same sign car uh moves us to visitor presentation tonight we have Carver County here and we're going to talk about uh 82nd Street and Highway 5 projects Pi her away whoever please introduce yourself right good evening I'm Eric Johnson I am uh cver County's program manager for the Arboretum area improvements um so yes as you said tonight we want to do a quick update on the many projects we have going on over the next 12 months we're going to be all the projects that are on this slide I know it's hard to see but all those different shaded roadways are going to be under construction over $150 million invested next slide please uh tonight I'm going to cover an update on 82nd Street uh and Dan then is going to follow me and cover Highway 5 uh before I move on I just also want to point out a couple other projects that are in the vicinity that are also being developed for construction uh next year so in Victoria Highway 5 and 11 uh the blue Highlight project uh that's going to build a roundabout by the Dairy Queen and build Highway 5 to its ultimate width um also the intersection with the circle that's the 11 leg South that's the signal in downtown Victoria we're going to modify some of the geometry there to make that signal work more efficiently uh that will also help with the construction detouring that's happening through the area uh those two projects are being led by the city of Victoria and then on the east side there's a purple that's Crimson Bay Road that's a city of Chanhassen project to move access from Highway 5 and tie that roadway in the local Street network uh clearing the way for the larger project also working in partnership with the University of Minnesota and Minnesota Landscape Arboretum uh during these projects there're ALS going to move their primary access from where it is today West to oppos minowa Parkway that's the summer um upcoming summer or is this 2026 26 27 uh for Highway 5 and the University's project um next slide please so focusing in on 82nd Street um today that is a uh Missing Link in the County highway system uh it's a gravel road of course the project would pave that road and uh realign the eastern part of it uh to connect in with Lyman to the east so that's roughly 2 miles of roadway once that Road's completed it would we would expect it to carry 4 to 6,000 cars a day uh just with the Community Connection it provides between Victoria chasa Chanhassen this road way will also serve a very important route for local connectivity when the bigger project is under construction to help folks get around between the communities and again Dan's going to talk more about that tonight but that certainly is is one of the reasons why we're trying to build this first so again construction will be completed in 2025 on 82nd Street um and I just want to point out we're going to build a roundabout on the west side at Bavaria Road uh this will have a continuous Trail on the North side and uh it will be designed to a 40 mph two-lane Urban roadway roadway is also going to undergo a a name change so we all know it as 82nd Street it will be County Highway 18 upon completion and it's also going to be renamed to Lyman Boulevard on continuation of Lyman Boulevard next slide please here's a little closer view on the west side of the project this is uh at varia Road uh so we have a proposed single Lane roundabout and that um you know that will safely and efficiently serve today's traffic and traffic of the future next slide please and on the Ravine side on the east side of the project here um we're building a new bridge three- span bridge and underneath there we're going to reopen that Ravine so there was some fill place in there long ago um the creek got piped uh we're going to open that back up and have a natural Channel flow and restore the trail underneath as well and that bridge is going to be about 50 ft above the creek when it's all all done so we're going from the East side and going up to the West next slide please and where we're at today um the project is the design is complete um there's still some outstanding property acquisition that team's working on it's in condemnation we have the lands needed uh to construct the project from the property owners we are still working on final details with the University of Minnesota uh Minnesota Landscape arbm to get the land agreements for the impacts to the ARB set close a little bit of work is going to start this fall with some of the tree clearing with the the rusty patch bumblebee that's on the screen we've talked about that before um all of these projects are in that habitat area so we need to uh conduct tree clearing in November we have a window in November and a window in March and uh we also have to disturb the ground uh this fall uh so the bee doesn't come back next spring in our constru construction zone so some some special permitting requirements so you're going to see a little work out there this fall in the winter uh next slide please so 2025 is the big construction year for this project uh most of the roadway will be built under traffic and uh so we'll maintain uh access to the homes throughout the project but they'll at times people have to come from the east or the West depending on where the Works happening uh when we construct the roundabout uh the road will be closed the varia road will also be closed and so on the graphic here on the screen the purple that's the detour route uh that will be in place from roughly July to August next slide please I wanted to point out that July through August so there's a lot of projects happening next year and there are three roundabout projects that are happening in in in this area so um the project we were just looking at that's the yellow yellow bubble again we want to uh plan that closure for July through August because the detour route runs right through the marsh Lake Road roundabout so we want to get that roundabout built first so that's April to June time frame get that opened up and then we can uh focus on the Bavaria Road roundabout the other roundabout on the screen is the the green one that's that downtown uh the Victoria Downtown 511 project that will happen later in the summer pause for a second Matt I know we're we're doing resurfacing on Bavaria this upcoming summer uh We've reconsidered that okay it's probably makes a lot of sense yeah we once we started looking at uh um just everything that's happening if we went in and tried to reserve Bavaria it it just it'd be terrible so we're going to do it but but we're going to hold off until they get done with this stuff we're not going to do it next year we're gonna hold off and do it the next year okay so you're not doing like a portion somewhere else and waiting okay speaking of projects like there's a the angler angler Boulevard project when is that supposed to happen relative to these same time same time right so same same so I guess like the question being is that you know it's not trying to look at it as like these pocketed things but for people who live in the community are trying to get around it's like how do I get there because it's like oh if engler's closed I'm going to take this other route oh wait that roundabout is being cons you know reconstructs I can't go that way we need to have like a bigger picture plan of what's going on because residen get super frustrated especially otherwise you're going to go west or people coming from West into chasa they're going to get really really frustrated about with that because they're not going to understand there's a bigger picture of different things happening and what the staging is so what's our plan around that right uh nope great point that uh you're right the team all the the team with all the cities menot the county we've been working on some more graphics and that's kind of what led us this is a little snapshot of that what's happening each year and you're right that's not highlighted on this map but um we're working on some more graphics and uh Communications that are going to continuously be shared with the public as we go um and some of that coordination like like Matt was just saying too has resulted in the changing of program years uh I know the Count's moved around multiple things as well uh as we're considering detour routes and even coordinating um how we sign routes so we don't have competing detours happening at the same time we've been talking about that as project Partners as well um is this this looking at this timeline is this the same contractor doing all three of those roundabouts all three separate projects we don't know yet yeah we haven't bid any of them yet I I mean we we bid a second street right you talk about that yeah I I well that's what I was wondering I mean is it the idea that it's the same contractor or you just bid it out individually and if it turns out they bid