Council this meeting is being conducted in person in the council chambers in Bur Hall and it is being broadcast Live on YouTube and on Zoom to make it as convenient as possible for residents to attend the meeting members of the public who here in person and those attending remotely on Zoom will be given the opportunity to comment at appropriate times during the meeting in accordance with the following guidelines members of the public will be allowed to speak during the open sessions and during formal public hearings on the agenda including public hearings on ordinances comments will be limited to 3 minutes per speaker which will be monitored and enforced by the for cler comments containing offensive profane or indecent language or language constituted in speech will not be permitted remote participants will be muted unless they are unmuted by the clerk and remote participants will not be able to unmute themselves the clerk will mute will mute remote speakers at the expiration of the three minutes of a lot of time or if they make any inappropriate or offensive comments All speakers whether in person or on Zoom shall State their names and addresses before making their comments and it gets recorded welcome hi everybody seen everybody in a La Anthony members of council mad mayor um I'm reading a um I'm about to read a statement um that um is from a number of people and everybody seems to be on vacation this week except me so um I was wondering if it's a little bit more than um 3 minutes it goes to five minutes I was wondering if I can read the whole thing yeah and then if you can give it to Anthony so oh yes I have copies here thank you very much um there's a group of us who are making this statement as concerned residents of Bernardsville who are in interested in the expeditious and excellently executed Improvement of our downtown we are concerned learned that there has been no visible progress on the quiny village project for several years despite the enormous public support for it as the key to revitalization of our downtown when the area in need of Redevelopment the anr was passed the Quimby anr plan is very well done and is based upon reutilization of the burrow owned post office as its core with the post office slated to vacate the building less than one year from now when its lease expires time is of the essence to get this project started we are told that July 2025 is our key date without prompt action on quiny now our town runs the risk of unwittingly causing the very light that the anr was designed to address namely vacant space and a deteriorating building in the center of our town as a reminder the Quimby vision is a European style village with apartments and restaurants around a Town Square underground parking and a river walk Park along the mine Brook it includes as public amenities a 10,000 sqt Plaza at the elevation of M Street with free parking below a public park and integrated affordable housing as well as programming and a maintenance plan for all public spaces the post office site itself is large enough to accommodate most of the amenities active development of the post office site would serve as a catalyst to the Redevelopment of the surrounding privately owned Quin properties which if voluntarily developed would have to conform to and collaborate with an overall master plan and an overall Master developer for quiny village with this background we respectfully recommend that Council take the following three steps with urgency one Kickstart the project by developing a site plan plan for the Post Office parcel owned by the burrow starting with the burrow retaining its own architect to create the site plan including the public amenities as the burrow owns the land we do not have to and should not wait for an outside developer to propose a site plan that may skimp on public benefits or delay the timing further rather we should take the initiative and propose the site plan to potential developers two the existing developer agreement is in default and has been dormant for several years it merely serves to tie up the borrows flexibility to create Quimby Village expeditiously and with maximum public benefits it provides no incentive or motivation for the developer to even do the project the current agreement should be terminated and renegotiated with the same developer or another developer into a mutually workable agreement that allows the borrow to execute and deliver the Public's documented amenities and three once the site plan and conceptual design have been completed a series of town halls should be called to keep the public apprised and to provide comments we are a group of volunteers some of us four of us since 2017 most of us living in Bernardsville for more than 25 years and are dedicated to Bernardsville success and to assisting Council to achieve a vibrant and distinctive downtown which will attract res residents and visitors with day and night facilities and activities and which this group believes will create an improved and exciting environment for our families as well as increase the values of our home thank you very much thank you bon that was well thought out about that thank you just make a comment thank you too for the clear recommendations to Council on how we might be able to go forward on it I think um it's align with a lot of how we've been thinking about