ACT public law 1975 chapter 231 notice of this meeting was published in the Bronx County Times and a carrier post on January 8th 2024 uh rooll call Madam Secretary yes mayor Mr forer is absent Mr Migel here Mr seest here Deputy Mayor crra pres mayor cond here thank you uh right into committee liaison reports uh K hor Herer is absent so Mr seis public works thank you Mr Mayor crews are currently on schedule and collecting leaves in section three this is the final round of curbside Lea collection for 2024 as of as always residents can drop off leaves at public works at any time at 1601 Union Landing Road that's the first entrance uh to Public Works uh just a reminder when you're leaving leaves out for collection please keep all piles at least 10 ft away from any storm drains to prevent flooding Crews will be collecting real Christmas trees uh placed at the curb starting the first week of January and you continue to collect trees throughout the month trees are not collected by section and Crews will continue to collect trees on a rolling schedule trees won't be collected if they're fake um if they have lights or oraments on them and they cannot be placed inside a bag brush will not be collected at the same time and the holiday trash collection will be interrupted a little bit the change Wednesday December 25th no there's no trash collection section two section 4 and cinnamon Harbor will experience a one day delay in collection section 4 and cinamon harbor bulk will be collected on Saturday December 28th on Wednesday January 1st there will also be no trash collection section 2 section 4 And cinnamint and harbor will experience a one- day delay in collection and there's no no bulk collection scheduled for that week that completes it for me Mr Mayor thank you Mr seist um Mr Miguel Public Safety thank you Mr Mayor uh monthly report for November is as follows total incidents responded to by the police was 2275 total arrests made with 25 uh Total Property checks made with 814 total motor vehicle stops 230 total motor vehicle summonses issued 151 total DWI arrests were six uh Morgan Cemetery besides the average property check there was one noise complaint at 2 a.m. subjects were honoring their deceased family member it is part of the C their culture where they go to the burial site and play music at the burial site for the for the anniversary including the time to love one passed away they were moved on uh approved firearm permits six approved concealed uh Carry Permits three and temporary handicap permits issued was four and that concludes my report for this month Mr Mayor thank you uh Deputy Mayor Crable Parks and Recreation and Veterans Affairs thank you Mr Mayor um since this is our final regular session meeting of the year I just wanted to take the opportunity to thank all those who've contributed to this success of the events that we've been able to provide to our residents um I would specifically like to thank the efforts of our Public Works and our police dep Department as well as the continued contributions made by our staff and our volunteers I hope to see community activities grow and expand over the next hearing for ordinance 204-12 which is to amend the code of ordinances uh to amend the chap chapter 80 article four entitled anti-nepotism policy the proposed policy states that any person who is a relative of an elected official shall not be appointed hired employed or permitted to work for the Township in any unclassified position relatives of the department heads and unclassified supervisory employees may be employed by the township but may not report to or be supervised by said department head Andor unclassified supervisory employee said department head and or unclassified supervisory employee is prohibited from participating in any way in the hiring process relating to his or her relative in short the proposed policy permits a relative of an employee to be hired by the township as 2024 -136 authorizes the change order final payment release of performance bond and establishment of Maintenance guarantee for improvements to the Ravenswood Park tennis courts project uh Township engineer Remington and Vernick has deemed that this project is substantially complete and recommends a change order reducing the original contract amount by $2,650 to a final contract amount of $1 $ 36,9 38.9 the final payment in the amount of $27 38.78 release of the performance guarantee in the amount of$ 139,000 58890 and the posting of a 2-year maintenance guarantee in the amount of 136,000 9389 the Chief Financial Officer and purchasing agent uh Julia Edmonson has determined that sufficient funding is available for this purpose and recommends that the committee authorized the final payment resolution 2024-25 the author to authorize the release of the performance bond and the EST establishment of a maintenance guarantee for Block 703 lots 28.1 and 29 Birmington and Vernick has deemed the project is substantially complete and recommends the release of the performance guarantee in the amount of $1 163,164 and the posting of a 2-year maintenance guarantee in the amount of $2,969 190 which represents 15% of the site improvements resolution 2024-the the renewal of shared services agreement with Bron County for snow removal services in an effort to enhance the efficiency of snow plowing and salt spreading throughout the county the township plows County Roads within a municipal boundary which is approximately 10 Mi of roadway the county reimburses the township for the service the rates will remain the same as the previous term Public Works superintendent Kevin gaun recommends the township extends this existing agreement for an additional three-year term through December 31st 2027 in resolution 20241 39 is to authorize and direct cinon Township planning board to cause a preliminary