ma'am will give us an annual investment report for fiscal year 2024 Mrs uh Bowman ma'am and I know you have the other gentleman there with you as well thank you Mr Mayor yes this is a annual um item that's brought before Council to inform Council of what the um Investments update is for the fiscal year ended September 30th um 2024 um Mr John Grady with public trust advisors um we'll give you a presentation first on the economic update and then he'll provide you an update with the uh status of the city's Investments for the end of the previous fiscal year yes sir to be here thank you for the time to provide thank you a few economic topics and then I will uh finish my presentation with a brief review of the investment program of course during any part of this if you have any questions uh please don't hesitate to ask those during the presentation or as a followup so thank you so let's Jump Right In and it's hard to believe we're already at close to the end of the first month of of 2025 uh so the data that we're looking at uh the most recent GDP numbers from the third quarter of 24 they'll release the fourth quarter initial estimate here in the next week or so uh third quarter GDP was at 3.1% so similar to second quarter at 3% we can see uh and I would SE suggest that uh GDP for all of 2024 was certainly much better than what was originally anticipated coming into last year and the same holds true for the prior year so as we look at our economy and we look at consumer spending which makes up certainly better than 34s of the economy it's been much stronger than many Market participants have felt for the better part of 24 months so that's the good news is that the economy continues to grow uh the other side of that might be the amount of debt that we're taking on as consumers as well as the federal government so that is certainly a challenge and what many folks are looking at and concerned potentially into 2025 but again seeing solid growth through through 24 the the thought is that we will finish that uh 2024 calendar year with growth of between 2 and a half to 2.75% annual growth so not too bad considering we were started the year at 1.6% and the thought was it may be closer to one maybe less than 1% for 2024 so so good news there uh from the overall economic picture jumping over to CPI so really as as we remember the feds two primary mandates are uh stable uh monetary policy I.E lower inflation and full employment uh so as we see the economic uh indicator of inflation CPI we can see as we go to that right hand side of the chart we've seen an actual uptick in inflation over the last couple of months at the towards the end of 2024 so that last reading December 2.9% and just as a reminder the fed's target is right around 2% we've certainly come down this chart goes back 20 years but if we go back to 2022 we can see that very high inflation so good news is inflation or price increases have come down uh dramatically but now they're sort of in that cons that that sticky phase is what many Market participants are calling that a lot of that's tied to food and shelter and transportation costs which are major expenditures for us as consumers so that will likely be a challenge for us as consumers although we've somewhat weathered that storm uh for the better part of two years so that's that's good news uh so the fed's hope is that as we go through 2025 that inflation will start to drift lower one way that that will help is that as we get further in you start to lose the data points that are much higher inflation so that brings that 12-month average down so if prices can stay level potentially come down that should help bring inflation down and that would certainly help the FED remember the FED is going to generally increase that overnight borrowing rate that fed funds rate to slow down in the economy and they're going to bring that rate down to hopefully to help stimulate the economy and we'll see what they've done here in just a moment in the last part of 2024 so we've got inflation that certainly is has come down but uh still a bit challenging uh the other part is is full employment uh so the FED also wants to help the economy by having stable employment low unemployment good job creation on a monthly basis uh the chart that we see on the top right is are those non-farm payrolls or job growth on a monthly basis it's somewhat skewed because if you look at the far leftand side of that chart we're going back to 2021 those are still months where job creation was being made up by more than 20 million jobs lost in 2020 as remember in a few months so once those start to roll off we'll start to see what we might consider a more normal looking job growth chart that said the market generally thinks that anywhere between 150 to 250,000 jobs created a month is a good stable number uh we saw that number sort of bounc around in the latter part of 24 but we finished strong with 256,000 jobs created in December if we go back to a couple of months before that the the real low data point goes back to October they revised that I believe 34,000 jobs created the reason for that though we had three significant hurricanes roll through the southeast that were very devastating and we also had that dock worker strike which it major ports around the country so that was a big reason for that October number so if we set that aside uh arguably job growth was was pretty decent at the end of 202 for looking at unemployment 4.1% historically that's still a very very favorable number we've come up from that 3 3.4% was actually the lowest in April of 23 and so somewhat you know some of these things are relative when you go from 3.4 to 4.1 then you may be somewhat concerned but if we think about the average unemployment rate of over 5% when you look at very long periods of time we're still in a really good spot uh when it comes to the labor market so inflation a bit sticky labor markets seem to be still fairly decent we didn't have as much job growth in 24 as we did in 23 but still uh seem to be very healthy and so looking at those economic indicators and then thinking about the fed and the fed's goal again of of helping us to have a stable economy we went from zero% overnight rates uh overnight meaning what's in those checking account uh funds in 2020 to 5 and a half in 2022 very dramatic increase recall last year when I was talking about this most dramatic uh monetary policy in decades if not more than a 100 years uh so now we've we hit that number last year in July well pardon me in July of 23 it held steady for about a year and then in the summer the FED started talking about potentially lowering the overnight rate uh really at that time the thought was that the market was starting to cool mean lab labor market was starting to cool economy potentially starting to slow down uh and so they started to talk about that ultimately the FED uh through the fall of 2024 and into the into December cut the overnight rate at three separate meetings from 5 a half% to 4 and a half% uh that's actually still a healthy overnight rate if we look at the overnight rate for the last more than 20 years and in fact if we go back from 2008 to now uh so call it 17 years that overnight rate was Zero for about nine of those years uh so still in a pretty healthy area from the overnight rate and the FED has actually revised their expectations upward of that overnight rate suggesting that they feel even more strongly now than they did in September about the future of the economy at least in the near term and as you know