Tennis Courts Yes actually I'd first like to deviate a little bit just to introduce staff so um I want to just introduce Kayla as our Recreation specialist and Kayla can you just introduce yourself and and what you're doing and what you're working on in brief hi I'm Kayla I'm the new Rec specialist um I'm working on the ice skating party and I have organized the youth and adult pond hockey leagues welcome the flyer is there in front of you and look at all the sponsors that's huge it's amazing so thank you and also Lisa I think um you guys I don't haven't met her formally so and I just want to just introduce Lisa as the admin specialist Lisa hi I'm Lisa osok admin specialist welcome Lisa do you know working on a lot of things not a skating party it's really piled up for you all right Mike so which item are we on now uh we are on pickle ball and Tennis Courts right so met with uh a long discussion with pick a ball they are very excited to start raising funds thatou cuz we are talking about construction on our land and who has control of that construction project It Gets In The Weeds a little bit that it needs to actually have a formal mou and I'm hoping for the next topic that we don't need to have an mou but we may I'm I'm not sure I'll be looking for some uh direction from the board but with a pickle ball one we're going down that road and uh they are really excited to start raising funds and they want thatou to just to formally get signed and approved so that they can move forward and I I'm excited for it it's hard to turn down a large amount of dollars like this for one of our amenities that we don't have pick a ball but the hardest part of this is just the other side of the coin the other side of the coin is the actual tennis individuals because we'll be removing some tennis courts and I've reached out to them made me uh had messages uh for them to call me back they have not and I'm just going to continually try to beat down that door um so and Kayla if you can help with that too I know you know some of those individuals so um just reiterate that so that's where we're at uh the next meeting we should have that mou formally signed and uh just hit the ground running with that so any thoughts questions uh I did have one I just wanted to make sure that the sentiment I I think when we last left um we were just kind of discussing whether or not um you know it was going to have impact on tennis within the system um I I don't think we even really like had an agreement that we were going to sign anou or any of those things um with the group itself just yet um just based on the the tennis findings I think that was the sentiment at the time I of course am still very on board with theou and and doing all those things but I I don't think we actually formally were like yeah we're all on board we totally want to do this sort of thing um so I just want to make sure before um we move on um and just kind of Breeze Pastor um that everybody's kind of or has shared their comments yeah I agree Jonathan that's exactly what the direction was I'm just being proactive so that when I do get a yes from you I can hit the round running they are more than excited to get started so I just want to have my ducks in the so that when you do say yes we can go yep yeah and I just like I said I wanted to make sure that we weren't kind of like giving giving the sentiment to folks already that we' already decided I mean I know we we spoke about the drafting of theou and things like that and getting it ready and understand we're we're really close um and I like I said likely after we see theou next next session we'll make it a formal vote on that specifically but I just wanted to make sure for anybody listening uh online or on the television that we're uh we haven't uh made a concrete decision on that yet so just to make sure thank you for that clarification we have any other questions for staff nope okay um and you were not looking for any action items this week this month right not on that topic no the ball is in um we're we're refining thatou getting it very tight tightened up and then we'll be presenting that uh to the our attorney and then for him to do put the final touches and you'll have it next meeting okay moving on to new business uh we're going to go to 8A ice skating party at Memorial Park so we're gonna have the ice skating party uh February 8th from 1: to 4: at Memorial Park Park uh we'll have skating games music uh dun Meers will be bringing chili uh we'll have some hot cocoa coffee from caribou and we have seven sponsors for the event perfect great do we have any questions for staff on that just a comment I love it um I that's great I mean I think it's one of those things where this is a significant amount of sponsors comparatively speaking um uh to our previous ones and I I imagine like I said you whipped it up pretty quick so um I think it's I think it's pretty solid I think it's great yeah I'm just excited to see some organization sponsoring we haven't had before that's really exciting so uh really excited to check it out um will we be will we be making any money or is it just like covering the cost of the products that we're giving away it is all free for the public so everything is donated okay cool thanks all right thank you Kayla moving on to 8B uh discuss future fee schedules so Lori if you can pull up that attached item so in my previous organization we hired a consultant to talk about fee fee structures and how do you determine fees versus just grabbing a number out of the air that's this is what our neighboring organizations do do and this is why we are going to charge X dollar so you can just go through and I haven't keep going with uh this is all just information like on this slide here this is just about we you