1
00:00:00.560 --> 00:00:16.160
I'd like to start by welcoming folks that are joining us in person as well as those who may be joining us virtually. Always appreciate people who decide to join us to learn more about ISD 191's business

2
00:00:16.160 --> 00:00:34.960
and the work of this school board. We'll start with the Pledge of Allegiance. Director Hume, would you mind leading us? >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation

3
00:00:34.960 --> 00:00:57.560
under God, indivisible, with liberty and justice for all. >> Thank you. We will start by approving tonight's agenda. Do I have a motion to approve? >> So moved. >> Moved by Director Anderson, seconded by Director Hume. Any discussion?

4
00:00:57.560 --> 00:01:12.920
Hearing none, all those in favor, please signify by saying I. >> I. >> Opposed, nay. And the motion carries unanimously. Turning to the information portion of tonight's meeting, we're starting with a report on

5
00:01:12.920 --> 00:01:29.600
community voices, students, families, and staff with presenter Aaron Tinklenberg, Director of Communication. Welcome, Aaron. >> Thank you, Chair Alts, members of the board, and Dr. Daniels. This is an annual presentation of three

6
00:01:29.600 --> 00:01:46.000
important surveys that we do to find out how different important people in the district are doing, our students, staff, and our families. And so what we'll be going through tonight is a grounding what this is [snorts] and why we do it, then of course results from the student survey, family survey,

7
00:01:46.000 --> 00:02:02.640
staff survey, and our next steps. So the reason for the surveys of course is because it's rooted in our core values as a district and in our a of our strategic directions in particular. So um in particular creating space and opportunity for each and every voice to

8
00:02:02.640 --> 00:02:18.280
be heard and engaging our community to ensure common understanding. Specifically then beyond that there are also key metrics that are part of the strategic dashboard that the board has set and [clears throat] I'll be reporting on those specifically tonight.

9
00:02:18.280 --> 00:02:33.840
So first the student survey results you can see the methodology we conduct this from March 23rd through April 13th this year is delivered to students in grades 2 through 12 and best transition. It's delivered in home room and advisory

10
00:02:33.840 --> 00:02:49.640
classes and the goal is to just try to give every student an opportunity to do it encourage every student an opportunity or to take the survey and let us know how they're doing at school. I will note that the participation results that you see on the right are slightly different than what was in the

11
00:02:49.640 --> 00:03:05.519
board book last week. Director Piotrowski [clears throat] went in and noticed some mistakes or some where I'd been pulling data but the percentages are all the same and the numbers are just a matter of you know single digits off. So you can see we did have about 62% of possible students participate or

12
00:03:05.519 --> 00:03:22.200
complete the complete the survey that is up from about 57% I think last year. In particular we saw growth at the middle school level which went from about in the 50s all the way up to 71% participation. So that was really good.

13
00:03:22.800 --> 00:03:38.800
So here are some of the key metrics the dashboard metrics we ask students whether they agree with the following with these statements and so what you see is the percentage who either agree or strongly agree. So these five metrics are I think whether they agree with I think things I

14
00:03:38.800 --> 00:03:54.880
learn at school are useful. Whether teachers at my school are interested in me as a person I feel safe at school I develop trusting relationships with adults at my school I make choices about my learning and I do something that [clears throat] gives me joy and motivation at school.

15
00:03:54.880 --> 00:04:10.240
uh You can see most of the results are fairly flat, a couple of slightly downward results, a couple of slightly upward results. After a few years of trending upward, we see a little bit more flat results this year. Hard to say if there's a

16
00:04:10.240 --> 00:04:30.480
specific reason. Obviously, this year was a difficult year for a lot of our students and for a lot of our entire community really. So, that may have something to do with that, it's but hard to know for sure. So, moving on to the family survey. So, again, this is conducted in the

17
00:04:30.480 --> 00:04:46.919
spring. One of the big changes this year is that we conducted it earlier. Typically, it had been done in April and May at the end of the school year. We moved it to coincide with conferences, spring conferences as hope of getting a little greater participation and also more balanced or more reflective

18
00:04:46.919 --> 00:05:02.800
participation among our families. We didn't necessarily get a huge increase in responses by doing that. But, we did move again move the needle a little bit towards more representative sample. Still not where we want it to be, but continuing to move in the same in the

19
00:05:02.800 --> 00:05:19.960
right direction, which I think is good. So, it was it's an online survey. We send out along with asking teachers and schools to invite parents to participate during conferences and in their e-newsletters, we send out email, phone, and text invitations.

20
00:05:19.960 --> 00:05:36.320
And people are allowed invited to take it in English, Spanish, or Somali. You can see in terms of demographics, 55.8% of our respondents identified as white. Again, that is considerably higher than our actual population.

21
00:05:36.800 --> 00:05:54.680
I'll go over a few of the key graph or metrics, but you can see a link there to the family key key results from the family survey. It's a little more in depth, talks about the process and everything a little bit more. That is available online. We shared that after the results were made available um back in April.

