##VIDEO ID:5btVtb4lRow## okay welcome everybody to the Monday November 18th uh select board meeting Conway call meeting to order uh since we have some guests I'm going to skip all the way down to new business um we're going to move to the discussion um and possible vote on the maintenance of flags on town properties so barque do you want to kind of just give a background of this sure but does anybody who do you all want to there or join at the table up to you okay um yeah just so we we do have a couple of flag polls on public property and we've had absolutely wonderful volunteers who've been dealing with all the flags in town um but it because of something that just happened recently where one of the flags was a little torn and people were making comments so we just thought maybe it was a good time to talk about whether we should have some um annual you know changing of the flags or whatever the policy was that the select board wanted to set for how we maintain fls on Town property okay have we ever had anything honestly these gentlemen would know better than I because I'm new the ones on the town property back in the day were always maintained by the highway superintendent okay and we took over Street Flags Butch Rose left town so as far as the cemetery Flags I don't know who does that but we were we were delegated or volunteered into uh doing taking care of the street Flags many years ago now I don't remember where it was but I was always under the impression I was told at one point that the the one in the ball field and the one over here were done by the highway department okay that's possibly change or or got sideline at some point I don't know sense maintenance that's yeah that's the other issue is you fly the flag at night you're supposed to it yes I brought that up actually otherwise it goes up and down every not speaking as an electrical contractor in town speaking as a veteran and just to what it's supposed to be used you're supposed to light it so to save putting them up and taking them down every day because it's time for that that is that is an issue I've heard before from some people finding ways to do that and I believe the two Town property flag retir was the one at the Ballfield and the one here at the memorial yeah the issue with that is it's the solar spotlights yeah well I mean we're also trying to get on to be a uh oh dark sky dark sky community well if you take a look down in weightly they have a solar flag that was installed that seems to work very well up down it's on the pole so it illuminates the flly the ones I've seen are 360 on the pole they Shine Down onto the flag very top of the flag as the flag turns the flag at the col pool we put it's done done according to like the rules not rules but not the not the bright whatever you just said Community rules but that has three spotlights from the ground that go up to the flag but that's a I bet that's probably in some sort of conflict with the I forgot what you just said it dark sky but dark you can still light it up as long as it faces down and it's a certain limit yeah so these go up by so that's I mean that's probably not the best solution but yeah the solar ones at the top my opinion on solar things we've had some problem solar doesn't always isn't always great finding something reliable that's solar that's going to last is challenging and also is it always lit because does it always charge all day does always charge time year right so then you have the Battery Technology that's outside and then winter time that's another running we running into problems now we have a Sol we're doing this trying to do the solar sign Elementary School gra issues with it we just replaced solar els for customer Gra they just don't like them they just don't always get bright enough and don't always charge all day so solar has its downfalls also but it's it is a nice solution for the down because electrically that's very challenging to get it like so could try that is there one that's both solar and battery so it' be like if it's hasn't been able well they are solar and battery and then the onboard batteries charge all day and then solar and then the photo trips it on and then it goes it runs on power it actually runs on battery it actually does but I guess I meant a different kind of battery backup you know but that's probably problematic to change out all the time there's a lot of choices yeah yeah to the issue of liting flag could try it I think it's worth a try I mean and then then the maintenance of the pole itself and if we're still able to loosen the pole and tip the pole because they have a joint the P's have joint took down for maintenance that pole up there that has a joint the older PS have the joints and you as long as you maintain that joint and then you you can lay the pole down then you do the maintenance on the pull up down oh okay so maybe installing them laying down so you don't need a bucket truck serves if that pole lays down then you can lay down lay it down and do the service on it but and if you maintain that it's okay a lot of flight pulls they loosen lay down do make wonder if we can kind of work in conjunction with RTE when they're out here for the lights if they have a boom truck already electric the the the towns so the towns of Deerfield Sunderland and weighty Sherry bucket truck because I use it because I have the account for the mten of the street LS in Deerfield I also have the account Frontier in the schools to maintain the parking Lads and we use that bucket truck I don't know if they would be willing to let us um borrow that for a day um we