completed the front and side windows have been washed inside and out the rugs have been vacuumed inside uh the extra paint of which there's about 10 gallons in two or three uh five gallon cans two of which have not been opened are sitting downstairs in the storage room along with trim paint and several rakes and shovels to be used by those maintain the park next spring okay uh um the paint can be used wherever and whatever anybody wants the same color of paint as the uh post office okay um there are approximately 50 uh bags of mulch stored in the barn we' moved that over with the help of the highway department last Thursday and uh let's see except for some brush that that needs to be cleaned up in the grassy area next to the park it's in Soo condition um the uh I think I'm not positive because I didn't see it take place but I think there was some sweeping done of the parking lot I don't know whether it was completed or not but part of it appears to be partially swept along the edges it's needs sweeping yet um this Thursday uh we've been watering the uh plants as often as we can um either with drip hoses or regular hoses and this Thursday because of the freezing temperatures coming up we're going to be taking the hoses and coiling them up and putting them in the basement at the same location the other things are stored at um voy marttin was kind enough to donate a 100 foot uh drip hose to be used in the park and I came up with two other drip hoses so we were able to cover the new plants fairly well with that along with the hoses um let's see what else uh I gave uh the Town Administrator a quote on the repairs for the building which I got last Thursday and she can give those to you now and let you know what it would cost to repair the windows okay uh George had given me a verbal quote that he obtained from Westfield glass he said for Westfield to come out and do it they are 1 month to 6 weeks out for them to do it on site and I believe you said the cost was 225 yes yep and then for George to bring it to them was it 150 I don't have a problem I 150 yeah so that's the difference between the two it's up two you guys how you'd like to proceed yeah I think it makes sense to go through the company that way we don't have to worry about Insurance liability all right I will call them and that's to be paid out of that would be out of no it's the building so it would be the building repairs for Town Hall town hall building main so you'll follow through with that I don't need to worry about it anymore you heard that here first great okay thank you um the split rails have not been replaced yet around the fence several of them are I mentioned I think six weeks ago they're precariously close to being broken and that if somebody leans on them or sits on them they're going to get hurt and talk about liability here's a serious one um so I don't know what the plan is for that that's out of my scope mhm okay um the I interested in knowing what's taking place in reing the plumbing situation there was supposed to be a quote done on putting an outside faucet on the building we were waiting to hear back from um the plumber call me back yet okay and that was to repair the sewer line too I believe the main focus was the sewer line but there would be also the question of the outside spet right how soon do you think you'll have a quote it's not up to me George it has to do with the the company no but aren you in touch with them regularly to see when they're coming reg no not regularly I have left him a message okay um my experience with a lot of these Services is you have to call regularly and get a response sure yes Mary we have a new plumber in town um Mercer up on U sheep gate he's going to put his office in the old sheep gate building he just got his business certificate second okay do you have his contact information Doris will have it on his business that's great certificate so that's three now in town right Aaron this guy and some somebody else yeah El I can't think of the name I think it's three now three other guys are licensed in town they they work for a bigger company they're not individual this guy's going to be his own oh he doesn't have anybody working with them because that was the issue was that Aaron said it needs to be at least two to three people for the faucet no no it's the whole this I I don't know whether he has anybody working for or not maybe the two of them could get together and do it um I don't know where that stands also the electrical outlet for the outside we talked about before getting a quote Yeah we said we were going to that was not a priority does that mean it's what what does that mean in terms of timetable we're not thinking about it right now you SE non priorities around here George we've got a lot of priorities well I don't I don't see those being identified either but all right so you know okay um the other things that need to be addressed are the Sun block for the inside of the windows which is now in the hands of the postal Department in Russell to make a decision whether they're going to allow the town to replace it or they have to replace it because it's inside a a federal place of operation and Holly was on vacation last week so I didn't get a chance to find out from her today what their decision is but hopefully this week we'll have some decision on that situation and the other thing um I'm sure you're aware of is the the uh Black Flag uh Missing an action uh flag is torn in front of the post office yeah it needs to be replaced pretty idea what size that that flag is I don't off the top of my head but I think it is 3 by5 but I would measure it to make sure because I think the standard for that pole was 3x5 or 5 by seven but 5 by S is a little bit large okay but I if you want I might have one in stock okay if if you know if you want to check it out in the next couple days let you know how do you measure it from the ground though hang got it that there's yeah that that's a fifth grade math problem I believe that we used to the sun