need to make decisions based on data and not just opinion or neighboring benefits or whatnot we just need to make decisions based on data and how do we do that we're going to be getting uh price points on how much does it really take for our staff to keep one diamond up to par and now with that information now we can indicate hey our fee structure should be X number of hours it should be this this dollar amount and uh because you're just talking about improving efficiencies and and really you're talking about sustainability that's what it's all about and then keep going Lori one more and well here with that one if you could go back you can actually we actually created our fees and we had 1% or even a half a percent would go to scholarship funds another half percent go to our maintenance fund that way your programs can now just throw it's just a dollar couple dollars but after now 5 10 years now you got a slush fund where you could start doing some things so that's just one thing that with that benefits again is just about what's essential what's important what is discretionary programs you're looking at all of those variables and now this really where it comes into like the skating party the skating party is a public event it's good for the entire P the the entire population and that's why it's free we will subsidize it 100% I know subsid is not a good word in in government but it's a fact of life we have to subsidize it someone has got to pay for it and now when you move over to to the Merit side now the benefit goes to a very specific person or a little bit more benefit the hockey league that we do now the benefit is more to that individual that's why they pay a little bit now if we had a private private event private hockey tournament they would should pay for all of it and now the next slide it really goes into those variables so public American and private and then one more and this is where subsidy is at a very high level and and that is a baseball field so a baseball field we got to subsidize it 100% we want it open to the general public for families to come there to enjoy the baseball field now in the Merit column are baseball leagues now those are going to they got to pay something right but not everything they're only that's only going to cost recovery maybe at 30 40 50% but now if we have a baseball tournament now that is where because if you know uh JD if you don't like playing base on tournaments your tax dollars should not be going to that tournament for that individual to have a private uh tournament right your tax dollars should be go to the public uh programs and the Merit programs not to the private side and that's just what I want to look at uh with those things I don't what else is there Lori I don't I think that and then differential pricing you know you got some fields that are phenomenal other fields like at buskin Basin um it was just not so good and now you have differential pricing you all we all experience that when we go to a hotel or even at a movie theater their Prime seats are more expensive their Prime Lo hotels are you know the view is different and so forth and differential pricing people are used to that it makes logical sense so and that one just talks about you know just Prime Time versus even non-prime time so it just important it all plays a role into how you make decisions and one that I think is that we haven't really looked at is just our our events so when there's a running event here and our staff need to go down and do road closures we need to put up barricades for that well that's taken time away from the general taxpayers for that staff person to go put up those barricades we don't charge anything for our events I'm not saying that we should I'm just saying that we need to as a board decide hey for one road closure it costs the city you know $200 to do that how much do you want to subsidize it that's up to you and sometimes you need to say hey that is worth a public benefit almost like our all-inclusive uh ball field that we have that flat surface you know that would be an example where if someone wanted to rent that we would't charge them anything because the benefit is too great to charge for it or maybe we charge very little and that is where this this pricing model when you have decision- making uh principles in there you can make a decision and then it's now backed up by data and not just personality or or you know general information so that's all I wanted to talk about and if you're okay you know we're the ship is going in this direction but how does the board want me to go when I do some studies like this do we want to go a little bit more East a little bit more West what is that how tight of that um do we want to go so I just wanted to get the general opinion and so that can help me when I start looking at things like this that we don't uh go overboard or what is our overall direction so I think we already have a good handle of this it's a great there are some you know little loopholes or some some areas that we're not focusing on which is okay as long as we say hey this is the data and we should be charging this and if we don't want to charge that's totally fine at least we had a conversation and we made a decision based on data versus just not talking about it so just thoughts questions on this in general questions comments I think we've had that sentiment for a while as well like uh when we were talking about field usage and things like that like we want to promote people renting our um you know our courts and our fields and things like that as well um for private functions but what is it really cost right and I I don't think that number um in general labor or materials or any of those types of things have really been Quantified in front of us