all right okay next we have two applications from Wayfair um you can bring your professionals uh to the table uh this will be for uh Wayfair PB 395-2472 and 396 so if you could specifically um just do 39524 initially and just talk about that site that site is the Station Road Site uh and then we will look at the heightstown cranberry Station Road Site we like Station Road I guess we put that in a lot of things sorry um but if you can just separate those for us and do one at a time that'll be helpful for the clarity uh of this board and Madam chairman um it's some minor site plan application so no notices required provided that there are no deviations from any of the requirements of the zoning or land use ordinance and uh I think our planner is going to make a comment about that stay microphone um yes you'll see in the two letters I prepared for tonight's applications I had noted um that they didn't have the required Landscaping they need a design waiver um I understand from the applicant that they will be um providing Landscaping as appropriate so those waivers are not uh necessary they're not required so they can you know they can proceed they can proceed as a minor site plan application excellent thank you Sharon would you like to uh have our Witnesses sworn in right um I do a little intro you can do a little intro and then before they start speaking I'll swear everybody in okay okay terrific Richard skolnick I have my own Law Firm I'm filling in tonight for Mr trip from the W firm he and his partners are apparently all on vacation since School's Out out and he asked me to uh step in so I'm going to do the best that I possibly can I'm representing Wayfair LLC and as you know there's two applications uh no variances the first one that's the Station Road we call that nj3 nj3 that's the Station Road application and then nj4 is the heightstown cranberry Station Road and at core the proposals are security upgrades to the existing warehouses and distribution centers there's no changes to the buildings themselves uh there's nj3 or nj4 noted on any of the drawings yes at the top okay got it thank you uh so we're proposing fencing security gates with lift arms some signage and pavers and some security cameras and there's two phases at each of the two buildings and our civil engineer Todd Ford will go through that with you he's in from Ohio tonight I chairwoman I also have here Grant Lee he's one of the site directors for one of the buildings and he can answer questions about wayfair's operations at these locations and give you some basic information about the National Security enhancement program and these buildings are a part of that National program program we have your review letters from your engineer planner fire company and just a few minutes ago from the traffic expert uh so we'll do our best to address the main topics and I'm sure those experts will let us know if we've missed anything we don't have any issues uh with compliance there were some requests for some additional information along the way obviously no issue with that Miss leaney nice to see you again uh she pointed out that issue with the fence um we have no problem lowering the fence to six feet we can lower the fence to six feet no I I don't have an issue with that at all that's not an issue you don't you don't have a because the six feet takes away the we don't have problem with reasonable Landscaping either but if we go to Six Feet I think we don't have the requirement for landscaping anymore not the request tonight you you submitted you've submitted at 7even we'll accept at 7 okay and we'll work with that okay I'm just I think I think to the extent that the board is satisfied that the Landscaping you either existing on site or that you're proposing is is is fine then yes proceed with seven feet and you don't need the with I just want to make the you know yes we talked about we had an issue with the notice and it's a minor we could I talk to my client we could live with the six uh we could live we're we're fine with seven okay that would be congruent with the um uh the other um sites uh within that development uh and for the consistency uh we'd like to see consistency there and 7 foot is there for a reason makes sense uh this board will hear it at 7 um and we'll have that conversation later okay just S I just wanted to interject one thing to the extent that Landscaping is existing on the sites I think you may want your Witnesses may want to just bring that up to show so that you know perhaps additional Landscaping won't be necessary okay we'll do the best we can on that yeah okay and and give you the information uh you need so again a no variance application uh minor site plan only so with that uh if I could have Mr Ford sworn you swear that I'm going to ask all the professionals to be sworn in at the same time so raise your right hand and yep Mr Le do you swear that the testimony that you're you confirm the last revision okay Mr Ford I know you're a licensed civil engineer in the state of New Jersey correct and where did you go to school and can you tell the board a little bit about your training and your experience as an engineer yeah so I'm the I went to the University of Cincinnati and I lead our wpart so I'm a h civil discipline leader um so I lead our civil discipline across the country for walart um based out of the Cincinnati Ohio office and we're working with Wayfair currently on four facilities across the country um these two one in Kentucky and one in California as well um helping with their security upgrades um to their facilities matter what what we're here doing tonight and how many years experience do you have as a civil engineer 17 years okay and you've been recognized as an expert in civil engineering by other similar type planning and zoning boards and other States during your career yeah and uh you have any disciplinary actions against your anything like that uh chairwoman I would submit Mr Ford as an expert in the field of civil engineering how many times have you testified at a planning board for other boards uh around ballpark once 