pledge aliance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all at this time we will uh hear from our public uh comments we have Mr John Williams from the AR graic County thank you John Williams arford County 1351 southwater Street Stark Florida Madam chair Mr Vice chair Commissioners uh on behalf of the arford county I just wanted to come and publicly say thank you you for our yearly allocation that the board has set aside uh to support the work that we do in Bradford County and surrounding counties uh we're heading into our 50th Anniversary uh starting in January of 2025 and we're excited about the community involvement that the arc is uh involved in right now we just want to say thank you for your continued support thank you and we do appreciate all of the good work that you guys provide in our community thank you thank you um um next Mr Bill uh staser is that yeah Bill strasburger 2378 Southeast 43rd stre Keystone Heights uh first of all I want to thank uh storms all the ladies and gentlemen for the fire department police the road department they did a great job before the storm during the storm and after the storm it's greatly appreciate with yall what you all do but the reason I'm here today is talk about the starv park and whatever this uh new mobile home park Park Model are I think y'all pass I think when I ask y about it there's two reasons driving Depot the cost and lawsuit uh I was on the task force with P Creek back five years ago and I worked with Clay Electric uh we had 30 people in the task force we had the north border counc like you folks have and Scott C sign that counil on the task force uh 10,000 acres on the Eastern side of L count went through that and the uh had the North Florida Regional planning Council advised to go with it the County Commission brought it down three or two there were no lawsuits there was nothing said after that it got modified just set 10,000 acres 10,000 houses stick built houses frame built houses concrete houses uh slabs it was uh it was modified to 1,000 houses and still same amount of property so you don't be run scared of a loss for someone just because Council County Council pass it that's the first thing the second thing is cost there's other ways to get cost they got 400 RV sites now we have 400 more and 400 more it's 12200 but gosh that's enough for that area down there the roads are crowded I know you need money there's different ways to get money one way is uh uh government or State uh rural County bonds and I put my money where my mouth is y'all put bonds up I'll buy $1,000 worth of the bond for the count uh there's grants you can write you know there grant writers I know two grant writers that are very good out of H and Orlando they can get money that way the second thing y'all missed the boat with the impact that's been five years ago last year they talked about doing a feasibility study for Baker towy all these count I'm not talking a a a 27,000 23,000 impact you to hurtt young people people moving in I'm talking about $5,000 if you you did that four or five years ago you would have4 or5 million right now it's not going to make up everything but it's something and if they want to develop I'm not against development let's do it with houses like on 21b they're building nice stick hous down there they're nice houses nothing wrong or growth but you don't want a mobile home par uh these these people they Li you about what they're going to have there 55 years older no it's only be 18 now we know people in it's 18 years and when I see a pickup truck with a camper top R that's not what I call an RV par they're lying to you they going to lie to you again when they have this and you say it's going to be in the North End well so people in thessa they're going to be you know D down no sir but thank you we did get your point think about that thank you yes sir thank you very much okay and next we have Miss um strong strong morning I have to say that along the rideway there has been mowing along the rideway though give that to uh the road department but the ditches still need to be mow down in the ditches the ditches need to be clean my mom's ditch needs to be clean so there was a A plus and a minus um um this is what I really want to talk about in the content agenda there's an inventory Surplus and a delete L and I'm wondering um why some of these things that we are going to uh Surplus and delete are in this Surplus and delete with um maybe I don't understand but I'm just a person that is a consumer and a citizen that you're going to delete things that are worth 43,000 23,000 22,000 and call it obsolete broken I understand the things that you're going to trade in but um to say that a $23,000 uh vehicle is obs uh a $22,000 vehicle is obsolete uh if I had a $23,000 vehicle callete I continue to drive a $22,000 vehicle I don't call it oete I continue to drive it so I don't understand that even if it's an older vehicle so I don't understand why these vehicles are on the delete uh this while you're going to Surplus it or delete it from the inventory I mean what are we doing here why is it that this stuff is on to get rid of Liv in this County this is why we don't have any money what what what are we doing what are we doing why is it nobody is paying any attention we continue to do this what are we doing with my money I live in this County thank [Music] you all right um I miss anyone public comment thank you um at this time we're going to move on to the approval of our consent agenda item number three I make a motion to approve the consent agenda minus items f and g f and there is some further discussion about that regarding the planning Council and regarding um just some issues that have come up with the do and the uh Gainesville mtpo which is involved um with the planning