so I think it's a really good initiative because again we we want to we want to have something like that we want to have a general understanding but we want to to make sure that we we know you know at the end of the day that it is a reasonable for us to charge some because again even on our current fee schedule uh as a you know just as a citizen of Brainard I don't know some of the fees on there seem really high but I don't you know as a you know a member of the board I don't necessarily know that that's the cost right like okay I mean I I have to be able to to show this and hey this is the reason why we charge $40 an hour for this or that so um it's easier for me to digest simply as a board member but even as a citizen like okay they've done the math this is what it costs and so it's much easier um you know sales-wise and uh decision-making wise to have that type of information just even anecdotally so um I like that initiative Cara um where will the money come from to hire this oh no I'll just do it myself oh okay yeah you can Jonathan can buy me well sorry I'll we're just going to go around and count every dollar on every in every Park um and every blade of grass and see how much it costs I know so I thought you just said you were going to hire a consultant we did with our previous organization oh we meaning when you were at your yeah with the city of Las Vegas yeah it was quite an extensive you know process and because they we were able we had a whole division of individuals renting fields to you know individual that would come in they they had a budget over Revenue wise over a million per year but so we really wanted to focus on that and really gain as much as money as possible without overcharging and we were able to do that and now we sustained ourselves for future growth moving forward got it and even here we can do it just on a smaller scale and again it's just decision- making I think it'll be great you know we had discussion before about like pickle ball Courts at Memorial Park and saying they were subpar compared to others versus the pricing so I think just having a deep dive into that'll be good Andrew yeah I I really like this approach I think we've bounced off it like with both the city pickle ball league and then the private League that came up I think this summer this fall like the trophies for the the league we were running like to your point Mike that's not really something we want to spend taxpayer money on is you know trophies and awards and gift certificates for people in a kind of Merit based League um and then the private League I think we started to realize hey we just need to cover our costs whatever those may be CU it's just that group of people getting the benefit so I'm really exciting if we can help it all right yeah this is great mayor yeah so Mike and I met last week on this and uh we had a really good talk I think there's there's a fine line in what you guys do in what is what we're subsidizing and what is it that we you know have to find some way to pay for and I I like the the three tiered approach the nice thing about it is that we can shift organizations into different roles as well so if we have a partnership with somebody that doesn't mean that it has to be strictly following exactly what things are there are things that we can trade off to get ourselves to where we need to be data is good if we can find data on what it costs you know I've said it I want to know what it cost to mow a square yard of our grass right we should know that because we have all of it to take care of and we know that we have to take care of it we should know these things so I like the idea of it um I am slightly cautious in that we need to make sure that we are taking a similar butts and seats type of approach that we've done in that we can price ourselves out of things as well and we have seen that uh happen locally even that we just need to be careful with those types of things we don't want to price ourselves out so that nobody's able to use it because we still have a cost to it no matter what it still exists it still depreciates so finding that fine line somewhere in the middle where we are having some kind of subsidy so that people can use it but also then finding Partnerships in able to make it work so I think we can figure out a nice way to do it data is good so I appreciate that Jonathan yeah I think you know to the mayor's point I I would actually like to see you know if we come into 2025 I'd actually kind of like to see or close to the beginning of the year you know what were our Rental hours what you know those types of things I think are I mean again from an onlooker perspective relatively simple for us to know you know like how many gazebos were rented across the you know we we've never seen any information like that I mean we could see the the raw dollar amount from revenue generated from those facilities but but what are we like again I think the pickle ball court cost is a little unreasonable well I mean how many people rented that over the course of the year you know and how many hours did we generate revenue from specific amenities so I think that breakdown I mean along with this philosophy is is is going to be really useful I think it's just again me personally data we can't we can't tell you how many people are actually setting foot we don't have a you know a traffic counter on every single pickle ball court and baseball field in across the city but you know we we can know what people are actually spending money on um within our system so I think that's a report i' I'd actually really love to see um you know if if we start utilizing this philosophy so good I do have a question or clarification um currently we have not approved any 2025 fees are we still operating based on 