discussion all favor okay um ski so SK project is on hold we've not corck we're not well no we're still trying to Green Light letter just came back yeah we've processed all first all six uh reimbursement requests to the state we don't have any new ones that came in so we've done as much as we can do um he said it went to the state the green light letter the green light letter went to the Massachusetts clean water trust so right now everything is in Massachusetts clean water trust which is it's all with them steps once the loan commitment I had sent all this to you guys but there's a bunch of next steps once the trust sends the financing agreement and project regulatory agreement as well as the interim loan closing instructions we can then prepare the interim loan note closing documents and the note itself the select board will need to take a vote approving the issuance in details of that note and the later Bond we can have them take that vote ahead of signing the closing papers if you'd like I said no we wait for papers just let me know the date of the meeting at which they would adopt the vote and make sure an agenda item to the following effect is on there so I have all of this once you this stuff comes in from the mass clean water trust um then we would have a meeting to sign the closing documents okay and things of that nature but this is the green light okay so but what I meant by in hold is that no one is doing any work right now owe them do nothing um so I know you had were able to find one contract with one of the vendors um which by the way I just I'm gonna be like Petty for a second you said I signed it I didn't sign it no you didn't sign it they signed it but you as being you I mean the board the board signed it so I got that right here I only printed out so what he said was basically these are the important Pages there's 876 pages in that contract did that go through our legal before it was signed you'd have to ask Chris D about that because I was under the impression that it did when we were signing it because that was all about the time when we were doing the Iowa thing with the uh that was Chris dun but I was wondering you know now that I've talked to Christina I found out otherwise and that really should have signed at a meeting I I don't remember ever bringing up with Christopher at a meeting not not to say that my memor you um have to vet it and then a copy has to go to town clerk and a copy has to be signed by our accountant before we can sign it because they're correct and that's what we thought had happened obvious it hasn't happened yeah because Eric had signed off on it as you can see yeah yeah and we thought that that is what would transpire but obviously it didn't okay so I think we were all under the impression at that point mean call hoodwin no here's my other question um where are the contracts for the other vendors do you guys have those we have no we we contract with just right and Pierce and Bas state that that's it but all they're all under Bay State in W and Piers so it doesn't all those other contractors all they're all sub correct correct that's not our problem so this is just with Bas State and we have a contract with right and Pierce Bas State and right and peerce that's that's the main one to proceed this is base date not right and Pierce or you're saying I I that's that's the pages he told me to pull out that's those that's that's the contract that go in it if you read it it probably specifies exactly who's in that this just says Bas State contract that's probably that's the main one Bas day contractors so do we have one for right and Pierce yeah we got one right and Pierce where is that one it's probably one of the other 800 pages so it's this part of the same contract so we're contracted with wri and Pierce for the engineering portion of it yeah we're contracted with base date so it should be a separate contract with right for the engineer so but it's but you were saying it's part of the same 800 Pages I'm confused with that it's it came through it's eight it's an 878 page 876 page contract that came through it's it's all in there is that both contracts were that many or just right that's the one from right and Pierce that's the entire no that's the entire one from B State the whole breakdown of everything that gets done I mean it's so R Pierce has got to have a separate one period there's no yeah yeah we yeah the 2007 one which is the one we probably signed in around the same time August because that's when we started paying them out of our line items for that so I our accountant and Town Clerk and um town minist have a copy of that one the r and Pierce they should they've sent they they've sent everything they've been they haven't held back anything they've sent everything to us okay this isn't a PDF because it's it's so big they're not giving you a paper copy then there's another one in there that's in a PDF too so when you say they are you referring to WR and Pierce right and Pierce has it WR and Pierce has a site we you go on you can download the cont we should have our own copy I understand that but you don't have a copy you have the PDF Because unless you want to print out 878 pages but we physically signed a contract it's right there Bas date that's bace dat right Pier right and pierces should be in one of those as well okay but I feel like you're we're doing this if if if we signed physically a copy of a contract we should have that paper contract right you should you should yes we signed that we signed that don't know those guys no you're the water department you would have a copy of the contract for yeah but you guys should if you're the executive exactly but we we don't have it why it would come from the water department it should have right you should have had this one too and you signed it I'm saying we we can go and look again and try to find it you know you got to give us a list of what you want so I mean you said you wanted the contract I got you the the contract for the for the project the engineering was the first half aren't they supposed to be responsible for sending us a paper contract they do PDFs they're not they send PDFs now PDF so usually what happens is our attorney takes a look at it and makes changes and then sends back a PDF which we then either can doc you sign online or print out and sign but then we would have to make sure that a hard copy got to all of our off need it which it fell through a somewhere by the looks yeah yeah so I mean the the thing is like this is clearly you know it's a huge