talk to officials about that that might be an option is it tall enough it is tall enough I do believe it's just tall enough I'd have to check I go up in it and it goes I think it goes 25 but I don't know if even that's an option I'm just throwing that and then there's also do we know the flag poles don't bend we don't know that I can check okay the the Ballfield used to but since they red the ball field and they Chang the flag I don't some of them the old you see the channel on the side they have but we should probably also I I mean I personally think leave it with the highway department because it is grounds and that they should just have a a schedule to to just like you would like a fire ex Standish or whatever to make sure that they're in good shape I think the other issue is whose budget and where the money comes from to purchase what you need to do to maintain the flags we had we we've worked through that over the years with baric and everything now we have a line item which helps us a lot yeah so now we can because we do the street Flags so keep the street Flags we pretty sh for that MoneyWise so for maintenance to buy your flags when they get TI to change them well and it's worth buying the solar things to at least try right yeah and I would love it a recommendation maybe between you and Ron of what actual ones we should order yeah if you want to start an email chain with Ron and i' jump in on see okay so I was right about that they're supposed to be lit yes they are supposed to be supposed to be and as a neighbor of the pool the lights that you have shining up are not disrupted to the area they there I mean yeah they're not designed to be right there yeah is the flight up there all year or just during the pool season then you put you put astrological timer um photo control on it so it follows the library has that all all the controls so it follows you don't have to it's not a bunch of work to keep programming clocks and doing all this it's just that time isn't follow they know weit if you electrically control right cut off to the pool yeah they do cut it off yeah so I think the flag must come down I didn't check no the flag stays up the I was thinking take it down proper that's not to proper but an example how they're lit that is a nice example that came out nice that's electrically if they're in the ground you have to worry about them being snow covered and that no they're all rated for it the product we put up there is all rated for it's made for about it's made it's set up and made for exactly that that's a if it's an option if electricity op um yeah I would if you want to start an email chain with Ron and about the solar option I I would follow on it that that would be great and then we can figure out because we don't we don't have that much I'm sure in the budget for this year but we can put it in for next year whatever amount that is needed for next year's budget in that line this without it now another six six or eight months they make much difference yeah so is it not an issue that the the street flags are up overnight is it just this just like relate to well somebody there may be something in there about the flag on a mass I don't know so aside from the street flags are different displayed differently yeah there may be something in in the flag etiquette about the same rule that a house flag is okay most people leave their flags up during the throughout the year and remove them in the winter time the other thing too with the with the two uh Town Flags is when it's decided by the uh Governor that the flags fly half mask a lot of times ours are never changed they're always flying full mask no matter what right I don't know if that was the highway superintendent's job to make sure that they were d when they were required to be dropped or I don't know where that's supposed to be I think that's that's the problem why we're reading yeah to sort these things out there is something that weight Ley South Deerfield and sunnd they're on some type of a notification EMA I did sign up for that yeah did I did so I'm hoping that you know because that's it's it's that's very different than having to do it every day up and down you know so more than likely Happ Jimmy Carter well actually right now there the flights are at half massed on a lot of towns and cities right now I notic for a town representative okay they haven't in determin the date of internment so the governor has said lower the flags and they'll stay down until she is buried okay oh I noticed that I so the goal your goal here tonight is to get like a policy form to deal with them or a way to deal with them at least responsibility see the FL flight's changed out ped maybe lit yeah and then we can work on that email with online no I don't like you do have you're missing one other uh Town flag that's at the school but the school does it right yeah they put it up right in the summer time is they do the flag just down I think so I think it's not up yeah just not up Tech not a gathering I don't believe it has to be so technically to property but it's handled by the school that's why I right yeah it's like but any other you know rules that we're supposed to be adhering to I would love to know about so that we can be sure we do right is there an item a line item for these two or three flags that U yes you do have yeah we worked that out a couple years that was for Street Flags but we have to get them out of that it's it's for both actually I put in some for Street flags and some yeah that's good yeah sure I don't I don't think we'll use the whole line every year so that's great