##VIDEO ID:5qMhZobufhs## we are back from Clos session and I appreciate your patience uh we are going to start the meeting with the superintendent report okay thank you Mr singer so what welcome everyone to the first regular meeting of the board of educations 2025 calendar um for all members here here this evening I I know a lot of you have commented on it already but we did make a few tweaks to to your folders and your materials and an attempt to streamline operations and make sure the information you need um is located in a few key obvious areas so as we go through this evening and afterwards if you send me any feedback I would appreciate it um but you should know that the reason for the change and the overall goal was just to try to make some of these documents easier to access and and we attempted to put them in more logical positions versus going into different form olders so I'd like to provide a a quick update on construction projects and the referendum throughout the district so if you've driven around our schools you can I hope you've noticed that we've experienced a flurry of activity related to the referendum over the past few months and here's a quick update the middle school edition is now underway and on schedule so if you drive through there you'll see that there are a few big holes there's a lot of excavation going on so so the early parts of that um is underway we've got HVAC up upgrades for Hamilton JFK and Van Holton scheduled for the summer of 2025 uh High School auditorium upgrades once more are the summer of 2025 we've also accepted bids and and our prepping for work on the restrooms at Eisenhower and at Hillside the Bradley Gardens cafeteria has a bid approval for this evening and it's on your agenda genda and we also have a bid approval for the districtwide electrical updates that are on the agenda for this evening as well uh finally we're in the planning stages of uh basalone complex phase two which will include the um the track in the turf replenishment of that as well as the the away bleachers and a rebit of HVAC work at three primary schools so thus far we'd like to say that due to the work of Mr lomsky uh Mr Leto and our partners with Solutions architecture we've been able to to Really remain on budget which is the key part and uh to remain on schedule as much as possible so we know the the major date that is coming up is September of 2026 that is when all the grades are shifting and we add full day kindergarten so that's one year from September so the crunch is to get that Middle School addition done get the necessary updates at the kindergarten classrooms move people around the district uh rework transportation and get that going so there's quite a bit to do behind the scenes and um I just wanted to keep that on everyone else's radar but when we look at the totality of the referendum you're still looking at at probably four more years until everything is completed right about a year and a half until we shift the grades but the HVAC projects and things like that will probably linger for another year to two years after that and and a lot of that as we've discussed in in committee and even here in public is um when you rebid projects you find out that there is uh quite a holdup sometimes in getting certain pieces of equipment there are things on back order and sometimes those back orders are you know 6 months to uh 12 months they're getting better but but it's certainly um one of the Hur that we've worked that we've worked through over the past year and a half academically we're in full swing beginning our preparations believe it or not for the 2025 26 school year this means scheduling SK Staffing program programming Etc uh Miss Jones department is hard at work getting the information out to parents and for instance Tomorrow there's a session on gifted and talented uh programs in the district which is posted clearly posted on the district website so that's just a sampling of what they've been working on and what we're doing to prepare for next year and and now finally I just want to share with the entire board really the the challenge is that Bridgewater ritin will potentially face next year as well as many other schools throughout the state um with our budgets so we know that the 2% tax cap places districts in a difficult spot as we have costs within our budget that escalated a rape far faster than 2% uh for example early estimates and and it's not just in Bridgewater but Statewide show a potential rise in health care costs between 15 and 20% on a year-over-year basis so those are costs that can really blow a pretty large hole in your budget and once you had negotiated settlements Transportation costs special education um uh tuition cost to the mix and your quickly arrive at a at a budget deficit um that's in the millions of dollars and and the board and the community needs to know that every year we go through and and and we have these deficits and we work through um to to streamline our operations to become more efficient to do do all the things we need to do to close that Gap because we know if essentially if we were just going to roll the budget over to say we are keeping everything status quo you're looking at a an increase of between four and 5% that's the inflationary cost that that uh that not just Bridgewater but again districts as a whole