Council and they've been deficient in a couple of areas that they still have not been able to bring into compl compliance and I have a letter here from the do that I'd be glad to share but I think at this time I think we should hold that those two items off until we're able to uh share that with the county manager and uh get recommendations moving forward um Mr colate um those particular items you have further comments um well so right now we have a motion um pending to approve the Bal of the consent agenda except for f and g so there's if there's a a second and then we can discuss okay I'll second uh motion by commissioner uh dhy um for the consent agender with the exception of fngg and second by commissioner Thompson okay all right good so yes ma'am we uh we probably do need to have some discussion first of all item F uh if it were to be approved it would have no bearing on item G those are two two separate distinct things so um concerning item G we did have the um the bid opening and the scoring for the continuing Services contract and a number of the nine respondents also offer planning services so that's something we need to consider as we move forward um I do know there's been some uh problems with the uh current planning Council that we we've just not been able to overcome I know they lowered the price for us last year and we were going to give them another year to for their uh performance to improve and I don't Mr Andrews is here today but uh not to put words in his mouth but he and I both believe that that we could do better so you guys just need to give us some direction on that and um figure out how we're going to go forward and so there um Madam chair got you at this time I'd like to withdraw my motion then uh and just to include item G so I would approve the okay um why don't so we want to restate your motion correct to approve all items except for item correct except for item G except for item G is there a second right right if Mr what he's saying that there's no bearing that's correct yes we need yes now we need a second and I'll still second okay a motion by commissioner door to withdraw his motion um to only include item G and second by commissioner Thompson on that motion okay for further discussion um commissioner you indicated that you have some um documents that you wish to share with the the manager regarding the other that's correct and this is a letter from do and uh the planning Council just has not been in compliance uh with several items uh that they've been asked to address and uh this letter was drafted in March March 14th of 2024 and I believe they had till the end of May to address those items and they were not addressed uh my understanding is and I don't know the outcome of it but city of Gainesville and alacha County both were considering dropping the council because of these items and just their um inability to respond to the do um there's one in particular is the said I don't want to get too in depth with this but uh the 8020 rule basically means within their budget that they have to spend at least 80% of that funding so uh within that funding they were way low of that 80% and part of that 80% could have been for them to be able to hire additional staff which we all know that that's been an issue as far as response from the planning Council and not having anybody there to answer um any questions at any time whether it's for Bradford County or whether it's for any of these other counties and it's all stated in this letter and again like I said I can share that with Mr corn uh which I I think I may have yes sir I have it and then so that we can distribute it to the other Commissioners so that they can at least review this and that we put this you know uh for further discussion at another time okay I I think um that will be important to have further discussion about it because when you're indicating that they had from March to May to make some uh Corrections or whatever so but that's been now from June till now is another six months but this is the first hearing hearing anything negative in that regard so we can't make an informed decision about it today without being privy to the information that you have Madam chair um Mr Cor in our conversation did you say that this would that because one of the most important things to me um is and I've I've talked about it several times is ensuring that developers are Paving roads into these is this part of what they are responsible for yes ma'am so Mr Andrews uh requested that they uh change our U ldrs to reflect that and the clerk can attest to this the uh the paving of roads in new subdivisions making a mandatory uh part of the land use regulations and that was back in either March or April and we've not Mr Andrews hasn't heard anything back from them regarding that that's that's one of the big hold up and there have been a couple others as well any further discussion um and I don't mean I guess I do mean I don't know um commissioner already serves on that committee if you've gotten any kind of feel or anything um regarding the the planning Council to be honest I I didn't know about either one of these two issues okay until I talked to Mr cor okay all right I did I did not know I know since you represent us so the motion on the floor and the second is for the approval of the consent agenda with the exception of G and is there any further discussion if not all in favor by the sign I I I any days all in favor five 5 and so we will ask in that case then G um be placed on the agenda for further discussion yes maam thank you thank you okay now moving on to agenda item that's a nice picture item four U Mr Thompson uh we don't have anything today okay chair chairperson uh Vonda I'd like to say I looked at those Vehicles you're talking about the newest