nation under God indivisible with liy and justice for all adequate notice of this meeting has been provided in accordance with the open public meeting act pl1 1975 chapter 231 setting forth the time date place and purpose of this public meeting through a legal notice published in the New Jersey Herald Endor The Express Times following the township annual reorganization meeting at which the 2025 meeting schedule was adopted all right so we have uh first off before we get into the public comment we have our uh esteemed guest Robert Bole uh from CEO of Planet networks and uh you were here I don't know a few months back and you didn't have any hair then so uh welcome back with your new head of hair and uh you going to give us an update on the coverage in in town can you hear me okay absolutely okay great so um we have been um we had a little bit of a call it delay with um with some rights being permitting but we've resolved that now and now they're processing our permits again and um we are in the process of um it's all public record I be careful what I say um we are in the process of doing a large um um raising a large amount of money to be able to um build all of waren County starting here just do because one of the things that we're constrained by obviously is you know Manpower you know time money everything always it's a massive undertaking the thing that I explained to people um they like hey you said we were doing this you know a year ago I like yeah well remember the phone compan been building since the 1800s we've been building since you know the cable companies been building since the 7s and they're on every street yet and we're trying to like go through and build every single Street when we do stuff and get it done in you know a number of years we've only really been building fiber for about four years now so um we um you know we're we're working on this this process and um our goal is to within the next 60 days or set of RA enough to be able to finish building all of War County finish all Sussex County and a bunch of different places in last County so um we're working through that process and and then once that's done then we will have more resources to be able to put a lot more people in permitting and stuff on it and we have been building building the little stuff here and there and you know edging out and um because of the you know the the constraints of you know it's very expensive to BU do what we're doing and build and so we we put basically we do like an 802 kind of think 80% of our efforts are in like downtown areas Lake community these things where the return on investment is much faster and then 20% of the stuff that we build is in more rural areas and those areas that we build that are more rural you know the ROI is you know 5 years 7 years or something so um we continue to do that and continue to build out we have build a lot more in rural areas and we're continuing to do that and uh but it just takes time and it's a capital allocation thing so but we are we are making progress and um as soon as we get this funding then blone is the top of list to get done way so very good we are in a better position than we were 5 years ago with with high-speed internet this County it's we've come a long way uh your company and others have have stepped up and brought us out of the Dark Ages so we we appreciate that it's not not many people can survive on 15 uh down and two up that's that's just not yeah and we want to do more it's just you it's it's always a capital allocation we we are working on it we are pushing so very good all right thank you thank you for the update thank you go get a haircut I don't know how the man grew hair really fast I wish I could do that it wasn't that long ago you were no it's like three months ago yeah that's I can't grow hair that fast it's amazing all right uh our uh we'll open the meeting up to the public now anyone for our public comment anyone for a public comment all right very good seeing none is my mic off M just the computer's restarting so you might have to talk loud I'm sorry I can tell when my mic is off um all right so uh onto our department head reports for the month of December we've got blairtown fire department Hose Company New no Department of Public Works there we're back uh police department tax collector Township Clerk vac and abandoned properties zoning and the zoning report that's that's exciting um so we uh we'll we'll take care of all of the details in our committee assignments later in the uh program but do we have a motion to accept our December department head reports all in favor all opposed all right there we go uh two minutes for our approval December 26 2024 our executive session meeting minutes and December 26 2024 our public session meeting minutes any discussion omissions Corrections motion for approval second uh we have a all in favor you were not here very good all opposed and one Obion up now an ordinance introduction 20251 this is an ordinance to repeal chapter 55 the code of the township of Blairstown entitled affordable housing uh it's pretty straightforward um I you lost your table mate no he's no he's he's Rihanna over there today okay um had a lot of did a lot of work on this with um our affordable housing subcommittee was was Joan and Walter and we we've taken a hard look at and kept we've kept the committee in the loop as well I think but um deadline for the next round to start participation was the end of this month um a lot of municipalities frankly have been taking a very hard look as to whether it was worth the effort to try to comply with this round um I would say my municipalities about half are and half are not of those that are participating mostly it's because they either already have or anti ipate significant amounts of affordable housing trust fund mons