22
00:05:55.400 --> 00:06:10.960
So, uh small writing, but uh couple of the key metrics that are part of the dashboard. Um we ask people if they agree uh with these statements that the District 191 Board and Administration do a good job involving community members, parents, and interested citizens in decisions about the schools.

23
00:06:10.960 --> 00:06:25.760
That students at my child's school are treated fairly no matter their race, primary language, or socioeconomic background. Um that they feel informed about the decisions made by the school board and administration. And whether they are somewhat or very familiar with Pathways. Um

24
00:06:25.760 --> 00:06:42.240
for most of these, uh again, kind of mixed results overall in terms of uh change from previous years. Um one thing I'll note is that in 2025, we started offering the opportunity to uh reply I don't know. Um and that certainly had an effect in terms of

25
00:06:42.240 --> 00:06:58.520
bringing down the number of people who said I agree or I strongly or or agree with the statement uh in particular around um is the board engaging people in the community. A lot of people probably just aren't aware, and they may feel like they don't know, and so that's how they answer.

26
00:06:58.520 --> 00:07:14.160
Um uh also uh of note, the familiarity with Pathways going down slightly. Um although we had a number of different uh ideas and plans implement or in place ready to go for this year, again, the uh ice or the Operation Metro Surge uh

27
00:07:14.160 --> 00:07:30.760
affected our ability to um really focus on that. So, those ended up getting set aside a little bit. Uh two other questions that aren't on the dashboard, but I thought I would share. Um we ask uh parents if they would recommend District 191 to other parents. Um that's a question that we just

28
00:07:30.760 --> 00:07:47.080
started asking for the first time in 2025. It's good to see that go up. Uh obviously, that's the direction we want to see it go. Uh and then, um little bit about how they feel their child's education is preparing them for the next level and again that's been trending upward as well which is nice. So, parents are

29
00:07:47.080 --> 00:08:03.840
feeling like they're getting a better and better education for their child. Uh and then finally the last survey is the staff survey. Again, this is an online survey that we uh ask all staff to participate in. Um this one is conducted later in the spring, April and May.

30
00:08:03.840 --> 00:08:19.120
Again, email invitations are sent out and we ask uh we do in-person reminders as well at staff meetings um and in particular uh among staff who may not use their email as often. So, we ask um food service personnel, custodians, uh EAs, um

31
00:08:19.120 --> 00:08:33.800
people who might not be at staff meetings like the uh the building meetings, things like that to try to get them involved. And we do have a good response every time we do [snorts] one of those. Uh we get a a slew of responses from people who are in those positions which is nice to see. Um you can see the demographics there

32
00:08:33.800 --> 00:08:51.000
again. Um it's interesting to see the number of uh staff members who answer prefer not to say about their race go up pretty significantly. Not sure what that's about. Um interestingly uh our according to our fall enrollment and staff demographics presentation, we have about

33
00:08:51.000 --> 00:09:07.960
80% of our staff who identify as white. Um so, that's not that we're over sampling white according to these results. Uh white staff members according to the results, we just have a lot of staff members who are deciding not to tell us which of course is fine. Um change this year and something definitely worth noting before we go to

34
00:09:07.960 --> 00:09:24.880
the results is that we returned to an in-house survey. Last year we did um uh hire an outside consultant to conduct a survey for us and that was useful in getting a a comparison to other districts. Um try to talk a little bit more or focus a little bit more on how we are aligned as a school district. Um

35
00:09:24.880 --> 00:09:42.200
but given the cost of that and um the inability then to have consistent uh metrics from year to year, uh we decided to return to an in-house survey this year. Um so, the results that you'll see are 23-24 compared to the 26, and 2025 is excluded.

36
00:09:43.360 --> 00:09:59.360
So, here are the dashboard metrics. Um, again, we ask how much they or whether they agree or strongly agree, and these are the numbers that you get. So, the three questions are the three statements are, "My feedback is encouraged and valued by district leadership. Staff members are treated fairly, no matter their gender, race, sexual

37
00:09:59.360 --> 00:10:15.120
identity, primary language, or socioeconomic background. And I have a clear understanding of the district's mission." Um, again, fairly flat or mixed mixed results to see the uh number of staff who said they agree that staff members are treated fairly go down. Um, it's

38
00:10:15.120 --> 00:10:30.640
certainly not the trend that we want to see. Um, one thing I wanted to note was that, let's see here if I can find it. Um, there's a a different question that we ask, which isn't in this report, which is um uh

39
00:10:30.640 --> 00:10:47.000
staff members saying they feel they belong and are accepted for who they are. Uh, that stayed steady at 84%. Um, so people feeling one thing and maybe seeing something else and reporting that. Again, we can dive deeper into these results and see what they might mean. Um, and schools and and programs are

40
00:10:47.000 --> 00:11:04.240
already starting to do that. And then two other um just questions that I think are nice to share that are certainly good metrics to see going in the right direction. Um, the number of staff the percentage of staff who say they would recommend 191 to families for their children. Uh, big jump in that, which is

