or at uh the MLK Center so uh please help a family in need um if you're able to do so this season and that's my report Merry Christmas everyone item 13 committee reports Deputy Mayor Tesa well um I did want to mention the uh veterans breakfast it was very well attended and I can't tell you how appreciative the veterans are to get together and have that breakfast we do it twice a year and it's really very heartwarming as usual Quinton does an amazing job of the breakfast and our volunteers are really so helpful and kind to everyone and do really a great job it it's really a a very nice morning to spend with everyone there and uh we do it like I said twice a year and it's just a very nice nice day I was going to bring up the uh Red Cross blood drive as Lisa had mentioned um but she already brought up all the information so there's no need to say anything else and again about the toy drive and the food drive it's uh a necessity to help as many people as we possibly can so please make an effort to do so thanks thank you commit krenzer yeah thank you mayor just a couple things to update uh PW update our team is out doing Park in Township Property Maintenance this week um they're doing bus shelter Maintenance Cleaning stor St drains hazardous tree removal throughout the township and roadside litter cleanup they're also out on Vine Road uh doing uh vegetation removing that and Road and drain system cleaning um you know Bill Bill uh had touch base on a legal dumping the other day we got a we got a picture a couple pictures of illegal tires being dumped um you know once instance there was you know several hundred tires dumped out of a dump truck uh it looked like in our town and in a couple other instant is there's you know a truckload of tires dumped here or there in the woods and stuff and you know at the end of the day we we offer a a uh a place to be able to bring these tires and be disposed of correctly and properly and free of charge and for someone not to take advantage of that is disgusting and I will I will absolutely tell you looking into the camera right now if we do catch you we will prosecute you it cost the township money it cost you know the taxpayers money and it is an unfair disgusting thing that you you do and and I totally you know it's it's will not be tolerated in buav Visa Township you know with with tires and and whatnot being dumped so um just one last thing we are looking for some some additional team members to join our buav Vista family uh one of which is in Lisa's office and uh is office help and another one is out at Public Works is a is a team member out there so um these jobs are posted throughout online our websites things like that so if you guys know of somebody you're interested in it please apply um you can contact Lisa's office for for f further information but um a great opportunity great benefits and and a great way to get involved with your your town too so um that's all I have tonight mayor thank you thank you committe man rard okay I would just like to uh piggy back on the veterans breakfast of all the events that we do during the year I think the veterans breakfast is mean if not the most they're right up there uh they've done so much for us and in many cases they're not being uh treated right it's a shame that we treat people that aren't even in this country better than we treat our own veterans uh okay uh that's about all I have to say thank you Kurt comman Williams yes I would also uh I attended the uh veterans breakfast on the 14th and um as uh Deputy Mayor Tesa said it was well attended approximately uh 6 veterans and I just think it's good to honor our veterans service who fought for our country and um also the the mayor you uh you also uh thank them for their service and Deputy Mayor Testa she helped uh um Quint McClendon uh prepare the meals for for the uh for distribution and uh committee rard and myself were there but I I just think that's one of our uh better events that we do and it's really it's it's really nice to honor to veterans that that way you know I agree too okay and I also attended the uh Li municipalities um meeting and that there at that they distributed uh voter information on the ne upcoming election um I also went to the uh movie and dinner um thing at Michael Dey Park and uh MLK director provided the food for the for sale and the weather was excellent um Shredder events coming up this uh Saturday U I plan to be there for that also and then the uh blood drive on October 2nd I'm planning to uh get donate blood for that also and we got the uh Trunk or Treat on the uh on October 19th just wanted to mention that also looking forward to it thank you John item 14 public comment the committee welcomes participation of interested organizations and individuals during regular caucus workshop and special meetings however in order to conduct the business of the Township in the most productive manner possible attendees will be given four minutes all inclusive including all dialogue questions and responses from both the speak speaker in the committee for the designated public portion of the meeting there may be no transference of a speaker's time to other attendees so please step up to the microphone at the appropriate time and state your name and address for the record we need a motion in a second to open to the public motion to open second all in second I I I I we are open of course thanks m is this multiple copies of the same photo uh no one no it's not um good evening my name is darthy Mana I don't here on behalf of my mom Rita shaper who lives at 7307 Main Avenue in Richland um um I just wanted to give you guys an update on the property um someone took some aerial photos of the situation that's going on there so the first uh photo that you all have is is this one with the 737 Main Avenue this is a before Zebulon Adair moved into the property um so if you look in