and the scope and the angle and so forth the reason I'm asking is somebody told me the flag we have out front to it was people just sort of texted me do you want me to have them write some send an email and originally they had said one of the people had said sort of an anonymous complaint do you want me to perfect um and then NY Brook if last time you hadn't heard anything and we hadn't heard anything they didn't come to our last meeting so I'm just going to close that until the next complaint comes up so we received an anonymous complaint um there was a lot on Albano drive that actually for the past couple of years now has had a trailer that people are living in um and a temporary electric hooked up to it there's no septic um and pictures were provided of okay the area and there's considering there's no septic I can only imagine what's in the containers that are out front of the trailer Jason uh building inspector has been in contact with them uh he did drive by and confirm that the pictures that were provided to us are current and that is the state that the property is currently in he explained to them that without they don't have a building permit and without a building permit they can't have a temporary trailer on the property at all okay and people can't be living there and even if they had a building permit I believe it's only 30 days days they have to go through zoning to get a permit first so are do we start finding them so as a I had reached out to Board of Health zoning Jason the electrical inspector because two years ago they got a permit for temporary electric and that's what they've been using for the last few years it's like on a would board yeah um outside the trailer okay Jen has gotten back to me Jason has gotten back to me that's it I haven't heard from zoning I haven't heard from police uh I haven't heard from electrical so okay so what's the next step do we send a letter so we're the Board of Health is ready we were waiting to see if Jason got any response from them to see if they were going to quickly Rectify this okay um but I haven't heard back on anything so now the Board of Health is ready to send out their letter okay on that and I'll CCU on that so and then I guess we'll go from there have to go from there I think um my thought was to have Jen drop a letter off yeah in hand in person okay um yeah that would be ideal because I don't know if they pick up their mail and I don't you know we can certainly send one registered because that's what the attorney has always told us to do so can send one register okay and then um if Jen could drop yeah the letter off I think that would be okay is that their permanent address or they just go in there on weekend it's just a lot no so from the anonymous complaint take what they had said was that um people are living there and there's a group of people living in this trailer and that there according to the anonymous complaint there have been issues with police having to respond due to again all Anonymous complain here say but supposedly some some of the people that are living there have some mental health issues and that's why they wanted to remain anonymous because they feared for their safety and honestly the safety of the people that are living there because it's not inhabitable the way that it is okay okay I don't even know where Alama Drive is where is it's like under back way yeah okay got it um let's see we have um we've been receiving complaints from McDonald's since the outbreak of the um I know e hybrid so because of the onions what you didn't hear that that big thing that what why are you receiving so from the Board boort of Health but there's is there a McDonald's in town two of them two of them are wait they're on the bike they're on theik like no way there's J McDonald out of everything yes we have I was like that perfect one of the complaints came through Maven so oh okay yeah so we're on it we're we're we're on it we thaning so McDonald's has had issues with people getting sick you know what they had it in Six States and they had 75 people sick and one died oh gosh haven heard so all of them they're no they're not serving anything with onions on it's they've eliminated all there's a big sign in there okay so that yeah I have to write something I'm not sure about what um complaints from McDonald's McDonald customers are compl customers to you customers to you they're complaining about being sick we have had a customer complain and then we've also had something written in M yeah McDonald's customers to the Board of Health well supposedly they fixed it not the sick people but the sick onions yeah because of the onions yeah yeah it was something having to do with the onions it's been all over the news I I saw it but anyways yeah so okay um but there's always a complaint with McDonald's yeah okay um Sean fixed our account on the so thank you whatever you did he fixed the account although he did say that um the revolving accounts we won't see that fixed until they close 20124 yeah that's a discussion that I have to have with them it should be closed it should be updated well that's what I had thought I I thought it was but anyways so we won't see that part um and then once that part's done I'll reconcile that and and see if we're um we I'm back um we meet with Maya tomorrow 2:30 yes okay um and as far as that goes on the risk management I'm working on the harassment in the workplace um and our Toolbox will are going to a harassment in the workplace and the second one toolbox talks for the highway we'll reflect on those toolbox talk yeah and the policy on working alone we don't have that okay so and fast so um I had a concern about uh the gutters uh installed at the transfer station by leaf filters okay they they installed it at the shop and um the deal I got was for them to do the repair for us at the transfer station because the highway department damaged them um they replaced the two entire lengths um the question to me was brought to me was they didn't think it was installed