the Professional Services contract with zns engineering um I wanted to ask is this is it required that this work only be done within the c or can they do work outside of the C if it's adjacent and would benefit the CR um the work is done within the crra but if the city finds it of any value and they want to use it outside this area more than welcome to very great thanks okay any more discussion long of a walk though just coming and you are I'm Jeb Jeb Mulock from zns and uh now we came down just really to address any concerns or questions that might pop up but while we're here I'll say we're grateful for the work and and uh the city is our home we're very invested in the city and and uh proud to be a part of you know a team to help yall so thank Youk thank you thank you for the Ence okay uh next on the agenda is the central CRA The Love Park revitalization design plan Madam chairman yes we're going to bring up Brian from applied sciences and we have some wonderful things to show you and at the end we will ask the board was there a motion attached to that yes yes um move to let us move forward to start the bidding process to find out where we are we think we're close to the numbers we need to be at uh so now it's time to to put our money where his mouth is so with that being said Brian have at it all right uh great well yeah thanks for having me and great to update you all on this project uh it is a it's and you are I am Brian cook with applied sciences um we're been helping the CRA with this project uh yeah a good project especially for this neighborhood um been meeting some folks from that neighborhood and um Council Coachmen and all that so um anyways uh this is about love Park I'll briefly go over where that just kind of introduction if you don't recall uh how do I Advance slide um inside the drawer can pull it there you go oh okay IND just use keypad easy enough all right so love park near tamami Trail between 10th and 11th Avenue um we have the dimensions of the site it's no that's not tamami Trail It's 301 that's 301 301 First Street okay sorry about that um but the site is about 78 Acres uh in that location um as we go around the perimeter of the site uh on the south side near 11th Avenue um the existing trees within the site uh after after it has been cleared um let's see so from the southwest corner of the site uh just kind of giving you a sense of the different edges of the park on the North side uh the existing entrance in the park through the gate there um as we got into the design um going through some of the past Outreach and uh goals for the project some of the things that some of the parameters we were given were playground equipment game tables tables in general shade structure bike racks accessibility and event space I think one of the biggest things uh biggest considerations for this park was uh really about security um keeping it safe keeping it Enga a place where the community feels safe to engage with and be in as a public space for the community so as we were getting into that really trying to um look at the composition of the site there's a few existing trees which limit the sight lines a little bit um and then the site kind of has uh it has a core area and then it and then the areas along the edges which are much more visible from the street I think one of the problems with how it was before was at the core area there was a picnic table and some other amenities and that's where people would um stay and uh there were some some uh vagrancy kind of issues there uh so anyways as we as we move forward with the the design of the site um we just we made kind of a a design goal of no passive uses and the core of the site that that would be active uses um and that the the passive uses seating anything sedentary would be more on the edges of the site where there's clean um line of vision and uh more activity and people adjacent to those areas um so with that uh worked through various design options and we had this just as an initial sketch um thinking about how to lay it out one of the main uh design principles here being a central core playground area uh that's that blue shaded area um Turf area on the west southwest corner of the site and um a space for people to sit and watch all of this happen at the north side of the site adjacent to the street um that would also be shaded so um with that uh just thought I'd go over the meetings we've held we started out uh we had a a meeting with the city of Bradington and did a design review with them so we've talked about parking and fencing and all of that with the Bron uh City staff uh then we had a community advisory committee meeting um got feedback from that meeting that's where we uh were able to this make a decision on which design option to move forward with uh we I was here on uh October 30th presented preliminary concept to you all then since then we've been busy uh met with the Water Management District and far as far as permitting um got that handled we should be able to be Mt um from having to do any additional storm water permitting for the site with the way it's configured the post design um met with Sergeant uh pilent um who I think is still here there he is in the back got some really great feedback from the police department and um went over the whole design with them as far as septe principles and security um also was referred then to Scott McDonald with braon police as far as the security surveillance we're working through that and I've had a few conversations uh most recent um last Monday with Ross Peterson with Landscaping grounds so we've gone through' we've rounded the bases and made sure everybody's understanding what's going on um and that brings us to where we are today on January 8th so the design is looking sort of uh okay that's not squished so um so you can kind of see the the overall configuration I thought I'd go through first some of the feedback we receives so some of the changes modifications one is that this is a neighborhood park and we have set it up so there's uh space for all different ages we wanted to have everything from toddler even newborn where you can sit with a child all the way up to more teenage and active years where there's like freeer open space so all ages um and all accessibility levels should be able to have a good time in this park um provide a theater space but the park will be locked at night we've worked through the security issues um as far as lock opening and locking we've discussed that with the CRA um the park should be easy to maintain uh and that its maintainability will add to its longevity and and as its appearance as a as a kind of shining spot within the community um keeping clear lines of sight we've taken out a few of the elements that were a little bit higher at the beginning we had kind of a a wall uh at the entry as a kind of backdrop we took that out we took out some of the taller plantings especially between the church in the fence uh wanted to make sure that was still visible um it's kind of a deeper spot within the site so we took out some of the taller plants there um to make sure we have uh visibility throughout the site um and we've removed benches and walls a few of those and and in place have put more like kind of toad stool seating singular person type seating spots um we have uh we'll be working with artists uh with the CRA through their program to include art within the park um the aspect of shade being important uh bike racks drinking fountain um signage we've talked about that if there's any comments you know things that we should be including or to coordinate with that I think that's something we still need to kind of get to the Finish Line on is all the you know whatever sign AG that we'll need um we'll obviously need entry signage and that but if there's anything else um and then another comment I think last time here was really consider the neighbors and the lighting design so we've worked through with lighting engineer and I'll actually show that but we're work we're thinking about that um with the city there was no parking requirement but we do have three spots in the south side of the site towards the West um one would be an accessible spot um so we have that