41
00:11:04.240 --> 00:11:20.720
excellent. And um that they feel proud to work here. That also uh is at a all all-time high for my time here, which is nice to see. Um, the other thing I would note was uh another question we ask is whether the district has given me the resources I need to talk to families and community

42
00:11:20.720 --> 00:11:35.120
members about who we are. Um, that rose from 61% in 2024 to 74% in 2026. So, which might contribute to staff members feeling comfortable talking to families about about the district and recommending us to others, so

43
00:11:35.120 --> 00:11:54.080
I'm sort of complimentary stats there. Uh so next steps, the full reports the parent report or the family report has already been made available. Um the staff report we will uh survey we'll share with um staff tomorrow, staff and survey uh students both. Um and then uh district school and program leaders have already been

44
00:11:54.080 --> 00:12:11.520
reviewing these and uh using them in planning their um school improvement plans and other work for next year. And then the online dashboard will be updated tomorrow. Thank you very much. >> Okay, thank you very much. I will open it up for board comments and

45
00:12:11.520 --> 00:12:31.920
questions. Tyler uh Director um Sexi. >> Thank you. Um I just think worth noting I think with the slight changes you noticed especially on the students and families side of things, I like the difficulties thrust upon everyone this year, staying

46
00:12:31.920 --> 00:12:48.160
flat on those metrics is actually a win and a continuation of probably the upward trajectory we saw on some of those. It's mostly statistical noise if it's in a percent of the year prior, but I think if we're staying if we stayed flat on some of those like feeling safe at school and things like that, that's a pretty good

47
00:12:48.160 --> 00:13:04.480
sign of how staff did this past year. >> Thank you. Any other questions? Yes, Director Anderson. Um is there a breakdown um by school? >> Yeah.

48
00:13:04.480 --> 00:13:20.560
>> And the schools receive that? >> Yep, absolutely. Yeah, we break it up by school or program as well, so um early learning gets results, Best gets results, as well as all of all of the schools. >> And how about participation based on like let's say the family

49
00:13:20.560 --> 00:13:37.080
survey, right? Participation based on each building or program. Um is there like So for example, is there a pre- >> Yeah, we >> Which school participates more than this program? >> Yeah, I didn't I I haven't broken down the numbers that way. Um, there

50
00:13:37.080 --> 00:13:53.440
definitely are differences from school to school. I think um, you know, the most the biggest participation we get is of course the high school just because there's most people there. Um, but we'd have to go in and I haven't done this, but go in and break it down by percentage. So, if there are 2,000 students at the high school, what does that mean in terms of

51
00:13:53.440 --> 00:14:09.920
percentage of um, families who participated? >> Thanks. That's all I wanted to know. >> Okay, thank you. >> Director Michaelson. >> Um, I have a I guess a a couple of observations or or things that to mention. [clears throat] Um, you know, with the pathways number, you know, since this for example would

52
00:14:09.920 --> 00:14:26.840
be families at all different levels, you know, someone in elementary school, I wouldn't be so surprised if they're not, you know, particularly uh, familiar with pathways as we're pushing that down into the earlier grades. It'll be uh, you know, interesting to see. I would expect will, you know, gradually

53
00:14:26.840 --> 00:14:43.440
be seeing um, that number go up as, you know, that uh, initiative is is continued in the schools. It'll be, you know, something to watch. Um, and I I I like seeing here in in the next steps that uh, you know, that the results have been reviewed. They're being used in

54
00:14:43.440 --> 00:14:59.240
planning. Um, so often I I think it's easy in surveys to become data rich, but information poor. You know, you get a lot of data points, but not a lot of good actionable kind of information. Um, with some of the different

55
00:14:59.240 --> 00:15:13.560
questions, I think it we're we're able to get a a little bit of a sense of some things that we can be doing differently, but uh, it's it's difficult. Uh, I think um, I I would assume to really be able to

56
00:15:13.560 --> 00:15:30.200
uh, word questions in a way or or to um, be able to really pull data that that's actionable. And it it sounds like you're you've been able to do that. Uh, The the staff that the leadership's able to get some good

57
00:15:30.200 --> 00:15:46.040
actionable information, which is really great. >> Yeah, that's definitely the intent. And what you don't see here, but schools have an individual schools or programs have an opportunity to add questions that they specifically want to ask. So it might be something for school is trying to work on a new parking

58
00:15:46.040 --> 00:16:02.480
system or new drop parent drop-off or student drop-off system or whatever or they're trying to find out what events are interesting to parents. So really actionable data like that. Would you attend this kind of thing or how interested are you to in this kind of an event? Schools do have the opportunity to to do that. Not every school does,

59
00:16:02.480 --> 00:16:18.080
but but many do and some do one year and then don't the next year and it's kind of flexible that way. And then there are other questions again that aren't part of the dashboard that are a little bit more technical that we ask in terms of like, you know, where do you get your information about pathways and what do you know about pathways in terms

60
00:16:18.080 --> 00:16:32.880
of when you think of pathways do you think of, you know, college credits or this or that anything else. So it's a mix of what's the experience people are having because those are the big numbers that we want to move and then trying to get down into more specifics.