from significant Warehouse projects and things of that nature um we have we only have about $40,000 left in our trust fund account uh we don't have any expectation of large scale commercial development which that is the only specific um you know contribution to 4, trust funds at this point it's 2.5% equalized assessed value uh the numbers that DCA came up with for this around are off the charts candidly as you guys are aware there's been a couple of different lawsuits filed over those numbers they don't seem to be gaining much attraction one was denied recently um but um and I don't want to speak to the Comm I'll let I'll let them speak to it then get their reports but basically if we're not going to participate and that would be my recommendation to find both down I think it was basically our planner's recommendation even at the end of the last round it was basically our our mediator judge Miller was like really what's the point here with toown and you know you have no no public sewer at all very very limited area of the of the township obviously service by water basically downtown so um it doesn't seem to make a lot sense to spend $20,000 planning for a number that's not realistic this ordinance would actually repal chapter 55 in its entirety because it's really no longer relevant th those were uh legislative ordinance Provisions put in place for the old Council on affordable housing and their regulations that was actually abolished in March of last year there is no co- at all those regulations are completely G um you guys have always done a great job trying to comply there no question about that we had a great housing way on as you guys know for years but um at this point um we have what we have and you know this ordinance will start cleaning up our code book I also point out there's a couple land chapter that we want to probably talk to the board about reping at some point too uh this will also by the way gave rid of residential development fees which I think are a good thing you know your residents we all we all all of us in the state pay a lot of property taxes anyway they're not required anymore that was an old color regulation so you know when you build a deck and you do a little addition always be a residential component of the development fee we don't have to we don't have to assess that against our residence any we only did it on on new construction You Construction won't have to do it there either so I I I think it's um I think it's the appropriate way to go for where Blair's time is at this at this point that's kind of what's about very good so uh looking for a motion to introduce 20251 so move second all in favor I I all opposed osed all right our consent agenda tonight gives us uh four items 2025 31 Contracting for Professional Services in accordance in accordance with the local public contracts law for our new Township planner 2025 32 various appointments non-compensated I have uh I have something to talk about uh on on number two uh number three purchase of a 2019 11t stainless steel h munib body and 2025 34 approving vouchers and claims so uh number two our various appointments non-compensated uh this is to appoint reappoint one member to our historic preservation committee and appoint a new member to our historic preservation committee that we believe probably should have been on that committee for years now because there are very few people in this Township uh with the kind of institutional knowledge of the history of the town that uh that Brian rosem has um he is the historian for Blairstown host company number one he does an amazing job with that he has one of those I I'll say this when you have someone like Brian in the room and you don't ask him enough questions you're doing yourself a disservice because the man has met so many people the man has uh has worked for so many people the man has worked with people the man has has uh uh you know bled next to guys that uh that most other people have forgotten uh and uh we're very very happy uh to have you as part of the historic preservation committee now Brian um it's and I know you're going to be a great a great asset to the committee we're also uh Karen White who's been on the committee for for ages now for some reason her name dropped off so that's why she's being reappointed uh but uh you're going to be a great addition I know they're going to they're going to really appreciate it we started talking about uh different members uh you you you know the beagles you you pretty much know everyone in town that's certainly everyone that's grown up here and uh and I'm I'm I'm really really happy that you you've uh said yes to this uh this little ask of ours but uh you're going to be a great a great person on that meeting on that committee thank you thank you Brian uh so can we have a motion to approve up that's the kind of stuff he knows he can tell he can tell you about the sil honly thinking I know he is there it burned in the ' 50s and they rebuilt the one yeah that don't know but uh and somewhere you have photographs I know you have photographs there's photographs some it was it was interesting as they were taking it apart um you could see right where the where the fire damage was from the ' 50s the old Walnut floor joy and the guy was amazed what's his name Donnie was amazed as he's tearing apart he goes there's Walnut floor joy I can't believe I go it is Walnut Valley after all I said but you can see where the they brought the dug fur in whatever you know Pine you know dimensional Pine they brought in after that which is up toward the the mil parlor end and it's he's done a good job in there he's got to get back in here it's been too cold obviously we get him back up here from Georgia he's going to make another good push get a couple more truckloads of lumber out get things