##VIDEO ID:ghk5hyutwnc## uh welcome everybody to the Monday December 16 2024 town of Conway select board meeting call the meeting to order we're in a different venue today so excuse the recording um hello we are gonna go down the agenda to these Blackboard comments um we have John otherwise known as Jack ly here to talk about the Franklin Land Trust on his property um at Reed Bridge Road um El is here as well thank you for joining us again um so um do you want to introduce or talk a little bit about what you want to do or I can just explain where we are in the okay I guess I can start so my name is Elaine petroy I work with the Franklin land trust and we have been working with um Jack and Danielle for several years to conserve their 67 plus or minus Acres along re Reeds Bridge Road and this is land that you purchased over the years um particularly this uh piece over here with the intent to conserve and um so the land is currently has agriculture on it it has very good soils which you can see here in the green and Statewide important soils which are the hatch marks so so good agricultural resources um it's also has all the frontage along the river um Upstream of the Town um and downstream oh I'm sorry down right Downstream from the center of the Town up stream from the natural brots right and so for the reasons of its location um its ecological resources it does have rare species habitat on it mostly associated with the wetlands and the stream um the lockhead have have been um working with us to put a conservation restriction over it um it's a donated restriction the land will remain um in private hands on the tax rolls um you're currently under 6 well it's a mixture different 60 ones yeah right um so that will not change generally when we put a conservation on it what it will do is keep it together and except for one piece that we are allowing to be subdivided off that will also hold the conservation restriction the land can't be um cut up into any small any further um Lots uh it can be managed for forestry for agriculture um for Trails Public Access access of he wishes which he's kind of got in place already um you know his own uses and he can allow as he sees fit and so the Restriction which I have a copy of here is in the final process of being reviewed um we have an attorney that looks at it Jack has an attorney we have the state process and we have met with the kcom already they've done a municipal certification basically attesting to the public benefits of conserving the land um and so our next step is really finalizing this this tweak uh of this document um and then all parties we do ask the select board to vote to support it and sign it in order for us to move forward and then the um Secretary of Energy and environmental Affairs signs it and then we record it and then it it is um it is there hopefully for the forever um will'll transfer with with the land one of the things that Jack specifically and Danielle wanted to do was to have a little language in there that allows for um uh addressing the flood plane area if there's any opportunities to do any management that might help with mitigating extreme floods whether it's encouraging it to flood and go out into the historic Wetlands or you know adding some adding some um Woody structure as they call it just to help with habitat and and helps slow the flow RI of the river down that's not a usual section in the CR but we're we're wanting to start including it so that we that even though we're conserving it we want to be able to proactively say these types of management items can happen still with all the permits and everything which it might be not happen but we would say if you guys can do all the permits local state and federal we would be supportive of this happening Bur had got a well fur yeah I guess fura got a grant some years ago to study there's an old Oxo Where the River used to go in a big bend that one basically right around here actually yeah it's um it's this Wetland it would be more like oh where the Beavers are now yeah where the Beavers are actually going around and see a little better yeah is this the current Oxo oh well that's the current Bend yeah that's that's as it is but this study was done to to possibly engineer changing the course of the river back to where it was because straight Rivers tend to really scour and and in flood situations they run too fast and do a lot of damage down the stream so this would be a way of slowing it down um and also making it a little bit more SE better for the fish there whole bunch of reasons but it does mean moving the river into a wetland and so the state got into a the the Wetland people got into a tizzy and the Wetland people and the river people are both in the same subdivision of the state but they don't talk to each other and so now so they don't want water going to where it's wet that's right and uh said Mr Reed of road so now the Burk hog has another Grant and the other Grant is to see if they can get the two parts of the state to talk to each other you need a grant for that huh so but anyway we've got word word is written in so that were that burog programmed ever to become alive if this restriction would stop it okay would not hit the way the other really important thing that the selectboard needs to know is that the fire department has been talking about for some you there's a landing that they use for the pump truck they pump water but they have not the what it's getting shallower and shallower it's harder and harder to pump and they would like to put in a dry hydrant in that location and so there's wording in this restriction that specifically allows for a dry hydrant is that does your property right there but the bay property that the town now owns yes it it does and um I can get out the latest survey it's what's rather interesting is because this goes back to the old days of Mills there are sections of the river where