posted to the city of Boston's website before I review procedural matters I will introduce chairwoman of the board Kathleen Joyce morning Danny my name is Kathleen Joyce I'm chair of the Boston licensing board today I'm joined by commissioner Kiana Saxon and commissioner Liam Karan thank you very much please ensure that your audio and visuals are working properly if you are presenting or providing testimony before the board I will call each item in the order that it appears on this morning's agenda I will then ask who is present on behalf of the applicant you'll make a brief presentation regarding your proposal followed by questions by the chair and Commissioners following questions there will be an opportunity for Testimony beginning with elected officials or their representatives for members of the public wishing to provide testimony please limit your testimony to two minutes and please state your name address and affiliation if any begin with the first item on attorney gar Chang attorney Chang good morning Commissioners my name is k Chang I'm representing Prime yogati um uh we had gone through the process we had all the inspections and I uh had several conv conversations with the neighborhood services who was very helpful extremely helpful and uh they connected me with the local organization I think there a Civic organization that's have an upcoming meeting of which we plan to attend so I'm here helping my uh client to hopefully get uh the final approval so that they can launch a yoga business in this C- weather thank you thank you um when is the Civ meeting and could your client tell us a little bit about the business uh my client uh I don't know let me try to find them hello Miss Wang or how about Miss Tang um hi I'm here um yeah can you tell the commissioner a little bit about your business and limited not more than five minutes um so I don't know if you guys um have ever like tried yuger before so um it's it's very simple it's hold on second he's also baby sending two kids more interested in the actual space it says that there's no seats it's going to be takeout only yes yeah so tell me a little bit about that and when is the civic association meeting and which civic association is it Civic let me answer the civic association uh I wrote to uh uh Mr ad uh I think ad Doro I wrote him email I also left a message for him to get back to me about Civic meeting uh sometime in January so I'm waiting to hear from that uh Miss Wang can you tell the commissioner just a little bit about your space 500 square feet there a take out go for it yeah 500 um square feet roughly and it's only for take out um and I think we do not have any conflict business with our neighbors and um I think um the business will really like give um altic and um diversify the business opportunity for um Austin city okay um let me think what is it built out yet the space yeah it's already it's already go commissioner uh also uh the propriety Miss Wang also has a couple other bubble tea places in other areas of the city so it's not the first uh Enterprise they they they are young they're energetic and uh they they're ready to do do it okay thank you very much um I don't have any questions for you or your client um I'll see if the other Commissioners do commissioner SA or commissioner kin I have no questions thank you none from me thank mayor's office of Neighborhood Services this time the mayor's office unaware of any concerns can confirm that the appin is in touch with the Alon civic association uh has been in communication with them about attending uh it sounds like um the meeting this month which is the third Wednesday of the month uh with that will beer to the board thank you thank you are there any other individuals who Turkish laouri Cafe located at one North Beacon Street in Alon has applied for a common vler license to be exercised uh at the previously licensed location an 1800t first floor has full kitchen two bathrooms and 60 seats the basement is for storage and includes an office space along with one bathroom there is no outdoor patio manager rat canka hours of operation 10: a.m. to 11:00 p.m. who is present on behalf of the applicant hi it's me Rafa great thank you uh Mr K for joining us if you could please just briefly present the proposed Concepts to the board yeah um so we were actually uh this is in the Austin Austin uh City uh we had a restaurant before two doors down um we're not something new we just got a much bigger space um this location previously was a another restaurant uh grasshopper was the name and um we were able to you know get a bigger space and we're able to um you know move into 1800 space so we have uh no out there ped patio it's a 60 seats um we're open seven days a week uh we were previously actually open from 10: a.m. to 3: a.m. but now we're changing it from 10: a.m. we want to change it from 10 a.m. to 12:00 a.m. this time um yeah previously we were just two doors previously we just two doors down um we were there for four four years now and we just moved over to a bigger bigger uh bigger spot to doors that the um agenda today says 10: a.m. to 11: p.m. okay yeah so we were trying to do it until 10: a.m. to 3: a.m. actually uh we had a temporary CV uh listed at 10: a.m. to 11 11: p.m. so that's what we're doing but we were trying to get until 3:00 a.m. we stopped we don't wanted to get into 3:00 a.m. now we're our new proposed hours from 10: a.m. to uh 12:00 a.m. if that was possible I don't believe that's possible today based upon the fact this was noticed as 11: p.m. and did you talk to the community about 11: PM uh we talked to community well we talked to Aca about uh 3: am. this was like last month uh we didn't