meeting uh first item on the agenda is a public hearing to receive comment regarding the recommendations referred by the engineering courp for changes to intersections at Spencer Avenue and Vernon Street and Spencer Avenue in Villa Street which include traffic controls parking Zone markings on street parking and traffic flow constrictions and just a reminder we're going to limit the public uh who wish to speak uh a maximum of four minutes to speak and just make sure you sign in that's e so do the engineering C you had to speak on these these changes or kind of comment yeah no you're gonna yes please do uh hello so uh anyone who just took one of these there are more at the front uh it's a visual representation of what our traffic Consultants suggested in response to a communication we got in the summer from a resident who was concerned about speeding on spena Villa Vernon in this area uh the main point of the recommendation is to suggest that because uh Vernon Street and Villa Street are I think 12 and 16 ft wide respectively uh best practices in traffic flow says that you need need 18 ft minimum to have traffic in two directions right now when a car is traveling uh in One Direction on Vernon Street and there's another car going the other way one car kind of has to pull into a driveway apron to get around them which does have the effect of slowing the cars down but does create a dangerous conflict situation so the suggestion is that we pilot having Vernon Street be one way and Spencer a I'm sorry Veron Street be one way going towards Spencer a and Villa Street be going one way the other way away from Spencer a uh and that making each of those one way will decrease uh cut through traffic and hopefully when it is more neighborhood traffic we'll see lower speeds uh the other primary recommendation is where you see these red zones on the map those are places uh that our traffic Consultants recommend removing street parking because they limit visibility into the intersection and can contribute to crashes when a car is coming out of the intersection uh and turning onto Spencer because they can't necessarily see traffic coming in One Direction or the other thank you Emily anyone to hear from the public have any comments speaking on the microphone hi I'm Bill F Cari I'm the one that actually sent it in um December 2023 not over the summer um I think the point was completely missed of where the speeding is occurring it's from Webster AV all the way down to elener there is no startop there are no stop signs and there are no uh traffic lights or or blinking lights so the problem is the people speeding from Webster down to towards elener and if you're at um maybe Villa if they're coming from Ellena towards the other way by that time they've picked up enough speed I actually bought a radar detector uh I spent two weeks tracked about 200 Cars um bear with me sorry um the speeds range from 18 to 38 miles an hour okay now I understand that Chelsea um on that street is 25 miles hour the average miles per hour people going down that street was 24 so it it they're not technically speeding but on a street that size with parking on both sides it's way too fast it's just trust me yeah I'm there every single day um out of the 200 40% so that's about 80 cars were over 25 miles an hour and out of that 40% % another 10% were over 35 so since December 2023 two dogs have been hit and I've almost been hit twice and that was the main reason for me coming here so I'm not sure what your recommendation um with the I don't mean you personally I mean the the traffic um uh Engineers I think they missed the point that coming out of villa and um uh Vernon that's not the issue that's not the issue at all it's not even close so I'm not sure what to do at this point uh okay I would like to offer you an apology for it does sound like a miscommunication happened I took over the seat on this commission since December of 23 actually since this fall so uh something certainly might have been missed in the change over well something was missed on the change over that might have been it was something was missed in the changeover something was miscommunicated I really hate to do this because you've been waiting a year but I don't have an answer for you tonight on that issue uh I will work to get you to take this back to a traffic engineer and get you an answer much sooner than a year from now I hope so thank for your time and our sincere apologies did you did you did you see in the study so it was a long study it took into account the amount of accidents on Spencer Avenue and it didn't reach a threshold uh the traffic consultant did do a study and the Spencer at the these intersections didn't meet the criteria required to install traffic lights but if the problem is at the other end of these streets near Elanor I don't have a good enough knowledge of Chelsea streets layout to know like if that analysis was relevant to so s just to confirm so this study was done on Spencer Avenue um your concern is also Webster AV all the way down to eleno Streeter okay from um from Webster to Elanor is a little over quarter of a mile Y and there's no reason to stop okay and so police officer in Chelsea I know you know what's going on on the streets yes cuz the only other street from Webster draft down to Elanor is the cut through a Green Street that's a long stretch right in front of Broadway Glenn 855 Broadway so was that an additional concern in addition to the Spencer Avenue street because that was also that was raised by you as well Spencer Avenue from it would be stock Street to Villa Vernon elano Parker CU that's what this stud St after it's stockt in after so stocked in Webster Webster Webster to Green Green to oh no yeah yeah okay so it's yeah it's it's that you nailed it it's from okay from Elanor to Webster and from Webster to elener that that's that stretch okay is a little over a quarter of a mile and it's there's there's like I said there's just no reason to stop and there's parking on both sides so it really Narrows the street so people that are trying to when I'm trying to get in my truck when the doors open um my tenants are constantly asking me to check the cameras to see who hit their mirror you know on their truck it's they've been ripped off numerous times so it's that's really the issue there's no reason to slow down for that stretch this report's pretty much telling us that the traffic volume doesn't meet the criteria for an Allway stop at some of these locations in order for us to put a stop sign in it has to meet a number of what's called warrants it has to pass thresholds for traffic volumes okay so who did the traffic volume study uh that would be our consultant the engineering Corp so did they sit out there for 24 hours a day for 3 weeks or CU I didn't see any I didn't see any wires on the ground they did traffic counts uh in May of 2024 they did it for what I believe was a 12h hour period and compared it to mass do data which suggested their data was actually like higher than the standard so they used that uncorrected higher than standard data uh to have a conservative approach those counts and the analysis they did did tell is that there is not enough that Spencer a doesn't pass the warrants to have a stoplight okay or a traffic FL I would say just to kind of satisfy your concerns in the meantime I'm going to have an officer there and conduct some you know traffic violation studies it seems like speeding the most things is the speeding because this study also took into account accident data and there not very many close calls absolutely the dogs that were struck maybe they didn't call 911 maybe there was no report filed if no one calls 911 we don't have the data so let let me definitely Implement an officer there to do some traffic enforcement primarily if you have an officer sit on Villa or um Vernon Vernon Veron facing Spencer and just sit there um after the kids are dropped off like from 9:30 to noon and then from that like noon to 3:30 I think I think you'll see my point and hopefully too I think over the summer too with that aqualine construction that forc detours pretty much all traffic off of Broadway onto Spencer could have it did contributed to it but let me at least implement the traffic enforcement with that officer until we go back and get a little bit more information from the study to see if we could actually satisfy your concerns on on that area that would be great thank you I will say one other recommendation they had was for those traffic radar signs the ones that say you are going this fast please slow down yeah they're not a cur all they're not going to fix the issue but I'll take it if DPW has some of those maybe we could put those in in the meantime we we have plenty we can we can install those great if we can install them going in both directions that might be another good interterm measure can I just ask a I'm sorry just a stupid question those radar signs that say slow down do they collect data on how many times they're telling people to slow down or is it just a general