face and for those who were down at um Atlantic City this past fall you know that there were numerous I I mean numerous presentations on the fiscal cliff what's coming for schools and and there's a lot of trepidation amongst the group of what the long-term sustainability is when you have a 2% cap in an inflationary cycle so what you should know what the public should know is that as a team we're looking at the entire operation and this includes Transportation programs permanent allocations Staffing Etc and uh Bridgewater Ron along with districts across the state of New Jersey are also going to anxiously await State funding numbers uh for the upcoming school year which arrived during the last week of February so we know we've got to always prepare for the worst and hope for the best right and unfortunately we don't know what those hard numbers are until the last week in February and then we have a quick turnaround for a Public Presentation just a few weeks later um so again the as it pertains to to Bridgewater ritin I if we look at the budget line items that I mentioned earlier in in my uh my discussion here you look at a year-over-year increase between 8.1 and 9.7 million right the 2% cap in in Bridgewater ritin provides us with the authority to tax 2% which is approximately $3.2 million and that leaves you with A5 to6 million budget Gap that we've got got to look at all of our operations and everything to to figure out um how to attack that it's not easy work and um you know hard decisions are always always made and um you should know that that the team here is meeting again tomorrow to really go through with fine tooth comb every line item of this budget to see how we can we can uh meet the numbers to preserve programs and and carry on with the excellent product that we offer here in Bridgewater r so the only the only good part is we're not alone this is happening in every single School District across the state of New Jersey take away some who may have kind of hit the jackpot on S2 funding over the past few years I know my former School District was one of those so uh that's a totally different scenario and I and I think Edison school district is one of those as well who really received a bonanza in uh S2 funding and and they've been able to to alleviate some of these issues so with that some good news some not so good news that's it for today any questions on that Miss Lee all right a new speaker I was curious for the files that you mentioned where can the board have access to that I was trying to look into the fft folder I only see a very high level summary of the agenda and meeting minutes I don't see any of the materials that you probably shared with fft could that be made available to the whole board there were no materials okay it was only discussion yeah and what we're doing is going through assumptions so when I say there's a predicted increase of 15 to 20% for healthcare we still have to get to that number but you you have to go into into your budget with certain parameters and expectations um so The Bard and and the township it's not caught in in a difficult situation so if I can uh ask uh whether the whole board can have access to the you know budgetary information and start to become aware of the the information related to budget at earlier time of the cycle that I think will help for people to understand the situation we're going to talk about that later on okay any other questions all right up next is our student Representatives report hi everyone um okay so starting off with like the obvious um so our student and staff are adjusting to the unusually cold weather and while we've been feeling the wind chill this is a good opportunity to focus on improving weather preparedness including like salting the walkways and replacing old mats which we've seen like at our school um and encouraging extra caution for everyone's safety um and in the Performing Arts category there's actually a couple of updates the orchestra held their Winter concert before the break and the band performed last Tuesday um showcasing like the talent and the hard work of our student musicians um the high school held its 10th Annual poetry out loud competition on the 13th where students um uh showcase their public speaking and creativity um with senior suhani pel suhani Patel winning and advancing to the regional competition um the National Art Honor Society also completed a mural of a map of Raritan at JFK Primary School on January 22nd to celebrate our community um which I thought was really neat um in terms of sports the hockey wrestling and boys basketball team are all performing really well and um particularly the boys swimming won counties for the third year in a row and girls track and field won the 4X 800 relay on a recent meet at a a recent meet as well um in terms of like competitions um model un is hosting their home conference soon and mock trial competitions begin in two weeks and both the debate team and deca recently had a successful tournament um with Deca actually being reestablished in her school for the first time in a couple of years this year um and then the elective fair is showcasing a variety of courses including languages choir orchestra band AP psych and AP research and these like Fair um actually featured during lunch featured student experiments with high engagement