right and it'll help me if I know like I know you guys were in pretty good shape for the street flag so I didn't put as much in for this year because you said you were pretty much set so okay you know but yeah but that's definitely something that I want to talk with you about to make sure I know how much I put in each year for that line yeah we got to have about another season or so we not I think we I think we're we know it now I think we have we'll last at least one more season give you a rough idea depends how much they wear and tear disappear pull around and disappear is what is it a set $40 wow Flags now are 35 where they used to be right and then we do the polls and the brackets of brackets are 12 instead of nine so okay it's there 7 so are we going to work on a policy like drafting this or I think we should just I think for this we should just um state whose responsibility it is okay so is it going to be the Road cre to put to I would say it should be with the highway department because they're grounds and maintenance okay so makes we need or whatever okay and we'll work on getting lights on yeah although although should I lower the should I lower them tomorrow morning then they should be at half right now is that what you're saying Roger yes because I'll lower I'll lower them in the morning yeah for doing that for the lowering I think our office can handle that but for the maintenance yeah for for being on the notification if they need to be hat mask okay we can do that yeah I'll work on I'll work on the solar option there's a lot of junk out there I'll try to find something decent excellent app and then if it comes to installing it I'll work with that we'll see what we can do and one other issue I'd like to bring up is the proper sizing of the flags on the flly PS um a 3x5 is for a house mounted flight flight poles that are 25 ft or less 4x6 30 foot flag poles are 5 by8 and 40 foot are 6 by1 I have no idea how tall our P that's yeah because we do have right now one 4x6 and one 3x5 so the 3x5 I guess you but 3 I will state that I will purchase a new flag that we need on my own if it's not budget yeah he gave us two so last week yeah so those were the two that I picked up last week and one's a 4 by six so at least but that pole in the ball field may be taller I think that's a 25 25 pretty tall and this but this one here probably needs so that needs a 4x6 too probably right 4 by6 I think that is a 4 by isn't so no I think it's a 3x5 yeah that's why it just looks like hell plain English is that the size it needs to be the minimum size that is the size that's required 4X six over 20um can it be bigger it can be bigger but it's not recommended your ropes and all your cl to look right that's what one of my gripes was when I saw the 3x5 on this pole out here I said it looks like y it doesn't look proper it's like half it's like aora Flags yeah exactly okay so that's the right size we get one more where do you purchase your fli upper pineer valley okay yeah C do we still display the B Flags the black flags there's one there I see this is part of why we're have I have no idea who put it up I'm sorry oh did he okay it was tattered he went and bought one and yeah put it so this is part of the reason because there's been so much you know people have been great about taking care of things so we haven't known who's in charge of what should definitely be on this not I'm not sure thefield should just be we have the street Flags that's our job care okay so we're just came Sunday so I should swap I should Swap this one out when I put it at half masar for the bigger one the only thing is that I guess you have to move the clips because that was set up for the 3 by five on the ball field pole no oh that one oh okay well that I yeah okay another yeah to change the anchor positions all right so did you yeah I'll make a motion to um assign the highway department to maintain the flags on town properties all second all in favor I I know should we put in that the town administrator's office will pay attention to half Mas uh I'll make a motion that the town administrator's office is in charge of ensuring that the town flags are flown at half Mass when um necessary second all in because I haven't known where in town so and especially I assume the transfer station because that used to be one of my number one questions of the transfer station what do I do with yeah they they usually set them aside I have bags of them you do from all the ones I've taken down over bags of them boxes of them bags I've never just folded them up and right put them away yeah all over my house second let's let's start with the easy one uh vote to reduce the number of bag stickers to 52 per year I make a motion that we reduce the number of stickers to 52 per year because it's been obvious I think to everyone that we like we're giving out more than we need to and I will second that all in favor I I hopefully you all are okay with that I know I I have way more than I need at the moment I'm willing to donate but it is I I'm pretty the people I've talked to say the same thing they have more than they need yeah everybody we say 80 to 90% of people said that they had more than they needed plus we get more money from the state when we go down to 52 because that's considered modified pay your throw that's a winwin so we'll be getting more money for that yeah all right to the two's Tim and Troy uh let's have a discussion and vote on bulky waste pricing um so barique and I met with Jan last week was it I thought yeah it's same you guys both have the same sheet yeah he was taking notes