sign I don't think that the smaller like whole mounted ones do the like bigger ones that are on trailer I think do collect speed data but the smaller ones that are just like solar powered and they're just those don't collect data they're just there to tell you okay I think the offices I think we have two of those to the larger ones on the little dolly I could actually move those wherever I need to on the city so I could put those there as well space true yeah like that's kind of one of the issues here there's that's a very tight it would take up a parking space probably so already not much to add but just to back up what he said I'm on Spencer right between Vernon and Villa and what he's saying is pretty accurate I a few months ago I caught on my ring camera someone pulling out of the Broadway Glens someone coming up Spencer hit them spun around right in front of my house so it this it is becoming a Speedway and these things are happening and I've been thinking for quite a while that it possibly Spencer being a one way itself cuz there is not enough room for two way traffic on that street at all so that's all I just want to add and agree with what he had to this up um because as a pedestrian in the area I have been very terrified Crossing Spencer have but I just want to add to your point I feel like a big problem is even just the little stretch between Broadway and Spencer um go sorry going on Webster a between Broadway and Spencer like people still just fly it's a short little stretch but people fly down it because they're if they're coming all the way down Webster from Route 16 then they're just on autopilot and they just keeps keep going really fast and I think then from there they take the turn onto Spencer and they continue going super fast um so I that was my only addition thank you thank you so I would say Emily in Le of the of doing the signage for the radar detectors should we also implement this the one way to see if it does help slow down traffic I mean we could still do it on a temporary basis recommendation's there my concern is that the we don't have anyone living on Spencer I'm sorry on Villa or Vernon who came here tonight to comment on that the only comment we've heard is that's very much not the issue so the data we have and the analysis we have from our engineer says that this would contribute to a safer like well their recommendation is you'd have less cars on on spener so maybe it would slow down some of the speeding but that doesn't mean it will and it's easy for me to say I'm inclined to try it because I don't live there yeah yeah I mean obviously it would be on a temporary basis that's that's what it would be for you know but but other than doing it temporarily and then not watching it or not seeing how it affects the neighborhood how we going to you know we won't be able to tell There's real long way the numbers to show us sorry just one more comment if you are considering the one way of Phil I think you said southbound so in the same direction that Webster is currently one way right so I live in a big complex uh on Dudley Street and so that for me would seem a little inconvenient to be kind of sandwich between two one ways going the same direction so that would be my only concern if you guys are considering that I see you'd want to think about Villa going northbound and Vernon going Southbound which does make sense but then again like we said it's only a recommendation but it is a study they went out and did the work and and put the effort in to go do it so it's is it worth trying or is it worth you know just trying radar signs in some enforcement with the police F now that could also help too that was one of their recommendations to was just installing one of those Dynamic speed signs to encourage those vehicles to slow down when officers on there yeah you can see jman made this map for us and he put like where they were specifically suggested the speed signs might go in blue so Jimmy we can coordinate and put the signs where it was suggested yeah yeah so I would make a recommendation to implement the speed radar signs I would wait on the one ways I don't think that's something let's let's see what the speed and then the enforce enhancement from the police department does and those two we can always see what they you know see what they have right hopefully your numbers will come back and prove that there is speed and going on there and if it doesn't then it won't but at least we can find out enforcement is definitely the most direct response to this with the fire department having kind of put a pause on any speed bumps for the moment and also it is the middle of winter so temporary ones would have to wait until spring anyway uh I know in the past we have sometimes responded to this kind of concern by adding a stop sign without going through a full traffic study yeah we did it in Fr yeah can we do that I mean can we just put stop signs wherever we feel like it that or is there should I mean we should be careful about it because we don't just fill everything up with stop signs but it is something we could do on a trial basis to see yeah the criteria didn't meet putting lights there it didn't say anything about stop signs so like you need to meet the warrants to put a stop light there or a traffic light there we could put in a stop sign and see how it goes that is a much less intrusive what and if anyone in that area has a comment on that we would love to hear it oh oh did okay okay stop sign would be wonderful on one of the corners on the corner of villa or the corner of Vernon the one that's further from Eleanor the one closer to Green the one okay yeah that's Villa that's Villa yeah um because that's more the direction of the speeding because you know they do speed coming from or but there's a stop sign there more comster so maybe further down Spencer they're they pick up and up speed but I feel like the stop sign there would would be a huge help can we put in a stop sign at the corner of Spencer and Villa do some more enforcement and put the speed radar signs in and then keep the oneway option in back of mind but I just want to be clear the stop sign's going to be on spener so the people on SP have to stop on Spencer at Villa okay yes good just make sure it wasn't going on Villa so those people had to stop no on Spencer at Villa for the traffic coming from Webster have correct yes but that does raise a question of whether it should be a four-way stop it's only a three-way no no it's only threeway whether it should be an Allway stop or just stopping Spencer and Villa traffic would then take priority no because we know the the the main complaint is coming from web to down I say you just put it on the it's just a it's just a two-way stop sign I'm sorry not a two-way a oneway really the one it's just the one way facing that just facing the Spen you know the traffic on Spencer I mean but but you know it also it also you know like you said even though you're coming off of Elenor from this the turn on eleno to get to Villa Street's a good is a good section you can you can speed up there just enough so you might I I think if we're going to do it and temporarily and or on on a basis to see how how it'll work I think we should do it on both sides so it would a three-way stop sign okay cuz technically you're going to stop coming up Villa then you're going to stop coming down both ways that's what I would be inclined towards also and then the last thing to sort out is we did have Traffic Engineers go out and look at this and they told us that the uh Vision coming into these intersections is restricted because there's parking like right up into the intersection so do we put no parking signs within 30 ft of the intersections which per the map you can see would remove three spaces yeah on the corner of um I can't I mean I'm only here every day I keep getting they did change you know on Vernon they they took away the spots on the corners already oh that's already happened yeah yeah both spots on Vernon if you're coming down from Webster cuz the fire truck couldn't make that turn so that's there's no parking on those two corners and then there's a crosswalk on Villa that there's no pocket up in that corner anyways right so on those two sides I think Emily's talking about between Green Street and the entrance to um the back of the Broadway Glen there that would be we be the stop sign would be that's that's what that's where this red box is here Emily so these other two red boxes are already no parking uh no there's no the no parkings on Vernon side no there's no no not no not unexpensive there's Park in there so those are this red one right here yeah this parking on on Spencer the the no parking is on actually on on the corner they put they they painted uh you know the white circle with the lines in it and but not on not on Spencer I think they're on Vernon yeah oh is it on Spencer too okay okay so that's already been dealt with okay I don't remember that one she's saying they already did no this okay yeah Vernon yeah yeah they've already you can't