krenzer here Mr Renard here Mrs Tesa here Mr Williams here mayor reri here on January 9th 2024 for notice of this meeting was mailed to the Daily Journal the press and duly posted in the main lobby of the municipal complex all requirements of the open public meetings act have been met in compliance with the Sunshine Law like to ask everyone to stand to salute the flag FL the United States of America and to the for standing one nation under God indivisible with liy and justice for all [Music] number four we have approval of minutes we have two sets regular meeting July 22nd 2024 and the executive meeting of July 22nd 2024 need a motion and a second to approve motion to approve second roll call krenzer yes Renard yes Tesa yes Williams abstain reri yes yes announcements presentations discussions there are none mayor's report mayor good evening everyone a few quick updates I wanted to share um first we're going to touch on National Night Out the event uh tremendous success again this year fireworks I think uh by by all accounts were probably the best they've been to date I want to thank our public works department our special events committee the New Jersey State Police all of our fire companies uh EMS and really everybody involved for the hard work in planning and participation in this event um the I mean this ends up being a you know two or thre hour Endeavor that that takes you know several dozen people and several hundred man hours to piece together so thank you to everybody that was involved uh also special thanks to the route 5440 shuttle for providing transportation to and from the park for our residents uh Community Day at the MLK Center was this past Saturday hundreds of visitors attended the event kids received book bags and school supplies State Police again we present with K9 demonstrations uh State Police Aviation also provided a demonstration for the event so big thank you to our state police for both events um veterans appreciation uh September has a whole lot going on so we're going to kick off September with our veterans appreciation breakfast September 14th at 10:00 a.m. this will be located at our community center uh the MLK Center in Newtonville again September 14th 10: a.m. dinner and movie uh will be SE September 21st beginning at 5:00 p.m. uh starting with dinner movie will begin at dusk this year's movie is Wonka so put that date on your calendar that never seems to disappoint and lastly for September our annual Shredder event will be September 28th from 10 to 1:30 here at Town Hall uh quick overview of the items that are accepted papers clothing uh for our bin and the parking lot electronics and prescription drugs to be dropped off so uh they are really the the main featured items for the event itself again paper clothing Electronics prescription drop off everything outside of that would be a normal uh Public Works drop off on our normal scheduled first Saturday of the month and that is all I have for my report tonight thank you mayor just to just to kind of go back and forth on the electronics we're talking U monitors computers laptops gaming councils anything like that correct anything with a cord yep anything with a cord microwaves we always get a lot of questions with that the day off so just to make sure everybody knows thank you guys item seven uh item number seven we have three ordinances Kelly as Deputy finance officer 12624 is appointment of Kyle roller as Deputy finance officer sir 12724 is authorizing the sale of Township owned property and 12824 is authorizing a contract with the next couple weeks and for members of committee um car roller our new Deputy finance officer is in the audience this evening so welcome AB board we're excited to have you thank you um May or I want to Echo uh National Night Out um that is a huge feat um there is a lot of different um entities to work with between fire police and all the entities within the Fire Within State Police our mounted unit our K9 unit um our Aviation which unfortunately due to the anticipated storms we're not be able to do it but um it just worked out really really well every year it's it's great partnership with all of our agencies um to definitely pull out that event so uh you know we're excited to continue that event in the future as well um thank you to Township committee everybody here also came out that night and volunteered um so it definitely is a is a full effort so I just want to say thank you um and thank you to the residents for coming out I know the weather seemed a little weird that day but uh thanks for trusting Us in in holding that event um and coming out and enjoying it all the way to the end with the fireworks so uh definitely want to say thank you to that um and same thing Echo for September come see us for our events we have another month of exciting very busy um event so any questions check our website all of our Flyers are on there uh we are also accepting applications for our trunk Retreat which is in October um for any businesses nonprofit um you don't even need to be a business if you just want to participate pto's uh we have our application on the website if you'd like to pull up a trunk and um decorate and hand out candy that day we have a haunted walk um as well for that evening um and we also have Harry Potter theme um that is being um drafted up at the moment by G so um it's definitely going to be great I can't wait for it for our first event to have a trunk or treat um no and G I'm sure we're going to hit it out of the park if she does this anything like she does Christmas I'm sure we're going to we're going to be in it for the long haul so uh