of the new roof and with snow and everything coming in is it accurate that there could be a tarp on top of the roof possible I don't know there could be you can tell me it's not it's not the roof though TP is not the roof so they had to they made some temporary repairs um the last time they were making and they wanted to see if they work so they have to wait until decent rains happen rain goes every which way to see if the repairs work so that's the process that they were in why the tarp is there because they need to know if they're working before they can sort of put everything solution but um this is like a t like you go camping with it's a construction it it's like covering structure right it's not the only thing between my office and the sky got it great oh you are right under I mean you'll be the first to know if it's not holding we don't want that um for resolution number five and six today we are awarding um contracts I think a three for a three-year term and then there's another one for 132,000 did these resolutions go through an RFP process like how did we identify these uh vendors did we put up an R so the fifth one was um a bit so we went up to bid and this was the this is not many companies provide these Services as chemicals so this is the one company that responded to the bid biosafe and then six there's actually very few companies in the world that actually do this specific work that we need them to do one of which was in Canada and they have an office in North Carolina and then this one so it's called a some sort of like special service where there's not that many companies that offer that they're putting some cameras and drive force into so we got we got two quotes for this work and this one was significantly cheaper than the other company and they still provided all of the things we needed them to provide Fifth Fifth went through an RFP six bid fifth was a bid and sixth was not but you got two codes correct okay correct um and maybe this is a question uh for number four I see that we're awarding a cleaning company for next year 2025 for 43 ,500 so my question is what's the threshold for public contracts to be before they can go to bid is it 44,000 or it's 44,000 if you have a qpa in house a qualified purchasing agent which we do CFOs so this is just right underneath that so it didn't have to go through the RFP and the okay I want to report also on the turkey Tri it was a great time even in the rain supposedly there were 300 people there 325 that were registered um there were well over 125 people that were there I was one of the happy people bringing up the back walking the P to the walkway and the money that was raised uh was donated back and given to the Berkeley heads volunteer rescue squad uh the people of Berkeley heads are great and they're volunteering back into the community which leads me to the next DBC report DBC next meeting will be Tuesday DBC is looking for a volunteer with a strong marketing background you can apply online under the marage tab on the website and Mark that you want to assist the DBC the P Pine bows bows bows along Springfield and planfield Avenue we're up in time for the winter walk and we're going by the Kingsley Family so thank you to the Kingsley Family and uh as Debbie said before I'll mention it now since I'm first lights along Springfield Avenue really nice um white lights look really pretty and uh enjoy enjoy what's been going on thank you to Jean who work tirelessly with the DPW to get the outlets stalled on those street lights and our permissions to use cookie day this is R am man's alley National cookie day is celebrated on December 4th every year cookies are integral part of our every occasion irrespective of whether it's somebody's birthday star preservation committee today donated its sixth 100 year old house plaque and uh we have at least one more in hoer that's ready to go out um our next meeting is going to be on December 12th 2024 with us that are serving overseas or anything else um that we appreciate everything that they've that they've done for us to be able to for us to have these meetings to speak freely and to be part of this community so um that's why thank you um okay I'll go next so I want to begin with um just encouraging everybody to visit our um downtown businesses this holiday season um there's lots of things on offer in and around Berkeley Heights um if you're at loss of a gift to give somebody consider a gift card to one of our restaurants or shops um the businesses are doing their best to make us to help Berkeley Heights be a Vibrant Community um we had the um economic development committee meeting um this last week I think um and you know we're still we work every month to come up with new ideas on how to improve the economic um condition of Berkeley Heights and keep it thriving um so Manny or I can answer any specific questions that people might have the grants committee met we don't really have any updates right now there are a few things that we're looking at and looking for um so if you know when there are updates I'll certainly provide them um The Pedestrian the greenh and pedestrian task force has been very busy um a few of us met some of the residents on Park Avenue uh two weeks ago I think to walk along the sections of Park Avenue and you know I don't live in that