on here is public comments uh if anybody would like to make a comment from the audience if you please uh fill out a comment card and um bring it up here uh the first one I have is uh Mr strong my name is Bay strong from L post office box 530 tonight um I see that you have a letter of support for Roberts Center uh Capital Ventures agricultural protection and application easement application on the consent agenda and I have an issue with that because I actually read the information that you have on uh that you that they have presented and to me it seems like it's a backdoor effort to circumvent a um zoning issue I've see some areas in here that are quite concerning because once this once you approve this um once you approve this no way form or fashion are we the public going to be able to say no we didn't like this no we had a voice in this no anything this is a backd door way they're not going to pay any taxes they're not going to pay any avalor taxes did anybody read this actually other than maybe me um because they're going to put homes on this and they're not going to pay any taxes it's unfair to the to uh taxpayers such as myself and everybody else that's going to have to pay taxes I'm going to have to pay a fire assessment when and if um you bring it online and they're not going to have to pay a fire assessment they can put for many mansions or four mansions on this property and they're not going to have to pay a fire assessment for this and it's in this agreement and I don't think that it's fair to the tax payers that they're going in through the back door and you're going to approve this and the taxpayers in this County aren't going to have a say like everybody else because this should be a zoning this should be a zoning issue and not on the consent agenda they should have went through zoning first and not straight to a consent agenda that's how this should have been taken care of but this past zoning to go to straight to Tallahassee thank you and next um and too I forgot to mention when you when you do come forward if you would just state your name and your address and then you'll be given three minutes to speak um the next one I have is uh Nikki uh Carlton so my name is Nikki Carlton I live in lahy Florida um I claim to talk because we got told that the county got donated some land and we used to ride up at Bradford riding club before we got kicked out by the fair Association and that's how we feel that we completely got kicked out uh we were told it was supposed to be temporary and then they basically told us we had couple days to take pictures for sentimental and that was it so um when we heard that we got donate or that Bradford got donated land we were hoping maybe you guys would either donate to us or let us use the land so we could get some kind of Arena set back up for the children I was riding up at Bradford since I was 5 years old and I have continued riding since I was five my both my children have ridden since they were b or well have been there since they were born um but they have been riding since they've been old enough to ride this one's been riding since she was about 9 months old and my son who's now six has been riding since he was a year and a half I ride baby pony yep you ride baby pony sorry um so we were hoping that right now we're going to other counties because we don't have a club or an arena that we can ride at um we have to go into different counties and it's up to when they decide to ride sorry I thought um so we were hoping maybe we could get some wom and donated and we can maybe get some grants and stuff so we could build us in Arena and we could use it for other things for rodeos for them with the cows all that where I know the fair Assan was going to get some stuff for their cows and their pigs but I guess I don't know how that all I heard it fell through I don't know a whole lot about it I'll be honest not real thr with them not taking my children there all that over the whole mess but um we were hoping maybe we can get a club back together in Bradford so that we can allow the kids have somewhere that's fairly oriented and safe for them to go cuz that's what we were all about was the family and having family fun yes ma'am I yeah I know the writing Club has been here for many many years many years fact I think it was started back in the 70s I believe I think it was the 60s actually was it the 60s yeah okay we have several children who are here that how adults now that have ridden since they were young and they got started there and have been riding with us and like I said my children that's all they knew till we got kicked out and she loves riding her Pony she's actually riding all by herself now she a little Speed Demon but we really would like we would really like a place that we could ride in our County so we don't have to drive so far and that we can ride every Saturday cuz right now there's not a club that does that and we were the Die Hard club that would ride no matter what you two points so is that at the fair grounds where you were riding that's where we were writing um we got kicked out what a year two years ago all right okay yes ma'am um yes I I will get with Mr corn our County manager and and talk about it and see what we can what we can find out for you thank you thank you thanks okay next I have uh Mrs uh Smith hi I'm luette Smith 3118 Northeast 183rd I would like to on braford Fair braford County Riding Club I've been riding