the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all all right item number four is the approval of the agenda is there unfinished business discussion of the hire of the Public Works director Nick this is your item thank you Mr President at the October 21st council meeting Council requested additional information regarding the public works director finalists staff has provided council with the requested information at this time staff is unsure of the council's direction as a reminder staff follows follow policy and provided Mr Habor with a conditional job offer with the tentative November 1st start date uh and that that falls before the next regular council meeting as a courtesy to Mr Habor and his current employer tonight's special meeting was requested to formally provide direction to staff how the council would like to proceed regarding the hire of the Public Works director thank you any questions of Staff as to why we're here and what this agenda item is any questions of staff well I may have one do we currently have a public works director I I think we do January 1 oh Chris Schubert Jesse Dean is currently our city engineer Public Works director thank you um if we um don't go with u administrator's recommendation um I think some of these questions I've already asked but I don't know who every maybe everybody didn't read them I don't know um and we uh choose one of the other individuals that were interviewed we're perfectly within our rights to do that correct yeah Chris go ahead yes okay and uh the the only questionable thing perhaps would be the pay range and if that person would accept it or not and if we chose an individual and they rejected it we would be back to the this point would that be correct yes okay um I think I've had all my questions answered for now thank you sure if you come up with any more let us know anybody else have any questions so I think I mean I think we're kind of looking for at the very least some direction to give to to to Mr Habor we offered him a job oh I'm sorry Tiffany no no I was jumping I think to the next thing I have a motion when you're ready Mr President Tiffany nobody has any question make a motion for God's sakes we'll be out of here in 4 I yep oh wait Tiffany's Tiffany's got I will I will her okay chief student I would just like to a week ago when we had the council meeting I think it went kind of a ray and I think we put Nick in a bad spot and I just I can't speak for the council but I would just apologize to Nick for that because I think it put him in a bad spot and I think the council I think we probably should have maybe tabled it or done something different but just for the record I just wanted to make sure from my perspective for that here you thank you Chief Tiffany you got the floor uh Mr President I would move uh that we move forward uh with hiring Michael Habor and ratifying the um agreement that was already provided to him second we have a motion by Stang line a second by Terry any discussion on the motion and and we're up with Tiffany okay so um I want to thank Nick and and everybody else in staff um a wise friend recently reminded me that government is not designed to be efficient it's designed to be fair and uh while I will take ownership for my part in the inefficiency I do think that we have been Fair uh in this process and um I also want to say that all of the questions that I had from staff were answered sometimes I need information that's not from staff sometimes I need to reach out to constituents and see what they have to say and um having that extra week gave me more time to do all of those things and at the end I'm coming back to agree with Nick's decision and uh that's why I'm moving that we go forward with this thank you Tiffany any further discussion uh car Terry uh I voted uh for this motion the first time I will vote for it again I apologize to Nick for um this uh termoil that's been over the last week I hope this doesn't impact your um trust in the council certainly um behind you 110% and appreciate your effort as well as staff's in making this determination and I'm sorry for what happened over this last week thank you any further discussion Mike or day I'll say I'll take something positive out of this because it is our job as a council to approve or deny recommendations from staff and we're not just a rubber stamp and we do need extra information sometimes but it's a good problem to have multiple candidates that we probably be happy with um hopefully we can come back and um continue to make improvements correct improvements um in all positions that end up turning over for one reason or another um but yeah I undecided still because I feel I I can see where we're we're heading and I think it's good I think it's it's going to be good do I think it's the most efficient route to be the most efficient that we can be maybe not but we can wait and see there's only thing I can do is vote thank you anybody else have anything they'd like to add uh Jeff chesk um I um I don't look at this as putting this Nick in a necessarily a bad spot he asked us he gave us a recommendation we asked for more information for perhaps various reasons and uh I think Nick is a professional I I'm sure he's uh fully capable of handling uh uh seven people that don't always align with what he wants and I think if Nick is in a position where he is somehow negatively affected by that um uh that's part of the job folks that's why we're here and I heard Mr oday talk about a rubber stamp and sure um you know Mr bevans you had indicated that if and and I think the Gabe and Cara had mentioned something about the process this is what we outlined and if we want to get involved D um sure it's incumbent upon us to get involved and I think a lot of times we like to take to uh perhaps easy way and I can't speak for everybody I won't do that but it is easier it is much easier to sit back than to go through applications and resumees and sit down and interview and that's why we have staff but when we see another individual that has come before or not before us but as in in the same uh interview process that you know when we talk of efficiencies it could sit down tomorrow morning and start the job that they left a couple of years ago that's efficiency I don't know how you want to spend that but that's efficiency and we see emails that say what's it what's what are we doing that we got to keep the best interest of the taxpayers first and foremost and that's what I'm thinking of and uh so I have an application and resume here that that talks about this individual is having a very strong background in parks and please somebody correct me if I'm wrong um I think we have a public works director that is going to be working with Transit is that correct I believe and Chris does our Public Works director work with Transit yes that position oversees Transit as well as other divisions and streets and um sewer right correct okay and I don't believe the individual that's being recommended has much or any of that so we're talking efficiency we're talking what's in the best sense of of taxpayers and I I am that's me okay I want to do that and I I want somebody to be there to help our current Uh current Public Works director Mr Dean if if and when he becomes our engineer I think they' make a great tandem pair and get a lot more Effectiveness out of that that team also working with Public Utilities there's familiarity there with hiring U Mr Sandy and uh so so if we want to go forward and talk about the best interests of the taxpayers and what's most efficient well I'm sorry this individual that's being recommended tonight is not that person so I'll be voting no thank you thank you anybody else wish to speak round two Mr President yeah go as many times as you want just get the meeting well I just need to clarify well I have a question quick though yeah Mr chesak had referenced in the last meeting that he had tried to get involved and did not receive a response to his email did he receive a response to his email Mr JZ yes and I notified the newspaper and I apologized to Chris and I was prep prepared to do that at our next Monday meeting but I'll do that now I'm very sorry Chris as you've acknowledged and I I feel terrible I made a mistake I'll take ownership of that and if there's something relevant to this being on the agenda I'd love to hear it Cara I was just curious as I had heard it was in the paper and I had not read it yet so I thought I would bring it up here in reference to your taxpayer comment Mr chesak I don't I too look for efficiencies in government I take um try not to take offense with your comments that some of us on the council are not trying to do that sometimes efficiencies outlines themselves in uh other ways not just specific experiences but the type of leadership um that Mr BRS thinks would be good in this position also I just want to note that I did not talk to Mr BRS about um his feelings so my apologies come from my feelings toward the way that Nick was treated so I just want to clarify that too for the record thank you any further discussion any further discussion hearing none we'll close discussion and anybody object to a roll call okay Mr
