court um we do have some um members of the public that would like to speak to this um Mr McGregor would you like to address us please and please state your name when you get up here hell no my name is Robert McGregor I'm a res president here in Cape Canaveral live over at 752 Bayside right by manate Park I've been living here about 8 years and uh kind of found this nice little location over here Nancy Hansen and been playing mainly pickle ball I've played a little tennis there played a little racket ball haven't done the shuffle board but I noticed that first time on the agenda it's coming up about painting possibly painting more lines in the on the tennis courts I know there's some issu isues with the tennis and the pickle ball but we're one big happy family we should be able to get along I know some people have issues with the the blue lines interfering with the distracting for us tennis players we have issues with the white lines in the blue lines too it's a little hard but if we play over here at C5 we got the basketball line the volleyball line so you got several lines over there if we do paint more lines on the uh tennis courts the other two courts that haven't been painted it will I see it uh generating more Revenue because we can have more leagues the Florida pickleball league is I know looking for more courts we could use those in the afternoon to generate more Revenue uh could have more possibly more pickle ball tournaments but in the meantime I know tennis has got to have their share the Civic Hub has been pushed back so that's nothing's going to get done over there anytime soon uh there was talk about tennis courts over here at the city park but apparently that has been backlashed from the public they don't want tennis courts over there so now there's in the budget in the budget there's to resurface the courts whether it's pickle ball or tennis but apparently there's more issues underneath there that's got to be fixed so the whole the whole place needs to be tore up refinished or repaired and fixed so hopefully one day I know tennis would like their courts pickle ball would like their courts but in the meantime come together as one big happy family we just need money well we need money and I was at the city council and I asked them nicely kind of please spend the money on Nancy Hanson it needs to be done the courts are 50 years old been resurfaced back in 2016 I think they were so the money needs to be spent to repair it or they end up like the racket ball courts so hopefully y'all decide to paint the extra courts if you do not decide that please let them paint the courts the the blue lines that are there now because it's it's for it's hard for us to see our lines now because we've worn down like we've worn the courts down they're they're in bad shape they need to be repaired but you know but thank you for your input and we've made a note of that okay and we will consider it thank you much now I've got I've got another one is it Jane McDonald my name is Jane McDonald I I live in Coco Beach but I am actively involved with cape canav pickleball club and I run I Work It hand inand with Marcy and now with Missy at C5 running events and being very inclusive to a lot of people that can play we're working on all kind of different things all different levels all genders can play um and like Bob says the there it's probably a safety issue at this point that something has to be done over there I I first of all I want to thank you all for getting us on your agenda and taking the time whoever did this to put us on item four I could tell the research was done and I really really appreciate it um as far as yes um I understand also that tennis has nowhere to go we have nowhere else to go so we we have to work together um I think if I'm reading this right in the order of things possibly we can get the lines painted sooner than the other things so if that's where I start I would ask for the lines being painted we already did our courts five and six we would ask for the other lines to be painted um one of the things Bob didn't mention he went over to the USA assist Association over in Orlando and he just showed me pictures and they have I think he said 20 pickleball courts shared with tennis with all with lines done so it's not uncommon throughout other facilities so back to our lines right now we have um lines painted on our original Four Courts and then five and six which we really really need many times especially when snowboards come and we'll have 60 people over there and the way it's been working now is we get our Four Courts um and we can use five and six if tennis doesn't need it well it's been proven with usage and I'm sure other people can back me up that pick a ball more times than not is going to go over to court five and six and Tennis isn't going to use it so I would request if someone could consider just making one through six BRS and if tennis needs five and six we'll give it up it's just kind of the opposite order just based on usage is my idea and then like Bob says we know the Civic Hub or a version of Civic Hub isn't going to be coming around for a while so there's no sense even talking about this but if we do get to resur if you do get to resurfacing and the 10 courts have been painted and there's no issues then of course do the 10 lines again and maybe consider some designated pickle ball courts that's all I have to offer thank you for your input we appreciate it you're welcome okay one other updates do we have on this right now there we got all or nothing with the microphones so sorry if there's a weird surround sound um so as I kind of explained a little bit in the um agenda cover um did do a lot of research on this and um I also as a result I don't for those that have been to the facility for many years you'll see that the uh podocarpus around the tennis courts has been trimmed and looks better than literally it ever has in the 10 years that I've been here I would say for the first time they physically got between the fence and the shrubs instead of just going down the fence line and cutting what was over overgrowing however in doing that um Marcy noticed that the years of improper hedge trimming by our um tree contractors has resulted in the fence being bowed out in certain areas so she sent me a a maintenance request to see if we can have the guys tighten up that bottom line so that it comes in and it it forms a straight line but as she sent me those photos I couldn't help but look at what was underneath and you can see the obvious damage of 40 plus years of just regular old rainwater running down the fence take half a day to dry yep and uh it it's a real indication of what the vendors that have been coming out to give us uh quotes and to give us recommendations on the appropriate scope of work to get you know the most bang for our buck and the longest lifespan for our buck um whoever built these tennis courts in the beginning should deserve some sort of award because they have lasted uh 28 years beyond their um projected lifespan based on Florida conditions Florida rain and usage patterns um so when I got that uh message from uh nighty nighty um nighty Court surfaces or 0 Sports surfaces which is a very well-known name in uh both tennis and some other sports surfacing so when someone from a company that old and that respected comes to me and says I'll give you a quote for whatever you want but uh you're not going to be happy in a year and you're really not going to be happy in five years so I I took what she said to heart and I forwarded the updated information to the city manager I was able to meet with him um on Tuesday before the city council meeting to give him a rundown and for those who are new to the city our city manager was once our building official so I wasn't speaking Greek to him he knew exactly what I was talking about and um he actually wasn't even aware that our tennis courts were actually asphalt so um asphalt tends to be on the cheaper side to uh fix and repair um and install but also does last longer than concrete and cracks um it cracks but it takes a little bit longer for it to do that so they did these courts right the first time Unfortunately they did these courts in 1976 so as it explains in here if we do cause if we do just cut off Court 5 repour it and then resurface everything with the acrylic over top Within 5 years or less the brand new court will sink and it will crack the surfacing and we'll be right back where we are now that Court five might not have the dip in it that it currently does because that part will be addressed by removing the court and fixing whatever substrate removing whatever organic material or whatever it is that has decomposed and caused the depression um but now we're going to have a tennis court with a step between Court five so yeah so we're right back in the exact same position um his recommendation uh for me was to uh write a memo to city council to let them know where we are with this because they approved this project they approved the CIP as written for 115,000 which is what the um previous vendor that surfaced the courts had quoted us and after going through the um original purchasing records which I needed a refresher because at the time I was a senior secretary and I created that purchase order um I actually looked at the contract and interestingly enough from the perspective of this company they felt that they had repaired Court 5 um they did note at the time this was in 2016 that it they were in very poor condition um but I'm curious as to why they felt that was repaired um one of the things that I discovered in my research I'm not sure how uh familiar any of you are with Automotive repairs or body work but if you look at a tennis court that's being resurfaced it's basically and any tennis court will have wear patterns that have little depressions here and there maybe not as Extreme as you know an underlying substrate problem