park and then over here on the side that side so the truck can make the turn Y and then she said 135 too right so that's the other one right here too so they would both of these would be right yeah that's the Villa side yep y yep so to change obviously the recommendation would be to add a three-way stop sign at Viller and Spencer and add two speed radar signs on the blue but I would move them up because if you're going to put a stop sign you don't want the radar sign right at the stop sign you want so coming down from Webster you would want to put the one that's shown here on on the far right side put that one across the street from that and then put the one down coming from Eleanor down by 119 or 123 coming up but those are easy enough to figure out I can we can temporary ones for a month in November into December we haven't had any since so we were just looking for two for kind of the duration of the project all right just basically getting the two back that you had in November and can you remind me how long the Project's for what's that could you remind me how how long will the project take we are I mean I'll take six months at this point just to get out of through the winter have a couple of guys be able to be close with their tools but I don't need it for the whole duration just something anything is appreciated okay thank you anyone else wish to requesting the commission to approve the installation of a speed bump at 31 Library Street you speak the mic from what I remember the last time there was a some kind of a delay figuring out what the fight the pin wanted to do if they were going to put a yes or no so when it comes to this now is it still a delay or is it going to be approved or disapproved yeah these are tabled and definitely so all all these speed bombs are tabled definitely yep I thought that we said like a couple said we wanted to talk to the fire department about it talking no one's approach the chief I know that I asked him yesterday he said no one's no one's approached him and as far as he's concerned he's done with speed bumps in the city he doesn't want any more speed bumps in the city and just to reiterate just for the people that weren't here for the the people watching just to reiterate it causes damage to the apparatus yeah I I mean if to get into the email that I that I had sent back in I think leading into December um according to the uh Department of of Highway they quote the international fire code as their directive as how they do uh any traffic calming measures and one of the sections in there I I don't have it off hand but I sent it to uh lieutenant and Elsa it states right in it that all traffic caling measures are prohibited on a fire lane unless specifically approved by the fire department but what do you mean by a fire lane fire lane is the whole street fire lane is any street that we drive on any street that you any street that we drive on is considered a fire line so but I come to have it in other cities they they seem to agree to put it they say the other cities deter accidents from that and they have the same thing as you they're not any other fire department doesn't have doesn't say you can't have them why is the Chelsea fire department saying it breaks the apparatus so how does it work that the Chelsea fire department what do we got special trucks your trucks any different than the other trucks that drive all over over the other cities evidently they're not special we wouldn't have to worry about it but but so how can you justify other cities which will go under the same thing that you just said and they okay with it but this City's not I'm not worried about what other cities do that doesn't yeah but I'm an elected official nothing to do with us but I'm an elected official I represent the people and the people wanted I represent the fire department but that's okay okay but I'm saying is the people want speed bumps they want to feel safer and you saying it's going to break your equipment so if they very well may get the speed until we can actually get the data to suggest speed bumps speed humps something that will not damage the apparatus costing the city taxpayers more money we just need to make sure we have the information where okay so you going to take away the one there on Washington Avenue we'd love to well if that's the case take them away because if driving how long let me ask you a question how long has those speed bumps been on Washington Avenue since they redid the road probably how long was that three years probably at least three years okay how many I've broken apparatus have you had a lot really I'm going to ask you to show the problem is the problem is we had a fire chief that really didn't care he's more a politician so he just agreed with everybody you everything you guys wanted now we a fire chief then well we don't want anything we really don't want anything I don't want anything you do not me is the people that I represent they wanted and they have a right because I'm elected by them just like if I was representing you would you want me to represent you I'm not saying you can represent him I'm just telling you the fire department stance but I understand but it doesn't make any sense because how can you have a stance when for two years you say you got broken equipment well okay I want to see how how much you broken equipment you have because they've been there for 3 years then every other City you go to Cambridge there's 50 of them well that's the thing too aside from the damaging the apparatus to put speed bumps everywhere in the city slows down the response times for police and fire listen I you just want to get the data I I I got I understand you can't P speed bumps everywhere because it's not feasible it's not even logical to put them everywhere you put them in certain spots where they're required to have them more or less MH you know like I I don't want them in every corner but you can't say it's going to break your equipment because if that's the case every other city that has them their equipment must be broken can I CH in here real quick because one thing that slowed us down on a few things in hcd is that we are working on a new contract with a traffic engineer as soon as we have that which I'm hoping will be by around the time of the feu meeting uh one of the things I plan to do is talk to them about like we're not the only Community who's faced this question what are people doing to install traffic calming devices that aren't getting in the way of fire trucks can we make them narrower than the width of the fire truck so that you can drive over it like around it without going over the bump itself like it make them more gradual like I have a bunch of questions that I want to meet with the CH if it's a wider Street if there's a wider Street a lot of times they'll put like the lane in the middle they'll have a hump on each side and then one in the middle so we can move to the center of the road and drive through it but that's that's a wider Road not inity on these small roads City that doesn't matter because a car's going to do the same thing so it it's that doesn't help I I get your point you know what I'm saying I understand but you also have to get the point of the people that were afraid that people are speed and they're going to hit them I get you point you know and there that's that's already been happened on Central Avenue three cars went through they can attest it they can tell you three cars within two weeks went right on the sidewalks they smashed the graveyard they smashed that they smashed the guy's house to the fence and that's not the only place so there's two arguments to your point you know what I mean so how are we going to come to some type of solution you can't just say indefinite forever it's never going to happen no we just T it's tabled for now according to the according to international fire code we can but then if you're talking about that the international fire code says many things why G too and you know if you go a court and when last time I was here was it 10 years ago they had the metrics they had a lot of stuff that the fire department but that's beside everybody runs their Department like they want to you know I'm not saying that you can run your department like the only thing I'm saying that is concerning to me is you can't say to somebody we're never going to put any there because we always have a fire you know the fire trucks are going to get busted so what are you going to tell the poor constituents if you came up to me what was I going to what I'm going to tell you forget about it it do doesn't matter democracy doesn't work it's just this is it and you're done would you want me to say that to you you can tell them the fire department says no and they can come see us but for now tell them to have some I got you I got you just have them have patience cuz in next month February we're going to be able to speak with maybe March so and it's also winter we for the plows the speed bumps I understand I understand so now when they call me and ask for Speed bumps and