our deed is not to the near bank but to the far bank right interesting yes and that very interesting sort of changes which is interesting yeah yes yeah so uh yeah so there there's two properties across from this the bay property and the Waldo property um where's the bay property well it's the one right there where the trees came down remember we had just purchased the property the town did and the trees came down across it and we had to get them removed and we had the turtle sweeps and all of that it was like yeah and we tried to purchase the wal property but never heard the what back Waldo Waldo Judith Waldo there's another Waldo yes is oh I didn't know that yes but wasn't the lowering of the flood plane on your property I'm pretty sure we applied for an MVP Grant or tried to and they told us the permitting was going to be impossible to do yeah and that that's where that stalled the last I heard was that they weren't and part of it was because they wanted to do a chop and drop of trees and they didn't it was like that's a major Bas solution but you can't do that I all of those sorts of what you can and can't do is likely to change over the years particularly with respect to Rivers I think thinking hard about rivers is pretty new it it it's it's a new science and it's and wetlands has been around for a long time people have been trying to conserve and protect them but thinking about the fact that all these small streams were straightened in the old days and really would be more natural if they were Cur uh Meandering around um that's that's a Rel you know 30 40 years something like that whereas Wetland goes back probably 80 years I know you're not going to want to answer this but why why would there be any push back to wanting to put land in conservation um because it would it could lower the tax base and it it limits any further development unless the landowner has kept out a house lot or two which a lot of land owners do and we encourage that like do you have kids do you just need that extra income to keep out a nice uh side um 5 acre parcel or or a few just anr Lots so we we try to really balance that just because we're all you know community members and many of us are land owners and and um but yeah yes it's really the permanence of it um you know in this instance um it's already in chapter it's it's um so it's already a lower base there's some there's Public Access right now um that's it could be taken out of chapter and and there are some nice house lots that could be developed well there right now before we do this yeah yeah yeah so this is this is to prevent that from happening right and shortterm that might increase the tax base longterm most of the studies show that it ends up being sold to young families with lots of kids the kids go to school the school rates go up um there's a very interesting study was done in the town of Lincoln and Sudbury outside of Boston Lincoln conserved tons of land Sudbury did not Sudbury developed Lincoln is now rolling in money and doing very well s is just desperate because it's full of apartment houses and tons of kids that go to school and and they're the often the kids that are the most expensive to educate because they've got all sorts of problems and so it's it but there is this big argument is you know do you do you develop do you not develop and so this this is on the side of don't develop yeah and I think our town is one where you know the the biggest things we have here to to bring people in the school and that we have so much conserved land yes you know so that's what I figur the answer is a balance you know it's a balance um you know I look at like the you know there's agricultural resources on here and I and and you know granted you know the most Prime resources are the ones that are prone to the flooding but even the pasture and you know the land up along Reed Bridge Road is still agriculture it could still be it could still grow food um and yes the decision to you know you didn't take house Lots out you're conserving this but there's you know many land owners that do but that is generally um kind of the the real push back right and a lot of this is along a river and we've seen obviously in the last few years that building to buy a river is not a good decision that's right that is certainly true now I there's one thing that's been left out that I should explain too there isn't this cut out on the North End of the field um which we would like to sell to our neighbor up the road who has horses and would like to be able to graze horses on that piece of pasture so that that uh there's one that cutout but there's another cutout and that's the barn right and we deliberately made the cutout for the barns too small to to be legally a house lot in Conway right the reason we cut it out is the current state laws about conservation land are very restrictive on solar and I've got solar panels on the barn I'm planning to put more solar panels on the barn and Jack's been a Pioneer and solar so um that would be neg if if the barn were in the conservation restriction which originally we planned it to be it with current conservation law I would be stuck with it in fact I'd probably have to rip the solar off the oh my God no you wouldn't have to rip it off the bar it was the wording is that it's I can only make as much as I'm using on site and I'm not using any on site I'm putting it back into so what there what it's not a matter of ripping it off it's really it is really just a balance of having enough solar for your use but not to What You Know Jack and Danielle are donating this conservation restriction meaning they're taking federal tax benefits you can't then go and have a commercial entity on that that then is a business after you have don't gotten a tax benefit so they want they like to try and balance the language so you can make enough energy to use it on the property whether your house or your barn