and participation including candy incentives and lastly we're looking forward to the nth and 10th grade Cupid Carnival dance that's coming up in February so yeah thank you very much are there any any questions for our representative as always you're welcome to stay and uh participate in the rest of the meeting but we do understand if you have uh uh made your assessments going on two that you have to study for agree that was a long cold walk from the sen no one looked at all right next up is our uh president's report uh I just wanted to mention um I had left off of uh we didn't vote on this last meeting but I I had asked uh Barry and Jen to continue as the CSA representatives and I've asked Barry and AJ to continue as the ed services Representatives uh all of them were in this position last year uh so the continuity helps us um if anyone ever has questions about CSA or the ed services uh I'm sorry Ed Foundation thank you ed services we did vote on um please reach out to these uh these representatives and they'll be happy to help you uh I also will be sending out uh the board Norms uh we have a new board member who doesn't have them yet uh and I want all the board members to remember what they are uh so I will be sending them out this week uh if there's any uh additions we can always talk about them at a retreat to be set up in the future uh and we'll be we should probably talk about them annually anyhow uh lastly the only the thing I wanted to mention about um a change to this agenda uh from prior agendas you may see that uh after our committee reports we have our our public comment session and instead of uh being on action items only it is uh public comment on any matters uh so uh we have changed we we talked about this in the past and the change has been made so that uh there's only going to be one public comment period and it'll be uh all-encompassing so it can be on action items or anything that the public wants to talk about at that time it will still be the maximum of five minutes for that person um but this allows uh the public to give us feedback uh prior to our action items it also allows uh our public to present their their thoughts to us earlier in the evening uh so that when we have a particularly long meeting they're not forced to stay uh later on again this is something new that we're going to try out and let's see how it goes and uh you know hopefully it'll be great that's all I have up next is our committee reports first is academic committee with Mr josi our next meeting is January 27th at 5 5 o'clock Miss Jones good yep okay virtually Mrs lockran with the community relations it says to be determined but I was looking for the date which is thank you uh Tuesday the 20th at 2 28th at 6 o'clock thank you Mrs lockran fft with Mr Walker yes we met on January 14th at 5:00 P PM in the in the Wade building it says virtually in the Wade building in intents was myself Miss lawr and Mr Lee Mr singer Mr lomsky and Mr beers the first item on the agend first item we reviewed was the business reviewed the business agenda uh the business manag reviewed the draft business agenda AC items for the meeting this evening and with special attention to the purchases and bid Awards and bid rejections you'll see that in the agenda and was consensus to approve all actions any questions see none wait a project update Mr beers has covered some of those but the discussion Mr LS informed the committee of the two bids awarded and the rebid for the HVAC work at Adamsville Bradley Gardens and Crim which are being advertised later this week current projects are either in or nearing the punch list phase and there were no recommendations at this time any questions this is easy tonight 2526 budget update Mr lsky shared an initial budget development analysis which highlighted the current escalating INF inflationary costs and their impact on salaries benefits transportation and tuition and the limitations of the state mandated 2% cap which does not account for inflationary pressures the project shared indicated a potential shortfall for the upcoming fiscal year if the additional fund sources are not secured or Appropriations reduced discussions took place regarding the Transportation Route offerings as well as Staffing amidst the declining enrollment in order to reduce costs there were no recommendations at the time any questions okay I just want to mention something real quick uh there was a handout the of the initial budget development as as you mentioned um if that's not in the uh committee folder currently uh Mr lumpy can you add that to the committee folder so that the rest of the board can see it thank you okay I have a question about what the committee can see versus what the board can see I don't know if the board can see in general what the committee can see well as I just said we're going to put that into the committee folder yeah it just wasn't done yet it's for the whole board correct okay there's two different drives there's the fft drive and then there's the Boe drive that has an fft committee folder the fft drive we see before a meeting the fft committee folder once we've had the meeting Mr lumy will put the materials from that meeting into the into the folder sorry thank you problem any other questions other matters uh board member which was me asked if the board board board will be