like to thank the members of the the Berkeley Heights Township Council for giving us the opportunity to present our project in this meeting we are a group of 11 fifth grade girls from fourth fol Thomas P Hughes oakal Our Lady of Peace and man in we are working on our Bronze award project for this award we are planning to work on our Trail Experience Project we chose this project because we think it will have a huge impact on our community will make our community more active healthy fun and beautiful we have selected a trail going from old Canon road to the YMCA it's called The Old Cannon Trail we have lots of ideas to enhance this Trail first is to remove invasive species from this Trail cleaning up trash adding native plants that bloom in different months to attract pollinators we can add a rock garden with cool prints and sayings and educational sign so people can learn more about the path they're walking in we will make sure that anything we add has a long life and is easy to maintain we can commit to maintaining anything we add for the next four years and pass it on to another girl gather now finally what we need from the township we are requesting two things one is to help us understand which which Lots along the trail we have permission to improve these lots are owned by either the Berkeley heads Township the YMCA or psmg second we are requ requesting permission to make these improvements we are proposing for the project I will now hand it over to Mr Marcus one of our troop leaders cover anything I might have thank you just want to add we were in consult we consulted with John Leo Jr and Rich laser from the environmental Trails they gave us many good ideas everything good so the only they couldn't finalize was G the land floods so what what made it even more strange in the second page you see that there's three as Leo described it they brought up a geographical Eis map the the Big Lot is where to our understanding is the YMCA leases from the township so but there's the that's where the the baseball diamond is at Hugh school which is a perfect location for for us to do the um butterfly flowers Caron but we didn't know how exactly that lease agreement is um works out or and can we are we allowed to go on that property we also understand PSG that's a lot of paperwork so we're going to skip that bot and then the last part of the old cannon Trail which connects to the last two houses there's a lot be 23336 which is a triangle piece of land that is also appears to be a Township would also be a good location so we're asking for those ideally the two plots one where the YMC is and that triangular plot that is what we would like to get approval for in regards for the signage we also heard there's a signage request that we have to do if we are to put up signs now we know there's one sign existing on the trail we would follow the form but I guess we need a proper Authority from the township we are to put up a sign to hear what the next step is from you guys well actually I have a question for you please um the the red line it goes off of the cuer act the end between 2303 l35 and 233 l34 is that a walkway path that is between two houses cor walks in between the two houses she lives on that street oh okay yeah all right um and then that that strip of property that's behind your house there or behind that that's just empty that's that's that's that's the PG right high voltage power line okay so you asking to go around the back property and then onto that triangle for the trail the l36 you like to permission on that property should be T so basically loop around and then make a trail on there and then lead right into the YJ prop okay just to confirm so the red is just the Trail we didn't mark out what we allowed to do while we here yeah Paul just to just to answer your question I mean that's already an existing Trail um that you're just looking at cleaning it up and enhancing it and then perhaps that triangular spot there there a possibility for the butterfly and and near H school just south of the Y YMCA building right that's that's that's the actually a good ideal location on what side of the fence on the Hugh side of the fence H people um it's like so there's the Hughes playground there's the big baseball field and there's um the part that connects to the trail right we're asking to look on the part that connects to the trail not fully go to Hughes that's the furthest point out of the Bas like all the way back against the fence runs along there yes but at the start of the trail there so not actually on the grass where Hughes is it's right where that the trail starts there that's correct so not on the school property as I'm this okay okay we get some good news that should be kind of luckily the grant for safe of school we're going to be doing work over there so maybe we Eliza has all the information for that for safe ass of school so we might be able to help you a lot with that but I think that word the safe routs to school if I remember correctly when we spoke to Tom Saro about this that's the paving part of the path that's to make the path smoother from Houston address the the inclines right but you guys are talking about the trail like the pl removing invasive species and enhancing the the rest of it not the ground but I ha to have and start doing the work when when our crew comes up here and takes it up or pies it the sidewalk so it should be worked in conjunction that lies right so that was my question when are you guys trying to do this to get it done by mid April mid May completed by that yes please okay so then what I would probably do is like have them talk to Tom Saro and make sure it coordinates with our right so because we won't be we won't be Paving until after you guys are done but yeah to the councilman's point we just want to make sure that wherever you guys put this it's not going to get ruined when like the machines come