area because you have the lights on and maybe you're processing something um but not enough that you are just putting solar on there to sell to the grid so that's really so by by Jack that's that's their logic but the wording actually is worse than that because what I wanted to do is we don't have enough solar at the house to supply the house and so I put it into the grid but I get credits that I use up at the house and I I wouldn't have be able to do that this was a cleaner way to do it and it's not buildable but I mean that lot can now go with the house it can stay with the land it is it can be but what we at the land trest have nothing to do with its oversight and so this is the lot that that um could conceivably be um owned by another person and so but the conservation restriction will carry along with it so it's a super cool barn by the way if you've seen it yes yeah yes for a number of people in town use it for hay gen yeah a question about the um the flood in insurance rate maps that are just being changed does that affect any of because ours haven't been updated since 1980 I know the the the flood plane Maps yeah um it does not affect this in any in any way no I can see yeah it all the build build structures are pretty high up I just I haven't looked at the the newest maps to see you know I haven't got a list now of everybody who's in it I don't know how greatly vastly it's changing from it will be interesting right what used to be the hundred-year flood plane might not be anymore you know this restriction does not preclude any local state or federal laws it doesn't preclude people from getting a building permit to do something if Jack wants to put in solar all over the for the the barn area he still has to go through whatever he has to go through this restriction does not change that those things are still they come first in line we just say you could do these things so long as you're following all these other things that might might that might be impacted so but apart from these Parcels that have already been carved out it can't be further subdivided can't be further subdivided right yeah this is the uh schematics that been signed out by the planning uh Commission in town and registered in the Deeds obice right so they're that's it's basically that survey that's recorded and then and then the barn lot survey that's recorded so so the the state and and our and the attorneys are just kind of looking over this final Tweaky very small changes in here but it always just takes a little while so we'll probably be coming back to you hopefully early January to ask you for a vote and then signing of this document to get it recorded before the end of January um so this is this is probably closest to what it's going to get I know that I had sent a copy this is just cleaned up a little bit um so I didn't know chesbro own land along the river there yeah that was chesbro that was chesbro interesting that went over to look at his table anytime you right yeah that's how and The Bays didn't even know they owned it that he given it to them yes that's that got the little Shack on it that's about to fall in or that's the wdo property I believe oh okay yeah the wdo used to have a t there for a long time they had a there's no way I'm not related no way how many W you know that's also why we do surveys in title just to make sure another piece of history with respect to this land there's a sledding hill on it which I think many of you know about oh yeah years ago long before your time um I would say probably around 75 there was the they were trying to get the transfer station where they were going from the dump which was stumping things over the bank into the swimming pool uh and they finally decided that wasn't a good idea and so they needed a new place and one of the proposed places was that sledding hill because there's fair amount of sand in that to dig it up and bury stuff there and so that there was a town meeting held in which um that was considered and that many people stood up and said that's such an important part of Conway we must not destroy it my God that would have been awful um I mean it seems like you all have been thorough and really appreciate you putting in the provision about the dry PP for that for the fire department what do you call the hilljack um oh the sledding hill the sledding hill yeah I I I know there's some suicide something Nam either Dead Man's Hill or Suicide Hill yeah it's steep but it's super fun I really wow I wouldn't have thought it was that Adam what do you call it it's not dangerous cuz it's got a one I call it I'm too old to go down I think it's dead man sell most of the time no there's a nice long right exactly before you hit the river yeah that's why I said I think of it as being really bad going off unless you're walking up it you call it Chestnut Hill now right you got some chestnuts going there yes so yeah actually there's a a remote chance that this will be a self- sustaining chest grow because prob is this year we we had um nuts from the chestnut trees and they were not hand fertilized they were natural oh lovely wow natural fertilizing of the gests so I've got about 50 nuts to plant in the spring I love the new Trail the loop new yeah the nice loop loop yeah yeah that's in case they ever do this River Bend thing then then you won't be able to go the old snow it's a good idea well the rivers and gring on it anyway take it out anyway yes yes that property no okay can I say no that's Ru and Craig B isn't always updated um are you still GNA VI on the should okay do you have any other questions Erica I don't I mean you guys can wait to vote when we come back with the doc well we yeah so so but yeah we'll be ready okay that's awesome very exciting yeah yeah yeah appreciate it so that meeting would be January 13th we are hoping that's what you know see what I mean that's the next select board yes meeting in January