eligible to receive breakfast offerings due to a higher reported enroll enrollment that is eligibility for free and reduced lunch and priced meals and Mr lomsky said there it's being discussed and they actually some new impacts for those numbers any questions so that's based on the the free and reduced lunch percentage by school right that I I'm gonna I don't know I just wanted to clarify that that's correct one question how much is the increase year over year has there been um increase that we would be eligible I think it's 10% right is it um it's school by school I don't know know off the top of my head how much each went up but districtwide it's one or 200 additional compared to last year oh wow um this is a new the state uh directly certifies students now that are on Medicaid so that was never done before so that's the increase there was some increase the year before is too right we had some increase from like the from the Save report cards that I could find there was an increase from a certain like 7% on the participation of completing the launch application so so Al in addition to the application they pull the numbers from the the Medicaid yes oh wow okay thank you is it it's school by school so if one school doesn't qualify another school does are we required to do it if there's a certain percentage we are required yeah it's a certain percentage if we are at four schools can we just roll it out this uh we could um there's nothing that says we can't um but then um you have to look at the operations if it's profitable and if it makes sense yes it could be offered no offered it's offered to everyone just free and reduced for those students who AJ you can get breakfast if you want oh yeah yeah no I I thought you meant for free and reduce yeah or you can't your son could your kids or staff staff can get breakfast too right right yes any more questions right seeing none we adjourned at 7:30 p.m. our next meeting time is on February 18th to 5:30 and there is a little conflict on that right well I was going to mention that afterwards but uh I think we'll have to ask our administrators to work out either a time change or a date change as possible uh right because Mr Walker is on both of those committees and so are you Tech if you want to go correct 30 ours is at 5 5:30 well yeah uh Kevin lomsky and I talked about this a little bit earlier today so we have a couple of ideas so we'll we'll work it out to figure out something for February since that week's a little bit tight um that works and then the Personnel committee will work around when the fft has meetings scheduled for the rest of the the calendar we'll help you out we don't you don't we don't have to make us drive your beings okay I know we're good so I guess I'll change what I say thank you Mr walker uh Miss kry okay well with Personnel yeah so we might meet on February 18th we'll figure out the time we're supposed to be five but I'm flexible so if you guys want to even push us to like 6:30 it doesn't matter to me it's up to you guys all right let me know thank you Miss kry is there any ladies onor delegate reports from the uh buau of ritton two things uh they reorganized uh the Council on January 7th and councilman UMES agrawal was returned as the liaison to this body so I look forward to uh working with him again this year um and one thing I was asked to pass along is speaking of issues regarding the state uh the burough of Ron will be hosting a on February on Monday February 24th a town hall event with local officials from ran and uh state senator Doug steinhardt assembly mut John Deo and assembly assemblyman Eric Peterson um to take questions and concerns from the public um so more than a month out but if anyone has any they'd like to bring to them something to consider thank you Mr Puppy any other players Mr Jo the uh Ed foundation will be having a a mix and Mingle for education on February 27th from 6: to 9: at do Ben restaurant in uh Martinville and it's uh 75 per person yep so T the 27th February 27th 6 to 9 so and we're recognizing all the minig grant award recipients at that meeting so you see them on the agenda this evening so they will be recognized as well as having some fundraiser events at that time sounds it is a I mean I we've had it before and uh it is a fun event and I encourage everyone to go and where can they find information Mr Moran so that's the education Foundation of Bridgewater ridan website ound br.com EDF found.com and we're going to include a link on our website and include it in our monthly newsletter so that'll go out next week great thank you any other layers honor Mrs Huna the Somerset County School Association sorry for Somerset County Schoolboard Association just wanted to put some dates on your calendar first is the unsung heroes the nominations are due February 10th but more importantly for us the award ceremony is March 3D at 6 p.m at fotch school and the program starts at 6:30 and a number of us went last year and it was very rewarding to watch um second is Monday this coming Monday January 27th there's a virtual meeting um with the Somerset County and Hudson County uh Pro associations and it's a program called what you need to know about the board secretary's report and it sounds like it would be a great opportunity for all of us to listen in and learn how to read the reports that come