61
00:16:32.880 --> 00:16:49.040
>> So definitely I think thank you for you know, you your team you putting together a survey that can really get at some actionable information is fantastic. Thank you. >> Okay, thank you. Any other yes, Director Chester. >> Um

62
00:16:49.040 --> 00:17:06.079
I think I think the the data to do that the actionable steps is is good in terms of the high response rate that you have from the student survey and from the staff survey. I think the skew in the parent survey not you know,

63
00:17:06.079 --> 00:17:21.760
realizing it's the response rate is lot smaller and then also in terms of those that respond is really not indicative of the population that we serve, so it's trying to keep that in

64
00:17:21.760 --> 00:17:38.760
mind and realizing maybe there's other pieces of information we need to fill or get in some way to actually make actionable steps from some of the parent survey feedback. >> Absolutely. That's a that's a really important point. These aren't scientific

65
00:17:38.760 --> 00:17:55.120
surveys. These are online surveys. We know we don't get an exact polling sample or anything else like that. And we definitely keep that in mind and we try to complement it with other ways of you know, the listen and learn sessions all year and the monthly parent meetings with Spanish and Somali

66
00:17:55.120 --> 00:18:12.120
families and things like that. So absolutely. >> Thanks. >> Okay, thank you. >> Any other? Awesome. I will close us out. As always, you know, this is not a small undertaking, Dr. Tinkenlberg, so thank you and your

67
00:18:12.120 --> 00:18:27.640
team for for running the survey. It is important information, as you pointed out at the opening of the report. These are important people that we we want to hear from. This board wants to hear from our school community, the students,

68
00:18:27.640 --> 00:18:42.560
the families, and the staff. And I personally appreciate the growing response. Granted, it's it's not entirely representative. It's a great improvement from from where

69
00:18:42.560 --> 00:18:59.400
we've been in years past and and I and I know that it will continue to improve because you have your eye on that. I also appreciate that we're reaping the benefit of the focus

70
00:18:59.400 --> 00:19:15.840
in providing staff more information about what we do, how we do it, you know, the pathways, you know, our mission. The strategic planning process is going to give a lot more information to folks. Um so that

71
00:19:15.840 --> 00:19:32.920
you know, that that confidence that our staff clearly have in um working in 191 is is going to continue to pass that positivity on and um and share that out with the families. So, um you know, positive in, positive out. So, thank

72
00:19:32.920 --> 00:19:51.800
you. >> All right, thank you. >> All right, next uh we are receiving a um another report uh from Dr. Daniels on uh listen and learn. >> Thank you, Chair Alt. >> [clears throat] >> This evening, I am going to share our

73
00:19:51.800 --> 00:20:07.840
final presentation about listen and learn um data we Aaron and I captured in our final listen and learn sessions. Um tonight, I am going to review and recap the work that we've done and

74
00:20:07.840 --> 00:20:22.960
presented thus far at a very high level around the listen and learn data we captured. Also, I'm going to share the student data and as well as the custodial and food services data that we captured during our listen and learn sessions, as well

75
00:20:22.960 --> 00:20:39.560
as the themes that run across all groups. So, as a recap in phase one, I was able to meet with over 150 staff members at um open sessions. Um the staff that attended included teachers, principals,

76
00:20:39.560 --> 00:20:55.880
educational assistants, assistant principals, deans, cultural liaisons, and others. I was also able to meet with 20 community members across the city to engage them and hear more about what they consider the strengths of the

77
00:20:55.880 --> 00:21:12.800
school district and also what they consider the opportunities and what supports they feel are needed in order to continue to for our district to continue to grow and move in a positive direction. Positive in, positive out. Um, also we were able to engage um,

78
00:21:12.800 --> 00:21:27.800
APAC, the APAC committee, the senior center um, participants, as well as engage families in our Somali and Hispanic family meetings. And we received over 249 online

79
00:21:27.800 --> 00:21:45.880
form responses in which Aaron was able to aggregate as well as disaggregate the data for us to determine for the themes. The student data that I collected um, was um, interesting and I was able to attend a

80
00:21:45.880 --> 00:22:01.560
listen and learn session after school. Aaron also accompanied me. Again, Aaron accompanied me on all of my um, listen and learn sessions and I was warned by the student representatives that that week would be culture week and so students may be involved in other

81
00:22:01.560 --> 00:22:17.760
activities after school. And so that particular day there was only four um, students who were able to participate, but I gleaned some very valuable information from the students on that day. So as an um,

82
00:22:17.760 --> 00:22:35.440
I mean to um, improve our capture rate of student voices um, for our listen and learn sessions, I decided to go to the high school on May 20th and just check in with students during lunch. And I was able to talk to students across all

83
00:22:35.440 --> 00:22:52.200
lunches and I was able to get high school students who were eating lunches to complete um, the form in which they had to scan the QR code and answer the questions. The prompts were, what's something that makes you proud about your school? What would you like to see change at your

84
00:22:52.200 --> 00:23:07.960
school to make it a better place to learn? And what supports do you think students need to ensure that they are successful? Again, we continue to hear this theme that as a point of pride, our students are also proud of the diversity of the

85
00:23:07.960 --> 00:23:23.000
school district. They also feel like we have a welcoming culture overall, and they love all the clubs and activities that we offer as a school district. The students themselves said that some changes that they would like to see, um,

86
00:23:23.000 --> 00:23:39.240
would be more engaging and rigorous instruction. You know that was right up my alley. Improved meal options. Um, they want, um, I would say, yeah, I'll just say improved meal options, a better variety and higher quality.