project so this is a huge amount of money to not have contracts for it like our our attorneys were concerned with that I think you know there's concerned that I'll be honest with you I was concerned when I found out the attorneys hadn't seen yeah so I think I just like obviously going forward we need to really make sure that anytime we're signing anything we have a hard C you have a copy I mean you can have 10 copies you can't have too many copies have copies in your files make sure we have copies make sure it's been vetted through the attorney before anyone signs anything um well we have one right now that we basically want that that we're working on right now with the grant funding we have that's actually been bounced back a couple times which grant funding are you talking about the um the onetop grant for the 350,000 okay so has anything been spent out of that one yet no we're still back and forth on finalizing the Contracting okay so we already got a response I sent it back to Bri and Pierce okay they're going to have to fit you know deal with it and then basically agree to it and send it over because that's what sent him a contract he sent it to me I sent it to okay we have a standard goods and services contract should be used across the board for all vendors add the scope of work for that specific vendor he sent I back to Gordon Gordon sent it to WR and Pierce WR and Pierce came back and said well we want this this this it and our attorney said you know that's why we don't sign those contracts here's the explanation why okay and that's where we're at now okay um but when we get that one back I'm sure you'll send it to the people who need to get copies and then the select board will meet and sign on it um after the accountant signs up on it um but with that Grant I just want to make sure that we're not spending any money before we have it because I think well no because I need the money back from the skater project because I had money you can't spend I can't it's that Grant is a reimbursable grant so I need my money back from the skater project to put back in my coffers so I can start that get their money so you want to when we get when we get the money back it's all going to it's because everything's in place right now everything's already been set we should get all that back all right and and do we have a a timeline for the skater project no for for getting the money back we're putting out what a half a mil no we're not putting out anything we're not putting out anything we're not putting out anything no that's that's why we're stopped because nobody's spending anything we money owed isn't there there's money owed all right and how much is that right now we have 482 600,000 but we've gotten bills with 482 okay okay so are you saying that you're going to use the grant money for other you're mixing two projects now no I know we were just talking about the grant money that's coming in the grant money you're only using that for things that are within that Grant scope of Interest correct they have to they have yeah I have it's basically for it's that one is basically for specifically for because we have to get approval from the state on what we can spend so it's basically for infrastructure replacement and upgrades over by the the pike between where the storage tank is going to go and it's for engineering design for the storage tank and engering design for the new pump house okay that's it and it's it's broken into three parts it's broken down to 150 75 and 125 so so before you spend any of that it has to get approved through the the grant no so what happens is is we need to get the cash back after after after everything's all set and signed and done and we're ready to go we have to make sure we have the cash back from skada now you're talking from the skada so we have our 150,00 000 back in our coffers because when they spend they're going to say okay we've completed this much of the work here's a bill you owe me 30,000 I have to then pay that 30,000 take that invoice submit it back to the state and get reimbursed then get reimbursed back in the state which is anywhere from four to six weeks then I get the money back and then I can put it back in my Coffer then another bill comes in so we're using the skada loan money it's not SK loan money I've had we've had 15 ,000 in free cash specifically we've been trying to build up so we can do these kind of things the problem is because scada was so lagged behind and they wanted their money we had to pay these bills because we were kind of L on to believe that this was going to come in quicker than it did and it didn't so now all our free cash that we're going to use for this next project has been being held up and delayed in the skater project so you're going to put reimburse yourself 150,000 we we yeah we have our number of monies that has to come back to us that they have to come it has to come right back to us and go right back into those those those line items to replenish them up so we can okay keep proceeding along down the road so if if I understand this right then the town is not supplementing you for anything no okay so we're not dishing out 400,000 not anything not a penny for us okay we're I I mean now when you say for us now that raise a red flag for us being water department for you being water department yeah but it's the town putting out money no we not we talked about that two weeks ago that was not put any money we decided not to do that right we oh yeah because it now no that's not yeah okay so we're not worried about taxpayer money going up that's not a problem at all we told them to Halt on the skate of prod um told Pro but there was money owed there is money owed $600,000 owed that is going to be paid when the skate of money comes in right now we have $482,000 that's sitting in the state's hand that we're waiting to get reimbursed for that comes back in we're going to take our part back and we're going to pay the we're going to pay the vendor the remaining amount when we get the next bill in which would be bills seven and eight those will come in we'll do the paperwork for that we'll submit those to the state state review they'll kick a check back us to us and then we'll pay the we'll pay the the contractor back on that one so okay the now talking about the One-Stop Grant you um have filled out the grant form with um oh my God what's might going out with my head Tonight Christina and we're all set with that correct the original Grant form was done before my time but the paperwork that they the state contract