talk about the to to the city of Boston about 3: amm no okay all right um commissioner sax commissioner K any questions uh none for me thank you none for me either thank you thank you are there any individuals who would like to testify on this matter beginning with elected officials or their representatives yes madame chair members of the board clor new with the mayor's office of Neighborhood Services this time the mayor's office like to defer to the Judgment of this board on said the applicant circulate Flyers to a BL within 300 feet uh we only heard back from one resident who was supportive of The Proposal um and they were connected with the Austin civic association we're unaware of any concerns at this time that will defer to the board thank you thank you Connor do you know what was the closing hour on what was flyer in the neighborhood um this has changed a few times um since the application was filed with us certainly let me sorry let me take a look real quick sorry I have a right here I don't have the hours I'm afraid sorry um um all right if we can circulate back after this to figure that out so we can make sure the board's aware of what was advertised certainly great thank three djm Group LLC doing business as L he takaria of Kenmore Square located at 533 Commonwealth AV has applied for a common vict license to be exercised at a previously licensed location 2432 foot fast casual restaurant with 25 seats inside a full kitchen in the back and a cook line and serving line in the front there are two unisex bath rooms one of which is ADA Compliant a private seasonal patio used from April to October offers 16 seats and operates during the same business hours as the restaurant manager John Shaw hours of operation 8: am to 3: am who's present on behalf of the applicant good morning Danny this is Chris Tracy from onean Associates morning Mr Tracy uh good morning Madam chair members of the board uh and members of the community who could make it this morning my name is Chris Tracy from onean Associates with a business address of 18 Tremont Street in Boston with me uh in my office is the founder of CEO as the founder of lfas and the manager on site uh John Shaw and his son Justin Shaw is joining us virtually as well we are here respectfully asking uh permission of this board to Grant a CV and for us to open and operate until 3:00 am we held an abutters meeting hosted by Neighborhood Services on December 2nd it was extremely sparsely attended uh but we showed our plans and how we plan to manage uh both the in in dining in customers and deliveries as well on October 29th we had a call with councelor Durkin director of operations Tony bayz shortly after we spoke to Boston police uh area D4 CSO Sergeant Joe Nardi to brief them all on the plans as well uh yesterday we presented almost 2,000 signatures of support of this application as well as six letters from local businesses in the Kenmore Square Benway Park area uh this is an operation that has been before this board before we have proven ourselves as an operator that can operate late at night until 3: in the morning we operate until 3 in the morning at 269 Huntington AV our nor Eastern location and our bu com app location as well uh and we are proud to say that we've had a a good bill of Public Health when it comes to Public Safety at both those sites since we've been open late night we take Public Safety of with Paramount importance as well the quality of life in the communities that we are a part of um we want to acknowledge that there are some folks who are who are opposed to this uh and we want to say that we have a tremendous amount of respect for those folks uh we met with them yesterday afternoon and they are pillars of the kinmore square Community uh but some of the things we heard from them were were around how this isn't the norm we understand and and acknowledge that this is not the norm we think that if Boston wants to be a world-class City we need the amenities convenience and vibrant night life that attract young talented people that's why here that's why we're respectfully asking your permission and that's why we take this uh very seriously we plan on working cohesively with BTD on parking and delivery and management of all scooters Mackin from on was nice enough to reach out to me from his vacation and said that BTD would prefer our parking take place on Deerfield Street we're happy uh to accommodate that and work cohesively with the city on that um a bit about deliveries you know we acknowledge that scooters cause problems in the city of Boston okay we understand that we have an exclusive agreement with door Dash that agreement allows us uh a personal contact with door Dash to discuss these issues and how to mitigate and minimize the issues whenever possible in fact if a bad if a driver has behaved badly done something rude done something out of line then we actually ban that driver um from doing deliveries from L heas and ban them from our stores so we're trying to be proactive and do the right thing again here respectfully asking your permission we're going to keep working cohesively with the community no matter what uh and with that said I'll hand it over to John thank you Chris um as Chris said we've been before the board before our first store in in Boston opened um in August of 2020 um our second store opened in March of 2021 and our third store at Buu on comav opened in March of 2022 during this time we've done $43 million in sales um for the city of Boston we've generated $3 million in sales tax um 320,000 of that has gone to the city of of of Boston um I I would around the sort of the salaries of four or five police officers have been generated