in preparation for Budget season and finally on Thursday May 8th from 6:00 to 8:30 also at votek they're honoring the Somerset County teacher of the year who is from Montgomery as well as all board members who have received honors this past year as well as uh boards that have been certified which put it in your calendar if you're available for May 8th May 8 is elections of County officers too uh six right six they start with meal food Bob and the food's really good at the votech yeah the students are amazing what they make Y and we have a number of pror R and students that participate in that program so it is wonderful to have our meetings there and be able to attend right any other leers on our delate reports Miss lockran thank you uh this morning Mr Walker and I attended the uh CSA meeting and um they shared with us that they raised over $130,000 from summer camps and after expenses they'll be able to distribute $5,500 to each PTO um and every year they seem to raise more money because more teachers want to run these camps and this this year out out did last year um I also wanted to share that they are selling blankets on the PTO website and hosting an CSA website thank you and hosting an exciting event in collaboration with dreams for kids on March 29th and tickets are on sale now and you would have the opportunity to meet a professional football player but it's all very hush hush who the professional football ball players are um I also attended the um Town council meeting and the only thing I really wanted to share was that um the January 31st deadline is coming up where they have to respond to the state about affordable housing um so January 30th is the next meeting and I I can you know it can affect the way um it can affect school so I thought that that was some information that I would share with the board Steve one more thing it's not really Le report but I serve as forj I serve in the njsa and one of our one of our staff members was honored the coach of the year and um it was that's all that's right so um maxn who is the High School baseball coach got offered as honored as the High School baseball coach of the Year by the New Jersey coaches association Mr Beer beers was there he was attend what his mentor coach was put into the Hall of Fame so we were able to attend uh it was great Max was also honored as the National High School sports Foundation Sports Federation um Regional coach the year for baseball and and Mr N is a is a wonderful you know role model Mentor our student athletes and he he took no he said it was just the kids it was a great as he said the athletes the kids to share have been amazing I mean for the baseball team so he he was a very humble and it was nice to see them H honored there so it was a nice nice opportunity that was great and I think I I speak for a lot of people where Mr N is a successful baseball coach but also an excellent role model for young people within our district and you know he he was celebrated and congratulations for him he deserved it just also to add um he did such a good job that we're uh renewing him tonight on our addendum um and um he he's he's served as a as as a baseball coach for over 20 years at this point uh as well as a swim coach um and he uh you know the kids do love him and he does a obviously he does a very good job uh with our students our student athletes and uh we we as a board uh appreciate all of his efforts so thank you for bringing that up uh Jenna just a quick question who's the who's the liazon to the Town Council I believe it's uh councilman ring ring thank you yes thank you any other layers under delegate reports seeing none we're going to uh go to item number 10 uh our public comment section individuals and or groups are invited to present their concerns comments and requests to the board of education at this time for any matters in accordance with P Board policy members of the public are allowed one opportunity to address the board for a maximum of 5 minutes during this period of the meeting please be advised that a video recording of this meeting will be posted on the district District's website and we ask that you state your name and residence for the record as well hello everyone my name is giovana Quintana this is my daughter over here giat Quintana she is a uh student over at JFK and so is my son Angelo he's a second grader uh I'm here to address two recent incidents at JFK primary that have caused me significant concern regarding the safety of my daughter and the entire JFK student and staff population incident one my daughter was stabbed with a pencil by another student when I brought this to the school's attention I was informed that the student responsible was not a threat and that it was acceptable for my daughter to return to class this response left me questioning whether adequate steps were taken to ensure her safety incident two during a holiday party I personally observed two knife handles protruding from a desk I was obset by what I saw especially after being told that the student involved in incident one was not a threat when I attempted to address these concerns with the superintendent I was met with a dismissive and unprofessional response I felt my concerns were not taken seriously the superintendent laughed during the call questioned why they would need to contact me and provided