I hope I have it ready to go by that you know attorney but once if you at least starting then as our budget no I meant before the end of January at least starting then then they have to meet every week yeah they're meeting every week so at least you know it's every week after that yeah we need to have sweatshirts that we sell like that well they used to do that they F of the Hills y it was probably 10 years ago it's great it's been around a long time you know Jack was a select board member oh yeah yeah did you do two terms two terms two terms it was enough that was enough service Joe strowski did how many 15 and seriously yeah sometimes you might say it's too much and people still like him well then then a special person it really is UN yeah do get voted well I appreciate that any other questions or anything else we'll I'll let you know as soon as possible I um I'm hoping for that but at this point now that we passed the calendar year it's kind of we just want to get it done as soon as possible but the deadline is is less important um once we miss December so um yeah great appreciate it that's ex you all zero and it's not I'm not sure that I'm happy that it's not snowing to drive home I'm not happy that it's not snowing snowing at my house yeah so awesome thank you that would not be fun no all right thank you Danny please all right so the super supers here what's that for the um no no that would bear but we can do that right at the end okay no oh yeah okay anyway sorry I had to think about that take him out of his location all right we'll go to the top um vote to approve minutes of December 2nd that's to me I move to approve second all in favor I I unanimous forence one over them today there are a lot of uh bills in there but nothing out of the everybody getting near end done yeah there's more vehicle there's the teachers you know union pay all that so that's why it's pretty large but uh nothing under the usual so I'll go ahead and make a motion to approve the accounts payable warrant 25-14 in the amount of 71137 783 the payroll warrant in the amount of $177,500 44 and finally the uh this is just an extension w25 dsa1 in the amount of $855 and 42 second all in favored by select one oh I think a [Music] lot don't believe I went to any I did public comments I see public on there no one finished business so we'll move on to new business up on your stuff discuss vote discussion and vote to approve Springfield the mrf contract extension which be would be effective July 1st 2025 through June 30th of 2030 for article 29 of the 2019 [Music] where does our recycling go where does our recycling go there you go and and Jan and Jan I me and arle Miller who negotiated this I worked with them for well over de you know discussion and I have implicit trust in them having gotten the best possible deal oh yeah I have nothing to say about this do anybody else no straight forward have to yeah 16 16 um I move that we approve thef comp exion july2 2030 second all in favor all sign I thought that I left something here uh the next item on new business would be the policy goote on having only 52 stickers per year beginning on the uh at the beginning of the new year January 1st 2025 and on acceptable forms of payment at the transfer station so just a comment you guys did already vote to go to 52 stickers right but I just wanted to confirm this starts January 1st because that's when you all voted the that the price CS cut in half so the number of stickers gets cut in half yeah and if I can send this into Jan and mean that it's absolutely gone down to 52 then we'll get more RDP points yeah it absolutely has absolutely um do we need to vote on the accept form of payment you can just discuss I mean you don't have to vote on that now this is just something that I wanted to bring up because it's come up both because of the increase in the bulky prices and there will be more money coming in right to the transfer station the cash register is already arrived Adam's going to work on programming it um so it looked like the auditor's recommendation was that we don't accept any cash of the trans station that was there so that's another thing that you could think about is whether or not we do some kind of like a punch card or something that people had to purchase here at the Town Offices so they could still write a check up at the transfer station which happens you know every week pretty much but if you wanted to do away with cash itself that's one of the Alternatives they were recommending the town office yeah I mean I I I just feel like that would create more G for the transfer station attendance to not be able to accept cash cash so the other thing to think about um is then just that we might want to make it a policy that if if cash is still accepted that every at the end of every open day they cash out and then they drop the money in the front door envelope and so there's no money that stays that stays anywhere I mean that should be up to the transfer station manager well yeah I just would say I think it's the best I mean we can enact that policy but I'm with Eric I think I we're already putting more burden on them by changing all these rules in the last two years y I know I want to have a checkbook on me I know um I know we've discussed this as one of the few things I was like I don't know um I would rather stick with cash too people we don't want the transfer station have to start turning people away again yeah do any do any towns Veno yeah there are well I don't know about Veno but there are places like Ashfield can accept it but they have wireless they have their own you know so that's our problem we don't yeah yeah we have cell service we don't have wireless we don't have Wi-Fi yeah we can't get them a phone in the hos technically you could use a phone as you could tether off of a phone and use that as a hospital yes you could technically do that if we wanted to go to Beno