covered um then I already mentioned that we uh will not we will will be able to have an exemption for storm water permitting so this is uh the layout of the site um parking at the South the artificial turf area at the Southwest there um kind of play area strewn through the middle really one Corridor through the center of the site where movement occurs um the basketball court which used to be in the Deep part of the site is now brought to to the front right next to the church and the street side um and then that shaded patio place on the on the North so um just to get a sense of what that might look like we created some visualizations so this would be from the north side of the site looking South through um so the shade structure is in design development but this is kind of an idea of what we'd like to do is have it be a nice space frame um place that is uh that provides shade for people to sit and that that's sort of concentrated so that um that that seating space so that uh it's it's can be managed and and monitored um but that would be looking South through the site uh from the same patio there looking South um we have like a swing set um with some accessible kind of Swing um component there uh the black m material you're seeing there would actually be more it' probably be more white um kind of a a softer grally not uh more like a clay kind of surface um the white would be concrete that you're seeing um and then from the south side of the site the entry you can see it's with the perimeter fencing we've talked about surveillance and where we'll have cameras um where we can put those and be able to monitor the entire uh Park we've also talked about lighting and that um we can potentially set up the lighting that is at the entry points at the North and South that they would have some kind of motion activated thing that um if motion was detected uh this at night since nobody should be in there at night but if there is motion detected at night that the lights would actually kind of amp up and um act be activated a little bit bit more so helping with security there uh this would be inside um these are just sort of conceptual right but we're kind of we're drilling into the details of uh this the play area that circular play area looking out into the artificial turf field uh and then within that play area looking North so the play equipment we're looking at is not anything that would be um like a like a house or a contained space it would be more like pipes and netting maybe a land form that then is connected to a slide rather than something you climb up and there's that kind of house at the top so keeping things open and Airy but um really cleaning things up and and just making a nice space there so this is looking back from the artificial turf area which should be like a nice kind of open field easy to maintain uh very easy to uh you know easy to use um o Open programming there so I thought I'd just throw this in this the kind of stuff we look at this the lighting so we get all the foot candles from everywhere on the site and understand the details of where water uh the light is spilling and and being focused around the site so we'll be tuning that so that we're not bothering any of the neighbors um there will be new lighting so when you're going down the street you will see new lights uh as the spots and the the places under them will be lit but the spillover should not be going into people's homes or anything like that so be able to manage that so uh as the last slide I just thought I'd put this up there and see if there's any questions or comments um but uh yeah so right now next steps we're really we're we're trying to get the exact specifications of all the components of the site right now working through like with the playground designers and the lighting people and just drilling those down and we should be all done with documenting all of those decisions fairly soon uh so that we can put it out to bit so I can't talk right [Laughter] now okay does anybody have any questions or comments yes um I just one of the the things that's very important to me is that whenever we design anything for public use has has this been sent through the police department with their seped program yes yes uh so yeah Sergeant Pilon is back there and he's reviewed it twice with me so far um but yeah we've been T working through it with him and super um the other thing is inclusivity and I see that the swing set is set up to be something but I'm wondering about the other playground equipment one of the I think one of the things that U Mayor Brown has talked about is trying to get all of our parks in the city of Bradenton to have uh play equipment that can be utilized at different levels different physical and emotional levels to include it for children of all ages is that has that been considered with this yes definitely um within the park there there are different zones that are really um I think could be utilized by not only the different age groups so the the core Center area um would be more of like toddler and young child area um and then as they get older there's uh you know with the basketball court and then the open well let let me be clear what I'm talking about is differently abled children children's that yeah and so that's what I was going to say his first step was to have all ages and then in terms terms of abilities and access um yeah definitely the way it's set up with the the pathway being the Common Thread throughout the space very accessible and then directly adjacent to um the the equipment that'll be in the middle um as well as even just like small bumps and things uh those are part of the design of the the the ground plane which are something that everybody can engage um and then also we've even put in like Florida Fieldstone rock rocks so that there's kind of like a nature play type of thing uh type of location within the park also I think you're thinking more about wheelchairs we don't have I was wondering about the clay would the clay be yeah so the clay it is a Ada accessible okay um but but the and and so is the rubberized surface and also the artificial grass so um yeah I think throughout the park um almost at the pushing the boundaries of how much imperviousness we could put on the site we definitely have a lot of uh of of structured surface that would be navigable and then some of that is sort of playful with subtle land forms and things so you should be able to one more thing looking at at this schematic um the I'm not going to use the right term the the pathways walkways and such exactly what is that material concrete it's concrete is it going to be dark concrete or is it well so in Florida our our aggregate is more Sandy Limestone which is lighter so well the reason I ask is I know that we had have had issues in the past with certain materials absorbing heat and many times in the summer you have kids running around and playing and they take their shoes off or they might not come with shoes kind of thing and and if they're walking on black astr Turf it can be a problem yeah yeah definitely so yeah sorry for it's diagrammatic I guess in this in this version sorry so yeah not asphalt okay I appreciate that I'm sorry I'm a tough love person so if they step on it and it's too hot wear your cubes I'm sorry but I do realize in the in the image it's shown as black which is more diagrammatic so I I understand you're you're trying to to help us discern exactly where these Pathways and things are going to be but um one of the problems that we had in a park in my neighborhood was the artificial surface um with the direct sunlight as much as it got could get very very hot yeah so just food for thought yeah lorda I I was really concerned about um like the walkway area where you have the concrete I was really concerned about um the availability for smaller children who ride their bikes and T and tricycles and so forth to have something that um they could ride on instead of in the street and I'm guessing that that's wide enough that there could be some bikes and tri tricycles and people yeah definitely so um that walkway I think is between because it kind of shapes down I think it's between 8 and 12 feet or so so it's it's