requirements of the open public meetings act have been met in compliance with the Sunshine Law like to ask everyone to stand to salute the flag Aon will Us iedge Al to the flag of the United States of America and to the rep for it stands one nation under God indivisible withy andice approval of minutes we have the regular meeting October 28th 2024 need a motion in a second to approve motion to approve second roll call krenzer yes Renard yes Tesa yes Williams yes reri yes announcements presentations discussions there are none mayor's report good evening everyone uh a few quick items I wanted to share uh as we venture into the holiday season around Town um I want to First and and and most importantly I'd like to thank um everyone that attended our Veterans Day ceremony last week our First Responders our veterans and residents that came out uh decent turnout obviously um not what it could be what not what it it has been historically uh I know this is something Kurt touches on uh every time we get into all things to do uh with veterans so um you know for what it for what it's worth um you know entire front lawn should be filled uh if any day someone's going to break away for 20 or 30 minutes and come to something there there really is no more noble cause so thank you to everybody that did make it out for Veterans Day uh quick reminder Thanksgiving Day meals at the MLK Center uh we currently have a commitment for 80 meals at this point the RSVP window is closed um so the expectation is about 80 meals for the day of uh pickup is from 1: to 2:30 so we are looking forward to seeing everybody there um Quinton runs a a very efficient operation the day of so look forward to seeing everybody Thanksgiving Day at MLK um one more quick uh mention about the annual toy drive I'm going to touch on the the the big ticket items we're looking for again this year these are kind of the Marquee items for our uh independent polling uh Barbie as always squish Mellows are hot button item this year Nerf guns Paul Patrol anything Coco melon uh and anything Lo anything Lego we are uh asking for obviously those items and or monetary donations uh this event typically we look to bring in about $3,000 we are currently uh about 500 short of that goal so anything you can do at this point um holiday toy drive is a very big to-do the event itself is December 6th at Town Hall which is a Friday uh we get underway at 6 PM the event will begin with our first responder parade out front transporting Santa and Mrs Claus uh and then that will lead us into Santa's toy shop this entire room floor to ceiling wall to wall uh becomes the North Pole for a few hours so uh if anybody is able to help in any way shape or form please keep the annual toy drive uh you know at on on your radar I guess for the next several days do we have a date when we stop taking donations or can they really give up to they can give all the way up to we're still going to be purchasing so it'll replenish the account for what we purchased so we'll take donations anytime so December 6th at 6:30 anything is immensely appreciated uh last event I want to plug uh because I won't see or or we probably won't be here till we reconvene uh cookies with Mrs Claus will be Saturday at Saturday at the MLK Center December 7th uh the event begins at 11:00 a.m. children under 10 will get to have Story Time and cookies with Mrs Claus so please put that date in your calendar cookies with Mrs claws December 7th at the MLK Center in Newtonville and that is all I have for my report tonight thank you guys a lot of uh lot Township administrators report what do you have for us tonight Lisa uh thank you mayor um I just wanted to echo on the toy drive we do have a toy box which is right here um within the lobby of the municipal complex 890 Harding Highway um or you can stop at the special events office the clerk's office um to submit any of your donations monetary donations um that you would like as well um just a quick update on um EMS I know that uh at the last meeting we kind of um acknowledged and installed our new Chief uh Natalia stockall for uh BBT em um everything is going great with the transition um that we have been doing we've actually hired on approximately six new employees coming from various different medical Fields um bigger agencies and spear ATL care uh virtuous so we're definitely getting a very balanced um experienced individuals backing into BBT EMS so um it's definitely been great it's great getting to know a lot of new people over there as well um and I just forgot to plug for you mayor as well um for Christmas day we are also doing um Christmas Day dinners and they are also taking reservations out at the MLK Center as well so if you want to reserve those um a lot of the Thanksgiving dinners have already reserved for Christmas as well um but if you have a family that would like to reserve those meals you can contact UM the MLK Center uh to reserve your meals for that as well he will be cooking this year for Christmas so and that's what I have and I just want to quickly echo on what Lisa said um just BBT EMS went through a little rough patch we're completely built back hopefully better than ever uh this is something that we just we can't reiterate enough just how how vital this agency is to our community as a whole uh geographically we are in an enormous land mass from kind of one corner to the other and how critical it is to have an agency that's centrally located you know on call ready to go at a moment's notice so can't thank them enough uh for for how quickly we were able to kind of restructure and get back on our feet so thank you thank you absolutely uh item 13 committee reports we're going to start with Deputy Mayor Tesa thank you um I want to welcome the new members