tonight um and we'll go ahead and get started uh two other things I kind of wanted to talk about now uh before we get started um the the commission I guess for the November 19th meeting um you guys I think several of the Commissioners will be in the NLC conference including Dan um so I kind of want to just get consensus if you guys wanted to just skip the online agenda review for that meeting or um and just do one-on ones for for specific items if you have any questions or did you want to try and do an agenda review from from the conference or you guys have a preference you just want to skip it I can't hear you there um I would be okay with uh potentially doing it depending on the schedule of the conference we'd have to see okay and we have some time to locked down if we had to I just want to get it in your ear now while I have everybody online as many as as we do so that we can kind of talk through it vice mayor did you did you have a preference or commissioner um I I Pro I'd rather do if we could do Tuesday night maybe I could do Tuesday night Wednesday I'm probably not going to the conference till Wednesday evening so I'll be traveling I'm not going to be like so it'll we'll be most likely republishing tomorrow I have an item that will be adding for Park Mobile it's a limited contract extension for them their contract's about to expire and we have not had a chance to rebid that contract uh or there's no renewals left so we're asking to do a six-month extension so that we can um you either look for a piggyback contract or actually do a rebid uh and uh we'll be bringing that tomorrow just to extend it for six months I just wanted to let you know it's not on the agenda uh unfortunately I couldn't get it on the agenda Tuesday but um we should have it ready by tomorrow and then and if you have any other questions on that we can actually go over that you can give me a call um let's see let's start at the top here so we got call to order is going to be the mayor and then we have uh Pastor Nate Santos from Living Waters Church doing the invocation and then uh the Pledge of Allegiance will be led by mayor the mayor um we have one Proclamation for family caregivers month and then we have two announcements announcement of the Veterans Day ceremony as well as uh TI amnesty um you know we're doing TI amesty twice a year now uh which is exciting so we have our second amnesty period which is November 4th through the 8th and stop me if you have any questions or if you have wanted any more details on any these items remind me again uh Andrew would the tires have to be uh put out side the road or is there any restrictions okay yeah I think I believe there's uh I think up so there's so many tires I believe it's six I can let me see look real quick uh looks like the employee pension board would be vice mayor Kelly or Greg Greg sorry m V is the applicant and uh senior Advisory Board would be mayor penserga uh for an alternate member uh Philip Martin those are the two appointments that we have coming in okay next item uh purchases over 10 did any do you want me to pull that up any items you wanted to look at or take a look at that no not me nope okay all right moving on uh six uh consent uh 6A is the release of the unity title for property associated with the PTI Cottage District project um it's necessary to release the on the agenda so on consent uh 6B is the um so um we're authorizing the city agreement is the um so um we're authorizing the city agreement between the city and the developer of the uh but it's Broadstone everyone knows it is Broadstone um we we entered into an agreement with fdot because dot will not enter into agreements with private entities to maintain The Hardscape that they're putting in in the rideway there adjacent to their property so we've already executed the agreement with do and this is now then re-executing agreement with the developer so that they have those maintenance obligations and propertuity okay uh seven 6C uh simply authorizing the mayor to sign the application for the special event uh permit for the ocean bark event at uh Ocean Front Park okay for that series 6D is authorizing the mayor to do uh this execute the cemetery lot deeds and mam certificates um and this another one of those items where we just we just need some uh document that allows that for that execution of those um documents or feeds let's see 6E is the uh um resolution for the hey Andrew I'm sorry real quick on D is that something why hasn't is that like clearing up something that wasn't Crystal Clear before is that not something that we've been doing correct okay I think I think it's been in practice but I don't think there was anything that actually authorized it so this is a resolution that will have that so we'll be good going forward by this resolution okay perfect thank you um 6E is simply the resolution to authorize the mayor to sign the resolution uh so that we can submit for the temporary load closure for the holiday parade I'm excited to see that and 6f is our um we're it's our Capital it's a budget amendment to just the capital expenditures and revenue sources for the CIP and the various funds um most of it is actually all of it is the rollover projects so projects that weren't completed um last fiscal year that the purchase orders are open that weren't re-budget um we then now roll them over so that's what this is as well as there's a small um Amendment here pulling from fund balance for the general fund uh which is allocating money for Dan's raise that you guys gave as well as the settlement of the uh matter with uh U kather