no clear resolution or a reassurance this dismissive response has left me in the dark about how these situations are handled I understand the complex uh complexities of school administration and student Behavior but transparency and effective actions are critical to maintaining trust between the school and parents I would appreciate the opportunity to discuss this matter further and I'm available for a meeting at your early's convenience thank you for your attention to this serious matter I look forward to your response and to working together to ensure the safety and well-being of all students thank you thank you Mr ban e e this is not a back and forth so okay for e e e e e thank you Miss Fernandes say look the difficulty anytime there's a student disciplinary matter is as follows and I've explained over the phone to those who have spoken to me I ma'am this is not a back and forth we can't have that kind of comment back and forth here so you've had your time for public comment and we appreciate that Mr beers is going to respond at this point we have a a code of conduct that's followed and also anytime that an incident happens in our schools we work with the student we provide disciplinary consequences Etc however you have to know this that information cannot be shared with the public yes the student who who got in trouble we cannot go out to the public and say look everybody this is what we did to this kid that would be a violation of student confidentiality and with any issue we take it seriously incredibly seriously anyone who knows my record as a superintendent or throughout my career knows this however I think the issue is I can't share those details with people who are not the child's parents because you're not privy to that information now I know there may be events that that are unsettling but I I've got to make it Crystal Clear there's not going to be a community Forum about the behavior of a young person in one of our primary schools that will not happen instead what we do is we we give appropriate consequences we work with all part parties involved in in order to promote the safety of the school district and you know work with the young people who are involved that's what we continue to do and that's what we're that's what we've always done that's what we're going to continue to do now the disagreement May lie that people want that information and and once more I don't know how to say it more clearly you're not going to get it that's it thank you I will also mention that we don't respond to the public after public comment session lastly I will add that we do not publicly comment on Hib matters as any discussion that we have to have on an Hib matter is a closed session matter because any discussion that we have regarding individual students has to be done inclosed session pursuant to the law I am not talking to you in specific I am addressing the comment the next is item number 11 the approval of minutes so moved are there any questions or changes to the minutes uh I have one change that we talked about yes uh uh Mr Le's oath of office was not on the January 7th board R uh minutes and needs to be added to it yes so I guess we need a motion to approve as revised yes can I get a motion toed with that is there any other questions or comments are we voting on the revision are we voting on The we're voting on the minutes at revised can you reiterate to the revision the revision is that Mr Le swearing in separately from Miss lockran and Mr Ji was not listed on the uh minutes from that meeting anyone else Mr lsky could you please call the RO Miss Asuna yes Mr josi yes Miss lockran yes Miss Lee yes Mr Pepe uh abstain on number two yes on singer yes the motion passes we are up to business 2585 through business 2598 so moved second any questions Miss Lee for the purpose of public information um Can anyone comment on uh the um B number 2589 on what those change of order are and why uh those use of alls were exceeded the first one for the bass alone Fieldhouse was to repair block glass window that was not part of the specifications um the second one for the Middle School addition is to add a meter to a an electrical switch gear uh the two intermediate toilet Renovations are to demolish plaster ceilings that were not part of the original bid specifications and the last secure vestibule is [Music] to um replace the door Saddles um that were an incorrect measurement in the bit specifications thank you question I'm sorry you're not on I would like to thank the brle school PTO uh for the minig grants to the teachers uh I know that it's greatly appreciated Mr lumy could you please call the role Mr yes Mr Joi yes Miss lockran yes Miss Lee yes Mr Pepe yes Mr Walker yes Miss kry yes Mr singer yes the motion passes we're off to special services 2517 any questions seeing none Mr lsky please call the RO Miss Asuna yes Mr josi yes Miss lockran yes Miss Lee yes Mr Pepe yes Mr Walker yes Miss kri yes Mr singer yes the motion passes we're up to other 2519 and other 2520 so moved second are there any questions for which we would need to move into close session seeing none Mr lsky please call the roll Miss Asuna yes Mr Joi uh yes on 2519 abstain on 2520 Miss lockran yes on 2519 abstain on 2520 Miss Lee yes Mr Pepe yes Mr Walker yes Miss kri yes Mr singer yes the motion passes there is no policy