and I was my head already I'll just leave it to you guys we ask some question I mean being we pay for them by weight corre yes we do we pay for them by weight yeah so when parship comes in and it sits there right now it doesn't sit there all that long and it's been dry but when it start we get wet weather again a lot of that furnish soaps that water up and we get carpets we get padding padding should be cut up and and get oh really that that is material used for and that's what one of the reasons they use it so is that well we talked about the Rin before where we were saying for a tarp and we yeah about put the tarp up as it as it gives full we're not tarping like Volcan got to leave the tarp off so you can throw St over the sides yeah and I know last year came out nowhere for you got to kind of make it manageable too because we have Al time with the T just with the tires um so that's one one concern uh one of the other concerns is the sleeper couch is it mattress in that s c does that mattress stay or does that come out that's a very good question we uh Fred actually looked it up in a manual and I to have him show where he found it but he said if a sleeper couch comes in and it's got a mattress in it we just take it and put it on and and hallway no charge for the past I think now we would charge for the mattress obviously but we charge for the mattress and sleeper for both of them well well we don't want us to be taking the match perod so we should be pull but I mean if it's if they decide that match is disgusting and they don't take it and then I guess we were into a situation where it's got to be taken to another landfill at a different charge so basically we don't want to tell residents one thing and then turn around and do another thing by accepting that mattress when it takes less than five minutes to pull that mattress out right and then so then would we charge them for the mattress and the sleeper sofa separately so we don't charge the mattress because we don't take it right okay have you gotten many sleeper so we got two in the last year that's why this came up so but that would be the answer right like we'll take the soap but not the mattress and they they were understandable out with he was fine with it no big deal so we just need to put that on here then REM remove mattress mattress remove yet just said that the the bre didn't take it what but yeah I that's FR where he saw that because it was in in one of the Publications but our our our is the same with other areas yeah we can dictate you know we you know we've seen in other areas where they they do take like lit capat boxes and we don't so I mean it's it's just a matter of if it's Jan's territory it's not Jan territory I'm I'm actually texting with her right now and she says uh oh she's looking it up but she thinks they're exempt from the waistband as far as she can recall so she's looking up it had something to do with like their their like the thickness is like half that of a regular mattress so they turn around and say that a mattress out of the crib is not exempt right they actually Char 35 bucks for this 3x4 mattress down Brian brought it down plastic was all plastic too said Brian you just cut this up I'll just pay the money over here 45 bucks for a 4x3 it's easier for them to cut something like up oversiz bag yeah I mean same purpose but internal workings are different those spr right firness just Su mattress most mattresses today have no springs either yeah most but they're still considered mattress it says in in the paper we handed out yeah it's crazy um another issue was now the wood that we're getting we we have a problem with is it burea tables uh anything that's that's not broken down that takes up the space if they broke it down we'd have no problem it would fit right in lay lay it out it's just regular scrap wood but if they bring it in like a couple people been doing lately two three bureaus a table a chair that wipes out that dumpster in a matter of no time yeah and nobody takes things away anymore they just bring them like if they see a dresser sitting there well we really can't let them in that dumpster theoretically because if they go in there cut themselves fall if I see something that looks how many D they might take I tell them put right there on end so has to go in so see it all day by the end of the day we'll take Sledgehammer you know but if people took the legs off the table or the back off the chair it would take up a fraction of the space right but some people if they came and said something to us that's something that we could you know we could try to deal with but does it work when Ron comes and crushed does that take care of it or no well that's just the thing if we can guarantee that Ron is going to be there once a week okay but if we've called him and says hey you know can you get down here within the 48 hours and we come back the following week and he hasn't been there I got a pull mon stuff so why don't we just do two days out of the month where we tell people they can bring them in on one of those two days and then make sure Ron's there that's hard nobody's gonna remember that well not only that but you have people that work during the week so it can only be weekends or people that work on the weekends so it's only everyone just I mean I think Staffing's been improved well he he did he can get there now when it called also busted up our concrete barrier so can we afford to have keep you know need people keep doing that was on the new the new yellow Fen the one in front of the um ask about that he puts that and he can fix it okay