Matos fitures and revenues if you I can pull up that item if you want to take a look at the back of it's you Gabby yes um so we are actually bringing in a stage this year that has lighting attached to it with our production company so they'll be able to do production light off the stage to assist with uh let's see um 6G is the approving the release of the performance bond for the Wawa project um that project's been complete over a year now um and we're releasing their performance bond that for the required improvements that they had on site um 6h I'm not I'm sure if you're familiar but um the county is looking to do um infation master plan to support that effort to help initiate that c tax or the renewing of the C tax for transportation um and then also help initiate that c tax or the renewing of the C tax for transportation um and then also creating this countywide technical advisory that would help run the consultant and manage the uh the the plan itself so this is just a resolution that says we support that um effect and um I can have Adam or Amanda they both been working on this item if there's any questions IO would that sir tax rod do you know um last one went I think was we did 2017 and it's I think it's 10 years or 10 years yeah I think so okay not 100% sure but I can find that information out for sure and get you if you need to okay problem um Andrew yeah I I would like um if somebody can give me a call about that I do have a few questions okay uh Amanda can you take care of that or Adam can you you and Amanda yeah we'll set up um I is the commission meeting minutes from October and uh 1st and 15th see uh 1 and 15th see seven moving on to consent bids and purchases over 100 7A is um the project on Gulfstream um gstream Boulevard um where we are now looking to provide water to the town of G stream uh we initially added the amendment a while back to do the design up up to the railroad tracks now this is actually going to implement the track the design that's going from the tracks to Federal Highway which will do that last leg of the connection to the town of gstream they are bearing most um I think believe majority of that cost um and this should I believe start sometime this fiscal year this project and it's all budgeted okay 7B um is piggybacking um green uh Insurance Brokerage Services um it's a piggyback for them we actually use what's called gar group that's a division of their company it's a piggyback for them we actually use what's called Garing group that's a division of their company uh they're existing vendor and we're just uh renewing our creating a new piggyback and renewing with Garing group they manage our insurance items um Services uh for like workers comp and liability is it the same cost as before um they are just a broker so but yeah we're projecting out the same cost we have not to exceed 2.7 which is what we budgeted in the budget okay let's see 7c is the purchase of the uh fire department radios um so this is through Motorola we are receiving a 36 ,000 credit um we uh the finance department and and the fire department came up with a pretty creative solution uh instead of because lease price we were going to initially lease these from Motorola the uh to actually initiate that lease and the the cost of the lease payments were uh the Le the interest rate was a little bit High um so we're looking at instead of paying them money we'd rather pay the utility department money on money so we're temporarily borrowing money from utility department to pay in this in full um and then we'll pay them out as a the leas or um and then uh at the end we'll own the the well we'll own them right away and then we'll just pay them out um pretty creative solution um saving the city I don't have the exact dollar figure that we would save over the period um I want to say it was about $100,000 I think I do have Peter online if you guys had any questions on that no that's great what's the life expans of those uh radios 10 years 10 years okay yes sir 10 years unless you drop them just kidding God forbid they're about $8,000 a piece oh yeah they're not cheap but they're state-ofthe-art I can tell you um one of the things about these radios uh I steal a little bit of hue Thunder here um they are going to be able to give us dual frequencies on LTE so if we go into a building where there's not a BDA where they can get sell service or get a repeater they can go on to LTE so it's a nice redundancy to have in those radios okay thank you Andrew all right moving on uh 8A the public hearing item um this is our item that was tabled from October 15th meeting um this is the uh the tree trimming or uh item uh I believe uh Candace Stone emailed everybody a u a plan on how that we were going to implement um I do have a copy somewhere if I need to pull it up if you didn't receive it um let me know I can have it printed out and put in your box as well um Andrew you just cut out you're mute okay oh that was weird I got muted yeah so I I saying Candace Stone had emailed everybody um the implementation steps on how we were going to implement this after we um codify this ordinance um if someone didn't get it or needs me to print it I can put it in a box just let me know or any questions um Andrew it's vice mayor um I saw the plan and for the most part I'm comfortable with it except I think we are um we may not be giving ourselves enough time for the the grace period window because um well and I guess my my concern is if we're out there um notifying people during the grace period um on day um you know 89 and on day 90 we start citing people um