that have been deemed um end of the life cycle  um as per policy these these come before you   as you can see some of these are dated back  to 2001 so this is the list of the Surplus property okay um second on the agenda is  resolution for construction of Freedom   Elementary School first read board in front of you  you have a resolution um as you know we have been   having conversations for quite some time about  Freedom Elementary um we have opened that bid   cycle we have been working with County Commission  our timeline tentatively is to bring this before   you for the month of February to take it to budget  in the month of March to potentially take it to   our County Commissioners in the month of April  you have the resolution before you and that is   um what we are asking for for the construction  of Freedom Elementary School um if you have any questions anybody have any questions okay item three recommendation  for architect selection for major renovation   first read board in front of you you also have um  information related to a a project that we have at   Burt Elementary school as you recall we have the  Burt Innovation Center um and we have some fairly   substantial work that will be occurring there  over the next year or so this is work that was   um funded we have the funds through integrated  innovative School model dollars so essentially   it's CTE dollars that um will be coming to the end  of their life cycle and so we are in a bit of a   rush to to get this work started any project that  has major Renovations um with the architecture   fees exceeding $2 million this is this is  scheduled to be slightly higher than that the   executive limitation is for any architecture fee  um or I'm sorry any work that would be more than   2 million must come in front of that the board  board we are bringing it to you it has the details   in the letter um the recommendation is to go with  Lyle Cook Martin Architects for Design Services   for the CTE expansion of that Burt Innovation  Center as they have done substantial work in   with us in on this in the past um if we were to  go with any sort of other um recommendation or bid   process that will greatly exceed our timeline um  and may potentially impede the use of those grant dollars any questions okay item four  federal budget amendments first read Jeff Taylor good evening everyone um we just  have some small amendments on our grants   uh the consolid admin grant is a decrease in  revenues of 13,500 uh the rest of these are   just reallocation of the funds for the ATSI  23 Grant the CTE Perkins Grant um the IDEA   partnership K-12 and then the IDEA Part B and  pre-k grants no new money we're just moving   these lines Monies to the appropriate line items  for the expenditures that we expect to incur any questions thank you item five 24- 25 strategic work midyear review  board each year we do um strategic work that   we share with you and you get each month a  a detailed report of of each of the items   on our strategic work this is just a summary  that we do midyear just to kind of encapsulate   everything that has occurred so far um with  each goal and where we're at as you can see   um we have kind of marked where we're at as far  as the level of of progress made um each of them   so far are on track and we are um optimistic  for the completion by the end of the year um   if you have any questions about any piece of  the Strategic work as always um let let us know okay um County Commissioners comments okay seeing none other business Kacie I got it working this time back to the  are we allowed to go back an item I just have   a question about the architect the Freedom  School is that um going to be the same design   that we've been using for the school yes thank  you yes so Freedom is the last um School the   the last Elementary School scheduled to use  that existing prototype um and that's just   simply because of the timeline of looking  at a 2026 we have already um essentially   saved dollars by using that same model but  we have already established that moving   forward any future Elementary we will have  to do a new design and new prototype okay um guess Jimmie was first yeah I uh I would like  to thank the uh school system for the flowers that   you sent sent to me and my family during our  moments of bereave but I also would like to   say uh that I was very disheartened to find out  that Clarksville-Montgomery County vote neutral   on vouchers it bothers me it bothered me and it  still bothers bothers me it don't bother nobody   else up here but it bothers me and the reason why  I say that is because a family that's making less   than $60,000 a year and will never get their child  into a virtual program a person making $7.25 an   hour make $14,000 $15,000 a year that family  would never get their child into one of those   vouchers program no matter what the legislator  say no matter what the governor say no matter   what anybody tell you if they tell you anything  different they're lying and I'll say that to the   face I won't talk behind the back I spoke to a  person that had knowledge of the bill and was   informed that that bill is not for poor folks it's  not for average folks it's for the affluent and we   have a representative that actually carried the  bill it's a problem that bill if and when it is   signed if it hasn't already been signed by Bill  Lee is going to cause our County Commissioners to   have to raise our taxes in order to make it work  for Montgomery County now people think I'm crazy   but I'm not this is the first time in 20 years  the first time in 20 years that I really feel   bad about being part of this board because we've  always been majority Republican but we've always   voted for the children we already voted for the  family we always voted for our County and I want   all of the people up there that sit up here those  that voted for it you got it live with it but I   promise you that this bill is going to cause us  to have the heavy tax increase sooner rather than later thank you Aron I wasn't planning on saying anything about  this but um Mr Garland I would encourage you you   said you spoke to someone who read the bill  I'd encourage you to read the bill um I don't   think anything you just said is true um but  what I hit the microphone for is to say uh   I would like in the future uh meeting if that we  could just do a review of our live stream to see   if we would as a board potentially like to live  stream the night of opposed to posting the next   day so if we could just get that on the agenda  for the future to have that conversation thank you go ahead this is another request coming from  my left the bottom line is whether we have a live   stream today tomorrow or next week the truth is  the truth and the people of Clarksville-Montgomery   County they need to know the truth and the  Bible said to know the truth and it'll set   you free free and I want my people to be free  be free to know that if I am going to pay taxes   for something at least I should be able to use it  and we're going to have these people that working   at the McDonald's or the the lowend jobs paying  taxes for the affluent to be able to send their   kids to private schools and that's all that  I'm saying and in order to do it the county   commission is going to have to raise out taxes for  our property and anything else in this County to   help them to offset having to go out and get a  loan so so I mean that's all I'm saying anyone else okay you have something else good evening  board members February kicks off Career Technical   Education Month Across the Nation last night  I had the privilege of watching some of our   early technical college students present to  the County Commissioners about the advantages   of focusing on skilled trades in high school ETC  is housed at our local TCAT and is free of cost   to our CMCSS families applications are currently  open until February 14th and as of yesterday they   already had approximately 150 applications  for the program just as a reminder our open   enrollment period is open for all of our schools  of choice we feel strongly about providing Parents   Choice in their child's educational experience  across the district we have over 30 different   programs of study that our students may choose  to enroll if a student's zoned school does not   offer the CTE program of choice parents may  request special transfers if room is available   applications are still available at for Spanish  Immersion Moore Magnet 10 high school academies   Middle College TCAT and K-12 virtual we want  to ensure every family finds the right fit at   our formal meeting later this month we will