right because of the snow might hit the gutter um one we have a guarantee on installation for a minimum of one year two we have like a 10year ex uh guarantee on the product um three I went and double checked they put it in the exact position where the old ones were so you feel like it should they do extend a little further the reason being is well the reason being is because they were uh basically four and five inch gutters before we put six in because of the volume that would come off that roof really requires commercial gutters so they put the same gutters commercial gutters on as they did with the highway department I don't see a problem with it and if there is a problem we have a guarantee on the installation so okay I think we're pretty well covered on that um this week we will be concentrating on a couple things we've been working on um today a few of the the plows in the Sanders to making sure that we're starting to get ready here um also we're going to be doing a lot of patch on Lloyd's and then Cobble Mountain this week so that should conclude the majority of the patchwork there's some small ones here and there but that's the majority of it okay um one thing I I seen to uh and was brought up to me by the guys and I went and checked it um Cara you remember there was uh I brought to the board a couple well years ago um about loggers using roads and access to on and off their login sites yeah and we we ended up passing that right after you left it went through at a town meeting um well but what I don't see is a requirement for them to be approved on their cutting plan until after they meet with the highway department so the problem that I seen here was a year ago this place on buland was logged they destroyed the ditch workor I find no paperwork for apply for anything for access to that property and I find no record of them recording the roads they're using in and out because if the the roads they're going to be using then we can moderate the times of years that they're going because if they do it in early spring pulling the logs out that they've harvested in the fall and winter they're going to destroy our roads the dirt road now is this the same thing as the bond am I craft and thinking this was bond that we had passed at a town meeting yes we well the bond was a part of it but okay so something happened Mary maybe you can remember we passed it but then we had to retract it because there was something wrong and we were realizing because you probably segregated the loggers you can't no we retracted it what because there was no way of measuring it there was the way that it was look at me in my old mind um there was no way to measure the road prior to the loggers going through there there was nothing in there about like how we knew that damage had been done so we got kick back from Springfield Water I think when they were going into to do something as to how exactly they wanted okay us to have them you know Springfield Water will argue anything and the initial uh statements were if we get them to come in and tell us where they're going to access the roads as far as that goes and their cutting Plan before it's signed we can turn around and go down photograph the entrances and make our determinations as to what they're required if they're going off our road never mind Springfield Water but if they're going off our road on private property and they're filling our ditches and destroying them who's going to be accountable unless we make them have to sign off on it ahead of time I think it was just the way that it was worded and passed was we ended up and I I if I remember correctly we went through legal and we realized that there was no way to uphold it are you remember something different Jo no not something different something in addition I remember hearing it's almost impossible to keep track of those roads with all the trucks that are coming and going and know who did it whether it was Town people Town trucks their trucks yeah um I'm not arguing about what he's saying about you should know when somebody's in town cutting trees down um but that's what I remember about the road thing and that was when Christopher was involved yeah it was like just after you left reading I but see the thing about this is is when they're putting in a logging plan they have to get it approved all right they have to tell us what property they're logging there's no reason why we cannot identify the trucks that are going in and out of that property the ones that are logging it are responsible whether bring in a subcontractor or not and the point was to turn around and make them sign the bond that if that area is damaged I'm not saying every road across the town but if they're coming in and out of buland on private property and they destroyed a ditches well they should be accountable why should we have to go back and repair what we've already done I don't disagree with you but their legal on the other end was coming at us with the idea that we they were not going to sign the bond because there was um that was Springfield yeah so there was nothing in writing as to how we were proving what the damage was and who did it well when they do logging you can pretty much tell where they're going there's no guess about I'm just telling you that's how it ended up and that's how we ended up retracting it at the next meeting so it was voted out yeah there's a man that has been coming in was coming in here when Christopher was here many many times he sat with Christopher and talked about about logging I have no idea what his name is he's oh he's the he's theard Willard PE I think he's from wait from or is from Chester the loger from Chester that's that's Dwayne P Senor know person Oh I thought you're talking about he's like a manager of wild so is he the one I'm just throwing that out there is he the one that's doing the work that I don't know where we're talking so can't tell well rain's talking like policy we don't have that should look see now well Jeff when you were talking