of the EMT Squad it's wonderful to hear that we've uh replenished our staff um all I would like to say is uh to re to reiterate everything that the mayor said about uh the annual tree lighting uh that we have um and Santa's Toy Shop um and if anybody can contribute any funds at all for the uh toys that would be wonderful or to bring toys that are unwrapped and that will have pictures with um the Claus family that evening as well um again the uh cookies with Mrs L the mayor said everything about that and uh I guess that's really it I hope we have as many attendees for the tree lighting ceremonies we've had before because it is a wonderful night it is very heartwarming and it is a great night for everybody here in BVT thanks hopefully it's not 82 degrees the night of the event because it won't really feel like Christmas so I just hope it's not raining like it last time thank you thank you deputy mayor uh we're going to jump over to committee man krenzer yeah thank you mayor just a couple things tonight not too much uh update on PW uh Public Works are finished leaf collection this week uh Haz hazardous tree removal and uh finishing all our Christmas lights inst stalls and filling potholes this week so they're busy on the Move doing that um Leaf is leaves are like our enemy it's unbelievable you know you clean them up and there's more there the next day so the the the team is doing a a phenomenal job cleaning all that up so thank you to to public works for that and many of you guys have driven by the township building at night it looks spectacular I mean as always so um the lights look good I'm glad they're up and we can you know kind of get in that Christmas mood that was my my whole goal this year was to get in Christmas mood weeks before Thanksgiving and I think it's happening so it's good Walmart helps the Christmas stuff's been out at Walmart yeah for four months exactly so but I I don't think we have another meeting before Thanksgiving so I just want want want to wish you know our our Township uh Happy Thanksgiving and you know if anything does come up please reach out to any one of us and and we're there to help and couple of things I I uh would like to comment on thanking all the people that did show up for Veterans for the Veterans Day it was a beautiful day and it was absolutely shocking that that the front lawn wasn't filled but uh that was sad the people that did show up thank you and second of all I'm very pleased about EMS coming from a retirement community or age restricted community we really need a good EMS Squad because they're in there constantly you know and uh it's good to know that they're up to up to stuff and we're in good hands thank you thank you Kurt committee man Williams what do you have for us tonight um I attended the veteran service where the uh mayor mayor uh jury thanked the Veterans for their service and said the veterans who gave the ultimate sacrifice are the reason we're all here now and living a life of freedom in the US Kurt hers that more uh veterans will join us for the service in the future um the leaf collections did an excellent job this year to sticking to the schedule and they did the the streets in the C's legs last week and particularly uh Mike Street will sh drive and they finished it right right on uh right on schedule we will need the uh return pickup on December 6 this year because of the late drop off of the leaves since it has been warm this year there's a lot of leaves that haven't falling off yet okay yeah um also um I uh I usually attend the uh distribution of the uh Thanksgiving dinners and I'll do that again this year and we have uh two other um uh food uh distributions through uh the um the Tri County rotary is doing uh uh food baskets this year with the uh connection with the uh Boys and Girls Clubs Of America and uh I was involved in that this year and that's that's being done on the uh 24th um also um rever Mary of the Baptist Church is doing uh baskets for the uh needy uh parishioners so uh I'm taking over some canned goods for that so they're going to be making those baskets and distributing them soon too so it's uh it's a good year for uh Thanksgiving and trying to help everybody out and and also the uh the uh the Christmas uh tree uh Christmas uh tree lighting and the uh the uh presents for the uh kids um I think I had made a monetary donation last year I'm I'll do that again this year thank you I think it was like $150 I did I'll do that again thank you thank you and that's all I have thank you thanks John I feel like the uh the tree lighting uh is probably going to be more important this year than ever the tree out front doesn't look great this might be its last year so let's well we've been fertilized so we uh we might have a Charlie Brown tree to decorate next year out front so um but yeah thank you everybody for your reports we're going to jump over to item 14 public comment the in a second to open to the public motion to open second second all in favor I hi good evening Dorothy Monera I'm here on behalf of my mom Rita schaer at 737 Main Avenue but I'd like to start off not with the usual topic but with uh Natalia stockall from EMS um ironically after the last meeting I think the next day after that I had to call 911 for my mom and Natalia responded along with two other members of the EM crew and they were incredible um they were just she was so great and she actually spent some time talking to my brother and I um and it was very she's very professional and really um well qualified so appreciate it and thankful that her and her team were there um and then I would just like to say a few comments on Mr Adair residing at the property next to my mom I believe his trial is scheduled for this Friday um in Hamilton on 22 and