but every Court when it gets repaired or gets resurfaced gets some little touch-up spots and it kind of looks like Bondo it's no different than makeup it's like putting a little bit of concealer on smoothing it over and then putting putting the top coat on and this top coat is acrylic which as you know can crack very easily it's not much different than fingernails or any other acrylic product you had me at Bondo and lost me at concealer but we'll just go with the Bondo okay I'll I'll stick with the car references so um you don't want to go with the botox if we could do a Botox treatment it would even out all of the problems over there but um in any case what what was done over there was pretty much a Bondo job and then they just paved over it with the acrylic surfacing which is why it didn't actually fix the court so when this new person came and explained that our battery of Courts is poured on one big huge single slab that any configuration or piece mealing would require work more work down the line to resurface and repair because wherever we replace here and there it will eventually sink because it will not marry to 50-year-old asphalt it will never match up it will never Bond it will just do its thing so what my uh marching orders are is to write a note to city council to talk about our findings to talk about what the recommendations are to talk about the financial impacts um and see how they want to approach it one way they could approach it and obviously this is all you know things that they're going to have to decide is they could take the 115,000 that was allotted in this budget and just hold on to it and and not move forward with anything this year and uh potentially look at an updated CIP that would involve full replacement of the courts obviously the fences would need to come down those could use to be replaced as you can kind of see from these photos um and then restripe them and that would be a project for next fiscal year obviously a time sensitive thing I wouldn't want to um impact our peak season so we' try to cram it into the summertime when we have the least amount of of people utilizing the courts because part of the conversation in the larger Civic Cub discussion was well it's it's almost an ideal area for storm water because you're not trying to put tanks around trees you're not disrupting anything that's that's hasn't already been disrupted but their reservation was well we don't want to rip up perfectly good tennis courts and take those out of service because not only are they a health benefit to the people using them but it's also a revenue Source well now we know we do not have perfectly good tennis courts so um the consideration to redo them all completely will have a couple different layers to it um and that will be all the options there in including any comments from this board will be contained in the memo to council and it will probably end up eventually as a full-on agenda item um they might want to discuss it further in the public realm um or it might uh wait until we go into the next budget season like we did this past year with where we present our cips to council and they review pick their priorities and go on um but the at the end of the day if it was me and this was a ten a battery of tennis courts at my house um I probably wouldn't do the half ass fix that's going to result say that again that half ass fix oh yes so for clarity because that's exactly what it would be for clarity you said um if they have if we have to rewrite the CIP and then get it goes on the next year's budget approval that would put it the work actually possibly taking place in summer of 26 yes okay yeah thank you if all things you know if the planet align got it yeah best case scenario with a new CIP the earliest it would be would be summer of 26 right okay another question mhm what is the timeline if we only redo those courts make one new Big Slab how many weeks is that secondly if we do put the storm water drains underneath how many more weeks does that add do we know that we do not know that as of now um one of the other uh suggestions that I had considered um because I always try to put this okay if this is in my backyard and this is my money this is this is how I would try to approach it is we are in kind of a conundrum situation because in 1976 they they decided to pour one big slab of asphalt we don't always have to have one big slab of asphalt we could potentially break it up into phases with the priority being the side with the three courts replace that maybe come back a next fiscal year replace the two courts that way we aren't married to a giant lab of asphalt for the next 30 Years so that gives us an opportunity to in the future the future uses the future culture boards and the future staff to okay well we have this weird thing happening on this court we only have to do three now or we only have to do two now and a phased approach is one of the things that Council does like to support it's to me smart business when you have the opportunity to do a phased project because then you're not coming out of pocket immediately 400,000 right out the gate and then also there would be the cost of if they decide to put storm water underneath given the opportunity these courts are coming or need to come up um the storm water component as I researched with Tim could fall based on this year's quotes and prices in the $4 to $600,000 range depending upon the number are the square square footage or cubic footage of storm water storage that we put underneath um one of the early numbers that was thrown out when they were first doing um assessments of the Nancy Hansen Property was that at full capacity under all five courts they could hold over 700,000 gallons of water um there was discussion at Council on you know we don't want to overbuild we don't want to underbuild um because overbuilding now we have a bunch of these storm water vaults that are never going to really be used what do we need to actually accomplish so um there's there's a lot of math to be done there's a couple different options for them to consider and uh overall the courts themselves would be in the $400,000 range so we're looking at over a million dollars between if we go with all five courts and at the same time and storm water underneath all five courts to the capacity that they were originally projecting excuse me I'm a little confused the $415,000 bid that was only for those three courts or all five courts that was for all five to remove and and the additional 400 that you're referring to is the cost of putting the tanks whatever the whatever they are the storm water tanks on underneath yeah yeah the implements underneath I guess my question would be more towards the council then to say what's your long range plan for that space because if they're saying you know we have a big space there you have a building Nancy Hansen which has needs of its own you have this um shovel board which isn't really used there was talk you know maybe moving pickle ball over there at one time you know what's the what's the uh state of racket ball you so you've got this huge City's Block Plus you've got the Civic Hub area and all that space across the street from there the Civic Hub area is actually the area you talked about with the um shuffle board area like the whole Space the whole that whole Space so you have a huge space there and is there really should there not be the the long range look at what would be the ultimate goal in the next 6 eight years to develop that into a very good space so do you really want to waste money in the short term and then turn around and say oh well now we're married to having to keep these tens courts in this space when maybe in the long ranging plan it would be a better choice to put them in a different place or pickle ball or whatever so you know this resurfacing that you had done which lasted for eight years could be redone for 115,000 Maybe by yourself another six years during which time then you could look towards what's our long range plan for this whole Space because maybe Nancy Hansen is going to be looked at to say we don't need that bill building we could move the classes over to the C5 we could do something different in that space we could put bathrooms like we did over by the ball courts just for outside we could do us a redo the place where people come in you might be able to manage it with a smaller kiosk type thing I mean there's a lot of ideas that can be floated out there to maximize the ultimate ultimate use of that huge huge space that we have have there in that City Block the master plan was completed for that the progress has just been paused exactly but what I'm saying is now with this new finding possibly that needs to be relooked at what that master plan is and is this how would this be incorporated into this or this water situation do we like you said do we need the water situation after we've made some improvements this year or do we not need the water situation you do need a water situation Upstream from Filmore to prevent and but I'm just saying you know there's a lot more moving Parts here and so are you better off to do a smaller resurfacing fixing whatever even if it's not going to buy you a lot of time but it's buying you time to say okay we can budget for we can look forward to putting forth the step needed towards our master plan this is almost a step towards the master plan because the tennis courts were never going to be moved well I'm just saying maybe maybe considering many of the options that are on the table that Master Plan may be need to be looked at again because that Master Plan has been out there for a while a short while but also we've already been given $100,000 for from this Council this budget year to start working on the Nancy Hansen to make the necessary upgrades that we need for the roof that's falling uh now on two corners and to make it all um Ada accessible which it