move to a second reading if there are no objections seeing no objections thank you counselor moving on our next communication received from the city manager regarding Department of Public Works bringing vehicle maintenance in house dear counselors I am writing to request that the city council schedule a subcommittee on conference to discuss the possibility of bringing vehicle maintenance inh house our Department of Public Works has a contract with first vehicle for the preventative maintenance of vehicles in DPW schools and police departments first vehicle currently has two mechanics that are stationed out of our city city yard along with it administ ministrative assistant that handles invoicing and tracking of vehicles the contract is approximately $600,000 and covers preventative maintenance and requires larger repairs to be invoiced separately our fire department has a dedicated mechanic that handles all vehicle maintenance the fire department mechanic has been in place for many years and it is incredibly successful this mechanic participates in staff meetings and works with our fire chief on all aspects of Fleet Management including ordering the proper vehicles with the correct specifications our Commissioner of Public Works has conf confirmed that most neighboring communities perform vehicle maintenance in-house during the subcommittee on conference our Department of Public Works will present a transition plan to bring vehicle maintenance inhouse we believe that we will be able to do this service cost effectively but more importantly we will be able to create at least two good paying jobs for Chelsea residents that can work for the city we look forward to discussing this further with the city council thank you for your support is there a motion on the like to um place a momentary objection just to entertain the um approach of instead of having a subcommittee conference have a subcommittee on Parks and Public Works given that DPW is under this subcommittee um and it would uh essentially uh help a lot with um uh the backlog that we have on subcommittees and it would make it easier for us to get a quorum as well um I would also invite all other counselors to show up to that meeting and would also open up the space awesome um counselor uh yeah is there room for an amendment do I hear no no no no we paused it I didn't see him waving his and make it uh it be a subcommittee on Parks and Public Works instead of on conference are there any objections to this amendment all right awesome thank team moving on next communication received from the city manager regarding followup to council order 24108 overgrown tree at 120 Clark Avenue dear council is in May 2024 the city council approved Council order 24108 requesting removal of a tree at 120 Clark Avenue the request took into account the significant damage to the sidewalk and the impact to accessibility due to the trees's overgrowth follow following the council order the tree board held a hearing on the removal of the tree a number of residents attending the hearing expressed concerned on this potential removal the tree board agreed to delay the removal and to hire an expert to investigate the condition of the tree further our Department of Public Works hired Bartlet Tree Experts to review the tree and provide a professional assessment on it after significant investigation this consultant concluded that the tree is in poor condition imposes a moderate risk rating recommending that the tree be removed to eliminate the potential for failure this potential is heightened because the tree is located in a densely populated neighborhood that sees a high number of pedestrians given this report the Department of Public Works has posted a notice on the tree notifying of its removal our team will be scheduling the removal in the next few weeks we understand that some residents might be upset with this removal however safety of our residents is our utmost priority my Administration is available to the council to explain this change and any questions you may have thank you Clark is there a motion on the floor move to accept and file 100 Communications under suspension if there are no objections seeing no objections thank you counselor next we have a communication received from the city manager responding to council order 24186 exploring the feasibility of a new fire station dear councelor I writing in response to council order 24186 requesting that the city manager explore the feasibility of constructing a new fire station on the Chelsea Waterfront the fire chief and I believe that there will be a great benefit from expanding the capacity of our fire department specifically the fire chief would like to pursue the possibility of adding an engine called engine four this engine may be housed in a smaller station as opposed to a larger fire building like our Central fire station the fire chief has explored the possibility of pre-fabricated buildings that may expedite construction and lower costs we are incredibly excited with the news that the New England Revolution stadium is getting closer to reality the fire chief and I believe that this historic project may be a good opportunity to achieve this new smaller auxiliary fire station that can house our new engine for over the next few months our team will be getting ready for this conversation including preparing costs potential locations and Staffing requirements we will be ready with sufficient data to maximize the benefit to our residents when the time comes we will keep the city council updated as we make progress on this matter please let me know if you require any further information thank you for your support thank you cler accept and file the need a small auxiliary fire station in that side because there is none everything is that that Waterfront is growing by Leaps and Bounds so I believe that it's a good thing and I hope we get it done soon that maybe within a year or maybe less we'll be able to have a small like the chief says one engine just for for there thank you city manager and thank you than you the fire chief for putting this forth C councelor he i' like to make a motion to um suspend the rules I'd like to ask the city manager question if there are no objections any objections great no objections thank you city manager so I I'm just curious um about the