torn down and then then we'll get our DPW guys in there to get the concrete down get that all piled up and one of these days we'll get in there we're going to decide what we do when we with the um the found you know the floor the foundations everything but if we the more we can crush up the better that's really good material we can Crush in for a couple days and just run it nonstop uh we I'm going to talk to uh actually we're going to talk to somebody somebody uh that represents the Amish I was going to talk to Steve Belton we need we got to talk to the Amish guys maybe they'll come to take that uh take the silos down just for the silos they're not bad they're the cement Stave the Cur curve cement Stave silos you can't they need to be Tak apart though there's a lot of broken staves in there but the roofs are really good on the silos and we would probably even give them a little help taking that down cuz our our lift will W that hard why don't you put it on the water on the water tower that one is secure quite that simple but okay we actually had someone stop by who who wanted to you know buy one of the one of the domes on the top of the thing and they're like we we have no way of getting that off for you sorry about that you know a few years ago there were companies out through Pennsylvania around that would come and take silos down that's what we're going to find we're going to find one keep your eyes open we're going to find somebody keep your ears open yeah be nice to be nice to pluck those those tops off there but is it isn't Steve Belton hooked up with some Amish guys or something or somebody told me to talk to him I got to do that or something we we'll find somebody I know you can buy new sty out of Pennsylvania I hate I hate to waste those if we if we you know something you know I go by all the time and is there still a steel blue Harvester there no okay that one's for yeah but uh the concrete stayed ones and and the old wooden ones they used to take them down put them back on Teel Farm up here a couple of them were used on they put they all right so it is it is ongoing and UNF yeah we could probably take that we're take that off the tired of talking about the Jon it's not finished m not finished new business did I hear that one that flooring was in your dining room now it's a pretty nice it's a pretty nice flooring let me tell you uh early election and upcoming elections I guess that's that's something um sorry so um for those of you who may or may not know we the June election has been moved to June 10th um I did speak to Mr Duffy and Mr Tipton at the um Warren County Board of Elections they have not officially gotten back to me but they are going to ask if it's okay with the committee that we keep where we voting here it worked out very well um a lot of people seem to come last two years so if it's okay with the committee they're looking to keep early Lo in this room versus the library the library they feel that the room in the library is not is going to be not as b as this is we want as much voter participation as possible yeah they like it hear yeah let them come and with that I also spoke to them about potentially moving all five dig back to the municip good iidea because of early voting being such a success especially from the presidential election where we barely had the numbers that day they all came before I strongly feel we can go back to having everyone here and standing here previously the prob been part a strong early voter turn the the ear well the presidential election is pretty obvious why they were with the new updated machines you don't have to vote in your District you can vote in any District um they still encourage you to go to the table but if there's a long line and number District Five is not doing anything or District Four is not doing anything District Two can go to District 5 and District three can go to District Four so they're all the same place absolutely actually it moved the first presidential election that Trump did because it was so overwhelming but then was CED with the so I think it's going to be fine to have it back here if the committe that sure yeah all right do you need an action on that a resolution let's do a vote yeah just do a motion in a second for a we'll do a motion of second for the elections to come back here all five districts and then if you're all right with the early voting we'll do a motion of second on that so Mo second all in fav all of all of those motions all right both motions through do the thing with the thing do the thing with the thing we have an application for a fish stocking permit which is kind of cool um this New Jersey trout in the classroom they uh they want to stock from Footbridge Park to show kids how the whole process uh happens which I think is pretty cool I think it's kind of a no-brainer um um so do they do they need our approval on this you need to sign it mayor so you're signing something nor do a motion a second so moved second all in favor of allowing the new uh stock uh foot Bridge Park for the purposes of demonstration and education right should we check with the hurt the water water is it I think I have one over here um uh Geo works so Joan is the only person on this committee Joan was three years ago with GE work uh no this I remember Steve having to uh accuse himself when we hired you works for this years ago five or six years ago five and and it's still the gift that keeps on taking taking the way exactly so this time around uh they they have another recommendation uh that they do water testing talking about mation I don't know why that would not have been going back when they started all this wh wh was out this is um didn't we say we were looking for a nother action letter didn't we say we were looking for to tie up don't get don't no further action