it but uh may say I think it was very well thought out an important statement and um provide some very clear next steps for us so appreciate all the thank you happy to help anyone else in the public goe oh I'm just going to give this to Anthony okay thought you were going up for a second round no no had enough hi uh J Tony 36 Locus dve um in addition to tonight's uh agenda there were two there are two resolutions to vacate funding for for the bids for both The Pavilion and the utilities um in the asked was it 6 weeks since the last meeting have there been any other conversations or decisions regarding either the Pavilion or the lights that we should know about or that are going to be part of tonight's conversations um second should I can I talk about the ambulance ambulance yes uh my question is um it looks like from the from the resolution that you're going to uh fund the ambulance by issuing $200,000 in bonds uh my question is how can we issue $200,000 in bonds saying we don't have the $200,000 yet we've got a half a million bucks for lights I think the ambulance is a greater good and we've got other projects that are going on why is that the case why are we going into greater debt when it's been the resolu the the objective of the the council to sort of decrease our debt load over the years um and to that situation um third are there any questions regard are there any um have there been any conversations or um uh progress on the library roof okay I know we have uh we vacated those bids uh I was talking to Joe Rossi he's interested in taking a look at it so I don't know it's Hey listen the guy R rof is okay so he was interested in it um and last question is we got a very extensive ordinance for storm water um storm water control does the new does the Palmer project fall under that new ordinance does the any planed Pavilion new ordinances I just like to know if that's even been scoped at lots of questions lots of questions well we've had a long time to in our last meeting so the um open space money what being used for the it's from a totally different account that's a separate tax that's in a separate account okay um the ambulance is is in our debt plan it's part of what we've worked out in terms of how we paid it down um I think it was it's in next year's debt plan okay as we pay down the debt you know kind of making it taper off existing ambulance I think it's 2001 oh yeah it's old it's a great it's a great good for the burrow everybody in they're just different pockets of money we can't use one for the other or um I don't know how the library gr do we know where that is um the last time we talked about it we authorized Tony to go back to bid but he was waiting for fall till more contractors open you know their schedules opened up because they believe that was per get enough most of them already had their summer all lined up right most Engineers think that ler get a year the more yeah I just they are because they the work is we with the well we said that we were going to talk about it again in September um the new assistant DPW director andine and myself talking about different options and possibilities to run by I mean I don't think September is going to be a you know end all be all answer it's just part of a new discussion yeah but the lights are the lights are going ahead and the lights were order so they should be in you know inck maybe you can I think based on the time probably not to because application time of application so if you're so a new Pavilion any new Pavilion bid will be subject to but not the existing plan for time application planning Bo then app depends on the engineering needs right I would say Okay okay so your saying that neither would be covered or fall into that because we've already done the engineering on the yeah on a municipal project probably time construction there's an app be protected by the time application and I think it's on certain size projects is well it is I mean I think I think yeah also just um the bond is only for 170 for the ambulance because we have 30 already cash yeah and just and just so that I can make it clear by you producing this ordinance and eventually adopting it you're only appropriating the money at some point the fire is not even ready to buy yet like they haven't even identified where they want to buy per and they take long time to get they do so that's why we want to start early and have this place for you agreed that you're going to fund it debt yeah versus funded with cash which has been in the plan for years it's been in the Deb plan years years years ago debt was the 3% now debts a little bit more expensive can all I'm asking is you know is put a thought I know somebody from Finance Comm wants to talk about it I mean it's we have fiveyear plans at time for Jet and we have we have it carried out for many more years from five like five years is what we plan on spending they have when all the bonds fall off and all of that so in the long-term debt plan the ambulance always asking we're in the finance committee we could take we have a month now being introduced today take a look at is it the right way to go what I'm saying is that you've already come we've already done already in our longterm Deb plan for and the way that the debt plan is done is to have the least impact on the taxes so that you know you're not having one