all all of them they bid all of them all right get them all I should say okay right with conditions on the closure timing with those coordination conditions in the contract so um we don't end up so we build things as we have them planned I guess in sequentially yeah unfortunately the the blue and the green both have Federal money so they have to be individual it' be nice to have one package for all of them but we can't do that I guess so my request be at some point in the near future is it possible to get like one map of like all of the Cy's construction for 2025 on there morning okay an interactive typ map Lon why don't you turn that mic over there so it's picking you up otherwise they people can't hear that thank you so we're working on Eric mentioned an interactive map with all the projects so you can turn years on and off you can see routes you know I mean it's there so much going on we've heard the same thing and and do we know if like any you know do we know if any um mot projects are also happening that would be in like you know likewise during that same time frame that doesn't do any projects of cities and counties might be a state it be one of us doing it yeah but I guess like anything that yeah but these are pretty much State yeah projects I mean there is one project I think it's 25 and it's going to be a Highway uh 212 um five area in Eden Prairie so uh pavement project pavement preservation project next summer but out here in our view area I'm not aware of any but we'll have all their projects on the same the same app we can collect that data from them excellent great thank for anybody wondering who speaking that's Lyndon robj he's our County engineer uh next slide please uh so we w we ended up with a $23 million project here uh as lynon said bids have been in and a contract's been awarded SM henches uh same contract who did downtown 41 you got it yep uh there there is no City casare in this funding package so uh if you recall a few years ago a couple years ago we got a total of $10 million in state funds to help help out the local share here um so um let see we also have the county has HDR under contract to do construction Communications so those Communications are going to continue and updates to the public and the neighbors will continue and the County's working on a contract right now with PE services to provide the contract administration of this project um and my next slide here is my last slide and I know this is coming up later on consent agenda but um with the project here we are asking for approval of the uh joint Powers agreement uh for this project this first time we've ever had a joint Powers agreement where we don't owe you anything just think of that we time it's a good one just cooperation thank you thanks hello we go next slide Dan lanis balen M consultant project manager here working for car County I'm going to walk through the other side of this with the highway 5 ARB burum area improvements tell you a little bit about the staging and answer some of your questions as far as uh what's going on in the area because that's all part of the staging plan next slide okay so this this is along the lines of what you're asking well what's going on in the area and how does it all tie together um the reason why it's also related to the staging is I view this as stage one of of the project that we're referring to here it's not part of the project it's not bid with the job but a lot of planning has gone into what you're seeing here uh to align with the highway five effort that we're talking about here the the most important thing here is when we close down Highway 5 there's been a lot of concern of where's all this traffic going to go and so a tremendous amount of energy has gone into building up the the roadway system surrounding Highway 5 and uh 41 such that the diversion routes are are well equipped to handle it and there isn't concurrent construction at that time such that we were quite frankly locked up on all the roadways at the same time so this I view is stage one and the projects were deliberately programmed in 25 to prepare for what you're about to see in 26 and 27 so it's uh again not bid with the project but these are other projects that are going on in the area that are uh well programmed to be completed by the time we get into some of the signific ific an impacts so 41 and five and the next slide here you can see what's in solid yellow is really what I'd consider to be phase one of the highway five area improvements it's a focus on Highway 41 and five and uh the north south route to Rolling Acres Road and Bavaria road so the idea is trying to build these north south routes uh in in year one so this is 26 and I'm going to detail this out uh for you shortly but it's the whole principle here is trying to get these major intersections and north south routes completed in this first year in anticipation for Highway 5 being closed the next year you can see how much yellow disappeared on this on this slide everything was programmed for 25 in anticipation for some of these major improvements in 26 and this is the big uh Big Year as we had it phased out it was not known at the time as to whether or not five was going to be closing in in 26 or 27 uh that was always a assumed to be 26 when a lot of this work was programmed out in the area but through a lot of staging alternative evaluations here it was determined that we could probably best serve the area by running um all energy towards the north south routes uh in the 26 Season and keeping Highway 5 open uh for for that whole year and focusing on um Highway 5 and 27 so it's gotten it's gotten down to a single year of closure on Highway five I'll show you how that works okay okay so you you get probably your question answered in the details here and so um that's just the big picture for sequencing here but if you get into the staging approach when you start a staging project you start uh looking at the different ways we can do it and there was a lot of different ways we could do it but we did ask some questions uh to the public in various open houses and uh we we took some notes and uh had some ideas and ultimately here's a little bit of what what we heard and what we did so we had a lot of a lot of comments on uh you know the duration let's condense this down as as much as possible um we had a three-year project originally programmed this was by by duration uh without we'll say an accelerated approach to this this is a three-year project most practically speaking um it was Consolidated to two years and then there was also the concern of can we consolidate the closure periods and and get Highway 5 down to a single year that was also a significant effort to try and see how could we actually build this with Highway 5 being closed only for a single single construction year and so that was one of the things that uh we started with is all right can we do three years in two and then uh provide reasonable alternatives for locals to your comment where else you're going to go during construction 82nd Street was of course programmed the year ahead of time um minimize downtown construction duration and impact so the East End of Highway 5 in Victoria is a big concern for the city of Victoria was uh consolidated to to one season and uh is tied to the the Eastern or tied to the beginning half of 27 other projects other uh plan plan out the region not just the project and then uh reduce Highway five closure we've talked about and then of course bike and ped facilities which will show you that uh we've actually maintained the Trail routs as well through the region some uh pad and bike detours so this is one thing to take in when you're looking at this project is there's official detours and then there's local routes that are to be expected it's hard to differentiate when you're looking at the maps it's it's it's um probably not intuitive to think about a local detour differently than a regional detour but it's it's important to differentiate that the official detours are going to be what you see on the screen here this is where we're going to be Advanced on Highway 5 noting highway closed five miles ahead 10 miles ahead that's where traffic is going to be officially routed to to divert knowing that the highway is going to be closed uh ahead that being said most people are going to know it's not going to be closed uh for a while and they're going to know the routes and they're going to get into Victoria which is why we get into these local local alternative routes so I'll show you what we mean by local Road options so anyone driving into into Victoria is is is going to start Victoria area and uh through 41 they're going to start to see these um these local Road options now what we're looking at right here is the first phase so in in the beginning of 26 uh we're