there since I was a baby my grandfather was one of the founders of it um but what really hit me hard we were at the prey cuz I'm on the Bradford mountain and posy and there was a little girl that rode her horse from her house up there just to ride and she said she had been riding over in Lake Butler but they can't afford to go over there anymore and they don't have a trailer so I end up taking her home that night but just talking to her and listening to her that's the kids that need somewhere local that somebody could go pick them up and take them that's the ones that are missing out and will never be able to do it because they don't have her father's passed away but that's the ones that we always hit we would like we would have extra horses up there we would like people it's free for them to come and watch so people would come up and watch and then they would get into it they would bring their kids up there but it's all about the children teaching them how to ride what to do with the horses and stuff like that some kids that come up there never have been able to even see any horses until they come up there they would see us on Saturday nights they would ride by they'd come up and then we would just let them you know we' lead them around or whatever but it's just all about the children so that's all I got to say thank you um Candy wall thank you for uh letting us come up here tonight and speak our piece um I am also here for Bradford Riding Club um I actually live in um middleberg Florida 1632 El slain and I came here many years ago and um started riding here and I loved what was given to me my first night there um kind of felt my heart but I was welcomed by everybody I had a cowboy come along and he says howdy ma'am Welcome to our club I said yes sir told my name our family another one come along howdy man Welcome to our club I'm like this is my kind of place this is where I want to be and I started back then these people that sit back here in this corner are part of our family like she said people come there with no kit horses we take the kids in we teach them before you know some of them have horses some of them have other things um but I raised my children there there's children right here that we raised that little girl right there she was four years old when she first ride a horse she was six and they're still here today trying to ride we're having to run around all these different clubs now even though I do have a club in my County the club out here was more like home where the people work hard they give we we had each other's back we we did everything together I'm also a part of the posy here um and I give back in that way I go to the parades I work hard here even though I don't live here but I play here real hard um we would like to have an opportunity to have a place to ride again and not just ride but to bring the families together in a place that even we can do more with the land I don't know how much land was given um but I would love for us to be able to do more than just have a riding club I'd like for it to be a family have some of the stuff that the fairground should have been doing like these poor kids having to go and go other places to be able to show their cattle and their pigs and their chickens and all those things that was the saddest thing to me it broke my heart to think that the fair Association wouldn't stand up and let them kids and only a certain number of kids could go in that was wrong in my eyes um I know that there's people on that board that don't want us there and I don't understand how you can call yourself a fair Association if you don't want the animals there um so if y'all could just give us a little piece of that pie we'd love to join in um and having a a part of you know helping build it whatever you need we got hands here ready to work thank y'all I appreciate it yes ma'am thank you it looks like Kimberly um benchart did I reinh oh rein Reinhardt that's a r okay I'm sorry enough hi I'm Kimberly Reinhardt and I want to talk about the um the land for the Riding Club um I learned how to ride there I moved here in 2001 from Arkansas and had a lot of people that really took me in it was a great thing to come up there I don't care how bad I rode how many times I come off they were always somebody there to help me get what I needed to do and teach me along I mean an old person teach me how to do what I needed to do it was a family we treated each other like that if something happened to one of us we were all involved and we need that in this community and one thing that has not been brought up is the revenue that Riding Club brought people in when we have NBA shows or frolics we did benefits for the Boys Ranch that came um they used to get a really good check from us because we had those big events and we were able to help them Bradford County was able to help them in that way we're not raising that money anymore for the Boys Ranch and we're not having the events that are bringing people from other counties and people from this County together that will leave and stop by somewhere to eat or stop somewhere and get some shopping done that they need to that's revenue for Bradford County and I know that's part of the bottom line when it comes down to these decisions so I just want to make sure we that I added that in and I am also ready to work if y'all give it to us and and we have money and you need hands I'm right there thank I think the club need get