neighborhood but seeing it through a resident's eyes and hearing from people that actually live there um what their experiences were was you know really helpful to me as a council member um so we are working we have one more task force meeting um and we'll provide an update the the task force will provide an update to council at the next um meeting um and was my last one oh visit the task force in the township booth at winterwalk um so we'll have some activities we're going to have a familyfriendly activity and also solicit input from um the public on you know ways to make walking biking um driving using any of the streets and Berkeley Heights um a more pleasurable experience so stop by and see us at winterwalk will you be having like a survey or just fill out we have a survey and we also will be um soliciting input in a more interactive way um plus we'll have a fun activity for kids so that um we can talk to the grown-ups and the survey is online right now so in case someone to fill out the survey is online there's a new um there's a page on the website for the task force um and we'll work with Liza to get that in the um in the news so that it's easier to find so just to piggyback on Margaret you know last Saturday was small business Saturday but every day can be small business day in Berkeley Heights you don't have to limit it to just that one Saturday we do have some great gift shops in town um so I have some bad news about the grants we did not get the um comfort kit Grant but fortunately the Kimberly Wilson Foundation is providing the funds so the schools and the mayor's Wellness can still do the Comfort the kids so we really thank them yeah the presentation was made to the schools this week um the mayor's Wellness book club meets next Thursday unfortunately I can't go I have a school commitment but the book is the perfectionist guide to losing control so it's it it's a great book I wish I could be part of the discussion but even if you don't read the book you can come to the book club listen to the discussion you get some meet some new people and the director always has a nice little uh tidbits to share with us um so with regard to giving Tuesday I just want to give a shout out to my own daughter who works for a nonprofit up in Massachusetts Massachusetts Apple Siege it's a social justice organization and I gave to her um this morning yeah so I'm proud of her and I think that is all I have yes that is all I have so visit me and the booth and the mayor's Wellness booth at the Winter Walk oh wait have one more thing okay hang on so I am working on the mayor's Wellness Next Level Grant so we're going for healthy town which is the top level that we can get so I'm working on the narrative right now the mayor's Wellness committee has done so many different activities if they don't give it to us nobody's going to get it that's all I say oh and then stop idling it's the law thank you to Manny for bringing this back from League of municipalities which I can never attend because of my Conflict at school so please stop idling you talk about flooding well stop idling thank you than thank you we do have this is very big news we have a new recycling schedule beginning January 1st the new year and a new Haller it will be Grand Sanitation and everybody's most likely will be picked up on Wednesdays um we have it in our newsletter this this week but we also will put it all over the website and everyone everywhere else we can find it um fall LEF pickup uh continues we're in round two section two this week section three next week residents can also drop off their bag leaves themselves at our DPW from 6:30 a.m. to 3: p.m. Monday through Friday and during our regular recycling days in the first and third Saturdays of every month between 9:00 a.m. to noon um no grass though just leaves um speaking Recreation uh I'm not sure how many people especially we we do have a a lot of new residents um in town new families which is great we have so many Recreation programs I mean they're probably not watching this but you know there's so many Recreation programs for residents of all ages um we really want to encourage everybody to see our website for for more information when a registration is going on now and then we are starting a budget season preparation working with our departments to be sure their needs and those of our residents are met and funded and a big part of that is is actually identifying some of the many infrastructure projects we still need to tackle um next year identifying grant funding um we can use to augment that I just I want to point out I've spoken to quite a few uh administrators in other towns and a lot of towns choose to not go for grant funding because the reimbursement process and the reporting is so cumbersome but we're going to keep plugging away because this is the only way we can do as many infrastructure projects as we're doing with without adding extra cost to the taxpayer so um I may need an assistant but we're going to keep uh doing these grants as long as the township is benefiting from them so um part of the budget prep includes uh grants cyclical grants that we know we get every year we roughly know how much money um we get for these grants and then we we if they're matching grants we'll include that match in the capital budget process so we