looking at 41 and Bavaria Road being closed and again we're focusing on the north south SE segments of the the the highway um to try and build build those uh those routes for when five is closed and um and keep that keep that system operating well um so north side of 41 would be closed in this phase April through June and then the south side of um south side of highway 5 b VAR would be closed the idea here is when 41 is closed Rolling Acres is open so that was also deliberate topic there was there's some options that had Rolling Acres and 41 clothes at the same time thought the Alternatives would be pretty rough and so uh that was specifically staged to make sure that Rolling Acres or 41 North of five was was an option uh while while the other was construction so what's happening from 82nd Street to five are they rebuilding that road I mean isn't that 82nd Street to Highway 5 that's very yeah I know they're putting a roundabout in there no no I know that but it's just that it's widening in a Mill and overlay in in segments North going to five between 82nd Street and Highway five it's Trail and some Mill and overlay widening it's not a very long uh project but it's I didn't know that that I thought we were always north of five I didn't realize we were doing that segment south of it's it's tied down from the intersection a Mill and overlay and trail and I get it cuz the roundabout there is you you're going to go so far and you're going to go but I I just okay that's fine that's why it's a short I know that Trail's always been that connection Trail's always been talked about for the last 10 years you know so yeah I'm trying to remember does our trail go right up to 82nd yeah that's missing link they then you can get right up to the Minnesota then you can get across and go to the the Regional Trail yeah yeah putting on pass there too know that rolling ACR Rolling Acres yeah yeah you you you got of there there's too many bikes on there and there's that because it's marked as a crosswalk but it's not a crosswalk so the bikers are flying through there and a good Sunday morning for me no we both go to church at the church right there you come out and there's all kinds of bikers and stuff going across it's bus yeah there's going to be a lot of instruction by them too seen that we were just questioning what that was but round roundabout yeah the next slide here flip it the next one here is going to be what you're referring to um it's reconstructive Rolling Acres Road that is where the majority of the work is happening that's middle of the summer uh that's that is going to be a hard Clos Ure is just going to be like a local Street reconstruction Clos at either end access to local traffic only that's going to be a hard closure but again you'll see that 41 North to five is uh constructed at that time so there's an alternate route going north and south up to seven um what you can expect this year though is Highway five and 41 is is going to be slow that's going to be stage construction at this point and so expect delays and we're going to try and get the message out that is definitely not going to be operating as it as it does today it's going to be half of the time construction uh there's going to be signal timing limitations because of Lane restrictions there's definitely going to be delays through this intersection uh this year even though Highway five is open so rolling ACR and seven according to that you're not going to do anything with that intersection no not not permanent at this point future project but we oh cuz that's such a weird intersection there I I just assume when we're doing that thought that was going all the way to seven yeah our proposal is a big roundabout there too but we couldn't chew off that much why all oh it isn't J down car but doing a safety study of the whole Corridor and they will be programming intersection improvements along the whole including that so we kind of we're kind of waiting for them to catch up and then uh we'll help them I think build that but it's going to be a few years so is the county going to manage that project hopefully not but maybe the intersection of Rolling Acres but not the whole corrid right right good all right so this is going to be the summer of uh of 26 again five will five will be delayed at 41 but uh it's going to be open to traffic you'll see activity on either side of the road might be building some walls things of that nature but the high will be largely unimpacted and uh then we get into the South half of FL 41 where there is a hard closure that point to fill to build the South half of the intersection and there would be a local local route and again this may not be the official detour there might be a high with 41 closed X Miles Ahead way back at 212 but we would see a lot of local diversion here um at this point so uh again the difference between local local routing and our official vour that segment been rebuilt before it's not just a reconstruct it's widening uh for the brand new intersection didn't that just get done talking about 41 yeah that was the P tunnel put in the big tunnel well I know wasn't didn't some of this get widened out the same time just hate the S seeing 41 closed again I mean now you're talking it's going to close again next year it's going to close 26 again Jesus it just I don't know why the I mean I get it we're growing but Jesus 41 is just so this is going to be August endid off and redo 41 completely and I don't have to do it anymore I get it it's funding there there's really no way around it there's a lot of widening that's going in there it's it's gonna end up being closed it would be very problematic to try and do some of that work uh without without a closure but comment noted if there's any options here we'll we'll certainly if we had somebody on Tab that could yeah no well tab hasn't seen this yet I said all out sorry we did have a project that was a much skinnier version1 we had very in intersection Des yeah because I like I said I didn't know about this closure wouldn't approve that so they won traditional double left turn Lings the Rolling Acres in that that's all been through tab that's all yeah so is the 41 right that intersection five intersection just got funded but I didn't know that it was going all the way down to yeah 87 whatever the heck that is yeah it it's largely a tie down from the intersection is what it is it uh we're not really differentiating the um the type of work here just that there's be a segment quos so any questions on year one that's 2026 here in the comments as we go so if there's any questions on 26 feel free to let me know so where's that is that the sa turn where the detour goes around and then goes by the industrial which for me Pitch to pitch Sherman Williams williamsman Williams is it's that's how you get there basically a US Bank in the I have a question you exit the arum um certain points in the day it's really qu take a left so you end up having to take a right and then make a like a u-turn at the light but it looks like there will be a lot of construction expect delays there is that still a possibility for people or is that going to be a struggle um as far as the the U-turn it's a good comment I it's something it's something we'll have to consider you have to because there's it's it's a huge safety risk you take your life in your hands every time take a try to take a left on IE 5 after 2 o'clock in the after afternoon at that entrance yeah no it's it's a good comment it's it's something we'll want to talk about with our staging team uh because that intersection has being built half at a time so whether or not that U-turn movement is at all impeded that's that's something that would be but traffic would be slower because it's all under construction so that'll help some yeah yeah I mean it's during peak hours I would expect to L yes but uh yeah we'll we'll take a look at that turning movement uh understanding that that is going to continue yeah especially like in November they're going to have the or October they block you don't even have the ability to take a left hand yeah they push you out to the right yeah they get the patrol out there and they're yep do move over to to uh can't think of signal huh minta why don't they just but I'm saying why don't they do it now that's not an effect of the roadway and then that takes care of that issue right there you have to build the signal on all the widening on Highway's already there at rolling but they don't directly they're like oh on a temporary basis you're saying because yeah it's a temporary I mean that whole I mean going to do it the road the road isn't far from being completed to be able to do that now something to think about actually I would about it makes more sense you already I mean you already have the light at at minow Parkway just go do