back we as I was gr up I went down it as a young and everything there no place in here for the Young to do once they get so all they Up Down Road dranking and all with kids come in there and see all us there having fun we used R 2 3:00 on Saturday nights down here every Saturday night when I was going up 80 I think the club need to get back every say kick it out all know why but we went there every sat night and r forces unless we went Jack F all the people here know every say you get in the community they know me I know them we won't have to family B County FJ had killed D County I think the commissional each one of y'all need to step up and help get our count back where we need to be and don't let the faar association destroy this County that they be doing that's it thank you okay the last one I have is uh Mr steel uh Paul still 14167 Southwest hun 1 Avenue stock I'm really pleased to see tonight that you're accepting people who come in late and allowing them to make comments I think that's really critical if you in fact want to hear from the public and that was very pleasing tonight to me thank you I want to talk to you about the Cypress Run boat ramp on Lake Samson I'm urging one of the three of you to actually uh make a motion to reconsider your vote to uh spend $59,000 plus uh to try to redo the uh work that drmp did in the design of that boat ramp uh I believe you're going to be spending uh $440,000 out of the vessel fund I think that you can take that uh $40,000 and actually fix the existing uh boat ramp at Cypress Run all that needs to happen is the uh you need to clean out the vegetation at the in the lake Samson that can be done by shredding and then you would go in and restore the channel to its original design depth with the channel was uh made in or dug in 1965 after Hurricane Dora uh I'm not quite sure when the boat WRA actually went into play what was installed I not was there uh when we moved here in 19 uh 96 uh it's an ideal location for people with kayaks small boats uh to go out and explore the whole sort of of Northwestern side of Lake Samson which is totally undeveloped and it's it's beautiful out there there's birds you can canoe through the cypress trees and I just hated to see the design that drmp put forward I think if you proceed with trying to get that uh a design like that done uh you'll probably never be able to get it permitted because it's involves uh dredging uh part of Lake Samson uh and I I don't think that they even if you got the permit I think you'd have a really hard chance of difficult time getting it uh uh getting funding for it so I would urge you to reconsider that money and have instead uh have the engineering firm look at these alternatives to see uh whether the one that I've described in my email would actually function better uh I also wanted to mention I wasn't going to mention this but uh I think that the uh uh Robert's uh proposal that you're uh sending a support letter for is very uh should be supported it's that kind of setting aside very sensitive in De in Wetlands lands like that so that it's not developed it's going to be very important going forward and I would hope that you would uh in fact uh send your letter of support thank you thank you all right that's all the comment cards I have for tonight if if nobody else wants to make a comment we're going to move on but um as far as the writing Club I will get with uh Mr cornay and um and see what we can come up with because that I never I'll just be honest I don't ride horses but I never to go out there but but I always saw it was a there was a lot of people out there all the time and I know a lot of a lot of the people that did participate so um but yes I will check into that ask some question just for clarification so that I can better understand what was being asked in the support the letter of support for it um just as some of the questions I had was um commissioner spinner if I may um Mr Robert's representative is here so if he would if he would like to come up to the uh to the podium he'd be happy to answer any questions you have good evening Mr chair Madam happy to answer any questions I'm raes but I'm the director of conservation Acquisitions for the north FL lest okay we prepared the application for Robert's Capital Ventures you said Mr but what we Butch B okay thank you so much for coming um I'm very supportive of conservation and protecting agriculture but I didn't understand everything that was in it so I just wanted to be able to get some clarifications so I had a better understanding of what um we're supporting and I noticed that in the um application it described as um um a property for um civil culture which is a protection I know of land and agriculture um but also it indicated that it would be for the I guess the airs or the people who live there the people who own it now and for their ears and so one of the question I had does that mean no one else could ever purchase that property and then um that was one um and the other one was for in terms of um development um the restrictions on it I'm not interested in someone coming and you know destroying the forest or anything like that but one of the things that we're we want in our County to do to have some development and to uh accent our Lakes uh our recreational areas and so the first company that initially purchased purchased it it indicated that it was going to be for recreation and there were preservation of the