this back corner here there's a tree um you could see it in this in this Google Maps one then if you look on the other pictures of the overlap um for instance this is the actual tree that's in the back corner of the field so you could just it's a mess I don't think you guys would disagree with that um this this is what you can see with the current vegetation however there's Vehicles as you were mentioning um not to have tires dumped in the municipality he has a number of tra tires on the properties there's a number of vehicles that you cannot see because of the vegetation including a large commercial bus um he has a four-door pickup truck that has a horse trailer attached to it and that's the trailer that he utilizes to take 55 gallon drums of sewage and transport it um again he his well his makeshift well dried up because it's been so dry we haven't had any rain it's not very deep I know that he purchased more materials to make the well deeper however currently I don't think he has enough water for his animals and also I'm concerned about the children and not being able to properly proper hygiene um it's really I I don't see how they're getting by with it um so I think that I understand that he was picked up on the warrant related to the township violations um he posted a bail and he's back out he changed several license plates on his Vehicles now um he has uh plates on there that say they are sovereign citizen plates essentially on the vehicles um I I believe he has a court date this week um I'm not sure I don't remember the details but maybe Julie does or or my brother or do you all have any I think that's an Atlantic County Joint municipal court for Atlantic County's violations okay that's not ours yeah um again I you can really see from these photog gra S I don't think anyone here on this committee would like to look out their window and deal with that on a daily basis um there's a lot of animal waste there the smell is still very strong so nothing's changed um and that's pretty much all I have I don't know Julie or my brother want to say anything but I really felt that these photos would give you a bird eye view um however when I printed it if you look on the Dorothy can you can you can you email these over to Lisa yes I have the first one I don't have the other ones yeah I yeah just yeah don't mind thank you this want you want again we you know to think that was the first we continue to try to figure out exactly what to do with this situation and I think that you you know you being involved and getting us information here is great but you know it's I'm sorry and you know it's it's not easy to deal with on a day-to-day basis or or have and and you know continue to come in here you know once a month and that it's it's disgusting I would like to say one more thing I just thought about was um when he had his court date and he didn't show up um and my brother and I went to the court in Hamilton and the prosecutor was there we had a board with her and then she asked you know if we would be a witness or you know if I could be a witness well certainly I would be so just for everyone's awareness if there's ever an instance of anything where anyone's needed to be a witness we will definitely be a witness so I just want to put that out there and again any pictures any videos any specifics for the property you can see everything from my mom's property if anyone needs access um to my mom's property for anything to do um with enforcing anything related to the Mr adair's property we would definitely be willing to do that so do you have anything recent with the livestock and any recent photos with just the overall condition of the flock well yeah my brother has photos and matter of fact his animals still continue to come into my mom's yard his chickens his goat his goat climbs on property in my in my mom's part um yeah so if you want photos of the if there's anything that can just you know that that's within like the last month or so that we can show just kind of showing the you know the the deterioration or or just the lack of upkeep would be a big help there's nothing for them to eat that that was taken a few weeks back now everything is totally Brown there's no grass for those for the animals to eat he has two dogs Golden Retriever and another like a brindle maybe boxer pitbull mix that dog we've seen a decline in that dog over the past three weeks it's not it's not doing well it's those were conversations that I had with the prosecutor's office and those seem to be like their specific area of focus that that's kind of like indirect that that is just another of the 15 levers that we're trying to pull um if you can get me some stuff they they wanted to know specifically if we had anything within like the last 3 to 5 weeks of just the overall condition just showing the animal anything that's you know dead malnourished you know yeah there's a dead goat there's a you know there's a carcass there are bones there's dead chickens do you have pictures of any of that yeah okay all right yeah have proof of all okay yeah the livestock stuff would be a big help if you can shoot that over to Mar and I think that that's an Avenue that we can continue to hone in on and get you know yet another like you said another um Department involved can you can you get that we joke about this all the time but it's like you know funny but not that you know we we we continue to talk about you know why isn't there any why isn't there more concern with the welfare of the children the man animals but you know if we show a picture of a dead goat you know then they're Landing a helicopter on the guy's front yard you know to and that's just I I think is just we look at the public health issues with covid and everything of transmissible human pathogens and diseases in looking at that property and when we were at the court the judge the judge got it she she was