year where there's a huge bump because they're pay down debt at once it's about the time we would have to pay this Bond I think another just I'm just sort of debt reverse given that I just got aren't we all given that I just got my tax bill and I'm starting to approach a number that I just am uncomfortable with um you know I look for ways that okay a debt payment falls off we don't incur no one there's no way to buy this phone for cash um like the mayor said the open space trust fund is by law only able to be used for certain things and thank you I thinkon had his stand up on hi uh Aaron Duff 51 Crestview Drive in the bur uh I had a comment on the affordable housing uh settlement amendment I definitely recognize the need to amend the agreement with fair share to uh recognize the change uh in the scattered site allocation uh that you know totally makes sense we're adding uh 29 units uh I believe yeah 29 units uh to the um scattered site allocation but my question is the scatter site allocation was not the only way that we're going to be uh meeting our constitutional obligation to provide affordable housing in the buau uh there's the uh uh senior development on Finley uh there's a couple deferred obligations between quinby and the Quarry site um that are all in the agreement and I just want to make sure that as part of this amendment to the settlement uh that the increase in the number of units the 29 number that's being added to the uh scattered site element of our compliance is going to be offset by a commensurate reduction and the number of units we're going to be providing through those other mechanisms whether it be the senior development whether it be the Quarry site the um quinby whatever it is there needs to be a corresponding uh reduction in the number of units we're going to be providing uh on those ends um or maybe it's uh acknowledgement by fair share that that we'll receive a 29 unit credit uh in our um round four obligations coming up next July but uh I think the settlement agreement amendment should be amended to explicitly recognize and you know say where that uh credit is going to be um delivered uh that we're not simply increasing our you know what the fair share and the courts agreed was our um constitutional obligation to provide um that we're not just going uh over and beyond that uh without any corresponding offset anywhere else will be off and the reason the reason this amendment is limited to the SC excites is because U RPM as part of their tax credit application needed to have the settlement agreement consistent with their application for tax credits everything else will be reflected in the fourth round application which will be next year so that that's why our original intention was to wait for next year for everything and reflect everything in Forth ground all the changes but since the tax since morgage and Housing Finance Agency required uh their application to be consistent with the settlement you to do this now you got a consent Order Court and this is part of that I I would just say that should be explicitly recognized in this settlement amendment that there is a credit to be provided to the buau in the amount of 29 units um at at some point there should be some provision in here that calls for that uh you know because right now it just reads like we're providing 29 addition units beyond what we're required to with no with no at least explicit offset in the settlement this is the resolution proving that s okay so we cover yes and this is we don't credit this towards 2025 this is all part of it may be coming up next year will have to answer for the all the units that were provided for the third round so yes it will be we'll get credits in in the fourth round there's going to be some other offsets for things that we couldn't started got it okay anyone else Harry hi har Hazelton 397 mbrook Road in the bur I just want to follow up on the previous gentleman's question about open space and the funding of the lights um because we do have an open space trust fund but as a matter of fact we have two we have one that was collected uh prior to 2019 that is uh well at first was 100% to acquisition and then was 80% to acquisition for a number of years before uh that we had referendum now um everything is available for development and I just want to you know just clarify which of the parts the development part or the acquisition pot is going to be used for putting the lights in at the PO it's the development BL pot we're getting acquisition for anything but acquisition so that's still there and un touched okay thank you anyone else oh hi hello okay there sorry I was struggling with my mic hi um I just wanted to say from the library three big thank yous that we've had some great collaboration with Bob marowski from the recreation department we had enormously successful story times at the park and the pool and they were a lot of fun and we're really thankful for that and we also had a lot of help from Tony haar um collaborating with Joanna for our Capital project with the bathroom renovation and our Architects so we're uh we really appreciate his expertise in that and um we have also had an enormous amount of help from John McDow uh with everything from Critters to water problems and he's been um a great source of expertise and um emotional support so I just wanted to say