Agricultural part MH um how um how would you with your application it would not allow any further development Mr chair so I'm glad you asked the question and M strong earlier asked the question about the four development rights so if I can frame this by saying you know the property as you know is zoned um re and also a and that allows a certain amount of units per per acre and I think in the re it's one per acre correct me if I'm wrong and in the a area it's either 1 to 15 or 1 to five depending on whether it's A1 or A2 so on a th Acres there are you know almost a 100 development units that are allowed currently under your current zoning and land use what the Roberts family is doing is eliminating all but four of those so rather than this being a a way to subvert your zoning process it's actually reducing the density of houses on that property reducing the number of building rights and retaining only four on the property now that four ostensibly is for the family but if the family chooses the current owner chooses not to build those four the property can be sold to another owner outside of the family the restrictions remain in place and so that owner May build those four building rights or up to those four building rights and so to answer your question the the number of building Rights was going to be reduced from its current density down to four if the easan is purchased by the state and the property can be sold to somebody else and those those people can then build those four development rights okay and then that would be um one acre per the four um structures well it would it would depend on whatever so when they came in for a building application they would have to come through your process and saying I'd like to build a house in this location it's allowed under the conservation easement that the state has and then your development codes would then kick in Wetland set asides tree protection um you know access EMS and all the other rules that you have to service those four houses would kick in so you still have control over where those four houses are located and how they're serviced and the the the the codes that you have would still govern the construction of those four houses okay and it's a thousand and something Acres um of that property and there was a um limitation to the physical um access to it so my question other question was would that limit the Public's access to the lake to Crosby Lake and the ra Lake and that entry to Samson M chair Madam Spooner so the the access that the public would enjoy to the property is whatever it has today it's going to continue to have if there's Frontage that the public has on the lakes that would continue to exist access through the private property would be at the will of the landowner as it is today the conservation eement wouldn't wouldn't prohibit Public Access but it's still private land after the easan is placed on it and enforced by the state so for if in that case if public wanted to access the lake it would be up to the Robert's family or the success or owners to allow that kind of access and we've had issues where issues is the wrong word instances where land owners have had special opportunity hunts have allowed folks to come in canoe land or put a launch off their property and allow that kind of access on their private property even subject to in easement so long as the infrastructure that you're building for that access doesn't impact the conservation value so the as it stands right now the level of Public Access would continue to whatever it is today it could increase if Mr Roberts or the next owners wanted to allow it but there is no guarantee that the public has access under a conservation eement just like it doesn't have a guaranteed access today unless there is a physical location where County property or public property fronts on the lake today that's not going to change okay so the public would have access that was one of my concern and the other one it says that you would have the right to construct and maintain hunt stands platforms for hunting um on the property so it would be limited to the residents or owners that so other people could not hunt freely on the on the property not I'm not suggesting on the private property but to have access to that area if there's such haunting yeah Mr chairman Madam Spooner uh yes so you're exactly right unless so just as it is today the hunting on the property is at the will of the land owner because it's private land the conservation e perpetuates that use of the property traditional hunting on the property so if the landowner wanted to work with Florida um Wildlife Commission and offer special opportunity hunts for veterans or women or kids and use use his property under one of those opportunity hunts that's something that he could work it out with the state of Florida but there is no once the ean's put on it there's no immediate access for the public to get on there and hunt it's still private land all the Ean does is remove the kinds of uses that would damage the conservation value which is you know lots and lots of rooftops or mining or something like that it doesn't change the nature of the private ownership other than to restrict it from from development when you said mining so what say that last s us one more time please so I use mining as an example of an obvious where you have a piece of property and let's say there's some Sand Hill on it and it could be a borrow pit we