this nominator is teaching fifth grade she is my go-to person for ideas support and a reminder of why we work in a title one school she makes every person feel special seen and heard she has two student teachers in the she's had two student teachers in the last four years and both are now thriving teachers in 27j uh she helps everyone to be a better teacher more times than they can count she's the teammate who does anything to help those around her succeed and uh Natalie honestly said she would not be the teacher she was today without her help and she knows there are many others who psychologist uh at PDA Elementary and uh the principal Kevin per perest uh the assistant principal Sydney Hill the DEA students Josh Hawkins and instructional coach Joy Casey all nominated you so we we couldn't avoided this award we had to um she represents the best of 27j and Pilla Elementary School and one of the core values of Pia is inclusivity in her role as a school psychologist she is at the Forefront of helping to create the inclusive environment that Pia prized itself on she has an uncanny ability to quickly identify the needs that students have and develop effect did plans to meet those needs uh there are countless examples which she has worked with teachers to help figure out what makes a student tick and then develop a plan to help that student be successful and we have many of those examples listed uh because of this Sarah is the go-to person for so many teachers and staff members needing help without fail each of those interactions leaves the other person feeling so much better about a challenging situation or finding the best way to support a student the plans that Sarah helps create support students help teachers and it helps us Staff feel more confident in their own ability to help meet the needs of students and manage to implement furthermore Sarah has consistently helped serve as a leader on the Special Education team at Pilla in the four school years that pia has been open she's helped guide and Mentor five different special special education teachers who join the team and each of them have become incredible special Educators with the guidance and mentoring from Sarah through her leadership our Special Education team Padia has developed a reputation as an incredibly inclusive School and again there's lots more here but congratulations [Applause] really all right this award is for um Fernando galagos um she was not able to join us tonight but I want to read um an excerpt from her nomination um f Fernanda is a volunteer in our Southeast am preschool class it says Fernanda has been an exceptional parent volunteer in our preschool program she initially assisted with her daughter who experienced unusually high separation and was the um volunteer that was our volunteer category and this is our group category and we are excited to recognize the pvhs security team from VI High School on the campus [Applause] monitors I love it I'm gonna let you guys say your names Marissa Cerna Erica Reyes Nick Rutherford Mason oretta Aiden Grace awesome okay this is what um so the nominator was Gina um the mtts coordinator from Prairie View High School this is what Gina had to say about this awesome team in the spirit of Halloween I am excited to nominate the pbhs security team as one of our 27j Believers best treats in the building they are a ghoulish part of our school Community because they are tasked with handling the less than sweet behaviors of our students on a daily basis this is the kind of job that can wear you down but this team embodies the 27j values with a smile on their faces they believe in the good inside each student in finding the why of student behaviors and in helping them become the best version of themselves they act with Integrity by sticking to our discipline Matrix and by being firm fair and consistent with every student every time they are all in when it comes to Student Success student safety and reaching the district's Mission most of all they share compassion compassion for students and what is going on in their lives outside of our building compassion for the teacher who just needs a student remove because they are at the end of their rope compassion for the administrator who adds one more thing to their overflowing plate because that's what the school needs at the moment and compassion for each other as they navigate the behaviors and attitudes that are a daily part of their job this team often Works short-handed or with a sub from the district pool that isn't familiar with our building this never changes their can do attitude in addition as we prepare for the new um Security check system in January January they are proactively thinking of situations and issues that may arise and discussing possible resolutions they've talked about everything from running the safety checks with short staffing to how to handle students um you name it they are just a these are just a few of the reasons I love to shine a spotlight on Jake as a spectacular treat that sweetens the experience of all at pbhs so you guys get this award we'll let you hold it in the going to start by 7:45 and look it's early it's 7:42 yeah buddy uh the Board of Education will be presented with a report from the 2015 2021 Bond oversight committee and committee chair Troy Whitmore will be the presenter this evening Troy the floor is yours good evening Mr chair and congratulations on your well-earned award I'm proud of you it's certainly my uh pleasure to be here tonight you know when we prepared this report uh sorry folks it's five pages now here's the good news yall have it so I'm going to do a abbreviated version but please look over the numbers and the activities um we are in the throws of a great deal of activity based upon the uh Bond issuance and we just uh had our second trunch which I'll I'll go over coming out so I will um summarize as best as possible so you can move on with the rest of your agenda our role is to monitor the bond issues passed by 27j schools voters on November 3rd 2015 and November 20 November 2nd excuse me 2021 the voters in the district authorized $248 million and $515 million in bonds respectively for the two programs now the last report was given given by one of our other members of the committee Ramon Alvarado and he is a wonderful addition to the bond oversight committee and I understood he did a wonderful job so we will ask him to to repeat his efforts in the future so this report will cover third quarter expenditures and project progress for July August and September of 24 so as I mentioned on the 24th of September the District closed on the sale of the second it issuance or tranch of the bonds for 2021 Bond program authorization the the series 2024a issuance totaled $28.5 million on which the district received an additional premium of $8.9 million and of the total amount there were $742,000 in issuance cost to execute the transactions the bonds have a final maturity date of December 2048 so I'm not going to worry about that too much the total interest on the bonds will be 94,5 4,513 189 a total amount of 14.4 million in interest has been received for the 2021 Bond program this includes 2.25 million earned through the third quarter total interest earned over the life of the 2015 Bond program equal $6.8 million of which $55,000 was earned in the third quarter so progress continues on uh number of District projects representing a total spending of approximately 295 million and 93 million respectfully for the 15 and 21 Bond programs expenditures incurred for closeout costs were paid for four large school projects opened last fall those were Discovery Magnet School Brighton High School stem CTE priew High School stem CTE and Riverdale Ridge High School stem CTE as the date of this report work continues on the next round of large construction projects Talon Ridge Middle School Rocky Vista High School and the north Transportation terminal for the Talon Ridge Middle School project the city of Thorton has approved the annexation and Zoning for the site near the intersection of 1502 Avenue and Holly Street Talon Ridge Middle School will be constructed on two Parcels of the land that will be combined for the overall site this includes the Ferguson property which is donated to to the district several years ago and the acquisition of the brown property and that is in process uh beginning uh in September the district and City continue to work on rightaway acquisition developers agreement for development of the site a construction cell celebration from Talon Ridge Middle Schools planned for Saturday November 2nd 2024 from 1: to 3 at the school site a total of $2.4 million has been spent on design construction and Consulting for the Talon Ridge Middle School of which $421,000 was spent in the third quarter Rocky Vista High School is in the design development DD stage and has progressed from a 50% DT DD to a 100% d DD total amount of $2.8 million has been spent for Rocky Vista High School of which 1.6 million was paid in the third quarter construction has started as you all know on the North Transportation terminal which is another exciting support project a total of 1.1 million has been spent on that terminal project of which 74,000 was spent in the third quarter projects funded from the 2021 deferred maintenance allocation total uh $4.3 million for the third quarter which included the following projects kitchen renovations Von middle school parking lot HVAC repairs timic Turf Westridge cocking that occurred this past quarter uh kitchen renovations were completed at four schools Northeast Overland Trail vcon and Brighton High School there's been several more than several asphalt project improvements occurring over the summer I'm sure many people in this room are have recognized that and are pleased with that and those facilities were branner Elementary District Training Center Henderson pinck Prairie View High School second Creek Elementary Stewart Tim Turnberry and Westridge Elementary there are also two additional projects utilizing bond funds using the 2021 bond funds vcon middle schools band and art rooms were renovated over the summer and the construction staff is is also working on an interior lock upgrade project at nine schools this was funded as a bonus project from 2015 Bond program funds a total of $3.9 million or 39.2% has been spent from the 2021 Bond program technology budget of $10 million a total of 1.4 million has been spent from the 20121 bond program Safety and Security Budget of which 795,000 was spent in the third quarter as far as Charter School updates um they include $4.1 million it's been spent for architect and construction costs at Bell Creek Charter School between 2015 and 2021 budget funds 8.3 million has been spent for the Ted stead school project and 2.9 Million has been spent for architect and construction costs at Eagle Ridge Academy BC Creek Charter School U is complete Eagle Ridge Academy also completed their project in the stad schools working on the auxiliary building which will become a production Greenhouse work is scheduled to be completed later this year overhead spending to support the administration and construction efforts of the district's Bond program totaled uh $546,500 spent through third quarter we all can't wait till that is 100% spent but we are very careful on those last remaining dollars and making sure we're effective with the usage of that money the 2021 Bond program overall has spent approximately 34.1% through the third quarter so with this report the committee certifies that all expenditures to date have been made in adherence to the