it they're going to do it anyways yeah we have to we'd have to close off we'd have to close off the Eastern access turn that into an an exit only and then that's the plan I mean that's the ultimate plan anyways you'd have to advance build part of Highway five yeah responsible for building the interior stuff in Arab bitum does Arab bitum do that or okay they got more money than God and I mean are they I mean are they part of overall joint Powers agreement where they have to have that done by a certain time and okay you know that that Apple house is moving into the AR main property you know where East Side Right east side of the well they've talked about a couple different places yeah yeah that's long term no like right away no but it's not moving back to that spot unrolling Acres after no I don't how traffic just the Apple house not the greenhouse right just the Apple house but what there's the Apple house and then I think the greenhouse is right next to it I mean I'm not there that much it's just the retail side yeah but at least what they shared with us is that that retail side is going to be more like when you go to an Apple like a like a like an orchard uh you know like right now you're going into it's just like a tin building but it's going to be more like an orchard type of thing so it should be cool and it's done I already like it now that'll make it better yeah any other questions or comments on this first phase maybe just one comment Taylor you would ask you would ask before about timing of when our we're going to call it our local pavement project would be so the slide before showed the closure of we're going to call it the Bavaria closure south of five M um we're trying to time up take advantage of when that closure would happen um and whether or not that lines up with the school timeline or not we're not sure 100% how we can work that out but in 26 with all of the disruptions to Bavaria hoping to take take advantage of the limiting amount of cars used in Bavaria that's what we're targeting to try and say okay when things are happening surf project yep from 8 got like a full closure or is that uh we'll have to maintain access because neighborhoods so yeah it would just be you know and I'm assuming would it be like cuzz bavar obviously goes all the way down to 10 so from pioner Trail where the Northerly roundabout is on Pioneer taking it from that point right now the scope is to say from that roundabout all the way up to we're just going to call it past the shoval or around the shoval neighborhood is where we're scoping that pavement project to happen and in what we're saying is in 26 now how it fits into this timeline we're just saying we want to program it for that year so just something for you guys no that's good it's good to know and then they're not going to do anything from then then I don't know what that is that 86 Street that comes across right there by the farm yep so so from there then to five other than that one segment it's not being redone so that's that's there's no curve gutter there yep so north of we're just going to call it North between 86th and 82nd in between that section um unless it's part of the highway 5 we don't have a program that's part of actually what where the city limit line is and I don't know Victoria now you now you leave another little segment out of it it just you're still in a rur we'd be happy to make decisions for Victoria I just don't know just asking for a friend all right so we want to advance that try trct with you okay so now we're going to get into 27 we can go back and address any other questions uh when we're done as well uh so moving over to 27 this 25 is going to be close this is when uh the whole system is going to go down all the way from Victoria to uh where the project at 41 and5 was completed uh so that it would be close to the you know just close to the our entrance the current ARB entrance a little bit east of that uh we we'd expect to be done at this point so the entire 541 intersection will be operating and its new configuration is going to be functioning far better than it does today and so that was four Lane section or is it two lane with turn Lanes or it's four that's the big difference over the preliminary design is is it's the F five and 41 is now two lanes or four lanes north south y it used to be a single so it's much wider that's why the segments are uh a little bit further to connect and uh SLE P intersection so yes it's uh two lanes um two lanes North two lanes South double left it's a big intersection that's 41 you're saying that's 41 y so uh at this point this is where the regional detour versus the local local alternative routes is a important thing to distinguish we're still going to have the detours further back but we know full well people are going to get up to Highway uh uh we say uh at the Victoria Drive here and they're gonna see a bunch of barricades and they're going to need to know what what do I do and so we're acknowledging that reality uh and really trying to guide some local routing is what we're what we're doing it's not going to be what would consider an official posted detour but more of a local route guidance uh so we're going to have to try and come up with some subtle signage differences but we do expect a lot of people to know the area they're going to drive it they're going to see these are open it's going to act like a local detour is really what it's going to going to be so we expect a fair amount of traffic to get down there to 18 uh for the current 82nd I use that rout as a as a bypass um we we expect it to be well traveled during during this phase uh we're also expecting a number of people to be up on on seven it's very difficult to predict what the diversion traffic is going to do a lot of people will divert there's some rules of thumb that we can say maybe 30% is going to divert and and another percentage is going to going to use local routes um but at the end of the day we're we're going to find out uh people's travel patterns change uh when we close it but uh at this point what we're trying to do is make sure people stay on routes that we've planned for which is obviously up Rolling Acres 7 down to 82nd Street we're going to try and keep people off Bavaria Road I know there's been some concerns about how many trucks might use that as an alternative route so we are going to try and sign that for no through truck traffic and try and make sure that the trucks are using 82 and so this is again an Enforcement issue it's a signage issue we can't guarantee compliance on all all these things U it is a local uh road that is open to traffic we're just going to try and make it very clear to the heavy Freight vehicles that that's not the rout they're supposed to be taking um and that's going to be um a signage exercise and an enforcement exercise talk to the Catholic Church there because on Sundays like that road they they Park on both sides of the road they Park on both sides of that road it is immed they don't even have close to enough Park it's a meaty scary drive with people getting out of their cars and walking through there cuz they double lie in the side of that road because that's we're just looking I was trying to figure out where that come down was and that would be yeah that would be talking about Victoria Drive yeah yeah see Victoria Catholic Church there that stretch there is get to the signal and that's where you take the love to go yeah so if you're coming south you're on Sunday You're gonna drive all the way through that okay that's a mess on Sundays good comment good to know it's yeah it's that's a very very applicable kind I mean I don't know what you're there's nothing else you can do other than hopefully help them have a plan that maybe doesn't have people park on the yeah like Lions Park Service parking lot a service service yeah could be I mean it's that could be the simplest I mean that Road is lying on Sundays like the whole that whole stretch there was parked there park on both sides that there's probably a particular Mass that's that they only have that time but if they have another one they might be able to spread it out I don't know but they can only do so many MKS I know there is also the parking lots that the city owns across the street that could be a potential alternative for them I just don't think people are going to use them unless they're told to right talk to Victoria about that yeah no that that is that is an appreciated comment as well because ideally we get this figured out now I have all those Communications in place we have it in place in the plan and it's not a last second oh what are we going to do moment uh as far as OSS yeah okay so here's your April April through November as far as the full closure uh but there is a there's we'll say a substage to this five is still