is uh the antithesis of ADA right down to the doorknobs um and the approaches into the building so one of the things that we were going to um leave up to council was what to do with the money that was already budgeted that we are already starting to get quotes for at the Nancy Hansen can can I ask a question about the budget speak into the microphone I Oh I thought I had I just wanted to ask a question about the budget so I understand where things are coming from to pay for these proposed items or what what is being considered are the storm water uh is the storm water consideration is that part of an infrastructure budget or is that the re is that is it the culture and Le leer Services that's the storm waterer Enterprise budget okay so it's isn't coming out of us us it's not coming out of ours so we wouldn't have to take that whatever amount of money the extra money would not be ours we would still be looking at the $415,000 roughly yes okay yep and and the the fence the I guess the runoff from the fences that was causing the water that issue would be resolved by putting those um the the the courts would be removed entirely so the fences would be put outside of that but for the for f for future problems with runoff from the fences that would be resolved by the water catchments underneath of the quarts there's a lot of different yeah well there's a lot of different designs um one of the things that my storm water folks wanted us to remember was that all the water that goes off the courts right now feeds into the Basin that is contributing to the flooding on Filmore so there's different options there is no such thing as a permeable tennis court that was the first thing I asked I'm like oo permeable conrete why don't we do permal tennis courts doesn't work like that but there are options that we could use within the design of new courts to include permeable areas that will help not only with the speed of the Court drying the Improvement of drainage going into the ground there and not into the storm water Chambers and down the road and into those poor people's houses on Filmore right um so that there's there there's a lot of different options but the storm water implements would be paid for through storm water and the um courts have the potential with the approval of the CRA board to be paid for via the CRA so I like your idea about the permeable you know use using that I know as a resident of Filmore we put in storm water vaults in our parking lot and um now they're no longer usable because not only do they fill with water but they also fill with a lot of sediment and so now there's so much sediment in there that we can't get the sediment out and so therefore now we can only put about you know 2 ft or less of water in there and it floods so it floods our parking lot it floods our garages so we did that to alleviate the flooding but again it just fills up with sediment as well so if we put storm water vaults underneath the tennis courts you know is it is it going to do the same as what we've experienced on Filmore the vaults that we're looking at would have the ability to be cleaned out that would be a good thing yeah so so basically what you're saying is you can do the temporary repair this year in this year's budget I wouldn't recommend it or you don't really need the repair this year and you can use them as it is and wait and hope that in the next budget cycle they would approve um doing a a larger fixing of the project with more sustainable um design and resources for funding as well so it really come it really kind of comes down to uh a city budgeting situation and so if the courts are still usable for this year that would be my recommendation because as somebody that worked in that facility in 2016 when it was resurfaced that depression appeared again with within months and it's actually visible if you get onto Google Maps and you use the little slide feature at the bottom to do the years you can go back to 2016 and you can see it's all bright and blue with white crisp lines and then you you start sliding that little time scale down you'll see a shadow well if you walk it today you see it I mean yes but I'm talking immediately after the tennis courts were resurfaced the cracks started to here I know that I'm at the dog park daily a couple times a day and I know that those courts get a lot of usage lot of um now I heard someone say that you know five and six were painted for tennis four and five okay cuz I heard someone say six and I'm going wear some the pickle ball the pickle ball Community has some different numbers because they have a different number of Courts but as far as the the tennis courts that we're talking about five and six do not have pickle ball lines you can somewhat see that in the picture on the attachment you can also see the wear lines and wear Impressions from where pickle ball is actually being played outside of the the space it's it's interesting to see the aerial because you see how the the the surfaces are being used right well I mean I hate the idea of kicking the can down the road you know and it being such in disrepair now and for at least another year or even two years because if we've got to get it approved and then we've got to get the Contra contractors in there and everything I mean it's keeps getting put off and put off but I mean I know there's a lot of other places they could play as far as I mean you know ocean Oaks has courts Cape Winds has courts you know there's other places possibly they could play in Cape Canaveral um and one I think Janie if she would be willing to come up and and share their thought um you're about to hear the most uh wonderful compliment about our courts Janie would you mind coming up and saying why everybody likes the Nancy on the spot despite despite the cracks despite everything else she can share with you the reason that our courts are in demand that's one of the re we're very welcoming when I first started when I first moved here I came to U Nancy Hansen for racket ball first um I was playing playing pickle ball at COA Beach and so we can play roet ball there so it was like probably in 2019 and I went from roet ball cuz I saw like six people over there playing pickle ball and I went hey how's this work nobody said come play with you know like anything like that so we in 2020 when Co hit Cape canaval was wonderful they left the Nets up they let us play it was a beautiful thing we play we never missed the day played until July when the ports open back up and I immediately said to all our friends that started coming there I said we got to support this look what they did for us so we did and we've grown um we we started in 2020 as a pickup ball club and I don't know how many members we have but people come every day they know they're welcome all ages all levels we have a really nice system set up rack system where you you everybody takes a turn it's really well done it's welcoming and it's just I know if you ever play Pickleball it's basically hi my name is Jamie you want to play I don't care how what you did for a living I don't care how many kids you have it's you just go out and play it's like back in the schoolyard and the number one reason everybody is there is for exercise that starts everything then you get the different personalities of I'm better than you I don't want to get better but that's just life but it's very enjoyable um Marcy's allowed us to have um an and Molly and before that um Gustavo and Aaron Aaron they started that have tournaments and people mostly in our area play but we get a lot from merid Island and Coco and Coco beach and um you know they payaya fee but they're happy they are happy with the options of a monthly payment plan or an annual plan um but it's grown and everybody seems to be really happy to be there we're the only Club in brart and it's I think that's part of it we have you know we have everybody knows what's going on they knew we had this tonight um we were glad to be here we have a uh four officers at a pball club that tried to stay active we started talking with with Wes and Bob's recently talked with Molly and it's just been wonderful they been work with us we went from you know just having little our first tournament was 16 people and now we're at 130 1225 130 so it's grown and everybody's happy and everybody has a smile and we really love being here K can was offered so much more than any other facility the great thank you for that thanks because I had the same question as you did I'm like okay I'm looking at the courts I'm looking at the prices because we we do have some of the higher prices especially when it comes to pickle ball um I said what is the attraction and it's the fellowship it's the Friendship it's it's the community that has kind of blossomed up as a result of the courts being available when the rest of the world was closed and to Betsy's Point um you know about looking at the other parts of this facility I mean so what's going on as far as the roet ball courts and the shuffle board courts I mean how often do they get used I mean I don't see the ret ball courts getting used at all like I said I'm at the dog park I'm walking around that whole area I live the next block over in Filmore and I never see anybody there and I mean shuffle board I mean is it only used in the winter time when the snowbirds come I mean what what's your feeling on that um the when the first time that we approached the um who's who's using our facility for what question um that particular uh budget year shuffle board brought in a little over $600 and um tennis I believe was in the $7,000 range racket ball was between I think 1,000 and 2,000 and then of course pickle ball was 20,000 how much 20,000 and just as a reminder now we're talking dollars um you had said that um when we had spoken about um giving a recommendation to the council as far as um pricing and all of that that we would have the yearly numbers would