official Bond language as approved by the voters of 27j schools on November 3 2015 and November 2 2021 I would like to mention that um there's a nice uh document for your quick reference here I think you all got this very helpful uh at a glance type document and also would just uh as always uh congratulate you on the fine staff you have uh that are wonderful caretakers and innovators in the use of the Public's money they do a wonderful job for all of us especially for our students in this District so job well done gang and they make me look good thank you Troy and again questions for Ben or Terry thank you Troy uh and again if you want to follow the project progress you can always find that on the 27j website uh and all the detailed numbers uh even more specific are available there on the website uh I guess um I'd like to highlight a couple things there the north Transportation terminal uh director Trill and myself were there for the groundbreaking of that and we're really excited about that and the uh uh efficiency and uh savings that that will help us in in redirect redirecting our bus routes rather from just the only site we have down there on 120th uh and also I want to point out uh that uh Town Ridge Middle School uh groundbreaking and construction celebration on November 2nd from uh 1: to 3 p.m. uh it's a little bit different this year we're actually going to have a mural and the public can help us paint it it's a mural that was designed by the Riverdale Ridge students and uh we're going to invite members of the public to actually paint that and basically leave a mark uh on this new school and so we're really excited about that and we encourage everybody else to uh come on out for that November 2nd uh and maybe get your picture taken and help us with this artwork uh any questions from the directors here on this report no I mov to accept the report from the 2015 2021 Bond oversight committee as presented I second I have a motion from director Thomas and a second from director to Hill a roll call vote director carbajal I director Khan I director green enthusiastically yes director Thomas I dor tro I dor Wilhelm I motion carries thank you thank you again sir it's good to see you again Michael the waight is on you now uh our next report will be the mil Levy override oversight committee presentation uh will presented with the report from the 2022 mevy override oversight committee and co-chairperson Michael Kuba will present the report please move forward yes thank you um now very glad to be here again we had a fantastic meeting two weeks ago uh two Tuesdays ago I should say um we actually had a special edition version of our M Levy meeting so we actually met at riverdell rid's uh CTE building so um we started off the night with uh some burritos that was delightful and then um the assistant vice principal Matthew Dodge and the work base coordinator Kristen um Garcia uh took us around the school we split up in two different groups um we're able to walk around just see the building um kind of get a feel for the CTE program as a whole um kind of for Rivero Ridge but then also through the other high schools as well so um we able to walk through all of the um every classroom get great stories and so I'll kind of mix between this portion of my um report as well as this next about the CTE update but yeah overall fantastic experience um very fortunate um I know one of the stories I really valued from that was um how the students in the school buildings just can do some fooling around but then as soon as they get into the CT buildings um there's kind of like a mutual respect that it's a very much a privilege to be in those buildings um to participate in the programs and so um all the staff members mentioned that overall student behavior is just like exceptional in these buildings and I could definitely see that just just walking around I know this Rivero ridges um CT building has been around open for 2 years now um and we walked through the kitchen and I know one of the things I noticed was that I would have thought it was built the day before um it was super clean everything was well kept the students are just very respectful all the equipment um you could tell that there's um yeah there's a lot of respect so obviously the teacher at the end of the day is responsible for the upkeep of the building or of the room but then also the students are also responsible too and very evident so um glad to see that um process working out so well so far so um moving into the second part I I I'll reference the tour a little bit kind of out of order here but um we had Mike Burke he was presenting on an update of um a lot of the industry certifications and so I'm not going to still too much of his presentation I know he's going present this um again soon but we focus very much on the pathways and the industry certifications offered and available um across all the schools um I think it's just fantastic I know we as a group spent a lot of time on the pathways just the bulk quantity of them um fantastic that all the students have such great opportunities definitely made me jealous uh wishing go back and try some of them out so um and then kind of going into the uh the certification portion as well um they kind of get broken down into three categories front rage community college career certificates certificates of completion and then industry certificate uh certificates one of the ones I noticed that was um just shocking to see on here but I think it's really awesome is the CompTIA program so my dad's in the security Network industry and I remember when he had to get comp TS certified he had to go through the whole process and so the fact that students can leave with the A+ uh certification right when they're graduating is fantastic so I know I mentioned this to my dad and he was very jealous uh having to do that way later in his career so um as I said I won't steal too much of this the steam but there's one slide that I really thought was valuable so in the school year 23 24 there were 817 uh industry certifications issued or earned I should say um in the district um or sorry there were 817 students who earned certificates um with a total of 1,927 certificates earned as a whole so on average generally each student was achieving two and a halfish uh certificates so super awesome to see um such success out of that program um one other thing we talked about a lot was uh matriculation I didn't realize how this this breakdown worked out I'll pick on prayview since I'm a grad there um that the two um students who went to two-year program uh as of the school graduating class of 23 was 12.5% four-year College was 23.3% CTE was uh 59.5% and the military was 4.7% so something that we're looking forward to seeing progressing moving forward is seeing that CTE number increase um which I think just 60% already is fantastic that there were previously students who would graduate try College out maybe it didn't work out out but now there's 60% of students who after a year are still on the CTE pathway that they left school with I think that's fantastic so just give students a lot more opportunity um and I'm yeah very excited to see how this plays out moving forward so oh and there's one other slide oh maybe I'll steal lot of his steam we'll see here um one thing I I also just noticed was uh in the fall of 2023 um there were 19 students who had internships in the spring of 24 uh there were 51 internships and then just in this fall alone there were 72 students with internships um and then there's no numbers here so he's clever to leave that off but I'm sure in the spring it's going to continue increasing and that's kind of the idea we were hearing is that um yeah we just we expect the CT program to continue to grow and I think the internship is a great opportunity to see that um also just you know special thank you to all the companies and um people who are willing to take in interns um grow with them and teach them so I think it's fantastic I had to wait till I was a junior in college for my first internship so the fact that and there's like a lot of great stories I won't get into them tonight but um internships that students have participated in it's just fantastic at the high school level um so yeah that's I stole most of a steam but we'll go with it um moving on in our presentation um I'll kind of Breeze over this pretty quickly Maya gave us a financial report um not much is different it's all as expected so um the money is being used where it's intended um we specifically talked about the um Safety and Security report as well as CTE Finance report the big thing and I'll get these categories right here we've always seen these reports over the last year um built into or separated into adopted budget year-to dat expenses and then essentially the remaining budget um one thing that may R our team has adopted or Incorporated at least into these reports for us is an encumbrances uh column which I think is super helpful so obviously we know what the starting and ending points are um but then as we'd go through we'd see these like humongous remaining budgets um and so now it's split out for finances that are spoken for but have not been spent um and so we can at least see that now so it separates that out of expected money to be used um by the end of the fiscal year as well um so yeah fantastic report everything looked great um very appreciative of that and then the last thing Stacy our school district's fantastic CFO she shared and asked of the MLL committee um just some opinion some preference um and so long story short I'm not sure how much this has been shared previously with the board but um the state of Colorado is trying to create a matching fund allocation or sorry a MLL matching fund allocation program um and the idea behind this is that this the state is trying to match MLL funding um just to give more funding to the schools um the state was a little short in achieving that goal so we're our mllo is around 25 million with the um assess values of this last year the school district um was given $92,000 so work to be done there but uh it's a good good start and the ask of our committee uh 9,25 million so yeah a little little growth room for growth um money yep and so that and that was what was fantastic to have the um our committee asked of how to use this money so the state asks that this matching allocation fund is used in alignment with current or or just um M levies of past um and so we discuss how obviously our current M Levy language is for School Safety and Security teacher pay and funding the CTE programs um the mill of 2201 era um was similar um but the big thing there was investing in teaching or learning materials um as well as decreasing um hiring more teachers to decrease class sizes and so as we as a committee kind of talked pros and cons of all these different options and kind of the conclusion our committee came to as like a recommendation to um the district was using this money for like a one-time purchase um since we can't rely on this 900,000 or whatever the funding would be in the future the state's constantly changing all their formulas so um we recommended instead of spending on something of like salaries that we can't count on in the next year maybe use it for like a one-time expense of buying new textbooks or new curriculum or some variety so um great to get asked about it I think we had a great conversation as a whole on weighing pros and cons of how um yeah how it could be useful but at the end of the day we agreed as a group that spending it on something beneficial for the students