closed but as soon as we can open the east or it be the West half west of Rolland acres into Victoria we going to try and open that up again and so that'll that'll get them at least up to the signal at Rolling Acres and then at that point it's going to be Bavaria that pie is just widening add turn Lanes that's from Rolling Acres to Victoria yeah yeah there there's less work to do there ex no Bridges or nothing no Bridges but we do have an underpass uh we've got a signal system we have an overpass so we think we think we can get it done by September but again there's some exercises going as far as how long it's going to take to build um but yeah there's there's a little bit less complexity to that with the exception of that that that soils issue in Victoria there's some lightweight fill in there that that will be the only time another under paaths in I I was wondering the same thing all over the place yeah there's a lot of under there's there's not there really not anything that makes a ton of we're building two for the ARB yeah I say probably two for the AR we're building yeah but there there's already one there there's already currently one that Min two more underp passes yeah so where are the people coming from the north side the north side isn't that populated well they farm equipment going back and forth so they don't have to use Highway five that was a big deal to the her yeah so there'll be no driveways on high fire University anymore they'll just be they'll have to go into their facility and go on the road you had said though there's a pedestrian Crossing in Victoria Mark where all the underpasses are down uh I can't un because it doesn't show up there but it's it's it's if you if you look up on there it's going to see where that's open as soon as work complete timing to be determined it's it's generally in that vicinity it's by the park by the park it's by the park it goes from the park up to the the regional uh Trail that's on the north side of 5 oh okay there's an overpass the overpass I knew and the overpass is right down by Victoria that's that's down Lake yeah last project um that's see how I it's like right downtown yeah right a little bit further to the east a little more right there right there see that Arrow right about in there isn't it like by the uh The Cabin Fever place like right in there east of that pedestrian overpass over oh yeah watch your sub like the one at St Bonnie or n then we got one under Regal that you then we got another one East Highway 41 nor was that over by centy Boulevard no the city has yeah the city has that trail that goes up to the neighborhood up there city of Chand does and so Rolling Acres and vies that's a still signal or is that signal that's still signal okay signal my assumtion more Lanes so my assumption is that uh in 26 you had the expect delays because you're widening that little part of Highway 5 so that the entrance to the Arboretum stays open that that's not something that gets shut down in 27 that that is that the assumption that that part of it's kind of done yeah the the access to arum is is uh open in its current location as as as this was discussed here today in 26 and 27 the last one of the last things that would happen is the arum access would would move to the newly constructed Vol permanent signal system at uh mini wasta so that that's that's how this times up is under this phase Highway 5 is closed but basically if you're going past 41 coming West it's going to be to go to the arbor that's going to be it it's almost a private driveway uh west of 41 in 26 what you have is really as it is today sure so um this is the last portion of the project here trying to build uh build a the causeway um Crossing and what that is that's a called a column supported embankment it's widening into the Wetland it's it's basically 40 fet of Pete and it's going to be almost it's almost like the equivalent of a of a a bridge a bridge structure made of you know concrete and buried it'll look like a highway but it's it's effectively going on through the Pete and that takes Bridge can't be kept with you can that's that's what is going to be kept what we're doing it's it's this is about a $10 million savings over bridge in the entire area and so what's happen bridge in the entire no it's it well there that was one of the ideas or one of the options is to actually take the entire Highway and lift it out of the ground uh it's is that was an expensive thousand foot plus Bridge so looking at all the Alternatives and how we could do this you can keep the existing embankment in place widen it to one side and effectively what you're doing is you're you're you're drilling drilling down through the Pete and and uh supporting that on these columns and you lock the two together and it uh it's over $10 million cheaper to do things that way and so you have the existing embankment being left in place at quite a savings but it's it's a long process to to build it and so that'll be a full year of closure through that segment so um this would be the last uh phase here is uh November opening and uh any questions on this 27 okay all right so last uh last slide here I have well almost last slide is a couple of um next steps as is we would look at it is you know what are we going to do to to get the message out and um what's what's our job at this point we know largely how we're going to build it some subtleties are still being worked into the staging plan for our comment today but obviously one of the biggest things is is information getting information out and we know that's to be the case here majority of the work is not going to happen till the end of 25 and really getting into 26 so we do have some lead time but trying to inform and prepare uh the region uh provide assistance through information we want to make sure that people have what they need to guide customers around the area and um uh businesses have uh plenty of lead time to prepare for alternate routing uh expedite construction we're already doing that as one of our goals uh and then we're trying to make sure the Public's ready for this hopefully by the time this starts it's going to be old news they know what's going to happen and it's um it's not a surprise and then at the end of the day you know one of the themes that that we definitely like to uh like to make uh a priority is build build some understanding why we're doing all this when construction happens it's inconvenient there's no way around it everyone has to understand that there's a purpose here and that there's a good purpose and that it's uh it's going to be going to be a nice outcome when it's it's done so do like to build a little bit of excitement for the end Vision here um and so we're we're going to be working on that while we're trying to prepare the public for a lot of these uh impacts associated with construction so there is a lot of good reasons why this is happening and they just have to understand as they're taking a longer Route Around uh schedule we've already talked a lot about that here so I'm not GNA sit on this slide for very very long but uh we're trying to finish this job up for our authorization date in 25 it's an incredibly fast pace and I will say we're we're on track but it's definitely a very very aggressive schedule that we're moving quickly on and uh by the end of 25 you know hopefully we'd have a Contractor on board to get this built um and uh we just walk through the 2627 details so any questions on anything we've talked about questions I think we pretty much had an opportunity to question as we run along so I only actually only one question I have is that um so when we were doing Highway 41 one of the things that was really helpful was uh you know Bolton B you know had their team that attended like the chasa downtown business Alliance meetings that we can coordinate with like local businesses for a lot of activity that was actually really helpful for the business businesses and for you know even for um council member Hatfield and myself to you know be able to sit in and understand kind of what was going on kind of a week toe sort of you know month-to-month sort of basis um is there going to be something like that for this project because considering the duration and the complexities of what's going on I mean me not say that frequency but some sort of regular meetings or forums to say hey here's those things we're seeing here's what we're running across is there going to be anything like that for whether it's elected residence businesses I expect so I mean there's there's still plenty of time to put together our plans on on what is going to be most effective and you know comments like that are you know obviously what is helpful to understand what's a value uh in some of the communication value he is he is of Great Value yeah appreciate that I'm