are going through that project identification um right now that means areas of town that um tend to flood a lot tend to have the worst uh the roads and the most disrepair between our engineering department um and Public Works they do know where a lot of these problem areas are so we're trying to tackle a handful of those each year thank you I will move to accept all Township orderly and respectful meeting thank you very much floor is yours that's T into new guys come on be famous and thanks for doing for the grants because we've had years in Berkeley Heights I'm Peter Tri I live at 81 Park Avenue for 37 years um and we've missed a lot of grants in the past so thank you for your hard work I just wanted to say I got a letter in my mail box um to ask to come attend to talk about the traffic issue on Park Avenue um being there 37 years I've experienced a few issues first of all I want to say thanks for putting the uh electronic signs out I almost came to a couple meetings years ago they do work and the best way they work is when they say thank you my dad used to say remember your pleasing thank you so those signs if they're a little bit more money I think they hit home a little bit when you're doing your proper speed and then the other thing is the white line that got added to the road I'm not sure three years ago or so I noticed people slowed down a little last about two weeks so they are speeding and it's common when there's a hill you're going to go faster so when you come up over the crest I don't think people realize it's 35 miles an hour do they just see the straight straight road I'm I'm right here behind the road department so I'm right over the crest um my neighbor across the street in the past his wife almost got killed crossing their dog about 20 years ago it's very close um last spring diagonally crossed the street my neighbor was crossing she told me she was halfway across a car came up and over the hill to avoid her almost hit the stone wall in front of her house guessing 80 mil an hour so obviously it's all hard um it's a few people that do this dangerous stuff and then the last thing I'd like to say is um uh that one time a policeman was out here ticking people and I went up and thanked them and he goes it's mostly the locals that live further down on Park Avenue so I know it's hard to check it a local but um and we don't want to wait to the point um where there's another death there's been been several on Park Avenue in 30 years so I just want to say everyone's trying and I don't know if that helps or pushes anything I don't know what else you could really do except to maybe lower the speed limit um I noticed Snider goes from 40 and then over the tracks and then it's 30 because the school's coming up that's an extreme to me 40 to 30 okay we have 35 to 40 you know I I don't know do we do 30 to 35 uh maybe at the top of the crest here on the 35 mph you have some blinking lights I've seen those in towns so your eye goes so it it's 35 maybe you do do 30 and let it go to 40 but um just some suggestions from living here and being an aware self-employed person so um thanks for your time we appreciate it coming up ask question white line is that the one that's in is it in the middle of the street no on the side so it dict so in the middle is a double yellow and a lot of streets don't have a white line that dictate like I don't know what the rule is the white line but your car Parks between the curb and the white line oh okay it's it's the end of the driving area of the road to stay so if you go over that wine you can get a ticket yeah you're not supposed to pass around someone over a white line I have to I didn't notice it I do notice people do Park on Park Avenue where there says no Park that slows people down but you got to pull your mirrors in yeah and then also on Snider I noticed uh the the new light there before you by their um emergency Squad they don't let people go around you in that intersection and that's phenomenal CU that creates accidents delays on people turning so they just got to wait their turn and there's a lot of waiting right now and we've just begun with this disaster it was created in our town so good luck all thank you Council I'm here to answer any questions that you guys or any residents might have about the concerns on Park Avenue right so Park Avenue is one of our challenging roadways that we have here in the township identify yourself just in case someone does my name is Frank May I'm the captain of the police department just so everybody's aware of what we have been doing this year on Park Avenue since March we've had mandatory traffic enforcement posts every afternoon uh We've invested $20,000 if not more on the stationary signs that Council approved out of our capital budget we've placed more recently the orange delineators I don't know if they residents were able to see those in the shoulder I was able to secure some more uh funding from the state from uh drunk driver funds that we have from the court I'm going to order ones that go into the township easement into the grass because the problem with those are it's great until it snows and then we have to go pick them up and get them out of the out of the shoulder so those will be coming soon uh courtesy from the court piece so that's another good one uh we're working