that one stock wanted I did sign for you yeah okay but the you were looking at doing some new grant paperwork for in town so that we were tracking oh yes once we have our budget sit Downs with the finance committee okay there's some paperwork that anytime anybody's going out for Grants you have to fill out the paperwork first get approval so that we know is it a reimbursement Grant if it is you have to give an explanation as to do you have this money available first so you don't end up in a situation where it's like okay great you have a grant for $350,000 but you don't have the money to start the first phas the project yeah can't start it without the money so there's going to be more over yes okay um do you guys have more questions on the ska project so in our in our onstop grant we did that that started off with Chris fell apart had Ira didn't do nothing with it then Mike came in Fiasco and that's when Dave was here we actually got the pass code from Dave we and we had hired W and Pierce and they came through and they actually filled out and did they actually did the whole thing for us because they do them all the times and they actually had problems with their website so I'm kind of glad we did it and that's that's how we ended up getting every done so they they kind of got everything processed and done no this water tank installation I feel like you and had a conversation about this before this project is not a $350,000 project this is engineering engineering only only and it's for the water storage tank the pump house and so that's that's why the pump house in infrastructure is 125 it's more than the because it's they're they're designing the the everything underground where it's going to go because the pike is a direct impact on this whole thing and the all the infrastructure going to the pike is going to have to change Plumbing off the tank is going have to change everything's going to be different over there it's all under size anyways it's all four and six inch anyways so um and then we'll have about 125,000 left so we can actually do go out you know to bid on that and see what we can get done you know for $125,000 worth the or the work if I mean if any work of beginning construction if just just on infrastructure digging up laying laying new pipes they'll probably going to be you know they may be empty they may not be but they're going to be there and ready to go so that it'll be like a plug-and play kind of deal when when we do get the money for the other one okay um it's not going to go down in price so if you get it done and you for that you're okay it's yeah you get 100,000 worth of work done it doesn't cost us anything it's 100,000 worth of work done didn't cost us anything Christina were you remind me the accounts payable I don't know I I was wondering the same thing why accounts payable I didn't hear the question water department account it says water Department's accounts pable I'm trying to remember discussing um those I didn't make that up those were words that were given to me from somebody account payable did you have a question about your account payable um yes you did yeah I did I got a hold the new accountant and she got everything over to us there we'll probably discuss in our meeting there's still some with us doing the budget is a little difficult because we we have money coming in and going out and trying to figure it out what's what's going on and there's there's some line oners the last couple years hav just been kind of like you know they're like doubled up and everything else so it's kind of hard to keep I'm hoping they're in our favor another thing that he that I asked him about is if he's been getting his monthly statements yeah no from the town and he said he has not so I just got one and you got one yesterday okay yeah I I called and asked for that and the revenue paperwork the one the only one I got before that from kishner group was um August 28th yeah so mine's pretty pretty damn old okay so um Kelly should be getting monthly we should ask what his spending was per month and go ahead I think that was uh the accounts payable was in reference to the bills that haven't been paid oh okay that's all it was should have made that no that's okay I was just thinking oh my God I was panicking a little I should know what this is's on um that's these right here these these are all our bills for that project they're all like I said everything's all buttoned up time stamped everything's done we did what we had to do so um yeah Jackie and I did the um MMA this weekend in Boston how was that it was awesome it was actually a really really good one um and it was great to have Jackie there cuz she knew questions to ask that I wouldn't have thought of was fantastic but we um walked around the vendor aisle and we were talking to we were looking for water stuff and we were talking to someone they said you have to go to AR cap they're exactly what you need um so we went over there and we got some cards and names exactly who we needed to talk to I think his name was Jim but they do they're federally funded and they come in and assess water departments and we'll look through like um management like all that stuff to figure out what we need um where we're lacking so I think it's a a really perfect um situation for us so we're going to give the information to Christina and to you guys um and the first step will be asking them to come in and do an assessment like I said it's free for US Federal I was going to ask was there some kind of a charge or anything no and so and then we can yeah then we can move on from there with them and see what kind of um connections they want to help make for us um what they're suggesting because I know with the next thing on here Staffing um is a concern now um you know you guys are looking for an administrative assistance well she's got this we we we going over that too so that's been adjusted out it's GNA it's gonna the bad thing about having leaving and having somebody take over you see what they do the the hours are going to be reduced yeah um the job is going to be re-evaluated because like I said I played I I've been doing it um not reevaluated from the what you had me post because I posted the job opening that's that's what it's going to be yeah so that's that's it's only going to be like 14 to 16 hours not 20 MH um the the pay scale is going to be probably around 19 not what it was um and it'll it'll it's gonna be two days and it's it's it's it's gonna be basically what's that is it just the billing no no it's basically