yeah or just have we could see how it goes just have a town phone that is the purposes transation phone right yeah well yeah then the question I guess would be training on that as well you know I don't know how difficult it is to it's it's a QR code I mean we could honestly even print the QR code out where people before they roll up if it's big enough they can just put their phone out and have it up right away I mean but the transfer saf want to verify that someone actually you know I take a picture be like oh paying you right now you know they want they need ver ify they yeah and that's the saying is that how do you just looking at a phone is not I don't think the accounts are going to like that either if it's not coming it would come through as a receipt of some sort yeah it comes through as receipt I me yeah if there was if there was an iPad with Wi-Fi that was locked up there that um not with Wi-Fi but with but the cellular reception um then the attendance could just check and see immediately but I think it's something to keep in mind and maybe not go to yet but okay so this is venmo no I have venmo didn't sound like no I have it but I've never used it with the code kind of thing you know it's always been yeah the number of people that I walked through when when I was Manning the merchandise table for the festival yeah I did a lot of handing yeah yeah I mean I so that's what I would say too is like C cash VMO I I think we should allow all forms if they have them cash VMO check yeah well we could look into doing venmo and then if it works well you could maybe reconsider not doing cash yeah just because the the account the treasurer and the Auditors would or cash cash for a certain time period and then people will know hey going forward we're going well that's what I mean so we started with venmo now and got people used everybody doing away with cash I think we would just need to have the dedicated device for the trans verify right can Jan let us know if any talents do know I can certainly ask her and then just get from them uh some uh advice or yeah sure great thank you I can't believe how much room is in this room I think we got to table the next one still shocking yeah the next one's tabled but did you guys okay so basically as far as you're concerned You' already voted 52 so okay great do you need us to vote again no okay okay we're tbling the next one uh about the police department uh so moving on discuss and update Town priorities list from the fur Cog which I have in front of me and I'll just name them off uh number one on here it's very surprising but was the community Lee you help remember that um two was regionalized Emergency Services um kind of you know before you were brought on we talked about that quite a bit especially with South Deerfield and the um EMS down there just didn't make sense to do that at the time it still doesn't make sense now I don't think three which I believe is huge is senior housing and four was the community master plan um which last was updated 2013 um we did the master it was I think it was done a little bit through furog but if memory serves it was um Su Bridge who actually wrote it um but all the different departments you know and we talked with planning a couple years ago about it but you know to be honest we have the the hazard mitigation plan the huge open space plan and the master plan is really more about Economic Development and that kind of thing and they're you know there wasn't much update for that to be honest with you you know I mean I personally don't see the use I get what they were going at with the leech field the community leech field I don't see the real use in it outside of business purposes yeah and how many businesses do we have along Main Street right there outside of the end maybe what's going to happen next door maybe and then maybe this office at some point in time maybe but that's a that's a big undertaking um I don't know what you two think I mean this is that was like I feel like yeah we spent a lot of time investigating yeah that was that was Joe's project right's baby and and it's not I mean I don't know I maybe it's time to bump it down they they applied to mass works at least twice maybe three times for that project and we got sort of chicken and egged because we were told you can't get the money for it unless you have the business in town that wants it like we can't get the business in town unless exactly so that's where that SP um and again regionalized emergency services in my mind is like not ideal for Conway it wouldn't benefit us at all yeah um senior housing it's something I've been looking into since getting onto the select board it as complicated as can be I think it still should be a huge priority especially given like over 55 yeah especially given the demographics the age demographics of our town um master plan would be great obviously water management is probably the highest on the list given what's happened how as I can't remember review The Master P plan in the past but how outd is it now I mean I know it's 11 years but is it not relevant now what they what they did then or is it just be Tweaky I think it needs quite a bit of updating and honestly the open space plan that was done covers so much it was really you know intensive and in depth and that goes through 2030 2028 um I mean Master plan's like you know pretty small we have retention issues not just retention in almost the opposite form right people that are staying on positions longer than they probably should because we don't have anybody else to replace and um I don't know how to address that I mean that's just Nationwide and small towns but recruitment is is a problem and that's why I did want to get select board members from other towns together I know we have fock but I think it would be best for us to get with other towns and find ways where we can figure out how to share resources if possible