diligently with negly engineering right I met with them again today uh we're going to support whatever their recommendations are if there's if they're they're recommending a speed limit reduction then we will support it uh in my opinion and the police department's opinion is a lower speed limit is better everywhere no matter Wood Street it may be in town you know so I'm here to answer any question questions the residents may have and any questions that the the council may have so y thank Kendra Newman 442 Park Avenue um a thought if you go down Mountain Avenue towards Summit before you get to the schools there are speed bumps have we thought about doing something like that on Park Avenue because I live at the far end and that's usually the quieter end so it's kind of interesting to hear you talk about how like people are speeding because down there is usually quieter than up here so could we do something like speed bumps so we the speed humps we've actually discussed them for other problematic streets here in the township the problem becomes believe it or not at nighttime okay residents will hear the suspensions of the cars oh going over the and that's the complaints we've heard from other municipalities who have installed this speedum so it's kind of you're just shifting one problem to another that's the concerns we heard from other towns that haveen what about rumble strips the rumble strips would only be in the shoulder right I don't know yeah they would only be the shoulders there other things right we can work with negtive such as calming striping in the shoulders and there are other things we could do besides the speed limit reduction but I definitely think the speed limit reduction would be a good thing um I have to say the signs I now when I see it and I you know I make a point to lower my speed limit or hit my husband when he's like one or two you know miles per hour over so it's definitely that's a huge help I mean I don't know if other streets in town have had as many fatalities or accidents I mean you know obviously the most recent one was a medical issue um and then there was the little boy in the spring but I know other children who've been hit I know a resident's mother was killed on Park Avenue I want to say about 10 years ago so it's gotten really bad in the past 24 years that I've lived there but I don't know if I've heard any other streets having as many accidents Andor fatalities am I right the problem is when we get into investigating the accidents right it comes into was there an autopsy done so we could say it was a medical issue right if there is a fatality we could pull the black box out of the car and it could tell us if speed was a factor in we don't know why the person was speeding was there a medical episode that caus them to accelerate so it's very hard to say what causes the accidents and that's the problem with saying speed limit reduction will fix all these problems but then I go back to I really don't care if every street in town is 25 miles an hour because the slower it is that's the whole point of we have a sergeant assigned to the task force with councilman K and councilman Ellis you know the whole Vision zero right that's the whole idea of everybody should you know slower is better for everybody yeah slower is defin better even if it'll help or not help it's a mute point because slower is better all right thank you Captain M aren't we I believe we talked about this I think because people seem to have the same reaction to those speed signs that they visibly they see them and it actually forces people to slow down or change their behavior in some way like I think that is something that we're going to be funding in the budget you know consistently to make sure that you guys have enough to put well it's up to council to approve it but that is something we've heard from the community a lot that that affects behavior and they they pay attention to that and we can move them around never request requesting a few a year right because they are expensive uh right now we have four on Park Avenue which is more than any other Street in town so we're definitely hitting it head on on the Park Avenue with the speed so I want to recommend too distracted driving put your phones down you know I I'm next to people and I see what they're doing and it's a little scary so sorry Susan Chan I'm a resident at 303 Park Avenue we have been in Berkeley Heights for 16 years there's been four accidents in the past 5 years on Park Avenue that I'm aware of two out of the four accidents occurred right in front of our house the most recent one occurred on November 20th a little before 2:30 p.m. I was in the kitchen with my husband and heard a loud crash we both went out find the vehicle had struck a tree I ran back into the house to get my phone and called 911 had I gone for a run 5 minutes later I'm not sure where I would be because I was on the same spot five minutes before the accident had occurred I couldn't stop thinking about how the driver and the passenger was being taken out of the car for a few days days and how lucky I was I am reminded of the accident a few times a day when I leave and come home additionally our two daughters along with other children and pedestrians go to school they crossed the same exact path and intersection where the