It's two addresses along North Atlantic, so. If you have questions, you see in the packet that staff did recommend approval. The development review committee met earlier today and did the same. I can tell from our discussion tonight that you're very interested in the appearance. Of Cape Canaveral, and I wanted to just bring to your attention. A tremendous eyesore. And it takes place over at Nancy Hampson. The tennis courts, the pickleball. Courts. Are an embarrassment, really, because people come. Now we have leagues taking place, coming from other towns. The courts are so warned that. They're almost getting to be dangerous. The top layers are worn off at places, so it's getting slick. And they've needed to be resurfaced for a long, long time. It came to my attention recently that. There are plans and money budgeted for a concession stand in town. Am I correct about that? Are you familiar with the concession stand? I can fill it. That is part of the budget for the cra. But this board. Doesn't have. They don't hear those items. Okay, well, the reason I bring it. Up is that? I believe that the money would be much better spent resurfacing the courts than building. A concession stand. A couple of reasons. The concession stand is something that's used. Few times a year. Maybe 30, maybe even 50 times a year. The courts are used 365 days. A year. They had, last year, 9000 visits. 9000 times people checked into Nancy Hansen. The courts brought revenue back to the town of $25,000 last year, a concession stand doesn't bring any revenue back to the town and is used much less than the courts. Are used, and for about the same amount of money to build a concession stand, these courts could be resurfaced, which would be a great benefit to many of the visitors. Come in, people coming in from other towns, and just the local residents who play there every single day. So I would just like to bring that to your attention, and especially because. I do believe. I've found some process improvement opportunities in the department, one of which is related to board. Meetings. Staff has been spending significant amount of time finding quorum, finding dates that work for the board for staff, for the applicants, and, of course, the public. And so what? I've proposed. Is. At each board's initial meeting in 2025. So you all are the second board. I've talked about this with. A regular schedule every year, so your board's a little bit different. In. That is actually established in our city code that you all would meet the first or third. Wednesday of every month. So the conversation with you all is a bit easier because. It would just be recommending that. Your board meet. The first. Wednesday of every month. Now, there's a caveat. If there's no applications that are submitted and deemed complete. You would have a month lead time. Knowing you are not going to meet. And the way that comes through is that by establishing a board meeting agenda, Board meeting, a schedule that allows us to establish application deadlines and so applicants know it's. Published online. We have the consistency there. If I want to be on this board agenda, I need to submit a complete application by this. Date, usually a month in advance. So all of the boards, even boards that don't consider applications like the bedboard would have that at least month lead time of knowing. Oh, we're. Not going to meet. But the point of this is. To let you know. If. The best possible scenario. Your calendars are blocked for the evenings of the first Monday of every month. As a board member. But. You might be free. So if you all want to. The murals, but. This is just commercial. So it states newer, altered buildings or structures except fences. Roofs. So, including commercial residential subdivisions, four or more multifamily residential attached, we had that five unit before. And mixed use, which we don't have any before. So any visual impact? Is what it states. Could the planning department. When working with people who are going to present to us, like. The gentleman. With the. Sad. The facades of change. He brought all his colors, he brought all his materials to the best of his ability, and it made the job much easier for us. Instead of hunting around, where can we find a blue color that will satisfy Mr. Berger and his clients. Absolutely. One of Connor's first tasks is to update all of our applications to include. Requirements that are already in code. And to include, we don't need paper copies. We're all digital now. Things like that. Working on. The city code technically requires materials, texture and color boards depicting location of colors exactly. So that really should be presented to the board by the applicant. If the applicant doesn't have one when they're presenting. It's fair for the board. To perhaps postpone the item until you get one. You hate to slow the wheels of progress. Well, and to clarify, now that we are fully stuffed in the planning side of things, If they don't have that, they don't have it ready to go. It would not be deemed complete and ready for review by you guys. We would require it to be. I kind of felt like they weren't even ready. How do you know a color? From a copy. How do you know that? And then I felt like. What are you going to do? And then he had the drawings and. I really felt. Like. I really didn't do a very good job of knowing exactly what was going to go. There in the color in a neighborhood that really needs a facelift. There was a long discussion last, and so I probably should have said, no, I don't. Go with it, but would have gone through like somebody else did as well. And I felt he's been here for 40 years. Does he live in Cape Canaveral? No, he lives in cocoa beach, and I don't even know if I'm supposed to be saying this? Am I on record? This is record. Yes, but anyways. Well, I'm just saying how I feel, so I felt like I couldn't be prepared. Because he wasn't prepared. And I didn't have what I needed to make. A really good decision, and I felt very. Architectural style. And design and that kind of thing, because. Like our city council. Our city hall building has this Mediterranean. Almost feel. And then we have a building right next door with the Cape center that looks more modern. And I thought that we had had in one of our plans and Anthony, you might even know. This if we had design elements that we were encouraging people to use. For new designs? Because what I'm seeing is a lot of boxy, isn't? Like this new trend. Everything's so boxy cheap. And so I'm trying to determine, do we have anything like that? I don't. Want to be ignorant because I'm still going through documentation, just like you all are, but. I was curious about that. Yes, but a one a economic opportunity overlay district, it's. Quite lengthy. It's a good read. But right now that's in our code, mostly guidelines. But, for example, you mentioned the boxiness we do have in our code certain requirements. For step