sure and uh it's good to hear and that's really what we're looking for is feedback on what the plan should look like and who needs to be engaged what was helpful and you know certainly we also appreciate what was not helpful and what was not not worth it effort so yeah we'll we'll start to put that together and by the time this happens you know hopefully we we've got some plans in place that again get everyone prepared and give them an outlet to answer question ask questions so are you creating databases with with that R is the residents along the corridors and stuff that you can send Eric yeah huge email releases that go out right now and yeah we have many many interested residents in the in the corridor in the project so yes a lot yeah it is it it's really I I would say three projects packed into one bid this is this is not typically one job this is most most typically three if not four so yeah it'll be a big job any others okay anything okay um Eric before you leave do you have any news about Highway 41 is that knowledgeable yet or not I don't know that it's been I don't think we're supposed to say yet oh never mind sorry yeah we talking about the big news [Laughter] never mind sorry how about those [Laughter] twins everybody if anyone has an uh issue with one or another with that I'll open it up does anyone have I just want to make a clarifying point on 7g that the uh approv compensation for the elected Fire Relief trustees that is for the um board uh uh but not the city appointed trustees so it's within the department the relief themselves so the the fire chief the then the two City appointed ones um being n are um Finance director and then also I guess myself but the council representatives are not corre being included in that yeah and maybe one other point to it is it's it's actually unusual for us not to have this in place most pensions uh out there fighter pensions have this in place this was diligently um looked into they compared a lot of other um Area fire departments to see what the the pay was and you know what was more of a you know standard practice so and then it was brought before the relief um as a whole to be voted on before it came here so okay anyone else I have one thing it's just like a comment on um 7c which is that U the Minnesota investment fund application of Beckman cter um you know I think that this is this is just a really good example of actually you know leveraging leveraging some funds that are out there to help a local business stay in chasa and that's actually really important because you know as a contributor to our um to our tax Bas and to our community in terms of jobs and opportunities for people it's their you know Community supporter as well it's really really important to provide support and reciprocate that and to help make this as positive a business climate as we can for them and for others so the question I have which is a general question is that are there other things that we can as a city as a community be doing to you know extend opportunities like this I'm not sure how they found this you know this grant or you know or this funding but you know to other other businesses because I know that we had like one that moved to Carver a few years ago right um you know are there things that we could be looking at the future right at that time we didn't that that was one that we did not have the land that they needed available at that right you know now we've opened up that at that time so but yeah I'm not disagreeing with you but I I I just wanted to be clear that was a challenging one is the fact that we just did not have the land that they for that one in that because like you know sewer and things like that weren't built there's no infrastructure to support that at the time but that said for like you know for you know where we are today right given our current situation what are the you know are there things that we can be doing to encourage you know existing businesses to stay and to grow and to flourish and maybe also try new businesses right I think that's um once more on that's a lot of what Julie is doing on a daily BAS she's created a great pet that when she has CH to meet with buses we bring that with um going out on visits with the chamber or whatever it might be she brings that with and and just the opportunity to to chat with them and then hear what what is going on uh the backman filter one specifically and she'll talk a little bit about it at the next meeting because the public hearing will actually occur next to me and she'll provide some more information on what's going on believe that one actually kind of came down from the state and um so they were able to get a hold of us and we've been working through it that way so it kind of she's coming at it from the city angle we've got the state that's saying okay we've heard from a business in your area this may be of interest so um kind of coming at from both angles but there is also other programs that they have available that we can use uh Sumer job training partnership uh skills training partnership where they'll actually bring the school into like henip and Tech could come into your workplace and they could put on a training program to be able to train in CNC grinding or things like that um you know with a new business coming in where they haven't built yet we have our tax increment program uh that we have for them but there's there's a number of different programs that we sort of turn to it's just a it sort of depends on the specifics of what that business is actually doing yeah so something that I'll just throw out there to keep in mind for the toolbox is that I know Southwest Transit is looking at like more local routes and in ter of this longer term Transit plane because you know one of the challenges with um with uh microtransit is that point too gets to be you know gets to have a a steep cost as you start having lots of you know people moving across different sectors of the transit service area right so as we kind of look at you know the economics of that they're looking at like how can we create like different points of like you know basically bring people from like across those service areas and then from there use microtransit for truly that last mile so then it opens up that question of like well are there better opportunities that you know from a jobs perspective that can be linked together which between you Transit and housing so that way we can create more of these economic and housing centers and really you know be more efficient about that but create opportunities where people say hey you know what I could just use public transit to get to where I need to go and then it saves me time or you know or cost and you know makes it more efficient and also provides that you know source of employees for businesses that do want to grow so you know I just want to throw that out there that if there's businesses that say hey we need employees and we're having trouble finding them or whatever you know are there opportunities there that we can maybe connect through Southwest transit to open up as a employment Bridge right so just throwing an out there something to keep in mind couple comments oh sorry go ahead oh I'm I'm sorry you go ahead you go ahead okay I was just going to say um on a couple items 2B it's nice to see another downtown business use that sewer and water access charge assistance policy um and so often I hear uh how is the city helping downtown businesses and this is a spectacular way that the city is helping downtown businesses so that's a new business Uncle Nick doggy dips which is a grooming business um coming to downtown getting that assistance making it a more accessible place for them to do business so it's amazing to see another business utilizing that and then also um similar to earlier this year just thanking those that um as we accept officially the the gifts um and donations uh on our consent agenda just thanking those so Minnesota Gardens benefit Bashers CenterPoint Energy Chasco Lions Club quite a bit from them um Auburn homes bulk agency masassa and State Farm might Matt lorence just thanking all of them for the donations they made that funded things like the senior picnic um Police Department fire department activities the city Tree Project touch truck senior picnic Lions Park monument and plaque Lodge event band Lodge birthday party lad Fest and then Touch a Truck again so so many things that those donations go to and help so just thank you to those organizations um and businesses that donated that was it great Point thanks for bringing those up I think that we don't recognize those donors often enough you know um but I think that that's very valid in what you're saying there so thanks for bringing that up the only thing I wanted to add is uh off council marang is that we have