last few accidents had occurred We Fear the worst could happen as there are no pedestrian crosswalks or school crossing signage on the intersection of Hamilton and Park Avenue one of the main reasons we moved to Berkeley Heights is because we enjoy walking and still do that is why I'm advocating for all the measures that needs to be taken so that Park Avenue will be as safe as possible for pedestrians bikers Runners drivers and scooter riders thank you and the orange reflectors it doesn't seem permanent it's already being shifted like I said earlier I was able to secure funding from the state through court fees and they're actually going to go into the ground uh and like I said they'll be there all the time they'll be into the ground so those are just temporary until those new ones okay thank you you fill up the don't forget to fill out the survey I did okay perfect thank you and tell your friends we need the numbers so another something that's come up during the task force meetings in addition to Park Avenue was a discussion about the location of School Crossings crossing guards and school zones so part of our recommendations going forward is for the um for the Board of Education the school administration to work with the police force and also the township Administration to evaluate how students are crossing where they're Crossing and how we can keep them safe so we will be recommending a process for that going forward um so Park Avenue might warrant a a school zone in part of Park Avenue which it doesn't have right now um and I'm not saying it will or it won't there's a process that has to be gone through with those three you know bodies working together I have a question for the captain so at you know since the redistricting you know Woodruff used to be a two to five school and there were children who walked and rode their bikes to Woodruff now that we're a k to two school and soon to be a pre- two school I'm not sure how many children are walking we still have a crossing guard there I don't know if maybe that hasn't been looked at yet since the redistricting I'm not sure so the redistricting obviously added different ways that the children get to school right like we had add a crossing guard at SN Avenue at the train tracks we never had to have somebody there before uh other places we are evaluating we will be requesting additional crossing guards in our 2025 budget because of that there is going to be such as Mountain Avenue and planfield Avenue now it's a redistricting a lot of people walk their children to Mary K who live on Corell Princeton uh Cedar green those streets on that side of the town so we we go out there um Sergeant fetus who's on the the committee he's been going out there and Counting how many pedestrians each location there's crossing guard posts that used to be that are no longer we might have to bring them back so we are evaluating need for do appreciate his he's on our stre committees and he's hard job so good thank you he's very busy so good evening council members uh Greg Wong 53 Bolton Boulevard um I'm here tonight just to show my support uh for the effort and opportunity to improve uh the streets and the design um throughout our town um I think for the task force I I remember the Winter Walk about three years ago and I actually recommended speed humps on Bolton I didn't hear about the suspension but I heard that the snowplows would be encumbered or something like that but I feel that uh a sign there or uh you know there there are ways to mitigate I think um the inconveniences if it means slower cars um I have two children myself I always tell them to go out the back door toward Colombia not to walk out the front I don't I feel that that's the only thing I can do as a parent um on that street I think we all know that uh all the all the locals know that you cut through Bolton to get right and that also means all the parents on their way to school to Columbia and we also you know we understand that in the rush of of the am cars tend to have a singular focus on where they need to go um so I just uh I know everyone has their personal experiences I think it's one to sit here and talk about it but I think um I really want to support the the task force I think that um we need to support that process and make sure that it's funded and that there's support throughout the town for it um so that's why I'm here I found out about this a couple days ago and uh I'm definitely willing to to help the task force in any way possible so just wanted to thank you appreciate it have another question for the captain I know there's a school signed by Forest Avenue because that's the direction I give people coming to my house and Mountain Park is sort of off of Park Avenue is there a school sign in that a like by Fairfax so there is a school sign we have to find out exactly if it is a designated school zone that's something that we've been working on we've also uh visited the idea of making I'm not promising anything but it was just an idea that we would make Park Avenue a school zone because of the library if we could justify one there the the more school zones the better right we're talking about slowing people down uh but we we did speak about that there is Crossings even though it is set back you're speaking talking about the other side of Park