what it was I've done that job that's that's that's okay it's you know like I said you know once you get who going to do training for a new H um it's a lot of it I can do um said she could help a yeah a little bit like that and um when it comes to Vadar you know not training yeah no no I can do a lot I can do a lot of it set up right right but when it comes like with Vadar um Karen was never really did the training she was very lacking on it anyways MH so I mean we're probably going to have to have Vadar come in and um we're also going to bring step in to basically sit right there because a lot of that is in direct so you want him trained in Vadar as well he's going to be in Vadar because it has a direct impact on our meter reading as well so um yeah he's GNA do it and I'm you know so it'll probably be like set that up okay but it's but it's it never really got you know the full effect in we really have to take off on because she she didn't really put a lot of hours and time into it so it's not like okay you know we were like super trained on as it was so okay but for the for the basic stuff the the the the billing and all the other day-to-day stuff you know I I do it as it is right now so um and then there's the report in July that um report that goes out to all the res CCR report yeah yeah we yeah we don't nickel and dime with that we subcontract out to a vendor we don't that's much better good we take our we take all our bacterials and test results here you go okay send it over when you're all done okay yeah we do yeah no they don't do we don't do that in house I've talked to a bunch of other people Nobody Does it in house okay yeah they threw it up no idea I was you did it one time yeah they they all have these big crazy templates and they just go in and yeah run it down and done so we had started not for um right away but maybe something to think about for next um budget season we had started to actually we met we ran into Christopher um we had a conversation with Christopher and he threw out the idea that um maybe we look into doing administrative assistant position that becomes a fulltime position for our water and our um Broadband because they're both Enterprise Broadband would be a smaller portion we obviously have to talk about how we're paying um for that and how that would you know affect indirect cost and whatnot um and then maybe even tying if we end up looking at a highway position Administrative Assistant um and maybe creating a full-time position so we can get someone that is highly qualified and looking for a position with benefits and whatnot um just kind of to throw that out there was just something we I thought it was a good idea and definitely something needed um and then maybe keeping someone more longterm instead of I we tend to go through people quickly in those positions so um so just a thought just if you want to start to kind of like well a lot of it's it's a lot a lot of things have changed it's like you know for like way we're pushing out it's like the idea of having one person do four hours a day and handle everything it's yeah it might have worked in 1975 but it's nowadays with just the regulation loan is murder yeah and if some that person is trained in Vadar like you were saying and they're all three of those spots God forbid somay we l you know Joanne doesn't want to work with us anymore you know we'll have someone that has some knowledge of the Departments that can help you know Christina um support Christina and whatnot so that it's not just kind of scrambling like well here's the crazy thing like when we were doing the onstop grant right so we had Dave who was the admin for doing that stuff and and I'm sitting here and trying to do this work and then and I got to get somebody else where if you had somebody who's was full-time yeah you know what the highway and what we could have said hey we're going to be doing the grants here's all the information and we could had that one person do it for a whole damn town instead of him sitting there trying to figure it out me trying to figure it out and them trying to you know you got four people doing the same damn thing trying to figure it out or you could just basically give it to one person who knows what they're doing so we can look at that and I know we haven't even talked about um MMA stuff yet but there was a lot of good stuff that came out of it and that was just a thought so um but as for now we're posting for just the part-time part that training um and you guys will do the interviews and then send us your we've only got one so we've got one so far we just posted it right um so you're going to interview and then send us candidates that you think um you would okay we've got one we'll weat out the ones that aren't there's only one so far but then there was a previous balance and it's all inhouse so they went to kiner and said this is silly why are we doing this just can we just pay them and they said yes okay um yeah but now they're saying no now they're saying no okay so um we'll put last year we'll put last year's water bills from the town on to the next um special town meeting whenever we decid that's going to be but going forward we're paying them regularly with a check like via we haven't up until this point but we can yeah we should be doing that so we should be paying them I tried on the last warrant to put them all through with a statement that insur had agreed to this yeah they all got bounced okay the current ones or the past ones past ones the past ones including current including so let's make sure the current ones we keep putting through so that we don't end up having to do another special on there's a line item sitting out there it's right here yeah okay all right um so we have an executive is when they run factory when you just order the top half that means they got to stop pull somebody off the line just to build the top half like they have they have the shaft and everything on for the one by what are they to break on are they to break away yeah yeah one was hit twice and the second time they really really did it it broke it um and the other one when they hit it it broke away but the problem is the brakeway part didn't break where it should have so it bent the upper shaft so what they can do with that one is he's he's going to he's going to show us how to replace the shaft and the other one just going to replace the upper well I just wanted to make sure they were up for that's I just after two years X Ric as far as I'm concerned yeah yeah yeah one so runs right by you