would see that as a destruction of the conservation values of that Sand Hill go for tortoises and snakes and so on so we would look to restrict mining in a conservation easement so those kinds of values were protected so I us it an example of any use that would destroy the property in terms of conservation value the easement would seek to restrict those uses in this case I don't think mining I'm not that familiar with whether the sandill on it but the one that comes to mind right away is is development subdivision and building subdivisions around the lakes that would clearly impact the viewshed the quality of the water and so on so that's one of the uses that is the big stick in that bundle that we would look to restrict in that conservation easement okay and then what go I'm sorry I have some more but you go ahead go ahead well I was just going to ask what Mrs strong uh talked about so if you do build the four buildings let's just say whatever size they are so are those tax exempt no those are and I they would come through your process for development so whatever your development codes and your um zoning codes and your building codes and the construction codes they still have to abide by all the local zoning and development codes but it's reduced from couple of hundred units to just four right and those four stay on the tax rols stay at fully taxable value because they're not conservation conservation is everything that's not developed and so what would happen is Mr Roberts's property right now is agest it's green belt so that would continue under conservation easement and if he ever developed those four development those four pockets of of houses for houses those would be taxed at whether the property appraiser says is worth you know whatever that size house is and that kind of location you know in the marketplace okay question um and I get you don't want billboard satellite towers and that kind of thing I'm all for that as well but it says there wouldn't be any commercial or recreational um building or or if that was needed or desired so I think what we're intending there Mr chair commissioner Spooner is not creating sort of an arena where you know you would impact a great piece of property a lot of the property to facilitate not only the building of the Arena but also so the parking and all the infrastructure that goes into a commercial recreational site so you know I'm hard pressed right now to think of a sort of commercial recreational Venture on on this kind of property um Mr Roberts or whatever successor owner is is is really if they want to do leases for hunts um I visited a property just recently where they were doing a high-end Quail hunts and they're looking at doing conservation eement on that that would continue under a conservation easement so they do that kind of sort of you know retail Boutique you know small scale that doesn't impact conservation value but to destroy a lot of the property to create a large scale commercial Recreational facility or operation would be something that we would find to be inconsistent with the values of the easement okay and so I guess I was concerned about um you know as we Market the strong points of our County that our Lakes are our strong recreational um um entities that we have and so um if there's restriction on on in those areas it it's hard it would be hard we'll be hard pressed to get um people interested in it so we need other avenues of growth and and revenue and encouraging we want to control the growth but also accent what we have so that people will come and utilize and that we would benefit from it through the revenue um that we may may get from that but I was concerned that this would restrict it in such a fashion that that wouldn't even be possible and if someone would were to have a a canoe I don't know canoe Festival a you know a competition of such where you you have that kind of Attraction coming annually or whatever you wouldn't be able to have access Mr chair again commissioner Spooner it's an excellent question and when you think about sort of the amenity value of having Green Space especially an undisturbed Shoreline that you could put your canoe in on the other side or if you built a house that was your view across the lake at a shoreline that was undeveloped that adds value to that side of the lake that you're looking on undeveloped Shoreline plus you have all the wildlife habitats of having undeveloped Shoreline you know rookeries and birds and all those things the kinds of things that attract people to the kinds of uses you're talking about you know when we canoe and kayak we want to be out in nature and so the idea of having houses ringing the lake to me is less attractive than having you put your boat in over here we have access and then you canoe across to the side that's more quiet and so I think having a protected half the lake having that protected with maybe just four houses on it set back from the lake because you do have Wetland set asides I think isn't a really attractive amenity versus having you know what could be one unit to one acre along that whole Shoreline you've got a whole set of docks that you might be building there so do you lose tax value down the road absolutely because those you're not providing that those those four houses not providing as much tax revenue as had he built out the entire shoreline but some of that's offset by you're not providing services to all those people and you have