all the St I'm going to say just wait a minute they haven't made up their mind with they're going to do they just have more studies I'm not going to say the fire department said it's going to stop forever and I'm not going to say that because then it makes it sound like you know I'm going to say just wait and see what's going on just wait till us we could figure out Solutions that's fair enough happy medium so all these other things ESP speed bumps don't matter anymore to me cuz you got them all they'll all when we treat each agenda atem one by one we we'll table because it's all going to be the similar solution to that so I don't know if anybody else is well if anyone wants to to make a motion on this I'll make a motion the table all speed bumps indefinitely I think that we have to go one at a time all right so but these have been um placed already we just is just to review them um these these two are seven and uh what is it seven and eight six and seven six and seven were temporary speed bumps that we put on a temporary basis which now have been removed with the snow because we so they're technically not there right now these ones were actually just rein this this was I think for the permanent installation of them we did a temporary before this motion these two motions are for permanent so we still have to we have to table them okay yeah so table these yeah because they're asking they're asking for them to be permanently put there because they knew it was only temporary when they did it so I would make a on for number six uh I would make a motion to table 31 Library Street okay second okay all in favor I I okay so number six is tabled number seven communication of November from Eno Lopez and Council Gan recupero requesting the commission to approve the installation of a speed bump at 42 to 43 Maverick Street make a motion table at speed bump at 4243 Maverick Street second I'll second all in favor I I okay since we're on it I'm if there's no objections we'll we'll pass over number eight temporarily and go right to number nine which is communication of September 2024 Council coo requesting the installation of a speed bump in front of 145 essic Street make a motion table it can I speak of that sure so I wanted to go on record if somebody gets crushed in there because it's h it's going to happen Jimmy knows how far they drive down that street and it's full of children so if a child there's a school bus there that stops and all the kids get picked up so I wanted to put on record that the fire department is opposed and tabled it that's what I wanted to make sure that it goes on the record that if a child gets squashed God forbid we don't want that to happen but it's bound to happen because there's been many things driving down that street that street is at the Dead End Street as soon as the stop sign comes they speed down to the end my grandchildren play there all the time and a lot of other kids they go there they play and it's a very dangerous place because there's already after the stop sign they pick up the kids from school after the stop sign they stop and then they just speed down the end of the street so if somebody gets squashed I want it to be put on record that it was because they opposed that okay that's noted and I'll make sure too for the record that we don't want that to happen we're going to make sure that traffic enforcement has stepped up in that area as well in the meantime while these speed bumps are tabled can I make a motion to table that until March second I was going to I was going to make a recogition Emily of just so now we've done this traffic study on on Spencer M counciler have we ever done a traffic study on essic Street no so you have no numbers to back up any of the stuff you just told us no the only the only thing I can tell you is that I live here 45 years and through the years I see that if you go on that you see slow down for children but that's that's why we would hire the consulting company to come and confirm that or you know either way so I think I think that I think I'd rather before I mean table in it also but I think that's should be something that I mean we did it for Spencer ad we've done it for other streets we may as well do it for essic Street it is a single Lane one parking one way so it can get speeds that that it can happen it also can show us that that doesn't happen and that there's no need for us to be bumped there it could do either or okay so essic Street between which cross street so Essex Street all the way from L Street Lyn Street Extension right L Street Extension has a stop sign it does but I would do I would just do it from either Shaman or even shirtliff all the way down as well all the way to high to Highland correct stop TR is they smashed that wall you've been in the fire department a long time right oh yeah they've gone right into 22 Willow I've been on a couple of them smash right into it and I have to they don't stop they go right into the wall so table Us in addition to a traffic study to be completed by do we have to make a motion to have the traffic study done yes I'll make a over number eight communication of September 10 2024 from Karen gray of John M Corp BR and Company requesting a loading zone requesting loading zones and short-term retail parking on Central Avenue in front of each Residential Building when you get back to the mic just state your name for the record please thank you put it on the screen for the audience else who would like to see it so um I'm Karen gray I'm here representing uh the duo apartment um as you know we've been here two prior times requesting uh some two on Street loading zones on Central Avenue and um some parking on uh Willow Street uh some short term parking metered 2hour metered parking is what we have requested uh last time we came we requ uh we uh originally had proposed for uh all of the parking on Willow to be meters and we're now proposing that half of it be meters and half of it be resident full-time resident parking um we just put together a quick presentation just to remind everyone because I think there was some confusion last time I was here about the fact that the project is actually creating new parking spaces on street parking spaces um and has always planned to do that and has always been planning load um to have passenger loading zones on the street and it's been part of our our original plan so th this is just a slide showing the original project that was there the original inis apartments and their curb Cuts there were as you can see in this slide this is just on this this particular building there are four curb Cuts in the original project um on this slide and then the the next slide is the well this is Willow were curve CS for this of the project on this side was was parking for the in Project it was on their property there was so it was a curb cut all the way across so um to just do the quick math on that actually when don't you skip through go to the last slide I'll just show you how we come up with the 15 so we we've eliminated four of those six curb Cuts we only have two in the new the new development that's take the with you take the oh sorry oh just pick it up off the thing I'm not used to public speaking so okay um so so just the math on how that we came up up with the 15 eight of the spaces are created by four curb cuts that we've eliminated we no longer if you go back to that first sled Sean um the one with the four all four of those are now sidewalk and there are spaces in all those places um we're keeping two on this parcel however they're configured slightly differently they're both at this side um and we now have parking we're creating seven new spaces along this side here so together that's 15 spaces that are are new to the community um and we're now talking about how we're going to use those spaces so um we ideally would like to have two loading zones uh came in last time with two 70t loading zones uh one for each of the buildings um and uh you asked us to go back and look at that to see if we could shorten those zones at all um or create any more spaces um so we also asked for the the short-term parking um here in the orange areas to have short-term metered parking there for the uh for the people who might use our retail spaces and for people coming to visit the project or coming to tour the project um and um the rest all the blue all the light blue colored parking is the resident parking it's it's full-time resident parking so the loading zones the way they would work is we s we saw them as daytime loading you know 8:00 a.m. to 400 p.m. and then resident parking the rest of the time so um when we went to go talk with our engineer about reducing the size of the loading zones um they and we actually worked with our um our waste uh management company as well with on the sizes of the trucks that will be there to pick up the dumpsters and these are very large dumpsters because we have you know 115 families in the first building and the second building will have 215 families so we have a lot of trash and so it will be almost