um by those sales tax we've generated over $3 million in wages to um the over 200 employees that work in these um three atin area Stores um it's generated another $650,000 in state income tax but I don't want to talk about the total um operation of Al hepes I want to focus on the time between 2 and 3 a.m. um because after we opened each of these stores we came back to the city um with proposals to extend our operating hours at our Boston comp common store we were originally only awarded a midnight um opening or closing um the northeastern store had a 2 a.m. closing and the Boston University store had a 1 am closing around 18 months ago we came back to the city and were awarded a 3 amm closing at both our Northeastern store and our Buu store um and so we have roughly 18 months of experience now with operating in the city of Boston to 3:00 a.m. and I just want to give a little bit of results of that experience during those 18 months we've served over 56,000 customers between 2 am and 3:00 am there is a tremendous demand for food during that time um we've generated over $850,000 of sales during that one hour um we've paid over $250,000 in wages just during that one hour over the two stores we've already um that already have that we've generated $60,000 in sales tax during that one hour essentially we've we're paying the annual salary of one Boston police officer um by the sales tax we're generating just during that one hour um the both councelor Durkin um and um and the owner of cornwall's Pam Beal have um have said that they're concerned to about issues um operating late night um they've talked about scooters they've talked about um delivery issues they've talked about noise complaints um and I just want to sort of point out that [Music] um if you look at the scooters outside of 533 com abar store is located 99% of those St scooters are Buu students going up and down the street the scooter issue should be addressed with bu overwhelming um it's not delivery drivers that are the source of those scooters delivery isn't um is an issue and we have dealt with the delivery issue at way more complicated locations at both our Boston Common and Northeastern store our Northeastern store has a on Lane um traffic outside of our store that we've had to address um the Boston Common store the corner of Boyston and Tremont is an incredible busy intersection we've had to address the delivery issues there and we have successfully addressed those outside of our comav store um at the 533 comav in kenmor square it's a four-lane road with with um as Chris pointed out Deerfield street that essentially has nobody on it um late night so we're going to be able to have a way more successful delivery operation um even though we've already addressed it um in in a more complicated way um at our other stores um we have had as Chris pointed out um almost 2,000 signatures asking us um um supporting us to be open till 3 a um we have six businesses um wrote letters in support of our opening till 3:00 a.m. um the the other issue that um I wanted to raise is um both councelor Durkin and Pam um have talked about the concern with noise outside of our store opening late one of the things I just want to point out is that there isn't any issues that happen between 2 and 3:00 am. that don't also happen between between 10 p.m. and 11: p.m. between midnight and 2 p.m all of those are issues that occur during that time and as a responsible operator we've addressed those issues and all the stores that we've opened in in the Boston um in the city of Boston um we have not had one noise complaint um since we've been open between 2 and 300 a and either our Northeastern or bu Stores um so the kind of issues um that we've that have been expressed um as a concern we've we've already addressed those and we'll continue to address them and we'll work with both the neighborhood and um with the local counselors um to take care of whatever issues occur the best way to address um the issues of late night is by having responsible operators operate late night um the more late night becomes a common place the safer and the better late night experience will be for everyone um and we're asking the city um and the licensing board to approve our 3:00 am closing time um and to know that we will work with this with the both with the city with the neighborhood and with the city counselors in the area to address any of the issues that arise um as our late um with any late night operation or any operation as I said because the issues that occur at late night occur earlier in the evening earlier in the day so we would appreciate the board approving our 3: a closing [Music] time thank you um just a a quick question um so do you have a plan for people to park on Deerfield street it's not completely ironed out I'd say we we have some space in front to accommodate uh scooters and then we were planning on using an adjacent public alley BTD reviewed that plan and said they'd rather the cars park on Deerfield and we gave our full endorsement of whatever BTD and on and the counselor want us to do we'll work hand and glove with them on that for parking and hours or for what for parking of the scooters y okay commissioner Saxon or commissioner Karin questions uh not at this time I'll wait for comments thank you none right now thank you thank you are there any individuals who would like to testify on this matter beginning with elected officials or their representatives yes Madam chair members of the board Connor Newman with the mayor's office of Neighborhood Services this time the mayor's office of defer to the Judgment of this board some background information in the community process as you heard from