be more um applicable to to be gathered from January to January so I'm assuming that'll be available to us for the January meeting then yes those will be available at the January meeting cuz then we'd have a good idea of throughout the summer and full year use of the C5 and Nancy Hansen yeah and there's a lot you can't compare C5 to Nancy Hansen because I'm sure there's a different p&l for that Building compared to Nancy Hansen it's broken out on you'll see it in the budget yeah yeah we we break it down um the the fee structures are different and also um one of the other reasons that V structures are different uh for the two facilities is not only the type of amenities but um I've had people ask me well why can't I have just a single membership for both and I say well uh do you do you pay the full price for your membership oh no at the at the community center I use my silver sneakers well that's why because silver sneakers we try to get silver sneakers at the Nancy Hansen but a tennis racket ball shuffle board um Zumba complex does not check the boxes for silver I think that's great uh Molly um they're both separate business units within the within our department and you have to keep it like that because there's more expenses to one to another and whatnot that's the way it should be 100 in my opinion I do have some comments it's funny that you brought up the dollars first I want to thank you too director and Deputy to allow me to meet with uh Marcy and go through the courts honestly first time I've been on the courts however let me say this Marcy is a gem you are lucky to have a gal like that she demonstrates a true joy and knowledge of that facility there okay you can pay me the $5 later but no it's the truth okay some things and I'm just going to some things that I found out and did some ciphering these are only directional numbers I figure the entire court complex okay other than zuba and all that generates about 60,000 to maybe $80,000 a year possibly more doesn't we do about $4,000 a month just depends on what just depends on what areas you're looking at so it's less than that uh yes okay so we're looking at if you do $415,000 in renovations on the property uh by the time we get the ROI on that with what our revenue is generating we're going to have to resurface again in six years yeah right yes okay we it'll cover in about four or five years some things some points of other people have brought up and when I was there uh this cute lady said the line they're confusing another gentleman said that some of our traffic lines are confusing too and if you go back to when we had multi-use uh major league stadiums you had football lines you had hashtags that were for the goalpost you had hashtags for college football you had soccer lines you had infields for Major League Baseball played at the at the same time I'm not a smart person so I went on Zillow looking for condos that had tennis and pickle ball courts all tennis courts or the majority of them that I found honestly I saw three they had pickle ball courts on the tennis court so that's an accepted thingy okay if I was a pickle ball player though I'd be a little upset with the city for this reason you can't see their lines it's very hard to see those lines other than that powder blue line I don't even know what the the opposite of court number five that's the fresh one yeah the most recently painted one yeah so I think the pickle ball courts there needs to be maintenance on that talking about court number five if we if we go along with your suggestion to push the $115,000 resurfacing to the following year so we can tear everything up put the storm water thingies in there yada yada yada my suggestion is this on court F Well Court what's the court next to it for yeah put pickle ball lines on there because and on court five the most southern side of that Court seems to be fairly flat put pickle ball court lines there however the northern ins side one we have to shave down that hump which is just behind that back line or get some orange spray paint so people don't trip over that that is a hazard the other use I think we can use for court five after we paint all the lines which is basic maintenance is a teaching area we have a I heard that our teacher our pro tennis coach is excellent and he brings people thank you have that to be designated almost like a teaching Court we maybe we need to find a pickle ball teacher to put on the other side of the court I do have a question when I was given the tour of the facility and I don't know if I'm going to say this correctly but for one of the tennis leagues us W MBA something okay St here that's a space coast Tennis League no it was the other one us or um USA USA would like to play there oh okay but I'm told I I was told that one of those leagues must have three Courts for them to play I don't know if that's true or not I might have misheard because I'm not the smartest guy in the world the you the court play regularly the women's court on Thursday we need four and the seniors on Mondays we need three and and the three the three number was pulled from the um obviously it desend on depends on the size of your league but the USA required uh a certain number of Courts for a certain size league and for the USA folks that do play on our courts three was okay they wouldn't be able to play on our courts if they there wasn't access to three Courts at a time well that seems pretty promising and I think we need to make sure that we have three courts but more importantly my suggestion is to add the pickle ball what do you call it lines to the south side of court number five update all the painting on all the lines I don't know if powder blue is the right color there are other ways to do it where there're not obnoxious I'm sure I'm not Martha on on the color swatches okay but that's something um that was intended to um when when the plan was just to resurface one of the um activities if you will before we actually painted the lines was to pull our users both tennis and pickle ball and make them come to an agreement on what works for them because there's a lot of different combinations that can be used and with all of their put I figured we could reach a happy medium Molly I think that's an excellent idea however when you gather 700 pickle ball players and 600 tennis players you'll never get an agreement I think what the city needs to do is talk to a national pickle ball group if there's such a thing talk to a national tennis group if there's such a thing we know tennis is going to be white it's like in softball baseball the foul lines are going to be white I think white is standard isn't it cath white is standard I think we need to contact a national pickle ball group and see what they suggest isn't it Jamie isn't it often yellow because the the courts are often blue and the lines are yellow but our courts are not blue they're blue and green okay well I think that's the research that has to happen okay I think that's the research that has to happen and the last time they resurfaced Gustavo actually allowed the users of the courts to to pick their colors and they picked the exact same colors that were there before you said it's done in house well that's pretty stand yeah and and it's in-house uh but we just need to get to that National Organization and find out what the two color choices are I think that makes the most sense and then you're then no one's going to be upset because they pick the pink this other person picked the powder blue okay done deal don't let sorry my fellow citizens back there I appreciate your input uh but I then no one gets hurt no no one's get hurt but most importantly we have to grind down that bump um need more that to that court it's you can't play on it and we cannot even with the ladies teams the sen we only we cannot play on that when it's on five on five correct because when the ball goes into those depressions or hits a bump okay you get a bad hop that's what we call it in baseball you get a bad hop and I agree with you 100% that's why I'm saying that one court that one area should only be used as a teaching area it's still where they the B holes right but on the other side on the other on the Southside we can put pickle ball because that's going to generate revenue and what we in my goal I think when we have our separate business units the C5 Nancy Hansen we don't necessarily want to make a profit and I'm really concerned that you say that where the most expensive cost for pickle ball it cost $3 a day I know kuas is brand new I have not seen those pickle ball courts those are free from what I understand but $3 a day a day not an hour that's basically free okay and if people are complaining about $3 an hour and if you're a senior it's $2 a an hour help me a day a day oh my my team including myself has taken uh tongue lashing over a dollar so say that again myself included but my team has often taken a tongue lashing over a $1 increase on things it's it's a little shocking well I'm not saying increasing I'm just saying that's my perspective it's $3 that's very reasonable um Mr stroby can I ask you a question please when we went through the interview process Yeah you mentioned that some of your and do you play tennis or pickle ball pick okay you mentioned that some of your other teams or friends who come to our courts you said and this is not the exact words or courts or weak okay yeah they they said these are the worst courts that they play on in the in the league that we have okay and where else do you play there's a there are some courts in um Melbourne called Jimmy Moore is it is that a public facility or is okay that's a public park public facility they have tennis courts and pickle ball courts they've all been newly I just want to know where you're playing because I don't want to compare our courts to Mar Lago we're we're now using we're now using the courts over in kowas right the new courts that