a daily pickup of a very large dumpster uh at each building um the the traffic engineer and the waste management company advised against reducing the size however we we realize that we do have two zones so we've agreed to reduce the size of one of those zones and so we're coming back with a smaller Zone in this area it's a 44 foot Zone rather than a a a 70 some odd foot Zone and that's going to create you know another parking space to two spaces it's it it's really going to increase the parking along that street um so we're happy to make that concession and we think that you know when we do have those larger moving trucks or we do have the larger trash truck coming to for pickups we we can likely utilize that uh space in the middle for either building so we're hopeful that that will work for our team um and as far as the and the other thing we you had asked us to go back and look at was whether um was whether we'd be willing to hold off on putting in the meters until we had actual tenants retail tenants in place um and we are certainly willing to do that uh something we've talked about as a team and it it it makes sense we're willing to wait on putting those meters in or putting in kind of short-term parking the short-term parking is the key for us so you know we'll leave it up to the city to decide what type of parking uh you'd like to have in those spaces but it is it's I think it's critical to encourage retail to come to this location and to and to promote it as as to help the businesses grow to have some shortterm parking in those locations so we are hopeful that we can and get your approval on this updated plan tonight thank you um I know we did discuss about the meas that's probably one of my bigger things but now I would think the meas would be the way to go cuz that that it's a short-term parking it's it it it's helpful for you guys but for the for the residents the meters are good because if they live in that neighborhood then they don't have to pay the Meer they can still park there no no you can't yes you can if you live within so many feet of a meter you can park there no you have got a special that's if you live with it's not special permit it's if you live within a vicinity of a meter it's not a special permit they you correct but it's not a special permit is all I'm saying it's something you can get but as long as you live there then they shouldn't have a problem getting it they're going to live they live there anyways um in terms of the loading zone I would have liked to I mean I I would have liked them both to be a little bit shorter but I understand your concerns about the truck and being able to get in there you said it's going to be just daytime for the loading zones 8 to 4 8 to 5 okay yep 8 8 to 5 8 to so so those 15 spaces would be available for residents overnight parking for residents and it would just be the daytime that those we' probably take five about five spaces for the loading I mean obviously the overnight parking is the biggest problem over there during the day I'm sure it is a little bit tricky but people most people do work during the day so it's it's quite it's not as as busy it's more after hours that's the issue um and I thought did we was there any discussion on maybe dropping the I know the meters were 10hour meters were we going to try to drop those or is that something I think maybe we can discuss so we the two hours on along the along the central AV meters as well down the bot so um I'll just Prim in to say that I think that I at least really we really appreciate your going back and looking at shortening the one loading zone and being able to be flexible with us on that um appreciate your coming back and revising the plan so many times this does seem like a workable Middle Ground to me so I would like to motion to approve the request for these loading zones and uh we can come back to the meters once you do have a tenant just say I'm I'm all for as long as the when occupancy is taken then we can re R get to the meters can we take a vote with like a delayed implementation to be I'm going to yeah I would say I would make a motion to approve it upon but and then only adding meters upon when the resident is U I'm sorry when the the actual restaurant to approve the loading zones and the meters with you know the temperary 2our time the meters to be triggered by one of those business spaces being tenanted when occupied right occupied yeah yeah we have just to be sure make sure no one else wants to speak on this I don't know if yeah I figured I figured you would it's in your area yeah the only the only concern I have is this like Mr Karen just said so when the if if you do implement the meters I'm really I don't know about meters but it's okay whatever we'll come back another time but if you do put meters so anybody that has a resident parking sticker could park there I would have to double check with the clerk's office I'm not sure if it's a resident sticker because everybody in the city has a sticker you have to live within so many feet or so much a distance where that meter is so for instance if you live on 500 Broadway and you park at 500 Broadway you don't have to pay if you park at 100 Broadway you're going to have to pay you don't live there but but but this is the thing now see you can't go back the way it used to be you have to think ahead I live on Essex Street right people Park on Highland they live on wats but there's no Meers on Highland but I'm saying the point you get the point I'm trying to make is has nothing to do it has to do with people living in the area moving with this PES to park I mean so you're trying to restrict them just within that spot well we're not trying to restrict the residents we're trying to create a cohesive we can both get what we want where they can have parking for when people come to their outlets and their restaurants and those things and your people can park at night and and when they and people who live nearby will still be able to park there during the day anyone who lives anywhere in the city will be able I think his main concern is so so what's the actual length like yeah what is it is it a quarter mile you know is it half M thank you very much what is what is the amount I can't speak on that G I know what I know there is a distance in the clerk's office the distance is 100t 100 ft is that all it is that's no good is that a is that an ordinance that we know of is that something that can be changed 100 ft that's or discussed I think that could be changed to be changed to would that be through the council could be changed what does that mean I'm not sure regardless that does seem like a question that is more of a global policy issue we'd have to we'd have to review that it could be something that Council might have to get involved with but it's it's something we can discuss on after it's not I don't think it's because 100 fet is really you know what I mean 100 fet is nothing correct but like you said if if your if your residents in that area don't want to go near the meters they're going to try to park on Highland or down on essic or down on you know Congress where they get some kind of a you know what I mean no I hear you it's it's like you said though the whole area is tough to you H you you get there and you don't have parking and someone has to park down near your house on essic street that lives on Central AV unfortunately it's just the way the city is there's not much they could do about it I understand that but I got your point what you were trying to say so resident sticker would be within maybe the district that that's in that's possible that that could be approach I'm sure that could be discussed can I ask a question so the meter would only be during the day yeah it's just a daytime meter and so matter so I I guess my question is if anybody who has a resident sticker could park at anywhere in that area including at night yeah yeah okay oh at night yes of course yeah I think the question is just about like during the day what residents could park at the meters without paying yeah and then also night time the loading zones open back up to yeah so corre but I guess the question is if you're going to have residence Park in the commercial space then then the commercial space is not going to have commercial parking right well at night well it will during the day during the day so anybody so is you have to pay at the meter during the day regardless if you have two hour turnover that that's what I was trying to understand so this is the if you are a resident and you live within 100 feet of the meter you can get a Passa you can can park at the meter without paying and you don't have to buide by the 2-hour limit during the day during the day no one has to pay the meter at night at night anybody who is a resident of anyone with a resident sticker can park there at night the meters are not monitored and I'm assuming the residents who live in this building have parking and therefore would not be using the meter they have the parking garage the parking garage so in other words excuse