meetings ACT public law 1975 chapter 231 notice of this meeting was published in the Brunton County Times and the carrier post on January 8th 2024 roll call vote Madam Secretary yes mayor Mr her here Mr mcel here Mr SE is absent Deputy Mayor crra president mayor cond here thank you uh we'll move right into liaison reports uh Comm Ember horer for finance and economic development nothing new to report Mr Mayor that was easy uh Mr seagrist is not here this evening Mr Miguel Public Safety thank you Mr Mayor uh the monthly report for October is as follows total incidents responded to by the police uh 2674 total arrests made 47 Total Property checks made 950 total motor vehicle stops 351 total motor vehicle summonses issued 223 total D DWI arrest S Morgan Cemetery had four calls for service one was for a chicken in a cage that was abandoned on the property Animal Control took custody to the chicken two calls for were for trespassing after hours subject uh Subject Was Gone upon arrival of police the last was for a subject playing loud music for his deceased Uncle subject apologize and turn the music off uh approved firearm permits 20 uh approved concealed carrying permits four and temporary handicap permits issued was two uh that concludes my report Mr Mayor thank you Mr Miguel Deputy Mayor cral Veterans Affairs and Parks and Recreation thank you Mr Mayor um as the holiday season approaches we have some activities and events for the whole family uh cinnamon and Township holiday lighting will be Sunday December 1st from 5:00 p.m. to 7:00 p.m. at Wood Park there will be horse and carriage rides music hot chocolate cookies and children's activities the township will be hosting its third annual holiday house decorating contest participation is free and all residents are enthusiastically encouraged to participate uh to register your home please email C Turner camenson nj.org uh thank you Mr Mayor that concludes my report thank you very much and uh I have uh just one thing and it's actually um more a Department of Public Works but pertains to the whole Township just wanted to let everyone know that we have received a grant um from the New Jersey Department of Transportation trust fund resurfacing uh Organization for $212,000 which will be used in the coming year to resurface uh Fairfax Drive and that is all I have uh next item on the agenda is a discussion item regarding the best practices inventory uh Mr shuer can you give us some details on that please sure mayor uh each year as many of you know of course the committee the division of local government services issues a best practices inventory to all the municipalities within the state of New Jersey we have historically done very well uh on the best practices and I'm happy to report again that we've done so this past year uh out of 52 competencies which include a variety of uh ways that the state views the municipality should be operating on a daily basis with long as well as longrange planning out of 52 competencies uh we were successful with 50 of them uh I will note the two competencies that were not met one is something that actually has occurred in the past couple of years years that the township does not have electric charging stations uh in any of our public spaces the second one is the posting of Labor agreements on the township website uh was was a competency this year uh I will say that those Agreements are posted on the perk website the State website and are available and they're always available upon request here as well but that was something we said no to because they are not on our website uh other than that as I said 50 out of 52 I think that's pretty good and I want to thank all the staff and everyone for making sure that ordinance 202 4-12 the amending of the code of ordinances to amend chapter 8 80 Article 4 entitled anti-nepotism policy which will be advertised in the burington County Times Public hearing to be on 2024-25 Hazard mitigation plan uh the Bron County Department of Public Safety has has completed the 5-year update to the hazard uh the County countywide Hazard mitigation plan um this plan ensures compliance with Federal Emergency Management agency and confirm cinnamon and Township eligibility for Disaster Assistance including funds for mitigation projects the ultimate goal of the hazard mitigation plan is to reduce the risk and future losses from Hazard events emergency uh management coordinator Danny Norman has uh coordinated local efforts to participate in the Plan update and recommends authorization by the governing body 2024 resolution 2024-25 authorized Township signatu for sewage Authority applications to the New Jersey Department of Environmental Protection uh the state of New Jersey now requires municipalities to authorize a designate to sign local sewage Authority applications to the Department of Environmental Protection for improvements to the authority sewage system after consultation with Township solicitor Carmen saginario the recommendation is for the governing body to authorize Mr Sho bigger and CFO Ms Edmonson to sign applications in this regard resolution 2024-25 authorize the purchase of a zero turn mower through sourcewell uh Public Works superintendent Kevin gaun recommends public purchase of a zero turn mower from Hustler Turf in the amount of $5,185 through the sourcewell Cooperative purchasing agreement Miss Edmonson has determined sufficient funding is available for this purpose and recommends the governing body authorize the award of contract resolution 2024 d125 authorize the release of a maintenance bond for Block 702 lot one project engineer Remington and verick has reviewed the proc project and performed the necessary inspection and recommends the release of the maintenance bond in the amount of $3,450 resolution 2024-25 review and approval of the Fire Commissioner's compensation for the recommendation of the division of local government services Township is charged with reviewing and approving the compensation of a fire district commissioner which is paid through the cinnamons and Fire District a separate taxing entity the $3,000 annual compensation has not changed in many years um resolution 20241 127 authorize the refund of tax overpayment for Block 1217 lot 7 tax collector Sandy root has determined that the property owner is owed a tax refund due to an oversight related to multiple payment methods 20 resolution 202 24-28 is the transfer of appropriate ations um Miss Edmonson recommends the transfer of funds for certain