onetime fee that could be beneficial for many years would be the W best way to go so um yeah that's generally what we discussed at our last meeting like I said the tour was very awesome to have the meeting I haven't been in this room for a couple months so it's uh uh definitely change of pace um great building great St that volunteer their time to to chat with us that night so appreciated it great Michael thank you for your report you and again I guess we have to thank the voters for uh their investment in our students in our CTE programs in our school safety and our teacher salaries and it's clearly uh paying dividends and Student Success and achievement and from the numbers itself uh and they shared the numbers from pre uh before we had the CTE centers and they were just in the hundreds and now we're in the thousands and and students getting those certifications and so it's really uh paying dividends and we really appreciate that and the work that you're doing so please keep it up thank you for your report any questions um not a question I just want to um add on to to his report so as the board Lea on on the mevy oversight committee I was able to participate in that tour and you guys if you haven't seen these buildings it's there something to behold um there's a there's a whole um physical therapist office and and it looks just like a PT office and they've got an ice machine and a PT table and the students who are who are learning in that Center get to work with the sports teams and learn how to wrap ankles um there's a whole hospital it smells like a hospital I made the comment of it even smells like a hospital in here and he said yeah we paid extra for that smell um but like they have a real EKG machine it's the same machine that they would use in a hospital um there was a whole um green screen room where they're learning filming and making movies and commercials and there was like a rack room I'm not real tecky but like they learn how to like build computer systems and um I mean I I know our district does awesome stuff but this it exceeded every expectation so I was I was really grateful to have that opportunity to go to her and I invite if you haven't had I I'm embarrassed to say I haven't seen it yet but I finally got to go see it and if you haven't seen it please do they are doing some really really awesome stuff through the CT program I was going to talk about that also the way that you guys have highlighted it as a district and invited everyone in the community to come in and I'm sure the M will be like is benefiting from that in terms of community buyin but everywhere we turn somebody's going out there to see those buildings and so I am really grateful that we've opened up those doors to the community and we have all these tours available so Economic Development was just there and everyone is having an opportunity to go so you're right if you haven't got to go um but good job on 2017 J and you guys letting people in those doors and celebrating what we've created oh sorry yeah um the the room I forgot to mention there's like a mechanic shop and like there's there was like a snowmobile or something like half torn apart that they're like working on the engine and taking it apart and um so it used to be you know you just you're graduating you're going to college or you're not and now it's like you're going to college or and there's all these awesome opportunities for you and even if you are going to college you've got a career you can work while you're going to school too so that that really again it opens new Pathways for it and we really appreciate it and again thanks to the voters I also love that you said and you highlighted that they're clean still and they're like Pride because I think the touring and the getting to see that has created a pride not only in our community but in that student body if it's like man we're really proud of what we have and we're showing it off and people want to come see what we're learning and I think that that probably speaks to the equipment lasting for a long time so we can offer this to kids so that's cool yep I I just want I know I mentioned the kitchen specifically but even like in the um I'll simplify as like a computer lab but for like the computer science and uh visual graphic this I know it's not the right phrasing um Studios and everything um I remember when I was in school and like the computer labs were always like just wrecked like students messing around with plug in mice and other people's computers and all that kind of stuff those rooms were so pristine um so it's just fantastic to see that students take it very seriously and yeah definitely shows from an outside perspective um I just wanted to add something that I recently learned is with with the pathways and like biomed path with my daughter going into college next year um we struggled with my older son um and just the classes accelerated classes and where they would transfer and uh School in Arizona a college in Arizona and one in Nebraska the credits are transferable if you're taking those accelerated pathway classes so I thought that was really cool a motion I move to accept the report from the 2022 mil Levy override oversight committee as presented I'll second I have a motion from director Thomas at a second from director wiholm roll call vote director carbajal yes director KH I director green you betcha director Thomas I director Trio ior will I motion carries thank you thank you Michael we really appreciate it uh Now we move on to another one of those favorite Parts come on down guys it's your turn it's our student advisory council did you fall asleep you guys waited so patiently thank you up chocolate well we gave them candy to try to keep them awake so now members of our student advisory Council will present information regarding school activities the floor is yours okay so we still have the same members the same leadership team I don't know if we need to go over it again we've been over it so many times but so we still have the same meetings um the one from um I think it was last Monday we pushed it back to this following Monday just um a lot of our members like schedules just didn't add up just didn't line up this Monday so we're just going to push it back so we have more time to kind of put all of our things together and kind of get ready for it hello everybody my name is Siara and I'm your BHS representative um over um the month of October we've had many sporting events not much outside of sporting so our Brighton High School volleyball team took the W which stands for win against Riverdale a couple nights ago nights ago um we are holding a community business fair to promote um uh I guess just small businesses and giving them you know profits and things like that on November 16th through NHS we recently held a fall fund run for NHS where people could run laps for charity um the fall Sports um at brighten are coming to an end and winter sports are starting like basketball and swim and I am hosting a clothing drive on October 27th at Carmichael Park from 12: to 2: where you guys can drop off clothes and I will bring them to shelters any questions okay um we have had a lot going on Eagle Ridge this past past month so NHS had their first ever induction ceremony I'm not not sure exactly what day it was but it's that um picture in the bottom right hand corner and then our yearbook crew revealed their theme which is like time for the extraordinary and that's our cover in the top right hand corner and this is the first year that we are certifi like we are a part of the Colorado student media Association is I I believe is what it's called which makes us eligible for different Awards once we finish our yearbook on October 16th we had the Colorado ballet Association perform and that's that um top leftand picture we had our Fall Fest on October 19th which is that bottom left hand picture and our um Athletics is going to do a fundraiser with dve and Busters where students I believe can purchase like cards and a pro and a small percentage of those sales will go back into our Athletics and EF Tours which kind of we do like different service project with them over the summer and we finally have a few um foreign exchange students through them is doing a fundraiser where students can buy discounted tickets to a Rapids game and tomorrow students are going on a field trip to see I am not your perfect Mexican daughter at the bule theater and then stuco is going on a overnight chassa leadership conference this weekend I am not sure where it is but it'll be they leave I believe Friday and they'll be there Friday Saturday Sunday maybe and yesterday morning there was actually a car accident on school property and it was where a student hit a pedestrian so they sent out like a um safety report on it I'm not sure the full details but it was a bit just like jarring to see to hear about but any questions okay and I'll just give you a heads up I did forget to put something on here so I'll just mention now we went to go see Hamilton at The Bu theater um I don't remember the date because days are hard anyway our school updates are we have a host meeting tomorrow where we are going to be working on making fake wounds so that will be interesting we have volunteer day at BR branner Elementary not sure how to pronounce it but we're going to go with that on Friday we also have picture day on Friday from 8 to 1 I believe we are also partner we are still partnering with a online School in Colorado Springs to conduct research on why students choose to go to an online school versus a brick and mortar school and just have a happy Halloween you're welcome you guys are coming in for those pictures right you're not going to do online pictures picture unfortunately I have to go in for a picture yeah better um so we're partnering we're kind of getting interviewed by this student at the Colorado Springs but once they have theirs I think we'll get that information but if you want to know I can also just tell you eventually all right so um I'm Jasmine um for Prairie riew um so I'm I wanted to highlight a couple things so firstly I've been to most of the football games and like sports events this year and from all the other years I've been to like sports events at PR I like to say that this year has the most Lively student section at games which is really fun to see um the posters dressing up for all the themes I'm in student council so um we sit and like we handpick themes and sometimes people don't dress up for them but like having people show up to the games be happy wear the themes do face paint kind of be together um it's very like refreshing to see um I think another great thing is too at these student sections they've been like giving us themes that they want to do like we were going to do throwback for our next and last home game but then they were like no we want to do neon and everyone is like wanting to dress up for that so that's really fun to see um prev Sports have been pretty strong we did not win our home no we won our homecoming game we did not win our rivalry game at all but but yeah it it it was it was not good I went home early I was like I can't see the rest of this but um cross country is doing very well um Jazz knows more about this but I'm pretty sure they qualified for something if I knew the name I would tell you but I don't um the next thing that we um is going well is pbtv um as you saw Miss heartley came in and got an award but that's been really fun if you do want to search up pbtv on YouTube and every Friday the prie viiew um media team comes together and they interview