letters are are thing in the past they're so short staff at at PDP what you now get is called an RA response action outcome that's actually generated by your own environmental Consulting basically make you pay to do their job DP but as long as they caning us would they well reading reading this this this says that it's leading to The Rao I mean I I worked with Sandra before on many private projects and listen none of this environmental stuff has ever been expensive but from my experience and by way I think Whitman you mentioned Whitman that was my dad's that was our firm's environmental people from way back they actually got extremely expensive they started but they got very very expensive asig I mean I I think S I think GE works is probably the the least expensive environmental company I work with you know the problem is after they were they were pretty much getting ready to close everything up and then they found that $4,000 exactly which brought everything right back again so that that's why you had all that additional testing else and that's all D required stuff that you just can't get away from what's the streen behind it well so this time around we are looking at uh additional funding additional funding for that don't know how much we do know how much no their their their total is 26499 that we get St resolution we paid them small we like four four grand or something but now we're now there's an additional 100 keeps going that keeps going it is it is this is is this thank you to the D yeah it should teach everyone to uh make sure you don't have any under underground tanks when you buy property um are we looking for a motion to approve this y y we have a motion to approve the uh latest expense from Geo works at 26499 two round addition and that should lead to closing this as far as as far as I can tell as long as the numbers come out right we'll be fine just a question for Kevin um two rounds three rounds four rounds of additional groundwater testing if it's uh zero parts per million if it's you know underneath whatever is the acceptable level are they looking for a number or a level to achieve or are they looking for X amount of months or decrease over time looking for a certain to be below the certain DDP threshold for any given has to be the testing has have a certain number of tests a certain number of weeks apart so I'm assuming she's saying two more test and that's going to get to that last last step and then if they if they pass then she can write the ra is is basically a modern day version of of a not action letter and that that will bring this to a conclusion last time I recall it was like 9 months they had testing certain amount of time for that 9 months and had to be under that certain level and it just was not test results are they doing it a lot of your expense there you see is probably lab feeds yeah it's all in 6000 it's not even mostly GE Works they a lot of that they have the third party to have some testing done St and that that's really expensive stuff he the know even a residential weal test now $1,000 it's insane they're saying that they're looking to up to 1500 yeah C okay motion I I think J I think since she's been in charge of it all this time you were in charge I'm all for moving forward You' been gone I I would like to move that we pay for the additional two rounds of testing and move forward with this in a positive direction so that we can get it behind us eventually the firehouse property and kind I mean you guys are getting in the budget season but you may be able to allate at least a portion of this open space because you really are trying to clean up open space so he could kind of balance that with your current fun budget might help you guys a little bit trust me it's coming out of open space okay okay got a an email from the uh North Warren Garden Club um they do a great job with the uh the flower barrels uh on Main Street and they also do our entrance here what everyone sees when they drive into our uh our facility uh and they normally ask for $300 the cost of things have uh increased a little bit so they're asking for 350 this year for uh I know I but I just wanted to put that out there if we could uh we have a motion to uh give the North post 258 um to our Department of Public Works uh they have been maintaining the union brick Cemetery for many years and they claim now that they are uh their members are aging out and they are no longer capable of maintaining the property uh so yeah is that was that yeah it's a um so it's a abandoned cemeter the one your son cleaned up SP a lot of time so when they did the title work on the cemetery looking for maintained by one church that's no longer you know surviving the second Church you know so it would be interesting if it was one of the blown churches but I think actually it was one in I don't know oer which is ridiculous when you look at the when the county was BC crime when the county was bced how many people are married there Brian you're talking about the one that's on her Hill right yeah it's called heler Hill Cemetery but it's not actually on her Hill it's called Union brick un Union brick but it's not it's bigger than it looks when you when you walk all through it I I was up there here today I talked to Eric about just just something we're going to have to take on with our parttime summer he it's a beautiful sum we're not going to let it go to pot like it had those it was really bad we took down so many trees look the cemeter few little plots up here if anybody's interested can sell a few plots off I honestly don't think that the um um the requirements that that you actually have for a cemetery be to toed concrete it is beautiful all right so our last uh our last item so we're we're taking care of DPW is on that good all don't worry thank you thank you