fairly wide it's not like a four or five ft it's a little bit wider um so that that entryway should be wider I think that's one of the other reasons for some of the more open space like where the that um it's called Lime Rock screenings and it's where where like the the swing is shown that area would be a little bit open with those Lime Rock screenings and so it's kind of a open space it's like a hard path it's almost um like what people use for a jogging path um and so that kind of space is provides an area for more open play or if you were on a tricycle you could kind of go between the patio space and out in front of there um and then also the rubberized surface in the middle would you know the the whole area becomes in a way somewhat paved yeah it's it's more of a hard service so I would think that um yeah there would be I I don't if in the in one of the we we had a few different options and we more had like these big spaces that were that were like three patios and that idea I think was we tried to carry through a little bit and that these are more spaces that people can be in not just like linear walkways which is kind of how the park was designed before no no I I really like that and the little girls that I watch riding their bikes on a very narrow sidewalk they can ride so they will love these turns and curves and change of you know surfaces they'll like that um wow also around the perimeter of the site there will be sidewalks now which there was not there is not currently on the oh yeah they really need help yeah um I apologize for getting a little emotional um it's kind of important important anybody else I'm sorry I I'm um I was going to ask about like picnicking and seating I thought I saw some stools MH yeah yeah um so the picnicking and seating would really be concentrated to this Zone okay and not really anywhere else in the site U and I think that that was I mean we we could adjust that but that was more I know was a concern intention correct yeah was to keep that into one area Okay um I was thinking of the field you know like if someone's watching their child do practice or whatever yeah um so I think we we were looking at maybe having a few spot uh kind of those singular type seats that you could sit on in the field like in the right side of the field area see like so what would be kind of on the right side near to the fence here um we're not showing them in this image um but potentially having some spots to sit there but not like a table or something large it would more be a sitting spot and then as far as picnicking um I one of the ideas here is that you could bring a blanket or whatever and and find your own spot out in this artificial grass area so it's kind of a open program it's it's a field but that we don't have to mow or water right and how high is the fencing is it six feet 6 feet all the way around mhm yep we have motion hold I will say I just if I can uh this tree that you're seeing in the middle here that could be sort of a special tree if there was to be some kind of you know something we wanted to attach to it um most of the trees are all around the perimeter and they're it's more like a Grove of pine trees but this one is one that is more in the middle of the space so it could be could be a more special kind of tree it is special to um a few people I if that if that's the one that was in the middle it is this this one would be a new one okay that's new okay then it's not that one and uh let's see the one you're seeing here it's a little bit bigger than it is is now but um when you're in the middle of the site looking North there is a tree that's existing and it's in good shape so we're taking I thought it was efforts to keep that one in good shape Madam chair yes move to approve the plan and direct staff to proceed to the construction bid process with the city purchasing department second yeah a first and a second second all in favor I I I opposed passes unanimously Madam chair just just for the record just so the board is aware you know we do have a million dollars for the park and another 65,000 for public art uh public art board will be meeting soon like really soon and this will be a task that will be assigned to them is to um uh to help us determine the art that goes into the park self uh the preliminary budget is within range of us moving forward it included a contingency and also we are beginning to receive funds from our our funding sources and as usual you know most of the time on average they go up so if we end up having a little bit more of a of an expense because of inflation and everything that's been going on for the last few years we are already thinking in terms of where we find the money if we need the money to make sure that we build a park as designed um really excited about this as you all as you have learned about me nothing moves fast enough for me you know I wanted to have this ready to go for construction in October but I'm happy with it being done at the beginning of January um it's that's fast for for any local municipality um so we are very excited we are taking it back to the central CRA just to just to keep them informed so um um we've had a lot of meetings and applied sciences has like focused on this intently priority wise so we're really excited with with and the PD and the everybody at the city has been involved also so this is the way we want it done and we want to do it right and really excited about constructing another Park so um just wanted to keep that in front of the board so you may we will be doing a budget adjustment at some point for the additional revenues we receive um and we may in central say that those funds go to Love Park it depends on the numbers so so we're heading that direction thank you for the vote okay next item on the agenda is other discussion in new business um Dr Burton yes ma'am um just so you know um we I had a meeting with uh the developer at the um Min Lee Rogers site and um received back the Sip comments from the city and um they're a little different than what we had proposed but we just want to let you know that we're going to go ahead and tell the he asked the developer asked is it okay with the CRA if we follow the city's recommendations and of course before I responded to him I wanted to let you know that we were going to respond yes we want you to move forward we want the projects to begin on that site we have the First Development site ready to go why aren't we already under construction move move move that's my response so just want to let you know that's how I'll be responding and then we will move to the the second the back site and get that going but we got to start somewhere and this also includes the water line funding that the developers agreed to fund we want that to begin as soon as possible to that'll benefit the whole Community um we're meeting with Tammy ammy um coming up very soon almost as soon as actually Friday right yeah and so uh one of the topics of discussion is is Brian is sitting right there is we are going we're working with u purchasing to bring applied sciences in to do a little study for us with Tammy Amy to determine their the community's best desired use for the green property to bring to the advisory committee for recommendation and then to the board and then to move forward and uh we have a number of different ideas is but we want it vetted through the community so that the board feels comfortable knowing that's what the community wants uh we will be moving that as fast as we possibly can as fast as we can um and again um thanks to the Braden and PD they they actually had an article out the other day about their new uh program where they can connect to private uh cameras I really wish they would would have included in it that the CRA was funding uh grants for it whenever we fund stuff we like to have our names attached to it I know it's about the Braden and PD Marsha Marsha Marsha but you know we'd like to get a little credit get a little bit of credit okay so uh so hopefully that will be moving forward soon we do have a number of grants in the works and um oh also just so you know um the 14th Street property uh the old bogy restaurant PD substation uh there was an environmental