just to provide an update for the record that he is currently still destroying the property um he has installed a driveway of sorts he put a fencing across the driveway at my mom's house um and he's been cutting a lot of trees and destroying uh the Wetland a lot more trees have been cut down and and my brother could speak to that um more in depth but he was also pulled over recently Mr Adair was driving a white um sedan that he owns that's one of the vehicles that has the exempt um Sovereign citizen tags on it I believe he received four tickets however the vehicle was not towed from the scene he had no registration no insurance driving while suspended and no driver's license um and I went to State Police and asked them why how how could that occur um it was explained to me that you know there are very short staff which was also surprising um I was told that there were only two Troopers or four troopers on you know per ship for this entire Township or their entire coverage area which was somewhat concerning um but they you know they pulled him over and I guess they had called for a tow truck but they had to leave to go to another call before the tow truck arrived so my brother witnessed Mr dare driving home in the vehicle after he had received those four tickets since that date um my brother has obser he can say this but I I'll just say it since I'm up here but he's been driving the vehicle and going to town driving up to the Wawa um and other to other businesses in the township without a license and with that same tag on the vehicle um you know it's concerning if he were to get an accident and someone's hurt you know he he has no insurance you know nothing that all the rest of us are required and it was very aggravating to me as I pay for insurance like you all do for our vehicles and this individual is daily driving that vehicle around the township and it's just it's aggravating on top of everything else so just mentioning it here in the public comment and also um I just want to mention that I'll be there on Friday in hamton my brother will be there if you need anything from us you know we're more than happy to help out and um I would also like to ask in case I forget Lisa I would like to request from the court and no contact order I know that has to be requested from the court but I'm just mentioning it to you in case have any kind of conversations with the prosecutor you know um ahead of time because I'm you know I don't want to deal with this individual on the property uh after hopefully something happens on Friday so appreciate it thank you thank you Dy thank you well I feel like we we kind of are playing the broken record at this point I mean I genuinely do hope on the eve of and I feel like we always kind of have this anticipation on the eve of of any Court proceeding and it seems like the pattern has been kind of you know what transpires falling short of expectations so I I hope you know and we've said this before that you know this is it so I I guess um you know please Lisa call me and and let's see how Friday goes um I just we're we're out of words at this point I mean this just kind of completely defies Logic on on so many fronts in terms of the agencies that are involved with this as far as the amount of time that has elapsed as far as just the fact that this guy is like a a a you know is difficult to deal with so the default is to just not deal with him that to me is just like a a total uh just a very difficult thing to wrap your head around um but even continuing on after you know the last court date to now and what what has happened you know from it's unbelievable yeah and will be a year to the day on Friday that he arrived at the property it's incredible and also you know just one more thing I I just was wondering what on my way here I was thinking does New Jersey State Police didn't they used to send a representative to the meetings here well if we can't get somebody to wait on the side of a road for a tow truck us asking for somebody to come here just saying because I feel like there are some issues like this particular issue you know when I had talked to them they said oh we have to be careful if we're targeting a person and that's what we've been told repeatedly okay well that's targeting you know what my kids your kids our families are driving on the road that this individual is driving on with no license no insurance driving while suspended no registration that's not targeting that's somebody committing a crime and and I feel that it should be handled and I feel you know it's in our Township so can't the township be a voice for that it's it's a known fact he goes on The Daily I have a trail camera set up see him leaving in it and coming back I I have an observation if he's going to the W isn't that Franklinville police couldn't they nail them for something don't have to depend on the state police that's Franklinville police I believe he was there this week yeah in the handicap spot right in front of the w like in that car it's incredible it's incredible yeah and I feel like he's just obviously become more and more embolden at this point just because he he's just kind of dodged anything meaningful over and over and over and over and over again so hopefully Friday uh is fruitful and we can I don't know I guess we we'll see where it goes every time we kind of think that we' have all our ducks in a row we've all short so we'll see but that that has been just the the very kind of default response we've gotten from the state police over the last year plus is everything is resources resources resources you know we we've got a problem with speeding on this road well we don't have the resources to run a radar detail you know we have an issue with this resources resources resources