thank you and share that summer readings wrapping up so please feel free to finish logging your minutes or even join it's not too late thanks thanks friend um I think Bob told me they had like a hundred kids for the story time at the pool I I think it was 109 109 and you know he said it was open to um non-members and so a lot of people who came asked about a membership so I think that was that was a great um opportunity for people to see the facility so yeah Kudos winwin all right anyone else like to do just for the root thing there was a leak last week so we got to get we got to get that looked at and done properly sorry that I meant to mention okay um no one else I will close the public session uh we have some items for discussion um the library has rescheduled the video game truck so since it's a different date we just need to go back and were you all okay with that yes Jack do we the it's the same group we used last year um they have a proposal in the packet uh there is no fee for it um and I they seem to I think we heard from the environmental commission that they were very pleased with this particular group so if you're okay with renewing them for next year or this year but it's fall it starts in Fall we good yeah motion move to renew the contract of the deer management second can we do to that all in favor yes yes all in favor all right 7 C is quote threshold I think we uh tied our hands with this one um we overdid it um having a qpa which Nancy is gives her the power to sign off on things that are below the quote limit and projects and having we set it so low that so many things have come have to come to us and then it slows the whole process down particularly with um Recreation items that roll around pretty quickly and public works so uh it was at 6600 the state quote limit is 44 with the qpa yes so I don't know if you want to do something in between that or allow for the 44 up to you these are items that are in budget already right budget for well I mean they're not specific to the budget but the capital like we they're not necess Capital things either like day-to-day operation things um one example of DPW uh recently um I can't think of it it was something it was like $166,000 that John had to buy and we had to wait for you I think it was the last meeting we had to wait for that um so I me we're never going to do something that the budget doesn't allow for and then at $44,000 we'd have to bid any anyway so you'd have to improve that no matter what but it really does kind of um slow things down and uh I would say that it's very unlikely that I would ever approve anything you know that high without cing anyway because it's it would be un it's just that by $6,600 you know have to get things it does slow things down even when we do me every you know so so we have currently sorry just saw making sure understand a $6,600 and threshold is 44,000 yes so that's the difference do we know why historically I know we've had this conversation before and I know we talked about going to 10 and then or 44 and then we landed back at 6600 and said you know we'll come back to it if we ever need to so we didn't have Che out right well no so so um so the way that the liw used to is is anything between 175 and 44 would have to have is known as a window contract and and you'd have to have a resolution for it wasn't really follow year before um so I came to you and said the law just changed and said that they no longer need it from 175 to 44 if you a qpa you go all to 44 you chose 66 so before you didn't need any you didn't do any resolutions before and now you have to do them for anything over 66 so it really did like I kind of shot myself in the foot by asking so you could go anywhere between you know anywhere up to we don't need like just regularly you don't even need quotes under 6600 so you have put me at 6600 to improve anything doesn't even to so anything from 175 to 44 need quotes used to be it used to be well you need you need two quotes of anything 66 to 44 44 you need bits under 66 it's a common sense so the way the law used to be is 175 and 44 you need to do a resolution I believe that that was probably time to pay play right it pa5 so um they changed the law I think they change the election yeah that said as long as you be qpa we don't have to have a resolution for anything you buy up to $44,000 actually for the audience qpa is qualified purchasing agent and it was a hard time you have to study all the purchasing WS forward and backwards and know every single and they're and they're huge and nasty because I I was a qpa when I was at scho yeah well I didn't have to take a test got so it's up to you but still it's a huge responsibility because when the Auditors come in anything that's wrong it's the qpa that gets on it if you're not following the puring law what is your pleasure okay 44 okay thank you uh we have the community crisis which they do every year overdose awareness day is August 31st Jeff has agreed to go in my place um because I will be starting vacation that day I usually go every year for their vigil which is really nice if you're anyone's around if we going to a community crisis they do a they put all the pictures of whoever has died from an overdose during the year and a few people tell their story um it's really a very moving ceremony they light the house up in purple it's