no on sure I'm just saying we just until until we know for a fact we can depend on him you know we call the people to pick it up and then they show up and it's it's been crushed and it's out full then they get mad at us but nobody called them and then when we do call them and he doesn't show up resid get mad at should we try it for a period of time and see that if his Staffing is right now that he can do it regularly yeah I just I just made a note that we need more consistency on crushing dumpsters if anything he should check on a Wednesday or Thursday morning all right and that way if it needs to get pulled we've got two days to get a call in and hopefully get them pulled well but if he checks on the Thursday morning as long as he called he calls you guys to let you know that he's crushed it yeah he has to communicate right right that would that would crush it for the weekend and then we we know have picked up first thing Monday morning but I mean a lot of that wood if we had it crushed do we need to charge that kind of money I mean I think I mean if something's intact and hasn't been touch then we should be charging that if it's been pushed up and a cheap price $10 for a bureau that's a lot no but and honestly if it because if you look it says $20 per cubic yard if not listed you could probably fit a crushed up Bureau in a cubic yard which would be more at 20 bucks than it would be for the bureau at 10 well we have that that list from Amy and about the size of the pickups this size pickup is loaded up to the rails much so and so on so just r that by yeah I'm just running it by you because you're going to get fled the minute you put that into progress I agree you know and you know if we try to work with them on it and explain to them you know will will it be the same as in listen you it here without even saying nothing we W now we're we've done it I mean we turn around and we look back and there's a TV copy machine how many times we're busy they'll drive right by us go up to the end of it where we can't see them stop for two minutes and drive off and go down there something there so here's kind of this is kind of what I want focus on is the interaction between the Tas and the residents because we had talked about that before to state to put something out there stating that the select board has given full authority to the taas that it is up to their discretion on the items listed and how much it's going to cost them when looking at a pickup truck and how much it's going to cost them that there's no negotiating there's no I want to talk to your Superior well they can they go go down make an appointment and come down and see Marque or meeting yeah exactly but not right there in that moment correct correct so I just want to make sure that that is also leave with for meeting realiz but the minute this goes into into no I know that's my thing the soon as we have them having to collect on this kind of stuff it's going to get raised tension at the trans imp this people are going to be throwing this stuff in from the back side do it people say the wood you okay Police Department's been notified I they're on alert so so some of the things on this list though don't go into like televisions they go different places right so it's really it's it's the stuff that people are going to be tossing into it's it's the B stuff yeah the tires and the electronics that's not that's not a big deal that's pretty these are like standard prices for everywhere else when we're already charging that's right now so they have to go up because our we had two eat pickups in the last two months CU it's filled up I think Oran tell us that's expensive Electronics have to be have a cost I mean I think everybody's kind of been trained to that now most people right now the 10 or $20 per TV they same they look like that's it I mean that's that's so going up to 20 30 what so Troy are you suggesting we don't put the the other items a price on them yet and see if we can manage it with crushing it more regularly I would still put a price on it say listen if if you're if you're capable of busting if I got an A lady to come in with a bureau I want to bust it up yeah that b is getting pulled almost every week now I get a 25y old guy that doesn't and I honestly my impression was we were not supposed to be taking construction free what counts as construction that's just how do you differentiate you see a half a bucket of drywall and half a bucket of something else's household stuff that they mixed in and they dump it in there right put it in a bag so we have to know about I don't know blocks androck difference between somebody who just that's exact point L was those two people and we believe it was Eddie's old house oh yeah well they were they were the owners and they were in twice a day three times a day with with a trailer and truck and they had everything under the sun and it was pulling it filling the dump stop in the day what you're saying is exactly what I said we had the first meeting with the PowerPoint where I was saying that those local contractors are charging the customer yeah and then and then bring it in into the transfer station the m double yeah it's messed up I if you got renovating with something like that if you have renovating a whole floor then it's you go through one of the outside dumpsters well the house you were just talking about they were cleaning out that barn and that Barn is huge hug years yeah everything everything under the sun was just put in that barn but the difficulty is knowing ahead of time how many trips they might be making right they might