investigation to be made pursuant to the New Jersey local Redevelopment and Housing law as to whether certain areas along Route 130 North within the township are areas in need of Redevelopment or Rehabilitation the economic development committee recommends authorization of this action by the governing body to determine if block 2312 Lot 2 and block 230 2 Lot 4 are areas in need of Redevelopment or Rehabilitation the areas are located on Route 130 North and are commonly known as the mainline shopping center and the cinnamon and Diner shopping center and last but not least we have a raffle for St Mary's of the Lakes PTA on February 2nd 2025 and that's the end of the the record hello uh Eric Heyman Meltzer 117 bir strive I could have said this at the consent agenda comment but I just wanted to save it for the full public comment on I fully think resolution 2024 139 is a great idea um I think especially with round three with round four affordable housing obligations coming up quickly I know that you guys are going to have to pass that I Believe by January 31st I think if we're looking at Redevelopment of the mainline shopping center that could be a great place to possibly look at that for affordable housing I know there's been a lot of pressure on East riveron for affordable housing looking at affordable housing so I think that could be a great alternative I know that Morristown has done similar things you know they've turned the former Morristown Mall while much bigger than the mainline shopping center they've been doing a lot of affordable housing in that area so I think that could be a good balance as well with that as I as kind of my uh theme consistently that I just want to make sure that as we redevelop and construct along 130 or anywhere across the town that it's kind of works coincides with the environment because as we know uh raining a lot more or less or when it does rain it floods more so you know rain's got to go somewhere and more concrete there is uh more rain ends up flooding a lot of people's basements that kind of thing so I just hope that as we look into redeveloping uh Mainline Shopping Center that it's done coinciding with the environment as well thank you very much and have a merry Christmas happy New Year comment uh add something to jeie statement I know the houses and everything is are getting built on Belleview what jeie maybe should have said a little bit more but I think the construction can be a little bit more maybe considerate of what's going on down there uh it's everybody knows that when you're building there's going to be construction everybody's going to be a little bit aggravated but I think somebody needs to come down here and maybe talk to the people who are building and stress that you know they're parking here they're parking there uh people cannot get out of their driveways they have to wait and and plus it's raining now you can't do anything about the weather I know but I think that somebody can do something about telling people to be a little bit considerate when they're building I know it might be hard but if you're living next to something that's being built six units or whatever you know there's going to be a problem there was a problem before the six units even were built because it was a dead end Street to begin with so I can feel Genie's pain and I think the rest of us as a Township should also feel her pain or at least at least drop down there to see what's going on because it doesn't seem fair we knew we knew it was coming we know it was coming we know it was approved but we never thought it would be like this so if someone could maybe just come down and you know get their opinion on what it looks like or what could be done because you know if it was next to your house you probably would have more to say than jeie had to say tonight okay and that's all I wanted to say and once again I just want you to know that I'm looking forward to April 2025 where the big di in for the big shovel in and I hope that you remind me cuz I would take off thank Mr shager for the time and attention he's given to addressing my concerns regarding trap neuter return and Cinnamon's Community cat population I deeply appreciate the confirmation that anyone practicing trap neuter release within the township of cinnamon and is assured by the township that they are operating within Township Code and I'm beyond grateful to participate in Township sanctions TNR so thank you thank you thank Youk you Mike going 100 Pell uh a suggestion when we have something over at Wood Park and we close the road that maybe at the school Memorial we set aside maybe five or six handicap parking spaces because a lot of times they have to park over St Charles and walk if that lot's full so maybe set up five or six because I know one person said something to me but they said they couldn't find a parking spot so they left you know because they use a c the other thing is uh last work meeting session was talk about doing stuff on un Landing Road that the township would uh start doing something my question is is a lean going to go against the property owners which most of it is Waste Management of that property set is overgrown I don't know who the lean's going to go against I would imagine if there is going to be a lean levied it will go against the property owner which is Waste Management Michael for the most part yes sir so if if there is if there is a lean um wouldn't there be a lean if the Township's do I I would I don't know I honestly I usually other properties in the township when Township goes in there's a lean I I believe when when Township leans a property it's because they did the work to clean it up right and the township said and if that's the case then then I don't know why this would be any different answer is yes Mike okay thank you okay
