and uh recognize uh Bill o Conor this week uh former mayor Bill o Conor passed away um he was cinnamon through and through was involved in in baseball was involved in cinnam in football was a former mayor served on the Planning Commission um and I just ask that we take a moment um of Silence to uh say say a silent prayer for him thank you uh our thoughts and prayers are with the OK Conor family friends and colleagues now if everyone could please rise and join me in saluting the flag I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one mayor condo here thank you and good evening everyone uh tonight is a very special night for the governing body one that we look forward to every year it's Youth and government day it's it's a Community Partnership between the township committee and cinamon Board of Education whereby the eighth grade students learn firsthand how government works earlier today these students tore the municipal building and police station met with our professional staff to discuss the various functions of municipal government although this is a public regular public meeting of the cinnamons and Township committee Youth and government day culminates with these great students running our meeting this evening we appreciate everyone's support of our students and understanding that the meeting will be a little different than usual with that in mind as always we welcome anyone or everyone to bring other any other matters to our attention after the meeting or by directly contacting either our municipal clerk or Township administrator one final note if there are family and friends of our students in the rear of the room we have reserved the first two rows here in the front for your convenience it's now my great pleasure to turn the meeting over to Mayor Kai Quigley it's all yours thank you next we have our liaison reports first we have acting Committee Member Bundy for finance and economic development thank you mayor good evening everyone I am pleased tonight to provide an update on some important Economic Development initiatives in cinamon first we are delighted that Township committee and representatives of Delco development and chickfila will hold a ceremony celebrating the official ground breaking for the long awaited Chick-fil-A on Route 130 the event will be Thursday October 24th 2024 at 8:00 a.m. we hope that you can join us you may have noticed that the Freddy's Frozen Custard and steak briggers is being constructed near Children of America in K1 Speedway and it's almost complete Freddy's first restaurant opened in Kansas in 2002 and the cinnamon store will be the third in New Jersey we anticipated it opening next month and please stop by to enjoy a hot dog Burger chicken sandwich and some custard stay tuned and we will let you know the exact opening date also underway are six new homes along Belleview Avenue being constructed in partnership with Habitat for Humanity and the opportunity for ownership will be prioritized for our veterans we are beginning the formal examination process to determine the highest and best use for the mainline Shopping Center in Sherwin Williams Plaza additional details regarding the study will be available in early 2025 also there are plans underway for various properties along US Route 130 including the former Grandma School house the undeveloped parcel adjacent to the Sleep end the shops at cinnamon as well as occupancy of the stores near Tim Horton and Popeyes finally we are saddened when we learn that sweet water which was formerly Hathaway's Diner has closed first opened in the early 1980s Hathaways and then Sweetwater were iconic restaurants in our community and was host to numerous breakfasts lunches dinners and other special celebrations impacting nearly every family in zinon a little trivia before the police station on Mana Road was built there was a small room at then the old hathways Diner where police officers would receive calls and then respond to community needs I know the entire Community joins me in Wishing the catas family the absolute best that the future may hold in the meantime our economic development committee is actively working with all stakeholders and identifying the best use for the property mayor that concludes my report okay thank him for that thank you no um at this point I am going to see we told you it wasn't going to be a regular meeting um given that the economic development report came first and the economic development report mentions Sweetwater uh I would like uh any member of the katas family or the Sweetwater family to come on forward we have a proclamation for you that I can go down come on George come on get up George thank on George okay evening gentlemen I still want an El Diablo burer so next time um there you go there's a lot of whereases settle in whereas in August 1984 Angelo and Tony Tony cadis purchased haae restaurant a place that em body's warmth comfort and Community Spirit building a new Hathaways in 1986 and whereas their sons John and George grew up working in the business doing various jobs and in 1990 started working formally in all aspects of the business becoming partners and whereas in 2012 the restaurant was renamed Sweetwater Bar and Grill and has become a cherished establishment in cinam inin offering the community not only fresh delicious homecooked meals but also a safe and welcoming space where every Patron is treated with endless affection and respect whereas the patus family continue to give back to their community in cinamon and the surrounding area with charitable efforts such as hosting the cinamon fire district Paint The Town Pink fundraisers over many years therefore be it resolved that the mayor and Township Committee of the township of cinamon do hereby recognize and celebrate the contributions of the catas family to the cinamon community we we commend their dedication passion unwavering commitment to serving others and wish them continued success in their future endeavors now therefore I Paula mayor of the township of and Veterans Affairs for Parks and Recreation I am happy to report that the township had a well attended and successful fall mus Music Festival that was held September 27th I want to thank our public works department our cinemat and police department the