focusing on the human health because what other priority other than public health is more important and that is really I think the priority here and for for us to be coming up now on October which is one month shy of a year that this individual has been living there and violating the law for one year and that that's really incredible so again I thank you guys for your time and effort and I hope that we can move forward with this hopefully with his court date with the judge um do you know when the new court date was um I just received it in the mail today it's October 28th it's a Monday October 28th at 2 p.m in hamton that's for the new trial date I know you don't know this but I I would hope that if he doesn't show up that day um I know he'll there'll be a bench War but even if he does show up I again I would just like to stress that you know when he got released the first thing he probably did when he came home because he was old there too was he put those Sovereign citizen tags on the other vehicle so he's make a statement I pulled in and parked in the driveway I didn't I don't speak to him I've never spoken to him but he was in the back with another individual and as I was walking up the sideline sidewalk to my mom's house I heard him say I don't know why they don't Park in their own driveway like I ignored him I don't care because he never got a survey done as far as I'm concerned that's my mom's driveway until it's proven otherwise um but he just is more steadfast I don't think he has any plans to leave no matter what so for the record thank you thank you thank you thank you Julie Aus Newtonville uh with an interest in this uh situation being right next to the great Egg Harbor River and that's how it got started but I also R from many many years ago uh so that's also part of my involvement um question uh you made the comment about the animals so I know that sure animal control works with the cats dogs do they also investigate things with the chickens with goats like they defer that to the Department of a that's under their jurisdiction if these pictures are sent is the Department of Agriculture the agency that would then take some action on that it was the what is the that offshoot of the State Police so it's well it's Hilo the Hilo officer that would do it but they would work with the Department of a um that would actually come out and do it with prosecutor's office if it gets to that point of criminal charges to be right now our direct our direct because it's livestock yeah cor our direct um correspondence in that was with prosecutor's office right now so any of these so if um Allan can provide the pictures of the livestock I know they did reach out to sh control about the dolls yeah that and he still has that open summons in court for that too yes and I do believe back to but anyway back to these pictures then if he sends them to you you can then we're just going to forward them along to the prosecutor and the state police and ask them you know on behalf of the township are requesting them to investigate and it would be in their purview to bring in the Department of Agriculture and go out and investigate the last to we period is what if yeah I mean I'd like it to be something that's you know two weeks you know two months or newer ideally is there anything more that so yeah if you can yeah just to make sure what to help document when the photos were taken they there may be an image date on there sometimes they're accurate sometimes they're not but that would be key as to the DAT or even like if you can't even figure it out right month of July you know or month of September I me my brother's been documenting since a okay there have no memory left in my phone how much I have okay thank you I guess the only other thing is um and I did talk to L about this is there are some cases being heard in N Landing Court County court and the Central Court and then the ones in pton and I believe that that will be on this Friday 727 is supposed to be the ones for the motor vehicle violations that's out of the township of Hamilton in the regional Municipal Court yes okay and then October 1st I believe the I think it's October 1st for atlan County's Health Department and that's for the health department is there any other information that you've gotten for pictures stuff that we can present to them make your case from that no the the health department has everything we've been back and forth um in conversation with that um I haven't spoken the Hamilton Police I do know I have the picture regarding his license plate I did forward that over to the state police so that way they are aware um to them it is not a valid license plate so you know if he has that on there and he's driving they're definitely going to pull him over for that it's it's not a license plate recognized in the state of New Jersey so but they are aware that he had that plate okay the health department is the one that I was concerned if there was anything else that I could to them I did reach out to them so the Atlantic County Health Department will also work with the Department of EG on the livestock as well so if you Lodge that complaint with the health department they're going to notify the egg and then it's going to come back around as well to prosecutor and state any which way it's it's going to involve the department of EG okay any which way you look at it wherever the complaint goes to thanks julks thank you good evening Charles Allen Gil 737 Main Avenue how you doing tonight how are you good um the first thing I wanted to ask were talking that when we went to the court he didn't show and he had he got locked up and he got warrant when is the next court date for that issue there October 28th at 2 p.m. 28th exellent that's a month I I think that's kind of Al because the judge said it's a health issue and that's why she's going to do that and then we got to