as I've been here in the past these are not predictions they're projections so we want to be cautious on that and when we look at your investment program uh just also remind uh the the council that we do not Market time your Investments your goals are safety of principle making sure you have enough liquidity and then seeking to earn a market rate of return and we do that through our relationship with Miss Bowman and frequent conversations so just looking at this chart a lot of data on here really what we're seeing is the overnight rate back in September the the market was projecting that overnight rate to go from 5 and a half% to potentially two and a half to 3% so almost half of that rate potentially cut and we see this chart going from the left to right you see that that higher Circle that's suggesting fewer rate Cuts that's great news that means that right now the Market's projecting that overnight rate short-term rates and rates interest rates in general to stay elevated versus what expectations were a few months ago and again that's good news for your investment program and so to wrap up this part and then we'll jump right into your investment program this is the US Treasury yield curve looking at it year-over-year so if we look at this chart it doesn't seem like much has changed uh and in fact if we look at the left hand side you'll see the decrease of about 100 basis points 1.07% that mirrors that 100 basis point rate cut that I talked about all of that happened in the last three months of 2024 and if we go from left to right we can see uh actually that blue line just a slight bit higher meaning longer term rates have actually trended up a little bit higher that's also great news because as you're reinvesting your maturities within your Investment Portfolio you're now earning a higher rate of return by taking on that additional maturity uh structure within the investment program and then going back to the left-and side overnight rates staying higher than what was expected those help your liquidity Investments as well uh so great news and that really is is beneficial for the for the city's overall uh duration and we'll talk about that in a moment so on this slide doesn't look like much change when we look at year to year when we look at this slide we can see this is 24 months but if we look at the last 24 months or even the right hand side of this chart the last 12 months a lot of volatility happened in 2024 uh the good news is towards uh the end of 24 and into 2025 we've seen rates bounce back by more than a percent since September and that means continuing to reinvest at these yields that are 4% closer to four and a half percent more recently uh so great news so that's a summary of an economic update certainly don't want to rush those comments but hopefully that provided you uh a bit of background on that let me just pause for a moment any thoughts from the mayor of the council well let me be first to say thank you big John for your continued collaboration with our finance director working hand in hand um clearly we see the improvements the wise investment wisdom is the principal thing but when getting wisdom get understanding and that's what we're doing now yes sir so I thank you for that so we can we're trying to be good stes of the taxpayer dollars and invest wisely and the the market has been fair to us and Equitable to us and I look forward to that it continue to do so yes sir let me uh we thank you thank you yes sir I'm just going to finish with a couple of slides on the program itself and just highlight that again safety liquidity and yield are your primary objectives the investment program is actually built around your cash flow needs and again this is important for our collaboration with Miss Bowman and her team her information provides us the understanding to make what we believe are educated knowledgeable investment recommendations uh to miss Bowman and the team it's based on the sources and uses of funds where are these funds coming in ADV valorum other Revenue sources and then the timing of those funds how often they're expended how much you're going to need through the current fiscal year and then and then future fiscal years and then seeking to develop that strategy uh we uh we've got a multiple duration investment program so again liquidity and then three separate investment portfolios to allow you to take advantage of us treasuries and fixed income Investments generally between one and five years so again not taking too much of an investment Risk by going out too far and staying with very high quality fixed income securities and those uh separate portfolios I'll jump into right now so the first one of course is your operating portfolio uh this portfolio represents around 60% of the assets that are managed outside of liquidity funds and around 177% of the overall asset so again part of that balanced investment approach couple of highlights I want to point out here inside that blue box you'll see the book yield that book yield from 23 to 24 that's a measure of income opportunity and so you can see that book yield increased by about 1% even as Market yields came down you'll see that market yield so while Market yields came down over the year through September your Investments continue to increase in yield due to that longer term strategy you have in place and through our conversations with Miss Bowman through our quarterly meetings uh and reinvesting those that actually result resulted in the income on this portfolio year-over-year to increase more than two and a half times and you'll see that same uh sentiment here through uh these various Investments as well as uh through the the overall investment program on the last slide we reinvested around a third of this portfolio over that 12-month period and we captured rates anywhere from 3.5% to as much as 5% and again that had everything to do with where interest rates were uh through the cycle this portfolio again as you can see on the bottom right hand chart utilizes one to five year area of the curve primarily uh and we continue to reinvest to maintain an average maturity structure of about two and a half years your reserve portfolio uh so this one represents about 25% of the assets managed outside of liquidity and around 7% of the total assets it also has an average maturity of two and a half years you'll see this is very similar to the operating portfolio structure although it's slightly different because these are funds that are designated B based on your bond indenture requirements so at least annually we'll work with Miss Bowman and she'll identify the amount that you need to maintain in this portfolio and if that can be reduced due to reduced requirements by your bond indenture that money can be moved out into the operating fund and and reinvested in that manner uh so similar to that three and a half to 5% we reinvested around a third of this portfolio during that same time frame again keeping that similar strategy in mind and much like the operating a reserve portfolio increased almost a full percent during the the same time time frame where Market yields drops so similar strategy also saw a significant increase in income opportunity for fiscal year ended 24 and we'll hopefully continue to see that into this fiscal year as a result of your current Holdings and then lastly is your your restricted funds and these are they're simply assets that are restricted in nature by the city it's the smallest of the three uh around 14% of manage assets and 4% of overall uh investments