have just been put in um's some of the other rock rockage yeah they have some courts in rockage as well all right thank you yes you're welcome thank you the research I found is rockage is an excellent facility for a public facility and I got this information from a tennis player but then they also compared it to some country clubs and we're not a country club we're a public facility I think maybe we should look at rockage and see what that is so in the future when we upgrade I'm sorry to take over guys but I think we need to look at that so we can see what what our competition is and what we should get to uh but again my recommendation is I agree with you Molly let's push the $115,000 back a year if we can get the guarantee from our city council and I think we should add 3% on that for inflation that we can get that push back a year however almost immediately I think we should figure out how to Reign the courts how to do proper maintenance on the pickle ball nets whether we just paint them so they don't look so Rusty okay um and take care of that hump which could be um an injury Hazard on court number five and thank you very much for everyone for letting me take this piece and and thank you very much for letting me to do that research I also apologize since we only had a week notice on this due to other scheduling things I could not visit kuis I could not visit I think it's called fee in Melbourne to look at other facilities okay but uh thank you for allowing me to say my piece well I know at one time that there was a big discussion about taking out the shuffle board and putting pickle ball over there and there could be a total of 10 courts put on over there in that space and taken down much of the tree area and in the end that might be the best solution to separate the pickle ball from the tennis and make them uh like I've seen the been the kuas ones um where they can put in better fencing to separate the courts and make the play much more uh amicable to the players so the balls aren't going all over into other courts and all of that kind of stuff so that would be probably ideal um when that could happen I don't know but that would be a conversation for another meeting no what I'm saying is you know there again goes back to what is you know do we um even you know look at what is best shortterm versus what's our long range plan and not make bad decisions in the short term that will tie us into something that isn't wise long term and that conversation can be part of the larger budget conversation that'll start in the spring um what's before the board tonight is whether or not you guys want me to paint the lines on the other courts definitely paint the lines I would say and I liked your idea Brad by saying there's no reason if tennis can't use that furthest south Court five what whatever five six whatever you want to call it yes yeah then you might as well put pickle ball on it because they can play in the south side of it south part of it and just um not use that north side of that court and then so then you're and then you're add in court 4 and paint that as well um and there's always ways to be nice to everybody and uh you know and Marcy does a good job at saying you know these days it's not a app you know it's not available for pickle because we have tennis tournament or Tennis League and on these days you can't do this and that and I don't don't I think that that works out very well um and Marcy Works closely with Missy when there are days that tennis is there to make sure that there are engaging opportunities for pickle ball players to go play at the other facility but it it's too many times have there been where uh there's no Open tennis going on and those extra courts could be used by pickle ball and they're not and so you're really losing Revenue because people don't because I'm not going to sit and play if I have 30 people ahead of me waiting to play so increasing the size uh would increase the revenue key is revenue key is revenue I have a question Molly yes um I I liked your passing idea of a phased approach of redoing all the courts and as I understand from what you said according to the master plan all the courts are going to be in the same place where they are so it's possible to do a phased in where you would do like the first with the first batch of the 115 next year is that what I understand it would be over yeah that could be an option but my question had to do with because you're going to be putting in the the storm drains underneath to help with all the storm water drainage um cuz I know that was part of the whole thing with the whole Civic Hub was to have all these storm water drains can you do that also on a phased in approach or does that have to be done kind of all at once like like when they did the baseball fields you had like when they did the baseball field but you can do that phased in under each of the each section depending upon how much volume termin is needed to help alleviate the downstream issues so yeah that could be faced us started not only on the on the courts getting redone but getting us started on the Storm uh drains and helping with all the storm water waste water yeah and it could give us the option I mean there's there's a lot of different variables that Council will have to look at uh between the phased approach whether they want to put storm water underneath there whether they don't want to put storm water how much storm water they want to put underneath there there's there's a lot of different pieces to it but I think having all of those different options is um a positive and it allows us to to build this space and use this space to the best interest of a a future ready community and it also makes it easier I think budget wise when you take a a bite of the elephant instead of the whole elephant all at once yes and and it would also um do that for future Generations where if something needs to be addressed underneath the courts or they decide uhoh we need more storm water you're looking at reasonably either tearing up brand new courts that are quote unquote perfectly fine tennis courts or um uh just doing it by by section or or waiting 30 years for them to be in the condition they're in now and then go okay let's put some more storm water down there so there's a lot of different um ways that the the larger project can be addressed we're just knowing that there is a larger issue at hand we wanted this board to to help us advise the Council on the thoughts that are being presented here tonight and then advise staff on how to best do the immediate fix that we could possibly do so one of these phases would include addressing the shuffle board and the racket ball courts and the that would be a totally separate project and probably be tied into the Civic Hub or whatever they decide to call that in the future this what we're looking at right now because the Civic Hub has essentially been shelv by Council um what we're looking at now is the immediate issue of maintaining what we have one of the things about a phased approach that I think we need to keep in mind would be the uh extra expectation or or extra responsibility put on staff for a smaller amount of courts that are available while that phase is taking place to try to fit all of the people that are still wanting to play all of the the tennis players and all the pickle Ballers pickle Ballers is that that's how we okay um that that that that would come in whereas if you do it all at one time everybody loses equally it's not on staff to figure that out so just keeping that in mind even as we talk the bandaid would come off and go back on a little quicker okay this could go on for a while we'll have more than one discussion the good thing is it would probably happen like you said Molly over the less used time of the summer yes yeah the the impact of my revenues would be a priority like November through March or and I'd honestly don't know how yall play on these courts in the summertime anyway noty and that dark blue must soak it up just as much as black so are we ready to move on to our next agenda item are you guys going to make a motion I would I would make a motion to uh like I think everyone that has spoken has said we would recommend moving the um CIP to next year to um resurface the the courts or or come up with a new plan new CIP to resurface the courts and take care of take into account whatever we needed to do with storm water drain but um we would recommend that we paint the lines on all the all the available courts repaint the lines is that yes what everybody has heard and said M okay so that would be my motion would would to go ahead uh advise councel this we would agree with Molly's plan to repaint the lines and um move the CIP off of this year's budget to next year's budget when we have a better understanding of what else going to go into that it might be cleaner yep um please give us the clean for the sake of our poor p Community engagement manager slash board secretary now I'm going to have to redo your business cards again um yeah you're going to just have a like an 8 by 12 maybe um I think the one motion could be the advice on the painting and then the next motion could be the um advice to recommend staff what to tell Council about the larger project okay if well I make a motion repainting it's the additional painting what it's not just repainting what's there it's the additional painting also okay I'll make a motion to to request that because it's the city right the city does the painting yes yes it'll be it'll be the city would paint the repaint all of the existing lines of the courts with with the addition of painting the two courts that have been unpainted for pickle ball or or do or should we just say no not not fully that last part say it that way I think way okay adding the additional two courts to be now painted for pickle ball and then we that leaves it up to staff to figure out how they