2024 fees if there is a rental right now yes okay did we you want to bring that to the next board meeting I didn't know that we had to approve it yearly I think we already did that yeah I don't remember which meeting it was but I do believe that we have our fee schedule CU we we hung up I think maybe in nov up the banners right yeah cuz we hung up we we proved everything and then we discussed banners the the month after so I think we are set for 2024 yep very good any other discussion comments questions okay moving on to 8C uh bbba discussion yes this is our Brer baxer baseball association and Corey is here joining us and uh we met a couple weeks ago just regarding and just regarding you know how can they how can we collaborate together to Make a Better Baseball Association in the brainer Lakes area and so Corey it was again another huge organization that is wanting to help the city of reard and it's just it's it's it's touching that organizations that they want to do business here and they want to play here they want to do Recreation here and so they came forth and they are willing to do new scoreboards at JC and Bane um Bane right I forget yeah Bane Park and we might even go into millsfield if this partnership is really good and we do that uh scoreboard also and with this I'm so excited that we we even just took it another step further in the sense that when he does tournaments we have our softball fields we actually other organizations will convert their softball fields to Little League fields again it's not the you know tournament play and and sanctioned tournament but just to get more ball fields right to be able to have a bigger tournament and so we're going to we're going to do that we are going to buy the bases put them in our softball uh uh diamonds and make that work we're also going to put them into millsfield so that we can so the championship game can be played in the grand stands maybe under lights it just would be bring a different feel for those kids when they're really playing that championship game so I just really want to look ask the board to uh approve this and if we need to go to an mlu um I can go down that that Avenue um but they would uh put in the the scoreboards at those two parks and in return they would just want to have Banner space on the Outfield fence that they recoup some of their cost and we're I'm just recommending 10 years that and now eight years we renew that contract and because they got a recoup and they are going to be a partner that actually helps maintain these fields and so forth so it's a great partnership and I just really want to endorse this I'm 100% in favor of it so much so that I want to convert some of our softball fields to little league so that he can have better tournament more tournaments and we go down that road um so that's our I'm you know if we need to have a ml again um I it would just take me a little bit to get that and then we could have it at the next agenda so thoughts questions do we have any questions comments for staff on that no I think our discussion on this was that it was kind of a slam dunk so um who better um to be stewards of the game than the people that play them so um and and to kind of have that partnership with the city um gives a gives us a much better perspective um from those organizations as well so um I think this is great I don't necessarily I don't I guess I don't know the logistics of needing anou or anything like that I mean I think that's just for for their sake more or less right um so um but uh yeah I think I think that's that's totally fine I mean there's there's a lot of fence space right now so hanging hanging some banners for a while the recoup cost doesn't necessarily seem like a bad deal to us either so and maybe we do just follow suit and do anou and that way I can bring both of them to the board next month and we can just uh follow suit with that just I guess Aon on the side of safety yeah maybe set I guess more of a standard of how we're going to do things if uh folks want to come to us and and bring these types of projects as well so I'm With You Yes uh can you guys remind me what we decided for the banners I know we were like yes we want to have them take them overbo do we ever have like a best practice for what they looked like or contract of how cuz weren't we talking like all the Banners are going to be the same size they going to be made by First Impressions or you know like yeah I think we separated out baseball from the rest I think the the rest of the banners uh would be a different approach than the baseball fields I think the baseball fields let the idea was let them run with what they have because they already have a bunch of banners they've been putting up let them run with what they have and then kind of shift gears for our other uh amenities and take a look at what we want that to look like in the future then we could eventually come back around and and wrap baseball into that but since they already have so many banners already made I think it's a safer bet to just let's go the course of what they're at and then shift with what we want to look because I think there's a much deeper conversation about what the rest of those banners could potentially look like okay so we don't want to have like a if a new Banner needs to be made it should look like this for the baseball like a design standard you're talking about so ex exempting baseball banners specifically from a potential future design standard I'm just asking because we don't have one right now right I mean okay but like I'm just asking is that what we're we're okay with that then if I mean I love what I love what you're doing so nothing I'm not but I just want to make sure like as we're moving forward we still want to have that image