and what we need to do to make that happen we all have to be on the same um insurance plan as far as I now right you mean with the same um municipalities yeah yeah just off the top of my head those are some things I'm thinking ofor yeah expensive yeah senior housing I still don't understand with senior housing when they were looking at um the South Meadow why they didn't factor in not having to build up but putting parking underneath and you know what I mean because I because what I read in the what I read in The Proposal is that it would cost so much money Excavating and building up and it's like why don't you create the steel structure and have parking underneath and buildt on top of it right I I don't know again that would be a lot of money and you'd have to get an investor you know an outside source that would be willing to build it but I don't know any other location we could potentially look in near center of town um where we could have senior housing outside of what's already been used that old school would have been awesome triangle old on Market it's not that big like El oh oh oh that's the word with water I think that's why it's not selling because I know like when I walk past it and it rains a lot it's like half that thing's underwater that would be why so what I'm sorry what what do we need to offer here just they're they're asking for an update on what the select board's priorities are going forward to look into so those were the last four sounds like senior housing rising to the town I mean I think I would strike Community the bottom yeah and the EMS is the EMS is out too yeah so senior house housing community master plan um but yeah there might be many other things that have risen to the top since then so if you know dealing with flood mitigation is now you know a major concern or resilience that kind of thing recruitment yeah succession planning succession planning there you got recruitment sucession all right do you want me to write some down all right so number one senior hous so uh succession planning is that number two you think Community involv recruit recruit and then what was the sorry the third water management is up oh do you want like climate resilience climate resilience communic plan I get that's so Broad and when you have something that broad people can tend to get overwhelmed and then nothing looked at yeah right so I think those would be good enough great okay perfect thank you any other discussion on that okay we'll move on to vote sign Jared Campbell special Municipal Employees pleasure's that so you know Jared is on the school committee and uh is coaching a team for a p p of stien but he you know had to disclose it and um so that's what this is about so for being legal jar filled out the appropriate form and um I think I think actually any of okay he was willing to be here but I didn't have to come I'll make a motion to sign um the special municipally employee disclosure for jck Jared Campbell second all in favor hi hi hi identified above I'm going to write what our board is because none of it's identified above oh it doesn't say select board there or Board of Selectmen oh there it is Board of Selectmen there we gowhere you can just put your name and I can f the rest got it everything else on that [Music] Che only only important one how many are there it's uh a Conway in alcohol and food it's Baker store we for bites like like emergency already right we or um I saw him by the way selling gas it's um y who's James Conan J&J Auto Sales skiny road for auto sales and then antique snags and Russell French for selling second buy and sell use those are the ones we have to approve okay I Mo to approve um business licenses all second in favor I I all right all us have sign them yes yeah look how Barb she was booted out shut me down good luck getting a drink please don't she's out of oil it's busy keep going around come back to me okay all right back to thank you you missed one Chris I did both these up top oh see that [Music] Ron still there yep yep quiet okay last item on new business discuss vote and sign extension documents from Mima for delb barav preh hazard mitigation Grant right so basically they gave us another extension R do you want to I can't see you um so they're making us fill out another one of these what are they here um contractor authorized signatory listing or Castle I put myself down as one of the people only because I'm on the standard contract form already that they sent in so basically it's I assume you and me if you want to add Ron if you you know if you think we need somebody else but basically we just have to say we want to continue it that oh absolutely yeah yeah yeah um that um it's just telling them who's authorized to sign it and then one of us needs to sign the actual contract and send it back to her for the extension so was I have a sign here no well it's on that line so I would be I would be signing here or you would be signing here since they put my name up here sorry it should have been on the other side that says contractor okay sure or Commonwealth rather um so so it's up to you if you want to sign it you can sign it doesn't matter to me it's just since they stuck my name on it already well I canuse them if there's a different name no because they're going to get the thing right there that says that he's the authorized signatory it's that's why there you go and this extension is for how long till March of 20 07 did they go that far wait a minute what are we no 26 26 yeah year and I'm s pushing too much stuff C Waldo conway.com right I think that's what it is conway. I think it's SE Walo yeah sorry I just have to check I always foret right it's like SE water okay and then before I sign we just need to vote I move that we vote to sign the extension documents from Mema for delar Avenue preh Hazard medication grants all second all in favor I I and one more before I do this I also signed