accounts in order to meet Township obligations through the remainder of the fiscal year and two Raffles uh sisters that are rendering service is having a raffle on 12524 and the home in school uh cinnam at home in school for cinnam and Elementary is having a raffle on 128 2024 and that is the end of the consent agenda uh may I have a motion to open once a project it is approved and they they begin the project they have a performance bond and then that gets released eventually and then they have a maintenance Bond and after a while the engineer whoes a project determines that that maintenance bond that they were they had to put up money for can now be released and that's what our engineer did with this project they made a recommendation to agenda tonight I just want to thank uh first of all our Emergency Management coordinator Danny Norman who guided us through that process but also a lot of staff and professionals who wind up being involved with that plan some of them are here in the room tonight it involves Public Works police uh construction zoning uh myself even but a lot of work goes into it to make sure all the information is updated and it's a really good example of sort of intergovernmental relations in my opinion because uh State funding comes down from the federal government and then to the county comes through the state and event eventually to us when we cooperate and collaborate so it's it's a really good way to to conduct business in my opinion and it'll help us down the road with securing funding and we also have the resource at resources at hand and and as we know here some things have happened recently within the township at times and having that plan in place was very helpful so I'm glad we're able to about uh the ordinance for the cats I did speak to um Mr shigar during the week and he said that as it stands having discussed it with some of you that there's nothing like legally preventing people from TNR and I pointed out that there are that's really not the case there's three specific things in the code that would prevent people from being able to TNR and stay within the law here in town so I highlighted those and it's really as simple as adding what I put in bold to the existing ordinances so um one of them would be the inoculation requirements if you simply put that TNR cats that were part of a TNR project were excluded from that requirement or licensing ownership things like that um so I that's what's on this paper here and the second thing I just wanted to show you was a little visual that will take about 7 Seconds to show you this is just a basic visual if you start with one unspay female cat that Mom cat can produce three lit averaging four kittens per year in the first year after two years those unfixed cats produce over 144 cats at 3 years we're up to 1728 and in 4 years one unspa female cat and her Offspring will produce over 20,000 cats so it's kind of like an aha moment it's not me making it up it's legit um so I'm hoping that the at some point the ordinance will go through and people won't be fearful of being arrested or fined to do the right thing and um be a Good Samaritan and town thank you thank you thank you here we hello my name is Eric hman Meltzer uh 117 white birds Drive I did this last year I just wanted to do a quick word again to thank the town how hard they worked during this past election operating how you know we know difficulties we had during election day when it comes to the extremely long line so I want to thank the town not only the town but town clerk Miss Pion for all her artwor especially for uh sending me the results at 2 a.m. so it was very much appreciated which I was awake for by the way so I got them in the moment was she yes yes I can imagine but I just wanted to make that quick word and like I did last year say that I was very grateful for a very productive Clean Campaign and I think this is was a great example of good governance and action and you know there's always room for there's always a need for opposition voice no matter how great things are or how needed things are so I just want to um thank in summarize thank again Clark Pion and thank the town for um being able to give the chance to run and be on the bout thank you very much thank you once again Renee olar Davis 2108 Hunter Street I wanted to know if there are any updates of on the cleanup of Union Landing those properties that I the properties that I mentioned before that have uh need grass cutting uh shrub cut back and um that have a really bad appearance there's some that have piles of dirt fenced in I'd like uh Union land and clean up and so I had mentioned that before so I was wondering if we had made any progress with the companies who own those properties I I know we have been working on that I'm not sure what progress we have made I don't know Mr Sher if you could address that I I don't have an updated report uh through our office today for you uh I know there's been Outreach I don't know the status of it but uh I could certainly reach out to you later in the week I can give you an update and we can come back whoever wants to speak all right I'll go I'll go last okay my name is David C coosy Tom's River New Jersey cinamon high school graduate 1974 so I want to pass out some pictures and I'll try to get to the point real quick so this is my grandfather's garage here in town 1927 okay and this is between Kar and inan Avenue and this is the used car lot next door on imman Avenue on the corner and our family house in the middle and this is a picture of my grandfather and my mother on the bicycle that's in in the 40s okay I have another picture wow y so and he was the first Pontiac dealership in this area after World War II and then it went up to Ted brat on Taylor's Lane in Route 130 so he sold the the dealership but it was always a used car and mechanic shop and and this is a receipt you can pass this down from 1948 with the address and and I'll get to the point I I apologize and it's all good yeah that's cool I want this car yeah thank you okay oh before I forget I want to thank you for raising the street on Kern Street doing the sidewalks and the curves first time since 1927 they're beautiful thank you so much the guys whoever did the work they were great Township engineer whatever but now we're in a flood zone we were never in a flood zone but I guess it was from cinnamon Harbor or whatever okay that's a different story but thank you so much whoever did that thank so the the reason why I'm