vehicle on there was 17 years old and they put a bunch of miles on these vehicles so I I just want to ask your concern that was the new price those were new prices on the vehicles all right okay thank you Mr Thompson um now we have our Sheriff I didn't see our Sheriff anybody representing Sheriff Smith today all right see none we'll move on to our manager's report thank you madam chair first off we need to talk about the responses to the RFQ for continuing Services you have a score sheet in your packet uh that we put together last week so you have um you need to discuss how you want to move forward with this you can select one you can select four however many you want you can select all nine that we could engage um for continuing services so uh once again you have your score sheet in front of you um all all nine were responsive and so we would be okay with with any one of them or all of them yes sir it seem like the scoring was pretty uh close um I it would be my suggestion those top four to take a look at them and then narrow it down because they're they're very very close in scores how the other feel I personally would like to make a motion that we approve all of them because we just as we were just talking about earlier we're going to find that some of these provide services that some others might not and when it comes down to a particular project or um anything that um May apply to their particular discipline then I think that uh you know it's good to be able to just pull that book out of the library and say Here's a company that does that service and we're ready to go and we're under contract with them and we move forward so um I don't think it hurts us at all to have my personal experience I've been involved with some counties that have up to 57 consultants and they just take them all and again it's just a uh the ability to be able to pull uh particular um consultant out and say you know hey you know this one does this and they have more experience at it than the other and we move forward with them so that would be my recommendation any other other thoughts I do have a question as far as having the all of these if we were to choose them all and have them on contract is there a cost to associated with that no ma'am okay no only if we use them for their services correct that's it um any other thoughts about it Thompson M commissioner ready okay all right um what is the wishes of the board so I had a motion to to go forward with with all nine Consultants oh commissioner daughter motion to have all of them second listed is there a second to the motion oh I'm sorry no I'm just second okay second by commissioner ready any further discussion all in favor okay by all right and Madame chair if I may now that you've uh now that you've um chosen to go with all nine I'll I'll reiterate that a number of these probably half of them or maybe even more do offer planning services so what we'll do is we'll uh go back to the to the uh responses and pull out the ones that do offer planning services so that'll be part of your agenda item for the next meeting okay all right next um as you all know the the Bradford County fire rescue Department was uh very very honored to receive an particular award last week down in Naples uh Chief Carter and some of his folks went down there and accepted the award so so I have a couple of videos that I want to show you that are related to that so we'll start with this this first one 1960s and the 1970s the Emergency Medical Service System was set up to respond to traffic crashes and to ensure that sick and injured people were transported to a hospital to get the life-saving care that they have needed today in Emergency Medical Services we know that that time sensitive life-saving care only makes up about 15% of what EMS does today EMS is more than someone that is there to pack you in the back of a truck and take you to a hospital Community parent medicine has been a concept that's been around for 15 or 20 years but in Florida we have been kind of slow to adopt it a community paramedic is an individual that instead of running on an ambulance uh goes out and meets the health care needs of people in the community in a non-emergency environment in an optimal environment Community paramedicine mobile Integrated Health programs integrate into our future Health Care system by identifying with the trend that we're removing healthc care from brick andm facilities and we're bringing it to the person's home a community paramedic program is patient Centric and it's designed to to meet the needs of that individual patient and provide the highest quality of healthcare people call I'm one one for help and what that help looks like is different to every Community uh but for our program you know that help means we're going to go to their door we're going to go in their living room and we're going to chat with them and figure out what their needs are each patient is individualized care they're all different there it's it's specifically tailored to that patient now if they're not going to the emergency department as their Primary Care it frees up emergency department beds for people who actually need it so when you go to the hospital instead of having a 2-hour wait time you may have an hour wait time or a 30- minute wait time not everybody needs to go to the emergency department but especially in rur communities there's not a lot of access to care and so that's one of the biggest gaps is that access to care emergency medicine and Health Options and things for patients that live in rural communities sometimes it's completely inaccessible so you you they're using 911 in the hospitals as a primary care provider and especially since Co it's just overrun as a community paramedic if they go in the home and find these symptoms and