definitely looking forward to that so that is my report and I'm just going to quickly piggy back on that um just events as a whole we actually have a uh special events committee meeting coming up in September kind of looking into next year um if you guys have any interest at any point in time these events um I mean we try to do at least a good dozen and a half to two dozen a year um I think we're going to continue to kind of have the same conversation over and over again with just the cost of entertainment right now uh for yourself kids family everything is exorbitant U we try to do at least one or two things a month that are low cost no cost for our residents in town uh just to kind of break up the monotony um just to have one evening where you're not out of pocket 10020 bucks um you know for a few hours of entertainment so uh I encourage you the township Committee just in any capacity uh whether it's setup breakdown working the event itself uh at a table uh decorations any anything along those lines um just please keep an eye on our calendar and we gladly welcome volunteers uh if it's 15 minutes of your time if it's you know two or three days of your time whatever you have uh we will gladly accept so thank you mayor all righty we're we're going to jump over to item 13 committee reports and we're going to start with Deputy Mayor Testa thank you um what I'd like to say is I really appreciate Lisa and our entire special event staff for everything they do what they did for National Night Out is just incredible um everybody puts their heads together and their hearts and puts in such an extraordinary amount of work to make everything happen it was spectacular as usual and I want to thank Quinton M McLendon because he does Unbelievable work to get get all that food out for everybody and everything just was spectacular and I just want to thank everybody and uh like the mayor said the special events committee is really special they really are because what they do is extraordinary and everybody who volunteers their time and their efforts is just it's heartwarming because they really do an incredible job and for anybody who has a few minutes and can help out I want to say thank you because it really does make univista Township a very special place to live in you figure on a day like that um I mean most of our Workforce is usually here at 8 or 9:00 for their normal day and then is coming to the park to set up work the event itself and then break down and we probably have people leaving the park uh close to 11:00 so I mean that that's definitely like a 14 15 hour Endeavor National Night Out so I I thank you guys again and I'm looking forward to this event for many years to come yes committee man krenzer yeah thank you mayor good evening everybody just a couple updates uh Public Works Public Works is busy this week they're doing property cleanups Park and Township maintenance um putting up the American flags and changing some out doing Building Inspections um painting crosswalks throughout the township roadside cutbacks with the boom arm baseball field maintenance bus shelter maintenance and trimming at Quigley Park so they're continuing to um do a lot of maintenance on things that continue to come up throughout the the township as well as grass it's always grass every day Grass Grass Grass never stops growing so um couple other things uh school is starting so please be patient in the morning start planning maybe a couple more minutes because of bus stops and and whatnot and also uh more traffic happening in the morning and afternoons um um Lisa just kind of a shout out you know on on our agenda we had uh we had a 12824 which was authorizing a contract with Casey sign and Awning you know when when I uh when I first got elected it's been about three years now Lisa and I kind of went through some some goals and some things that we wanted to do for the township and one was to put a sign of some sort of electronic sign off front to be able to advertise to be able to uh bring everybody up to date you know instantly so we're we're finally to that point and Lisa has is researched and saved and saved and it's all through grant money not costing anybody anything so this is something that that you know I commend you with in the team putting that together which was awesome so you're probably one of the best people to find money when there's no money to be had so thank you for that and uh Kyle welcome you've heard us talk about events all night get ready all right because you're right in it with us so you know little did you know you're you know working in the finance office and at all the parks and and Recreation events and everything else so hope you like volunteering another set of eyes to help us find money money we need that we don't have exactly so but no that's it um thank you everybody and I hope everybody has a good holiday thank you been rard yeah I just have a uh couple of things to say uh I was very sad when when G gave her resignation I'm very happy that she resented it she would have been big big shoes to fil not only in her official uh capacity but she does so much more the Christmas event she's involved in in in a lot of stuff here and even if you got somebody to replace her on her official part I don't know if they could take up all her side duties could so it was a very very good thing that she uh thought better of it and we have still have her I agree yes I agree I agree committee M Williams yeah I just wanted to uh welcome Kyle to our our organization here and uh we welcome him to uh to some good things here and um I also wanted to uh give the uh recognition for National