come in with one and then all of a sudden you see you know two three four trips and that may not be on the same day with the same people so it makes it problematic for you all to know well they got a p right which is why which is why setting up the prices I did just hear from Jan by the way mattresses and futons are not part of the wayand so they can go in I mean sorry mattresses in sleeper so sorry so so in the yeah but construction debris no okay constru is styr so when are we starting this January one is styrofoam banned no it just just it's it's PS and a lot of town got a recycling program but we're not big enough but it's it's something break up put in the bag and then some people will have like a hot tub cover which they'll rip the cover off and they'll throw the start phone right in there lot well if you can recycle it we should try to it's really difficult people to recyc it yeah there are very few places the last one I knew it was in L they were in l l the Palmer I know Amy's worked with a couple of towns on styr cying but it's it's really difficult to set up and part of the problem is people have to wait a long time and store it in their homes why don't we just keep that off for now so of doing anything with it for now and we'll look more into it and see what options we have okay do we at least want to en Force to bag it yeah yeah oh yeah absolutely yeah cuz imagine crushing it and then this is a bul okay now because we have a lot of people that don't want to do it styrofoam has to be bag comes in Big H sheets and they just because we're paying we're paying a lot we're getting bag if we're we're having to either recycle from somebody's trash or we're buying it out of our pockets for bags outside of the dumpsters for people that throw trash that they were too lazy that they're too lazy to throw in their own bags like the Cat boxes cat box to squish those put them in your trash how hard is that no they just keep throwing them on the ball yeah it's not a big deal if they would crush them yeah but they don't even want to crush them like litter boxes box can't they can't go in the cardboard recycling yeah paper you know paper plates tissues now not St yeah that needs to be in their garbage bags and but yet they still throw it in no matter what we tell they don't they know better um they know so just so you know too when when because I used to run a the styrofoam recycling program and part of the problem too is that it's really difficult because there's only a few kinds of Styrofoam that actually will be recycled and getting across to people which are the proper ones to bring in when they have like you know big bulky it's just like it's a nightmare I think you're supposed to mix it with concentrated orange juice and gas you mean have a cocktail you with thats yeah that's been a while to write that down I guess I just told everybody check the um people okay so when so when you do make your motion you're gonna EG that add that styrofoam must be in bags right yes okay and again bags need to be sealed can we make up a big sign that nobody will read I'm more than happy to do that you know you know is is the signs that we had on the catwalk that we built a billboard for nobody would turn their back turn around and look at it but now that we have it laning against the cardboard dumpster people are stopping to actually read it oh good it's like why couldn't you just turn around when you were there yeah a year ago didn't know it was there I'm happy to buy another A-frame ORV is one of the ones you have to put something similar in front of the bulky if there's certain items that you really want to flag the people you know like a big no well we should start advertising that the cost is going to start you know although then you'll have a super busy December it will be anyway it will be anyway yeah so I me I just had culy what do you do when someone comes and like they haven't bagged their stuff properly like do you make them leave kind of hard I mean because we we we'll ask them why did you put it in back and I said because told like okay now ask me this question you take a bag and you don't seal it you take the bag you flip it over as you're throwing in the dumpster what happens you know what happens okay what watch show it do it and then the stuff falls out of the back yeah what good is the B so just say uh sorry we can't accept it until you see the back I mean I guess what I'm what I'm wondering is there's there's a way that we could like basically find people if they're not you know so like they dump it they didn't seal it like you can we take away think they deal with attitudes now yeah yeah I mean I don't know I'm just I'm just thinking can we keep a couple rolls of duct tape that's that's what we do that's going to set the bar for graduation requirements which is a lot of work for districts so you know that's to be decided and I don't think everybody really thought of the outcome of that that's a big vote yeah so anyway um and in general there's I mean there's one talk I tried to get into all about you know good budgets and the it was like you couldn't get in the room you know so there's all sorts of different things it's definitely work well really um and then I had school board school committee last week uh and I did talk to Shelly about um trying to be very transparent with the budget this year in terms of P charts and whatever to say like how much is salary how much is this how much is that um she's gotten better and better with it but she's going to try to make it even more specific this year so we know um so it's just clear