want to do that they do council to reassess for next year um what CIP should be done how invasive it should be should it just be resurfacing or should it be with the in conjunction with storm water drains and then that would go back to uh the city to to figure out and then bring back to council but I would not do the 15 $1,000 CIP to resurface the courts this year if we're going to have to re redo them next year so I would say uh delay the use of the monies that was in the 2425 budget of 115,000 motion is not to execute the CIP but to take it back to planning for uh a reassessment for next year's fiscal uh budget 70 votes in a very long time with a full board and full support for the recreational needs of our of our players thank you all right next thing on the agenda is um updates on the board membership and look at the alternatives for the AL alternative alternate and we've got two we have already interviewed these two women that have applied there was some discussion Molly um last month when you weren't here uh on this whole appointment situation which isn't in this um section two 117 um concerning the fact that they moved at the end of Angela's term which it was that at that point when someone is leaving like that from the end of their term not in the middle of their term because they resigned or whatever uh that the alternate was inserted into that regular spot it doesn't say that that in in this section 2171 that that's the policy so that was some question as to should that be better delineated in this policy in the code and I took I listened to the meeting and the agenda item that's before you now was done with the help of the city clerk and there's nothing prohibiting that from taking because they've already the only requirements are you can't be a felon you have to follow the application process you must be interviewed by the board that you are going to be appointed to or possibly appointed to and then the final um well that you have to be recommended by said board after the interview and then the final step in the process is for the interview before councel and that was not not done with the alternate that was inserted into the open space they were not interviewed by councel they were interviewed by Council when they were appointed to be an alternate the alternates were in interviewed and appointed by Council and that is reflected in resolution 20 202 24-12 um number o yeah yeah yeah well no I I guess I I just felt it was a little unclear in here is if that is always going to be the process fine but it's not delineated that that is the process so if you have alternates and someone's term is up um then automatically that cuts out anybody else from applying to to that spot you're just going to take the next alternate versus if there's an opening because someone's term is up and they're not returning or they're not eligible to return should that spot not be opened up to anyone who now wishes to to come to come on to the board because basically when that occurred with her Angela leaving because it's the end of her term you could have had other people applicants come now you would say well we didn't but it wasn't advertised that there was an opening so no one knew that would be something for city council and the City attorney to delineate more in the code and that was why what I kind of brought up last time is I think I if we're lucky enough to have people who want to be on boards and that you do have the opportunity that you have alternates or more people wanting to be on a board then you can take then everyone should be given an equal opportunity to apply for an actual three-year opening on the board not just say well this person's been an alternate so they get it next well the alternates are pointed to threeyear terms as well I know but what I'm saying is because we all aren't on the three same three-year cycle correct so if next year I don't come back then that doesn't mean that in whenever my term is up I don't know October let's just pretend like Angela was and I was wasn't coming back that doesn't mean that just Jim should just get it because he happens to be the alternate when maybe somebody else is out there saying I would like to serve but I didn't know that there was an opening becoming available are you making a motion that you would like staff to direct the city clerk's office and the City attorney to update the code to be more specific that I mean I guess that's questioning is is that where it should be like they should update the this statute to say code would need to be updated the uniform code of procedures and requirements which was attached right um if you've really dug into our code um codes are intended to be as Broad and as applicable as possible but once a person has already been vetted through all of the processes it would be the most sufficient for the alternate who's been sitting in on meetings who has already been vetted and completed the process to be appointed to that vacancy should an alternate appear if an alternate isn't available like for instance we're the only board that has alternates um then they would have to go back to What's called the active application file um which is also applicants are held for 3 years um so if You' like to make a motion to direct staff to have the clerk's office and the City attorney review the code for their recommended changes for councel um you can make a motion and have that voted on well I guess I just was curious because it's not really well delineated in here maybe it never had to be delineated because this was never an issue before but I would hate to I guess I just want to make it more fair and Equitable to anyone who wishes to participate and not have anybody feel like they're not being allowed um to be seen and heard and apply um like it's kind of almost like you know if you don't stay real current on who's coming and going how would you even know to put in an application and I people can put in applications at any time I know but what I've said is that I've heard from people okay that they didn't know that there was an opening and they didn't apply because they didn't know but they wanted to and then it was filled they should submit an application anyway and it will be retained for 3 years and they'll be contact maybe that needs to be more more widely advertised if that's should I say um that people aren't aware of that I I just don't want people I just don't want to lose any good people well you have the opportunity right now where you've interviewed two applicants and these are the only two current applicants that we have with interest in this board um you have the opportunity now to make them an alternate for the next three years um as part of this item before that can I ask one clarifying question um if an alternate comes on and and fills a active board member spot um would you would they maintain their 3 years from when they became an alternate and then they would roll off or would they fill that spot for the duration of that person whatever the person stepping off is the duration of the person they're replacing that is delineated in the policy yes okay um okay so you can either not appoint a second alternate or you can see if recommend one of the other two people that have already been interviewed or you can tell us to go back out for applicant for this dis position now I know last time Joel you had kind of said we should not you know we should leave that second alternate open um it it doesn't really say in the m i can't I kind of sort of remember the conversation but not fully um I was uh making that recommendation so that Molly could do what she did and gather some of the um some of the information for us I think that we could might decision or my recommendation would be different now um and the only thing that I was thinking you talked about it not being fair that people may not know that a position is available I think also it may not be fair to the people that have been coming as alternates over and over and over to and and really sacrifice time and effort so like Fair would be an interesting word there well I guess it's I guess maybe I look at it more like um anybody who wants to pursue for an appointment or an or position it should be fair and open to everybody who wants to participate it is all so you know so if you've been an alternate then you have that in on your resume saying I've been here uh Council and I've been here for three years as an alternate and I you know I I would like this position because I have but you know um um versus you know what if it was an alternate who never came doesn't know anything that's going on in the board and then you have someone else who comes in and is a very good candidate it shouldn't just be given to the Alternet because they happened to have their name there but never didn't really didn't appear to be interested in the workings of what was going on on whatever board it is that they're on oh that's all I'm saying board alternates are held to the same standards as all of you the only difference is that they can't vote unless one of you aren't here so that includes attendance yeah I didn't see that either so that was why I'm like H I don't know if some of this uh needs to be somewhat buttoned up but one of the things we were considering too was when people put in their applications and we considered that as part of the criteria did we not that when you put in your application um you know that helped break ties and helped make decisions as far as you know who was going to be considered first second third that type of thing based on when they put in their application yeah well that was our decision to use that as a tiebreaking tool that that's not delineated in the statute and thankfully we had that as an option for a tiebreaking tool because the code can never address every variable that might come up I don't think codes can address every little thing that's going to come up and