cinnamons and fire department and park the parks and recreational committee and to all the township staff that helped make this such a fantastic event our event organizers had to Pivot quickly due to changes in our weather forecast but the the changes happened flawlessly and the event went on off without a hitch this past Saturday cinnamon hosted a town townwide yard sale we had a lot of community excitement and 86 houses who participated over the next couple of months we will have a number of fun events for the entire Community Friday October 25th the township will be hosting trunk Retreat our spooky familyfriendly event will start at 6:00 p.m. and conclude at 8:00 p.m. at Memorial Park rain day will be November 1st taking place on Sunday December 1st from 5:00 p.m. to 7: p.m. will be the township holiday lighting celebration there will be a f festive music car rides activities for the young at heart and a special visitor from the North Pole it will be an evening for all to enjoy we are also working on our annual house decorating contest more details about dates and how to register will be released in the coming weeks for veteran for Veterans Affairs Veterans Day is Monday November 11th Veterans Day is a celebration to honor American Veterans for their patriotism love of country and willingness to serve and sacrifice for the common good throughout our history military service members have put on their uniforms to protect our nation and Safeguard the values and Liberties that this nation was built on this commitment doesn't stop once the uniform comes off and their time and active duty has ended this Veterans Day we honor the men and women who have worn their uniform and who continue to serve our country this concludes my report next we have acting committee members Sun for Public Works Cinnamon's annual fall clean up day was held on September 28th at the Public Works facility and highlighted the Township's commitment to recycling numerous residents attended the event despite the inclement weather the next cleanup day will take place in May 20125 Cinnamon's curbside leaf collection will begin on November 4th Public Works will be following the same schedule for leaf collection as the brush and bulk trash collection schedule residents should contact public works department at 856 829 6703 or download the recycle app on your smartphone for additional information regarding leaf collection the week of November 4th will begin with section one ps's final phase of gas main restoration and Paving has begun in the Morgan Heights section of the Township police will be present each day of construction and a signed detour will be place please contact PS NG at 1 1833 661 64 for administration and Health and Senior Services tonight as we celebrate Youth and government day we are reminded of the great importance of Partnerships with our community while the cus in Board of Education camenson Fire Commission cinamon Sewer Authority County of Burlington and cinamon Township committee represent local separate local public entities the leaders of these entities have established an outstanding professional relationship which benefits all Simon residents we meet and discuss permanent Community issues on a consistent basis and provide support to one another all in an effort to make cinamon a great place to live and to work for example cinamon Township recently entered into an agreement with Burlington County Library commission to embark on a number of improvements to the cinemon branch of the Burlington County Library a combination of great funding grant grant funding Capital Improvement funds and a donation from the friends of the Burlington County Library will provide for technology facility improvements to this Popular Community Resource which offers a variety of programs and services to to the cinus and Community we are excited about working with the library Commission on this important project in addition the township and Board of Education annually annually execute a shared services agreement which provides for class three police officers in the local public schools to ensure that our community remains safe and secure School leaders also work closely with our Police Department on a variety of educational and recreational programs throughout the Academic Year this is perhaps the greatest lesson for today that great communities are built on communication and collaboration a we can only be great if we are one cens as mayor I will continue to work with all of our community stakeholders to ensure that senson continues to prosper that concludes my report for remarks for tonight thank you next we have motor vehicle stops 251 total motor vehicle summonses 165 total DWI 7 Morgan Cemetery calls 1 on September 25th 2024 Patrol received a call of a possible narcotics transaction on raid Street officer fogia and barbudo arrived and located a suspicious vehicle occupied by two subjects the officer investigation LED them to develop probable cause that narcotics were in the vehicle the officers gained consent to search the vehicle and as they had the subject stepped out of the vehicle passenger ran the subject ran towards Riverton Road officer Harry Cali arrives on the location and chased the subject on foot officer Cali chased the subject across Riverton Road and tackled the subject in a field the subject was found carrying caring a hand a loaded handgun a search of the vehicle revealed a 20241 1115 Award of contract for purchase of police vehicles and accessories through approved State contract vendors the vehicles will replace vehicles in the patrol officer officer Fleet Police Chief William obuchowski recommends the award of contract to state contract vendors galini Motors and emergency accessories and installations in the amount of $ 23,737 111 CFO purchasing agent Julia Edmonson has determined that sufficient funding is available for this purpose and recommends authorization by the governing body resolution 20124 116 Award of contract to Auto environmental systems for for purchase of trash cards Mr gaun secured quotes for 150 trash containers which would be made of available for purchase by residents the lowest responsible quote was provided by Auto environmental systems in the amount of $99,100 Miss Edmonson has determined