Dawn on it um back when Mike mayz was around because we did a bunch when he was uh in paletto at the time it did recommend an environmental to uh there was a hot spot on the site um we need to continue continue that process we've contacted stantech uh they purchased um cardino who had done the original work we are going to have the um site looked at we don't think it's much it's significant we think there're maybe something there uh grease trap from the restaurant maybe which would be a ins very small very small compared to a gas station or something to that effect um we will begin to address that we've already talked to the developer who we have under contract um we may be going to the city council to have it deemed as a Brownfield site for the Brownfield program uh in the we may not even we may clean it up and not even apply for tax credits because it might be so insignificant that's the level that I'm thinking that it's at right now but at the same time there are other affordable housing uh low to moderate income housing sales tax benefits that would be interesting to work with and then talking with the Brownfield program in Tallahassee uh they're always interested when a city gets this involved and uses their program so just to keep you up to date on that if in fact it is a minor cleanup less than like $10,000 uh we will pursue that to move forward with it on our side because we need to make sure it's clear before he purchases it and then we will work with him on the sales tax uh re rebates and bring that back to you but we'll keep you informed on that as we go this is just something that and and uh Chris reminded me uh we will look at all of our properties that we have purchased to see if any of those other ones need any kind of uh action before we we put them out for sale so um just to let you know that's what we're doing done it before done it a lot before um and um happy to find out that it's possibly just a grease trap so the only thing I remember being I mean that was bu's restaurant I don't remember what it was before bu's restaurant bogy's no Bogies was after okay okay I think this was a Bogies uh grease trap kind of thing yeah do we have an anticipated closing date uh well it it it was we were moving much faster but we need to address this quickly um Chris did we have an idea when he was think when he was thinking well the the closing date there is a long period of time for the closing date because he has to go through the process of going through permitting and all that kind of stuff as well um so he wanted to to have enough time to be able to do it correctly um So based on the contract after some of that time he has about a year to close on that property so that's where we are with that and um just wanted to give you an update on that again keep the board informed first job um other than that oh also met with uh our uh marketing analyst uh Randy iaboni and I am expecting to have um contracts from him to give to Mr rudisel uh for each of the CRA areas for him to do an analysis of that um and again this is an analysis that gives you an idea of what the market in those areas can hold so what you know and again when he comes in asking questions of him like will this hold a a grocery store is a fair question but just remember he is a business kind of minded guy and he and he he's not very political so he might tell you you know matter of factly nope you can't have one and then you can ask him why and uh but he is very very very good at his job and I think you will be really excited to hear what he has to say it give you a really clear picture because I've heard the city council talk and there's a lot of why questions why can't we have this why can't we have that and he's the kind of guy that can help answer those questions and help you understand what's going on councilwoman Mo so will we have an opportunity to talk with him as he's doing his his work uh as he's doing these reports and he gets the prelim preliminary data in we can uh if you would like to meet with him individually we can set those meetings up and that way you can ask the questions that are most important to you individually in your areas or in certain areas of the cras um and then he will do a presentation in front of the C board so um that will give you an opportunity to talk to him oneon-one I would like to include in the scope of his work um you I I don't want to just hear oh this can't happen here I want to hear if you want this this is what you have to do yeah yeah he will give you those kinds of uh parameters and what and what the the companies you're looking for are looking for uh one one of one of the board mentioned fact that you can't have a Pier One if it's within certain area of another type of business that's a Randy iaboni special I mean he I remember him saying that and we all kind of took notice of that because it really amazing to think about what goes into the decision to move a business into an area and what they're looking for so um uh have your uses that you are interested in and beep prepared to hear uh and you will also hear him talk about uh he talk about tapestry data tapestry data is a form of data from the Census and it breaks the Census Data into groups of Ages demograph different types of demographics incomes things like that he'll talk about outdoor Boomers and you know people who are of a certain age that like to have outdoor activities and and uh and he will tell you in this area this is what you have and in this area and it breaks it down pretty tight so you actually can see uh to give you an idea I worked in a city that he did a study on and just in our conversation guess what the most favorite restaurant in that city is and I went through three different restaurants in that City and I was wrong every time and it ended up being a city restaurant in a different city and I think it was because of the coupons that were in the mailers that people took and went over there so um that's the kind of information you can expect it it's it's very ieop every every city should should do this it's it will it will reduce those questions that the city council has that can't be answered because there you know you need a a specialist like this so soon as I get the numbers in if it's less than 10,000 I'm going to go ahead and move forward because that's the purchasing policy of the city and have them begin the process so we can get this to you as soon as possible it'll also be very helpful when you do your economic development plan this kind of information it it's just datadriven decision making good stuff what you want no assumptions so looking forward to that do we have any more information or uh if if it's completed on the percent or numbers of homesteaded versus rental properties in a given area I'll be happy to um uh we have a the city has a contract with uh a young man he's not young anymore that I used to work with my meetings Zach Schwarz um that we can we can use their contract and I do believe that Zach can do an analysis of the cras and Homestead exemptions to and residential in general to give you an idea of who owns who doesn't own percentage wise so if you would like that I'll be happy to have him do that and um if he's going to be in the area I can have him present it or he can do it virtually too because he's in Tallahassee but he he's really good at that I apologize I think I was mixing meetings just now we can do it for the CRA he can do it for the city in general if you want but the city would need to pay for that hope Lance is listening are you finished I'm done you're sure I think so okay you never know with me that's why I'm asking smart woman um Madam chair and board I am in receipt of an an email from someone with the village of the Arts and it was kind of a very unhappy almost borderline scathing email about um that the city needs to be doing more and we haven't done this and what about that and the other thing and um and I'm aware as I'm sure you are we've been sitting here waiting to get information back from the village of the Arts for what could be done at the former green properties the the property that is now for all intents and purposes uh um de default parking lot which I really don't