from the city slightly different portfolio as you recall so this one you see about 30% or so of the portfolio in those 0 to3 to 9 to 12 month area this portfolio we allow Securities to actually come to maturity and then we work with Miss Bowman if funds are not needed we simply reinvest those back out on the curve so this portfolio has a duration or an average maturity of around two years so slightly lower but similar of course all three portfolios are fixed income as I mentioned they need to fit within the parameters that are governed by your investment policy as well as Florida State statutes and you are compliant not only from an individual portfolio but also from an overall investment program and that's highlighted here on your summary this is your asset allocation chart as of your fiscal year end and you can see on the far right hand side the compliance check and all of those are yeses which is where we want to be and not only is it of from yes but it truly comes to that balanced approach uh Miss Bowman over the last couple of years has developed a very streamlined process from a fund accounting approach and what that does again is allows her to maintain the amount that she needs Within These funds but then allows us to provide a more efficient approach to Investments and not leave more than needed in any particular investment vehicle because it's unknown it's known and so that has resulted in a very efficient process and that's increased your interest earnings from well over two million to well over five million now the Market's been generous from that perspective but there's two parts of this one is the market offering interest rates that you can invest in the other part of that though is having a program that allows you to take advantage of those rates rates and this collaboration really has allowed that and the C City's benefited from that if rates go down of course we would likely see interest earnings go down but because of the approach that you have you'll be protected for some period of time because of these Investments that you've made in the past so again well balanced compliant we're very appreciative of our partnership with Miss Bowman of course with you all and with the city and with that I'll pause uh for any questions about the investment program itself do we have any questions for Mr John Big John of public trust Council woman call yeah I was just going to say really impressive and that figure I'm not used to those 185 million yes 949 th000 no I've got that wrong don't I anyway 185 million that's pretty darn good I would think yes Council for um a city of 20,000 how do we compare I mean to other cities of our size I mean we must be that's a great question it's hard to do an Apples to Apples comparison what I would and just as a reminder uh councilman cost and to the council uh public trust we only work with public entities so with that background what I would suggest is that it's been wonderful to see that advs property values other tax revenue sources have increased uh as we've had a pretty strong economy here in Florida for several years so what I've seen from entities that I work with have been an increase in balances the increase in interest earnings can also help offset cost for project because as we know the other side of that are project costs capital projects in particular have skyrocketed since 2019 2020 so these higher balances that we're seeing are are what I believe are are wonderful and they're helping to offset some of those higher costs that public entities cities counties and so forth are facing so from a how are we doing you're very similar to what I've seen here in Florida and around the country but certainly here in Florida an increase again a lot of that due to Stronger property values and and a stronger economy overall here in Florida okay and so then most of that is just reinvested right so do we it doesn't actually go into the general fund if we have no that's Citywide assets for all funds um and obviously a large portion of it belongs to the Utility Fund not only from um excess cash that the fund may have on at a given time but also the reserves that the multiple Bond issues have so we have to set that money aside and hold it right and we can't spend that money okay great thank you thank you thank you for the partnership big ships Le ships but nothing like friendship partnership stewardship yes sir scholarship dep mayor weeks I just want to say thank you you did a great job explaining it to somebody who's new to the council and city government and uh I appreciate that um and I know that we are limited as far as um what kind of uh areas where we can invest but it seems like we are doing pretty well for for what we're limited with so thank you very much and thank you very much to miss Bowman wow great job and congratulations to you and look forward to working with you thank you you know this is indicative of the communication collaboration and cooperation we have sir from from Finance director and 400 employees staff city manager City attorney teamwork is the DreamWork yes sir and that's what I'm I'm Tickle Pink about because through our leadership as a whole collectively we're accomplishing things and we see the end results so the great investment of our property we're growing as a city you are because if we're not growing we're dying so we must grow and people are investing in the city of coko still dreaming I'm still waiting on a water station I can see it now so you got to understand that of pulling in water's life and I know this means some people don't mean nothing but when you don't have no water that's right even animals and I'm not speaking on for me I'm speaking on behalf of others that's unwilling to come afraid to come they're afraid of repercussion like oh dear God here they come they're going to get us they're going to raise the property tax to $9,000 a square acre but you know demographically we need to grow like he said we got to grow and I understand out there we're were considered bushes but there's $500,000 houses out there and I'm not saying that's anything important but they're there you know so we should be get be treated fairly each one of you know the residents have the same opportunities as next I don't ask for nothing free I don't ask nothing off to the side I just ask for fair treatment and move forward so there's three water taps been put doable I know you have funds that can get this it it's obtainable so you just have to I know it's going to take a minute it's going to take some hard work and it's going to take some grinding and I need to have that no it's a matching it's matched by by Florida Prepaid our city is paying $1,000 and um their funds are matched by um the state's dollars so which makes it into a bigger benefit for the student but the fact it's prepaid it's already paid is what prepaid means doesn't it no that's just the name of the program under the state yeah I know it sounds sounds confusing when you say it that way I'm all for helping people so yeah that's just the name of the program um from the state of Florida it's a Florida Prepaid program but the the funds are going to be available for him when he's there to use it um at a later date okay who the recipient of the scholarship okay thank you I was going to explain you I just wanted to say that you're probably thinking that they did the college the Prepaid College program that Florida has and these students have not done that what they're doing is getting the matching funds from that particular program so these