about Dwayne when he went down and he did the uh the logging off of uh Chester Road down by the Town Line he actually came to see me and said what was required and what he had done there was he addressed it as I had told him that he needed to do back even when I was with chester so when we turned around he came there he down to earth to put in the proper size Culvert and make the roadway the proper way to save the edge of our road that's what I'm trying to say is this one that went on buad did absolutely nothing the embankment is tore up and filled in the gut the uh Culvert and the uh ditch way so the water no longer follows the ditch it goes into the road I get I get it we got to come up with a plan here that's how I'm do we have any recourse um Rainey or is that do you need us to look if you not if you not if you didn't have any criteria sat he had to come to the town to the highway department to make arrangements for right away there might be I don't know if that exists but I all I know is that the bond does not exist anymore there may be policy that they have to go to Highway do there is there is something about how heavy a truck is uh the tar weight of a Truck Yeah has to be approved I Believe by Highway for them to travel at Rose we have what's the difference then it's a driveway cut we'll call it right you have to come to you so it would be the same they're making a driveway to get their trucks out so they that's cover right and and my biggest problem there was they're coming in they're making money they're tring up our drainage system and they leave the residents have to apply for our permit why don't they R we don't know who it was I I don't know and I asked the guys they said they don't remember because um anyways they they weren't informed as to what was going on they just said when they went down there this was already done they logged it and I mean I went down there and looked at it I said this is ridiculous because even the embankment isn't stabilized it's coming it's washing down into the co into the go uh ditch way so yeah it's a it's a problem that I don't think we may have to turn around and necessarily make a bond but I do know there's towns that have bonds but we need to make a criteria that when they do go for their cutting plan problem is once they get their cutting plan they don't they just go and do it yeah if they have a criteria that is involved like a checklist prior to them getting their cutting plan signed then they have to come and see us and we can turn around and kind of curtail the 90% of this problem yeah well if they had a cutting plan we can find out who it was through the Conservation Commission right but now we're backtracking and we really cannot do anything because we made no criteria saying that what they had to do beforehand but I'd still like to know who it was yeah I would too that way you know going forward this is actually just something that came up yesterday and today and when I really looked at it closely it infuriated me beyond belief yeah well we could always call them and tell them they remain the same regard regardless so but what we do need to know is what cost would be associated with the building it there because that's what part of what we need to present at time meeting so in any event that's we're going to have to table that warrant I'm still working on all that stuff and there will be a whole packet and a letter that's going to go out with the warrant two weeks before the meeting so anybody who has any questions they can read it all and see it all before the meeting and come prepared May Mar's question um yeah what about Lisa Maya fly's place up on North Street an option we didn't at this point I don't want to start to talk other locations because they spent like six a year and a half already like going through all that so we're yeah they're going to go over Weston and Samson is going to give when they give their presentation they're going to go over every site that was looked at what the uh challenges were and what were the advantages and why the committee had decided against certain ones all that will be provided but I don't remember that one being on the list that's saying now we lost this option that was one of the first options no I meant the ones oh oh up there we didn't even bring it up that was even looked at thought it would be great because the house is technically abandoned all the pipes are gone there was massive destruction up there uh with water uh and it was let go I think the water leaked for six weeks before somebody did anything she's still paying the taxes on it but is unless somebody's got really Deep Pockets to repair it oh that house beond repair there's so much more than that one yeah all right as long as we have the two places okay um the other thing I wanted to talk about were some of the accounting issues to get you guys up to speed uh I had sent an email to kiner uh last week just addressing the fact that Joanne had been waiting five weeks for a response on a all we needed was an account number can you give us this account number they weren't giving it to us they just were ignoring us uh I had Derek in my in standing at Joann's desk saying I can't get a response from them either he was I forget what he was looking for but couldn't get a response I made the suggestion I said well did you try calling because usually calling I can get through you did try calling uh mailbox was full never got a call back so I sent what I thought was a very nice now saying you know I think it's time that we sit down and have a conversation about what the expectations can to be moving forward as far as uh response times and your scope of work that's outlined in your contract that day or the next day I was inundated with emails from them for all the things that we've been asking for over the last month and it kind of ticked me off because that just tells me that they have this information at their fingertips we just keep asking for it and they're not giving it to us so when I send