me for interrup just speak in the microphone so everybody could hear you thank you So within 100 ft the only people that live within 100 ft is the people that are in those buildings in the beginning of Watts that's about it yeah you're right you're right it's not too far so it's like you're restricting but that could be but that obviously Mr rer that could be we can change we can try to work to change that you know as long as it's workable it's could be arranged with any you know what I mean people within that District or whatever they live around WS or that area they could park if they need to sure all right thank you all right thank you and the other thing is just just to clarify it's only half the street I don't know if you know it's not from Central all the way to Watts it's only half it's 10 paces and th it's 10 spaces and those will also we hope we expect be used by people patronizing the businesses there okay so again so the motion is to pass with the approval of with the expectation of of the me is going into effect when occupancy takes place yeah should I restate the whole motion I would yes uh okay so motion to approve the proposed loading zones and the meters on okay next communication of November 2024 from Commissioner of Public Works Kate Fox providing an update on the downtown Broadway utility project I'll speak on that Joe she gave me an email this afternoon about it so the contract to albanes is returned to work on Monday January 6th the first crew will continue on the west side of Broadway up to Fifth Street and then we'll move to the east side which is the laundry mat and liquor store side spending a few days making adjustments on Fourth Street one lane of Broadway will remain open at all times later the month the bus stop at 5th in Washington a will be temporarily temporarily relocated while the work take place in the intersection please pay attention to the bus stop signage a second crew is performing test pits at various areas drivers should expect intermittent closures on Congress AB from Pearl Street to Broadway during the next two weeks in addition a private developer is demolishing 440 Broadway which is the old Salvation Army store to you to create a new mixed Ed property with both residential and commercial space for safety the sidewalk on Broadway will be closed in front of the old Salvation Army during demolition expected to start on January 13th right well this the bike scoter down right this is a no vote okay all right thanks Jim no vote no vote on that one just everyone has the update okay next up uh communication of November 2024 from Council Leo Robinson proposing regulations for bicycles and electric scooters counselor yeah Leo Robinson city council 83 Warren Avenue actually uh want to thank the lieutenant and Sergeant CH and the Law Department working with me in regards to putting this ordinance and making some changes to the ordinance I think it's appropriate that we pay attention to taking back our streets these uh scooters are out of control and these electric bikes they're riding on the sidewalks they're running people off the sidewalk so that they can drive on a sidewalk some of the mopeds who should be licensed on not being licensed we've kind of strengthened it so that we could be able to possibly take them off the road we don't want to see the police chasing them down or anything but being able to figure out a mechanism or how to take them off the streets so I just wanted to come and support the ordinance I know that Ben KES was making some additional amendments to the proposal in regards to some of the major streets uh May jman thank you very much councelor Robinson um I was not here in December when the committee originally discussed this but I know that one of the questions Ben has was essentially how are we defining the business district what specific areas are we looking at um I will foreground that we are still working with the law department on exactly how we include these maps in an ordinance so we probably can't vote on this tonight uh we don't typically have a system that attaches maps to ordinances we reference a map as part of like a zoning code so we're not sure if this needs to become a new kind of Zone um I hope to be able to report back with something from the Law Department in February but we wanted to get feedback tonight on a a first proposal at what these zones might be so you can see on the maps that I just handed around there are seven different districts drawn here one around downtown Broadway which includes City Hall down to about Chelsea Square an upper Broadway Zone that goes just up Broadway including like a little triangle of commercial section here down towards like past Stockton over to Eastern a uh the kry square and Washington a uh area it's just Washington a going through carry Square basically the Mystic mall area Washington and Sagamore right next to Washington Park the Creekside Commons area and then edav so is he looking to make these changes just in those areas or Citywide so my understanding is that the ordinance would apply in the business districts it would not be Citywide yeah I mean the way I see them drive around the city I'd rather see them Citywide instead of just the bistic area I think he I think he was looking to include included to be Citywide that's the reason why I think he did did this I mean the ordinance we were first looking at downtown Broadway and then it was proposed to take a look at the rest of the city you know so that's why I think he came up with this yeah so originally you were just saying scooters not on the sidewalk on downtown Broadway and this map is basically saying what if we didn't limit it to downtown Broadway but we looked at other busy hight trffic areas of the city that's correct but it would not be every street everywhere in the city that can always be Revisited later and revised if we want it to be a city-wide policy but in a lot of places there's no possibility there could ever be a bike lane because there just isn't space or there's no possibility of anything like that and it's not as much of an issue because it's much lower traffic right so you're looking at Broadway Washington Avenue yeah we're basically saying like as a first pass how did these districts look for the business areas where electric scooters and bicycles could not be on the sidewalk I mean initially looking at it like you said you're covering some of the main streets and the the busiest sections but like I mean around the mall there's bike Lanes like for instance when they going to the produce center now they come on the they some go on the sidewalk on the other side but there's a bike lane SL sidewalk on the left hand side of beachum street that a lot of scooters drive down to going into the Produce Center um obviously that's not what we're having the issue but um obviously if there is a bike lane in any of these streets that's great but even if there's not people wouldn't be allowed to bike or scoot correct scoot on the sidewalk but something like something like this would this be a little tougher for the for the enforcement part like you know like as soon as you cross that threshold you're like I'm out of it you can just step over the line and and you're not near it you know we would need to put signage up for entering these districts probably also signage for when you're like reaching the end of one but again the the theory is that if it's less high traffic yeah yeah no no I know I'm just looking at the enforcement and and it's not me so I don't care but it's like you know you look at the red one which is Broad Downtown Broadway that's like an hourglass you know worth noting the police department is right at the bottom of that second hourglass so I suspect that would be fairly easy for enforcement can I I I thought bikes were not supposed to be on sidewalks and I thought bikes were supposed to go with the flow of traffic and abide by rules of the road am I incorrect in that assumption like in other words bikes are not supposed to be riding on sidewalks and I mean I'm not disagreeing with this I'm just asking generally speaking is that and I know that when we Implement these business districts they actually need to get off and walk through the business district so the okay you know I just they need to walk if they're staying on their bike on the sidewalk if they're getting in the road in the road follow normal flow of traffic yeah like you you just can't bike the electric bike down the sidewalk in the business district you can still have it on the sidewalk but I mean but I'm just thinking generally speaking I always thought the rule was that you were not allowed to ride your bike on the sidewalk I think that might be more of an etiquette thing than a rule no well this this this says no no prohibit on riding on sidewalks no person shall operate a bicycle or electrical scooter on any sidewalk designed as a business district so it has to be designated as a business district Robinson's ordinance and I think that you're asking like isn't that just the rule everywhere and