the applicants representation and a Butter's meeting was held on December 2nd by on and CES uh there was uh some residents in attendance uh concerns were voiced regarding uh pickup drop off for deliveries as well as the uh the closing hour the applicant went on to meet with the uh Kenmore Business Association uh which was supportive of The Proposal with the closing time of 2: am um they felt that at 3:00 am sets a precedent uh for new businesses to just immediately start with the later hours as well as concerns regarding um noise potential disruption uh and just Gathering uh late in the evenings um the applicant sent over uh petition with uh 1,400 some signatures uh in support of The Proposal uh they also on that petition delineated between those who are strictly just residents and those who are be students um we don't have any other additional letters uh in opposition at this time um but if we receive them we'll make sure they get forwarded to the board uh that we'll defer to the board at this time thank you thank you very sorry 1900 signatures not 1400 okay thank you Mr Char um I do see councelor Durkin is with us and has a hand raised counc derkin if you would like to provide your testimony thank you so much um dear chair Joyce and members of the board as District a city councelor representing Kenmore in most of the Fenway neighborhood I would respectfully like to go on record and opposition of the applications offer operating hours until 3:00 a.m. 2: a.m. closing time would be more appropriate for the Kenmore neighborhood even McDonald's across the street on the non-residential side is not open to the public from 2: a.m. to 3:00 a.m. and went for 3:00 a.m. pickup window only after 10 years of operation at their Kenmore location supporting local businesses is one of the best parts of my job and Al Hees takaria is an adored Mexican restaurant chain that got it start in the Boston area however the plans for this Kenmore Square location leaves me and other community members with many questions um also this application mentions a seasonal patio dining which will operate during the same business hours as the restaurant with the requested closing time of 3:00 a.m. outdoor dining late into the night will undoubtedly serve as a disruption to the residential buildings of the area and is unacceptable the proponent has not resolved this question um we did have a call with the proponent yesterday um and we didn't reach an agreement on these two issues um or um and specifically on the patio I didn't receive an answer on when the patio would be open till um so on behalf of residents I'd like an answer to that question I do believe that an 11:30 patio closing is appropriate as of now I would hope that the licensing board would support the community and recommend to more appropriate in standard standard C War closing time time of 2: am. and a patio closing time of 11:30 p.m. um that's not to say that the community isn't open to more discussions after they're open but I think that would be appropriate at this time um my letter that I um sent to the chair um is co-signed by Pam Beal the Kenmore Business Association Terry North from the Kenmore residents group Chris Strang from KCC which is the Kenmore community and Economic Development Corporation Louie thurmer who is a nearby a butter on Bay State Road and Marissa and Paul Marino a nearby a butter on Bay State members of the public we will now move to members of the public who wish to testify there are some folks with hands raised already I will call in order um if you are wishing to provide testimony ask you to unmute and you may have h two minutes to provide a testimony yes thank you so much good morning uh my name is Dolores banan I live on Park Drive in the Autobon Circle neighborhood and um I am um pleased to hear the counselor's response to the proposed closing hour of this um new business or this business at this location and I would just encourage and and urge the commission members to deny this applicant's request for a 3:00 a.m. closing for the reasons that I believe have been expressed regarding the likely disruption in the early morning hours it's wonderful to have vibrant streets in Boston but not when it means uh disrupting people who are trying to sleep obviously this is an intent to capture the late night crowds leaving local area bars and entertainment venues in the and so um you know a 3:00 a.m. closing means between 3: and 4:00 a.m. people are dispersing through the ab budding neighborhoods they're not using the tea and so it's likely to be disrup itive and if I'm woken up by noise and I can't identify who scooter and for what business then who am I going to Lodge a complaint with so I think that it is ill advised and I would um just Echo those who have expressed the opinion that this is um much too late an hour and especially um operating an outdoor patio until 3:00 a.m. which is which is I would say rude so thank you very much for the opportunity to speak and good wishes to you all thank you very much can I can I just interrupt um can I get a a very simple like one-word answer when it when do you propose to operate the outdoor patio this might help with some of the testimony that we get we were we were going to we were going to close the outdoor patio at midnight thank you thank you the next from Pam Beal uh Miss be I'm going to unmute you and you may have two minutes to provide your testimony thank you um and good morning chairman Joyce and board members my name is PM Beal and I'm president of the Kenmore Association and I just want to give a little bit of History first I want to thank Council Durkin for all her hard work on this and for also the applicants