this email all of a I get a flood of all of this information that we've been looking for for over a month um so I get all this information okay fine take care of that and then today I get an email from Eric who is the owner of the company telling me that uh so initially just so everybody know we had three points of contact so it was Janice Shan and Eric it really if you're going to go in order of seniority and like it would be Eric Janice and Shan I thought Sean was just an assistant type you know I never really got a response from him either but in any event I got an email today from Eric stating that Janice will no longer be available to Blandford because she's going to work at a different project and our only point of contact moving forward will be Sean so my response to that was again we need to have a meeting with the select board so that we can discuss what your scope of work is in the contract what we can expect as far as response times I said I can only imagine that if we're losing one point of contact response times are even going to be more dismal um so he said that he would be available to attend a select board meeting executive session uh via Zoom does it have to be ative session I well it's going to be discussing a contract so I don't really know I guess okay um so if we feel that we are prepared to have that meeting this coming Monday I can certainly set that up I'll be back um just for your knowledge okay I mean that matters right like Mary you're not negotiating that's what I was just thinking no I just didn't discussing the terms of it I don't know what is going to come of this meeting I think so it's a legal contract that's been signed so I think we're fine yeah public um I guess so my question would be do we have to pay him to come regardless we have to have them I just I feel like it feel as though we shouldn't good Lord that would be a little bit over the top if he charged you when we're trying to discuss a problem um sorry would you be surprised no but you're probably wrong but yeah I think if so like I said I think you're kind of you have more both of you have more um firsthand knowledge of the issues that we're having so if we can just like ahead of time like know what um in which areas they aren't meeting the scope sure I mean each department head is supposed to be getting specialized reports every month regarding their own uh accounts and and all that not getting that we got the expenditure report today I think it's like 40 something Pages only the second one since July 1st that we received so um so we can have that information and then and then I mean even when I asked I don't know what three weeks it took me to get the trial the balance for what is in the trust fund accounts and this is all that sent with no explanation yeah it's just like here you go figure it out I don't know what I'm looking at what like there's no Rhyme or Reason to this yeah uh and that just keeps being what we're running into and it's like trying to work with your hands tied are they trying to tell us something I'm just asking the other part would be I guess that I would want to know before the meeting is if we have to break a contract legally what that looks like for us well there there are there is it does lay out in their contract the reasons that we can I think we're probably within our right yeah so um I guess we don't have to know at that meeting for sure we can just gather the information from I'm certainly hoping that the meeting is amenable and we can come to a set amount of like expectations like I'm sorry we can't wait a week for an answer I understand that this is a part-time type service that we have with them but they need to be available to us if they want to say on Thursdays are the days that we're perhaps offering a part-time secretary to this position or increasing the pay but also increasing I mean right now we're only asking for additional preferred class ACL I mean if you're going to be the highway superintendent maybe you should probably have a class ACL I don't that's just my I think when we look at that we need to look at the salary too though right so um and then but that also ties in with the is there an administrative assistant right doing um so whatever the you guys want to recommend if you guys want to take some time looking this over over the next week yeah and we can then on Monday next our next meeting if you could give me your recommendations what you'd like to see on here so that I can then combine them with whatever rainy suggesting and come back to you guys with what I put together you got to take Josh's name out as Town Administrator no I'm leaving it I'm not getting played for this um just throwing it out there I was talking with um Chief duio um at our sadly Dead Halloween party and um she was saying that the um Police Department is really in need of some sort ofate Administrative Assistant as well I don't know if there's a way that we could sort of creatively tie those together and create desirable position I think that if you have an administrative assistant for Highway you're going to be asking them to do chapter 90 the grant stuff the reporting that's a lot it is a lot and if you're looking at a part-time position I don't know that it's just it's a lot of work I will say that so I was wondering if you are were trying to appeal to someone who has um more qualifications does creating a full time position probably but so then how would that work because we share with chester yeah that's where it would get tricky how would I don't know how it would work sharing with Chester and we would have to offer um benefits but if it meant having someone that would stick with the job I personally think that yeah I mean I don't know if if if you're willing to if the board is willing to pay more and have a personal or not personal assistant an administrative assistant for that role I think maybe first you should just try increasing the salary for Highway superintendent and the qualifications and really get a qualified