I I grew up with it you were not allowed to ride on the sidewalk you were supposed to go with the flow of traffic you were supposed to stop at stop lights and stop signs if you were on a bike not electric just manual let me do some checking and get back to you no I I'm not disagreeing with it I'm just I'm just curious because I see people always riding a bik on the sidewalk going in the wrong direction my mother told me not to go in the street I think Ben was looking into that right was looking into helmets the helmets you do have to wear a helmet if you're under 16 in Massachusetts but if you're you're on a bike yeah so helmet for all motorized so motorized scooters motorized bike moped but the bicycle a little different no I didn't highlight that one so I will report back on your question not because it's Inc like just as a matter of interest um thinking about business districts does this map make sense like do people see glaring omissions or things that are maybe not necessary to include I think it covers the major areas that would require enforcement for [Music] sure prior to it going to a Citywide thing I think this these are the areas we need to really focus on has the city considered like putting in traffic cameras and stuff like that that we can do enforcement because I I don't I mean you can't be everywhere at all times so I mean I'm not like I see this you know I see people riding down the wrong side of the street but I'm not going to call 911 so if it was like an accident just like motor vehicle stuff if there was like something that happened we would go back to the cameras and check okay in those areas so not like just a strict monitoring like if somebody does it it would be like an after so if I called up and said hey you know this person was riding a scooter on the wrong side of the road blah blah blah blah we could check the camera right then and there hopefully there's a camera on that area so but also like a scooter and a bike don't have a license plate for you to check and identify scooters do have plates okay over a certain size right well but is that like the motorized scooter cuz I was thinking of the ones that are like look like an l oh those things don't have those that's what I was I scooter can mean a lot of things mopeds the mopeds do require yeah the mopeds do have to have Place put them on those scooters they go pretty fast you know they seen them Z down the road nowadays they do very fast we should have an ordinance to put them plates on them I don't know if that's something Chelsea can regulate but we could certainly talk to R Garcia about it yeah if it's something you're interested in pursuing yeah yeah yeah why not right they they go 40 mil an hour those things are N I see [Music] them is there something we want to make a motion and vote on I don't know where no we can't make a motion on it tonight because we don't have a way to regulate or codify this in our code okay yet this was just a like if anyone has comments I would love to hear them I mean I'd definitely be in favor of some kind of regulations on these you know okay obviously it'd be something we have to look into further but I would be in favor of regulating these I mean I would too and me too I will plan to report back on what we've been able to work out with the legal department next month all Joel gerero requesting the commission to consider implementing a delayed light or left turn arrow at the marginal and Pearl Street intersection that's I think they had a light there don't they they have a light that goes it had a light but since the the the mask dog came in and redid the intersection they determine that there's no need for the leftand turn the leftand advanced turn light I I have an order for to you to do to put one back you know and because I get a lot of complaints when people go from Marino Street to go to East Boston and they go over they can't turn you know that that is is that something that we can do ourselves or do we have to follow mot rules where it has to be the way they say good question I believe it's I believe we have to go but their recommendation backs it up to you that doesn't numbers don't warrant it they say the between the peak between like 8 and 9:00 a.m. is the only time that there's a bunch of kurner left there but other than that they go they found it sufficient enough to to turn left there but I got a lot of people are complaining to me now that they can't turn you know that they were afraid to turn to go over the bridge right so from what you said as mugh is can we do something or do we have that I don't that I don't know I'm just I'm just telling you what their numbers and their study showed and the determination they came to why they didn't need to put that back there they they did a study on PX 32 3 years ago which we recommended right and they said that it was no need that the traffic wasn't as bad as it is right go look at it now sure you can't go by all the studies that they tell you they do because things change no but that's what we got to you know unfortunately that's all we that's all we can go by uh we did have uh the same traffic consultant who did that update to the light go back and look at this and they looked at the counts they looked at the vehicles and their recommendation is that there is not a need for an additional left protected phase because even at uh I'm just going to quote from the report the cue for this left turn can be reasonably accommodated with vehicle storage space for five vehicles within the approaches exclusive left turn lane and is not expected to routinely impact that flow within the adjacent westbound through Lane so it is a rare condition that people turning left are going to be substantially backed up and while it does suck and I get it when that happens it's a rare enough occurrence that putting in a protected left turn would slow down more traffic than it would yeah they would say it would cause more traffic we get what you're saying J you're saying that it makes it tough for some people to turn left in that intersection but they just have to I mean yeah you know it's because when you're coming down from say the courthouse there's really no there's no need for you to stop whereas unless even with the bridg is down there's there's the two lanes there the brides then what you do like what they say right but what you do what happens is is the people that are got to turn to the left back everything up because they can't well that's why she said there's there's enough there's enough Lane uh going from Franks down to the Salt pile that you can fit five cars there so if it backs up past that the only time it's going to back up past those five cars is most likely when the bridge is up other than that it doesn't back up that much there I don't know right now I see it back up a lot lately not in that left hand lane only when the bridge is up only when the bridge is up because you can't get left you know obviously it backs up more coming from East Boston the traffic comes more going left up to up towards the courthouse coming from East Boston that's where the most traffic is and we've seen them block the intersection we've seen them block the lights they always you know I understand what you're saying Mr camera but the thing is if you want to go to East Boston right you're end dangering your life to turn on your life because they don't stop correct sure sure you know Council San do you have something to say too are we I allow to absolutely speak I have some correspondence from please the city manager that um is directly connected to this issue and it was um in response to a constituent asking what was going on and so I'm a little bit confused about um what you're saying because this says that the city manager received something from DPW staff about dagel electrical putting a change proposal in to replace the service wire and that the issue with the light was that um they needed to get eversource to come out and perform the replacement is this not this is that's a different issue yeah so issue so that that issue was when they first did the intersection there was supposedly a loose wire so it kept causing the lights to malfunction so it's not the so this is well unfortunately unfortunately unfortunately in the last week it's come back we've been called out there twice so there's two things going on one yes this this was a more that was an issue of the traffic lights resetting and cing so this is not helping the situation with correct the turn and the issue was the mask dot is in charge of the intersection they did the lights it's there they paid for it all they hired dagel our light repair technician is pin Ridge so there was some confusion on who's fix and what and what's so we weren't getting double charged even right now there's kind of a question because the from what I know from the engineers in DPW it's not signed off yet have to double check with jman we haven't closed out with dagel yet in park so we haven't closed it out so anything that happens there we should be going back to D but then like