it's just like you know unless it's something cataclysmic just the default is you know Manpower hours of the day so then is how how can the township help with requesting through representatives for more funding for additional Personnel out of that Barracks because that's crazy no I mean this has been this has been an issue for the last two or three years and it seems like it's actually going in the opposite direction that they just continue to Chip Away more and more at what they have in the southern part and everything just continues to venture Central and and North cuz we're the we're in the same situation with the Woodbine Barracks the next Barracks after us is Woodbine um I mean the only other way to go is to go right up to the colonel New Jersey State Police um you know possibly a letter on behalf of the township to request additional resources or you know additional Troopers I think the biggest thing that happens with troe is they're they are a training facility they bring in they train they have two guys per vehicle and then they send them out to to North Jersey um it's kind of really what happens and they go through that flux you know through that so the only thing that I could probably suggest is probably a letter to be written directly to the New Jersey State Police Colonel indicating the concerns you know that we understand that possibly resources might have been cut at a state level but we're requesting additional resources back down here at South Jersey it just seems kind of toally sh there's four Troopers like that's it that's usually the case around here cuz they cover Us full weth Corbin were the four towns that they cover out of the tri Bay barracks and most and most of their Troopers are for the park the um express way that was surprising uh anyone else this evening for public comment good evening charlesil 7:37 main out um start off with a dare yeah he does go out in that vehicle last week alone four times every other day he went out with a kid in the vehicle the other night and he went to the Wawa parked at the handicap right in front in that car with ex plate then he went over to the Dollar General and did the same thing there and right in the front right in the front door cuz he does have a little handicap thing at there um leis I'm sorry you had to deal with him I heard about with the Halloween parade or something I deal with that every day that type of person he likes to like Nick and like he just lik to try to get under your skin as M as he can and bother you uh I can't believe there's nobody there didn't step in and do anything for you there was there no man around CU I wish I had an opportunity like that with him cuz that's a perfect my issue is to protect the children that were Halloween this is not the kind of guy we need around I mean I'm pretty sure I know you can't say it but I can say it you don't this guy's off wall after court the last time when he got home the next day he put on an a prosthetic arm he had he's never hadir a prosthetic arm on he has two of them that lay in a trailer outside that are all just beat up but the one that he put on it looks like it's a robotic arm he looked like something out of like Star Wars magazine and he's out there exercising and intesting I don't know what all that's about but after that quick day he's SE like he was getting himself ready for somebody to come and try to get him off the property like he went and did a couple things with his fences he did a couple odd things that just seem strange to me um the court I don't understand what all that was about the judge told him three four times in a row he has to vacate that property in 48 hours my sister testifies for him and now we still have to deal with him there in our face and that's not I don't like that at all that's not safe for my sister or my mother um animals are still dying he buried something two days ago I have no idea what it was he don't bury the ducks or chicken so it's not that it's something else he doesn't have any more goats I don't know what happened to them I don't know I know there's one dead one in the woods but I don't know if there's anymore white Cedars 20 white Cedars he pulled out of the ground to transplant in this dry drop that we have never put water on because they don't have that water They're All Dead He's cut 15 beautiful birch trees down why he would even do that I don't know but he did and he's probably got close to an acre of land that he's pretty much chopped away with a hatchet and and destroyed I mean it's amazing he when he does get out there some days he can do a lot in his driveway that he made which will be a joke as soon as we get rain that driveway will be over a minute to get rain he thinks he's good now but and plus he has to climb up on the road to get out like that's going to be a problem there with it you know the road he put in a a gate across the driveway that we always use okay um when he did I believe he put the fence post right through the pipe that goes under everybody's driveway for the water to go down and get the South River it's right it's right in line Dead with it I heard him mumbl something to his wife about something metal in the in the ground and I thought about thought about I believe that's what it is so that'll be an issue um the state police I I've always had most respect for state police all law enforcement all right I'm this this guy's EV there is really making me look at a lot of other people differently um State Police I called them V generator I called them three or four times fifth time the an officer answer your phone said they're not going to send anybody out anymore to tell him to do that I said well I don't realize why you had to send him out so many times you just tell him on week days