it's good that it can be General enough that we were able to do an option like that our own option and I think that's what codes are supposed to do have enough of a structure to work within it but does not have to detail every single solitary detail MH well well I agree with that too just that I was surprised to see that without any input from the board here that a person was seated in Angela spot but the board did have input when we approved the alternates right but the you know I guess I did and because when I read through the statute then I'm like well nothing says that the alternate is automatically um inserted into a the end of someone's term versus into the middle of someone resigning that was all and I thought if that's the way it works well then that's fine I don't have a problem with that but does that need to be delineated in the code so that there is nobody complaining that stuff's going on that shouldn't go on because it's not in the code that's all I'm saying so we'll wait for a motion on what you guys want to do about that I don't exactly even know how that would be uh um well so the board can take one of so the the question on the table is the board may take one of the following actions regarding this vacancy recommend a previously interviewed candidate to fill the position direct staff to solid a new new applicants to fill the position or leave the position of second alternate vacant and then you could make a second motion if you decided to to have staff work with the city attorney and the clerk's office and city council to amend the code I would like to make a motion that we keep the current board members as they are we leave the members on the board as they [Music] are they've already been installed oh okay you're getting to a point yeah roll call I'm not sure exactly what the motion is just leave everything as it is leave everything the first alternate with the people that is currently on the board on the board so there is no animosity and then I'll make a second motion that that motion doesn't it does not okay I withdraw that is we leave the second alternate open until there is a unfinished term and then the first or alter alternate person could finish that term and then we open it up at the end of the term that's how it should work we're all here we all have our terms if at the end of our term then it's open it's an open interviewed process and if we have an alternative person that's been coming to all our meetings that's resume as you stated okay but it has to be an open interview process to be fair however if one of us moves or gets promoted we have an alternate to fill in that position and that's how it should work and just leave the second alternate open right now if for some reason two people resign then we have an open interview then you have an open interview I think that's how our codes are working possibly it's the second alternate piece that became there a second so make your make that again I have it don't worry you got it you want to read back kind of what you you took away from that then leave second alternate open until unfurnished temp uh term then new alternate takes open for two new alternates shorthand I'm sorry I just what we would be doing at that point is we would be trying to change the code as it is currently written because it says that we can appoint two alternates which we did and so this is uh a change of practice I don't say that because all we're saying is we've used one of the two alternates and we're just choosing not to not to get it not not to fill that open spot at this point we did pick so it's not changing code it's just saying that we're not going to fill the second alternate now but somebody but later on this same board could decide to fill the second alternate if we have no alternates let's look at it like this this is what all right I I got it I'm just trying to make sure that we're not changing we're not going against code right so okay yeah what he proposed is not go against code you still have one person on the bench just in case somebody has to drop out um and then when we have no more on the next thing we have on here is Staff reports John yes ma'am um we are coming into the holiday season which is the busiest time for our department so we've got a lot of uh and I'll let Molly speak more specifically to some of these things but we've got the uh Friday Fest obviously coming up and this year we're incorporating the holiday in the city event with the Friday Fest so hold your hats see how this goes but uh so we're prepping for that then there's a good bit of prep going into it um so we've got the S Piper Park Brad was kind enough to uh make a notice of a couple of Limbs over there branches that needed to be taken off and so Molly contacted our arist and he already had it on his list it was taken care of quickly um and in regard to that we're prepping the uh actually just finished prepping the area um to have a a new load of mulch put in back there uh and also when we come back from the holidays we're getting the two larger lights um the I think they're 8ot tall um we're going to have those installed so that will be that part of the upgrade for the park until we move into the next CIP round hopefully and start replacing uh that old equipment in there uh baseball wraps up um the end of this month so I've been in contact quite a bit with the new board members especially the president very proactive uh it's a good transition uh Joel uh I'm very happy that it was a lot like working with you guys but uh yeah Miss crimple is uh she's on the ball so we just got the last load of brand new load of uh infield clay in that's done uh and I believe in December the third week of December right before Christmas they're going to start doing something over there I guess registrations um and then we'll be back ready to start in the spring but we've got everything is new there um we've got new employees that are more versed in um the trades Electrical uh HVAC Plumbing so we're were able to do a lot more than we have been in the past or to get to it quicker I should say um we have the CIP project for the uh light Replacements over in Manatee Sanctuary Park we're going to start as soon as we come back from Thanksgiving with uh a meeting with me Molly and public works on getting the quotes going for the new lights out there and that is pretty much it for me right now um I have a question yes maam um was there any decision made regarding um adding a batting cage to that Little League field we're talking about it we just you know it was just this last month that was bought up but everybody still on the agenda well everybody that I've discussed it with likes it it's just a question of where and where the money is going to come from right okay great yeah that that would have to be a budgeted expense so you ready for me all right so he touched on a couple things obviously uh the new maintenance staff and we are currently interviewing for number three which would be um also a first for our department for the longest time um uh our only maintenance person was Ian um I believe uh our second maintenance person was granted to us around 2019 and um 27 Acres three brick and mortar facilities and daily popup emergencies uh one person was certainly not enough two barely covered the bill and were're very excited to do three so um especially since uh the state hasn't been able to um find a way to bring back their trustee program for the those that are new to this conversation um the city relied very very heavily on the state's um prisoner trustee system to do a ton of things around the city and after covid they couldn't get that program off the ground again I don't know whether it was funding on their side or um just logistical or they just didn't want to deal with it anymore because there's a lot of liability involved when you have people that have been incar erated and now you're taking them out to parks and public spaces and stuff like that so there's a lot of moving pieces and that that program never came back so for those that have noticed that certain maintenance things around the city haven't been as uh promptly addressed as they were in the past it's because all of that work has now fallen onto my small maintenance team which is now about to be a maintenance team of three and infrastructure maintenance um so that was very impactful for our city and I think for a lot of other cities and municipalities that relied on that that program and until something like that comes back it will be staff and volunteers local volunteers that really get these things done so having that is um is just an absolute blessing and I'm very grateful to the council for realizing that need uh the second new staff member we have is a part-time uh facilities and programs uh assistant for am Lee over at the cape Center she is no longer lonely and talking to volleyballs so um that will that and your approval of the um the the blanket policy document for the cape Center thank you for that by the way um that is untying our hands on a lot of things and we're already getting the ball rolling on uh getting some more programs in there and hopefully building some Revenue generating items and uh flushing out a lot more of our our exhibitions we have a new exhibit that's actually being installed as we speak that is fantastic um and I look forward to am Le having the support of this new staff member so that I can work on the help work on the history side of it because that's I'm I'm I'm a I'm a key in the Cog as well too so um with this new staff member it will allow us to expand the hours of the cape Center to include Saturdays which is really important for people to be able to access things um as many retired Ares and service industry folks as we have with flexible schedules in our community not everybody can do things Monday through Friday um and I relate to that because I am one of those people so um we look forward