very much um I've completely lost my agenda our last item for uh new businesses our our land use boort um we got a uh citizen leadership application from Lacy dando uh who uh lives in town she actually uh took over the uh darst storage and um I I met with her at length about two weeks ago and um I think she will be a a really nice addition uh to our land use boort as an alternate um and I think she knows something about loal govern she does her father uh has been mayor uh for a little while over in Hope about what 38 years or so something like that she was born yes so um yeah Lacy is uh has been involved with uh local government in Hope but now she is a Blairstown resident and she wants to uh stay on top of things and help out as best she can and uh I think she'll be a perfect addition as um as an alternate for us um correspondence did everyone get to look at the pollen skill uh videos the of the the dam the before and after you're the video guy you didn't watch you know what I had prune out and it was I didn't have the link I was going to go back it's on my desk well it was good it's on my desk it um it is I I I I've spent a lot of time walking down there um past few weeks and it it really does when you start to see the amount of work they've done and uh but what rainwater has now given to us it's a beautiful beautiful River it really is and once things start filling in they're going to be putting in trees uh in uh in July and even some rocks and some older trees are going to go into the kill itself to provide spaces for the fish to sit and um it it's looking like when you get down into that into that little Valley there you feel like you're in Montana it really drone to do that they did so you can't show us the put this picture just spoiler over um and um what what do we anything to mention about the uh the letter of intent there I forget what that was violation it's just a violation cool from our Township attorney well we we covered housing and and um we just at the start in the year so I don't have much but I would like to thank uh each of you for being appointing me it's uh grw up here and I really enjoy working with you guys so thanks for your appointing me I'm looking forward to another hopefully productive year and again keeping things on the quiet side with to find LGE avoid litigation and that's my goal to be efficient and keep things quiet thank you Kevin yeah absolutely from our Township Clerk Christen I don't have report good committee woman V valkenberg all right a couple things that we're going to need to go over is the shared service agreements that we have um not the agreements themselves but the portions um and I did send them an email uh which I'm waiting for a response on for over a week now to the estate pensions to find out whether the compensation from other Town pension or notable housing I spent a lot of time on that and I think uh there was a good consensus that we are not going to on that senior citizens I know we were talking about having um an event here I like to do it in February if possible and have finish hold on to May I'll come and uh this way the seniors can ask them a bunch of questions I'd like to ask a bunch of questions myself regarding our portion of state aid and the school the School Aids um and I think that would be somebody that could cre give us some you know perspective on what's going on in the state don't wor we'll be fine what was that date uh why don't we have to come up with a date yet but it's probably going to be for the end of February okay the end of February uh think in March but end of February could be good too no marcha well it's WEA for me we'll see we'll see we'll pick a date towards the end that's why the end of February it won't Snell no wor no more ice done with that um well let's see I did go to the elementary school board meeting um last beginning of the month and one thing that was mentioned which is a little concerning but understandable is that the state may be increasing the uh their allowance to go up to 7% um instead of average 2% so that's what the super said so keep an eye on that I don't know ifen what's going Ona find that um as far as Finance is concerned Christine has been working on closing out the end of the year uh she did provide us a bunch of information we did meet as a committee for just to go over some things lightly um she's going to be on vacation next week in the next week or so so once she gets back again then we going to sit down start looking the expenses and things one thing that we're going to have to focus on is over the time try somehow Cil some of the over time that and um the different get okay right that's it for me very good committee M Lan I would just say that uh with regard to Walnut Valley Field wal and I are discussing the septic system uh and that going to most of that work in in house our to save a bunch of money and uh that's I like where this is headed committee woman Lance so I two different meetings that I had over the past few weeks one of them was with the pal skill River Wild and Scenic designation and we're looking to add the support of the Land Conservancy of New Jersey which is very nice um uh still at the stage where they're collecting the different municipalities and I think we're pretty much done with Warren County and moving up to susex County as far as um letters of support and getting everybody to sign on with the municipal um you know U agreement um and once we do that we'll be going to the county so that's all all working out very nicely um hopefully fre heisen will sign on let that happen we just have molon fl's town and Har um the second one um we actually went back through our notes for different events that we'd like to put on for the seniors for the whole year we looked at putting between one and three local events um