for meeting with us so many times trying to resolve this as we do not want to oppose this application we our issue is simply the closing hours so um by way of History there were quite a number of businesses as people may or may not remember that were open until 3:00 a.m. we had all kinds of problems and um lots of meetings with the Boston Police Department hours were rolled back businesses were closed and there was a agreement between the community the Boston Police Department in the city that we would sort of stick with a 2 amm uniform closing anybody of course could close earlier than that but with a uniform 2 a.m. closing the police could keep everything under control the qu the square is much quieter it's much better it's much safer late in the evening now and um it is a result of that we understand if the city and applicants want try to revisit this and move to a later closing hour however we feel that people should have to earn a later than 2 a.m. closing hour um granted this applicant has operated in other neighborhoods but every neighborhood is different not everybody has the same history as kenmo square and um as I said we're willing to work with them we would be happy to um meet with them as often as we can I'd be happy to stay late into the night as I used to do to work with them and monitor everything and make sure that we have all the right pieces in place so that we could feel comfortable about setting a new president of later hours till 3:00 a.m. because we know once we allow this being a democratic organization we will approve others so this is an important test case for us I'm sorry if they don't want to be the test case but they are the first one out of the box to make this application and I think as if they're willing to be a good hardworking and responsible member of the community they should be willing to work with us on getting them from this 2 amm closing to a 3:00 a.m. closing that everybody understands and feels comfortable with and is completely under control so we don't s off another Domino that takes us years of people being afraid of the square and things just going back to where they were when it was an unpleasant experience to be into the square into the evening so I appreciate that um the board's time and attention on this and all the effort that everybody has put in and um respectfully we ask that you give them a 2 a.m. with the understanding that we as a community are willing to work with them to get them to a good place and to ensure that everything that changes is a good change for the square and that later hours mean something that we can all Embrace thank you thank you Miss Beal the next hand I see raised is Jim Travers Mr Travers I'm going to ask you to unmute and your two minutes will start now uh thank you uh good morning everyone uh my my experience with um El heas is based on uh their their location in Harvard Square because I live near Harvard Square in Cambridge and I just wanted to say that in my experience with them uh the it's it's a restaurant that I believe uh has a a positive influence on the Harvard Square area it's not a place where where people get Rowdy it's not a place where people get drunk uh in uh a lot of the businesses I think in both uh Cambridge and uh and Boston uh the kind of places that tend to be open late at night are places where people uh drink a lot they get drunk they get Rowdy and I think that it's it's probably a good idea to have some businesses open at that point at that period of time uh that will be full of people that are that are not getting drunk and Rowdy I think that can have a a a peaceful calming effect on uh on the area and it can make some people uh you know less afraid to be walking around at that time of night um I uh it's a place that offers um uh good healthy food at at good prices uh there's a a significant demand for that I believe in uh areas uh like Harvard Square and in Keno square and I really think that um a place like El heas would be uh a positive influence uh on the area and uh um I think in in looking at this we have to look at the the um the track record of of el hee and what they have with their locations not only in the Boston area but it looks like they have locations in the Northeast as well um all around college campuses they're all open late there haven't been any issues in those other areas particularly no who's in the Boston area so I think this is going to be a positive for for the Community pos positive for the area they have a history of being able to do this in a controlled manner with no issues so I think that uh having something open later for this would be uh beneficial to the area beneficial to the city and uh I think this should be approved thank you thank you very much the next hand I see raised is um from police chief low um you may please to speak this morning at this time we respectfully support a 2 A.M closure for the proponent new location in kenmo square this time frame represents a balanced approach that aligns with other closing times in the area while prioritizing the well-being of all of our stakeholders we believe this new location starting out with the 2 a.m. closure reflects the shared interest of our businesses residents students and visitors it ures consistency with existing establishments and promotes effective management of kenmo square contributing to its repesent reputation as a safe and Vibrant policy that the city has of acting new businesses to have an earlier closing time and to earn a later closing time um and we have now done that three times in the city of Boston um we have passed each time with flying colors um and I I would just like to sort of say well I I understand the