the piece side mentions oh sorry what was that your mic is on sorry um so I'm just curious about the piece about the stadium uh I agree right that it offers a good opportunity I'm just curious my understanding was the mitigation processes were only required for Boston and Everett I'm just curious how that may play into this or is it just that it may increase the demand or do you think there may may be opportunities for potential support from that piece of the project that is the argument that we're going to make um it uh we we feel that um Chelsea would be able to support uh uh emergency response uh from from that area essentially right right is right down the street in theory uh um uh to this new new potential location right down Beacham Street essentially um so so we feel that that that it would it would not only be a mitigation it would be an an addition right a benefit to to the stadium itself um uh as as far as my understanding of of how mitigation happens uh um uh my understanding from speaking to our our state uh Partners is that um while the economic uh development Bill uh specifically called out Boston and Everett it doesn't mean that the other neighboring communities are excluded from it and and and by that I mean communities like Metford which which is obviously right next to it Chelsea which is right next to it uh uh and the other uh communities that are part of it uh when when on Encore casino was built we had a similar process and and it wasn't mandated by by by law it was a uh basically a discussion that we had uh um about what mitigation a significant project like that could have thank you thank you all right seeing no other questions moving on our next communication received from the city manager requests approval for a department to pay prior year expense the coun I am writing to request approval for the Department of Public Works to make a payment of a prior year expense from their respective fy2 budget from time to time Municipal agencies are unable to effectuate payments to a vendor in that year that the goods or services are provided when such instances occur the city council must mad president uh move to uh uh wave the rest of the reading uh there's an order coming up uh if there are no objections seeing no objections thank you counselor next item on the agenda communication received from the city manager regarding Zone zoning Amendment for the industrial district dear councilors our Administration recommends a propos zoning Amendment related to uses in the industrial district for consideration by the council our team has met with a business seeking to relocate to Chelsea the business is a meat and seafood processor distributor currently located in the Boston sea port and Cambridge the business is looking to consolidate and expand their operations in the city of Chelsea if successful the company would move 150 current jobs to Chelsea with the intent of growing into 200 plus jobs within the first year of relocation the business processes and distributes local proteins namely meats and fish to restaurants and retailers around New England the business currently serves around 1,000 customers locally with many more National customer service through Logan airport we are very excited about the prospect of bringing good paying jobs to Chelsea especially jobs that will provide a benefit to our residents the business is exploring sites in the city's industrial district however at present fish processing uses are allowed subject to the issuance of a special permit only in the Waterfront port and Waterfront Upland zoning districts and not allowed in any other zoning District the proposed amendment would allow the use by special permit in the industrial district creating good paying jobs is a significant aspect of the city's Economic Development goals and we expect that this will lead to further businesses relocating to the city our Administration has learned that businesses in the seport area in Boston are priced out and might be looking for new homes as such I encourage the council to accept this request for the amendment send the matter to the planning board for a public hearing and set a date for its own public hearing and adoption our Administration is available to the council to explain this change and answer any questions you may have is there a motion on the floor accept and follow a communication on the suspension refer to the um planning board and schedule a public hearing if there are no regarding zoning amendment to permit accessory dwelling units dear councilors our Administration recommends the proposed zoning amendments to permit accessory dwelling units in Chelsea this is in direct response to the enactment of the affordable homes act which was signed into law by Governor Healey in August of this year the affordable housing act makes the construction of accessory dwelling units adus by right action and single family districts meaning that the city must allow for the construction of adus and single family districts and cannot require a special permit or variance edus can be subject to reasonable restrictions on parking and dimensional regulations which may result in the need for special permits or variances but the use itself must be allowed by right the attached Amendment Madam president uh motion to uh wave the rest of the reading except in file under communication if there are no objections see no objections y councelor something's coming up in new buiness okay thank you counselor moving on next item on the agenda we have a communication received from the city manager regarding proposed local ordinance for property management companies the Council on October 29th 201 24 the city council held two significant subcommittee meetings regarding housing conditions in our community during the meetings the council emphasized the need for increased accountability particularly around poor living conditions and improper management of properties in the city our law department has done a phenomenal job listening to the council and has drafted a local ordinance for the property management companies this local ordinance would make it mandatory for any property management company to obtain a license from the city of Chelsea to operate more importantly it creates an annual review vehicle to evaluate the performance of these companies