are students who don't have that's economic and Community Development and investment public infrastructure as well Mr city manager thank you Mr Mayor we um we're submitting these for your review and approval um I think they are unchanged from last year uh I think it's a total of 11 um priority areas that we we want uh you guys to approve and further legislative the delegation and the legislative and the legislature to uh focus on and so we would ask your review and favorable approval of these priorities what are the wishes of council motion to approve com okay motion to approve made by uh Council Mahar I'll second his U motion his first motion whatever and I'll second that motion or comment floor is yours sir um I I just wanted to give a big kudos to city manager and staff for once again capturing uh the council's priority for the city I think the citizens of Coco can be proud uh that we are uh lobbying for these priorities um they pretty much capture everything that that we're looking to accomplish in the city within the next couple years so thank you for that okay any other comments saying none chair gonna call the question all in favor saying I I I have it unanimously proceeding on the final item four tonight item number 8-1 to approve a resolution amending fiscal year 2025 budget be AF hash 25 G I'm coming a man finally after 65 years 25 D smoke too soon 029 d a to accept a grant funding for the pine Causeway phase two thanks Alex water main design federal government for 1.2 million state $135,000 this is five miles long it's a 16inch watermain extension now that's a no-brainer cuz liquid goal I'm G make the motion and I'm looking for a second but Jack I'll let you talk if you like second okay yeah I just we we had this on consent and I I tuck it off of consent so that Mr Walsh can highlight what this uh what this actually is I also sent out to you guys today the news on the uh on the grand award Awards there and so we're still trying to figure out what that means um I'm not sure whether this is affected by that but this is a this is a great project there and I wanted M Mr uh wash to highlight the project yes sir thank you so just to summarize because it's been a while uh I think this project came about during uh I forget which hurricane it was Chief there was a Dorian I don't remember Doran uh which was 2018 M and so if you remember we had a failure in the in the one transmission line underneath the river we still had a second line but the discussion was was should we have a third line and that as a res and also the uh the city of melburn wanting to do basically the same exact thing because we're that's right the pineer is right where we our surface areas meet and if you remember years ago four years ago they were doing a feasibility study we did some joint funding you all agreed to it we completed that funding shared the cost of the of the of the analysis we both used the corridor they built a pipe on one side of the causeway we built pipe on the other split the costs of the contractor for the equal layment of the pipe and then kind of cut up all the other costs as appropriate for each of us and so this is kind of the final kind of a continuation of that so that landed us uh you know on the by the yacht club or the yacht area there by the you know by the backside of the Space Center or the this space Force Base uh but we don't go any further and so the idea was we wanted to have full connection which would take us all the way to us or to A1A and then all all the way to the front door of Patrick we would make a secondary connection on the very south end for water quality but we would connect to the front so that the water could go in any direction could go north could come from the south and so on so it would give us three ways to get water across it would give us a resilient and stronger water system um it was it was a a well-conceived project I think when it was brought up it took a number of years obviously to get this point but we secured some funding via the military uh resiliency grant program and then through the East Central Florida Regional planning Council and through the state program where if we get those grants and if it all goes through and everything's okay uh it's really it's no cost to the current rate payers it's state money and federal money combined to do a design to get us that next level and then obviously we'd be seeking additional grant money because the costs would be tremendous to to build that uh water pipe and we would be seeking something similar but the best way to do it is get the design on the shelf and then see what we can do uh you know at that point so uh barring uh uh any any permanent you know ceasing of the grant we we'll have to monitor that I did ask our project manager to read out to the reach out to our grant contacts to of course they don't know anything yet either but we're we're keeping that channel open we haven't incurred any expenses at this point the only thing we've done is we've put out an RFQ for the design and I believe that design is under uh review and I believe there's a presentation coming up for the uh shortlisted firm um and at that point before we would actually engage them with a task order and that would have to come back obviously um we we would uh we would want to know what the grants what what was going on so I think that's all I have unless you have some questions thank you for your detailed and concise information but serve more so than anything else keeping us a breast of the great works we're doing for our consumers our utilities cons because there's no water like our Liquid Gold water we're the 11 largest distributor of war in the State of Florida right here in Coco amen we're one of a few so kudos to everyone all right we I made Coast fire chief's annual award ceremony will be this Friday at 11:30 at our Coco Civic Center and I'm proud to say that assistant chief Dara Hennessy will be honored as the chief officer of the year chatted okay yes ma'am um Mr city manager you sure sir let me let me let me percolate a little bit more here sir okay thank you sir um Madame esar uh yes yes mayor um I wanted to report for the council uh for the algra project on 524 if you recall there was a uh predevelopment agreement which required um a conveyance of property to the city that was about 11 and a half acres and I just wanted to report that that uh transaction has closed so the pro uh the city does own that property now and that obligation has been fulfilled thank you all right all right great we're growing we are growing okay like I didn't know that all righty uh uh councilman Hearn who goes first time sir because you know odds okay which odds ODS oh who would like to go first Council MC or I go first if that's fine okay unless you would like to go first I'm oh you're you're even you're the odd yeah okay let's see here wait what do I hit again the but to the right that one right there okay yes ma'am Bard West Virginia that's it there you go that's right let me make sure that that was the first one okay this was the league of cities dinner when you all were installed and I got you up there getting installed I did I did uh with the new board was installed wait a minute let me go back here I think there's another one yeah this was the whole board and then then this was the executives correct did I have that right yep and then um uh oh they were giving an update he was giving an update on Palm Bay because Palm Bay hosted that that night that's right they they try and be equal to us but