it's a really moving evening if you can go um so what they like to do is put the purple ribbons around for starting that day through September which is um overdose Awareness Month um we okay with that motion um move to AOW ribbons for the month of September and starting August first second all in favor all right um we have three different uh becoming a drinking Town three different applications for um alcohol um we resolution all yeah the resolution is for all three I think just only says gear 10 but we actually have to read there's the friends in the library on September 12th which is a wine tasting event um then the Centennial Festival on the 14th which will be a deer Gardens you're saying no no the the event on the 12th um is um the foundation Oh I thought of the friends foundation and backwards you want me to announce myself Patrice cing chair of the Burnville liary Foundation right um we're having an event on September 12th to thank our major donors it's after hours in the library from 6:30 to 8:30 we want to invite our top 100 donors um to the event no charge to them it's a thank you for all the generosity that they've given the library over the 12 years that the 13 years that the foundation has been in existence um we have um music we have um cold or is not passed at a table um we and we like to be able to serve wine and beer at the event um we have some music and we have W Barry Thompson giving a lecture he's so good he is okay so then is it the friends on the 24th of October that is I believe it's correct that's with um the restaurant right did one it saidy and one other going to help backwards okay and then we just and you have the beer tent on the 14 so those three events you just need they need Council approval and we change this audence moving forward or we are more that's his friend yeah I may got okay okay sorry excuse me had a question I confused I thought the Centennial Festival was at I just want to make sure that no it's going to be it's G to be yeah we did change it U mainly because it's going to be a little probably smaller than we had hoped um and we just felt it was easier to contain people because it's fenced in and there's bathrooms real bathrooms at a snack bar and what we wanted to do with the snack bar is have a we're trying to keep it very Community not you know everybody in the world come like some of the other towns do we wanted to be a celebration for Bernardsville yeah I was really picturing it at Polo so then I just didn't know if I was just wrong all the way along yeah no you are not wrong um the committee just Chang Chang it this week and we want a local group to sell the food as a Control Ordinance and supplementing and amending chapter 12 of the bur land use code be introduced by title pass on first reading published according to law and that a public hearing scheduled for meeting beginning at 7 p.m. Monday September 23rd 2024 that a second second all right all in favor okay uh no I can't but I just want to ask we don't have to have to get a not for intruction okay yeah it need to be someone else yeah you can't do it either I move that ordinance 20242 2006 Bond ordinance providing for the acquisition of a new Ambulance by the B of Burnville in the county of C New Jersey appropriating 200,000 therefore and authorizing the issuance of $170,000 in or notes of the B for financing such appropriation we introduced by title pass on first reading published according to Law Public scheduled for meeting beginning 7M Monday September 23rd 2024 second all in favor V option come September yes okay we and that's that's not because of this is this is because we can't vote on bond ordinance it has nothing to do with the because of their careers and finance it's not that you don't want to yes all right we have resolutions 24163 to 24182 we're taking off 183 because we don't have the paperwork back on May before you response Mr G question earlier yeah the settlement agreement itself provides that the gr shall be entitled car any excess units resulting from this amendment followed into this fourth round fair share plan and shall be ined the credits for those units in accordance with the provision of the statute and the regulations oh good so we can carry the yes ex specifically stated in you do great thank you and the special police offic of the school yes um any other ones in here that you want to um I was impressed that we had six people for two of two Junior me which is great because then they usually come back done with college but I don't think we've ever had six at once that's I was actually looking for it again while we were meeting here I rejecting the B The Pavilion yeah because in the packet I only saw I saw the two bits that came in and the information around those but I didn't see the ones for the Pavilion and I don't know if I again I mean I was trying to find it and I scrolled back through two or three times that was at home on my laptop not here but separate attachments right there two resolutions but there was only one Memo from Suburban I had for [Music] theity Suburban didn't send other have that I didn't see anything on the Pavilion I saw the two bids that came in for the utilities and I work through those but I didn't see the Pavilion okay um I guess I I don't know that they I know Tony put a um bid tabulation that your yeah you had that yeah a couple