like uh because of the fact that um it hasn't been designed as such it's not lit appropriately to my standards being an older lady um just a whole host of things with it so I I would like perhaps I let me just put this out this time and and um at our next meeting here's what I'm looking for and I really want your input on it um I would like to see the appropriate use of that site from everything I've seen from people that I've talked with for things I've seen at the events and that sort of thing I think it would be of great benefit to the Village of the Arts to have it set up partially as a as a parking lot partially as an exp event space with the appropriate lighting with the appropriate fencing that can be so that the area can be secured when it's not in use and I'm not talking about a chain link fence I'm not even talking about one of the the rot iron fences I'm talking about something that is functional yet aesthetically pleasing and fits into the village and if you Google artistic fences you can see lots of different ideas with that um I would like to see signage on it that might be for them to be able to uh promote the different events in the village of the Arts um we talked about in the past having the chrysus launcher moved there I'd like us to go ahead and consider doing that and getting it repaired I think it needs to it needs a little bit of upkeep and polishing I think it's kind of gotten dated and the paint or whatever on it is kind of faded a little bit and I'd like to see something with that include but we've been waiting for the village to come and step forward and say as a group we've discussed this and this is what we want it does not appear to be happening I think we need to take the bull by the horns put something out and start getting and then and then if they don't like it then have them come and tell us why they don't like it and what their other options are because I think we're we're waiting for guidance from them because we want to listen to the community but it's not happening and in the meantime we're all getting blamed for things that we're not necessarily the conductor on the train so I'm not I'm not making a motion today I'm speaking with you all in a public public meeting I'm sharing this information with staff but I'm asking that by our next meeting we have something brought to us whether it is a using someone that we have a continuing contract with and it could include this this this this this this as well as by that time you will have had a um there will have had the meetings with the different advisory boards and have them the appropriate board weigh in but we got to get something started and I'm I'm tired of getting beat up for something that's not necessarily my fault askman thank you um I just would ask that based on the meeting we had this morning um and directing public work staff to assess that area for traffic issues um that you would consult with them on whatever they're coming up with as well because it's that's basically the area we were talking about right ear and it may be better that that the entrance to that area is not on 13th do you see what I'm saying where people either go in for an event or go into park at the appropriate area that will be set up if that's what we do 13th might not be our best choice on that because it is a very heavily traveled thoroughfare and when Public Works does what they do and thank you for bringing that up because I meant to and I didn't write it down um I mean I don't want to ever see a property that the city owns become an attractive nuisance or that it it does not lift our communities up go ahead Council go um I I um I appreciate your sentiment and um and I I support proceeding and and not you know with haste basically um I wanted to know if the Advisory Board had weighed at all for ideas and also event space and the little bit of parking you know I'm in this mindset currently where I want to I want to make sure anything we do is like the absolute most creative amazing thing that we could do so I know we've kicked around event space and parking but are you married to that idea and I'm actually just asking I don't have a better one I'm just saying like have we have we like really you know I like this conversation when whenever you say a parking lot people think we're talking about putting a a asphalt down and that's going to be it and that's not what I want to portray I would like it to be flexible and that if if it can be set up where we have some areas for parking but we leave and and I'm not you know I am not a planner when it comes to this sort of thing or an engineer with event with utilities and such if there's a way to do it so that if you need to have a big Gathering space you can use the whole space but then also if we need a larger parking area on uh artw walk nights and artw walk days that that that whole area could be incorporated into parking then but I don't want a big black asphalt lot that doesn't do anything the rest of the time okay I I hate to be the naysayer here but um my concern is that at the time we acquired this property I was under the impression that it was a place placeholder and if we're going to do what you're talking about it will for forever be a parking lot then it will never go and be anything but that not necessarily uh I think once you okay I think it'd be hard to take it away once you give it well here's the thing if we take it away now for something else we're going to get complaints that we took away all of their big parking area so that's why I'm trying to marry the two ideas but how also have it done that if the greatest best use comes forward let's say we I don't know some world famous artist wants to make their headquarters in the village of the art in Bradon and they want this particular space and they're going to bring all of the art world with them when they come and we can prove that it's going to benefit not only the village of the Arts but the entire community that I'm fine with but I am not fine with the fact that it's now a deao parking lot that has gullies and rivers and trip hazards and not appropriate lighting and no garbage cans and no way to secure it and well that I mean that's the same idea with over by the um shuffle board courts that's a deao overflow parking lot and it was a placeholder so I I just see us going down the same exact and those were meant to be placeholders and so I'm concerned about spending so much money to do I mean extensive work on this spend a lot more money and liability if somebody falls and gets hurt there some some grandma gets her skull cracked board member Kramer and I also go ahead okay um I I appreciate what you're saying as well and but I kind of I like where uh board member babby is going with this and I am curious something I think about a lot is Place making so something that could be undone easily but in the meantime you're training people to go there for a reason I have a feeling not I don't have data to back this up but that it would eventually increase the value and make other people think okay people are coming here all the time what else can I do with it um just a thought one of the things when I when I go down the path of placemaking um a food Hall of sorts comes to mind I don't know about zoning or whatnot Food Hall what's Burton is laughing at me um Hall in Philadelphia yeah maybe without the structure or have you been to where's where's the um what's the place in Tampa arure Works Armature Works yes that's what she's talking about right I'm thinking I don't want to create I don't want to build a structure but if we had something like food trucks or we you know like that thing whatever um uh you know like part of the parking and but also maybe we have a rotation that we let people bring their two or three food trucks there and people get a surprise about which one's there um just an effort to train people to go there and then with Our intention of being able to okay we're done with that someone else has come up with a fabulous idea and has approached uh Dr Burton and Mr munan with I want to take the space and do something else that's wonderful we utilized it train people to go there and hopefully increase its value for something better