as far as using completely local resources uh the one that we had last year very success sucessful to have in this room but also play also at the park also at the perhaps the winery or some of the other things that are Clos to town we're looking to try and understand uh the best way to get as many people involved as possible and we have some time to go through it but I don't know I don't I'm I'm not worried about the end of February or beginning of March I'm not worried about it at all war but with the model of having um the Christmas party one to three local events very you know uh lower cost and nearby um and pretty much as as as often as possible in town I think it's going to be a great year it would be nice to have Brian and have a historic preservation come and Christine and talk about with everybody with our all our seniors that have been here for long time what love Monday night Monday night we'll do that sometime I think that's this Monday no I mean no if we bring the seniors in if we bring the seniors in and um sometime maybe the next the after the next quarter we'd like to try to do a quarterly event uh maybe the second quarter and have uh everybody come in and as our you know speakers we could have presentation going say the high school has done an event like that the voices of the veterans they do a a really beautiful oral history uh questionnaire and different interviews and they take them they do all kinds of fun things with that I think that's something that might be very interesting yeah already putting you to work right it's all right volunteer going to volunt told compensated always put you to work that's it for me thank you deputy mayor orad uh thank you mayor one of the projects at the DBW is taking on uh in 2025 is is to overo the overlay of one of the few remaining roads that major roads that we had have to get after our aggressive Road resurfacing program for the last 4 years uh that's pretty much the only one left that's a major road and in going over that road with that'll be a state 8 Project B so we're going over that road with Eric and the engineers they discovered that there are a lot of guide rails that would need to be brought up uh to do with safety standards unless of course there are no guards and then they don't need to be up however we need to bring the shoulders up which we do by all the material that we have stock pil 46 just like just like did down on lamber Road and they're working on they're working on that now they're pulling guard rails near the old concrete post guard rails which they're bringing up and they'll be crushed up for road building materials at some point in the future too so AR been working really hard on that project and that that'll be something that by the end of summer we have over there W Eric needs more the same same contractor I put him in touch with Nick C down on the rout 31 project by the McDonald's there and he can probably get more dirt from there I know he's looking for a place to we'll stock pile yeah we'll bring it in might be a little far I think Eric has Nick contact the same gu same guy Nick Nick has more from the 46 project too CU they're going to keep on keep going down towards long cabin I think yeah it's all certified good stuff okay that's pretty much all I have to here fantastic uh let's see uh police we've been working with the ACO uh about the two loose dogs that a lot of people have been reading about on Facebook oh these these dastardly dogs huh yeah the owners been identified the ACO is going to be taking the necessary steps to ify that issue K9 rigs I I wish I had a puppy because I'd name it Riggs I love that that's such a great name for a police dog but K9 Ricks and his Handler uh Corporal Herz are officially certified and in service as of December 20th and uh rigs will be uh meeting a lot of the uh the community and be a very valuable asset to our Police Department in town I did not swear rigs in I I don't know why I don't get to swear in the can no we're going to oh now that you say it I'm going to make it rigs is coming in here next month doggy sweater with um Police Department's been having discussions with yards Creek to further the safety plans and to improve communication uh challenges of the power plant and um thanking Ericson and AT&T for assisting the police department with uh some solutions uh PBA 280 is hosting an Easter egg hunt at at Warren Hills Regional School on Sunday April 13th signups are available on the PBA 280 Facebook page and also congratulating Corporal herzer on being sworn in as PBA 280 president so that's that's pretty cool um our fire department got the end of the year report busy busy busy year 347 calls in 2024 um in December there were uh only 25 calls Blairstown 14 Hardwick had 8 and Nolton had three it's enough it's certainly enough but 347 347 times those folks had to get up sometimes in the middle of the night and respond to uh to events around the uh around the area very very proud of uh of our our fire department and what they do for us uh I don't have anything else there else absolutely okay um nor PTO is doing Casino bus trp I to ask you to put this on our website um and get this out to the SE to our seniors too it's $45 per person going to Wind Creek and don't wind there hey hey Wind Creek is watching this is one person's opinion here those slots are loose they're loose M there um and it's a it's a bus trip it's a bus trip wi Creek Casino line doesn't look interested $45 you get a $25 credit voucher to play so that'll last you unfortunately about four or five hours that you're there and then within an hour you can lose everything get just just but it's fun it's a lot of fun it's a nice place too and they have a big big shopping area too over they put that on the digital side of the high school I don't know that's a