policy I feel like we have earned the right to um to be open till 3:00 a.m. because we have now on three occasion gone through this process um and if Boston is going to continue to sort of uh say that they want to be um have this you know this nightlife economy committee and have a vibrant um it it helps if if we sort of back those up by supporting the the those businesses that have proven themselves so I hope you will support us I'd also just sort of like to say I know there's a lot of people here maybe not everybody wants to speak but if we could just take a minute and by a show of hands let us know how many people that are here and on this call support Al he staying open till 3:00 a.m. I is Matt McDonald I'm an employee of Live Nation um I work over at the MGM Music Hall over on l Street I just want to show my support um for L is staying open until 3:00 a.m. as someone who stays at late nights um usually not leaving the venue until about 2:30 in the morning and it' be great to have a healthy option for food on the way home from work um be able to support a local business thank you thank you very much um I see two more hands raised the next is lilan tyak Miss tayak I'm going to ask you to unmute you may provide your testimon you have two minutes great thank you so much good morning everyone I just wanted to talk um from an perspective of someone who's a transplant who moved here five years ago to attend Boston College and I work in Boston College now um I just want to say that I know amongst a lot of younger people a lot of students that it's really important for us to have places that are open late uh for people that get off work late for students that are studying late to be able to actually eat to continue you know studying and working um I want to say that amongst us it's kind of one of the big reasons why people leave Boston is there's not a lot of places open late and so for us it's really helpful to have more restaurants open I think I'm totally in support of this decision I think it's great for lfas which is cheap affordable and actually really good food and really healthy to St open later I've never seen an issue at any of their other locations I've eaten in the Harvard one tons of times people I agree with Jim really don't get Rowdy there they're dare to just get their burritos their burrito bowls tum Changas they just want to be satiated and go home um I really don't see this being a huge issue with noise um that's all I want to opportunity to speak so I've been a uh employee in Boston for a major university for um seven years in the alustin area and one of the biggest complaints first of all I support Al he is staying open at 3:00 a.m. they have a good reputation amongst the student body including Master student Executive Education attendees who knows L he is because they go across the river to um to Harvard Square but a major complaint I get from lots of these guests throughout the the whole academic year is that Boston never has anything open late and I feel like the city is losing such a huge opportunity for uh Revenue um by mitigating times and I understand they need to respect res concerns but the city also has to find a way to modernize and I think alah Hees is a perfect safe um uh restaurant location where you're not having Rowdy drunk people and it's a place that has a good reputation that's opens you know visitors eyes to you know what Boston is what our community is the type of food we serve um so to me I just wanted to emphasize that you know it's not just about the residents but it's the employees that go home commute late they need access to food that's safe and good and I think Al Hees has a wonderful reputation the food is great and I I think they really should have more um the ability to open more locations including the one in Kendall Square um Kenmore Square um to 3: amm thanks happened is at first we don't really plan to do the uh liquor here in this store but um as we open the restaurant a lot of our customers request uh to have beer for that chicken and then we see this like okay this and also like any other stores of the uh BBQ chicken they also serve alcohol and then um they do pretty well and also here at the jica plan location I see that it will be like a very good opportunity uh for our store to boost some sales and also like uh I've been to this location for uh 3 4 months and then I see like uh uh the residential area uh this is in the residential areas it's not in the students area so people here in um in the area pre uh behave very well they're very nice they're very responsible and they have a very strong sense of community so I feel very certain if I serve alcohol in the in the in this store right um I see a lot of customer request for alcohol uh for actually uh specifically they uh request beer for for uh to drink with the uh Fried Chicken appropriate uh addition to this location uh and we think purita J chanchai is an appropriate manager for this location um the U there was a lot of questions about uh takeout this is a very busy area of Jamaica plane right across the street from the post office um but there hasen't been uh any issues over the uh 20 or so years that there was a restaurant here um as cafe bayroot or uh under BBQ chicken there are a few um short-term parking spaces at the post office directly across the street and across the street in front of the uh uh Health Center so we think this is an appropriate uh use five new liquor license issued this year in accordance with the recent legislation allowing the issuance of licenses to underserve neighborhoods um fresh food generation opened it stores in the first floor of a mixed in housing and commercial space at 