down here right yes okay right because you're signing that we're authorized to right I mean I don't know who else it would be you're the CEO so [Music] you that one's for the Commonwealth isn't it yes recording stopped he was there we don't need that any oh yeah that yeah you you didn't need that anymore cuz you've been recording yeah keep going I'll talk to you later okay do you want me to turn it back on no no no so thank you thank you and items not anticipated 48 hours in advance none um on to TA updates oh okay um all right so I think most of this you already know um Janine did do our annual transfer station inspection um she kind of snuck in there one day and I didn't know she had done it so that that's good because that means that we're it's just done anonymously um so uh but repaving of course getting that done is still a big priority for us to get finished so and there was the money allocated from town meeting a couple Town meetings ago so we're going to be working on that the spring um and then the cash Reger Ser as I told you is already already here um and I have an intake form if you want to look at this is for when the transfer station attendant when people drive up it's like a sheet for them to Mark everything that's coming in so that they can show the resident this is what you're being charged for and then they go put in the cash register rip off the receipt and hand it to them for whatever has come in what's a CFC oh sorry chlorofluorocarbon so it's yeah anything that basically has to be evacuated of those fre on gases is yeah so we'll get that up there in the next week or so however long it takes us to do the these are very reasonable so honestly they are and not much has been changed in so long so it's still going to be shock because it's new you know um so I was going to actually post not this but but the price list from before that you all voted on and put it in currence for this um for January 1 just so I mean it's posted on the website and they have a handout that they've been handing out to everybody um that has the price list with the definition of CN D on the front and on the back it has the thing janed with M and then that PO that I made a big poster of so that they can put in their A-frame so people can see it like right up front but I wanted to put it in the current so that everybody you know knows it starts January 1 and I installed the camera but I'm already having issues with it so I have to go back Wednesday on the coldest day so far this year yeah yep all right um so let's see oh I did want to request um or get your approval for it had occurred to me I've seen some other Town Administrator updates and a lot of them include an update from all the different department heads that says you know this is what's happened this week in my department um and so what I was going to do with your approval was ask all the department heads to just you know every week every time I'm doing these updates just say send me anything you've got your update and we'll put them all together and then that update all then email back out to all the department heads so everybody can see what everybody's doing and then yeah could make it easier to write an anual report right exactly because that's what I do I go right to my ta updates for my annual report so you know it's a pain to get in the habit of doing it but I think it'll help with just knowing what everybody's up to well that's good for us to know what exactly yeah yeah for all of us so okay great so I will do that uh roof is going up right now on the addition it might be done they I saw them working today on the yeah it's amazing how much they done right the Metal's not yeah but all the bracing and everything is up right yeah that's amazing yeah Fire and Ice yeah and then so um so for public buildings and the the committee is going to meet in January we're going to discuss uses of town hall Town Offices storage ideas and then also next steps for Town Hall getting it pre um sustainability did meet and they worked on um looked over the huge spreadsheet and all the information that RTE gave us um so we'll be kind of working they're going to do a presentation for us great soon I'm glad they found as many lights as we thought were out there well and it's it's funny because there were some that weren't and some that were but it was still ended up being about the same number of lights and we had heard that maybe green communities wasn't going to be supporting doing the street lights anymore but then we just I just heard again from one of the members that no we we think we can apply April 2nd for that so yeah yeah so that's very nice um and I had put in here that we had received two applications for the seniors and Veterans tax workof we got one more but it went into Lor's box and she wasn't in on Friday so I just got it today so we have three I know so far that two of the three are actually excited to work on the guide to Conway so that'll be really I'll be thrilled to get that going so I will contact this third person and see if they want to work on that and then the question is do you want to consider leaving excuse me the application period open till the end of January because we still have two more slots yes yeah I think so so okay so I could put that in the currents as well and say if you haven't applied you hav until you know right yeah two slot yep yep and that's pretty much it I'll it so okay great thank you very neque thank you no mail no announcements our next meeting is December 30th does anyone have anything else to add no okay so I will vote to adjourn the meeting for the purposes of going into executive session um second all in favor to do roll a call or no on exective seion we do right but you but you do want to say that you're not coming back into Open session after the right I'm sorry yeah we will not be going back into Open session after session all right all in favor all I