backs. So maybe your first floor is conforms to certain acts, but your second floor. Recedes a little bit. For whatever reason, Cab does currently in our code have the authority to approve things like that. Okay, but I'm talking about more architectural style, because I thought that. We had. Had feedback from the community on one of the documents that we've worked on in the past. That defined what we wanted our city to look like, what style. And. This is going on everywhere with this boxy new architecture. It's like the concrete box on the beach. When you go to any city. That is on the barrier islands. And so you look at the Radisson and it's got. This more of a key west type of style. That's beautiful. It's been so updated. It's just amazing. But then we're getting these new designs, and I'm just now getting into learning. About. This board, so I apologize it's taken me so long, but I'm interested in what you all do and what you think, because as we go forward, we even have the example. Of our city buildings being this way. And I think the beauty of that is that we have a lot of different styles. And I know that we need to come together and plan and have structure and plan different things. But I think that is what makes it so charming, is that. There are different styles of architecture and that somehow. The hard thing is, is how to blend them all so that they do complement each other. And I know the box you're talking about. All over, everywhere. All the new shopping centers. You cannot go all through Florida or the United States. And see. Okay, when this was built. This is when. This is when this was built. And then. Sometimes you have a marriage between them all, and the old ones get taken down. Maybe something new. Goes up beside it. But I think there is a way where you can have some continuity and. Just. Have it flow. So that it just has a charming feel. One thing, though, that does bother me. Is with all the hotels. And the new wave. Whatever going up over there and everything that's going on. Is that? We still do not have safe egress. Across. A one, a correct. You don't. And that is a very big, big thing, and I know it has to do with. City, county, state, federal. But it is an issue that is very important that our citizens can cross the road back and forth, enjoy everything at the beach. And I don't know what needs to be done. If we need to have people go. Around with a petition so that we get. Someone's attention. That it is accidents waiting to happen. And there's no reason for it. With the budgets and so forth. I don't know how much we as a city would have to contribute. Or write grants for or whatever. Even just a fly bridge a beautiful. Fly bridge. Just a pedestrian bridge is what I mean. Not a fly bridge, so that we have good egress. That's lit up and says, welcome to Cape Canaveral, or whatever. It shouldn't be that difficult. And it's sure, maybe the beauty part of it. And spending the money on lighting. And welcome to Cape canaveral. But the safety issue is big time. And so. You can speak on that, and whatever I can do to help that. I will f Dot is working right now and has had a public hearing early January that was a virtual public hearing, which is really interesting because who even heard about it? I actually heard about it. Or dug for it, and I know that they have it all planned out and budgeted, but. This is no easy task. Because they're looking at doing construction from 95 into us. All the way down to. Is it? International Drive, I believe. Where they were going to put the roundabout, but goodness they're not. So it will include some of those safety measures. And they had a public hearing at the community center last year that we all were able to go see. Their mockups of where they would put. Those. My feedback was, look where people cross because they were putting them in places that I hadn't seen anyone crossing in those spots. And admittedly, I may not be out as much as a lot of people are on the road. But I gave them that feedback because I wanted to know. When did you come look? Well, they looked in, like, October. And I said, well, that doesn't do you much good. You need to come look in February. And then you'll really see what's happening. So I gave some of that kind of feedback. But I know that they move forward. They have some things budgeted, and they have a plan. Now, when that starts or whatever. I'll be honest with you. Don Willis would have more information since he works with F. Dot. But I do know from having gone to that public virtual hearing, Or gotten online with it that they did have the budget out for it and. It was going to be. Boy, when they started, we'll all know it because it's. Going to go for years. The only thing I wanted was, like, when you're at the light up, Buchanan going to go on to a one a. There's a sign across the street that says turning car. Heel to pedestrians. We really need that for the ones that are turning onto North Atlantic. Because numerous times I've almost gotten hit because I walk and I have to cross there. And when they're turning the heck with me. They're going to make that turn onto North Atlantic. Well, it is getting increasingly in my opinion, just my opinion as a citizen that lives here is getting increasingly. More. Not entertaining. Increasingly more difficult to be safe walking in our city. Oh, yes. Not just. Going to be. It is all over, even the side streets. And so the ability to make. A safer environment for our citizens that live here and walk. And bike and things like that, but I'm going to tell you, that's been fairly difficult from what I've seen, because. Even our visitors that are coming into town. They're not going basically by hardly any of the rules that I've seen. They're on sidewalks with bond cards. They're riding Ebox on the bike path, almost wiping out people that are walking or jogging. So I do believe we have some challenges on our hands as far as. Ensuring that we have. Safe capability to walk and bike in our city. And what I would recommend, since this isn't. An agendized item. We have a committee focused on these things. Local roads committee. It's a public meeting that's actually during the daytime. I believe the next meeting is beginning of March. It has not been set yet, but it is. A public meeting and they are looking at exactly these things. Do we get the notice for that? Because I haven't seen any. They only meet every quarter. Oh, every quarter. So that might be why, but it's not. Sent directly to us. It's public. It's public, right? On the public, yes. Correct. Kind of, like, special. You should not have to take your life just across jeopardies go to the twisty treat. I don't know what the answer is because people don't want to. Cocoa beach and it goes down to 35. You come over here, it's 60, 55, and then goes to 45. That's still way too fast for this area. It absolutely is. And I understand there's big trucks and there's people pulling in here. To.