191 talbet Avenue in um 2010 the neighborhood is less than a two-minute walk to tedav uh commuter rail stop Perkins Community Center and H harami Park um they opened originally as a small takeout restaurant with four indoor counter seats and a single table serving healthy affordable farmed plate locally sourced American fair with a Caribbean twist around that time they opened they sought a liquor license but none were available they then sought and obtained a BYOB license which they've exercised at the premises without incident for the past several years in addition to the restaurant uh fresh food Generations also operates a catering business out of the space serving the city of Boston and many colleges and universities in the area the business continues to operate out of the proposed license premises in this past year the applicant has done considerable renovations to increase the seating capacity and plans to have 18 indoor which she managed she was awarded an RFP for a mobile beer garden which operated in six different neighborhoods around Boston all without incident Miss Campbell so far conducted four different neighborhood meetings all of which Garner terrific support and is here this morning to answer any questions uh currently we have the neighborhood meeting scheduled for January 29th and the Longwood area civic association meeting scheduled for um oh I'm sorry strike that we've already had all of our meetings uh both with the civic association and the neighborhood and again have all garnered support as far as Community need there is an abundance there are very few other sit down restaurants in this area driving business elsewhere and depriving local neighbors of the opportunity to have a real Neighborhood Restaurant in which to come eat and drink um fresh food um currently has 29 employees 15 of which are full-time and 80% of which are locals and are able to work able to walk to work uh the applicant expects uh the update to the restaurant and additional addition of the liquor license to add at least another five jobs and finally the menu options are both affordable and healthy providing a great alternative to the fast food chains nearby again miss Campbell is here to answer any questions the word might have thank you for your time thank you attorney Buro thank you for joining us today miss Campbell um your attorney did a great job describing um your concept and the reason why you're requesting um us to consider you for one of the uh new liquor licenses the only question she didn't cover in her description of your qualifications of manager record um was the last one about whether or not you familiar with the rules and regulations of our board the abcc and the laws of the Commonwealth pertaining to the sale and service of alcohol just a yes or no answer yes I'm familiar all right thank you very much uh with that I have no questions commissioner sax no Commission car I have no question thank you did I just take two minutes to describe our experience in my own words of how we got here sure I'm sorry I didn't know there was more to your presentation but go right ahead I I'll be very brief um just want to provide some a little bit more background um so we've been in business officially for 10 years we started at Commonwealth kitchen we were there for eight years we moved into this space in 2021 when there was an ordinance by the city of Boston um not to allow people to um sit inside of restaurants because of covid and um our restaurant was sort of designed around that rule and the time um the past two years we have um gotten to know the neighborhood more and what their needs desires are and they have said that they want full service sit down seating and so we recently um renovated our restaurant to be such so now we have 18 seats um and we have had a great time using our BYOB people have come in um and have hosted events at the restaurant um and they've gone really well um as Stephany said earlier this year we did a mobile bear Garden um in conjunction with the local Brewery um and that was a great experience for us of getting to see people to gather eat laugh connect around food and so we're really grateful for the opportunity to be here and really grateful that this is potentially a moment where we renovated our restaurant and the city at the same time has worked really hard to um get more liquor licenses available and we'd be very thankful to be one of those applicants to receive one thank you very much Miss this board some background information the community process uh on had hosted an abage meeting on October 3rd uh it was lightly attended but there were no concerns raised regarding this proposal uh the applicant went on uh to receive a letter of support from the Codman Square neighborhood Council um our office is unaware of any concerns from the broader community at this time we've heard nothing on the above the premise includes a 2565 foot restaurant on one level with two entrances and three exits this includes both indoor and enclosed outdoor patio dining the indoor dining area consists of a dining area for 49 patrons a kitchen two restrooms and storage the year round patio is accessible from both outside and inside the restaurant with the same closing hour as the indoor portion and can seat up to 48 manager Ferdie arua Closing Time 11: p.m. attorney Len scatino attorney scatino um good morning attorney Lauren scatino and just for the record with the business address of 245 Sumer Street um sweet 110 in East Boston um here on behalf of f&h Inc doing business as meito restaurant they have been in operation in the neighborhood for um over 18 years now it's a Latino owned and operated business they do also