can help them either access a quick appointment to the doctor or even a telephone call you know we we we lessen the load on our EMS system the hospitals the doctors the nurses um it just prevents burnout and it just makes it makes it easier for everyone in the long run to get the care they need faster so some of the challenges that we are facing is that the the work is definitely there the need is definitely there but the ability to execute it falls on having the proper amount of personnel that can be a challenge for example we can only see so many people in an 8 hour period while the the quantity or work that comes in is way more than that so unfortunately because we don't have enough Personnel that work sometimes gets pushed back and dealing in the in what we deal with it's very time sensitive you're dealing with people's ability to get something to eat to get home healthare to take um showers different things of that nature and because we aren't able to get to them fast enough these people ultimately if you want go word they suffer and so that's the role of the community paramedic is is to go out and take those resources that are available and deliver them essentially to the patient's living room our goal is to actually get these patients the help that they need their needs are obviously not being met at home and they keep going to the hospital for a certain reason they're utilizing their hospital as primary care physician and that's not the role of the emergency department so what we had one patient in our community who we responded to 54 times uh over the past year and at $730 cost per call uh that was right at $39,000 is what it cost for that one patient for us to respond to her so even if we just reduce the number of times that she calls 911 by 20% we're looking at a huge savings just off of one page so it just goes to show you the impact that that these high frequency users can have on a service by using the paramedicine program we've been able to produce the number of calls to that patient significantly the goal is is to prevent one overcrowding of of emergency departments is to prevent the high utilization of of 911 and the emergency department as Primary Care the resources that we need to promote these programs are just that promotional uh materials promotional uh support from the legislators uh support from your local legislators state legislators and and even on a national level I think that overall these programs again are are the future for pre Hospital medicine I think it's important for legislators and and even down to the county levels so the Commissioners and things like that to support it but we really need that billing format to be changed um to be able to treat someone at home and get compensated for the supplies that I use and the time and the payroll of that individual that's doing that being able to build those insurance companies uh would be crucial we're saving the patients by not incurring an ambulance bill and potentially an ER Bill and then a physician bill and it's better for the patient in 50 years of EMS we've changed we must adapt how we do business to meet the needs of the Emergency Medical Service System Community Paramedic program is good business for EMS the reality is it's also the right thing to do so this video as you could see was uh professionally created and uh promulgated Statewide maybe even Nationwide I don't know but uh it sure is encouraging to see that our fire chief was asked to be a part of it so um I think that speaks volumes for not only Chief Carter but this fire department and for Bradford County so thank you very much for for that Chief thank you all right on to video number two this is the uh the the actual presentation of the EMS award that they received last week in Naples not professionally created this award the EMS provider of any further without first thanking these two gentlemen on stage here with me uh division Chief Dylan Rogers and Lieutenant David weeks Community medicine program um and they are the uh the real ones that make this happened and the wheels turn there but on behalf of raford County fire rescue it's a profound honor to accept the MS provider of the Year award this recognition reflects the dedication resilience and compassion of our team the men and women who serve and answer the call unwavering the Bradford County also like to extend our deepest respect and congratulations to the other agencies our team EMTs paramedics firefighters and support staff who consistently go above and beyond often sacrificing time with their own families to serve our community I'll leave you tonight with two of my favorite quotes first by renowned pastor and Leadership coach Craig brell our importance is not a reflection of what we do but we Empower encourage you to empower your team second by the way Dr P Giannis our focus should be more on I'm I'm sorry our focus should be on more than patient care it should be on people care focus on caring for people to my team this recognition belongs to you and I would pray proud of you all thank you so on behalf of Bradford County on behalf of the County Commissioners Chief Carter I just want to say congratulations and thank you for the tremendous work that you and your people are doing please join me it's gter if you want to come forward and that was a proud moment for sure to be able to accept that award on behalf of the department and the the county as as a whole um again I think the folks with that that award needs to be uh pointed back towards my team and uh the men women there that do the job every single day and they're the ones that that earn that award so um again I I applaud them and appreciate what they do on a on a daily basis um you know as as you saw in the video the mobile gr health program or Community