I I will tell you I am you know spring training right around the corner and that parking lot is not we don't have staff there we don't and and people can I I see it becoming an issue may I Josh you I want one thing to say just to counter your argument about you're talking about the lot behind 7 next to the shelf of work reports because of the condition of it because of disrepair it is completely fenced off without any access for anybody just want to make sure you know that since when been fenced off with a chain link black tall chainlink fence for I would say Prem 2022 just thank you ma'am um just so you know I mean there's mid shortterm midterm longterm we are definitely in the short term and the short term uh has been what we have been doing which is not I agree with you it's not it's not good long term uh we have money set aside this year to begin the process of a very large multi- project which includes that that piece and parking in the v Village of the Arts not a not a um centralized parking on one side or the other which will cause problems for the folks on the other side because people will park on one side and not want to walk all the way over to the other side but a more distributed parking system including the roads the sidewalks street parking lighting everything um you've heard me talk about a $35 million project this is that project that's when I say longterm that's three to five years in the planning and then construction of um IT addresses uh parking for the baseball IT addresses parking for the village ofth Arts projects um it it it's a it also addresses storm water and things like that uh except we we do it all at one time and we focus on using State revolving loan funds which are roughly 1% money for 30 years it would be a partnership between the city and the county a city and the CRA because the CRA doesn't last that long but it would bring everything together including attaching leom to the riverfront using main Old Main Street that that all being said that addresses your problem not today not tomorrow but further down the road I will say this Chris has a site plan for that particular site which addresses just about everything you brought up um and what was the price tag on that uh never got that far he showed it to me okay was so so there is that and there's also the idea of of the housing that we are moving forward with and I'm not saying make that whole piece housing but what I am saying is I think that the solution is not an ingredient but a recipe of a for in diagonal parking along the perimeter will give you a good number of parking spaces um and then there could be an event space and there could be even a couple houses or a few houses put in because of the way the the site is designed um that's why we wanted to move forward now and I don't disagree with the idea when you you know I'll say this about boards that I've worked with if you go in and you offer them the world you're going to be there a while while they figure out what in the world they want if you offer them a set of options that really does move things forward a lot faster so for instance Love Park we did not offer the world in Love Park we had a set of priorities safety lighting uh you know those and then we we we kept everything confined and we move fast after that and didn't give a lot of leeway so I agree with your strategy that you know in talking with applied sciences and saying listen we want you to kind of figure out what we want on green site and these are the options that you get otherwise I love the village of the Arts it's full of artists and artists are very creative and you're going to get a lot of different options back it should be this it should be that it should be the other thing or pick from this list and then we'll move from there and then we might even come up with a plan that okay short term we're going to do this part of it and then we're going to have the consultant come in and do the big project and that gives everybody an idea what it looks like in the future which helps keep everybody calm and then the construction begins and everybody complains and the day after construction it's a greatest thing in the world that's the way that works um so I agree with the CRA board member that we shouldn't be going in and offering the world we should be going in saying here's a list of things that we think should should go here what do you think give us your priorities and then we'll bring it back to the CAC and the seat from the CAC recommendation back to the C board and then we'll come back to you and say this is what we can do today that won't cost us too much money in the future if we have to tear part of it out and put something new in when we do the the big project on a side note shuffle board court have been in meetings with the mayor we are moving forward talking about that so it is you know it's been exacerbated by the hurricane but the mayor called me up to his office and like let's get on this now so we are getting on that now also and half of that is in Tamiami and a part of it is downtown so Chris enlighten me to that one so um we will move forward with our consultant we will put together a list of and I wrote them down and then we will have the consultant use that as a priority list to go out to the community and say here's what we think should go there what do you think and keep them within that parameter that way we keep it manageable which moves it faster um fencing is expensive if you want a fence we can do a fence but you're probably looking 40 to $50,000 for the kind of fence the city requires to put there we we could do a hedge uh maintaining it will be interesting um but we could do a hedge and those plants possibly could be used later you know once we're moving forward with something else plus a hedge is a hedge you know it's cars can run over Hedges if they want to so um but if you want to do that we can do that to help if you want lighting we can we have looked at doing lighting um I think the people we talk to about doing lighting kind of went overboard with the lighting I don't think it takes a lot of what we were being told we needed $40 $50,000 for lighting um we can come back with some of those temporary things for you also if that would help can I put something on the Elmo sure if someone can show me how to do that because I don't do technology that would be you that would be me okay I'll let her do again this is just a quick Google Search right now dark Google search make it brighter your screen brighter just something to look at and and I would we want something creative artistic that lifts up the neighborhood as well as can we get it done and designed in such a way that if it needs to go away we can take it and use it someplace else but I just wanted you know I Googled that very quickly just to show I'm not talking about a chain fence um well and also the the mayor would like to make a comment oh that looks I like that what can you go drop down the one oh wait to the left it's my left yep that one what is that um I love that yes and it it could be like a community garden but the wall and again it brings people there and they can maintain it yeah until we want to take it down and then we have to deal with putting it somewhere else what happens than brown Bradenton address thank thank you for identifying yourself yes um in in this email that came to miss Barnaby there was several innuendos about people that have tried to reach out to me that just are not factual because I think most people in our community know that if you reach out to me I call you back and what we've got to do is um and and being involved in obviously the cleanup through the village of the Arts we did being involved with several of the residents lately um there's 28 different opinions right now and one of the things that I think is very important is that um people that are putting out stuff on Facebook and really going this and maybe I'm talking to them is if I call you back you put an Inu window and an email and then I call you back and you don't return a phone call come on you know and you know me I want to get stuff done and I'm probably worse than Jeff from the St Dr Burton excuse me um about how quick can