own the building that the restaurant um has been in for the past 18 years it is basically the only sitdown restaurant located along um border street so there is a high need for this they do currently hold a um Beale wine and cordales license but they are looking to upgrade their license to a full alcohol license to better serve the needs of the community um this I I would like to just state that this is exactly the type of restaurant that I believe the leg lure was thinking of when they were releasing these new licenses to the neighborhood um Freddy did try to get a license early on and there was no licenses AA available um this is a true neighborhood um establishment and frequented by the neighborhood residents um Ferdie has also been the manager of record for quite some time now and he is a US citizen he um is a resident of the Commonwealth he's familiar with the rules and regulations of the city of Boston Li board and the abcc and he does have um extensive experience in the food and beverage industry as I mentioned it has been open for 18 years with um no issues thank you very much attorney scatino uh with that we'll see if there are any yes good morning yeah my name is fer ARA and the owner of restaurant in East Boston border Street it is a family restaurant it's been for many many years 18 years and uh we like to have a f will be very Community lot um sorry cut out there and s for many years in East Boston and it is Family Restaurant you know a lot of family lot of kids coming and uh we've been for many years we have experience um okay so you've been operating at this location for 18 years have you had your beer and wine license for all 18 years yes okay um I don't have any additional questions commissioner carer commissioner Saxon the your beer and wine now is it unrestricted I'm sorry the beer and wine license you have now is that an unrestricted license yes okay and you would you're pursuing either one of the neighbor ones for all alcohol or the theoretically the the the unlimited ones right correct okay it just to cover it if you somehow got the unlimited one would you be turning in your unrestricted beer and wine um we fully aware that we can't hold two licenses at once so um you know either try to sell it to another neighborhood business or turn it in but we are fully aware that we can only hold one license at a time okay so if you got a neighborhood uh all out all alcohol I would expect you to Market and sell the one you have now correct I'm I'm sorry you're breaking up a little bit sorry um if you if we uh awarded one of the neighborhood all ALC alcohol licenses you would uh be marketing and selling your current beer and bl right if if we could yes yeah okay I just wanted to be clear on had hosted M Butter's meeting on November 26th uh there were no concerns expressed in that meeting um the applicant was then in contact with the eagle Hill civic association which did not require them to meet uh with the Civic group and their members uh citing that they are a good neighbor they've received no complaints about the establishment since it's been operational uh with that we'll restrooms and kitchen function space on second floor includes bar with seating for five and various dining standing areas and three additional restrooms basement includes office walk-in cooler storage and additional kitchen manager Pedro Lopez Closing Time 2 a.m. um I don't see Attorney Richard Linds here who's present on behalf of the applicant I am attorney Len scatino great I I will be taking over of this um for the attorney of record now um but for the record again attorney Lauren scatino 245 suar Street in East Boston here on behalf of Cabana lb Inc doing businesses La Cabana Grill in East Boston again um another neighborhood business that's been at this location for 12 years with the same owners um they do own the building we aren't seeking any other changes other than T um changing their bar and wine to an all alcohol license um this is another business um that we feel that the legislator was truly looking at um when releasing these new licenses um it's been located in East Boston as a family run business and um when they did actually a few years back seek to have an all alcohol license with n available I believe they were even before this board but they were not available um so they're here today to seek that um on the call is FL raia um and Pedro Lopez who is the manager of record um he is a US citizen and he is a resident of the Commonwealth he's familiar with the rules and regulation of the city of Boston licensing board and the abcc and he has over 12 years experience at this point running the food and in the food and beverage industry um running this exact location your clients want to talk a little bit about their business Laur Pedro would you to discuss the business at all or there commitment to the neighborhood or um yes I'm here can you hear me now yes we can hear you all right yes my name is Pedro Lopez I'm been owner for 14 years but but I've been work before for but it was a friend of mine who used to own this this this business so I worked for him for like two years and then I buy it from him and I've been here for like 14 years already thank you so essentially the business um it's actually one there's not very many function spaces either in the neighborhood um and it is actually one um a very few function spaces left over um in East Boston um so it does serve a valuable need to the neighborhood as well um allowing for some of that and again it's a Latino owned business um that has been established in the neighborhood this is actually located in a business district in day Square so also a perfect location um to have