they're not anyway and then this was at the economic update you got I did get you again and this was my particular favorite because it shows the train station being done in 2028 which is wonderful if you all have not heard that that is the projected date of our train station opening and um then this is some of the folks at the economic update it was very well seemed to be very well attended yes and um this guy here was a m m magician and I didn't catch it here but he made his wallet catch on fire and about freaked me out the first time he did it and then he did it again huh you couldn't get it on picture I couldn't get it on the picture no no I tried and uh and then this is some more of the group there um and then let me see yeah so la a week ago Saturday rode the bright line for the first time and this is my 92y old friend Jean who the whole time that they were building the bright line she said am I going to live long enough to ride the train and so I made sure five of us took her on a train ride on last Saturday or week ago Saturday and we drove we went from Orlando to West Palm Beach we ate uh late lunch early dinner and West Palm and then we rote it back and it was wonderful the train station was clean and uh all was good but I just wanted to show a picture of Jean riding the train she said now will I live long enough to see the train station in Coco and I said three more years I think we can do it so Jean The Beauty Queen Jean The Beauty Queen yep yep she's a sweet wonderful lady and there was one other thing I was gonna I was oh I don't know if I caught this I was uh in Washington DC and I should have put the picture up there I was there Wednesday Thursday and Friday last week for a conference made a snow ice ball but anyway um and I just drew a blanket or what I was going to say about that I was in see what was I going to say lost my train of thought so it'll it'll come back oh I got to meet the new secretary of state Marco Rubio we were at a dinner and he they had us move out of the way so he could come through and I've got a picture of me taking a picture of him with somebody else so but I did get to Pat him on the back and told him that we were proud of him here in Florida and that we know he's going to do a great job so it was awesome same Coco yep and he's very supportive of bright line for the city of Coco too as well y yes ma'am because here's the reason why the chairperson of the fast committee which we're going to Washington DC is works for uh now uh Mr Rubio what secretary he's secretary of state Secretary of State so we have the inside dibs of what's getting ready to happen for us one of the girls in our group used to babysit his kids and he spotted her and he went over and gave her a big hug so uh so I I have roundabout waiting now if we need to get I did not know that she was that but anyway awesome great job great job all right Council ha Wildcat sir yes sir um I I wanted to get a few updates um not it don't have to be tonight for the next meeting so I know last year budget we um talked about the special needs equipment in the pars some of our Parks enhancements um so if we can get some up update on that um that will be because I'm getting calls back from the same families that came in to talk about it doing our budget meeting last time and so they just they just wanted to update and I have not the sign but actual special needs of playground equipment because majority of our parts don't have um I think downtown used to have we did downtown used to have um playground equipment for wheelchairs correct um but it got removed I believe cuz people who didn't need it right um destroyed it basically so corre um and so I wanted to get an update on that the next thing was um I know we talked about multiple times about hb136 5 and the way things are going right now these last few weeks I'm a little bit nervous about um us being in compliance with that I know a lot of cities are not wanting to talk about it um but I kind of want to stay ahead of the game if we can um and so just want to get an update on where we are with it how are we going to respond to it when they start cracking um because we starting to see even some of our local um law enforcement um our head for sure which is sh Chief uh I mean Sheriff Ivy they are really going to be um pushing 1365 same thing with immigration we starting to see that now and so I want to again want us to be ahead of the game um so I want to know where we are with 1365 how are we going to respond to it um there you go you want can I say something before the Super manager elaborates on it it's inevitable we're going to have a lawsuit it doesn't have to be the city of Coco anyone anywhere in the State of Florida can sue any municipality but the problem does not lie on the municipality the responsibility is the county cities have the option to opt out of it so that is the reason why I'm saying it's like you got to just hurry up and wait there's nothing you can do about it I mean life needs to go forward because I I'm not going to sit up here and worry about somebody suing us hey we get sued daily everybody knows that it's nothing new any and all municipalities are sued quite frequently daily so that's why it's nothing new Under the Sun the only problem comes is it's an unfunded mandate by the governor so where are you going to accumulate and acquire funds and they limit the the the amount of fundraising or acquisition for us as a municipality to go through either fees or taxes to pay for something that they don't want to fund that's just the bottom line so my my my heart is not troubled by lawsuit okay there we have over 411 more or 410 other cities there in the same boat and I'm telling you as I said earlier it's going to go to the State of Florida and they're gonna kick it back down watch go ahead Mr see man yeah and and if I can add a little bit more context and for the folks at home 1365 was legislation that was passed in the prior uh legislative session last year's legislative session that that really says that uh cities and counties cannot allow um um the sleeping uh are camping overnight in public spaces there uh and so it's a Prohibition against allowing that in cities and counties uh can be uh sued for allowing individuals to sleep or to camp in public places there you know the the problem with 1365 is is that you know the city of Coco could jump out there and say let's let me let me just do an example of mobile mobile shelters three of them 60 60 beds and and and you can you can propose that as your solution there the the legislation also says that you know to to pre prevent them from unhoused from or anybody from sleeping or camping camping in public places there you have to have um uh an encampment that's approved by uh by a state agency and that encampment has to have certain certain provision of services certain amenities there no City can do anything without the approval of the county in which they reside and so even if I came to you and had the best of plans you would still have to present that to the uh to the uh Bard uh County Commission and have them approve that nobody has the plan um you know last meeting the whole issue of the buses and I was been a little bit fous about the buses that whole issue was in response to 1365 and and again that you know whether you can do that under under our current zoning regulations is is debatable but but again no city has stepped up and said here is our solution to 1365 the county hasn't stepped up and if any city does step up you still have to run