here is um I'm third generation my kids are fourth generation and we will never ever sell that property no matter what um we always been on the wrong side of the tracks literally and from c glass I don't know if anybody remembers c glass the Big Smoke Stack my grandfather had a great tenant Stan Esposito Cadillacs which was the competitor of FC kerbach he had to move because when they fired up the plant all the soot you know the everything was on the cars and so you couldn't have that so I keep a low profile I keep the property clean but it's been difficult during covid and the economy so I had a good tenant in the garage and he's a mechanic and he's um he's leaving at the end of the year but I do have another tenant and um that property from ker to idman is one lot one lot and it would condensed from three lots into one lot and the Zone residential okay so I guess we're grandfathered in so this new tenant he wants to get uh a used car lot license in the garage with that but he doesn't want a big used car lot or anything he just wants a set of dealer plates you get five plates to one set and he just needs it for transportation so if um if the car to get the car is there so he doesn't have to have towed or anything like that um I should be saying this flipping titles and um it it's just it's better sales tax he'll save on insurance you know he'll have dealer Insurance five plates so I know I have to go through the zoning officer and um but I think the committee here has to vote on this correct or for use no this would have to go through zoning oh zoning and and they don't have to come for you to pass it at the end I believe and and I'm going I'm going to call on Mr Mitten here for a second would that be just a a zoning variance both parents yes sir in acknowledgement of the former mechanic shop that'll have to be confirmed that that use wasn't abandoned but for the used car lot that would require varing which is only branded by the Zoning Board of adjustment okay well nothing has ever been abandoned it it there's still a functioning Car Lot all legal 100% And as I said it's one lot yes sir there's three buildings on one lot so I mean we could argue either way argue we argue okay good thank you so but adust has trur okay so I'm just hope hoping that you're receptical to it and you can put all kinds of restrictions on it like no cars out front maybe two or three cars out front a couple inside because he has parking in the back and the front but to make it work and uh we need this okay and as Mr Mitten said the Zoning Board of adjustment is it's a it's a it's an entity separate and apart from this so that's my question so I would have to go through this whole procedure can't get the license for that uh I would imagine so you're looking for a variance in the Zoning Board of adjustment well it's always been okay I so I would have to go through the whole whole thing with the tenant Mr to get that the process just give him a call and I mean if it's a permitted use it's it's always been here so I don't see why we would have to do something like that but uh you you tell me um who to contact and I'll do that and I'll biew Avenue cinamon New Jersey good evening folks good even evening tonight I'm going to shock you with I'm what I'm going to ask you okay I am bringing up the Mount Laurel Doctrine tonight and the reason I'm bringing that up is because on October 20th our governor um and i' like everybody to know this because it's being recorded if you know don't know this but our governor has mandated that the state of New Jersey is required to install 67 to 68,000 new homes in the state of New Jersey divided amongst all the townships in the state of New Jersey which comes out to about 175 new homes per Township this is a huge impact huge for the entire State not just considering the towns and I do know that some of the towns ships up in North Jersey have already tried or still might be in order where they're trying to get a stay uh against this action of the doctrine um just for whatever um right now we are under water restrictions I've had numerous bleeps from the New Jersey American Water Company over the news we we are under a state mandated w a restriction um the impact of something like this in all our Township affects all our schools our police the travel and if every one of you people travel you know it takes anywhere from 20 to 30 40 minutes to even get to the middle of the State anymore we have over 9 million people in this state over 9 million and we just want to keep adding to it how much more can the third small state in the Union take down on Taylor's Lane just because maybe you don't know this but we have a water intake at the end of Taylor's Lane that pulls in a minimum of 30 million gallons of water a day it has the capacity of taking in 90 million gallons of water out of the Delaware River a day how much more water can we take out of our out of our resource es out of the aquifer and now we're taking it out of the river and we're going to add all this to our state and we're going to add this to all the townships that go up and down at least along the river or whatever and out into the middle of the state what I'm asking you is when where does it actually end when do we end this I want you guys since we we've all some of us just been reelected to be the first standup Community the first standup town down here in South Jersey to stand up and say yo no no we don't need this no more we can't do this no more we can't destroy our towns we can't add this into our neighborhoods we can't do this no more please hear my word whether you agree with me or not I don't care whether you're Republican you're a Democrat whatever we cannot continue to destroy the state of New Jersey I want you to know I have filed this act from when it was the Mount Laurel decision the Mount Laurel 2 decision I could go on I know the facts now it's the Mount Laural Doctrine when does it end when does it really truly end so all I'm asking you guys tonight because I know coming up in January or I'm tell me if I'm wrong got my my fact wrong but you have to make a decision on the next round of this Mount Laurel Doctrine please hear me no one else is standing in this room no one else is going to stand up here and do this I'm doing it I'm doing it for my Township and my community I'm doing it for everybody please maybe you guys can be the standup Community the standup Township committee gather up the rest of your fellow mayors and everybody else and please