paramedicine program is a big reason um that that we've been recognized by the state you know that was a big a big leap uh for this commission to trust us with that funding and uh it is is paying off and so we certainly appreciate the support there as well um I also want to recognize you know our our Medical Care as as we discussed at the last meeting the uh compared the meeting before last I believe the compression devices that we just got through uh State grant that evening after our meeting we had a cardiac arrest and we used that compression device and we were able to save that person and so those are just the things that we advancing our Medical Care and and the quality of what we do and part of that is our grants team and so I'm going to ask uh if Brian Dean and Amanda reer and Miss Brianna Yos will come forward here and chief Rogers if you'll join me up here also please uh so they recently um this again this is part of our grant writing team and they U Have Been instrumental in getting some of those wants that we discuss you know often times up here and so um one of those things is new ventilators new emergency ventilators for all of our patients um and this is over $110,000 worth of funding that they've obtained for the county with only a 10% match and so that's a big deal when we're able to update and and upgrade our equipment from that is is integated or or uh you know obsolete as you may have seen on the on the uh Surplus list there but these are things that we were able to tra in and get some value in return for um but certainly appreciate the work that they've done on this on this grant again $110,000 that we've paid a 10% match for uh to update with state-of-the-art ventilators and I also have Captain Jeremy Lumis here with me to show you guys a demonstration of what those ventilators can do and I know we're we're taking up a lot of this meeting so we'll try and be quick but I do want to recognize again Amanda reader uh Brianna Yos and Brian Dean from the grants team and present them with uh award that will be put into their personnel file in recognition of your dedicated service and unwavering commitment to Excellence in participation of the department grant committee because of your involvement our department grant our department has greatly benefited so thank you all for your time and effort on this grant you very much all right I'm going to ask uh Captain Lumis if he will do his thing good morning he loves public speaking it's his favorite thing on it's make sound okay sounds they're notter mentions you know rep if anybody's ever watch TV probably about so somebody's they're notaa we would use this to for them right to bring us into like current technology the Hamilton T1 will now do that for us so the ventilator this re very much on our hand right and our field and our texti of ventilator will do all so it takes 200 data points every breath and from that data it then says so it takes sort of our brain out of it it takes our so all we need is a gender and a height and for that height we have measures so we measure them we say they're male or female we put in their heights and we hit go and it goes and it will go until basically tell it to St so it frees up their hands right if they're doing other things bleeding getting medicine starting ID put device it does all but basically free them up [Music] and and this is a massive upgrade for us right so the ones that we traded in you had to uh do math right you had to set ranges you had to do all of these things it has something called intell where it's intelligence which is a very where it takes those data points in the take the it also has a CPR function so when we do use that lucus device where it's pushing this will also so it it brings us from this to very much the Forefront of Technology a lot of the United States still and unfortunately a lot of Florida is also so we have long transport times we have 45 minute transport times andth sir appreciate it very much U and again this is just to show you the technology that that has has come along and you know we've been able to benefit from that advancement in technology because of things like grants and and our team uh being able to obtain those grants and so I can't thank them enough and you know this is part of the reason why we were awarded uh you know that award from the from the state is is these advances like this and our focus on high quality medicine thank you very much thank you Chief Carter your staff and the wonderful job and and getting that and that Grant but this the recognition um on that National level is a big deal and we appreciate all of you and for the good work that you do thank you and if you've never performed CPR for 45 minutes you don't have a full appreciation how valuable this device is madam chair yes again congratulations to all of you thank you for your hard work we appreciate each and every one of you every day uh Chief I just wanted to ask so uh these devices here did the grant um does it basically have a device on each unit is that so so all of our Frontline ambulances do have do have on it every one of our ambulances good you might have said that but I just I was when I started looking at I was like wow look at this anyway thank you every so now all of our ambulances have the automated devices as well as the compression thank you madam chair for me um just just for our information what is the cost on one of those um Brian do you know off the top of your head 21,000 a piece we to get six so that's great that we we have that and I and I always want to take an opportunity um because like I said I've been recipient of of people coming and picking me up and um and I the job that y'all do I I could never do um and I just thank you from the bottom of my heart for everything you do for always