your plan have your plan approved through the um through the uh Bard County Commission we've sat together as a city Representatives as not not for-profit uh Representatives uh with the with the Homeless Coalition to talk about Solutions the portable shelters the mobile shelters that was an idea uh I didn't know that idea was coming uh to us in our backyard or in our front yard there and so so that was I was surprised by that actually being an idea that was uh that was uh presented in the in the subcommittee discussions and and all of a sudden there was a service provider here in the city of Coco but but you know it it is it is a and last week when I said it's a it's a countywide problem it is a countywide problem we got we got 72 miles of a county and we have homeless and unhoused in every city and in every unincorporated area in in the uh County and there's not there's not going to be a solution unless everybody gets together and come up with a solution none of us know what that is at this particular point in time and so and so that that literally is the progress the progress that that has been made is we sat together as a as a committee we talked about uh how do we address it uh the mobile shelters was one idea uh we talked about um communities and I think there are some communities that build the small pallet homes uh and so we've had all sorts of ideas but again uh until someone steps up and says oh that's a that's an acceptable uh facility provision of service in my city then we're going to continue to talk about it and I've I've been around here for 31 one years and and this ain't the first time I've talked about it and so so I don't know that that there's any progress report that we can give you we we we're going to have to come back together in that committee and and and talk about how we do it I'm assuming that the Homeless Coalition is going forward with Matthew's hope to provide those Services through some sort of contract with them and and we'll see how that works you know um so you know that's kind of where we are at the moment let me say one other thing I hate when individuals try to hold us as hostages thank you you know what I'm saying don't hold the city of Coco a hostage and you have 16 other municipalities you know and and then again let's be honest with those beds how many of them are really Coco residents yeah you know what I'm saying come on now I mean we all God's children and charity starts at home first all that is biblical and I get it but then again um you wouldn't want anyone moving in your house and you have to feed and protect and and nurture them so don't hold me hostage for something that you may not be adequately doing that's all and I'm not trying to identify one person or or many or many entities what I'm saying is uh give us the chance to do it on our own because I know we're competent and we have a staff out of this world and under the leadership we have and especially us five I don't mind taking care of my own I'm just not trying to take care of anyone else I'mma just be straight forward with you y and on that note when that day comes again I'm guaranteeing you this even the the Supreme Court System kicked that that I can't think of the name of the court case in reference of homeless if it's Marshall or something that lose the cas name eludes me right now but the point that I'm saying to you is that um is individual that can go to work go to work man that's all I'm saying I'm through with it m Mr Mayor and just uh and I won't I won't take too long but it's a good thing that uh Commander Mara is here because you know we we have a concentration if you will of of the unhoused in in Koko Village and and we've attempted to address that and and again we have an we have an issue with uh them being at Riverfront Park um and and we're we're trying to address that I think cameand Mara the police department does two I don't want to call them sweeps because we're not rounding what should I call that we need two mandated um patrol checks what we call them okay so our officers go out they do a walk through to make sure there's nobody camping or or outside or sleeping and then we'll move them along uh we'll give them the we'll give them the warning first if they don't comply with an issue of trespass warning and then arrest follows after that but we are actively doing that every day yeah and so and so twice a day they're doing that um you you know again it it is you know we we know we have more homeless uh in the village than we had uh at a certain period of time in the past there and so uh they are taking that step there again um they they've been very responsive to the merchants um you know if you if you see something say something and call and and and we're we're on it um I've sat on the subcommittee um you know um and so I've been on that subcommittee and and again uh the there are no um novel Solutions uh to the problem thank all right um so kind of I just want to uh say this point so we have one opportunity where really two opportunities per month to have conversation that we don't normally have and so when I ask these questions I ask these questions because uh citizens and uh call uh about it and I think we should have uh robust conversations that we may be thinking about that we may not bring up or forget doing our report opportunity or when we talking to Stockon sometimes we may forget that and so um we we should and I believe some good information came out tonight um that I was unaware of and possibly some residents was unaware of things that our city are taking a part of like working with housing for the homeless or uh the homeless coalitions uh so that's the reason why I ask these questions so it's not uh to to open up Pandora's Box is is to is to have thoughtful conversations and or get information um and so uh Commander Martika also can can you please add provos Park to that because um we have some of the same issues um that a crew has pretty much been there full a while um and so you know hanging clothes on the fence line is really on the fence is really not uh appropriate I think for anybody to see and so um yeah just add that to that to that list please thank you um the I get a shout out to the uh uh uh our chief uh Chief lamb uh I know you don't like getting called out today but congratulations um I think now we probably can make our own billboard now you know uh but we really really uh appreciate you for all the storms you've weathered and so appreciate it the uh give a shout out also to the after our crew uh water utility um they do a lot more than sometime what we realize yes they do get paid after hours uh but a lot of them have to leave from their dinner tables drop the fork and go out and find out what's wrong with our water lines that that break often um last night we had some some uh a family waterline break in West Coco um they really didn't really understand the process uh that was their first time calling elderly um crew went out and and handled their business after a big waterline break in Coco Beach and so imagine how they looked and probably was worn out from dealing with Coco Beach they rushed over to West Coco a few hours later and took care of that um family as well so a shout out to them for all the hard work that they do um along with Public Works um at the ebony bookstore there were some high bushes safety hazard um thank you for Public Works going out taking care of that problem again sometime it seem like it's a small thing to to us but for some of those seniors who need visibility um it