different students I know me and Mr Green were talking about how they'll literally just pull you side in the hallway and sometimes seeing the unamused students just as a regular priew student and something that's not staged it's really fun to see um I personally have been on it once and honest it's fun it's a really great way to see things that are happening in our school and just in 10 minutes you can see what's happened over a progression of 4 days in a week and then next our theater team is doing a haunted house on octob October 29th from 6: to 9: which is fun I haven't been but I've heard that each year it's very scary and for me that was a little bit surprising and it's fun because I've seen my theater friends like do costumes and spend like hours even after school and before school um building sets and just having fun and posting on their stories of what they've done so um if you do have time come support our team and then our band has qualified for the State marching compet comption on October 25th um tomorrow we're actually our student council our chairing our dance team is actually going to go clap them off and kind of do a send off for them as they have qualified which is a very great accomplishment for our band they've definitely worked very hard this year so that's fun to see um some of our low lights that we've had is we had our first safety check um a lot of this is a lot of what students have complained about is the lines were really long and um it only was from 8 to 8:30 and only 521 students went through which was a little bit alarming for students and teachers especially because we moved our advisory class to the beginning in the morning and advisory is only 30 minutes and um if we were to do it for an hour that would only be 1,4 1,41 42 students and we have 1,800 students so that's a little bit concerning um out of the 500 37% of the students made the alarm go off which was a little bit again alarming to students from what I've heard is a lot of them stood in like outside in lines for 15 minutes only for them at 8:30 to say okay we're not doing it anymore and they all went through we only did it for a morning so I'm curious to see how it would go if we did it for a whole day obviously since it was our first time the process is still a bit flawed and there's still stuff that we have to fix I know a lot of concerns our students are like if we're going to do this in January it's going to be cold it's going to be wintry um I don't want to stand outside in a line for an hour or 30 or 15 minutes to get into our school which is alarming the good thing is though we're having um security alarms in the front doors and we're having two of them in the main front of the main building and one in CTE which does help but most students have their first period in the main building not in CTE because again only a a select students that are in Pathways get to go to CTE so a lot of students are a little bit concerned of how that will work in January but again with more time and effort I know that our security team will be able to figure it out and I will definitely keep updating and doing more student research for that and bringing it to the board just so that you guys are aware and then another low light was we've had a massive swarms of fights um I don't know me and my friends kind of joke we're like what's in the air lately because every time after or before lunch there'll be a fight at like in at school or like there'll be three in one day which is a little bit concern training solely because we want to make our fights to have zero instead of having all these massive forms of fights that do not show our core values so that's a bit of a concern but overall um I'm sure we'll all get through it and find a productive solution for it all thank you Jasmine uh and again I was just discussing this with uh Jamie White earlier you know this is why we have these test periods we got to see it there's things to tweak there's things to fix on that so we'll get it better but you know that's the good feedback that that helped us to and it's going to help the team get this right so uh we appreciate it you know appreciate you being part of it also last night they hosted can you tell me what the event was called the safety school safety and I and um there weren't students in the audience asking questions but I think that like all of you as leadership and having that opportunity if people are coming from you to have students come and ask questions at those events um would be really beneficial I know that you have other avenues of providing that but as the leaders in your school if we can hear from students at those events I think that would be really cool so I know there's another one on Monday night at Brian High School um so if people are coming and talking and they want to have something to say out loud in front of the community I think those are good places to have that conversation and I can't say enough about pvtv and what I really like is the uh I'm watch inclusivity you guys it's not just the same host doing it over and over and over again you're getting new kids in there new kids doing different segments every time and so you're getting all you know a lot of the school involved in it and especially even with the one-on ones in the hallway and stuff it's new people all the time you know it's it's a real nice window on the student student body hi I'm Kieran the representative from Riverdale Ridge um so we're on a quarter system so this month we finished quarter 1 um so with quarter 1 we had our first safety check and along with Prairie View our lines were very long on the student side they stretched out past the football field and on the bus side they stretched out past the CTE building um so one thing that we're just hoping to improve next month with our next safety check is just shortening the time each student has when they go through the gates um it was cancelled um 15 10 to 15 minutes into it because it wasn't working um and so even though we did also move our advisory um to first period um we were just concerned about students getting to class on time so it was cancelled early um with quarter 1 we have introduced a new policy this year about um quarterly Awards um four students from each um grade level got Awards so Andre and 15 other students received rrhs way way of the Raven Awards um for showing what we believe in at Riverdale Ridge um this um quarter we have some new classes every student um almost one of their classes changes every single quarter and our games are wrapping up um for sports as far as I'm aware from the last um prep rally that we had our football team is doing very well and from the prep rally I heard that we only have ever had one touchdown scored on us this year um so yeah that's a round of applause to our football team they're doing great um me and the other representatives from our school are working with our administrative team to get monthly meetings so that we can talk about with them what we're working with on the board to give you all better um information um we've me and the other represent Representatives have been working on this for about a month now and um we're just really um trying to create an open line between us and the administrators um so that we can talk openly with you guys and them and that's about it those football teams doing phenomenal we may have to look at a way to expand our superintendent cop make it a three-way because uh they they're burning it up and I they might get bright and run for their money this year so but thank you for that report and again this is why we have trial runs TSA didn't go quick the first day either you know eventually you learn how to do it faster and how to do it better and students also learn what it's going to take to get through there quickly rather than uh you know bogging it down sometimes that's too you got to know what you can bring through there to get through the doors quickly so but again we appreciate you guys being the test subject for this but this is how we learn and this is how we make it better so thank you okay um so I want to give credit to raesa she is far more artistically inclined than I am and this is all her handiwork um so accelerate sorry accelerator weeks 9:30 through 10:3 um as you know we do the accelerator weeks the week long enrichment experience for all of our students uh so can't oh I was exempt from that accelerator week unfortunately I had family drama and Trauma drama with a d and Trauma with a T it's okay we're good now anyway um our accelerator week 9:30 103 was provided we provided the most accelerator options to date students chose from 17 accelerator week options compared to the usual 10 or 12 um we had students so that bottom left hand corner if I remember correctly was the Moab week-long hiking trip they hiked 17 miles over the course of the four days camped in two or three different locations and um like I don't know it's it's really impressive for us to say that we had 202 students walk 17 miles over the course of four days I don't know um that other picture there was one of the cooking accelerators we had two cooking accelerators this time around um but we actually had so much interest in our leaf and bean accelerator week where students learn about the production of tea and coffee um they go to the boulder dambi tea house and learn about the um history and culture behind the damb te tea house which the first year I did it I did not know that we got that from a different country like I thought that was such a cool experience um and so we actually had to expand it and we have that leaf and bean accelerator week twice there's two options for leaf and bean which was super cool to see uh on 1019 we had our Strongman Competition that was hosted by the reunion Church which we rent our I don't know with rent The Reunion Church uses our school space um to host Church things on Sunday I haven't been to church in a long time I don't know what the proper nomenclature is um we had $4,000 we ra raised $4,000 for st's athletic department which I don't know we haven't raised that much money in the last four years and that was that was pretty cool um we're getting ready to open our cultivate Center so as Mr Troy of the bond oversight committee was saying we are going to have our 20 or our 2,000 squarefoot Au uh auxiliary building which is the production Greenhouse we're very excited to know about that I didn't know about that and so I'm going to report back to Amy and all the other students CU you know can't keep secrets um but the cultivate Center is if you haven't been to said campus yet I really do encourage you guys to come out if like you want I will coordinate with our said ambassadors and you guys will have the private tour like the super Elite not Tyler like super cool kids like I cannot speak highly enough about our ambassador program they have given such amazing tours um and so if that's an Avenue that we want to pursue so you guys can see the campus and the way it's developed um I think it would be very exciting for you I realiz I'm saying I'm law I'm really really sorry um the cultivate Center I've Been Told is just a projection of our project rooms um we have there are two project rooms per building and it'll just be like another two project rooms and we will also be having an official space for the stad Collegiate coffee and stad Market which I've talked about that in previous meetings and then a state representative toward our campus I don't know who that was I was probably a way uh and then let's see so the Colorado free application days you're all eyes