candidate in there that can handle the chapter 90 their reporting and all of that because then you're if you're looking for somebody that isn't famili like a A administrative assistant who isn't familiar with chapter 90 who isn't familiar with Grant reporting it's like then they whoever is sort of onp porting them has to teach them how to do all that and it's that's it's a lot but if you're working with somebody who has experience and being a highway superintendent that means that they have experience with chapter 90 they have experience with this type of funding and if you're offering a competitive salary you're more likely to get that person okay I one thing couple quick points that was like U said is like never mind the class A license stuff here um what I'm trying to say there is if you have a good superintendent he's going to delegate the workload and he's going to be able to handle the is the incidents come up that require a Class A all right the only time we really require them is transferring a trailer with equipment that doesn't happen that often so uh you know you know and I hope you do I've never had a Class A I just didn't need one I made sure that I had Personnel that was able to do the job and delegated it out to do the the jobs that were out so not everybody's you rainy not everybody's you well no but what I'm trying to say is uh you need a person that's going to manage it not so much do it um and yes I have hoisting licenses and I can operate the equipment and everything but what I'm trying to say is the importance is to really get somebody in there that's going to manage the department rather than you know and still be a worker yes you I still get in a in fact today I was put helping putting Sanders together but you need that more importantly and when you're GNA try to invite somebody to come in right now nowadays you're only going to pull somebody qualified from somebody else so you're going to have to make it financially appealing to them and I'm I'm not trying to say anything other than personally um some people think I'm nuts because I don't really worry about the money quite so much I love the job I love that kind of stuff but nowadays you're going to look at that to see money is going to talk to get a qualified person and I would agree that if you get a secretary honestly Cara you know when I started there was a secretary there and it was a problem because I did not see what was going on in the department there a secretary was trying to do it so I feel a good manager or the superintendent has to see everything going across his desk okay and that you know secretarial help is nice but if you don't have that qualified person in there it's not going to work yeah what are your thoughts on someone even like a minimal amount of time to do payroll or something like that well that would be the minimal amount of time to do stuff once the person settled and they have established the the problem I had was I wanted a different routine established than the previous person okay they were saying I'm in charge of this I'm in charge of that and I I just had to politely say no that's my responsibility I need you to do this stuff but not until I okay it so uh so minimal help would be advantageous but I still think that the the the real strong points you're G to have to look at is income okay okay thank you so we'll take a look at it and you'll go through it with rainy back to the police you're going to have if you want a full-time you're going to have to just talk to Chester is that what yeah I wouldn't do full time unless it was like a combination no no no she was just saying that um it would help her to have more hours actually out on the road on the road as opposed to the amount of hours that she finds she's spending she said even just the um licenses police chief said the same thing yeah so that seems to be the she said the same thing running and that's something we can discuss with chester if it's just for police um she said she thought 10 to 15 hours a week total would cover that so we can talk about that with Chester and see if we can hire someone she mean 10 so would they here for each or both I think all together okay I'll so that would be feasible I get stop running when's your next quarterly uh is basically depleted there's about $1,000 left in that account that's due to standard Truck Kits that were purchased last year but not paid for until this year day that's how dated it I guess I don't know um so that account is is down to about $1,500 as of today and they're he's going to need a lot more to just buy what we need to have an by that account you mean the winter account account yes so rainy I I would just SP I mean that's the account that you can go over on so I would just say it spend yeah so we just go over on it and then move the money have we bought salt have we bought we used to create the4 R 84 is the revenue for this is a base that you can't tell that yeah so I want to know what the interest is because I because you can see 8,000 that would that's the interest or What year she gave the additional $7500 that's talked about but can't be documented to this account and the question is how much has really this account accumulated over the years at what rate of interest has it accumulate and how has it been spent over these years well that's what we're trying to find out and I'm suggesting that a forensic audit needs to be done to really look at these accounts and I have a hunch Watson Park is probably in the same bag of management well that's part of the conversation that we need to have with ER when we have because they should be able to tell you exactly what stocks and bonds that money is invested in and what it's earning yes Mary question now I thought that Sarah was going to do something to put the last $7,500 or $7,000 that was donated back into the funds there was some talk before Christopher left about trying to um find where is put this into a better place so that it was earning more money to do some adjustments that didn't