up for tonight so we are up to Old business does anybody have any old business okay I have a an issue with the calendar uh it turns out that our currently scheduled meeting for September 23rd is the first um well the the the evening of the first day of rashash Shana um and in observance of that I would ask that we move the meeting to the September 30th um either way there was going to be two weeks between one of the three meetings over September and October uh so I'm just going to put that out there and see if anyone has an issue with that other September date is September 9th and and the October date is October 14th that seems actually better spaced out three weeks yeah perfect 23rd to the 30th we you're suggesting we didn't motion asking that we consider changing that yes and is you want would you prefer to do that this evening or is that something we should do it I mean if we're comfortable doing it we might as well have a motion to do it I have no problem presently are there any other conflicts we see on there now it goes through I didn't look at this is the only one that I noticed and I noticed it when I was putting it into my calendar so if anyone would like to make such a motion I'll make a motion to change the 23rd date to the 30th on September second uh is that a roll call or is that a Voice vote oh Kentucky Mr lsky could you please call the roll Miss Asuna yes Mr josi yes Miss lochran yes Miss Lee yes Mr Pepe yes Mr Walker yes Miss kri yes Mr Sanger yes and I appreciate your consideration that was easy uh next is any new business missa I would like to propose that we review policy 0151 which is our organization meeting um in terms of administering the oath to new board members or bringing back board members that I would like to ask that our ba handle all the swearing in of all new members for effort of cohesion for having nonpartisanship change so I talked to stme about it they also thought it was a very good idea they're finding that this is becoming an issue they were working on language and it's just a on line statement in there so if we put this with personel whatever is does it fall under is that where it falls Personnel that's what bylaws typ the thous the Zero season typically falls under personnels so do we want add it to our agenda sure um so it's I wrote down 0151 if you can just send me what the proposed revision is then we can be on for the Personnel meeting we have plenty of time for the next saring in February 18 thank you for getting to us early so that would go to the committee for revision and then come back to us for first reading at which point we could then discuss it further as necessary any other new business Miss Lee I have a question regarding uh how our meetings are conducted where we vote uh with a block in each category and we don't really read each of those resolutions into record um I was curious um if the if the legality of that was fine and if uh even if it is I feel like it might help uh for us to actually read the title of each resolution um that helps um everyone to be clear about what each resolution is are being voted on it helps public to know what are the resolutions that that is voted on if someone is coming uh Revis revisiting the meeting record by looking at the video instead of having the you know the agenda that that accompanies is it so my my question would be can we take a look at whether we should conduct our meetings with reading each of those resolutions title before voity on them would that fall under Personnel also no I don't think that falls that's not a policy issue that is an issue for us as a board to discuss I think but in terms of the legality of it I think that it's perfectly legal and I'm sure that there are uh boards across the state that do it this way but I can certainly ask Mr sylvestro for his opinion on the matter um but we we discussed this a few years ago um with you uh and if I had known that this was going to be an issue I would have spoken to Mr sylvestro about it before the meeting today um but we uh when we do the motion it's a motion on each of those items so at any point we could any board member is allowed to discuss any one of those items um doing it individual motions uh would I think unnecessarily lengthen the meeting uh but certainly something I can talk about with Mr sylvestro to confirm the legality of it and we as a board can discuss whether or not uh that's how we want to proceed wait do you want them each read at your your each its own motion or just literally have the president read every single one I I don't think we need to move on each and every one of them I think the way we vote is fine I just think that it should be read into record the agenda is a matter of record so the document speaks for itself so just for my own knowledge what we're saying say curriculum yeah for for example curriculum what what you're suggesting is we would go through and read resolution 2542 we' vote on that then we read 2543 vote on that or would we just read she's asking that we read each title just the title just the title title allowed oh just title so like okay approval of nonth I right so like you know approval of Workshop conference attendance and reimbursement of related travel expenses approval of field trips okay of the 2024 2025 school year Etc um as someone who tries not to speak so much it's