Night Out um I think we all did a uh a great job and uh um I was particularly uh gladed the uh Public Works they really made sprued up the park and painted the bathrooms which I've been Wan them to all summer but it finally uh came to fruition and uh it looked really good and uh the the fireworks were outstanding again and they were really really did a a nice job and uh I think everybody uh enjoyed it and um also I wanted to uh thank uh environmental for doing uh a lot of the uh the handouts that we had for the for the kids it was really uh nice Val uh did a good job uh organizing that and in connection with Lisa they they provided a lot of uh handouts for the kids with balls and uh tattoos and Bubbles and all kind of things for for the kids to fake tattoos temporary tattoos yeah temporary tattoos happy happy belated birthday to Valerie baren as well she just got back from Alaska so happy birthday Val yeah but uh and uh yeah we got the uh Shredder events coming up in September and then uh some other things and uh I'm looking forward to that okay thanks thank you John we hitting everybody up for Holiday donations before you know it yeah item 14 public comment the committee welcomes participation of interested organizations and individuals during regular caucus workshop and special meetings however in order to conduct the business of the Township in need a motion in a second to open to the public motion to open to the public all in favor hi good evening everyone um my name is darthy Monera I'm here on behalf of my mom Rita schaer who lives at 737 Main Avenue um I just wanted to want see if you all had any updates related to um the lot and block or the block and lot next to her 901 lot 109 Mr zeul we have a a court date at this point um so we are scheduled for um his trial for this Friday at 2:00 um we are prepared to proceed we've presented our case to the state and the state will um present it to the judge um but it is scheduled for this Friday is that virtual no it's in person where where location um so it's in hamton but you would have to check with the court I don't believe that it is is public accessible I think you have to check with them okay um and also just an update um for everyone here and you know I don't know if any of this information because it's new can be presented at the trial it's pretty much the same before I came to the meeting tonight um well actually I stopped at my mom's earlier today there were chickens all over her yard they're scratching up her garden they're destroying her lawn he has a goat that was loose the goat is eating all my mom's flowers tonight the goat was out the Sheep was out the Sheep are eating my mom's grass they're destroying her property um so I really hope that something comes out of this on Friday because my mom's property value is deteriorating and once again he continues to bring all kinds of stuff there he's building the more fencing I think the code enforcement um if you say his name I think he spoke to my brother last week maybe on Thursday or Friday he took a trip to get any updated stuff on Thursday so I have it for the trial okay all right yeah so um you know he has this makeshift well I he was trying to give water to his animals it's dribbling out of the hose my brother out of the goodness of his heart because it's not the fault of the animals you know we'll let him use the hose for an hour or so to water the animals but I mean there's nothing for them to eat the chickens that's why they're coming in my mom's yard this little black goat he had four goats now only has one I believe three of them are dead and some of the carcasses are in the woods and again you know the kids are going in and out of this Corral area that's around the camper I don't see how this cannot be um some type of child endangerment um the other day he's loading up his 55 gallon barrels of sewage from his camper to transport I'm assuming to beist the campground and driving a truck that is unregistered I believe in New jerse and he's still driving with no license and I know that's not all for you you know what I mean I know that's not your enforcement but I'm just letting you know that this is still going on and his and his place is just getting bigger and more just more stuff is there um and the property is a mess it's it's really disgusting and the smell again I mean I've been through this I know you guys know all this because I keep repeating it but every every time I come everything is just compounded it's just continues to get worse so I really hope something comes um fruitful from this trial I hope he's held accountable for what he's doing because he's thumbing his nose at everyone um my son I'm just going to tell this quick story during Co was driving his vehicle he couldn't get a registration renewal he had registration it expired he couldn't get it through DMV I said oh sure Drive go down to Wawa and come back I followed him a couple minutes later he's pulled over his trucks on a flatbed I had to PID $500 to get that truck back and so this really gets in my craw because this individual drives on a daily basis vehicles that are unregistered likely uninsured they switch plates out he had has a new um Volkswagen SUV came back with a New Jersey temporary tag he's driving around now all of a sudden there's a PA plate on it that belongs to the trailer so I mean it's just it's incredible when you're a law-abiding person trying to do the right thing and I know there are people within the township who are trying to get you know sheds or variances and all this stuff and they go to the planning board and the zoning board and they're hiring