and make sure that our Fields all look the way we want them to look so that's all I was saying like not expecting all these Banners To Be remade that are already made but when a new you know when Domino's comes on and wants to have a new Banner hey cool we love that you want to help us but this is like the dimensions and where we what do we want them to look like that's all I'm saying or are we just going to have them like doing their own thing even though it's a field that everyone sees do we know does the organization have current guidelines for banners now no not that I'm aware of and what we could do just like you're saying is that we could have the existing banners but when you want when he makes new ones then we could create that as staff we could create some St you know standardization design standards and then get that out there um but for right now I I agree that let them use their existing and anything more when they create a new one they go with this design standard Corey what are your current banners like so we are currently using a 4X [Music] microphone yeah right everyone tunes into to this yeah tens of viewers tens of viewers all right uh thank you guys uh so we do currently have a design standard for the association we're using a 4x4 heavy vinyl banner digital ink makes them for us right down the street um those work in the taller fence Parks we put 4ot banners up at the little field at Bane last year and we're going to have to shrink that one to a three-foot banner because the safety cap on the top of the fence gets in the way the fields the fence is only 4ot tall so we'll have to do a 3X3 Banner for that field but the two at JC is in The Big Field at Bane would get a 4x4 Banner on them Dave yeah I think my biggest concern with the banners was that just keeping them all the same size so I think they've already kind of addressed that I think if we want to get into a deeper conversation of do we want green banners with white logos I think we can get to that at some point but I'm also a fan of taking your time and getting there slowly so if that happens in two years or three years you know I think specifically the idea that they're already the same size is a huge step in the right direction yeah I have I have no problems with how they have that set up now yeah I agree I think that was just my biggest thing where sometimes you see them and they're like big and small and whatever so that's great that they have a standard and and if the future comes up that we have a different design standard I mean we could probably even base it solely on what we have uniform un uniform wise on what we're already hanging if the future is there we just probably grandfather them in until you know said time they need to replace them and then we'll you know work it work it out with the with the association at that point so yeah yeah when I look at it in my head I I I view the various different pieces as different things right so baseball fields there's a a classic look to it that that multicolor thing kind of has that feel to it it has that classic look to it whereas like a tennis court might be slightly different I think if we're going to start looking at it that way each individual piece might have a slightly different look to it um but baseball there that is a classic look that that I think is really sharp so we have any other questions or discussion do you want to make a motion to direct staff to bring inou in February sure I would like to make a motion to have direct staff to bring anou for this uh in February second we have a motion and a second do we have any other discussion on that if not all those in favor say I I oppose same sign motion passes thank you Cory you moving on to 8D Flags yes it was brought to our attention that we had a couple Flags downtown that weren't at half mass and so we did a we looked into this um all of our flags at our Parks uh during the winter months are taken down just to save them because the winters are so harsh and they're just hard on the flags so at our Parks we take them down we fold them up and for get ready for the spring and the summer downtown Flags the poles are a bad design they we have to have a lift we have to rent a lift to get access to those and then raise them you know put them at half staff so our my recommendation with that is even with the ones downtown that we take the ones from the park and downtown down for the winter months and and the W the historical water tower down for the winter months and the only one that we have up during the winter is one at City Hall that is just our rec that's what has that's the standard practice in the past uh but again there's a all the flags are down downtown they're folded stored um I just had staff because we couldn't put them or we'd have to rent something to get them at half Mass so we we had BPU come over to help us with that and we just got everyone all of them all down and so now we're just looking for direction how do we want to handle this topic uh I had a email conversation with another council member and he was saying that if we the the emotion there in the public is that if even if we can't put at half Mass the one at the water tower that one should come down also um and so it just is a lot of work for our staff to go all the way up to that water tower and put it at half Mass that's a that's a that's you know we'll do that but again just know that it's going to take away from our maintenance if we do do that this is a hard topic our staff are 100% on board with the American flag and uh just know it's it's a hard Topic at the same time we want to do what's right with our staff and our we're limited with staff we got a lot to do so this is a touchy subject and just looking for guidance on this one mayor yeah so