through so it should be like far enough off the the actual path that like your butterfly garden doesn't get ruin I hate to see a beautiful butterfly garden in a rock garden and meantime our construction who comes in five minutes later and says oh pull those up right for we want we want to make sure that the work you're doing stays up and and gives you the credits I mean four years that you've planned this thing for the sustainability is is awesome I'm really really impressed so I want to say thank you to everybody and it's going to be important you're going to be doing a civics lesson now working with the business administrator and our engineer and uh getting some really good experience as well as your scout masters with you the work also so there's no issue with why objecting on that law I I think we have right it's yeah yeah just it should be fine it should be fine I just I'm going to just talk to our engineer tomorrow and make sure and maybe you know I'll go out and walk it with them or maybe I'll ask one of you guys to come walk it with us just to make sure we're 100% clear on where you want to put it um so that nothing gets so it's put properly where it's going to succeed so then some of the other work like removing the invasive species that can be done at any point that's you know that's right that's an ongoing process um but if you you know by all means let us know when when you're out there I would love to come p and weeds with you I'm pretty good with a pair of flippers I would join in as well and I think I think maybe the construction whatever kind of work they do over there you get to it before they they may happen about the fact you got there before they did PA so I love the pollinator Garden you know the standards for our the EDC met and the EDC has been busy working with the administration to upgrade its presence on the township website the EDC has also taken responsibility for upgrading parts of the website making it easier for business to open operate in Berkeley Heights this is all done with Liza's help and with with our website people Dr Smith with the mayor's office is working on a list of land owners in the downtown area is actively working to coordinate a meeting um to hear their concerns and get their eyes andas and have develop the downtown better the EDC has also exploring the idea and grant opportunities for a welcome kiosk to be placed in the downtown with a searchable directory um by the way berley H is now considered film ready by the state of New Jersey andiz as our contact person for filming in BH hopefully we'll have some filming done Berkeley Heights and some extra extra exposure the Berkeley Heights Veterans Affairs committee um held the first meeting after rebranding of the Memorial Park committee the rebranding was to veter comply with our Charter and afford the committee more state and federal grant opportunities Dr Smith and the committee will still be honoring the veterans at the park with Memorial services and flag raising ceremonies the Vets will the Vets page for the BAC is being updated and donations can still be accepted via their Berkeley Heist Memorial Park committee V Affairs committee will be taking care of the holiday tree and spring and fall planting um an idea was proposed to work with Theo historical society and gather veterans names so we can put plaques on certain streets and dedicate street names uh for the veterans who pass way so that's being worked on and we're hoping that goes through and lastly like to welcome Gail Bradford as our newest member of the Veterans Affairs committee and I we look forward to her input and and ideas and then the last thing I want to say just want to check my calendar is in May the fire department on May 4th is supposed to be holding an open house I saw it today on their website that's a Saturday and uh look forward to stopping over there and saying look to the fire department that's it's important to support our local people and that with that that is it for me thank you well I don't have any updates you stole my thunder with all your stuff so the grants committee did no grants committee meeting Thursday night he Thursday nor Friday meetings okay so um I don't have any updates the M Manny did a great job summarizing the EDC meeting and grants hasn't met since we had a um council meeting so on Thursday it's on THS 73 here I'm sorry about that it should have let you do it right um so that's it for me off the bill I really don't have any updates other than uh April 13th we're having our free rabies clinic being held at Lower Columbia at the Pavilion there and unfortunately uh due to a prior commitment I will not be able to attend but that's that's basically what I have for now what has to be vot for for April 13th if you went new dog vaccinated right so uh typically what we like to see is um uh the last rabies vaccination if they do have that uh make sure that the dogs are on a leash and cats are in the carriers but uh we would like to see if I'm sorry proof of residency and right and proof of residency of course yes because this is only open to uh Berkeley Heights residence that's a Lower Columbia what time Lower Columbia I believe it's uh starts at 10 I I have to take a look I now that I'm no longer going to be there it may be it's only for maybe a little over an hour and we only have uh enough for 50 vaccinations so it's pretty much first come first serve okay so they'll be in the township website we'll see it there great than you me go before you turn absolutely okay have all right so um before I go into my reports I do want to mention as I'm walking through town the drains are clogged in many streets and as I pass them by say shame on you drain they are cloged so if you get a chance take see if you have a drain outside your house and clear it and I want to remind everyone that it's not cold enough that we have to be idling anywhere outside our schools