we get things done and I think it's important that we look in the village of the Arts is the city has done quite a bit over the years to help them not only um through the planning department where most restaurants aren't able to open without the proper Ada and you're allowing them to do some of that through different zones and coding and all of that but you also got to step up and help yourself so you know I'm challenging the CRA to educate Village of thearts and maybe it's more of a challenge to Village of the Arts to step up and say what can you tell us what you want and you know when we go through the political part of things you know they is just as political and what they do is what they say sometimes government is political so in a positive way you know I want them to come out and tell the city the CRA what they think they can do together as what we can do together with them to help them you know if there's some lights that are out we can try to fix them you know those some of those things are are easy um we don't let other areas of the city paint the sidewalk for reasons but we let them paint the sidewalk um safety is a big concern you know in a lot of areas you know we don't want to turn this lot into a Palmetto Boat Ramp situation and just say it let's just say it we don't want that to turn into it the words I was trying not to say in this entire right but my point with it is it's going to take a village to step up here and the village is us not just the CRA it's the city it's the village and this site from the go I mean with the whole removing the tree that had the fence growing through the middle of it we've had to deal with misinformation and and just been beat up no matter what we did and that's well and and I just challenged the person that sent the email to miss Barnaby to reach out to us come to these meetings talk you know when you put my name in an email that I haven't returned phone calls to two people that I have no emails no convers ation so you know we're getting to the point where it's like this person said this that said this that said this that never got to us so you know we are a very accessible board we are a very boots on the ground board and and and city council and that's going to continue as far as you know long as I'm involved and I mean I probably don't go a day or two without driving through the village not for traffic issues but because I want drive through there and see if there's anything else we can do to help and when that property was purchased several years ago and done what was done shame on us for allowing it to sit and again shame on them for not coming up with the plan but we've if we longer if we do nothing that's worse than doing something and changing it later or regrouping and that's where I think we're at well the only thing I'll say to that is that you know doing something just to do something I mean the whole idea of placemaking is to to hold it until we get to that point where we can do I mean perfect example is what we just did and now we've got the met there that property sat vacant overflow parking for baseball for how many years until we got the right project in there so I don't want to just do something and then sacrifice something that would be so much better later down I don't know but that's my idea of placemaking but you are doing something by allowing it to be a parking lot with a sign on it that says CRA parking in city of brenen parking at your own risk so we are doing something in reality and I'm not criticizing I'm because we're just as much part of it last year how much money did we spend one year ago now how much money did we spend to put up a construction barrier that after a month looked terrible and here here we are 12 months later back to spring training parking and you know people are going to park there because it's free unless we do something or to block it off you know if we're going to do that we might as well charge put somebody out there and charge to park and make some money during spring training parking you know and that that will help pay for that fence you know and again I don't I I think if we do any type of fencing there's my opinion after being out boots on the ground for a while there you cannot put up any type of fence that is blocking the view of that parking lot it's got to be you hate chain link you hate you know the C the the uh aluminum now not iron but at least you'd be able to see through it because I'll bet you if you get our police officers involved they're going to say don't put up anything that is complete blockage in there because we know what happens to that and we know the difference between the North Village and the South Village and that's the border of that and I think cleaning that we've done we've seen a it's opened my eyes to a lot more of what we have there and I'm just going to be blunt we have about 240 pieces of property in there in the North and South Village and you've got probably about 70 maybe that are being used as a village ofthe Arts type properties what have we done to make the others better I well I do oh go ahead no I didn't interrupt you the only thing I was going to say is I do feel like we might be a little bit ahead of the curve too because I think what we're planning to do with City Park it'll it'll naturally come out so I like the idea of placehold it but I'm just I had years ago I had a person tell me this and I want this on the record that our village has failed Sarasota Village has succeeded and so I said well okay so I drove down to Sarasota's Village of the Arts and it looks pretty nice but it's 38 42 pieces of property in the little circle so when you only have 40 it's a little easier we have 200 plus and we was completely are you talking about TLS court or which one it was off of um Fruitville to the north off of uh R I know one of them very tiny it's only about 40 properties and I drove it and I talked to some of the people there and and they're consistently open too ours isn't consistent and so you know I challenge The Village ofthe Art people which I've become friends with quite a few of them lately and and so they're a lot younger than they used to be and you know I challenge them to come up with some things to make it better because the city can't make the village of the Arts we can give them help with lighting sidewalk things but that would be a whole another department we'd have to create and that's what they do that's what their Guild does that's what their group does they've got to come together and and you got some of the younger people um and some of those businesses that are wanting to do it and I hope they can you know get together if we need to hold the the meeting you know have a place for them to have a meeting have them but they've got to work together and not put out the innuendos that are in some of it and the other thing is is the village is not the only neighborhood in the city that has had an issue since the hurricanes with Street lighting there's several streets in my neighborhoods there's several streets down in my ward down by cour I mean Miss Moore's got the I mean there's a it's a it's a serious problem and I know that some of the supplies and things are backordered and then the other problem is it's not just going and replacing a light bulb that normally might take one of our crews one to two hours to do water intruded in into that system so they're going to they have to like well this light doesn't work well that light does and they have it's something that normally used to take an hour to two is taking two to three days so my only point is we need to challenge the village of the Arts group to come together and in all of the political times over the last several years we've seen it and and talking to them and really being boots on the ground over the last several months talk talking to many of them and and some of them like to just be in their Silo because they don't want to get into the political part of it but it's what you get into what you want to make it do we want to make it better do we want to go so that's what I challenge is how we come together and obviously the five of you on this board can't talk about that board the the six of us can't