wait another month um so all right we'll leave that go the the trash that he has all the nor piles and all the next heavy rain we get all that's going to wash into the South River and then from there it's going to go Downstream and that'll be the first time and the second time there's Manor piles as big as that table uh five of them one of them is almost gone because the kid uses that as his Hill to ride his bicycle inside the lob stock P right I think you should be concerned about the children in that environment and they don't have no water not getting showers and need three children that live there full-time are going to school with everybody else's children in this Township that's not good they're not getting showers they leave maybe every other night every third night maybe maybe they're I don't know they're going to get a shower but he definitely dried up if you're look where South River crosses main now you'll see there's no water on either side of pip it's I haven't seen for a long time we don't have any Heavy Rain even look like it's coming did and just give me one second while we're on this topic here did you we alerted the um school and kucho and all that didn't we I mean they've known of this since last school year and when they play with the animals like you know like the chickens in say will be the cat at do you know they grab them they catch them they the Sheep the kids have gotten hurt sheep or when they Coral them sometimes they let them out when they Coral them they have a little girl out there too that's so how many of how many of the kids that live there currently attend school Monday through Friday three three three do you know they going to the same school or different schools I believe different schools the two the two younger ones they get on the bus together they get on the bus at 8:30 where are they going um M I don't know that but that's and then the older girl that is like 12 or 13 Middle School she gets the bus at 7 a.m. but I don't know what school she not sure you know let's we can do that offline all right all right um yeah with the with the next rain we get though that the trash bin that he has is 4ot by 6 foot by 4T high and it's full all the bags are ripped open the trash is blown everywhere Julie would the river Council get involved with the D regarding that we've written our letters and resolutions to Pine lands D Pine lands has has it on their issues report because the two Pineland staff people showed up in hington the same day were all that's an issue with them but of course they're going to say the enforcement comes back to right the EP is yeah yeah you got the same response y we all got the same response okay um about his truck and all that my sister talking about he went last week he took the truck he put the bush trailer on it he put three barrels 50 50 o Barrel in there of his sewer he pulled out the driveway with that truck with that exact plate that he has on there he made it quart mile down the road it broke down he was there for about 20 minutes he walked back out the car and he's driving him and his wife are together in that truck but he was driving goes back as the other vehicle went out and then they towed it back home and it it's been broke down since with and the barrels are still inside that for trailer which even makes it smell more because it gets baked in the sun inside the trailer and when you look at the picture uh that you'll see there um right behind the white car if you have that picture there's a big giant that's a big Pine Street that's where that vehicle is parked at you can't to see it and if you drive by you can only see it a little tiny bit from one angle or that you can't see it because we got the our house blocks with a garage block he does this like he don't just pull up and this happens it winds up everything that he has that he don't want to see it's like that he had that in the woods for a while that truck the bus you don't see the bus on this picture at all it's there it's it's in the woods um the dogs the dogs once a week the dogs are out roaming the whole the whole my our whole yard I've seen them out on the street when they're low on money I guess or feed for their animals when the dolls come out first thing in the morning when they open that door and the dog run into the other area of the field the chickens and the Ducks run as fast as they can and follow the dog to get where it is he's leaving at first thing in the morning a in the grass I don't want to say cuz it's disgusting and I've seen it at least five times um God these are the dogs that have no license and their gra shots now they're in my yard all my dogs are all the way up in our front yard now all together I bring them out I sa them to the ground and I when I'm home I leave when I'm not I put him back in the garage close the whole place up I even turn the radio on so we don't they don't have to hear that because they their you know their whole world has changed it's not where they live they have the can but I don't put them because it's at the back of the property and that's where he lines up all his stuff at the back of the property um there's a dead tree in that picture right next to the white car he's had both buses Park head to-head at that tree at one time right he always pars that his his personal vehicle that they use most of the time they Park under that tree cuz the tree is on our property but where he kind of parks he Parks right on the property line I guess he's go B that's going to fall and think he's going to get something out of that that's the way I'm I'm taking it um the guns I think I brought up the guns in and the buset in the woods all right they're old guns they're Rusty and ones kind of taken apart um but they're laying there just on the floor there's a pistol it's a muzzle pistol but it's a percussion cap that uses that's laying there I know he has a reloader