87
00:23:39.240 --> 00:23:55.720
Um, and they would like our bathrooms to be addressed at the high school. And as a former high school principal, I can tell you, if you really want to know what's going on in your school, go to the bathroom. And so, um, go to the bathroom and check in with the custodial staff. They can tell you

88
00:23:55.720 --> 00:24:11.400
everything that's going on in the bathrooms. And so, and everything that's going on in the building, practically. And so, these were, um, pieces that they wanted us to address and changes that they wanted to see made in order to improve their overall experience as students in our school district.

89
00:24:11.400 --> 00:24:28.280
Another piece that they mentioned was, um, support. And they want, um, actually [clears throat] the faculty and staff at the high school to be more active, um, in pursuing them to provide more support. So, the passive support some of

90
00:24:28.280 --> 00:24:44.720
them have experienced, they would like that that to shift to more of an active approach model, an active approach in which, um, our support staff, our teachers, they reach out to students and they engage students, and they, um, have

91
00:24:44.720 --> 00:25:00.880
conversations with students to check in with them, see how they're doing. And it's also no surprise to see that they would like more mental health supports, um, as students. For the the and food service staff. We had about

92
00:25:00.880 --> 00:25:16.880
We had about I would say about 10, 12 >> At least maybe 15. >> Yeah, 15 staff to attend that session. And in this room and also a point of pride for them was the diversity of our school district. Also having an an

93
00:25:16.880 --> 00:25:34.400
inclusive culture and they also mentioned, you know what, that they were proud of how the district responded during Operation Metro Surge. Challenges and opportunities that they wanted to lift in those sessions were how do we embed training and ongoing

94
00:25:34.400 --> 00:25:51.360
professional development for those groups. And so they they named that, you know what, we know that, you know, teachers and other staff have professional development opportunities, but where the professional develop professional development opportunities for us, especially as they are, which

95
00:25:51.360 --> 00:26:08.800
was very eye-opening for me, you know, as they're working with different chemicals and different chemicals are required for different seasons. So it was a very eye-opening conversation for me. So Stacy and I talked about that today. So how do we create structures to embed

96
00:26:08.800 --> 00:26:25.840
training and professional development opportunities for our our food services and custodial staff. Um also they would like clarity around expectations, processes and procedures. Again, it's it's about having the knowledge, but all at the at the core of their concern was

97
00:26:25.840 --> 00:26:41.200
how do we be more safe? How do we be more safe within our units. And then they also talked about some of the student needs and behaviors that they've seen and working in their different roles and how that plays out in the cafeteria or

98
00:26:41.200 --> 00:26:57.600
how that plays out also in hallways. And you know, sometimes they are silent observers taking all of this information in, but how do we provide strategies for them to provide support for students even in those moments in which there may be no other staff around.

99
00:26:57.600 --> 00:27:13.520
And then again facility needs which we are doing a facility study and we will continue that study our next school year. The supports that they need was they want to be included in discussions and they want their voices to continue to be heard

100
00:27:13.520 --> 00:27:29.960
over the course of the school year. And so to wrap us up, there was some themes that showed up that are also that also showed up in our previous sessions which was a great pride in our diversity and cultural inclusive

101
00:27:29.960 --> 00:27:45.480
inclusivity, staff need for clarity, procedures, training, communication, engaging relevant instruction and improved climate and culture. In the spring we announced what the priorities would be. I presented it at a former school board meeting. We will be working

102
00:27:45.480 --> 00:28:01.720
on facilities planning and learning coaching, rigorous course access at the high school and engagement strategies at the high school and we will continue to work on this theme that came came up across many many groups during our listening learn sessions

103
00:28:01.720 --> 00:28:17.000
which was ongoing embedded professional development and training because we do believe that if we onboard properly and if we support through training and on-the-job professional development, we will um

104
00:28:17.000 --> 00:28:31.200
have a better chance at retaining the staff that we are hiring and become more efficient and effective as a school district. And this concludes my report, Cheryl. >> Thank you very much, Dr. Daniels.