it's 10: weekends it's 11 and that's the end of it if he does it again do something they don't they don't do nothing anymore about that I asked them about the guns on the bus why nobody did anything about that or anything the officer told me that we've tried and they keep shuffling them around I called him straight through his face a liar and told him no they haven't I have pictures of them for 3 months they're in the same exact spot in the bus the same spot now why they did that I don't know I don't know but when that starts happening me I started losing it cuz I just there're the people that I'm supposed to be able to call and get somebody to help me and they're doing that to me I'll never call them we were told by the prosecutor's office when they walked the property that the two firearms on the bus were antique and inoperable and they actually picked them up and inspected them there's four long guns in there rifles and there's a pistol in there and they're not they may look old they're you they're single barrels right there's not a lot of they're lot lot operation you know I mean mechanical it's pretty self based long that firing pin goes off it's going to go off but still the whatever if they were all rusty that's not where the guns understood should be laid Yeah your kids we were told by the prosecutor's office that while they were there they left the bus and he put them into a locked car I don't know if that was the case but that was what we were told about two and a half 3 weeks ago okay okay well what he did after the last qu that he he must be strapped for money cuz he sold the the white bus back the minute got you but I don't know what he did with it the stuff in it I'm guessing either stuffed it in well he didn't stuff it in the car because now they're using he's using the car but probably the bush trailer okay cuz that's all that's pacce stuff well at this point I mean let's let's I mean really what whatever we can do at this point to kind of really rally around Friday and hope for a positive outcome I mean cuz that's ultimately what it's going to come down to our entire ability to to do anything as predicated on you know what comes down on the 22nd he that total 500 foot of fence up 55t P he has a 250t spool of Bob wire I hope he doesn't wind that out start putting that up I mean there's just things he's doing and he's doing it he he's he's changed his whole Mr is changing like like you just see he's you he's like he angry but he's trying to play it cool I don't know why the car thing why he does that he doesn't have to do that his wife's there they don't do anything the other vehicle there it's all that one's legal why he doesn't have to go it's not like he's strapped trying to get to work you know or anything there's no there's no well there's nothing that he's done up to this point that that has made sense so you know why start in Hell he's just being defied yeah all right um and when this is all over and he's gone you know I read everything like what the Pinelands say they're going to do whoever is want to be responsible I just want everybody know I'm going to be right there and I going to make sure I want it all put back the way it was cuz it is really destroyed it's it's it's it's disgusting every piece of trash anything that's been there since day one and we're going we have 11 days it will be a year that's how long youve been there well all right let's cross our fingers for Friday thank you thank you Charles thank you have Ace thank you guys let me just add something to that Julie acers 1759 Street uh just to uh follow up um a couple of those there's a whole list of uh complaints that are going to be heard on the 22nd and a couple of those are from I believe from the buaro police for an incident that happened at Wawa are those police officers off also there in court yeah the first ones I believe are from because that was one of the issues is that we they were being heard in Hamington the state police were being heard in the Central Court because they picked them up in landing whatever so am I wrong yeah so anything in the burrow goes to Franklin Police they handle all that none of that goes to Hamilton what was in Hamilton was the Atlanta County um Health Department violations and the um Hamilton Township um police they moved all of that right they moved all of that over because it's inclusive to one defendant um not necessarily now geographically where it was located the central municipal court has made the decision that anything with one defendant inclusive to one hearing is all going to be sent directly into Hamilton and heard as one so it's going to be Hamilton Police Hamilton police because he has some tickets in hamton police um State Police tickets Atlanta County Health Department and um buav Vista Township are all going to be inclusive to one hearing does he have any tickets in Franklin Township court I I have no idea okay because I thought that was he had been picked up at the WWA by the Franklin Township you know the bu police I'm not aware of that so we can follow if that is the case is there a way that you can communicate with I'll find out I'll qu yeah we don't have any connection with Franklin to figure out what they have in their court with them they they wouldn't check that out cu it's not under the Atlanta County Municipal Central Court they're under their own court for that okay thanks y thanks Julie I have one quick question do you know if pamon and New Jersey State Police are going to be sending officers relative to his tickets that are to be hurt so the two officers that were there the day of the Court were the officers that ticketed him um initially for hamton I don't believe State Police um but I know the Hamilton ones were they those were the two