I commend our Law Department for being proactive for listening to the concerns of our residents and more importantly for being Innovative in our approach to local government we would like to request that the city council schedule a subcommittee on conference to discuss this local ordinance Mo motion to um accept and file under communication there are no objections I believe something is coming up later no refer to conference oh say that again refer to conference oh uh referred actually I if if this is the item I would like to refer it to the housing subcommittee if that is okay um Adam president I would also uh just like to publicly request uh uh for um the city solicitor to uh provide the language uh of the ordinance or proposal of the ordinance um to the council members in preparation to the meeting it's in there it's included counselor thank you is that all okay so no amendments received from the city manager regarding draft fiscal year 2026 Capital Improvement plan dear councilors in September 2024 we communicated to the council that we were launching our annual Capital Improvement plan CIP process our Deputy city manager Finance Michael Mason has led this effort in collaboration with our staff our auditing and budgeting teams are currently reviewing all past projects discussing their status and most importantly determining if any unspent funds can be used for upcoming projects this process is underway and we expect to have a full report to the council in February of 2025 our team has been working hard on the capital Improvement plan for FY 2026 I am happy to report that we have draft to share with the city council we expect to have several changes before the capital Improvement plan is finalized for submission to the council but we wanted to get this to the city council to in case any drastic changes or recommendations are provided motion to um received from the city manager received late are there any objections no no objections no objections communication received from the city manager regarding emergency Financial request for forb site demolition dear counselors a former Mill site at one forb street and Chelsea has several old buildings in states of collapse following a nine alarm fire on November 18th 2024 due to the incredible work of Chelsea fire department and our neighboring communities as of 9:00 a.m. on November 18th the Chelsea fire chief reports that the fire is largely contained unfortunately in order to fully put out the fire that is still burning under the collapsed roof the fire chief is requiring demolition of the building the building is next to the MBTA Commuter Rail line and trains cannot safely operate until the building is demolished the MBTA has canceled operation of the commuter rail for November 18th for the safety of rail commuters abing residential neighbors the city of Chelsea will proceed with demolition of the building the city of Chelsea has submitted a waiver request from procurement from the state to complete this work as soon as possible furthermore we have sought costs in availability from three firms that are DCM certified and will follow State rules to complete this work the city has and will continue taking the necessary legal steps to protect its Financial interests regarding any required Public Safety expenditures on the site in fact the city has filed for receivership of the property the city feels confident that it will be able to recover any costs incurred in addressing the dangerous buildings on the site through the municipal lean process or through the receivership process given the unforeseen and emergency nature of the fire I am requesting that the city council approve a financial order to allow the demolition to take place as well as address addressing immediate concerns that will reduce the likelihood of this happening again I am also requesting that the city council wave the late communication and wave the second reading second reading requirement for financial requests we estimate that this will cost approximately $500,000 we will return to the council with an update on the property as soon as we can attached you will find the council order for your approval I am available to answer any questions you may have regarding this request motion to um accept and file under communication if there are no objections um I'd actually also like to move this out of order um if there are no objections seeing no objections out of order sorry I'm moving the order out of to take the order out of order yes yeah the orders that are before you were received late so is there any objection to receiving the late orders no objections of the things that I'm really excited about is the city feels confident that we can get anything that we put up to have this work done um I wanted to know if we had already um had any kind of idea of how quickly that this will be done um if we approve this adoption tonight H um the demolition okay got it so uh uh if the city council approves this this These funds uh we would expect that that uh um the uh portion of demolition that that is is is a hazard is is is is in immediate danger uh will be done by the end of the week by the end of this week so in that portion is the portion is closer to the tracks or I know we have the school over there have we took that in consideration have we heard anyone speak about you know if there's any harm with the opening of that site now um so so the the the immediate concern uh um and where the fire was located today was uh in in the middle of the building that is along the tracks and and uh uh I just heard the commuter rail uh uh horn in Chelsea which which uh um is a welcome sound today because the the entire rail was closed today so so we uh uh were able to get enough work done in order to to to safely open up the the commuter rail what what we are going to do if the city council approves this uh is is uh uh demo enough of the building to uh uh make it so that the fire chief and I are confident that this won't happen again right the we we uh um this is not enough funds to demolition all of the buildings in the property um but but this is this we feel confident that this is enough money to demo um enough of the buildings so that um it minimizes the risk of this happening again okay the the reason why I had my questions again was because um a lot of