I feel like it needs to be a little bit clearer as to how we're handling that because you know we can't we can't give somebody a door hanger notice on day 89 um that the grace period is over tomorrow and then start citing people so I I think that it just needs to be a little bit clearer as far as how the process is going to work um and I I understand and I agree there needs to be a set grace period but I feel like we need to be realistic that maybe there's a grace period and then there's a window where then we don't start violating right away or something because the way that it reads is it reads weeks 1 through 11 we're going to be out there sighting door hanging doing all that and then week 12 we start enforcement well if somebody gets a door hanger on the last day of week 11 and then we start citing people on the first day of week 12 and just happens to be that neighborhood that we start with or that Resident that we start with then we've I mean then the grace period is worth less so so that's kind of so I feel like we're on the right path but I just it's not crystal clear because of that you know we're going to give potentially a a bunch of people a week's notice that starting week 12 is is going to we're going to start violating people and finding people so I don't know Candace if they're if you're going to establish a bank of maybe who you you know on weeks one through whatever you know who you notified first to the last and and then when you start week 12 with enforcement you're going to start with who you notified first and work your way back but it's just not clear in these and and I know that this is an overall plan but I don't want to run into that where we're getting residents I got three days notice and now here I am getting a fine of you know whatever it is hi Candace um good evening everybody hello that's that's not that's not exactly how the um it works it would be make sure we're communicating through every platform there is that this new ordinance is coming out uh you know also send a letter every platform there is that this new ordinance is coming out uh you know also send a letter out to Residents so once we start actually citing for it then what we'll do is we'll give a door hanger or a verbal warning depending on if you know notice it all depends on the severity of the um the tree in the the utility line you know if it's not causing any Sparks or problems then the the initial when you read down into it once you site them then we'll give you know like n we'll give 90 days which is another type of grace period because we don't typically give 90 days off the bat for anything right um typically you would give 10 days 15 days to 30 days so we'll give 90 days though for non health and safety um violations and then we'll continue giving time depending on whether you know they show us that they're working on it whether they're showing us uh that they're hiring someone that they're saving you know a couple paychecks depends on what's happening with it but nobody will get nobody will get an instant fine nobody you don't get fines and that's for any case really you don't get fines until it goes to a hearing which that's at the very bottom is that's the very last step so when we say that enforcement will start week 12 it's just that's when we're going to go out and actually you know give a verbal warning or a door hanger but still give 90 days which again is not a typical um time frame we're giving more allowance and then we'll continue to give more as long as it's not sparking or causing you know damage or causing uh outages and things like that okay okay thank you you're welcome all right um 8B is the item regarding the um General pension investment policy this was tabled from October 1st um shaa was were there any changes I I don't believe there are any changes and I believe Bonnie is is she scheduled to be at the meeting on the uh 4th you there what's up Andrew you call talking to me Donna Andrew I don't believe I I couldn't get it to unmute um okay I have so Bonnie was out of town and her first day back was today um so unfortunately I haven't been able to confirm with her that she would be there um so unfortunately I need to get in touch with her tomorrow to confirm additionally she wanted additional changes to the ordinance that's there deleting some language and I'm reluctant to change it from the original proposed draft that she sent until I actually speak with her okay so what is there now may not be what goes and if she's can't be there we might have to bump it again although I know she's desperately wants us to make these changes but unfortunately she was at she was at a wedding uh for an extended period of time and I you know I just haven't been able to get in touch with her unfortunately okay so you think you'll if possible um if we don't get those changes or if you're able to speak with her tomorrow because we're we're going to republish tomorrow anyway um then if not we'll bump this item or just leave it on the table I would pref we could leave it on the table um however you know the longer we wait to do this the more it actually hurts the employees um you know so I mean we could always between first and second reading I I feel would be better on second reading though no this is second reading yeah second reading no it was tabled it first meeting reading wasn't it well the agenda I'll verify we'll verify that for sure but yeah no because last time recall I said let's make let's make changes so that at second reading we can do that I don't believe we actually had the first reading I believe it was