attorneys they're trying to do the right thing they're hardworking people paying out of their pocket to do the right thing and this individual has been violating Township Code Enforcement uh regulations he's been violating njde New Jersey Pinelands he received those violation letters and nothing happens and it's been since November so it's really frustrating um when my mom is a taxpayer I believe he hasn't paid one dime of taxes however my mom's 86 years old on social security income paying her taxes you know and she abides by everything so it's just really frustrating and I hope that something comes out of it on Friday I appreciate all the efforts um that Lisa especially has put forward to this date but it's just it's really frustrating and I'm hoping that Friday's outcome is a good one so thank you appreciate it thank you thank you Dorothy me too thank you Lisa will you update her when on Friday after court if you can and when you can absolutely yeah I mean we are in this with you I mean this has just been this long drawn out never ending Saga that just continues to kind of week by week and intensify I I don't understand the mindset there I mean the guys collecting livestock but not taking care of them um I mean I I I really think that if he would have put just a sliver of these resources toward you know well articulated kind of thought out uh I I don't understand what the end goal is here you know he's pumping sewage goal is defeat the system that's his end goal but I I don't I mean he's pumping sewage here and then drinking the water 10 feet away like there's animals eating animals like I just don't understand the mindset and then you know and we've talked about this before on the social media like it's this frontier life that like trying to sell the show to A&E but you know when when you're there it's just a total disconnect like animal this is not homesteading no trash disgusting I don't I mean and I don't these animals aren't cheap they're not cheap to buy they're not cheap even the the scraps that he's giving them I I don't understand the the notion of it if you know you're buying chickens and they're dying and you're buying more chickens and they're dying and you're buying goats and they're dying and you're buying more goats goats and I just I don't understand it the dogs the Sheep U do one of which is it seems to be aggressive um it's a pit bull mix I believe and he has a golden retriever but you know just the fact that he's lived there since November with no electricity and there's been a generator running 24 hours a day 7 days and my mom have to listen to it you know what I'm saying that's what's so frustrating if you guys had to live next to this for just a week it's incredible I I it is incredible and it's really frustrating well fingers crossed for Friday um you have our word that Lisa will good bad or different kind of give you some update post trial I mean as far as livestock he shouldn't have the livestock to begin with like period but yet now my mom he the property his animals are destroying her property my mom loved gardening like her garden is beautiful and they're over there eating it like my brother can't be on patrol all the time you know it's it's just and the and the Sheep are aggressive I don't know if my brother shared that with you or not but the little girl I think she's maybe seven and she has a few her brother's one I think is around 13 and the other's eight and they go in the pen and they chase the Sheep there's five male sheep they're very aggressive and they will like come at each other and butt heads like I mean it they're really butting heads they like get dizzy after it my brother's so afraid that they're going to do that to the little girl like so you know I mean but he can't he's not going to say anything what is he what can he do but I'm just telling you it's just it's not it's just that the conditions are terrible I can't imagine kids in there um and again I reported all this to child protective services so and it just never seems to be enough for any agency's threshold whether it's Child Services D EPA you know Animal Control like well I would just like to mention his dogs are not licensed but also just think back a couple weeks ago there was a little girl and wound up with I don't know I don't know if it was her mom and dad but basically the little girl was being abused and died you know what I'm saying there there were there were all these red flags and in this this here situation which I've said from the beginning it is a public safety issue whenever he is going to leave that property it's not going to be good and in the meantime you know these kids are in this situation and my heart goes out to them but I mean I I feel like I've done everything that I could do the the bottom line is it's not acceptable univ Vis A Township or anywhere and you know we are doing everything within our power as we continue to tell you you know day after day week after week and I can only imagine what your mom and brother are going through unfortunately we continue to to push forward very very quickly and as as fast as we can I don't want within the network that this guy exists you know for the word to be out that we this Bastion you know for homesteaders um Homestead it's not well no we continue to we use that term loosely I mean the guy's living on a few acres and he thinks that he's you know on the planes of Oklahoma you know with with with all these livestock um fingers crossed for Friday as soon as we know something you'll know something and we're just going to continue to push forward and then work as many angles as we can okay I