right to cross get them right right I mean h is so obvious it's right there it's on the main road but some people who aren't in our town are coming through our town they don't know there's a school there but if there there's good signage so yeah the signage would have have to be if that is determined to be a school Z but yet all the children that live on the side of Park Avenue have to cross it at some point to get the mountain right thank you Mar that's what you're talking about right we're gonna uh visit that making that a school zone right yeah sorry Council hi council members nelon stalber 125 Park Avenue we lived in town for 48 years I worked at Bell laes for 35 and my wife taught at govern Livingston for 27 what I have I'm outside all the time all the time UPS FedEx are are two of the worst at at the driving at the speeds and and Pete is correct once they come Vehicles come over the top of the hill here and head down that's when they all speed up and it it it is sometimes even the school buses I noticed are doing it also and dump trucks double axle triple axles are they allowed on Park Avenue there are inordinate number of them and they do also do the exact same thing once they clear this hill it the speed is incredible so over the years I've I've noticed that this is happening Amazon doesn't with the electric vehicles maybe as the reason but they are much slower than anyone else thank you for listening thank you thank you sir um Avenue posted with no trucks I don't think I never didn't mean to talk today about 458 Park Avenue um I was just wondering whether there are any plans of managing the traffic that with the new construction going on in Warren on Hill Hillcrest you know I suspect that there will be increased traffic on Park just reaching going you know people going shopping and cutting through um I I would suspect there'll be significant significantly increased traffic just you know is you know just wonder was wondering whether there are any plans it's a good question I always wondering why that light is a blinking light which no one seems to know how to navigate Hill so yeah Hill Crest mountain and um whatever that other street is going to jillette nobody knows how to do it and then you get people trying to jump it so I was always wondering maybe that's something that we the development good point gets developed in war we it's a blinking light yeah no it's not but four corner yeah yes by Union Village yes it's a pretty I've seen so many near misses at that nobody knows what nobody knows what to do right so I was wondering if that's maybe something could also be looked at and again this development it's going up pretty quickly they put in the blinking light up on the top of Hill Crest already it's working it's working today y to be a full traffic working out with Warren moris County that's Morris County par it's moris County Warren Somerset County and the other part is Warren it's like it's kind of a cool place it's Three Counties coming together which excites me for some weird reason so it' be two counties to deal with yeah yeah definitely something to look at thank you h hi Mr casso Mickey casso 43 Bolton Boulevard I just um I found out about the task force all of 2 pm when Greg um texted me so I did OE everything thank you for all that you're doing and all they continue to do I've lived in the town for 24 years um I can attest after running every single Street of uh Berkeley Heights a couple years ago and biking every single Street he is outside every day um so otally he should know the traffic patterns and I'm just going to make some anecdotal comments um speed is definitely a thing um you know a bigger thing or as big a thing is obviously this um so the campaigns that you do put the phone down tick click it or not click it or tick but the phone ones would be super helpful um anecdotally speaking rode my bike across the country last year biggest sing thing is distractions right and we're in a congested area can't afford distractions um on top of speeding so I don't know where that goes you know if you bump up the the ticketing part of that um you know sitting on my bike at any traffic light I can count 10 cars to go by and six of them are just staring or like oh my God update my Instagram guilty is charged you know along the way but it's something that I think about all the time so I don't know I'm I'm not asking to get ticketed more but whatever we come up with I will fill out the survey um you know anything that we can do as a public to kind of help in that domain is kind of key so and I'm all for Speed bumps on bolt and Boulevard as well I'm the crotchy old man that retired from teaching I saw a school bus go about 40 miles an hour today down [Music] Bolton so cut through Bolton I mean I know I know I know rules rules rules I know but it is a cut through it is a cut through street thank you Patty Hammer 40 Summit Avenue I've lived here my entire life over 50 years and I don't know if you realize the issues that are at Summit and Springfield I have been working with Mr May for quite some time and the people that have been in office before him and before them so trying to get out of there is nearly impossible Mr May has gotten and Mr DEA and Mr coochi we've gotten the curbs painted signs posted many delineators that have gone down that