that sufficient funding is available for this purpose and recommends authorization by the governing body resolution 2024 117 author authorize amendment to municip sponsored affordable affordable housing agreement this agreement amends the the previously authorized affordable housing agreement with habitat for the humanity for the construction of affordable homes as part of the township state approved affordable housing plan the amendment meets requirements of New Jersey housing mortgage Finance Agency including the up updating the legal corporate to Habitat for Humanity of South Central Jersey as part of the Township's continued efforts to to meet our affordable housing obligations affordable housing Council Parker McKay recommends authorization by the governing body resolution 2024 118 requesting dedication by Ryder L A baitman inspection program the state of New Jersey has mandated mandated municipalities to perform lead abatement inspections on his res Residential Properties constructed prior to 1978 the dedication by Ryder will enable the township to create a trust account spe specifically for revenues and exponentials associated with this program to ensure compliance with the New Jersey lead remediation and abatement program Miss Edmonson and I jointly recommend all ization by the governing body resolution 2024 1119 cancellation of taxes for to totally disabled veteran block 3208 lot 17 tax assessor Dennis De clerk has confirmed that the property owner meets the criteria of eligibility for his Ben for this benefit resolution 2024 1220 authorize adoption of amended Personnel handbook the township routinely updates employee handbook to incorporate new policies and revised Provisions based upon applicable law and state recommendations I reviewed the handbook with Mr saginario and we jointly recommend authorization by the governing body resolution 2024 1221 designate curfew for Mischief the contact information of a woman named Sandra Obie Sandra Obie is with the animal protection League of New Jersey she her role there is TNR program director um what she does there is develop support Community cat management and ways that reduce population cost and concerns in the most effective human and responsible manner um on October 10th Mr Sho bigger spoke to Sandra Obie so I want wanted to say thank you to him for doing that he contacted her and they did speak so I'm hopeful that there's some progress being made on a new ordinance I just wanted to real quick just tell you a little bit about how the past few days have been for a person in cat rescue on the 16th I received a text message and that text message reads hi Wendy do you have a trap handy we have a stray in the parking lot and he looks like he needs help but he won't come to me he's been roaming around the parking lot and that text came from Nikki who is the uh office manager at cinnamons and animal hospital then um following following that I received another text message on the 17th which read hi Wendy one of our techs witnessed a hit and run of a cat and brought it in unfortunately the cat is deceased no migr chip but it was ear tipped I wanted to see if you potentially knew this cat and I received a picture so I told um that was from Dr Wilson from cinnamon animal hospital so I told Dr Wilson that I would reach out to some of the community cat caregivers and see if anyone um did not see one of their cat cats that they that they care for she did not believe it was fixed but what I told her was um that I would put it out there to the people that you know care for the cats in the community she told me that she took care of everything in terms of um disposal but I did thank her because she cared enough to let somebody know and that's really what what we all are trying to do is to get people to understand that when you feed cats it's we're we're not only feeding cats you have really a relationship they know you they wait till you show up they come right over they'll eat right at my feet they they might not want you to touch them but they are are cared for and when something happens to them we as their caregivers grieve um so I thanked her for at least being that cat's caregiver in that moment um then on Saturday we had our townwide yard sale which was a fundraiser I held it in my yard a fundraiser for Burlington County animal Alliance I was able to generate um some money to donate to their cause uh they're a 501c3 rescue in Burlington County and because it was a fundraiser I had the opportunity to speak to a lot of people um regarding animals in general and hopefully share some knowledge and information regarding how to trap cats and get them fixed so with that being said I was just wondering how we're doing with the ordinance if it's coming along or if if uh at a St me we we were we are in fact working on it I'm not quite sure exactly where we are but um I know you're in contact with with Mr Sho bigger yes and he's in contact with Miss Obie yes um so we'll keep moving forward so I mean ER will keep you in the loop as to where it is very good when things change thank not easy you did a great job so to you Mr May um like to thank the the the teachers thank you for bringing them in uh this like these guys said this is one of my favorite nights of the year uh we look forward to it um and the administration and our Administration thank you very much um that's all I have okay I guess that's me that's you I would personally like to thank Charlotte you did a fantastic job representing me I also want to uh recognize the three young ladies who we have up here uh females are very are not as represented as the males are so I do love to see when we have female counterparts up here so keep it up good keep up a good work ladies um and I just want to thank the parents you you are raising wonderful children so keep up a good work good good okay and uh this is a this is uh one of the downsides of being mayor is that you get to go last and they have said everything that I would like to say uh thank you to The Faculty thank you to the parents uh the staff who spends the day with these guys um every year it's a it's a great day and a great learning experience um Kai anytime you want to come back and sit in that seat it's all yours you all did a great job um