now the amenity value maybe attracting more people and then the houses across the lake maybe have higher value per square foot because they're looking at a nice view shed so it's it's all in the balance of things so you know I think you I I made this comment yesterday to the Bradford County you know Economic Development Council is you it's really about your quality of life and it's going to be very hard down the road to to remove subdivisions and create Green Green Space if that's what you're missing and that's what attract people you have a chance now to protect it while it's fairly cheap okay and when I look at look at the map here it's a it's a pretty large geographical area surrounding the Lake mhm um that would be restricted MH I'm all for the agricultural Forest conservation um but at the same time not wanting to um um restrict access um to the lake I know not through private property but the normal access for people to enjoy nature and so I was concerned that that would be a restrictive um situation with how it's laid out here and and I think it's again commissioner Spooner it it's a valid concern because you're potentially losing access permanently on half of the lake um you know again it is private property and and and maybe you could work with Mr Roberts to set aside a piece for dedicated to the public down the road and he you know he may consider that because that's an amenity value to his community also but as it stands right now that's not part of the um application to the states he's applying for everything that he owns there to go to the state in conservation that doesn't mean that you know as we go forward and the state's interested in buying it and they start to negotiate um Mr Roberts or whoever down the road says I'm going to take out this five acres and leave that aside for a county park dedicate that in perpetuity to the county and and have County access there that's something that I encourage you to talk to him about um my marching orders were to put this application in front of the state for conservation E's okay and I'll one more last question and I'll I'll um just um I don't know if it's beyond or near there is a far it's called the firewise community and I didn't know if this was a part of that um that the um City provided water to probably 15 years or so ago but it was near the lake area where this community was developed had nice houses and they were near the lake and they worked very hard um um with the city to get fire I mean U get watered to that area so is that a part of this again Mr chair commissioner Spooner I'm I'm not aware if it is or not what I know about fir wte communities would not f a thimble okay okay sorry all right okay okay any other questions well I appreciate opportunity to to answer some of your questions on the record and look for your support of the letter thank you thank you Mr Corner did you have anything else no sir that's it okay we're ready to ready to vote all right anything tonight but to add it back to for discussion when I served with the uh City some years back the Florida Power and Light and clear electric uh have a franchise fee in which they pay to the city both so whomever is living within the city limits um for either clay or for FPL pays that franchise fee and I know a part of the board's concern well if if Florida Power and Light is willing and the other um clay isn't uh then it wouldn't be fair but the truth of the matter is the community is already doing it both clay and Flor of Power and Light but it's at the extended areas of our community in which they're not but we we have to consider sometimes we have to take one piece of the Elephant at a time one bite just because one isn't doesn't mean that we should decline the other so I want the board to be thinking about that we're looking for ways in which we can generate additional revenue and so we should look at all of those means of possibility when we're not asking an enormous amount of money uh um a few dollars per month per customer so I think it's something to put back on the floor to consider um for further discussion uh because we have a willing entity um and that's something that would help to enhance our Revenue generation any other comments okay so um just when we're discussing because we're going to be looking at our budget we're going to be looking at ways in which we can generate additional Revenue just to have it as a part of that discussion as a possibility for a future okay that sounds good too that way we would have the rest of the board here too to um to have more discussions on it that would be good I would Mr chair continue the discussion that if Clay Electric were to agree on the franchise fee then we would further our discussion with fpnl but without one then again you're going to have some paying it and some not paying it so right right and that's what I agree on too I hate to I hate to charge all the Florida par light people with that assessment and not pass it on just because Clay Electric won't do it so I don't want to I don't but anyway we can bring this discussion up later when we have a full board thank you commissioner Spooner okay all right next we have the uh Clerk's report Mr chair board Mr Thompson couldn't be here tonight he had a previous engagement but he did want me to let you know um as you recall back in Jan January of 2023 the board designated its arpa funding to different categories and one of those categories was to the