um the mayor's Wellness campaign we had our first walk with the mayor it was great event there were council members residents couple dogs and our ba so it was a really nice way to you know chat with the mayor it was a little cold but very refreshing so we look forward to our next one the mayor's Wellness campaign had a great meeting you want to talk about that um we it was so packed in the conference room we had to bring chairs in so everyone's really enthusiastic everyone's coming up with some great ideas of things we can do um one of our goals is to destigmatize uh mental health you can actually get like I know a sign in your town that says this area is be stigmatized so that is a goal um I have a couple announcements for the shuros so our nominations for shuros this month bana Joseph Maran Wilson Tiffany escota and I had one more no I guess that's it four yeah four shos so um there's still a couple days left if you want to nominate a shirou and they will'll be going into the newsletter on the website I believe so thank you for those nominations we have some amazing shuros in town so it's not tooo late thank you you know what joh we do just I want to mention one thing um it's still being worked on it's being done with the cooperation of the township and the Rotary Club in May paint the town green we're going to have green line going down to Berkeley Heights New Province and Summit and it's basically for mental health awareness so that just ties into Su said it I remind everybody we look for that happening hopefully the businesses all get involved and give us drinks or meals or something green related it's basically to bring awareness we're having the students from from GL our class come in paint the doors just a reminder for everyone it's a visual reminder please consider people's mental health so thank you very much Susan for reminding me uh yes so it is mental health awareness month so we're going to have actually for conference session on April 30th someone from fa at Union County and she's going to be doing on pre indentation there are a lot of free resources for mental health through our County so she's going to be presenting some of that in the conference session and the mayor and I are trying to get a a little activity together before council meeting in May over in the Highlander room so we're trying to bring probably upstairs um and we have another new member I believe coming in I have to double check that um this ties into uh the tree ordinance that we just brought in um International Day of forests was Friday the 21st of March and uh Forest are not only the lungs of the earth they also provide an invaluable amount of resources for the home of thousands of species of animals and plants and fight climate change as of March 21st we observed the International Day of forest which raised awareness about the importance of forest in our lives and the need to prevent deforestation but that's just I mean you know just around here you many bars it's all over the place so it's nice to have that nice to ask your question youday was May the 4th you guys meet on a Saturday no it's a Thursday then it's awareness about epilepsy even though this neurological disease affects around 50 million people worldwide 3.5 million in the United States there's still a lot of misinformation and stigma surrounding this this may also go towards um the mayor of Wellness Committee of Wellness campaign to U just bring more information about other diseases also that maybe are still out there that we don't know much about um you that's neurodiversity you can um EP fall neers I I saw that um and it exists to give people true facts about the disorder and um and let those who suffer from it know that they are not on their own and encourage them to reach out to their community and advocate for better education epilepsy um with help of many Grassroots organization dedicated to the cost hopefully we can be one of those grassroot organizations in town um for those of you that are really into this opening day uh for the Major League Baseball is March 28th you Pastime so get the hot dogs and go out to B I know still probably cold then rain on sh yeah well all right sorry about that um I also like to announce that that band the governor Livingston marching band raffle basket raffle is Friday April 12th doors open at 6:30 p.m. and the drawings at 8:30 um and I just wish everybody Happy Easter thank you very much okay happy holy yeah oh I wrote that one I'm sorry can I read that H is a popular and significant Hindu festival celebrated as the Festival of Colors love and spring sorry I went right past it more off I was saying like every everyone celebrates their holidays and I think that's the same about all our holidays is family food fun you know absolutely we celebrate in different ways but it's really the same absolutely also the food as we speak okay well let's close the uh [Music] second oh I'm [Music] sorry be quiet over here the meeting will be over um we recently received our $750,000 uh money uh appropriation from the state for our sewer plant we're working on utilizing that money as soon as possible we're working with our street Scapes company company arterial and Dot on the Sherman Aven peppertown revitalization projects uh working with the Federal Environmental uh Protection Agency on our federal Appropriations that we have for Westside drainage and Sewer upgrades also working with sewer on D compliance uh the first of multiple Mass Township tree plantings um with the environmental commission was completed about a year ago we'll have another planting in October uh where were we were work out the Kinks from this first planting these trees are all being planted as part of our um 700 12,000 roughly um Grant from the D um just a reminder this came up um many residents don't know but we're going to have to do a big education campaign um technically the the right of