the reports saw that you know they're back and forth out there and if we just you know I was hoping that we could just do it all in this state we're not going to do it all because for the chance of the reoccurring of the fire so uh again I don't know yeah how quickly we can get it that that was my question sure sure absolutely the the uh uh the main hazards are are the buildings that are are along the tracks right there's a a one building that is it's away from the tracks and was recently built so it's not structurally unsound uh um but it's it's unsecure so so it it could be that that someone breaks in and you know and things happen there's another building that that has a a smoke stack right that is very far off uh if that building were to to to collapse it's far off from everything the our immediate concerns are the buildings that are are along the tracks uh and if the council approves this I feel quite confident that that uh uh we'll be able to get it done by the end of the week cpro so we approved this money so the money is going to come back to us right so we're going to get the $500,000 back to the city or more that we even if we spend more we get it back from the owner right that's the and so once we get the money and uh does a city impose a fine also interest on this money from the owner to give us back our money yeah the uh um what what will happen is is that um any funds that we uh uh we uh incur uh will be eventually be uh made into a lean into a lean process right which which which is essentially a lean against the property and and and and the property uh if if if it is ever sold right all of the leans are are are paid first I asked you that question so the public outside could understand that this money is not going to waste that the money will be recovered 1,000% thank you thank you councelor no other questions thank you city manager first item before you is the emergency Preamble regarding the forb sight fire and demolition whereever as on November 18th 2024 a massive n alarm fire broke out at a former Mill site located at one forb street leaving several buildings at the site in various states of collapse and whereas Chelsea fire chief John ceri has reported that while the fire is largely contained there is still active fire burning under the collapsed roof that is inaccessible to Firefighters on the scene and whereas in order to fully extinguish the fire fire chief ceri has informed the city manager Fidel maltez that it is necessary for the building to be demolished and whereas the building is adjacent to railroad tracks that service the mbta's commuter rail necessitating the suspension of rail surface along the portion of the Newberry Port Rock Port line until the fire is extinguished and risk of building collapse is Abad and whereas the city of Chelsea has determined that the fire and risk of further structural collapse at the forb site POS an immediate threat to the public health safety and general welfare of our First Responders residents of the surrounding neighborhood and those who utilize the commu rail now therefore be it ordered that in accordance with section 2-7 of the charter of the city of Chelsea the city council hereby declares that an emergency exists at the forb site requiring immediate action to protect the public health safety and general welfare of our community and be it further ordered that the Chelsea city council hereby authorizes the emergency city council I am writing to follow up with you all regarding the meeting of the subcommittee on Conference held on October 7th 2024 and to inform you of what action I believe is necessary for the city council to best to achieve its desired outcome during that meeting it became clear to me that most Council will share the desire for the city council to have an independent attorney that can be utilized as needed on matters of importance to the council it was also clear to me through the dialogue among the council was and attendance that the process to contract with an attorney for said purpose involves many different steps each with their own intricacies and will not be completed in the short term as a strong proponent of our subcommittees I strongly believe that this process will move more diligently if a dedicated committee is created for this specific purpose as such please be advised that I am formally creating a special committee to be comprised of the following individuals to move the process forward council president Deus as chair along with Council as Todd Taylor Manuel Tesha Roberto Jimenez Rivera and Giovanni rupo I have full confidence that the members of this committee will at the conclusion of their work present a qualified attorney capable of Performing the tasks requested by the council along with formal rules specifying how and under what lead replacement program uh to continue replacing LED Services throughout Chelsea at that time the program was a loan only the MW is now offering a 25% uh in the form of a grant with the 75 with the remaining 75% as a 10-year interest free loan the MW also informed the city that it might uh receive funds to provide an an additional grant for projects that comply with certain srf requirements in that case 50% would be a grant and 50% would be an interest free loan uh the administration seeks to keep the 600,000 uh borrowing authorization in the event that 50% Grant is not received or the 400,000 in the EV in the event uh that it is and requested an additional 200,000 in the in the event of the 50% Grant is not received or the 400,000 in the event that it is for a total of 800,000 in either case the financial impact Remains the Same the second item was the authorization for the Department of Public Works to pay for a prior year expense of $13,995 for dagel electrical construction for street light maintenance the DPW added additional funds to their purchase order to pay the final FY 24 invoice the contractor had a billing backlog and the final invoice also included work orders from two prior months exceeding the funds the DPW encumbered um and then the meeting was adjourned at 5:15 that's the conclusion of the report thank you counselor we don't have any unfinished business that the only pipe that gets replaced is the pipe from the main pipe to your meter not the pipes inside your house a lot of people are under the