ago but [Music] um so we need to hold out1 well I think we're going to reject we just don't have2 milon that was the utilities that's when I saw 1.2 to 1.8 right and then the um I can find I'll find you want come back and then I I'd like to have uh 179 um for the certification annual I'd like to push that back a month so that we have to certify it and then do the there yeah we're going to put the volume is right I don't know if there's any other ones anybody has a question on um I know 170 is required by the count the two Ford trucks are within our capital budget they inquire the approve budget it's the professional service contract with PA Bowski and starter um that was for adding Wetlands permits which they didn't know was part of that so we had to get give them extend the uh contract to Wetlands permits um other than that I think they're all pretty standard so you want to hold on we trying to find out come back to this um let's see uh July 10th actually we had the New Jersey Highlands has hired a marketing company to help uh promote the highlands area of which we are in the highlands area um and so the S County Business Partnership and some of the Highlands people and the marketing company came to town and I walked them around and showed them all our historic things and different landmarks and store owners so that was that was um help something will come out of that I met with Alex Ireland of Aon new executive director he's very um eager to be involved with the community so um they were going to have a table at um National L out which got cancelled but they will have a table at the festival uh did my 16th wedd on the 17th um and we also had that same today we uh Nancy Al and I had the interview with um business view magazine which we will be featured in the October issue and um I think the interview went really well they were very interested in a lot of the history and really I thought it was a great interview very positive so we're hoping it's a positive article um I attended a mayor's Wellness campaign webinar on marketing uh fundamentals we uh Nancy and I met with um some Transit Village uh committee members we were like this close to getting the designation um their question was um of the three uh rfps we got proposals for Audi the one for the cars is not you know it's about Vehicles they're anti Vehicles so they wanted a little more information on that and and um they actually from when we first put this application in the Palmer project wasn't in the plan this is like four years doing this so we gave them all the information on the Palmer project which is something they um they support uh in order to be a Transit Village you need residences close to Transportation the whole purpose um and they're getting that designation opens us up to our lot of U grants for improving some of the buildings like the train station the gardening you know any of the lights that kind of thing which would be great uh I tended there was a main stream had an economic Vitality committee mixer at the Bernie we had about 25 um local businesses come and what was nice is there were ones that don't usually come to those things so we met some of the newer people around town I don't's been to the Bur I have on my left okay we had uh mayor's Wellness day had Recreation Camp um thank you to Bob marway for uh arranging that we had the police um the first aid Squad and Community crisis all doing the kids in different groups so they learned about safety they learned about mental health and and then they all got ice pops so they ever have uh what else we do we had the Peach Festival the farmers market I always love doing that CU I get to pick the winner of the basket of peaches we've had a number of um somerson Hill safety Public Safety Committee meetings which is basy Midge Bernardsville bar Hills pack and Bridgewater in Bedminster we have been the mayor and the police Chiefs have been working together dealing with the car thefts and the break-ins and I really uh kudos to our police and burns Township because they really had a big breakthrough in the car thefts I think five people were arrested and prosecuted um and it's largely due to the license plate readers that we've been purchasing each we've been trying working with each town to get them strategically located because usually what these um thieves do is they bring in a stolen car and leave it and then drive away with one of our cars so as soon as that car comes off the highway and the reader catches it all the police in every town are they can they all get the message because it's all interactive so I think we're making really good progress on that uh we've had a number of Festival meetings so we're working on that anyone wants to volunteer to help we use the help we did well you probably talking about the it f so going to that um Main Street I guess everybody knows um Olivia went to Somerville as the executive director so I am on one of the trustees of Main Street and we interview two part-time executive directors and we hired Joseph Oswald who came to our last board meeting and I think he's going to be uh a really good um director for it's going to take a while there's going to be a gap in some of the activities and things but we're moving ahead so don't give up on Main Street and then we have overdose awareness they already told you about that the U New