are glazing over I'm really sorry this is important though Colorado free application days if you didn't know it's three days where all of the most of the I should say most um postsecondary institutions offer free application to anyone who's applying it's the waiver is covered so we had our guidance counselor she had 97% of all of our senior class apply to a college or trade school during those three free application days um I applied to three of them I applied to Mesa which I actually got to tour on Friday which was super cool and I don't I don't know it was just a super cool experience um like Biz our guidance counselor she did such an amazing job she's done such an amazing job reaching out to all the students she requires every student to have a meeting with her I don't know it's very exciting to like have the support because I'm we're about to adult and it's I'm not ready Biz makes me feel ready though and then let's see another thing that we had happen was the so as you know after January or rather during January during the two Stock Show weeks Linda is there I know she's there I've seen her there before um we send our entire school to the stock show and we do like last year we did two days so we did a couple days up in Fort Collins at the um FDA approval site we talked with leading industry members there we learned about the process of like how they freeze cattle seen for like inv vitro fertilization of cattle in later years that was super cool um I know you you guys didn't need to hear about that anyway and then we spent another day at the stock show and then we did the two- week long like um investigation project this year we actually have full coverage from the stock show we're sending I think the projection was we're going to send 68% of our senior class to the stock show as paid volunteers which is super super cool only the senior class not the Juniors um because you have to be 18 but we're covered under reliability insurance but we're going to have a lot of student volunteers at the stock show this year um we also have full Transportation coverage from the stock stock show Phil the guy the CEO I don't know I like him I've met him before um they have given us the opportunity for reduced tickets they have given us Transportation it's it's very exciting that we get to continue to pursue this and we're also going to spend time on the CSU Campus out there and that's it I'm out of information that was great you really get to be an adult when you get those acceptance letters all right so that'll really make you feel good and that's what part of it that application is for when they say yes we'll take you you know that's that's something too that's really exciting thank you any questions for Tyler or the rest of the council people I think so yeah I so I know you guys are working on projects and Tyler you came to me at the beginning and said we're still going to give you this update so I just want to know how that's going and then I want to highlight some things that were like really exciting like we I love what's happening at your schools and I love that you get to tell us about that but I get really pumped when we hear about how you feel about safety and policy and I get pumped when I hear you talk about online students and how you're deciding where they want to go um why they want to do that so that we get that information and data and you guys get to be Liaisons for that how you're working with the admin teams um to create communication to strengthen your body um as a whole and um then with stead like how you're connecting with the CEO of that and creating those learning values and how we could duplicate that for other students so I just want to encourage you guys to keep working towards the direction of like sharing all of these things where you guys can create real meaningful impact um and then we get to hear about what that looks like I do I do want to make I do want to mention that we have every intention of coming to these meetings with more of an advisory mindset and like what we found the problem is we picked our first topic as the phone policy and it is proving very daunting for a lot of us and also the last Monday when we were going to talk about it I was on fall break I didn't want to do anything and I didn't realize that they're not on fall break so I kind of I I will take responsibility for the avoidance of last meeting that's my fault um no and and the information that you give us is invaluable like we love to hear all the great things that are happening at your schools don't get me wrong I'm just excited because I know you guys can go do some really cool stuff and I want to see what that looks like so that's my encouragement to you and it's a real world example there's no easy answers when you start delving into some of these subjects so it does require some real in-depth research and discussion about it so keep up the good work but thank you guys thank you for staying late yes and adulting is hard and take some candy on your way out okay next up is our superintendent report will the floor is yours all right well good evening um I want to I want to just start part of the superintendent update is um everybody keeps asking how the superintendent is and um as an update uh that team in the back is what makes me have all the confidence in the world um if you have not met that executive team uh greatest collection of people character of people and uh uh they really want to move our mission and so um I would start my superintendent report by just we're a couple months in just expressing incredible gratitude for those people at the back of the room so that will start with um I was also incredibly moved by our Board of Education in their linkage meeting we talked about it during our study session this is the the group of partners that you of course linked with um what an incredible part group of Partnerships that we got a link with um uh and to think about how they were selected when we reach out to schools who's who's the partners that are making the biggest impact on our school district and I enjoyed watching you guys do board work and do that and that was a working for you is also how the superintendent is so I'm grateful for the work that you guys did in that board language um this has already been talked about a couple times but uh really cool for our school district um that group that's one of the most special groundbreakings I've ever been a part of um and we've had some cool ones but but that North Transportation terminal uh getting to hear Edie who's been here as many years as I have talk about the the the the one the small bus routes and now driving millions of miles a year uh definitely expressed need for that transportation department but that was the the most emotional set of speeches I think you could have heard at that that nor Transportation groundbreaking and sure excited for them to have that space behind our ESC there uh comom final statistics on comom um we Terry and I got to go meet Terry they invited Terry and I got to come along um where where the group asked it was a thank you for all all the difference you made to make comom happen and everybody went around like would you do and I was like I said yes um Terry did everything else and his team did everything else for 27j um this is just the the final statistics I mean 1,200 patients 1300 volunteers 1.2 over $1.2 million in dental care for for our community which was incredible and they wanted me to pass on to all of you because it's it's our community school buildings just how grateful and how wonderful we were as a school district to work with they could not have complimented Grant more they could not have complimented Terry and all the custodians and principles and from from the entire range of of service and people they interacted with our kids as volunteers they they talked about it being First Rate so I think that's a really compliment to 2017 and we were lucky as a community to have them in our our district serving our community so that was awesome uh I was very very emotional and touched by the pre perview High School football BHS football game uh that there was a few people Jason Humphrey Barb fast Bender coach Gonzalez that that had our kids tribute to military night and it just set a incredible tone and tenor for that night uh I uh I was one of the best Spirit uh sportsmanship games from both groups of schools and I think man when you when you do something like this at the beginning it makes everybody reminded uh star was there I got to stand next to Ashley most tonight and it was pretty moving uh including if you didn't know that's our sped director Kristen Hansen Hoffman's son who playing the trumpet and that's a big risk for that kid that's pretty awesome this is cool news Justin dagel if you haven't seen a yearbook from Brighton High School it is like 19 straight years of about the highest honors you could get for a yearbook I've got to bring one I told him I need to borrow one or you could borrow the one my daughter was in yourbook and I could share with you you've never seen a yearbook until if you've seen a Justin dagel yearbook but he was selected as national press association's Pioneer award and it's the highest uh award they give to journalis journalism Educators and so I just think that's an in incredible honor we had Kathy Gusty get a big honor last week and Justin dagel lots lots of great teachers you honored a ton more today we have 2,300 incredible staff members who are all really working passionately for our mission Family Safety Forum you saw that uh we were on live Facebook live last night Janelle and Jamie and Sam and team coordinated that Stacy Baka was incredible moderator for that but Janelle had a great vision of the way we could com talk to our community about these things answer questions to community put on Facebook so that could ever live and answer questions Melinda was there thank you for being there Mandy were there they actually came and spoke a little bit which was helped to have their voice in the room and we have another one coming up Monday at at 6:30 at Brighton High School to the same thing that we've all keep talking about is we are in the act of continuous Improvement uh in this project we knew that this would be undertaking um and we are in plan do study act uh we we did a lot of planning for this event we did it we had a little bit of mission creep I think we we wanted to make the security sensors collect everything that could possibly sneak in and that sensor need to be turned down way down to try to prevent guns and weapons from getting in school because it went off a lot between that and then our kids um we forget a lot of our kids don't know what it's like to go through a security screen so I went to Brighton High Schools and I'm watching kids come in and out and here's a kid coming out with a belt buckle that's this big and I'm like did you think that would set it off man he's like I never been through safety check before kid pulls out a bottle of cologne out of his pocket I'm like man you can't take that through a metal detector and so we've got efforts on both sides helping our kids be better prepared for this we've got to adjust some settings I have full confidence we've seen in other school districts and collaborated with other school districts around when when Terry was helping select this we we know we can go faster this I believe we'll get exponentially faster as we continue to practice but just like I these are the 27j values here you got to really believe that it's worth doing it's the Integrity to do it right and it's going