city of Stark in the amount of $4 million to help it expand its water and waste water out to the bypass the city has reached out for that funding and um before we've issued the check we've cut the check we haven't delivered it to them yet um before we do that we wanted to reach out to our Auditors just to make sure um if they were going to require any other type of reporting or documentation before we issue that large of a sum um the reporting requirements for arpa has already been met so from that standpoint we're okay but they have suggested that the board consider um what type of um if they want to consider an agreement or anou that just puts in place place um that the county is issuing this money and that the city is going to use it for the intended purpose of which we allocated it and I think that that's a great suggestion and I think that the city would be fine with it when I spoke with um Mr Crosby he had even indicated that he'd be willing to send us any um expense reports of um what they're uh you know expending towards the project so I think something as simple as an agreement or anou if the County Attorney wanted to something of that nature that just specifies and acknowledges on both from both parties that we're giving you 4 million and you're going to use it for this intended use and that even maybe we uh require that on a quarterly basis they send us a um project report or a um expense report of what they have expended so far um so I wanted to throw that out because as I said um they are asking for that money we do have the the check uh cut but we have an yet because we wanted to bring up this particular item to see um you know have a further discussion I also think it'll be in the city's interest to have something in place as well because with their audit you know uh they're going to have to explain to their Auditors how they you know uh came up with $4 million or assumed $4 million so at least this mou will be able to explain that from the to their Auditors as well Mr chair yes it's that seem to be an excellent recommendation and it's a cleaner thing for our audient as well as theirs and some accountability because it's a large sum of of money that we're handing over so I think would be a good thing and and also and I agree with what you're saying but it's such a large sum of money would would be better off doing it in a couple different a couple draws to you know to make in other words they get this much done we cut them a check or we cut them a check and they get this much done then we cut them don't want to go that route okay whatever's best I just want to make sure everybody's accountable we know where the money's going and what it's spent on Mr chair Excuse me yes M rhen go ahead Mr chair I we have not seen one plan or one presentation from the city from their consultant as far as what this $4 million is going towards this could be $4 million towards a basket that goes into the wastewater treatment plan and it's not getting us any further to the bypass which was what the plan was to get infrastructure out to the bypass to create Economic Development opportunities so until we issue the check to the city I'd like to see their consultant come to our meeting and discuss with us where that money's going so that we know where that money is being spent because again we could we could put the 2 million that they have with the4 million that we have $6 million and never get one foot closer to that bypass because of the upgrades that they would need to do to their system to be able to take on any additional capacity coming from the future growth so that would be my recommendation and unless somebody else has a plan that I haven't seen yet then you know I would move forward with saying that we wait and we discuss that but you know if it's the next meeting then great let's let's do it at the next meeting Mr chairman I feel certain that we could get Woodard keran in here at the next at the next board meeting and let them do a presentation if that's the will yes yeah for sure and again not just uh excuse me Mr chair not just you know coming in and talking about it but you know like I said I'd like to see some plans I'd like to see where the additional pump stations are going where the additional pipe sizes are being increased uh what the current capacity is at the wastewater treatment plant and know if in fact that we'll be able to take on additional capacity from any future economic growth and development so I I think we've got the cart before the horse here my recommendation thank you I agree um Mr chair so Mr Commander would the memorandum of agreement not be be able to include those things on those details include whatever plan I mean it can include whatever you'd like it to okay and that's what I was going to suggest is that perhaps as an exhibit to the agreement or theou once that presentation is made the plan could be an exhibit to the the agreement yes thank you thank you thank you thank you all right sheriff's report looks like we're all good there uh County manager's report cor yeah thank you Mr chairman uh the first item we need to address is to reschedule the budget Workshop that was uh postponed last week um you have in your packet some dates for consideration so at this time you can U select any one of those five I believe that we should do it sooner rather than later so uh staff's recommendation is January 28th January 28th is good and now give us at least one