way is Township property so it's roughly 10 to 12 feet in from the street on people's yards it's technically Township property so we need to encourage residents not to put you know underground dog fences or underground sprinkler systems or anything under there because technically if we needed to go in there and do infrastructure work we could and this is something not a lot of people are aware of so we want to do a big uh campaign about that as well as um how residents can should not build sheds or any other structures on easements that they may have in the in the back or somewhere on their property um so we can make sure that those are always clear uh also Berkeley Heights was just named uh New Jersey's healthy healthy town to watch by the New Jersey Healthcare quality Institute uh these designations are prestigious honor and awarded through a process where towns are recognized for Mayors and Community leaders who make healthy lifestyle of a top priority towns who actively engage all members of their community Through inclusive health and wellness programming and towns who leverage health and wellness best practices to strengthen Community ties and promote a culture of health and I know the mayor's Wellness committee is you know key to making sure we Propel a lot of these initiatives forward so that's all thank you I have one question about the trees if you noticed I was walking through Columbia Park yest one of the trees that was recently planted I guess from the wind is like tipped over should if residents see that should they report that to you yes yes and they'll come back and and fix them of course it was like the windiest day ever like two days after they were all planted right I I also want to make another point I know we had a a text going back and forth about one of those um trees that was planted but um I do have to comment on the fact that I was told that they did the best job planting the tree even though it wasn't what they wanted I'm trying to remember which texter were yes yes so this was a learning experience for sure we and and kudos to Richard ler from the environmental Commission because that man like we never would be able to do this with without him um but you know it's it's just a big learning curve and making sure residents are all educated even though you send mailings doesn't mean they're red um you could could send lots of messages out doesn't mean always red so we're going to try to work out some of these Kinks to make sure it's it's a smoother process uh our vendor was great very patient with us um yeah the company what I understand did an excellent job planting and then making sure that the area around the trees were taken care of and it set up right and not and not pretty much laying waste to the area you know they very very meticulous about how they did it yes and they did their best to try to make sure residents got the kinds of trees that they asked for but I know in some cases that was so there is a positive under there somewhere yes yes but it's we're we're going to sit down in a few weeks and sort of work at the Kink so when we can start advertising in far in advance like this summer for the October planting so there's plenty of time for residents to ask questions or op out or well it's a learning so Liza where do people go if they have a question about the right way uh zoning I would send it to Regina or zoning assistant and she can get clarification um from tombacco so that it all depends on the street width the less uh wide your street is the more the right of way will go into your yard um because the right of it all depends on the the maximum width of the street plus the RightWay has to be a certain amount so the wider the street the less it will go onto your yard so you can have trees in the right way but you shouldn't put fences in the right way right like don't purposely put anything in the right of way because it may at some point be altered whether on accident or yes spr most people don't know and they really don't know you just presume that it's all it's all your property which most people you know there's no reason not to so was nice that Grant is what four years how many years was uh three yes three so three years so whoos again to you and M ler for getting this thing started and there's time to get it corrected and I'm everybody else they say you plant the tree not for yourself but you plant the tree Next Generation yes that's what yes so this is for the next generation was planned out for and it I know Liza did a lot of work getting the Grant and Rich Li did a lot of work and John so I know the street signed up for one I got an email asking me to correct my address because I guess I wrote it wrong in the paper nice so I fixed it so I know it's coming so good to go I was trying to get my neighbors in trouble like giving them a tree and and just so everyone knows these planting locations were based on areas that are Tech that are typically the most wet to try because there's really a concerted effort made to try to put them in places where they can absorb water to try to reduce the storm water runoff so they there was a there was a method to the madness in where they were picked or people who had very large Lawns but no other trees on there so there's a lot of property where they could sit and do a lot of a lot about over building in the town and all and a lot of that concern is related to trees so I think that that this ordinance will help with the parsing of all the trees when a a contractor or somebody comes in and I mean I can see why a contractor would want to come in and mow down all the trees it makes it a lot easier for but then we're planning trees so that's my two cents and I guess them to build a house if they don't have to drive around the trees so now maybe they'll think twice about taking down those mature trees and they'll leave some number of them and if not then they're