Jersey League of municipalities conference is November 19th to 21st I don't if any of you want to go um it's you can go for a day you can go for and overnight really some great programs good educational stuff the you've been there EXC yeah the vendor floor is amazing I mean there's just so many products and things and it's good to just visit our vendors and know who they are so if anybody wants to go Nancy going RS I know I know what the rolling the giant I know equipment that all right that's me are we ready yes we are we got 45 days from receive of theual did I looked up was [Music] August the 16 that's exactly 16 talk to the auditor that was in the metime there was one there was one major finding right and it was the within 48 Hours check deposits not being made right which I think is why would be of interest the finance committee to make sure things are being processed okay I mean I know I think we can have that conversation that that conversation will exist even with the basically the report's already out there this was their finding so I think we could certify unless you think that there's something that we might find and talk with them more either that or I all you're certifying is that you you read it you've reviewed at a minimum all audit findings comments and recommendations this okay and if I just clarify that um because we did have Les and I had a exit interview with the auditor um it was a brief period of about three weeks where there was a change in Personnel it the 24-hour deposits were not happening on basis they have since been happening for the last few months of last year and the entire of this year so far which they check this year usually they only check the year before the year they're aing but just to be sure they check this year and everything fun so I do think it would be good other BS do this too because if we got into a habit of maybe subsequent years of the Auditors presenting their findings or Le calling in and presenting their findings to Council part of our like the be share responsibility of oversight on the finances I think that was the single finding this year and subsequent years it going be more and we can have a discussion about it I don't never more but they could be more you know just saying if they do find more we should be talking about yeah I mean in the other that I work in the Auditors come may they can come yeah that it a and it's one thing is reservation has to include chat because you can't obain you can't obain from the fact that you reviewed the is every single Council has to sign yes do they have to be part of the resolution they they have to be part of the resolution it could confirm he he has to sign that certification sheet yeah he that out oh okay so he doesn't have to be here tonight that's correct okay but he does have to yeah right this certifying every number has so wait we're we're certifying that everybody's seen it but then we sign off on it that's what I'm not that's correct so we can't sign without the options most expensive was 1.9 million and the least expensive was 834000 um which is still significantly over what we had uh you know propos the fund right so what's the plan back to Public Works the plan was uh at the last um at the at the I guess the meeting where we discussed this um I said that uh the engineer the new um assistant DBW director who we are came from Bedminster he had some interesting ideas I mean things like looking at a preab um you know there's some really really nice ones out there and there're a lot with expensive than this um I'm not sure like there's different things we could talk about I know I know that in hindsight some of you were a little worried about locking that view when you pull up and you see that you know that nice turf field so we're talking about maybe we could put it in a different location I know when I first came here I read um a report from the recreation committee and they they wanted something a little more scaled out so you know there's a lot of things that we could look at um that don't cost us this kind of money um because this is the this is the best we can do with the plan that we had then we have to you know try to rework the plan so we're you know we're going to come to in September with some suggestions things to talk about and then like I said it's not going to be hey let's do this it's GNA be let's it's a jumping off yeah start it again uh you did make progress you know you got you have the lights put in in the walking path Tony's ready to put that out to B so you know it it's prog yeah yeah and I think Kevin has some great input I know when we interviewed him um he's done a lot of creative things he did Mr for yeah a lot less money I mean he's had their their people doing more in terms of building I like to hear what he has to say yeah I mean if anybody want to go look in Bedminster they put up like we'll call it pilion it's all it is it's like the ship it's like a traditional Pavilion it's not an inside um on a FL we put that in um they have bathrooms there they have two bathrooms I don't know exactly how to describe them but they have they don't have sewer or water yeah yeah so um composting and um and then for hand washing they have sanitizer stations so there's no Plumbing involved per se um they I think he said that for two of them probably shouldn't put them for