talk outside of a meeting on our board but we've got to get that you know and again I hope you know some of them watch this this isn't saying bad it's saying let's how we going to get together but inactivity is worse than activity that that you change later if it didn't work but just to keep pushing and and yes that parking lot behind the 71 shame on us because that was originally the reason we fenced it was because of the trash well now the fence just keeps the trash in and uh but that was originally going to be part of our um storm water system if we need to get it from that could have been a stormw water Pond to get the filter the water to um where's Creek but we were able to take it to the east and south to then go back North and it worked because Village of the Arts in all of what was been done Village of the Arts didn't flood any during everything we had this year so kudos to you know our engineers and the way that got done and it was a great situation because you know that helped them and that was able to get them back open because if we'd had the flooding and the high waters that normally happen in village of the Arts most of those houses would have been gone like houses in your neighborhood missm so and again just my challenge is let's get some of them here and the person that sent Mrs Barnaby the email come on let's talk it's all I'm asking and I and I it was I left a message on her business phone um I just wanted to just to make clear and really I think who I'm talking to is the universe of potential developers and whatnot um I agree with you I think I we have disagreed about this point and I agree with what you just said which is I am completely content to wait until something is the right thing the best thing um because I don't want to do anything just to fill the space or fill the void I think we're better than that you know I think we can demand better than that um but I also think that we could just do something that we can undo uh I think that for something like this um I'm I'm still G to throw a few food trucks on it um just something as a as a placeholder but not horrible looking that's up to us though we have to commit not to say oh well we let Lisa put food trucks there now it's got to always be food trucks that that is on us to say we're going to do this temporarily we have a vision we have a bigger goal and absolutely I will yank the food trucks if something bigger and better comes along and I don't disagree with that at all but if I'm sitting out in the audience like I was a few minutes ago and I heard a three to fiveyear plan and then implementing it to come up with what we're going to do so now we're looking at another three to five years before we do anything on that property so it's a parking lot and it's a parking lot now for three more years five more years years because we know government when you say three to five years that's not in any of our lifetimes on this board and in reality that's what it is you look at Old City Hall property you know that was going to sit forever to dredge where's Creek you know my Administration working with the County Administration and pushing that to say how do we not have that happen and we had to go to Swift Mud and and Army Corps of Engineers and we found a way to make that at least now a viable P because I didn't want that sitting like that for our city forever but now things are happening on it it's been sold and it now it has to go through the process and again I agree I don't want to say let's do this and then it's stuck forever but again we do a lot of things that sit forever and you know I can go down a list and name them and it's it's sad because you know most of us now um four years four years us three in the four positions in uh two years two years and six to 20 depending on um but no but just again because it can it can take a long time but what are you gonna do in the interim to make it happen and while still being safe because we don't want somebody getting hit but this email I mean it's public record so I think you ought to share I've asked to have I think you ought to share it because it it puts a lot it puts a lot in and really is not in the you know I've never I've never seen her down here asking us questions but it's blaming so do we want to blame or do we want to figure out and again I I'll say it to anybody we can differ politically but are we going to try to move things forward um and I know you Mrs Moore want things quicker and but then also some of the things that happen are is my three minutes up yet I was I I was being respectful I was thinking so but but you you know we can to yeah you should have buzzed it but you can but but again I think this is so important to our city through the CRA which obviously you know we're the same and that part of it but how do we make it better and how do we get something because right now we're getting blamed for doing nothing and from some and others no but and and again it was all about numbers and how they've failed you know the it basically says the city failed them because we're not bringing people there for their weekend art walks and their different things we can't do that they've got to do it they've got to promote themselves they've got to work together and you know I don't know how many much more we can spend time in there you know but we we got them back opened for the major events after two major storms and that was the most important thing I think our city did um downtown and that to get open while spreading it out because you couldn't live in your house but if you could go to dinner and somewhere to be it gave you a little sense of normaly abely and and that was important so all right thank you thank you Madam chair we'll we'll come back um like I said we have a consultant lined up we'll come back and uh and we will also be working with the Tam Trail CAC so um uh that being said the only last thing was was that U you said you were done are you not done no I said you said you were done well I was done this is I heard that too you hear that too uh congratulations to the CRA board members who are happen to be city council members who are reelected and sitting there the other day on the Monday at the swearing in i i reminisced about when I was sworn in a long time ago over 30 years ago to a seat and I remembered one day of swearing in three years and 364 days of swearing at I remember being elected and the next morning waking up and saying oh my God what did I just do and then I sat and looked at this board and I said you know it's a great board to work for and maryan barnab if she runs again we'll be a member of the five Tim Club okay now I'm going to cut your mic so congratulations um I had the pleasure of telling somebody today that uh this is this has been the most fun I've had redeveloping out of all the places I've worked because it's just the city wants to redevelop and they want to I mean look look what you're talking about you're frustrated because it's not moving fast enough and remember we're doing it with for John tody he's been working on that uh Chris did you have anything you want to say about that I just say that I am setting up a a meeting with Ronaldo and and John tody to kind of go over new timelines and things like that they're looking at moving the art piece um to because it's going to be less expensive to move it because they're going to have to rip up sidewalk and go in deep with Footers and things like that so they're looking at adjusting the location of it as well so I'll be all at the next meeting I'll be able to give you a better update okay right and did I remember that um freebie was coming in do we have a new contract and thank for remembering that Chris well I asked you if there's anything else Chris mat with freebie this week yes and uh want to give him a little update on that yeah so freebie will be coming in in February okay to give you it's the like a one-year anniversary um we do have um there's options on the contract already so we don't have to renew the contract um so they'll be coming in giving the analytics and things like that we talked about we also talked about the partnership with paletto and uh we're still working on how that's going to