a great relationship with Minnesota uh Department of Economic and Development deed uh so I mean we work with we work I assume we still have that I know people change in different positions but that has been very very beneficial for the City that we've had that um that connection and cooperation that we've worked together with deed and and uh you know hopefully Julie can keep that up um and and keep that relationship going because that's that's huge in in a world where everybody's trying to fight for that new business and you know if it's apples and apples we might get a little bit of you know of an edge there I I don't know it's but and as a business you can sign up to receive the communications from deed which is very very helpful so uh so on this this uh they're just going to expand one of their buildings 148,000 that's a that's a big addition yeah most times that's like an actual building yeah exactly yeah I mean I I read that too and I I kind of forgot about I was going to bring that up to say wow that's quite a I mean you can sort of see if you drive if you drive out in that Park you can sort of see what's happening out in that Park is turn over to be started turning into Beckman cter I mean and I I my my sense is that that's not going to be the last expansion you see out there which I mean I don't want to get into giant detail but what which building are they talking that they can expand like that on this is the one that's uh North aqualic so it's north qualtech and then remember where the rail spur used to go into that one building preferred products yep so it's just it's that building sou there's expansion of them there is is uh what is preferred products is that full it is of multiple users okay well I knew it was multiple users but I was just thinking if that's sitting there partially used that no there's it sometimes I sometimes I wish that that building was is completely available because it's got the it's got the potential for Rail and every once in a while we get the request from from the state to look for sites that could have rail access to it is that just a company that owns that or yeah and I know Beckman couter uses quite a bit of it um for some of their storage qualitex the other building that uh has the potential for rail access because there's a Spur that pops off the side of that as well and qualtech actually owned by not own by the plane fan yep no I know that got sold off that got sold slow okay all right uh great using a software for so there's actually multiple kiosk locations what it really is is it's just a computer terminal yeah that um like when we have like employee benefit registration yeah or employee time card entry um that's where they do uh their stuff because you know I'd say well over half of our employees don't have their own computer you know because they're you know they're working in the field during the day things like that so it's where they do sort of their City business and things it used to be up until now that that uh kios system was actually offered at no add add cost to us now we're required to get it licensed oh interesting good benefit seems like a strange thing because I me like to you know go through like your whole benefits package and stuff on a kiosk yeah well I mean it's a um I we everything's electronic for it so it's you know we used to hand write it out but it gives um it gives the employees an opportunity if they don't have a computer at home that to do it to to give them a chance to it but on a weekly basis it's used for time cards okay gotcha that's so that's the more the more the day-to-day kind of use case okay then the second question I have is on page 24 is an item for Universal Protection Services um and this is a Event Center security there's a couple instances of that um do do all events require security or how does this work because usually it's not something we normally see on here that so not all events require security it depends on the uh size of the event um how long the event's going to go if they have alcohol um so the longer they serve alcohol and the more people they have um we have sort of a threshold that we have set up for the event center of when they need to uh get security and so the the security company contracts through us because they do not want to work with each individual uh you know user that's out there we already have the business relationship with them they know what we need we recoup that cost uh when we actually uh sell the event but um but we don't we only require for ones that meet certain criteria okay so BC is for us is a pass through cost y it's a pass but it's just like a requirement of certain event types yep if they meet certain criteria so to make sure we don't run into you know somebody going off plastered and you know get in a vehicle or something like that we see and maybe go for a ride in an autonomous vehicles driven by a computer um you'll get a chance to do that and we volunteer a CER W to go in first where's the the transit station yeah station not the garage the station yes so go to the parking yes go to parking ramp y y so it'll be out there um so yes we'll have some vehicle vehicles from M Mobility will be out there and uh ready to go so and of course all the vehicles will actually have a human behind the wheel as a operator but they're not actually going to be driving all be autonomous so and that's something that in the first at least the first you know certain period of service they'll all the vehicles that are autonomous vehicles we'll actually have an operator there to assist passengers and to answer questions but they won't actually be physically driving so um that's happening on Wednesday and then a HomeTown holidays coming up so weekend of December 7th it's just just a little over a month away for the tree lighting um and Hometown holid celebration so that's all I've got ccil [Music] member thank you uh I guess uh backtracking uh I celebrated all things Halloween you know did the commons and the downtown Tri your face off I did my son and I went to everything we were at the commons we were downtown CHAS it was booming down there um we did the jamere at the community center uh that was a fun party and we also attended the like the Jonathan um party on the Tuesday um over at mcnight Park uh which I know our our PD and our park and Rex were a part of as well so just a lot of fun um and then of course the weather was terrible on Halloween for it wasn't as bad as I think they thought it was going to be but uh it was kind of fun to get it all in over the weekend and then you know still celebrate I guess on Halloween but uh and then I also attended the um Latino voices um event um the the Katrina parade uh in their um apologize I'm G to butcher this Dia deos merto event The Day of the Dead um it was just an amazing event I I know they put it on every year uh or not that I mean they they put something similar on um uh to to acknowledge and and reference that holiday but they grow it every year and this time it was at the Event Center it was on Friday um it was just so fun and so informative there were so many vendors there I know our Police Department was there in our library and our Human Rights Commission there there were a lot of sponsors um and also so it was just very educational um just a fantastic event so many people there so uh it was great um I love love seeing that and uh and uh and then um we also have a friend up at the in the art gallery they have two they have one it's called ala where basically they they uh put up pictures of people who have passed away in the past I saw that they have it at the community center and then they also have one at the Event Center so um but yeah it grows and it's it's wonderful to see that um and then uh obviously yeah tomorrow big day election day go vote uh also just uh just to make mention that we won't well next time we meet uh between now and then um Veterans Day is next Monday it's the 11th so the Middle School e West mol West puts on such a wonderful program um but just you know honor our veterans um they've served our country um so so go ahead if you have family members or friends to make sure you take time to thank them and really recognize that um significant holiday as well and that's all I got all right thank you council member uh hefi yeah few things this Thursday there's going to be um in the Community Center theater um a conversation called a shared responsibility Community conversation about social media and school safety and our very own school resource officer Hunter panning officer panning will be participating in that along with um the superintendent the assistant superintendent and then the [Music] um uh what's the word um uh school resource officer from the sheriff's department um Deputy Ethan uh will be there as well so there'll be