are completely demolished run over two weeks ago there was an accident in that area it's not well lit I see now you have that martial arts place right there so you've got people running their kids across the street very unsafely I don't know what it would take I just found out about the task force a week ago so I'm trying to do what I can on my part but I just want to bring the knowledge to you I don't know if you can do crosswalks on both sides of Summit Avenue because some because their car is parked in front of like craft Bagel area can't see you can't see it's not lit very well you've got people from businesses that are parking wherever they want in front of the no parking signs that they work so hard in putting up people do what they want ticketing more would be nice because honestly if I had to pay that $50 ticket I'm not going to do it again I know know you guys have more important things to do but I do like that sign a new Providence on Springfield Avenue you have to press it it lights like crazy saying somebody is wants to cross and being downtown with the infrastructure with all these apartments coming in it's so dangerous we've had multiple accidents at that corner pedestrian motor vehicle I just don't know what else to do I've seen this more so in the past 10 years living on that street is it 30 or 25 on Springfield oh it's 35 I can't even pull out of my shet I do 25 because I'm like looking at all the stores problem is there you have very limited site this that's what it is can the the yellow be stretched farther back because if you're trying to come out of there making a right or left or you you just all right but I feel like if the cars were back or not the cars the lines the yellow lines were back a little bit further it gives you more time because I think it's only 25 feet but I feel like if we can increase that plus Blinky like crazy will you know it gives that visual like you know in your face I gotta watch out especially with these little kids that are trying to it's so scary I've seen so many parents run them across the street it's their fault but can we make it safer for them somehow so we've work on this issue for uh way too long sorry quite often and we do I mean we get right out there soon as Mrs hammer and we actually we actually came up with these validators that found out work well they stick to the ground so nobody could just silver things yes that you can't just move them and park your car there right so they're stuck because we had people moving them whenever they wanted I know I had to called Joe gr who called you guys because it was one of those uh walk things that were just flattened yeah they yeah that's you know the street is only so wide and it's just not a great parking area I understand that there are businesses there I don't want to discourage that but you want your customers you don't want them flattened this stuff you know we've written multiple multiple uh tickets all you know to different residents and people just trying to get a bagel from out of town going there it seems like it's never the you know people just it's also business owners you know so you know it's something we've been struggling with but we WE Post those delineators out there they seem to be working for the most part until they get knocked over then we try to get back up there and and replace him the problem becomes just like they on a Park Avenue Winter comes and we have to take them off the road for the snow so yeah maybe we could look at something for white I think yeah that and two crosswalk two crosswalks and one Blinky thing or Flags or something something she just got a quote I don't remember what it was it was pretty expensive and I was going to discuss it with Liza but those do work I see them they like you're afraid when you see those start going off like oh my God where are they where are they and it makes you pause and stop so I just being downtown I'm not trying to take any Thunder from Park Avenue that's but this is really getting bad that I can't even cross safely and I've lived there my entire life it's sad Patty the task force did want to look at the downtown area and parking and moving around in the downtown area but unfortunately we just didn't have enough time right the couple months that we had no I'm happy to help it is on our list good it's on the task force list because the businesses want more people to visit the businesses but if you're not willing to parallel park on Springfield Avenue then you feel like there's no place to park right and then you've got you know where can people Park they can they're going to stop their cars they can it's so and then they're parking on the side streets which is also creating another Visual and physical there's no physical space for a car to be the here somebody coming in Springfield Avenue and me going down you it's just not possible there are signs posted here saying no parking and they are constantly parking and it's like delivery trucks it's people trying to pick stuff up it's oh I'm just running in for a minute and I say all I do is I roll down my window and I go you're parked in front of a No Parking sign could you please move and then you know you get the flurry of comments I try to be nice but it's dangerous like dangerous in my own home basically one of our new the new projects