actually tabled okay so we need to ver yeah we would have to verif I'll verify that yeah I thought it was second reading but okay I I it's possible I could be wrong um but I I remember it differently yeah but okay that that happens at times so that'll be back on um we'll we'll sort out the questions um to make sure that uh we have the finalized ordinance if we don't then we'll we'll we'll make sure that we update you guys all right um 8 C is the second reading of the ordinance approving the administrative amendments to the Florida building code e8th Edition there any if anyone has any questions on that uh nothing under city manager report um next meeting on the 19th we'll do another update of the future agenda items um so hopefully um you'll be getting some calls from staff to coordinate some any other questions or things that they have on those 10A with regular agenda um there's actually two ordinances in here and that's something that I'm going to work with M Leon to see if we could fix so that's easier to read or we may start doing these as separate actual agenda items um because it's kind of hard to read you know both ordinances here um these are State man this this item is a state mandated um from d uh to update our affluent disposal ordinance um regarding algorithm and pharmaceutical waste um required to update it we have um it's updated as well as thep is told us that the new draft uh ordinance is in compliance uh any other deeper questions and I i' have to pull Punam on if you do um really quick um can I go back to the 20 so um ordinance 20 at first reading passed on the 15 or I mean I'm sorry on the 1st on October 1st it was tabled at the second meeting so technically that meeting should say um tabled at the 15th on October 15th at second reading so I'll I'll fix that um but it was for second reading it was tabled all right thank you [Music] mey um anyone got any questions on the DP code ordinance item sound like another unfund unfunded mandate um this yeah I don't know that we it hits us financially it's more um to the kind of stuff in our sewer system so that we don't have to deal with it at the plant yeah that's that's that's accurate Andrew it's uh even them they they've known this that's accurate Andrew it's uh even them they they've known this for quite quite some time and very few dentists still use mercury so it it doesn't impact too many people frankly but it needs to be codified and in an ordinance for all municipalities excellent thank you Punam um I have a quick question sure go ahead can we do a one pager um info for all of our Dental businesses to let them know that this is [Music] happening yeah I think there might actually might be something that DP has already so we'll we'll definitely could look at doing something like that for sure yeah yes and if you can share it with me as well because I do I do know a few of um Dental business owners in the city and I wouldn't mind sharing it with them as well so if you can um maybe share it with the commission that would be great excellent that's great yes we can do that we actually already should have reached out to most of them uh but I will check with our IP staff to make sure that that's done and we'll pass on those letters uh to everybody too but like I said I I don't think there any dentists who are using mercury any longer there are very few and that too usually it's because of uh preference by some patients or longtime patients who say they prefer it or whatever and even most of those have been changing changing out so it's almost a nonexistent problem but it just needs to be in the ordinance Perfect all right I like the idea of sending out the one I think that's a great idea uh let's see thank you so much uh 10B uh conduct the one-year performance evaluation of the City attorney um also just going forward to make sure that it coincides with the annual evaluation with the city manager uh 10c is discussing regarding entry waste sign and additional digital signs really excited to go through that presentation with you guys to get some feedback um Danny did a great work on putting the presentation if you get a chance to take a look at it some pretty cool pictures in there I'm pretty excited about what we can do and and some of our entryways and adding these additional displays um they're very beneficial to the city so it's a definitely a conversation I've been looking forward to having and we actually moved and actually we moved that item up it was supposed to be in December but we moved this discussion item up in November uh um so um actually getting it done a little bit earlier that would be a big plus yep now this is just going to be our discussion there's going to be more items you know obviously we'll have plans and task order or U you know contracts and things that'll come after this but this we want to make sure that we're heading in the right direction for you guys and what what Vision you guys are looking for understood um 10d is the presentation regarding artificial turf ordinance uh that commissioner turkin had requested Amanda will be doing a present Amanda are you doing the presentation or one of the planners I'll be doing it okay uh any questions on that item or uh when you say on on Residential Properties what what do oh oh uh do we have residents and citizens wanting to put the Astro tur Turf on their LA and we saying we gota so yeah corre so we we actually have a couple of places that have already done it uh I know of one that was a pilot that we allowed um like when Mike rum was here I believe just to see how it would perform one that was