meeting in January okay but is that Work Commission doter yeah that's um I'll yeah when we discuss this earlier on we we Tred to just you know make sure that we had these meetings on the same days of you know our commission meeting and um this is on a Tuesday Tuesday that's not a regular scheduled meeting so right um but you know I'll try to make it work what was the time again 5:30 5:30 yeah so you're good okay so we're good for uh January 28th at 5:30 thank you the second item for your consideration is a we need a consensus to place the manufactured structure from Station 90 Samson City on gub Dills for sale and uh we talked about a couple of different options um so it's just you need to make motion or do we need a installed five years ago maybe yes four or five years ago okay the we're talking about Samson City we're talking about the U the modular unit that's out there the living quarters yes sir okay now are we Surplus that in anticipation that we're going to get some funding for a fire station in Brooker no this is this is funding that's already been allocated that we had the state appropriation that we got back when the sheriff had the fire department and we've allowed or the uh legislature has allowed us to change the scope of that so that $650,000 would now build the station in that came from hurn Springs is that that's correct okay okay gotcha okay because because what the plan is if um once we see the bids come in on the 2 7 7th then um if if they're below 650 ,000 then we'll put it on gov session starts March 3rd and if you haven't already made hotel reservations and you are interested in attending rural County days is scheduled to be the 19th and the 20th I know there's a number of events that some of you have participated in the past and it's always a good opportunity to visit Tallahassee and let your legislators know kind of what the priorities are for our County that's all Mr chair all right thank you all right moving on to item nine uh commissioner's comments I'll start with uh commissioner adulter I don't have any comments thank you no comments commissioner Spooner I always have some um I just wanted to remind the the board under the group on the community that we have the Martin Luther King um banquet coming up Saturday uh at the Charlie John Center uh at 6:00 p.m and then on the 20th would be the youth program at the same building it'll start at 11:00 um a.m. that morning um if you're able to attend it would be wonderful and also just um as we are continuing our planning budget um and developing uh Capital Improvement plan let us also track on to our strategic planning process to to add to it because this is all a part of it and also just asked the board to be thinking about um um the continuation of our um staff appreciation um this year as we did last year it was a very successful event and something that was appreciated by our employees and then one other thing that's been on my heart and mind is I I want our community to be um better kept um beautiful and um appreciate so I'm asking us to be thinking of doing um CommunityWide cleanup projects for each of our municipalities in conjunction with our road department um we can call it braic County um keep braic County beautiful but we can set aside a time uh on a monthly basis or a quarterly basis so that we can um get our community cleaned up thank you is that it yeah okay um I want to thank everyone for coming here tonight um hopefully as we're moving forward we can get a lot more things accomplished uh at this time I would just ask the board for one thing and that's if you would to give consent to our County Manager to um to work with the sheriff and uh whatever they need to do to do a study to lower the speed limit on County Road 18 from 301 to Edith Ellena States that's where we have the sidewalks in that area uh right now this current speed limit is 45 uh we would like to see it or the citizens would like to see it lowered to 35 for safety reasons um and and if you look even in uh speedville where their sidewalks are on 21b that's uh 35 M hours through there so all I would like for the board to do is just approve the county manager again to work with our sheriff and whatever they need to do do the studies to um to see if if it's if it's feasible to um to lower the speed limit 235 and that just in that area there and again that would be from 301 to Edith l in States when County County Road 18 just where the sidewalks are Mr chair I if I'm sure that uh the county manager and the sheriff will discuss that and if it's anywhere within like you said if it's feasible um you know certainly um you know some of those speed limits in the way they're set you know they may have some guidelines to them and I know when there's for instance like in a golf cart Community I know they lower the speed limits so if it's you know something like that and can be designated you know something like that I think that it's that would make it probably easier you know for that but uh the same time you know it's just something that I think is going to be a challenge so you know we'll task the county manager and the sheriff with looking at it but uh you know I think there's probably going to be some uh some challenges to that okay anyway well sure there's no doubt no no doubt my mind so okay so is that a consensus with the board to give them permission to move forward with that okay is that all you need yes sir that's all I need all righty all