misunderstanding that that means that if they have any lead pipe within their house the city would replace it no the city is not going to replace the lead pipes they are after the meter the city Only replaces the lead pipe that comes in from the main or to the street that's it so for anybody that thinks that this is going to replace any lead pipe that's inside the house that's not what it's intended to do it only replaces let me say it again the part that goes from the main to your meter and that is it I thank you very much and the city was one of the I think it was the first one to do so in this state was the first one in the state to do such a thing cuz it was very important back when I first started for this project and now it's gained and we even getting grants from the MW so it's a good thing that it's going on but let me add again that counselor we have an order introduced by councelor recupero order that the city manager instruct the director of inspectional services to increase enforcement of the city's ordinance prohibiting the use of plastic bags like to adopt on the suspension no objection I like to speak on it no objections you have the floor counselor um we the city council passed a ban on these plastic bags but they still being used I don't know why I got complaints from people telling me that they go to these little corner stores and they still use them if that's the case the little corner stores should have these bags like the Mula does which are recyclable plastic bags which you sell for 10 cents and you take it home that way there's no issues these are recycable ones but the city does have an ordinance that says you can have these plastic bags so it should be enforced if we have an ordinance should be enforced and as far as the little stores giving these little bags okay use them give them recyclable ones there's an option you can have thank you thank you counselor see no other comments moving on we have an order introduced by councelor cupero order that the city manager inquire from The Parking Clerk and Commissioner of Public Works as to the status of signage on Everett Avenue and Third Street indicating that the bike lanes are shared car bike Lanes adopt under suspension are no objection like to speak on it seeing no objections you have the floor councelor uh this was already approved by the parking and traffic commission that it would be a shared Lane but there's no evidence of any sign saying it would be a shared Lane so what that does it creates a big traffic jam even worse than it is Park Street is bad enough then you go to Congress have and then you try to go to the mullers and it's one lane it should be two lanes the way it was intended by the parking and traffic commission designated to be two lanes so they should be there should be a sheared lane between bicycles and cars so they should be a signed put up there like they said they said that this lane or even if they want to do it do a peak hours when there's Majic traffic should say this Lane could be shared between bicycles and cars at this particular time thank you thank you counselor mam president councelor heenez I think I think just to follow up on that I I believe I believe there's no Lane dashes on that piece right so I think it's just we need to create the lanes right is that yes but there's one at the end when you go both at the end of the the thing it's a two lane traffic at the end so it was always used in that sense but if they want to put a line but and traffic said it could be a sheared Lane right okay okay thank you counselor moving on next we have an order introduced by councelor cupero order that the city manager instruct the director of Housing and Community Development to provide the city council with information specifying how many Chelsea residents received assistance through the city's housing rehabilitation program and how much funding if any remains adopt under suspension objection like to speak on it seeing no objections you have the floor councelor um we have these programs but I got from some a lot of residents say for one we did put an order requesting that there be someone to help these people because a lot of people don't know how to fill the paperwork so there should be someone there exactly to help them to fill out this and the next thing is we've requested how many actual people did get help from this homeowners of the city they want to rehab their house so I I would like all of us the council to really know how many did they help because I heard some people telling me they they called me that they go downstairs and they say there's no funds so if there's no funds how you offer this program but there should be funds or at least let us know where the funds went and how they were used and how many Chelsea residents were actually helped thank you thank you councelor moving on next we have an order introduced by councelor teser order that the city manager provide to the city council an updated report president I moved to wave the rest of the reading and and adopt under suspension if there are no objections seeing no objections let's proceed next item on the agenda we have an order introduced by councelor Robinson ordered that the Chelsea city council hereby refers the following proposed regulations to the traffic and parking commission for consideration article 14 bicycle regulations of Article 2 of the city of Chelsea's regulations shall be amended as follows Amendment one in article 14 strike the words beginning the article bicycle regulations and add in its place bicycle and electric scooter regulations I I would ask the clerk to wave the rest of the uh order and actually uh adop adopt the to suspend it and send it to the um parking and traffic commission we did try to have a count on a conference on this but we didn't have enough members to participate so the Law Department was here with us and also the Chelsea Police Department so I would prefer for this to go to parking um the traffic and that'll come back to us at some point and we can make whatever changes that is necessary or recommendations from parking and traffic any objections on the floor okay thank you councelor Madam president just um just a clarification on can can we just get clarification again on what the process will be so this will go to parking and traffic then it will