in the bus and there's lead I've never seen the gunpowder I've never seen any shells but the police were out when they were looking for him for his warrant and they went and walked the whole place and they seen them the guns are still laying there on the ground in the bus on the floor oh just any you know he has he his son is at the age know boys are very curious but we live we're not far from the back of the development over on cedar aage cedar Gardens right I don't know how many kids I mean sometimes see him on the power line you plan but all they had to do is roam there if if they came through the woods to the bus he wouldn't see them cuz the bus is in the woods he his he he keeps an eye on us all the time so they could get in there and get a hold of it I don't know if there sh land there but still every unloaded guns will want to kill somebody we all know that so I think that's the police saw that they said to my sister oh yeah we've seen that we took note of that but they're still there I don't I don't understand that that I just don't get that I mean I think you you guys are 100 don't where's your you don't have to tell me the exact position but it's not it's it's not I'm positive to that I would say not where the kids can know that's a concern there there a lot of personal concerns I'm try to leave them out of it it's it's it's what my mother's going through for living there for over 40 years she worked here in this building she worked at the hardware store with Archie owned it for she worked at stenis Deli she worked at um the eggs riching glass she's been part of this community for a long time and and done you know done everything right and it's it's really sad to see that somebody can do this the S part how long you can do it I could say okay so he slipped in he got in here but for being going on like November the day before Thanksgiving will be a year I told myself when this first went down that after first after a year if he's here still a year I want to I'll take care of it some other way it's ridiculous my life has changed I Almost Say but let's not let's not let's let's let's let's refrain from talking about that let's not talk about other other methods we're using every every every Avenue in our at our disposal but you're I I didn't mean anything crazy I'm just I could have I could have R and got a lawyer in the beginning and caused a whole bunch of headache for everybody I don't want to do that you can tell we don't want to do that that's definely not we don't want to do that I don't think it's necessary I just think that we need to stop it just stop it got be stopped and it's just it's such a long it's just such a long drawn out process for for us to make any progress here there are it's it's turkey Brothers yeah and they do land right in the pen when nobody's around they land in there they eat some stuff you know they eat a lot of animals the S with the bird flu is really Skyrocket a different area maybe not here but I know it's going to happen unfortunately it just takes too long of a time to get all of this accomplished the list of dead animals that I definitely I've seen for myself there 15 chickens two ducks a dog and a goat now the cats they disappeared other things that have disappeared but I haven't seen the bodies of there well whatever photos you can email us tomorrow we will be a big help over the next two weeks in just continuing to push the issue um just I was going to pick on got the code book and everything that I seen in the codebook you broke every one of them it tells you it tells your residents that you know 60 days you know be patient I think we've been more than patient way we just I mean really what needs to be done is we you know somebody needs to come on the property with a bulldozzer but we're we're you know you know probably you know 15 court dates away from you know having that that those ducks in a row to be able to to do so so I guess let's just keep doing what we're doing uh it sounds like he's got three different court dates in the next 30 days and and and hope that the rhetoric continues to intensify and I know to invite any of you any of the committee people I would I would invite you to come to my mom's house and walk the per we're just we're we're physically like us being able to physically solve this I mean all all we can do is just administrate this guy to death when you that's why I printed the aiel because I just want you to have in flavor of exact of what exactly it is that kind of it's big now now it's big he's just really none ofes and increases none of us can even imagine what your mother and the two of you are living through it it's a disgrace and we can't imagine how awful all of this is because like you said your mother's been there for 40 years and what you's got to be living through is a nightmare worse than a nightmare I mean this guy literally just threw a dart at a map in 44 square miles and ended up across the street from you guys and I I think that that's the shittiest part of all this no next but what the crazy thing is is like that that this can happen like something simple like this we would we think okay you know safely somebody goes in there removes him removes the kids and that and then you know the township is left to clean it up we'll clean it up you know and and get to the best of our capability it's getting him off that property and removed you know from there and and you know there there's every single agency just about involved in this situation you know in the in the state of New Jersey and I know Lisa continues to have conversations with them on a weekly basis and it's just it's crazy to me that this happens our solicitor has been trying with every agency legally to get get it done as quickly as possible but unfortunately it Tak the rules are designed for people who abide by the rules and that's the that's the Crux of this dilemma