105
00:28:31.200 --> 00:28:50.880
Questions or comments, board members? Dr. Mickelson. >> I [clears throat] guess one of the things that I find interesting or that you know, just I guess something to point out as far as points of pride from the student data

106
00:28:50.880 --> 00:29:06.080
and with a comment about the myriad clubs and activities that the schools offer. That you know, that is an example of another uh strength that our district has

107
00:29:06.080 --> 00:29:23.200
that we can be emphasizing. Um you know because not a pathway isn't necessarily going to apply to everyone. Um that they won't fit necessarily into that particular direction and you know,

108
00:29:23.200 --> 00:29:38.240
this this would be an example of something that can be messaged along with pathways about other opportunities whether it's you know, the clubs and activities you know, avid award-winning schools you know,

109
00:29:38.240 --> 00:29:54.520
those kinds of things that can uh can have a well-rounded um kind of message. Um because you know, the pathways are are really fantastic um and and they're very valuable. It is a wonderful kind of program and

110
00:29:54.520 --> 00:30:12.120
being able to get that embedded from K and even pre-K potentially on up through is is fantastic but you know, if especially depending on how much information a parent may have about what pathways would mean if their

111
00:30:12.120 --> 00:30:29.760
child isn't going to be in culinary or follow a medical uh career that kind of thing that you know, what is there that's going to be offered and available to fit my child's interests or what are they going to want to do? Are they going to have a place find something that really sparks them

112
00:30:29.760 --> 00:30:46.960
at school and so I think this with some of those points of pride give a great insight into the kinds of things that we can include in in message. So I'm glad to see that those are some of those bright points and um, that we can have those opportunities

113
00:30:46.960 --> 00:31:02.800
to uh, emphasize them. >> Thank you, Director Hively. >> Thank you. Uh, Director Hume, I think you had >> Yeah, I was just going to say, I don't have a question, I was just just going to say thank you for seeing these listen and learns all the way through to the end. June 3rd is 11 months after you started. >> Mhm.

114
00:31:02.800 --> 00:31:17.760
>> So, it's impressive to me not only that you did as many as you did, but that we got this kind of wrap-up presentation this evening to really kind of close the loop cuz I I was thinking as you were talking, would have felt a little incomplete if I knew that you did

115
00:31:17.760 --> 00:31:35.680
one more that one June listen and learn and we never heard heard about it in this format. So, thank you for that. >> You're welcome. Thank you so much. >> Other questions or comments? All right. Um, I just have a couple of my own. Um,

116
00:31:35.680 --> 00:31:52.760
seconding uh, what Director Hume um, commented. I I appreciate the wrap-up um, because our custodians and our food service staff, um, they are the eyes and ears often times of our schools.

117
00:31:52.760 --> 00:32:06.880
>> Mhm. >> And um, in my mind, they're kind of the quiet leaders. >> Mhm. >> And there's so much that they know >> Yes. >> about our students and our schools and

118
00:32:06.880 --> 00:32:24.360
to tap into their knowledge >> Mhm. >> leverage it and make the most of that as a school system, we need to do that if we're not doing that already. And I and I kind of hear that um, kind of as an underpinning of your report. Um, so

119
00:32:24.360 --> 00:32:42.800
bravo for that. Thank you so much. Um, because there's and the training piece. I think that um, whatever we can do to um, train and empower um our staff, whatever their role is uh

120
00:32:42.800 --> 00:32:57.880
within the district. Um you know, that's always an that's an energizing experience for folks, and it brings renewal and wow, I didn't know this. Um I can do something different and I can do something better.

121
00:32:57.880 --> 00:33:18.000
Um so I appreciate that and dovetailing on uh Director Mickelson's um comments, our students and families need a hook. Whatever that might be. Um whether it's pathways, whether it's activities or clubs, something that

122
00:33:18.000 --> 00:33:34.320
brings them joy and that brings them back to school day after day after day. And um pathways may be the thing for one student, activities and clubs might be the thing for someone else.

123
00:33:34.320 --> 00:33:48.760
Um and we as a district need to make sure that we're we've got our eyes wide open um for all those opportunities. So yeah. So lots of lots of great opportunities and and thank you for for

124
00:33:48.760 --> 00:34:05.480
bringing that all to us um to learn about from your from your listen and learns. >> Thank you, Gerald. Appreciate that. >> And thank you very much, Director Tinklenberg. >> Thank you. >> Uh next, um we are receiving committee,

125
00:34:05.480 --> 00:34:20.960
board appointment, and school assignment reports, um starting with uh Director Chester uh and the legislative committee. >> There's nothing to report. >> Very well. >> [laughter]

126
00:34:20.960 --> 00:34:36.040
>> We'll turn to Director Mickelson and the policy committee. >> Um the policy committee uh has started work on the uh new AI policy. Um it's 14 pages, so it's going to take a while. Uh, that will be continuing in August

127
00:34:36.040 --> 00:34:52.159
and uh, we just as a note, uh, consistent with uh, July, we will not be having policy review committee, so that will be continuing in August. Um, and uh, so we also have a few policies, you know, on the agenda, on

128
00:34:52.159 --> 00:35:07.840
the consent agenda today. So continuing the work on policy. >> Great. >> Thank you. Uh, and last but not least, negotiations with Director Saxey. >> No report this evening. >> Very well. Uh, turning to other board assignments

129
00:35:07.840 --> 00:35:23.960
and school assignments, any reports? Director Chester. >> Intermediate District 917 met on Tuesday, June 2nd, um, to mostly approve the new fiscal year's budget, um, as well as um, their new strategic plan.