for everybody and you don't have to go lying but item by line item um and I did also bring up it came up when Jan Shay was here about you know the school getting involved in the invasive stuff and whatever and actually some students had actually presented to the principal for a project about they have some invas invasive on the property and how the appropriate way to kill them so there's definitely an interest there and uh uh Kristen really felt that they would love to join something like that so you have to try to get the team together you know pings or something to get the sixth grade class or whoever involv so anyway that is what I've done yeah and then I had the meeting with berque and shamine on the bulky ways we just discussed um met with Ron about a few things and then I attended the concom and eversource meaning um which was interesting um and then tomorrow I'll have the Capal Improvement meeting is that just about uh treey uh so source is updating a ton of their lines um everywhere and um some of them the meaning was mainly about Roaring Brook Road because some of the lines aren't along the street they go into properties so they're going to be moving those to the street um and we noticed that they had already cut down some trees without notifying uh any of the residents so Bary got with their contact to tell them to get with Stephen at our uh um Stephen is our administrative assessor yes assessor so um they can get updated information on the owners send out letters um but uh yeah there were only three of us that showed up for RO very bold yes it is so anyway all right that was that so we'll move on to oh we already did that public comments none all right unfinished business none back to new business we already hit the first two so we'll move on to the third discussion on applying for a shared streets and spaces Grant to create a sidewalk from the corner of Route 116 and shovelin Falls Road all the way to the South River Meadow you well I mean we kind of discussed this before yeah we did right and the ultimate go goal would have been to go all the way to re Bridge it doesn't it's not really applicable here because it would cost far too much it's a very complicated thing we're hoping to get um funding for this correct so um the idea is as we've said to start from that corner all the way to South Meadow he at least gets us halfway around where they want reads bridge I think it's a good start but yeah it is a good start and I don't feel like enough people actually go to South Meadow and I I think a lot of the reasons are prob some of the reasons are probably because of the danger of just walking on 116 how many people go to the South me yeah because they're always there when I want to walk my dog right so we just wanted to you know apply for that Grant to should we consult the owner of the masic temple that's that's basically why I think I wanted to have this on here just to get approval from the board and it could be either complete streets or shared streets there's a couple different grants but I think the first would be to sit down and first find out how much it will cost to engineer it um but also speak with the owner and let them know that we're contemplating that if the board wishes oh with the parking space correct it seems like there'll just be like a really giant cut basically yeah we own the shed right in the South River Meadow yes it's more about the parking at that corner yes right yeah yeah I'm with you okay yeah okay so you're okay for me and Grant which is here shall I just read it Conway select board enthusiastically writes this letter of support and commitment to joining the mpb 2.0 Grant the towns of Ashfield and Conway worked jointly in 2018 on the original MVP plan and much of the work done in that plan cented around our shared water system the South River since Conway and Ashfield share this Watershed and have continued over the years to work in tandem as much as possible on mitigating the effects of flooding associated with the South River the towns have agreed to work collaboratively against again within the MVP 2.0 process this process will involve updating our joint plan with Asheville to reshape and and consider progress made and include new challenges that have Arisen in The Last 5 Years as part of this renal process we understand and support involving local leadership and staff and Conway including our ta who will serve as Project Lead the leadership of the town uh leadership of the town of Ashfield we also agreed to meeting deadlines established by the program BL um I move that we support um that we sign this letter of support um although there are yes know I love it thank you I'll second that all in favor I I ver will white out that extra period next item on new business vote to appoint Janet Chas as Conway's representative to the Deerfield wild and Scenic River study committee this should be an that Janine actually applied for this for us um which was um a Maya risk management Grant and what they're doing is um we needed some disconnects for the compactors up at the transfer station because when you're working on them you really need to be able to disconnect electricity so she applied for the crant got it for us it was gosh how much is it $654 so that was wonderful of her to do that for us who did it Janine oh nice y um so yeah we had a really interesting tabletop exercise um the um Emergency Management directors Fire Chiefs police Chiefs Etc from Ashfield and Conway met together and just reviewed oh also and um a couple of representatives from the Conway pool Beth gersman and Michelle Sanger