I will work with my brother to get more pictures and put something together to give to you guys give it to the that would be wonderful photos are very absolutely so that's that's a strong piece of evidence yes it is and you're missing a lot just by pict there's a lot that's a good idea see a person and be there that the is covered in I mean l the feathers all over the place when they with anything they have a drink when they're done that plastic it was on the ground wherever they stand I've never seen anybody bend over and pick a piece of TR from day one from from you know from November of that year it's unimaginable still trash whatever whatever they've ever had and like I said a driver in the truck he doesn't care he got right in that truck with ti his wife and his trail with the SE off be went what he's going to do now I don't know because broke down and he he's been inside for the last three days just sleeping all day long he's only up when the kids get up they go to school and then I see him maybe pop out when the first child gets home and then you know they might be out there a little bit and that's it the kids will be out but they don't go out of the pen they live in the livestock pen with all with you know the chickens the the chickens and the DS have a whole p with the kids and they go and dogs the sheep and the the pigs they're in a separate pen inside the same pen and they didn't have water yesterday the pigs had no water the the peacocks didn't have any water and there four ducks in one pen they had water he has 12 ducks in another pen I can't get there that's on the other side of the house he take his weed whacker out and go down along the edge of his fence we back which is closer to the sou than where he is that's just abuse just you know how we are I just figure it out the timing I thought by now and when I see what I see now when I first came here and showed you pictur in the beginning I must have been I was an idiot that don't look bad at all that doesn't look bad at all like what what we have now everything's dead Everything is Everything is behind there and that P in that order that drain the South River everything there going to be dead on there eventually that flow of water cuz when when we get a lot of rain we put a mo little thing in the backyard so the water can come down the power line go past the house and then go in the middle of our yard and go around and go get to the river because it used to come in FL the basement with a big headache so we did that no but it's that's what it's going to do his stuff is going to go into that and then it's going to go right to South River like I he's less than 100 he's L 100 ft from South River from the edge of that opening field I picture it's close well we're making progress It's just it's not as fast as any of us would like it to be and hopefully we just get to a point where the guy is tired of being in handcuffs and just decides to alter his course in whatever way shape or form it is I mean I I'd have to think that if this isn't sustainable I I I mean these agencies just can't continue to allow him to come to court and continue to just have the status quo so I think let's just keep going through the motions let's keep getting him in front of a judge every 10 to 12 days and I think collectively I think you know what I think is going to happen is that these judges are going to start oh I I had them last week I had them last week you know I think we're going to start seeing some of that of just the total ignorance you know that that we're working with here and maybe the rhetoric increases judge I called the take place two times in the last week for the generator with the per with the noise ordinance and I always wait uh on the weekday I give him until 11 I know it's 10 I give to 11 then I call that way I don't have to deal with the trooper if I call 10 minutes after 10 they don't treat me fair so I give him an hour last night I called him at 11:47 I called him and they took care of it but they didn't come out they called him they have his number so they just call him which that's fine uh the first time last week I called there they did come out they spoke to him a little bit but he doesn't doesn't he doesn't care you know he just doesn't care he has no respect for anybody he doesn't have respect for his own property doesn't learn anything else in his life what he's doing to the kids may not be Abus it is it is I can look at the kids and say they're very good kids cuz they do whatever dad says but they're scared of it they're they jump when he if he holler they're right there but you know like he's a drill stter I feel sorry for him but I put up with enough where I kind of don't he told them whatever to do they'll do it annoy the dolls he'll tell the boy that boy will make some squeals my dolls will go I have a pack of eagles by the way I have eight my mom has one I got seven just to give you an idea they are voice they're very You Know louds spoken though they they don't bark at nothing they bark at a thing they know how to torment them and tease them and that's what they they do it all the time as soon as it gets Qui they'll do something whether it's shoot a horn on the bus whatever never run out options cuz my dos are getting used to it so they kind of adapt to it so slow down but then they'll they pick up something whether it's an air horn squeaky toy something like that it's all the time it's when I call when I call the State Police that next day I how it works all right you know that's that's really all right well let's keep pushing on please get us what you can tomorrow thank you thank you thank you uh motion and a second to close to the public motion to close second all in favor item 15 executive want uh we could do U an executive session regarding attorney client privilege litigation update no action will being required or taken okay can I add to