130
00:35:23.960 --> 00:35:39.680
>> Great. Thank you. Any other reports? All right. Uh, with that, we will turn to our business meeting, uh, starting with the consent agenda. Uh, although board action is required,

131
00:35:39.680 --> 00:35:56.600
it is generally unnecessary to hold discussion on these items. In the event a board member wishes to discuss an item, that item will be moved for separate consideration. Items board members wish to move separately. >> [snorts] >> Hearing none, uh, is there a motion to

132
00:35:56.600 --> 00:36:12.240
approve? >> So moved. >> Moved by Director Chester, seconded by Director Hume. Uh, all those in favor, please signify by saying I. >> I. >> Opposed, nay. And the motion carries unanimously.

133
00:36:12.240 --> 00:36:31.960
Uh, turning to new business. Um, Our first item on the agenda is we're being asked to approve FY27 budget, uh, with Tyler Daney, direction director of finance. Welcome, Tyler.

134
00:36:32.240 --> 00:36:48.760
>> Good evening, Gerald, Dr. Daniels, members of the board. The fiscal year 2026-2027 budget presented at the last board meeting was developed in accordance with direction provided by the Board of Education and followed these guiding questions. Support our mission and priorities,

135
00:36:48.760 --> 00:37:06.200
position the budget to leverage every funding source available, and align with the goals of advancing student outcomes. This budget will be revised later in the 2026-2027 year to adjust for actual data, state and federal updates, enrollment, staffing, and audit results.

136
00:37:06.200 --> 00:37:20.920
Therefore, the recommendation is that the Board of Education approves the 2026-2027 adopted budget providing all funds revenues of 228 million, 915,000, and all funds expenditures of 240

137
00:37:20.920 --> 00:37:37.280
million, 995,000. >> Thank you. Uh I'll take a motion to approve. >> So moved. >> Moved by Director Anderson, second? >> Seconded. >> Seconded by Director Mickelson, any discussion?

138
00:37:37.280 --> 00:37:54.400
Hearing none, all those in favor, please signify by saying I. >> I. >> Opposed, nay. And the motion carries unanimously. Thank you. Uh next we're being asked to uh approve a resolution certifying the population

139
00:37:54.400 --> 00:38:10.960
estimate for the 2026 pay 2027 levy staying with Director Daney. >> The district has experienced an increase in population of 2,338 since the 2020 census figure and is allowed to certify a new estimate

140
00:38:10.960 --> 00:38:26.840
determined by the state demographer each year to generate more revenue. By certifying this population estimate, the district will receive an additional $5,269 in general community education revenue compared to the prior year. The recommendation is that the Board of

141
00:38:26.840 --> 00:38:43.760
Education adopt the resolution certifying the population estimate for the 26 pay 27 levy. >> Thank you. Uh because this is a formal resolution, it will require a roll call vote. Uh so in just a second, I will ask Sarah to call the roll. And when she calls your

142
00:38:43.760 --> 00:39:00.560
name, please respond with either an I if you are in favor of the resolution or nay if you are opposed. Sarah, will you please uh make the roll call? >> Director Chester. >> Oh, and did we need a motion to >> need a motion. I'm sorry. >> So moved.

143
00:39:00.560 --> 00:39:17.960
>> Seconded [laughter] by Director Saxey. Second. >> Second. >> Seconded by Director Chester. Um any discussion? >> [snorts] >> So we know that this is a roll call. >> [laughter] >> Sarah, will you please make the roll call?

144
00:39:17.960 --> 00:39:33.160
>> Director Chester. >> I. >> Director Saxey. >> I. >> Chair Alt. >> I. >> Director Hume. >> I. >> Director Anderson. >> I. >> Director Mickelson. >> I. >> Thank you. And thank you. Um having six in favor and no one

145
00:39:33.160 --> 00:39:49.120
opposed, uh this resolution was declared duly passed and adopted. Uh next, uh we're being asked to approve a resolution designating certain funds as committed funds. Again, with Director Denny.

146
00:39:49.120 --> 00:40:05.800
>> In February of 2025, the board adopted a resolution to commit funds from the sale of the Diamond Head parking lot. This resol- This resolution allows the funds to also be used for demolishing vacant buildings. The recommendation is that the Board of Education adopt the updated resolution

147
00:40:05.800 --> 00:40:23.040
designating funds as committed funds as outlined and attached in the board packet materials. >> Thank you. I'll take a motion to approve. >> So moved. >> Moved by Director Anderson. Second? >> Second. >> Seconded by Director Saxey. Any discussion?