this is a city council issue not a parkboard issue if they're not in within the parks this this will just go straight to the city council okay I mean technically the boulevards are within your guys's care but I think if we're talking about Flags shoot it all the way up to the top okay sounds good that was that was my thought too and we'll just follow suit with the ones in the park will follow suit with whatever the council directs that absolutely your control so right now you can make a decision on that but uh is terms of the other stuff shoot it up to the council okay you know if the council says to you they would really appreciate yada yada y that's great but you do have the authority to make that decision so do anyone have any comments or questions about flag in the park well based on what I feel like the council is going to say um at least uh I'd like to hear from the council specifically but uh then after that probably explor some uh different flag poles yes so and there's a couple that don't have lights so we took those down immediately um so yeah any other discussion Andrew were the complaints about they were just the downtown yeah cuz that was the only ones that we didn't have at half mask or Jimmy Carter and U again no disrespect to anyone that was just an oversight and we just need to create something here and that's why it's on the council but I'll I'll bring it to the city council and then I'll just brief the board um also and what they say about the ones in the park all right thank you yes sorry one other do we have any state flags in Parks or is it just the one on the water tower I think it's I'm not sure right I'll be a part of my further report cool I don't recall state flags in any parks I've gone around to them Memorial would be the only one I could think of but I think that's just the U any other questions or discussion okay moving on to nine the public forum this time is allocated for citizens to bring matters not on the agenda to the attention of the board time limits may be imposed I will open up the public Forum at 4:36 p.m. seeing none I will close the public forum at 4:37 p.m. moving on number 10 staff reports yes the only one that that I have is uh so Troy and his crew they're just working on the ice removal of downtown decorations and that's all complete by now um irrigation they're working on that the big thing that we're doing now we're doing employee uh evaluations and so they're heavy in that also and obviously last week snow removal and and JC is uh going to be a big one that we've had a we had a meeting on JC Park um they're working on the doors they're even now they're working on JC Park they're they're painting the doors so we got the doors from high-tech and they're painting them they're doing a couple coats making it nice and and smooth so it's just nice to see that they're already um prepping for the for the spring and summer so that's nice and then we do have uh some other events that we're working on you want to talk on those uh there's just one other event that I've been working on and that's paus in the park smooch a pooch um that's at Buster dog park and the it's it's just a mini event February 13th from 5 to 6 o'clock uh so there's a kissing booth for fun photo opportunities um cute bandanas and some treats that are going to be donated by pamper pets BS questions did oh any question Andrew did we end up flooding The New Rink at JC's no no we're going to let that uh it grow with grass first so this uh summer is and I really emphasize you know the grass at JC so we actually talked about that and if we have another drought like we did you know last year um Troy is being very proactive and we looked at his budget we he actually he did he actually gave up a vehicle that was going to be assigned to him so with the savings with that we are going to be purchasing a piece of equipment that we can hook up to the to the fire hydrants and water those fields to ensure that we have green grass and we'll be using this piece of equipment across when we do have droughts that we can just get our grass up to par especially JC Park we want it to grow get root so that we can we probably won't be able to play on it but it's just critical that we get our first year that grass is takes root so that's really critical that we did that and it was just nice that Troy took the he researched all of this and came up with a good idea to ensure that we have green grass there and then next year or this this year in in the fall in the winter we'll be seeing how that skating pleasure rank goes I know there's a it's a huge controversy right now it's is it going to work is it not going to work um we're going to see if it does and if not we can change that in house we have we've already talked about metrics and and and ways that we can change that uh pleasure rink area and uh also um one thing that we're going to be looking at this summer is that other skating rink that we have in storage that is questionable about a couple boards we're going to get that bad we're going to get that up and we're going to look at that we're are going to uh we got a lot of smart individuals there at at the yard and we we're going to make something work so I'm really and I I'm will be coming to you board regarding the actual location of that JC Park will be uh uh one of my that I recommend and any others that we have out there that we would want to do another skating rank at so that's all I have any other thoughts questions seeing no other thoughts or questions we'll move on to 10A we have a Complaint Form submission uh looks like went to three different skating rinks and none of them had lights on it's free fun for kids and adults flight should be on for all to enjoy public parks especially during the winter yes um