were there and we we just had an exercise that they ran us through okay what would what would you do if and basically it was at the dam broke on Asheville Lake and it was just a it's you know it's the way they try to help help towns to review what we have in our plans and what actions we would take and a lot of it to be honest with you centers on making sure that we all are communicating with each other that's the biggest thing also interestingly enough in making sure that we don't promote rumors because they tend to happen a lot when there's kind of an emergency situation and that we all understand that we really need to make sure that we've fact checked and we've talked to people before we start disseminating information well I heard anyway so so it was really it was really helpful for us um that and then we will be going over Roy and I will be working together on the It quotes I just need his expertise on this I you know it's just not I don't have the expertise to be vetting these vendors so sometime between Thanksgiving and December we'll go over them together um and then it at the next meeting you'll be getting the um well you already have hopefully the handbook that about a year ago Jen Warner God bless her had done a bunch of edits to the handbook and then the Personnel committee um last week yeah last week reviewed all of her edits with her and kind of went through the whole thing and there were certain areas where the select board has to make some decisions okay so that just got sent to today highlighted in yellow all all the areas where you'll have to make some decisions at the next meeting then it goes to Ean for that professional review then personel will look at it again and then bring it back to you for the final okay here's our blessing on so that will be huge that's been like on my bucket list since I got here so to get that done will be wonderful um RTE is we're still at the phase of working to make sure that the inventory of street lights in Conway is correct um because Urus has one and then some of the folks from sustain ility worked on one last year and then they're going to do it themselves so they're going to schedule to be in town for about a day or so and go looking at certain places and then get back it's funny now that we're discussing this how you start to notice street lights right there's there's two on Graves Road that I'm like why is there a street light on Graves Road like I mean I can see one at the intersection because it's a stop onto Reed's bridge and maybe they didn't want people to grab off into the almost $1,000 this past month but the one before that right across from Marsha's House I'm like why is there a street light right like it would annoy if I lived in her house I would be so annoyed by that street light there are so many on our street but they don't seem to work no mine doesn't work either mine turns off when I go outside it does the opposite it's supposed to do yeah and some might be private as well so there might be some street lights in town that were put in by private residents and they pay for them really yeah do they know they pay for I would assume they know they pay for them but but I and I don't know if that's actually the case but that's one of the things that they're letting us yeah letting us know that's very interesting because you know OD so you could buy a house and you're paying for a street somebody else put up you better know when you bought you would hope that it'd be in the Y it's interesting yeah so I could just put street lights up like all around house do you want to pay for not dark sky yeah I know um so just other housekeeping stuff the budget requests have gone out um in December we're going to have that joint meeting of capital personnel and finance to you know lead up to the January begin of budget season I get to redo my mcppo training so that started today and then what that what does that sorry um Massachusetts certified procur proc procurement officer right public procurement officer yeah um did that three times or just remember what the acronym is but yes that was one of the conditions when I got here that I had to take that so I did that like right away but it expires in April next year so I real quick dear select board this letter is being sent in accordance with 603 code uh code of Massachusetts regulation 41.0 5 to notify you as an appropriate Authority member town of Frontier Regional School District that the front that the frontier Regional school committee voted a proposed amendment to the previously approved fiscal year 25 Budget on November 12th 2024 the school committee requests that you approve the proposed amendment which would reallocate $200,000 of excess and deficiency to fully fund the replacement of the school's fire alarm panel system under the after mentioned law you have 45 days from the date of the frontier Regional School committee's Vote which again was on the 12th to meet and consider the amendment the committee's proposed amendment shall be effective if it is approved by 23ds of the local appropriating authorities um this was already voted on um it's just the um reallocation of the funding correct because we did vote on this at the last town meeting so they're just basically spending 200 they're just shifting money they're using basically their version of free cash okay so I'll go ahead and make a motion to approve that reallocation of the end to fund the replacement of the frontier school fire alarm panel system well second all in favor I I you got a Darius 100% looks like there's nothing to sign it's just a vote yeah I'll just