that's going in we're getting some parking from that project correct is that still on the table um the Old Kings okay the Old Kings yeah there'll be some public parking there and I think as you know community members we have to remember you can't always Park exactly in front of the business you might have to walk a little bit for the safety the whole Community we live in a society this is the thing and I think that's part of like the culture change as more people do move in and there's more people we need to encourage people to walk more but people need to feel safe right walking more or they're going to continue driving everywhere so it's it's all part of this cyclical problem but it really does yes it it involves that like culture shift but they need to feel safe doing that so it's all part of the and I don't want to sound like an old bag from the old days but I walk to middle school you know I could it be more car pooling to the middle school cuz it's like car after car with one student car after car in the morning it might be nice to do like a kind of some kind of program where we encourage car pooling I don't know or a Walkin Club in the morning or walking Club something yeah now I'm on the bus every morning for Mountain Park school and I see what goes on around the town that's another question I had the Sorry's got the floor so the the train lights and gate is there supposed to be a delay between the lights and the gate coming down like five seconds I that's a Transit question but I'll find out and I'll I'll there should be a delay the light should go first being on that bus we have been caught it's coming down at the same time and as a bus you don't have enough time to stop sometimes and it's been scary and it's not even the bus driver it's just um I called transportation and asked them and they were like I don't know I still haven't heard back yeah the trans was that planfield Avenue orer planfield that was another and maybe another crosswalk by the train station on the other side I see a lot of people crossing from charman to um they're not using the one by the what is that I was going to say Delia lior store that's going way back I but the next C crosswalk because I feel like they're all Crossing there I look at to the Sherman Avenue rization project see what's going on that's another safety issue I see people running back and forth is a lot of a lot of stuff being worked on and discussed unluckily you've heard it before but there's a lot of stuff being worked on and discussed no no no I appreciate it I just figured Summit Avenue may have not been brought up I've been patient for as long as I can be I wish you know I was as thin as my patients but it's not happen anymore have you filled out the in Little Italy um a thought picking it back off of hear what you're saying New Providence has those um the flags are they good I mean would it be good to ask New Providence if they found that it's helpful because that would actually be like a cheap starter the what how does your Providence handle it do Providence handle it because they're there I live New Providence I don't think they work you don't think they I don't know I mean people used them when they first came in now they don't they just sit there they just sit there I just think the lights work much better than the flags okay it was just a thought a great thought yeaha when they first put it up well maybe until we can get a better solution it's a jumping off point I don't know nice it's a nice bright visual yeah something put it the town safe in cooperation with our our Police Department our DPW or planners our budget yeah and a life is worth a lot absolutely so we're doing our best yeah absolutely hearing from the people who live it every day is really important because I live in that area as well yeah I think I've seen you walk yeah and I take my life my hand sometimes in a crosswalk I step in because in Massachusetts you step in the crosswalk everyone stops on a dime you know yeah I step in and I'm like look and I'm like supposed to can can I go you know and you never you're never sure and I'm on my bicycle on the just a thought ride my bike all the time I'm G to get killed at that intersection where Sherman and Summit yeah or Sherman like down a little bit from playing field and up from there's parking there's parking there now yeah but how do we encourage them to you look at our our town website you'll see what's going on in Sherman Sherman is going to be redeveloped it's going be completely different oh so it's it's a move Point okay point a temporary solution very temporary because when Shing is taken taken over be a lot more pushing very hard for Shing I'm just trying to think of parking are too and I was going to get up about the orange flags and I go from Brooklyn to Summit about 10 times a day and I think they work I'm thinking the intersection you're talking about um by Summit and pfield little kids holding a flag he's gonna be waving you're going to see it above the car height they will work and I'm sure they 1,000 cheaper and I think we should give it a try on that one intersection before you get the funding for all the other stuff we could look and the flashing lights the flashing light on the sign works well on the stop sign flashing light works the drag you guys when they get