return to us for a final approval correct okay correct change through the chair please yeah okay got it thank you moving on we have an order introduced by council president whereas the city Administration and City Council of the city of Chelsea seek to advance New Economic Development opportunities and whereas the city of Chelsea also seeks to increase job opportunities for local residents and whereas the Chelsea city council after due notice public hearing and deliberation findes that the amendment to chapter 34-30 advances an amendment that is a legitimate aspect of public interest and that the amendment promotes economic development and local jobs for local residents and that it encourages the most appropriate use of of land throughout the city of Chelsea I'd ask I'd ask the clerk to wave the rest of the um meting and accept and follow communication refer to the planning board seeing no if there are no objections seeing none thank you councelor ERS refer to planning board for public hearing and to council for public hearing as well next item on the agenda we have an order introduced by the council president whereas the affordable housing act makes the construction of accessory dwelling units adus a byright action and single family zoning districts and whereas the city of Chelsea must allow for the construction of adus in single family zoning districts and cannot require a special permit or variance though reasonable restrictions on parking and dimensional regulations may be enacted and whereas the city Administration recommends adoption of this proposed zoning amendment to meet the minimum controls allowed for implementation of the affordable housing act now therefore be it ordered that the Revise Code of ordinances of the city of Chelsea as amended be further amended as follows I'd ask the clerk to wave the rest of a meeting accept and follow communication refer to the uh planning board call for a public hearing if there are no objections see no objections thank you thank you councelor any other counselor Taylor I wanted to let people know that their tomorrow evening uh is uh a meeting by the Board of Health and at this meeting uh they're going to discuss uh raising the U age to buy cigarettes uh in Chelsea I think this is going to greatly U affect uh the business owners in Chelsea and uh I just would would like people who are concerned about this to show up at the uh at the meeting it's going to be 5:30 at the Clark school thank you thank you counselor any other public announcements I'd like to briefly oh councelor humanis sorry you can I have a comment but I I you can go ahead I'm looking for the time for something tomorrow I just want to counselor okay I just want to say say thank you to our First Responders um this morning was tough we um we had a massive fire at the forb site a property that we all we all know very well in this chamber since we've had many concerns I'm thankful that there were no injuries with our staff there were no uh residents impacted other than the fact that it was a very scary site this was right behind my home um I walked out the doors this morning and I saw quiny fire truck I saw reading fir truck I mean it was it was scary but also beautiful to see how we have our First Responders there ready and prepared to protect and and preserve our community um uh I want to extend thank you also to our city manager for um being on site for being attentive to all the needs that come with these fires and these emergencies and so um yeah just grateful grateful for all the directors in our first respon ERS that um ensure that our families are safe and our community is safe on a daily basis uh councelor teshi and then councelor human yes I would also like to offer my uh immense thanks to the First Responders again it's always happy to see that you know despite the difficult news uh every time we get you know a fire happening in our city um at least we always have the relief and I always have the anticipation as well that the news are going to be no one has been hurt and we're battling the fire we're battling the emergency and at the end of the day you know to you know my what uh 10 months 11 months that I've been on Council I've always received the good news that you know things are always handled in in the positive manner um so I really appreciate that and uh a second thing I would also like to mention is that um a local Church jeso La spans is going to be holding a Thanksgiving dinner at the senior center on Saturday this is going to take place uh between the hours of 5:00 p.m. to 7:00 p.m. everyone is invited if you know anyone that wants a free meal and be around community members please send them our way um and if you also want a meal a good dinner and hang out with your friends in Chelsea then please also come thank you thank you councelor councelor heenez just wanted to let the folks uh know that tomorrow uh at 6:30 p.m. at the senior center there's uh green Roots is having uh an update on the um Tobin Bridge lead paint removal project and a community meeting uh the Massachusetts Secretary of Transportation will be there to provide the update and answer any questions that folks might have so encourage anybody uh who is interested and especially folks who live in the area uh to attend the event tomorrow at 6:30 p.m. at the senior center thank you counselor seeing no other comments for public announcements are there any moments of silence councelor teshi and councelor um Robinson um a couple of months ago I uh reached out to Chief hoton um and I asked him for help uh for finding my uncle who had gone missing um he unfortunately suffered from um drinking too much and uh he was not able to get the help he needed here in Massachusetts so he returned back to California where he's uh he was from um and unfortunately um he had an accident over there and we lost him um so it was a big hit to our family and primarily to me because you know I used to spend time with him we would go on meals we would joke we would talk about philosophy and anything and everything um so this was very difficult in our family and I just ask uh for everybody else to keep it in mind um he was a good kind uh heart man thank you councelor Robinson yes uh two Chelsea residents uh Joie jie um from uh Bellingham Street Rosetti and longtime Chelsea athlete Eddie