beyond that there was very little information about that so yeah and Troy handled sorry I didn't know that made it here um we've already handled it Troy was on it and uh one was a hiccup it just didn't the switch wasn't inside the the building and it was just an easy fix he had it done that day so do you anything else to add to that okay mayor Dave isn't the one at Memorial a push button no didn't didn't we install yeah don't we have a timer on that one I'm not sure that the board made that motion to have a timer put on the memorial so let's just make sure that's the case and I think we got to make sure people are aware of that yeah that it's yeah that that they know they need to press the button but yeah it's on I think if it is completed I think the work was on one of the previous staff reports from uh the last couple of agendas so I believe it is complete so if that is done let's just make sure that somehow people are aware that that's the case right we'll do all right moving on to item 11 board member reports I do not have any reports nothing all right uh yeah just a couple of things so preliminary talks um for a rock concert um in uh September of this year dates um pretty much concrete I think uh so um we've penciled those guys in for September 12th and 13th um again all preliminary we're we're trying to get a lot more information but uh we discussed a few of the hurdles uh one of them primarily being the fact that we don't have a a gate out there that would allow somebody to bring a stage out so uh coming up with Creative Solutions um to solve that problem um and uh looking for uh organization uh help across the city um to to try to promote that but um those guys are looking to do it annually um and want to utilize that field so lot again um usage uh within the park system um another opportunity to promote our amenities again um and maybe someday get our concession stand up the up to par again inside of that joint but uh otherwise yeah I didn't have uh much else Andrew nothing for me Cara well what what park and what are you talking like talking about Mills field then yes and then who's the is it a secret no it's not necessarily A secet oh this the band they're they're booking the national act I believe again preliminary speaking they have hairball for the 12th of September um they're working on their National act for the 13th so it would be a 2-day event um utilizing millsfield in Memorial so and then just kind of working again bouncing a few ideas off Mike um cuz again they they utilized the transit system for that Wonderland uh experience so um potentially seeing uh if the city is involved in any way um you know what we can do um city-wise to try to scrape a few bucks uh apart from the rental fee as well so uh my only thing would just be U I'm going to bring up the beach every month until we sorry I think we should have a beach you know so I want to make sure we don't forget about that out there um so I don't know if we want to look into it now that it's a new year and get some quotes or if we have any updates from staff on any plans yes we've been looking at that and we're going to be doing our grand opening at uh lump Park probably you know in Jun is and so prior to that yes we've already talked to I've already talked to Troy and Sean about mechanisms uh Troy is going to be um just looking at different mechanisms to do that and I even had just an idea we got a lot of big heavy equipment we got to work with the DNR what we can do and what we can't do there's a lot of guidelines regarding Shoreline and all that stuff but we are going to be doing addressing that Shoreline getting the flag or the canopy up before we do our grand opening and uh the beach is going to be we're going to be contacting the loons the the ski club Club there and asking for their help and involvement during that uh so yeah that is we're already thinking about some ideas it's really going to be on the restrictions on the shoreline what we can and cannot do so that's uh but it's on our radar yes we are going to be definitely doing that and also a grand opening at JC Park too I didn't have additional comment no that did remind me so um uh I've had a few um conversations with um folks that run restaur and stuff around here our concession stands so again we've we've talked endlessly en tirelessly about our concession stands is there the ability for I don't know I mean the logistics of this I totally foreign can these folks just man our concession stands I mean is that something that we can look into over season like just giving a certain organization the concession stand for the season right or something like that whatever timetable and then just car caring that forward um or again going on the the cuz I know that the city is really restrictive on food trucks and things like that but um if we don't go that route and maybe our concessions are getting banged up can we have food trucks um in for like you know organized Sports within the city I that was kind of uh conversations Bren brought up to me actually twice this last month so Dave yeah so as far as the concession SS are concerned we just need to make sure that those kitchens are up to par um in some cases they're not and it's a it's a thing that is a continual maintenance issue we need to do a better job of that making sure that they are continually up to par so we never have any laps in them I think a few of them may have lapses in terms of food trucks food trucks are allowed in the Parks so um our ordinance allows them pretty much I don't think there would be any restrictions to any of our parks in terms of where they could be so there are other places obviously you can't park directly on the street in front of someone else's restaurant um but in terms of the parks they're