was very hard for them to see traffic and so appreciate public works for getting out uh taking care of that also with the hill TI Hilltop Cemetery we know we heard a lot about that the last few days um thank you for public words getting out out there knocking it out uh taking care of their business with the um with the cemetery again if anybody see anybody out there um defacing or spray painting or doing whatever the um unnecessary things in in our Cemetery please call 911 um so we really appreciate uh public works for taking care of that uh this uh my my 5-year-old son had his first uh track meet this week and uh well two weeks ago along with uh councilman Hearn son as well both are five years old I think three might be C6 five um so you can see this is the list so they actually ran in the same race in Gainesville um and so yeah it was it was exciting to see so many kids and I actually they practice uh so I tax pair of dollars uh if you don't know U did the rubber track at CoCo High School um and so our children which Coco house track along with the youth groups practice at Coco high school so it's not just some people think about sports it's just a sport now the these kids are are competing people that you see on this L you see gamesville people from Georgia people from Arkansas people from all over the country bring five to 18 year old kids to run track and so um and it give them confidence as well and so that's with him with probably, 1500 people watching um I'm really proud of him for getting out there getting it done so and and and I had to spend some money too uh but but yeah U so this was the um the painting that was done we appreciate again public works for for taking care of this um this was at the um grand opening uh framework Group which is serious Apartments which is on 524 um me along with councilwoman C and uh city manager went to um you know just share our time with them the this is their group we all know nick uh the owner I can't forget his name Philip Smith Philip Smith which is in between me and city manager Whitten um and I can't remember that the young lady name but but we had a nice time um visiting with them also great product that they came up with we know that I used to be a old wind Dixie I think it was a Home Depot or something there at one time and so again great project uh re revitalization that took place uh this is a a home a new home that's coming on um Thomas Lane um so I just stopped by there and um so this show we have the 32 homes that's one block over you have individual homeowners building their own homes another block to the to the South so they let Diamond square is building up um you know which is which is a really good thing for those homeowners and bringing families back into uh Diamond Square this was the marel The King K day uh the March uh also this shows the schedule a great time uh thank you for that Organization for uh um just bringing a community together um so all walks of life was there on that day and so we appreciate um the groups for getting everybody together and that was it thank you uh for District Two um I just want to give thanks for staff being responsive to the complaints that was brought last meeting about the uh uh homeowners uh dispersing their trash in um improperly um that problem has since been solved so I thank staff for being uh quickly resolving that issue working with the homeowners um and that's just that's about it I have for District Two this week did you get a call from Mr Wilson I did do I have a light is that the light there you okay district four um High Point which is the neighborhood of High Point N I guess that doesn't work huh the right there's no light oh on it right oh anyway high point is that little nub up there on the other side of 528 uh their homeowners association had their annual meeting last week I attended and that is such a great group who says people in a homeowners association don't like each other um as um as councilman gos was saying uh the Cirrus this is a nice product the photo on the left is their a model living room I think it was a two-bedroom the uh Center photo is some of the amenities outdoor amenities really nice pool area really nice uh play area as is that corner photo where the pool table is there I couldn't get all my photos in here but there's some great things there as well as they have um a viewing area of so that they can watch launches but that top the top right that is their gymnasium so really topnotch place and you know this is a great development because as you mentioned it's Redevelopment you know it's infill it's uh is taking our blight and making it into something that we're proud of sorry I had to miss it was oh yeah well hopefully you'll get to see it sometime and um we also had a meeting last week with the um it's called what is it called yeah the qu I'm sorry the mayor was with me Quail Ridge now this was a project that we actually approved in 2019 that went I guess quiet for a while and now is coming back it's 40 units um and now the manager suggested that there was going to be some affordable housing I don't know what percentage of the units would be that but it's basically in that area that is behind uh Aldi yeah in between Alis and the Quail Ridge um development over there so again this is infill we're not cutting down any trees to to build it and it's uh creating more density in that area that um um may very well be as I like to put it our Uptown in the future when the bright Line station is placed there um and in terms of that development bright line and our infrastructure I've been wanting there are a couple of things that I've really wanted I and I know we have a lot of things that we're going to be addressing this year so it's slow to get things in a public form at one of our meetings to discuss but one of the ones that I've been asking for um for several months is the the report that we submitted in August and this was uh basically an inventory of our septic and I was told the first time I put this up here I didn't really explain it well what these maps are so you have you all have this report I believe and you have the opportunity to go back and look at it more and hopefully we will have some sort of presentation but what you having the the map to the right first of all the red lines those are sewer connections and um so you see all the neighborhoods um there that are within the north uh Basin management action plan for the Indian River Lagoon and this is the area that of course is under the um the special Indian River Lagoon plan that we're talking about in 2030 at least whether or not they have um any way to um police this or not they're sending us signals that this area um is a focal point um and so that's why this particular report was requested for August first but on the left side so the red is where the sewer line connections are the purple is an inventory of the septic our septics so as you can see the the um not a lot in district one if any maybe a couple I don't know some of these are actually I had noted that one was actually an empty lot so um but at any rate these are where the septics are and you see they're really concentrated up there in the Carlton Terrace area and then on the other side on the right side the pink are actually what we submitted to the state and this is our estimated where we look to have septic growth and one of the reasons I'm so anxious to talk about this is that this is the same area you see the pink on the right side and the purple this is where the bright Line station is