a pilot that we allowed um when Mike rump was here I believe just to see how it would perform over time um so yeah this is something that we're looking at um we've had quite a few requests for people to want to do artificial turf for their front yard uh the city doesn't hasn't taken a position on that yet right I believe Amanda is this is it currently prohibited in the code or is it silent it's limited so we treat Turf as um impervious space and just that fact starts to limit how much of it you can use within your front yard we do allow Turf in the backyards it's just not allowed in the front and that's because why is it allowed in the backyard not front in the front yard we limit P area to limit because perious area is anything that doesn't permeate water so that includes things like your driveways it includes um any pavers uh a lot of it has to do with drainage um either way drainage would need to be reviewed and you do have to drain properly but the way it's we don't call out Turf specifically as Turf it just says impervious and since it's generally impervious it's very limited in the front I think we only allow about 100 square feet okay how how does this compare to other cities do you know that yet yes so that is what we will be reviewing within the presentation um we did a comparison of several cities within South Florida um and they're pretty consistent so we can share all the details it'll most cities do still require that if you are using Turf um that drainage calculations do have to be provided um so we can open it up a little bit the I think what actually ends up happening is we allow it but it becomes really difficult for a homeowner to install it because that would mean they would need an engineer to provide the documentations and provide the permit in order to do that okay looking forward to that discussion great I've actually seen a few places that have done it um with a combination of concrete and turf it actually looks very sharp looks nice so uh again I I'm looking forward to hearing that discussion and see where we land on that so right very good okay um 10e uh was a presentation requested by vice mayor um on development project I think this is more geared towards the um live local um projects um Amanda you want to talk a little bit about this one sure so we are doing a broad review of all the active development in the city um we've only had one live local project that has been well two technically that have been approved and going through the process so that is included within the presentation but we're going to give a pretty comprehensive update on um residential commercial industrial projects as well as things that have been recently completed um and things that are also pending that we've talked about that we haven't had any activity on for a while okay Co thank you Amanda um two other things I would note here on the future agenda um item 11a was supposed to be on the agenda for for the um the fourth uh I bumped it based on the the discussion items that were on just the length of it plus um we are going to be awarding a contract for a consultant to help with the posos design at the plants on the 19th so it felt like it might be a better time to do that presentation uh and make a little bit lighter meeting for this one so we moved that to the 19th and then the draft review of the procurement policies and procedures for and including the local businesses um our new procurement person Andrew uh started and he's got a lot on his plate at the moment um so I push back the draft review of the policies a little bit to give him a little bit more time to get caught up um we will be bringing you um looks like what we're going to do is do a a a small update to the purchasing policy and we're going to bring that to you guys on the 19th to review to clear up some items that he's found in the policy that he' like to change uh to be more compliant and then um at that time he's going to give you a little bit of a uh timeline on uh what to expect for in February and and when we'll be codifying uh where we're going with that policies and and the procedure stuff and with that I believe that's all all the information I have for tonight uh is there anything you have for us anything else I don't uh you guys uh now with with with this type of uh agenda review it's great you know uh the time is uh perfect we online you know I don't have to rip and run if I'm out out of town or whatever so I like I like this uh this could work it is working it is working I do like it uh it's it it allows us to have this kind of dialogue that we kind of don't get at commission meetings you know and it helps meeting on Thursday run a little bit smoother because we kind of get some of this back and forth back out um and I think as we all you know continue to do this and I think it'll get even get better I think we'll even get more Advantage from this meeting you know where we're able to have some discussions that you know that maybe here will be a little bit more private than very you know out there on the Das in public so even even though this is public and people can still watch this video and everything but or at least you know it's a smaller group so I agree I agree Andrew okay and last thing I just appreciate everybody's help in the Pirate Fest uh I had a great time on the two days I was here both days really great event Gabby and her team did amazing uh uh police department I tell you I was telling Captain burdelski um the security plan they put in place was amazing I felt secure but not felt like I was in a police state um and throughout