being the first to get there and um and the last to leave um just thank you for a job well done I've talked to other params and other counties like Ela County and you guys are recognized for your knowledge and how well trained you are they always give Dr gianis um you know recognition for how well he he has done for this County and for others um but thank you guys for everything you do thank you commissioner since you since you mentioned the Lille County I will point out that they were nominated for this award as well and very good and two I I just want to thank you all so much um I I've always said we we've got the best in the state and now the whole state knows it so so thank y' all so much I really do appreciate everything you all do very very professional just I thank you thank you thank you all right Madam chair that's all I have all right thank you um our County attorney thank you madam chair thank you madam chair I I would like to say that um with the opportunity I have sometime s to be exposed to some of the challenges uh with healthc care en rollal areas across our entire region um we are particularly uh blessed in this County um to have a team that um really is the gold standard and uh I just also wanted to join the course and congratulate um our manager and Chief and his team on um and you Madame chair and commission for uh uh making sure that Bradford County has that standard um that others are trying to meet really at this point it's such a challenge uh the Health Care system is changing so much and this is the new way and y'all are literally cutting you're on The Cutting Edge of how we're going to deliver Health Care Services to um to people uh particularly in rural areas in in in the 21st century so congratulations thank you attorney Bradley I don't have any thing to report thank you and it's time we will hear from the comments from the Commissioners Comm well I did have one question um on the first video they talked about us being able to to file with insurance companies is that something that they are pushing forward with or okay great um I just want to remind everybody of course not light I have to but today is election day and if you haven't voted please get out there um pray for our country pay pray for our County and um I just pray that above all things that God's will is done and um thank you all for everything that you do in our County that's all I have thank you commissioner Thompson yeah I'd like to thank uh Chief Carter and your staff El number one appreciate you all and the job thank you commission Dy yes I again thank you all for everything thank you for what you do um couple years ago I guess it's been um at least four years ago I remember having a conversation with some folks and they were talking about voting and you know how you know we should do this and we should do that and I said well I said coincidentally I I know that uh you all are not registered to vote and I said so it's very important that you get out and register to vote so that your voice is heard and recently ran into them and and uh one of the gentlemen had a sticker on that he voted and he thanked me just for that opportunity and we all have that opportunity it's a it's part of our freedom to vote and so uh again yes get out and vote um I would like to recognize Senator Bradley uh and I do apologize for not being able to make it out to the Black Creek presentation for the water distribution center from Black Creek down to the lakes in Keystone and uh I know you worked on that very hard for many years and it was very successful and uh hopefully uh the fruits of the labor will come to fruition and uh we'll see some um Lakes come back to their their old days and and hopefully Thrive and and that Community will even continue to thrive because of that and so again thank you for your efforts thank you and and representative Payne also I think he was a big part of that and also Senator Bradley Mrs Senator Bradley so thank you again thank you that's all I have okay I I just want to say thank you for everyone that's here this morning and uh and thank you all again and excellent job you all do um the the other thing is um um it's it's something that I was talking to commissioner Spooner we having an election day and we have a County Commission meeting and one of our County Commissioners is up for re-election today so I know this has got to be a tough day for you you're you're in here instead of being out there but uh but anyway we'll keep you in our prayers and you know and pray for for God's will to be done and uh and again too I just Echo if you haven't voted get out and vote um because our sign is being made to put on the on our doors that if you don't vote don't come in and complain that's so we're we're going to get those put up in the next week or two but um but anyway again just pray for our country and um and just just get out and vote and thank everyone for being here today and I won't make a long speech today but I must um I am up for re-election today uh I'm praying for God's will to be done um praying for healing for our country um praying for us to look at the importance of us working and being one Community together I wish to express my appreciation to my fellow um board members it has been my immense pleasure uh to serve um and to serve to the best of my ability and I just don't take it for granted um but I just say thank you to all um and and to my board um and I'm I'm particularly appreciative of having had the leadership role for this year and for this will giving me that chance and um I say God bless you all and I'm praying for victory this afternoon but anyhow my greatest thing is just to say thank you to everyone we're one Community where Brea county is strong thank you if nothing more a good to order this many