148
00:40:24.120 --> 00:40:40.440
All right, this is again a a roll call a resolution and we need to do a roll call vote. Uh Sarah, will you please call the roll? >> Director Mickelson? >> Aye. >> Director Anderson? >> Aye. >> Director Hume? >> Aye. >> Chair Alt? >> Aye. >> Director Saxey?

149
00:40:40.440 --> 00:40:55.200
>> Aye. >> Director Chester? >> Aye. >> Having six in favor and no one opposed, this resolution was declared duly passed and adopted. Uh next we're being asked to establish fiscal year 2026

150
00:40:55.200 --> 00:41:12.520
committed fund balance uh with Director Denny. >> Fund bal- fund balance policy 714 allows the board to commit fund balance for specific purpose by taking action prior to year end. The district intends to commit funds for for purposes similar to prior years

151
00:41:12.520 --> 00:41:28.800
and with the recent change in the uses for miss sale proceeds. The recommendation is that the Board of Education approves the commitment of fund balances for fiscal year 2026 to include fund balance resulting from carryover funds, facility rental funds, and sale proceeds.

152
00:41:28.800 --> 00:41:45.520
>> Thank you. Uh is there a motion to approve? >> So moved. >> Moved by Director Hume, second? >> Second. >> Seconded by Director Anderson. Any discussion? Hearing none, all those in favor, please signify by saying aye. >> Aye.

153
00:41:45.520 --> 00:42:01.760
>> Aye. >> Opposed, nay. And the motion carries unanimously. Thank you. >> Thanks. >> Uh next we are being asked to approve the coverage for a property, casualty, and liability insurance for 2026-2027

154
00:42:01.760 --> 00:42:16.800
uh with Stacy Solvine, Executive Director of Administrative Services. Welcome. >> Good evening, Chair Alt, Dr. Daniels, members of the board. This is one of the last items that we do every fiscal year, that is uh approve uh our new property, casualty, and

155
00:42:16.800 --> 00:42:33.240
liability insurance for the upcoming fiscal year. This last year we did go out for bids for some of the different areas. We did switch over to the Houston Casualty Company for our cyber risk, and as a result, our liability insurance for the

156
00:42:33.240 --> 00:42:50.640
sub-coming year is just under 4% less than what it was for the current year. So, we were able to find a savings while still receiving the same level of coverage. One of the other items we have dropped the additional flood coverage for M.W. Savage.

157
00:42:50.640 --> 00:43:06.840
So, it will now fall under the same level of plan as we have for the rest of our buildings in the district. So, it is my recommendation that the Board of Education approves the coverage for property, casualty, and liability insurance for the 2026-2027

158
00:43:06.840 --> 00:43:23.120
year with FM Affiliated Insurance Company, Mount Hawley Insurance Company, National Union Fire Insurance Company, Pittsburgh, Pennsylvania, Auto's Auto Owners Insurance Company, and Houston Casualty Company. >> Thank you. >> Yep.

159
00:43:23.120 --> 00:43:40.880
>> Is there a motion to approve? >> So moved. >> Moved by Director Mickelson, second? >> Second. >> Seconded by Director Saxby. Any discussion? Hearing none, all those in favor, please signify by saying I. >> I. >> I.

160
00:43:40.880 --> 00:43:56.280
>> Opposed, nay. And the motion carries unanimously. Thank you. Next we are being asked to approve school board goals for 2026-27. The school board reviewed and updated

161
00:43:56.280 --> 00:44:12.840
their 2026-27 goals in a work session held during the June 11th, 2026 regular meeting of the Board of Education. A redline draft of changes can be found in the attached board materials.

162
00:44:12.840 --> 00:44:27.760
The recommendation is that the Board of Education approve the proposed 2026-2027 goals for the 191 Board of Education, and I would like to thank everyone for the robust conversation that we had leading up to this.

163
00:44:27.760 --> 00:44:45.600
Is there a motion to approve? >> So moved. >> Moved by Director Anderson, seconded. >> Second. >> Seconded by Director Chester. Discussion. Hearing none, all those in favor, please signify by saying I. >> I. >> Opposed, nay.

164
00:44:45.600 --> 00:45:10.440
And the motion carries unanimously. Next, we are being asked to approve the superintendent goals. And um in that same work session, we also worked together with Dr. Daniels

165
00:45:10.440 --> 00:45:28.960
to draft Dr. Daniels' goals for 2026-27, and similarly, I would like to thank Dr. Daniels for her thoughtful creation of her goals in alignment with the school board and our strategic plan.

166
00:45:28.960 --> 00:45:43.920
Um Really did appreciate how they some stayed the same, some changed, and completely aligned with with where we need to be. Um And with that, uh

167
00:45:43.920 --> 00:45:59.600
we are I will take a motion to approve. >> So moved. >> Moved by Director Humes, seconded. >> Second. >> Seconded by Director Anderson. Any discussion? Hearing none, all those in favor, please signify by saying I. >> I.

168
00:45:59.600 --> 00:46:13.520
>> Opposed, nay. And the motion carries unanimously. With that, uh having no other items on our agenda, I will declare us adjourned. It is now 7:16.