they're fully allowed so that would just be a parkboard issue of figuring out what you want to do with that okay yeah I I didn't know that the I I know there's a little bit of a differentiation between City like streets and and the park system so I I yeah I didn't know how to answer that uh within the the system so I mean just for everybody out there likely um they could just pull up their truck to regular Softball play on a Tuesday night and sell food not without first coming to you guys so they would need to have permission from the from you guys specifically in order to do that um but so a lot of it goes into being tied to an event right so if there's an event they can they can be attached to that very easily and they can go almost anywhere with an event within the parks you guys have the authority to have that and what that say is but they would need to have first Contact to you if somebody just pulls up with a food truck at softball they're not allowed to do that um but if they have first definitively not allowed to do that they can't just go well because you can you can have your food truck in parking lots but they're the private parking lots so technically once you come into the public parking lot know that it's not allowed within the ordinance coming here first would then allow them to do that but they couldn't just pull into that parking lot that's actually not allowed by the ordinance okay um can I add to that so if we had an idea of someone who had a restaurant and they had a food um permit could they per se like say they wanted to take Memorial concession stand for the entire softball season if we did like a contract with them you would have to have we've already paid for our um M what is that Lisa the Minnesota the permit yeah so we have a health permit with the state for every concession stand and we can only do X number of days after you reach that threshold of more day I think it's like 10 or 12 after that now you now you jump into another bracket and you have to pay more so they would have to have that for that specific location and indicate release us on their insurance and so we've already paid for ours for the season uh for all of our concession stands and Kayla and I are going to be really looking at the the concession stand operation in a fee structure uh magnifying glass and uh because that should be if we're going to be spending time on it it should be making money and it should it it should be so we'll have metrics and and stuff in place procedures in place to ensure that that does happen um and uh regarding you know AAL event like that absolutely that you could we could draft something to have another you know restaurant operate that have it be a rental you know release us on your insurance you know all those other indications and yeah that would be totally fine so it is possible we're just kind of I mean again I like our internal concession stand to work would be I think ideal but I just was curious on what the logistics of that um would be just I I know I have a lot of at least one no now two businesses along mil Avenue that are interested in being a part of that so um or not business owners but people who live around uh mil Avenue um that were interested in in potentially having their food service do um the concessions there um yeah you guys can make whatever decisions you want so I mean you can make that decision just has to follow what the state will allow you to do as well so very good just Andrew if they have a food truck I would much rather let them show up than maintain a concession stand in the cost of gosh the floor at one of those has been like a twoyear thing and and that's where I was at too was like if if we were able to find something like that I mean I again I I don't know necessarily the Memorial Park concession stand isn't in obscene disrepair but you know as the future progresses I mean there are a lot of folks that are interested um even locally like within our like businesses within our city that are interested in doing some form of you know catering for the higher volume soft all nights and and having uh having their food truck pull up again don't want to throw the amenity of the actual stand itself into the garbage but um you know if at the end of the day which doesn't make any sense we go two or three years and we're still losing money or coming close to uh breaking even maybe you know something that we could explore I just wanted to know before any uh any of those conversations uh get off the ground like what what we would have to do so Mr President one last thing on the concession so at the end of the season you'll get a formal report on the concession stand and our recommendation uh moving forward one recommendation if it's not in a positive Financial light one recommendation would be that we look at our existing partners that we have with our ball fields um such as the one here today that uh we work with them draft another contract and that they uh administer that because other partners but it it's just an aspect that if we already have an individuals that are are advocates for us and they're going to have they they want to put some of their money back into our Park why not continue that partnership um it just sort of goes hand inand but again at the end of the season you'll get our for formal report and uh I'm I think it's going to be pretty positive we're looking at we have like what I think there's like 40 items on this menu and I was like uh we need to really condense that uh we don't need a wide variet we don't need two pages of of a menu item at a consensual stand for a baseball game um so we're we're looking at those measures also just very finite looking at it from just a business perspective I like that any other board member reports if not