I said we got them to work together but now recently it's been doing it again we've been called out twice to that intersection so that what you're talking about is a different issue which was supposedly resolved about a month or two about a month and a half ago and then for some reason just out of the blue I think Tito told me last week he got called out and then two days ago he got called out but even when that issue is not present and the lights are functioning correctly there is no longer a protected left turn like the left turn only arrow because the data shows that because the data shows that would cause more traffic than it eliminates so there were so basically that is a change that that is people used to have a left turn only arrow and do not now and that is I get very unpleasant so now there's this side they get the green light first though so those guys can go left then the traffic coming down thank you from the courthouse they could go so while it's not a protected no they go no it goes together it's green both sides now instead of instead of instead of the courthouse waiting and you turning left and going over the bridge they both go green so if you don't get into the intersection or like councilor Reco said if you come up as 25 car are coming down the hill you got to wait to get in there and it could be dangerous yeah yeah if you try to get there smash so the question I guess you is what do we have to abide by the Mass DOT standard of what they set there or can we put the light back to the turn um I yeah we'd have to find I don't either mathot hired the engineer on this one and the engineers recommend ma do hired the engineer and paid for the equipment the engineer says we don't need this uh it didn't occur to me to ask if we could I guess we could I mean we can ask I can let me let me let me reach out to let me reach out to the engineer and see if he can reach out to their engineer they've been in discussions the whole time and see if they can I I'm in touch with the program contract if you want to talk to them either way either way super happy to do that my question is like given that the data says this would create more traffic there did it say that specifically I I know I read it but it said that specific l or just say that there's no need for it you know what I mean like if it says you know if it says implementing obviously we had the light there before and it didn't back up traffic it helped it didn't back up traffic there's let's put it this way if you put it there or not there's always going to be traffic going from there up past the courthouse up to Chestnut Street it just it's the way it is it's always that's just busy that's the right lane does back up a lot and then the left lane the left turn only accomodates five spaces we don't want people to cross the double yellow line to speed up for that dedicated left FL cuz now we have a a marked lane violation so just to keep that in mind too if we you put a stop sign that will stop and I think and that area it's very important too because the school's there and all the kids get stopped in that area that it's a school zone are you looking are you looking to put them on Central yes on C on Central too yes on not on sham on Central so people from you know already has them so you want you're looking for a four-way intersection right so that way because it's the little kids go there they get picked up in the morning and then they come from the shli school and they walk there you know and that's a bad intersection they had a lot of you're coming from lint Street you're going to come down you're going to stop there then you're going to go to the next block especially during school you're going to stop there and you're going to go going to be there you won't have that but you know during the school time you want to have all these to to help you know the the kids with their parents that are crossing the street it would be it make it tough because you can't see those those are both blind spots the buildings themselves that's that's the bigger issue yeah the blind spots are definitely a tough issue there if you're coming out of showan you look left you got a build in there or you're coming from the cemetery you got a building at least on the other side you got two open Lots on both sides it's visual that's why put a now day probably wouldn't let him put that house up the buildings up there but that's if you put the stop sign it would eliminate some of that uh I mean I'm not opposed to it but I'm more inclined to maybe put no pocket on the corners of each of those Corners you think that would it wouldn't it wouldn't necessarily slow people down not that is an issue there but it would give a it would give you a better sight line I don't know if it would then you have the issue that you're running around I mean I don't know if you know I got there late but in that accident that was just previously there I want to the was coming up from Central LA from the school and the car came out on sham and hit him almost like they couldn't see him around the building that's why if you put a stop sign they we both have to stop but but that but putting a no pocket on those Corner signs would help too but no no it really wouldn't help you because the people still speed if you stop yeah but in that case I don't think speeding was your show I think that person didn't see them well but I think I think I'm just assuming yeah no even even on that corner when you come out of that corner from the cemetery there's a utility box there which you can't move that and it makes it tough to see so it's just a bad it's it's it would be good it would be beneficial for the kids and their parents if they did put a sign just to make sure you know that they stop the ones coming down even from Sha street because if they have to stop here by regulation of the roads right when you have a stop sign you stop and then you proceed with caution when there's nobody there so would make those people stop and look before they turn turn and go either to the left or to the right sure thank you yeah you're welcome I mean I'm on some ways right but sometimes you got to outweigh which one is the better of the two and and I believe that my own opinion everybody's entitled to this I believe that that would help the children in what you say either you know what are we going to do we got to come up with something right right I mean everything we do causes you know causes congestion you know it's just the nature of the beast in the city I will say at least for the morning time they do have that crossing guard on shirtliff so maybe the stop sign coming from the the bridge on Central Avenue that direction might be better than putting one the opposite way because if you have a Crossing guy with the stop sign at shirtliff then you stop the next block on tra it you know the other direction at least stops I'm not against anything you want anything that's better to I'm not I'm open to any suggestion anything that's better to stop you know because there's been so many accidents the concern of the people and even mine is my grandkids go to school there too it's that you try to minimize kids getting hurt and if that would help in some ways why not try it if it doesn't work you can always revisit it and get rid of it so let's let's say let's temporarily put a stop sign westbound which will be going towards Pearl Street at Park Street temporarily we'll do it temporar we'll see what yeah you know you try them and if they don't work you take them away if it turns around and it makes more I would do more like Lieutenant Fern said though I put just one just coming from as you're coming down from Lind Street put that one like he said you're most you're going to stop and even I've noticed it's not that they don't speed but I've noticed not too many people zip up from the school because it's a school so even when there's no kids I think people do kind of drive slow there um I I don't think you would I think You' benefit from just the one stop sign coming down I mean can we and this isn't again it's not to say first phase from what I remember we did it phases two and phases three I think it's because uh space in the one sec sure um space in the graveyard is so tight because of all the graves that they need some of the right of way as a lay down area and also because anything they're bringing in or taking out in terms of like headstones that need to be refurbished or new granite that's coming in for benches just the space between Graves is so small coun you didn't speak of yes they had that already they already had that twice so they give it for the amount of time that so what is the amount of time that these are requesting to do I don't know the expected period of construction I would expect it to begin in the spring and be finished by it's saying here uh the completion data for this project per our contract is June of 2025 so and when they had beginning now six months yeah I thought I start tring them last week or something yeah yeah they did the procurement recently so what is