memory but I want to say there were like $150,000 for two of them and they put the pads in and they installed them um you know that's a lot less than this that's just the bathrooms but and the bathrooms could maybe be put in a little more central location like a little bit more towards the baseball field so that they're really in the middle just things this I'll go back to Public Works and stuff um well yeah I think we should you know come up with something talk to Recreation talk to public works and then bring it to you might not haveen till o at that but um you know got to go through a lot more yeah you know it's like like starting okay all right so back to resolutions we're going to pull out 179 now and3 was included yes yes so I move that resolutions 24-1 163 to 24182 with the exception of 24179 be adopted call please Mr yes Mr yes Mr yes Mr yes Mr May yes all right n if you have anything else the only thing we are going to talk about it later um but we did as I previously announced we got um 19 submissions in for uh IT services um we formed the committee uh we did it through competitive Contracting which is a different kind of um purchasing uh what it allows you to do is put out a request for proposal then when you get them in you uh professional Serv um rfps are mostly done for Professional Services this is not a professional service but it does fall within the competitive Contracting thing so you you get the proposals and then you form a committee reviews them on specific weighted criteria for technical manage area and cost and then you wait you rate them on you know a a 0 to 100 basically and then um I tallied them up you got the you got the tally sheets you got the memo um each of the four committee members you know submitted their numbers for each of the 19 I put them on T sheet average them out we came up with the two highest I think the highest was 95 out of 100 and the other average 92.5 I thought they were both 95 no one was higher so we chose to interview those two companies and then I have a recommendation for you and we're discussing intive because it's under um contract negotiation and then we come back out and do a um resolution yeah that was um on the committee was Anthony myself s from the police department who was it say five years was in we relied on for the technical all right uh we need to accept the monthly reports do I have a motion accept reports I'll second all in favor exective Public Safety um yeah Public Safety didn't meet but I do have um know some information from uh the chief that he sent through so I mean first of all we're and the National Night Out was obviously canceled for unfortunately for the weather um and I it's not going to be res schedu this annual kind of all Global thing um and then there was uh there we are um in need of hiring a police officer so um there's an opening there and we'll be interviewing um for that in the coming weeks and then uh I think the most important thing or the most you know um great thing for Burnsville is these alpr cameras have actually already paid off for us um on July 19th uh the police Got a notification from the AL um about a wanted person that was driving a vehicle and it came through the alpr so they went and they were able to um they watched and looked at the license plate and were able to U make an arrest for um somebody that they had a warn out in M County so we were able to help out greater good there great nice yeah this Council really pushed for them and gave the police department the resource to c a criminal action yeah and I think Charlie maybe already um Captain B made a statement to the paper about it but thank you we'll the ums we rescheduled because of national R out we about the oh there were some dra issues no he's going to talk about well there's two things one is um there in order to get the last 25% of the um SE Grant from the dot they had to do inspection there were some issues with the inspection so tell's fixing them or going to fix them that was one thing the other is he took look at the um sizes of the roads for the potential for sidewalks and he's going to discuss that um probably not going to be too happy but at least we'll discuss it one way or another okay [Music] umon reports and I think sh yeah shry um Kate Lincoln resigned as chairperson I know um but they're still you know they're all still pretty enthusiastic so they're going to try and get a zoom meeting together in September and maybe somebody would step up and share it um you don't have any correspondents any unfinished business we do have an item for new business uh we have a request for um CB Scout signs on bural property and I guess this is for sign ups St signed up um do we know which properties the basketball court and po Park yeah yeah and that's and we have the the zoning application officer to property kids we need SCS the better and as of now it's not going over the two weeks we're just approving for the two weeks or are we approving ENT we're approving for the location we're not didn't sound like it was going to be for over two weeks but I guess maybe if you could give that to if you I'm not sure I don't have that so when was from when to when we have thereon you there he says in his email I don't think we'll need more than two weeks but that Chang but it doesn't say which two weeks oh okay the application submitt