to take a lot of all in and I'm thank thankful for our community and anybody that has a little our kids that just have a little compassion for us as we're as we're trying to do this right and do it with people so that's where we're at with that project I did collect this video I will share this with you so if you don't know where that'll get that link that pvtv is cool you've heard it like three or four times I'll send you this so that if you want to follow that link you can watch that video I'm not going to show it tonight but it is really cool from the multimedia Center there at prayview high school all of our CES have that they're all in different levels of implementing and get into this place um but pretty cool stuff so oh looks like it was wanting to go and then also in high schools of business this is a is a cool thing um we had high schools of business has a has an assessment you can read it there um it's it's they have six six courses in a series of of things we had 40 students at Prairie viiew High School and 32 students at Riverdale Ridge scored among the top 10% of business students Nationwide and that's just a cool thing right so I mean you got 72 of the 7,000 kids Across the Nation we're in the top 10% of so I mean that's that's a lot of kids that were doing really awesome stuff in high schools of business so I thought that was worthy of sharing and then on a really really s sad note I know I sent all of you a text but for our community uh South Elementary we we mourn the loss of a mom a wife a kindergarten teacher a colleague uh Jennifer idaka passed away with what we thought was a pneumonia and ended up being a blood caught and so losing a a teacher is is one of the hardest things that we could possibly go through uh we we think and pray for the family we think and pray for the kids in that school that are in her class and the whole school of South is just kind of reeling so I'd ask everybody to keep keep keep Jennifer and her family and and that community in your prayers um I'm proud of our team and the response U we're we're we're good at we're unfortunately good at this is care we have a great core of counselors that show up and hug and Surround dogs that show up and Surround that Community but it's still just a no good rotten terrible day so I pr for that family and then as I promised you would I wanted to comment just a little bit of public comment on people who came to talk to us Janine's here again tonight um just where we stand with that um there's the nature of her concerns um we are digging into the data Janina shared the data that she's found with her investigation with Carl and her team and they're still trying to identify and find kids and making sure that all the students that that are in that cohort that that that that data would represent are getting current are getting services that they deserve deserved um by their their level of literacy need and at the same time uh Patrick Riley he he's not here tonight but um if you remember his story he alleged some discrimination against his student um and Jamie White is meeting with the Riley family and is reviewing the investigation um she's not conducting her own she's reviewing all the investigation that led to those claims um all the findings all the resolutions in an alleged pattern of discrimination so we're we're leaning in on both of those things as you would expect this to do I would imagine so with that uh that that concludes my report thank you will any questions comments moving on uh we now come to matters of public comment the board will now hear public comments on the following topics that have been indicated on the signin sheet a reminder that the board meeting is a business meeting held in public not a public meeting the board hears public comment to learn about the preferences and concerns of our community therefore we listen we are prohibited by state law to take any actions on the items because Law requires formal public notice prior to any action on an agenda item during our next meeting if appropriate such as tonight uh we will consider your comments in our discussion we'll ask that the superintendent attempt to find an answer for any ofie your questions by that time uh the board welcomes the comments of our community members but to ensure that everyone will have an opportunity to participate we do have a few ground rules uh anyone intending to address the board should sign the speaker signin sheet I do have that I will call speakers in the order which they've signed in speakers comments are limited to 3 minutes if more than one person wishes to speak on the same topic we ask that the speaker limit their comments to only new information uh we ask that you do not repeat views already expressed by other speakers although we cannot prevent you from doing so we ask you to refrain from making comments uh complaints or negative comments against individual students or District employees however we cannot prevent you from doing so such complaints and comments should be addressed first at the classroom or School level and then is still unre resolved to the superintendent uh disturbing Good order by inappropriate language or gestures is ground for removal from the meeting and we thank you advance for your participation tonight and first up is uh Janine Rona please step forward thank you for coming in and sorry it took so long it was a full agenda Janine Rola in District and my topic is um dyslexia um so October is dyslexia awareness month and dyslexia occurs in 12 to 20% of the population and indicators of Dyslexia include poor reading skills with the coding fluency writing and spelling it's the most common and prevalent of all know and learning disabilities and is a leading cause of reading failure and school dropouts for our nation um dyslexia has impacted my family especially my daughter during kindergarten my daughter struggled in school and was placed on a read plan and would hide her work in Cubbies and desks because she couldn't do it at the end of kindergarten the school did not raise any concerns about my daughter being behind in reading or writing in first grade my daughter continued to struggle in school and was again placed on a read plan with a lot of advocating and persistence it took a half a year to get my daughter on an IEP for specific learning disability the summer after first grade we had our daughter assessed outside of school and she was diagnosed with dyslexia after being on a read plan and IEP with literacy and math goals since first grade my daughter was still reading at a first grade level at the end of third grade in fourth grade my daughter received Orton Gillingham tutoring outside of the school district for two hours a week for 12 months by a trained and certified OG tutor and at the end of that fourth grade year she was reading at the beginning of a fourth grade reading level so almost three grade levels in one year since then my daughter has only made minimal progress and is only reading at a fifth grade reading level and is now in seventh grade school has been a source of frustration for my daughter socially academically and emotionally she has suffer bullying and at times refused to go to school it's damaged her self-esteem and limited her friendships without the outside tutor G giving my daughter what she needed she would probably still be reading at the first grade level but she still needs intervent intervention and she's in seventh grade the Colorado has a dyslexia handbook that has information on assessing and identifying dyslexia school-based support s for students with dyslexia and support for educators since my daughter started school in 2016 I have yet to have anybody in the district mentioned the the dyslexia handbook students with dyslexia need structured literacy to develop fundamental reading skills in decoding spelling and automatic recall for site words the reading intervention approaches used by 27j are failing these students not providing the reading interventions needed for them to read on grade level I urg the district to evaluate the reading interventions and to use the screening assessments for early identification of students with dyslexia so they can SE successfully go through school graduate high school and have a successful career in our community can I give you guys a handout thank you for coming out tonight we really appreciate it you next up is uh Jamie doero again please State whether you're in District or out and uh sure can you hear me okay okay um hi my name is Jamie dodero I'm in District and um what was the oh I'm talking about dyslexia sorry um I wrote everything down because takes me a minute so um like I said my name is Jamie dodero um my son is a third grade student and an elementary school in 27j when my son was just 6 months old he suffered a traumatic brain injury at the hands of an inhome daycare he suffered a subdural hematoma and by being shaken and was an inpatient at Children's Hospital in Aurora for for 4 days my son has been at the same school in 27j since he was in kindergarten and has continued to test well below and below grade level in area in the area of reading he was denied in IEP in April of 2024 so I got outside testing done in July from children's hospital um that in fact did confirm that he also had not only a TBI but dyslexia and add I asked the school for help and he was denied for an IEP for a second time earlier this month we are now in the process of having him evaluated for a 504 as his teacher is providing several in in-class accommodations for him I'm coming to you today to ask that you all take a serious look at the education that you're providing to the students that learn differently I've spent well over $5,000 to have an inhome tutor come every week since February of 2023 that specializes in the Orton Gillingham method for dyslexia just to make sure that my son is keeping up with the students in his grade I felt that I feel that this is a discrimination because my family can afford to do this and I refuse to let him fail because of the additional instruction he is receiving he's been able to keep up with his testing percentages so he does not show that he needs additional assistance at this time but he's still below grade level on all but one of his most recent dible scores after a detailed evaluation from a neuropsychologist I was told that if my son had not been receiving this additional assistance outside of the classroom that he would still be not reading at all today furthermore I was not made aware of the brain steps team until a representative from Children's Hospital told me about them prior to my son's most recent IEP evaluation meeting this fall how is it that I'm just now finding out about a team that was created to assist with efforts for students with tbis when I told every single one of his teachers since kindergarten about his TBI in the fall of 2021 I have felt unheard unseen and invalidated I will continue to advocate for my child as I know that that's what's best for him but I would appreciate apprciate another look at how the system works in my opinion the lack of communication assistance and resources provided to the students and parents that are trying to better their children's education is not okay I have also expressed my experience with the principal of the school and wanted to bring the issue to a broader audience and hopes that the processes and procedures would be diligently re-evaluated I think we owe that much to these students thank you for your time thank you and again as you demonstrated we'll get a followup at our next meeting uh our next item on the