going in so as policy makers these are things that we need to have on our radar screen that we need to really be considering when we think about the city's growth and um I hope that we can I'll take a better look at that um I also wanted to point out and going back here all of these except for those that are on the J and K if they are located next to a sewer line are eligible for the sewer quick connects and we had a report at The Last Lagoon uh save our Indian River Lagoon meeting we have 15 million only 2 million of the 15 million that were allotted for their uh sewer quick connects have been used those are plenty of money there and I talked with a program manager who said that not one resident has had to pay anything in addition to that so in other words the money allotted was enough to cover a sewer line connection so in some cities they really uh in pmay for example they've really campaigned to get people to hook up while they have this opportunity and as you know the current half cent when I talk about the Savar Indian River Lagoon plan I'm referring to the half cent sales tax that is in effect for the next two years um of course the dollars will continue to be spent afterwards but you know we don't know if it'll be renewed or whatever this is an opportunity as well as we know that the state um you know is giving us a signal we all need to move in this Direction and that is and by the way this particular map which gives you a lot of detail on all these different programs you can find this all you have to do is uh Google save our Indian River Lagoon um this will come up under the bravard county site and you can dig into each of these and learn more and that's my report yes great things you're right are happening in Coco absolutely right last but not least yours truly I don't know why maybe next time I'll go first and feel some of that pressure but it's all good in the neighborhood want to just say thank you very much um we just had recently the grand opening of the new season for uh Pals Larry Brown uh in his group where present Larry was not there because he was going to his brother being inducted becoming a deacon correct May so you can see these are the ladies in the cafe in the uh kitchen area working from the pals um about two weeks ago Deputy Mayor weeks and I we attended one of the functions there as well um Miss Claire right there ra ham is CLA um we had the 25th celebration of orleander point this weekend this great group called sugar an ants but it's SP a u n t e e s or whatever they provided the food there excellent turnout um they had the residents there from from the orand condo unit and they all spoke highly everyone that I talked with spoke about the downtown area and how they feel safe and this yes we do have Growing Pains but they feel safe and they highly support the works of the men and women of the great city of Coco here's one of the original keys M matter of fact uh councilman Greenwood had one of the original keys to of the bouard hotel and I think you have the big not the awning but the window yes sir is that correct yes sir several several of them from the old bavard hotel where a lot of us my grandparents or my grandfather worked there and and and all of us had all of us have historical meaning to this this is a young lady when I very first got out of college gave me a job uh her name is uh Wendy uh her father was a ears no throat specialist um and it was just great seeing her at the event the gentleman in the background with the fine hair Court like myself haircut like myself um was instrumental in developing this and also he's an attorney matter of fact I had to ask him to get quiet because other people people were talking but we had a wonderful time a robust conversation uh Dr sador was there um he and his lovely wife Jerry um here we are having a great time at the event uh the mayor of Coco Village was there Marilyn green and myself we both had the opportunity to talk about the great things of oanda point a very proud moment there great food great hospitality um um that's the group again that was Michael Doran who invited me um this is Judy and what's brother Miller's first name y'all come on bud bud thank you thank you CLA uh Miller uh they were instrumental also to been there you can see I have all my Blue Suede Shoes on kicking it baby um this is also at um Jolie Smith Park The Grand Opening all kids through up a varc canic Pals from the Shorties to the you know young M mature uh teenagers from Melbourne Titusville Ms Right Larry okay and neita uh this is a grand opening here um of this new facility where you can store your boats um Mark Gurley my Dojo brother Michael Smith my Sensei and the guy named Mel it's right off Range Road it's not in the city Lio but close enough and there coins too as well so we were there to celebrate with them that same Saturday here we are where you can park your boat trailer it's adjacent to VA Paving this is the March in which uh uh Council MCS was talking about you can see big blue in the background lot of died in everybody was there we had a wonderful time um I happy to say some of my former students Danielle and Trinity uh we were at a celebration where I officiated a wedding Officer James Cay and his beautiful wife Mrs Toyo Fuko s Andrea and my students there on Coco Beach Salah Beach sorry Salah Beach and I officiated the wedding and that was a wonderful time there everybody's in purple my favorite color now as you can see you see this party going on this is his first rodeo this is my love Bambino and the families it was Cowboy day and we were all dressed up as Cowboys and he and his granddaddy were hanging out sneakers ball at for my church our pastor third anniversary um the reason why I'm having him on there when I was sworn into office he gave us the honor there in at the Diplomat at Miami Florida so we're celebrating his third anniversary man we were so sharp even a cat couldn't and why would they take a picture with my what open so on that I would like to conclude this is the family here lot of D and everybody was present so I thank you this is the St Augustine trip that I took that's the mayor of St Augustine um I spoke as the League's president that's why I could not attend the serus event as with our Deputy Mayor Wix when she was in um Washington DC this is old boy uh Ted n Danny nett is his name at St Augustine and their lead committees and that was it and I'm just thankful thank you very much go ahead N I just wanted to thank the city manager for meeting with the homeowners of Lost Lakes we had a interesting um they they were there were some objections prior to to the new BP thing that's going to go in in front but we met with them and it was very interesting meeting and let me just say kudos to you city manager you did an awesome job uh with that whole situation so thank you very much okay so in conclusion want to give a special shout out to everyone even my good friend old Ted over there Bob over there miss CLA welcome to your first meeting we're we are going to get you involved with those boards need a fox your bag Fox and brown the wood is good you know you bro over there Big John heck of a job thank you very much to everyone in the great city of Coco and all 400 plus employees we thank we are thankful and grateful for what you do for our city and I can't even if I had 10,000 tongues I cannot say thank you enough that's right so I sincerely do appreciate you with all my heart forget the bottom of my heart because nothing there except catfish and flounders I'm