to Bringing on Saturdays in the new year and we'll be announcing that um announcing the that formally in the weekly update and and I'll let this board know as well when we do make that expansion um we are still working on the revamped sculpture program uh a lot of moving pieces in that especially since the uh the original plan B involved Veterans Memorial Park now we see what that Park can be used for we see some of the limitations in moving things when it comes to trees um for those who weren't able to attend our veteran ceremony uh Valor is the name of our tree and it was very very well received um we have installed the fence around it to protect it um and uh the day we went over to um do our final walkthrough before veterans parade uh we do have a little resident living in the tree um he wasn't happy that I was taking his photo uh but I gave him the backup name of Commander um and he's uh a well I shouldn't say he it could have been a she with how angry she was or it was when I was taking pictures because it could have been a mama protecting a nest so we have a a living safe habitat for our uh furry possum friends um for the little free libraries and little free pantries update couple different things are happening with that we will be removing the remaining little free little free pantries in the coming weeks I have a meeting with Community Development um they've had a lot of changes and got a bunch of new staff recently so it took me a little bit to get a calendar date to sit down with them because they will be assisting me in updating the code that is prohibitive of uh unstaffed nonp perishable personal item donation boxes which obviously they're not talking about little free libraries when they created that code but unfortunately it kind of meets the definition so they're going to help me with the code AS to um offsetting the loss of the little free pantries we have a working relationship with Christ Lutheran across the the street they have a Food Bank that's open a couple times a month and one of the things that we wanted to uh work with them on is they are always accepting donations we always encourage people that do reach out about the little free pantries like hey where'd the little free Pantry go like oh well we can't have that out there anymore so if you could you could drop off donations of all kinds whether it be food or toiletries um non- perishable and non-expired you do have to say that frequently um um to them directly but we were also going to do quarterly food drives and food and uh toiletry drives to help use our hight traffic areas like the community center and our events to give them a little boost because not everybody's going to say oh let's pack up a bag of groceries and take it to the church today so they might take it to to somewhere more convenient and that will allow us to load it up and get it to them in a timely manner to offer um especially as uh if you're trying to do food drives what about something like if you bring a non-p perishable food item you can play pickle ball for free today that's one of the considerations and there was also some considerations on um the months that the city hosts a beer booth for a u complimentary beverage for a donation of a bag of groceries so um there's a couple different options we can get but one of the things we noticed is that this is a very generous community and all you have to do is ask and how often that that food bank is that Christ Lutheran is open it's for food once a month or twice every is it every other Thursday I think it's every other Thursday and they always post it on their their Marque yes so one of the the strategies that we were we were hoping to help get the word out there because a lot of the people that would be frequenting these little free pantries may not necessarily be in the loop they're not may not be on social media they may not be visiting Council meetings may not be coming to our meetings so we would um our plan is until we do remove them to post the schedule for them so that they are aware of that and um with any other opportunities for those aren aware our library every Wednesday does what's called a community day and it's an opportunity for residents or non-residents or people with housing situations or other um financial needs to to go to the library and speak with people that can help them get enrolled in snap that can help them find Housing Solutions it's almost like the uh like 211 in person so um that's a a wonderful service and that's something that we can help help support uh folks on that as well um oh this is a fun one so I was approved to take a Parks and Rec Master planning certificate course um at the beginning of of the fiscal year so I'm started that I'm about halfway through um I I love taking these uh courses and these different cert certificate um training opportunities because I use the assignments in these classes to actually build things we use um for those that don't know the cape Center logo was actually part of my master's degree program so that I I I use everything that that the city tries to help me with I I immediately turn it back and I give it right back into into my work so um one of the things that has come up with other departments is the city's comprehensive plan obviously Parks and Recreation fits in there I believe we're chapter six um I do not know how much involvement previous uh generations of directors have had in being part of that master plan but I'm excited to take what I'm learning in this course and not only apply it to working with this board because I'm pretty sure sure that this board has never had any direct input into that master plan and to work on a fullon uh strategic master plan for our Parks and Recreation system as a department and having the information from that lend to the comprehensive plan for the city so I'm very excited to be part of that so if I get homework you get homework so um and yeah that's about all I have any any questions anything I missed oh um no that was last month you took care of that what's that the uh the thank yous for the people that assisted with trunk Retreat yeah all right I just want to add one thing so the vet parade was awesome and the turnout was very good and I just can the first continue that because it was very well received in the community and everyone who attended thank you that was all um Jose pierto PTO pierto um like any um nonprofit organization it's very difficult to Rally volunteers it's very difficult to get everybody on the same page at the same time it's ever difficult to get commitment so uh not withstanding the many people that you did see volunteering that day Jose made that event happen we just gave him the space to do it and um the means to do it as safely as possible so I thought it was very successful um there wasn't a whole lot of cleanup that was my main concern was please please tell them not to throw things out of their cars um and and they were very CU you don't think about that until you're the person that has to sweep the streets that's why we didn't invite the horse folks either so um it was a a good experience for us um Amy had to attended my stud the um I call it postmortem I think that's the the uh after after action the yeah the archaeologists use different terms uh the after Action meeting over at the VFW and so uh we'll be starting the planning process a little bit earlier next year there might be some tweaks but overall I think everybody was very happy very excited and it's definitely especially for Community like ours it's so important to honor our veterans and give them give them their moment in the sunshine So yeah thank you Clarity you said you had a maintenance position open yes and do you have any positions at C5 right now yes a recreation leader position okay and then you have a position at the cape or that one's already been that's been filled okay thankfully thanks can I ask a question about cleaning the buildings mhm like at the Comm at the community center do we is there a cleaning crew that cleans in there no that is all done by Between the maintenance staff and the staff that works at the building has that always been the case no we um when we first opened the building I inherited the department and subsequently that building mid stride about 2 months before it actually was ready to open and at the time the previous director had allotted for um well obviously we were kind of under staff to begin with um even without that building so he had budgeted for a cleaning service and they were awful they were Beyond awful not only did they not show up um I had John uh at his facil well he was watching the the C5 I had Marcy timing the folks when they were coming in uh to the Nancy Hansen they were not performing um as they should and we even had one instance where and my mom was a nurse there was a couple times where I had to go to work with her but we actually had one of their um employees bring their child to work children CH sorry children to work and they didn't do what my mother did which you know set me in the corner with a book and be quiet she actually had them cleaning and so that's when we pulled the plug we pulled the plug on that immediately and when we looked for other um other companies uh we found that a we got what we paid for and B everybody else was double so uh hence the third maintenance person to help with the cleaning okay so that that other that person will be helping assisting with the cleaning of the buildings yes okay all of them because we also have our Parks as well when you said maintenance I wasn't sure exactly what they did we yeah so the the maintenance crew handles the uh restrooms at Manatee uh Sanctuary Park and Banana River and the uh restrooms over at the baseball field and then staff for the individual uh facilities handles a clean in house themselves with the support of Maintenance when needed okay anything else do have a motion to adjourn I