agenda is our consent agenda all matters listed under the consent agenda or operational matters about which the board has governing policies implementation of which is delegated to the superintendent they will be enacted in one motion by category in the order listed below there'll be no discussion of these items prior to the time uh the board of directors vote on the motion unless members of the board staff or public request specific items to be discussed separately and are removed from this section seeing none uh any member of the public who wishes to discuss the consent agenda should notify the president of the board at the time requested and be recognized by the invitation of the president to address the board also seeing none we'll move forward with that a approval of the Board of Education minutes dated September 25th 20124 our study session and regular meeting and October 9th 2024 linkage and regular meeting B approval of personnel items on the memorandum dated October 16th 2024 what is your pleasure I moved to to approve the consent agenda as presented second motion from director Thomas and second from director KH roll call vote director carbahal I director Khan I director green yes director Thomas I director tro hi Will hi motion carries thank you moving forward governance that supports our Global goals uh ownership linkage uh director kahal or director Khan do you have any you'd like to talk about we just had a nice very uh effective meeting thank you very much for that yeah I don't think there's anything to add but um we're just excited about where it's going perfect thank you uh Board of Education members director T and director Thomas I have nothing to report and now we'll move did you okay uh moving into our board committees the facility planning and advisory committee uh we continue to move forward and again we are really excited about the groundbreaking that's coming up on November second capital facility fee Foundation director con director green director treal now we have a meeting on November 7th okay yep Rocky Mountain RIS director cubal nothing to report thank you very much the 27j Believers Manny nothing just a fantastic um award tonight so nothing new since then and we are we did have some discussions about how we can uh revamp it for the next time again because we continue try to Pro that and make it better and as if we needed even more nominations um Commerce City and School District 27j use tax committee director green and director wilham we have not had a meeting uh the 2015 2021 Bond oversight committee uh director green director Thomas Manny yeah I mean nothing to report we had our reports this evening from the committee so nothing new yeah and I really did enjoy it was my first time sitting in with that meeting and I did enjoy it there's a lot of information there uh 2022 mil ly oversight committee director Thomas and director willhelm nope just a fantastic report this evening from the committee we are moving through this and I appreciate that the Brighton youth commission director Tre Hall have you had a chance to be a part of that yet no nothing to report yet and I know you're going to love it when you get involved in that but we do have a report Mandy is going to give us some other matters of information for the board Mandy the floor is your yes um I had the opportunity and privilege to attend the casby fall conference in peplo last week weekend and so I just made some notes it was a two-day conference um and I just wanted to share just some highlights of that conference for the for the benefit of the board um we had the one of the speakers was um her name was Deborah fine and I purchased her her audible book um it's called the Fine Art of small talk um she was a fascinating speaker she talked about how to make small talk in awkward and non- awkward situations so um if if you interested I would highly encourage reading her book as a really fascinating um presentation the projections for the 2025 legislative session are for a very tight budget um that was the takeaway from the um the gentleman who spoke to us on the legislative session um they do not believe the BSF uh the budget stabilization Factor will be back but he said it will be a very tight budget um they are working on a new Public School Finance formula but that is probably six years they said it was a six-year Runway as they're working to um redefine the public school Finance formula um this one was interesting and also I was really surprised the universal free school lunch um that was adopted by Colorado voters um it will likely not happen next year or continue to happen the same way it does now um they don't have the funding for it and so they said it could be um they'll either do away with the program or only fund K through 8 um and so we can talk later I I was really surprised by that and I asked how does that happen um you know if the voters approved it and she said well we approved the the lunch we didn't say for who it wasn't specific on who or how many students or what grade level um so seeing and the funding for the free school lunch comes from the same funding as um uh Universal preschool program they were saying there was some conflicts in those two budgets and more families are taking advantage of the um preschool program than they expected so they're likely going to make cuts to that fre school lunch so I was really frustrated by by learning that and she said we could um that there was an opportunity to bring a um a resolution to casby and ask them to to fight for that um there were changes to Title Nine that we reviewed um the cook Center for human connection was there so this is something that I really want to talk I'm sure Jamie and her team um I want to talk to them about the the cook Center for human connection they shared that 80% of families rely on schools for their children's mental health support and cook Center is funded by dotera the essential oils people um but they have a a really really cool program for um for adults for helping your kids and the example she gave was you know we've all taught our children how to drive and how did we know how to teach them to drive because we know how to drive but how do you help your kid with anxiety cutting suicide like if you don't know it like how do you help them um and so so they have some really really cool um resources for families and all they have a medallion that you can put on your website and when parents go to they said 80% of families go to their school's website looking for help and so it's a medallion you put on your website and it link some straight to all these awesome parent resources so I just want to um you know look into that further with our team um there is an advocacy study that is um starting in 2025 and it is I no I'm sorry the study is will be released in January 202 5 and the advocacy study is looking at what would Colorado education look like if it was fully funded and there is an opportunity to sign up to Advocate to your state reps if you're interested I have the QR code that um you can sign up for so it was a great conference thank you for allowing me the opportunity to attend yeah is great stuff and again we are looking forward to our casby winter annual conference uh December 5th through the 8th and again this is where we can get more detailed informations on projects and goals like this so thank you very much for that report excellent uh next up you're already ready for it and I really appreciate that Stacy uh we're going to do the expectations of the board uh Chief Financial Officer Stacy Yamoto will present the expectations of the board report through 3D Financial conditions and activities welcome e is it on now I'm so sorry green and red sorry um for fiscal year 24 the budget includes did an overall increase in total program funding as a result of higher October pupil count as well as higher um per pupil funding um so that increased our our per pupil count was 452 full-time pupils which included 167 Charter students um so with that increase it brought our total available resources last year to 340 million and at the June 23 board meeting and subsequently at the January 24 board meeting um the board approved and adop adopted the amended budgets respectively um these budgets presented an allocated fiscal plan for all of the re for all of the available resources so although the fiscal year 2024 audit is not yet complete the estimated general fund undering B ending balance is 80.5 million thus indicating the district did not overspend or go beyond the budgeted plans that were approved by the board um in this 80.5 million the ending fund balance includes Reserves for Taber and board contingencies of 12.5 million um and M of override tax revenue of 19.4 million that was collected and then will be spent in the subsequent year um so for this first condition I report compliance so Pages 1 through four um the first condition that states um the superintendent will not expend more funds than have been received in the fiscal quarter to date unless the liquidity and long-term reserve requirements below are met and those are listed as a and C um the superintendent will not borrow reserves an amount greater than can be replenished by certain otherwise incumber revenues within 90 days the superintendent will not borrow funds with the exception of credit cards and the superintendent will not allow cash to fall below a safety reserve of 6% of the general funds so looking at the monitoring report that was provided to you on page three um the chart does show that there are several um months where expenditures did exceed revenues so the revenue lines are the revenue is indicated by the orange bars and expenses are indicated by the gray line so you can see that you eight out of the 12 months we do receive but that is mostly due to the fact the timing of the collection of property tax revenue um so even though revenues or expenditures are greater than revenues um all of the A and C conditions were met requirements were met so further on in the report the superintendent did not borrow from reserves indicated by the fiscal year ending fund balance of 80.5 million um requirement B all debt required by the district was approved by the board and requirement C shown on the chart in page five um the district cash balance never fell below the required budget budgeted 6% reserve of 12.5 million I think the lowest we got to was just just over 20 million um yep so I report compliance for the first condition so I'm going to skip over a couple of the next conditions because they're pretty self-explanatory but we're going to go to condition number four on page six um and this is a superintendent will not fail to settle payroll obligations and payables in a timely manner um so during fiscal year 24 we're able to consistently pay our staff um which was an average of 2,465 employees per month and 89% of our payables were paid in 30 days or less with only 2% of payables being paid in excess of the 90 days so I report compliance with that um page s there's a list of transactions that are greater than $225,000 um so this is continuing to grow as the numbers were quite a bit higher than last year but makes sense with more building more schools more purchasing more transactions just in general um so it's shown that there were 31 pecard transactions over 25,000 30 wires and 340 checks of 25,000 or greater and that's a single check transaction so as you see on there I think um Kaiser's you know obviously we pay them monthly equal to 11 million but the one check um every month was just over just under a million dollars so um