a conversation just talking about social media and that impacted school safety um so that should be a good event if you have um well for anyone but if you have kids in the school probably even more so so that's happening this Thursday from 6:30 to 88: at the community center in the theater um and then this weekend is deer weekend so while the husbands are out hunting I guess or whoever hunts I mean doesn't matter um you can come downtown and eat and shop and there's a lot of things going on so um it's always good we can a lot of the shops downtown have sales and things and then also I thought this was kind of cool it's a little known business that's down here in downtown chasa called foresight it's actually just across from um the city hall here and it's actually um a wholesale business but it they once a year do a a warehouse sale so that's also happening this weekend um on Friday so kind of cool that a business that you don't always have an opportunity to go into because do wholesale it will it's right across the street in the um next to the consignment shop yeah see I told you guys today I'm so bad at geography that way and and what do this they do wholesaling of like HomeGoods like accent pillows and candles and things like that but they do a warehouse sale every so often I think it's once a year um so we don't normally get to go in there and Shop but they um open it up so I thought that's pretty cool that a downtown business that we don't get to go into it too often we'll have that also happening this weekend so like I said though lots of businesses open this weekend for dear weekend so um and then uh coffee with a cop is on November 20th at 9:00 a.m. at Red bench which is always one of my favorite locations for that event so um come down at 9:00 a.m. and have coffee with a cop at um on the 20th and that is it that's all I had thank you l nothing Kristof Matt uh just a reminder on the 21st is the state of the city address I think it's 21st 20th 20th is state of the city address it's a Wednesday uh over at the Event Center Council mayor Hatfield is going to be speaking uh for the the council here and if Matt know if you're interested in go so I'll be there I'm sure you will be and the reason I'm not I have uh the committee that I stand on Tab we just talked about that a little bit earlier here tonight and that's uh we're voting on uh I I we're not a lot of times it's the station this time we're voting they're looking at new way to give the money out and so that is kind of the big thing should have done that and it's yep and and that we meet exactly the same time so so thank you for doing that for filling in for me so anything else Matt no I got unfortunately a bunch of stuff here so um we talked about a little bit earlier but Matt could you just briefly talk a little bit about all the electrical work that's going on England really what it's all about just a just a quick touch you don't have to go real deep into it well initially the work is being done because uh the our electric lines were buried in the RightWay where the road's going to be going when it expands as we pulled out the utilities that's our major feeder line uh going through the city going east west uh we in essence are bearing it all uh along that Corridor uh which is part of our effort to continue to uh quote unquote stormproof uh our electric service especially with our especially with our main feeder services that go through the community so um it looks better um but it's also functions better too okay good thanks um and then while you have the floor how about just a quick update on the public safety building whatever you might have yep public safety building uh so they pretty much have the blocking done for the both the East and West Bays of the fire department itself uh they're now starting to block the front uh of the fire station uh offices as well as uh where the sleeping quarters and kitchen and stuff will be above uh so they've been working on that at the same time they've been finishing up uh pouring the walls for the basement uh of the police station uh putting in the structural steel uh to hold up the the actual they they put pre-cast cement over the top for roofing uh so that's they're sort of working on finishing up the basement part of the yes they' they've been lifting in those pre-cast pieces now for about a week and a half yeah so Y and then um is Savannah Way open yet do you know yes and no if you drove it you get through um they still have striping uh to do on that so uh it's not officially open yet uh um but that's it's got to be with it's got to be within the week that it's going to be striped okay all right uh another thing while we're on this I I just want to mention that um we signed a purchase agreement for the uh site new public work site that that is officially there we're going there correct make sure I got that right so I think that that's another big step in our whole building project and I think that that's another major hurdle that we found and I I again I'll say this thank staff for for rethinking that and just not going with what we originally by looking at this new site there's definitely going to be some money savings uh fairly significant money savings as we move forward I don't even want to mention dollar figure because I don't know what it is at this point but uh certainly gonna uh make a make a difference so but I just think that that's you know step two we're already there we're already moving forward and and um so now it'll be in the the big process now will'll be design of that building and and it won't be long and we'll be looking at a site for a library so it's coming fast so just I wanted to mention that um um how about is there anybody got any word on dun Brothers the old dun Brothers building what's happening and there's still building it I mean is there a a business well they've told us that that it's going to be a coffee shop I had heard that yeah but they but as far as what coffee shop they have not given any specifics okay all right check these things off as I go here um it's already been mentioned about Veterans Day is is coming up but also on Veterans Day uh there's going to be a rededication of or a dedication of Creek Road that it will be dedicated to all of any veteran that served for the that served that lives in the city of jasa I'm not saying the wording right but there'll be uh uh a nice sign put up and then that will also be renamed uh Veterans Park Drive so there'll be two new signs put on there and there's going to be a dedication of that at 1:00 on Veterans Day uh right there at the sence will'll be right at the basically right as soon as you come off of 61 on Creek Road there'll be uh the street sign will be right away and then on the other side of the um um the clayhole will be a that'll be the actual dedication of the road sign so that is open to any in all and that like I said that's 1:00 on on Veterans Day uh that's a week from week from no is it a Monday it's a Monday it's a Monday next Monday next Monday it's next Monday so a week from today um and and that is a while we're on it that is a Holiday City Hall will be closed so make sure if you have any business to do you better do it Friday or plan on doing it Tuesday so um with that going on we've talk a lot about votes already uh I I I just want to touch on it as well um make sure you're an informed voter if you're uncertain research on your own don't listen to the ads don't listen to the radio channels heaven forbid social media you don't no one really knows what's true unless you look yourself so please take the time look look your candidates up um be that informed voter when you walk into that voting booth so thanks and like I said get out and vote that's important very important um next steps for us uh on votes we meet November 13th and that is only canvasing the election we uh no other business will happen uh we'll get together at 5:30 and we should be done by 6 right no there's no nothing else there 5:35 yeah it should it should be very quick but it's it's something that's required and we have to do it we don't take it lightly even though we're kind of joking about it but it's a very it's very quick meeting um it should not be uh a real big deal so uh then our next meeting is November 18th and we have a work session uh regarding uh the recreational Enterprises so um and then and then in December are two important December 2nd is our truth and Taxation meeting um and December 16th is where we establish our 2025 taxt Levy so um a lot of things going on and and I know there's some stuff coming out of planning coming at the next meeting so uh lots lots going on yet even though generally it's supposed to get quiet now so all right that's it for me anyone else have anything before we last call nothing motion to adjourn motion