hard for me uh so but again I I I will discuss it with Mr sylvestro but we as a board can discuss it if we want to proceed that way instead um having come to these meetings for uh about 10 years now I've never seen it done that way but and what's the purpose of it again I just see that a lot of the other bodies governing bodies meetings are run with all res R during the me which governing bodies which government Town Town Council does read this isn't Town Council I know but and to other governing I seen any boards do it uh the the agenda is online right we get them 2 3 days in advance so I don't see and then we put it out here so I don't see a reason to read it I as someone who's attended the meetings where they read it I I concur it's it's a lot it's a lot and nobody it just it's not that you don't hear it just he starts his own out after a while hearing one resolution after another and as soon as I received the agendas you know over the weekend throughout the weekend today when there's an addition made I read them and then they're posted so I don't see the reason for this exercise they would prolong the meetings people can read it it's out there there's nothing to hide so I don't see the reason for it I don't have to repeat myself on the reasons I think for the time that they might add um I think it's in order of a few minutes as I said I'll happily bring it up to Mr sylvestro get his opinion on it and let you know thank you sure I think by Robert's Rules it can be done the way we do it now is that's what our policy aderes to Robert rules correct so by Robert's Rules I think that's we're we're worin the guidelines of our policy the way we're doing it currently now I think the other way would be too but I'm like we're adhering to policy the way we are just sever I in my personal opinion you could ask Doug that question too if it's a legal issue okay one my notes to do any other new business yeah one one more thing I'm wondering um there was a spectator code of conduct which is um njsp policy 11124 that we need as a board to be a member of the NSA needs to be as a board policy I think right Bob by the start of next year I wonder if Strauss has brought that has a model policy for that yet and you might want to discuss that in academic so yeah it hasn't it hasn't dropped yet but it will by next that's why I figured I just sooner than later I'm more on the you know the early side of the Gant chart instead of the right side on this and I think it'd be good to put in place I know we I know our staff adheres to a policy now and our you know uses that policy so we're not in not I don't I think we're in compliance greater than it but it's nice to have it done and I know that we read that the announcers usually at each event read alloud a spectator yeah abbreviated spectator code of conduct yeah um so is there a St asme policy on that yet not yet not yet okay um yeah so I mean I don't know if you want to take a look and see if where they are with that but what's the de by September we by July one because that's when Sports start against so by July one probably I would imagine but sooner than later they're going to probably ask for compliance a compliance do or something I I'd imagine they would send to your ad or something to show proof I don't know it's about my pay grade but I just bring it up I think it's nice to have there's been some disruptions It came it was a nice it it came came out organically from the uh 34 or 40 athletic directors in Bergen County brought it this situation so it was well methodically throughs work through so I just think it's nice to we we have to have it but it'd be great to have sooner than later that's all any other new business I have something brief um just the February 25th meeting um we're considering changing that to a retreat uh so that we will have our board training um and possibly uh a discussion of uh budget uh concerns at that time um you know Retreats are treated slightly differently than our regular work meetings uh so uh there would be benefit in doing that U but it's still a public meeting so it's still out in the open um we'll probably assess that as we get closer to that meeting uh we do have training on that and Patty ree is confirmed for that training um anything you want to add on that we good on that all right cool so uh Mr beerus had discussed wanting to uh bring uh budgetary concerns to the full board uh for a full board discussion so we thought that would be a a good time and a good place to do that make sense if that's the case why don't we add a meeting instead to be because there's really no room to add meeting we have two in February we have right we have two in February and one March and then we have to do the budget presentation in March so to add another meeting would be multiple meetings in mult in consecutive weeks um so that's why I'm suggesting changing that February 25th meeting from a regular meeting to a retreat where we were already having our tra training at that meeting I I I think uh the Casual nature of a retreat lends itself well to questions about this kind of topic so I kind of support it definitely support it I have questions great anything else in which case I will entertain another motion motion to adjourn second all in favor I anyone opposed our next meeting is February 4th right here 7 o'clock thank you e