but this is showing compliance with the conditions stating that superintendent will not execute a check or purchase commitment of greater than 25k unless a purchase was itemized in budget monitoring data previously recorded or disclosed to the board so all of these were budgeted items um if you have any questions on any of them feel free to reach out but there's a lot on there so um then on page nine so condition number seven uh superintendent will not acquire incumber lease or dispose of real property so if you're comparing this to previous monitoring reports we've adjusted it a little bit to for it to pertain only to real property in Prior reports we had listed all of our fixed assets so that was the threshold of $5,000 or more anything that we had capitalized um through some discussion at the executive team um we decided that it should only pertain to real property which is land buildings um and that such so in the report there's construction in progress which is the building of uh properties which kind of gives the upto-date of that at the end of the fiscal year um and then it shows three transactions of real property sales purchases that we entered into um during the fiscal year and all of these I'm sure you are familiar with you because they were all board approved actions so I report compliance for that um condition number eight states the superintendent will not accept revenues from sources not in fact and appearance consistent with the mission and values of the organization so the chart that we have provided um gives a a comprehensive list list of every Revenue source that wasn't a federal state um funding or Grant so we consider these to be um local grants um and compared to last fiscal year I think it total 203,000 in the prior year this year the total was 474 th000 so we are continuing to receive more and more and track more of these transactions um and we have dedicated a staff person now that her only she's only working on these grants to make sure that we're in compliance that we follow the grants the spending is in Miss in line with our mission um and that we spend it how the um donate dony intended so I rep report compliance on that one um almost there condition nine uh States on page 12 States the superintendent will not fail to aggressively pursue material rece material receivables after reasonable grace period um so this is always a an interesting chart but oh there's no numbers on that one oh there they are sorry thank you um so this is the collection of property taxes Equalization um and a lot of our course fees and athletic fees um if you're going to if you're comparing this to a prior years um you'll see that the collection rates on a few categories have significantly increased so the outstanding percentage inversely decrease so um I was really happy to see those numbers um but as always we are continuing to try to increase our efforts on collecting of those fees to help um reduce the burden on families and schools and I think this part of the collection will always be a work in progress until we can hopefully maybe one day eliminate student fees because that would be great but on all all the other ends Child Care Detention Center um collection has been really good so I report compliance on that one and then for the final condition um on page 13 the superintendent will not operate without adequate internal controls over receipts and dispersements um the fiscal 24 audit is currently in progress and has not been fully complete as of yet um but our Auditors Ruben Brown will present the annual financial report to the board at the December board meeting for approval so in all areas of 3D this time around I report compliance so happy to answer any additional questions you might have any questions and even if we were to raise that $25,000 threshold it wouldn't eliminate too many of those cuz a lot of those checks are 100 thousands million so uh well I appreciate the detailed report though thank you very much okay thank you do I have a motion move to accept the expectations of the board report through 3D Financial condition and activities as conveying reasonable interpretation of the executive limitations I'll second I have a motion from director and a second from director wiholm roll call vote director carbal Hall yes director Khan hi director green yes director Thomas hi direct tro I direct wilham hi motion carries thank you thank you Stacy uh moving on we have our policy review schedule uh our next up at our November 13th meeting will be discussing the emergency executive succession uh and then December 11th our last meeting of the Year Board awareness and support and the external Financial condition and activities uh next up is uh item 14 the resolution of opposition to the 2024 proposed Colorado Amendment 80 uh right now the Board of Education will consider approving resolution number four 2024 2025 in opposition to the proposed Colorado Amendment 80 board what is your pleasure would you like to discuss this you want to read the resolution or do you want to just move forward please proce do you want me to read it and then we have discussion or this this is yes you can make a motion and read it okay so I'm going to make I will read it um a constitutional amendment likely to reduce resources for students in public schools whereas Colorado K12 students and families have education options to meet their unique needs through open enrollment free education choices open to All Families include neighborhood schools magnet schools outof district schools online schools charter schools and specialized education programs provided by districts throughout the state whereas Colorado's 2024 proposed amendment 80 would change the state constitution giving each K through 12 student the right to receive public funds to pay for non-public education non-public education institutions are not obligated to meet the same requirements as public education which include professional lure requirements accountability measures and serving all students whereas Amendment 80 has the potential to divert F public funds away from public education it would likely result in using public taxpayer dollars to fund private and homeschooling options whereas a System created as a result of amendment 80s Passage would primarily benefit wealthier families who already send their children to private schools effectively creating a subsidy for the rich in contrast underprivileged students especially those in rural or underserved areas would likely see little benefit from such a program because private school options are less accessible in those areas whereas Colorado voters have consistently rejected voucher initiatives in the past during the 1990s three separate ballot measures proposed education vouchers which would have allowed Public School funds to be used for private schools all three were decisively defeated by voters whereas efforts to introduce voucher programs through the state legislature have also failed since 2016 the Colorado legislature has rejected voucher related proposals 18 times voters and legis aters have remained protective of public school funding consistently opposing measures perceived to undermine it therefore be it resolved that 27j schools opposes Colorado Amendment 80 as it risks diverting essential public funds from public schools to private and homeschooling options undermining the financial stability of public education systems throughout the state therefore be it resolved that we affirm our commitment to strengthening Colorado's public schools and oppose any effort such as Amendment 8 that would reduce resources for students in public schools therefore be it resolved that 27j schools opposes Amendment 80 because it could exac exacerbate inequities in Colorado's education system by primarily benefiting wealthier families who already have access to private schooling while providing little benefit to lowincome students be it resolved that 27j schools opposes any Constitutional Amendment including Amendment 80 that undermines the public good by weakening protections for public educ and reallocating resources to private entities um I have to find [Applause] it um I move to approve resolution number 4 2024 2025 as presented well have a discussion I a second okay I have a motion from director Thomas and a second from director Trill now let's have some discussion on that please director KH I asked to abstain but I can't I guess um because I just don't know enough about this and I feel like I really want to dig into the research on this before I actually have an opinion um so my no vote isn't necessarily an opposition I just don't know enough just so you know let's go ahead with a roll call vote then director carbahal absolutely yes D Khan no director green uh yes director Thomas absolutely yes director tro absolutely yes director willhelm absolutely yes motion carries by majority thank you and there is no distinction between absolutely or yes I'm just going to clarify that energy had to well and asy was not absolutely no I want you to know that so that okay yeah um uh our next schedule meetings of course uh we do have a vacancy right now um and we for district 6 uh if we do receive uh multiple applications we will have interviews scheduled for November 6th we're still waiting that deadline is October 30th it is the 31st that's right yes because that's the Thursday October 31st at 5:00 pm uh uh after that four 4:30 even better um I'm I'm lost here you guys are this the chatter um well there you go beat on the door if you have to uh November 13th will be our meeting for November uh November December 5th through the 8th we're going to be down there in Colorado Springs and then December 11th will be our final meeting of the year and I'm sure Mandy will have some delicious treats for us um I'm G to put you on there uh again uh to close out this meeting tonight director Khan will present the quarterly meeting evaluation hi I haven't done this in a long time um so for outward Vision rather than focus on internal operations I give us five uh strategic leadership proactive rather than reactive I gave us a four I feel like that's coming up from a three in my mind I feel like we're really moving in a proactive Direction and I love it um collaborative teamwork I feel like we have a lot of awesome like diversity and viewpoints on this board and we work well together despite how vastly different we all are and uh I also love that um so I gave that a five um initiator of policy and not merely a reactor to staff initiatives five arrived on time for meeting four because I am consistently late every time I have no choice in this I kids are in sports I'm sorry um properly prepared for meeting I'd say five um full attention to meeting um 4.5 um worked in a businesslike manner and maintained appropriate deorum 5 listened to and responded to the statements of others in a respectful manner five uh business was conducted lawfully in an ethical manner five um other comments um yeah I said my other comments we're good thank you guys thank you uh and again this now aligns it our June meeting evaluation was presented in August so now we're back to align to the quarterly so it'll be a little while before we do our next one are there any closing comments for this evening uh we had a really full agenda thank you for helping us get through it and I think we had some really worthwhile reports I mean 920 we're still doing pretty good here yeah even though it's not Mandy's speed she loves to tell me uh at this point that I'm journeying the meeting at 4:18 or 9:18 she was bragging to me yeah I don't anybody what