10 50 probably 40 okay 40 to 50 yeah all right thank you yeah we'll accept your qualifications okay thank you all right you're welcome okay we're going to show them what it's like to do business in New Jersey I could see this is my first New Jersey see that already but we get up in Massachusetts just a few years ago so okay you guys compare thank you Chan okay so uh Todd we're gonna start with the nj3 building that's 4850 Station Road and and we're not going to hit nj4 until the chairwoman tells us it's okay to go on with that and we'll see if we're going to vote on that or what we're going to do after we we get to where we need two on three fair enough chairwoman yes can I yes could you just start from very quickly from the beginning about the whole essence of the security nature of why you're doing this and and just kind of give a quick background on the need for extra security at your facility here and that would be helpful I could and if that's something Mr Lee needs to it's important for us to understand the the need for the improvements 100% okay it's your hearing so let me call Mr Lee he's been sworn we'll still need to qualify him he's not testifying as an expert okay he's he's the representative of the uh okay Amazon is it you'll tell usare I'm sorry oh my gosh we just had an application for Amazon yeah St that for the minutes okay so Mr Lee if you could just just tell us the the reason for uh both sites and and what the you know what the what the reason for the project is of course um so Ware as a whole we operate 14 fulfillment centers uh in North America uh We've embarked on this journey of standardizing our security across across all the large sites um and the next phase approach in this is rolling out the fencing uh and gating across all of our sites and not going to call out like cranberry individually but we've had incidents at other sites so we're looking to protect um our assets and our people um and so currently we have five sites that have completed uh similar perimeter fencing projects across our Network looking to obviously complete the cramberry ones next um and so U we obviously as site site director um looking out for the safety for about 400 to 500 Associates uh especially during peak times right and one of those concerns that I always have is outside threats that you know may present itself uh don't think right cranberry is a rather safe neighborhood I like the neighborhood um that we operate in uh no it's it's helpful that you say you're standardizing security and not that you're just uh doing it oneof for this site of course that's helpful okay um the other part is uh just for personnel safety uh just we've had incidents at other sites where people have come in from externally and created trouble we had a similar incident at the site I'm at now which is nj4 back in 2022 uh and then on the asset component of it uh trailer theft is obviously one of the top concerns for retailers these days uh we've been lucky to avoid that so far as a company but that's also something that we also want to guard against okay thank you and there's uh also other sort of uh National folks who are guiding this program across your facilities yes so this we are taking a pretty standardized approach here we're not making oneoff decisions just to like this site gets this we've taken a pretty from even speaking to the other side the recors this is the standard package that we' roll out everywhere else that's perfect we'll have uh Mr Ford talk us through it and show us where the fencing is going to go in Phase One and phase two uh we'll have a look at that and then we'll let our professionals give their feedback and then the board will have uh questions to follow up and then uh we'll find our our decision okay and you said just real quick there's four 14 fulfillment sites in the United States and cranberry is two of the 14 yes okay the Northeast is strategically important for operations that's good great well we're very happy to have you uh I will say I did a site visit and the sites are just very nice very clean very well organized so um thank you um and we're happy to have you here Mr Ford walk us through show us where the f are going we will uh this board and our professionals would like to know uh things like how the fen is open how they're monitored that sort of thing and then uh our professionals will give you their uh feedback you can stand up as long as you take the microphone I have strip instructions um gotta talk into the microphone there so we are uh we do have a YouTube uh recording because this is a hearing yeah and so having the microphone means that um one we can transcribe later and also that uh it can be view all right thank you perfect okay so uh just a little bit of background on the site itself um the property contains 47 and a half just over 47 and a half acres located at 48 Station Road um also known as lot 1.011 and block 10.01 um and is within the industrial Light impact sew Zone um the existing building is 928 th000 foot Warehouse um with areas for employee and visitor parking and semi- Tru delivery um the employee and visitor parking is on the north side of the property so North is to the right um on this cover sheet see the existing aerial so the the lot pretty much makes a c shape along the northern edge of the um the existing building and contains 245 car parking spaces um currently the employee visitor parking area has two-way parking aisles along um northern property line two smaller Lots with two way parking aisles on the the properties Northeast and Northwest Corners so really um kind of internal Loops that you make um smaller lots and Mr for you call out the last revision date yes on here so that M Dr can make sure that we have alignment on the plans y so phase one is dated um August 20th um 2024 wa are we gonna Mark what what are we gonna Mark that one as these are the plan set um when they're discussed at the meeting and we still mark them um so it's we we acknowledge that they were submitted with your application but we'll just call it if you're referring to that we'll just call it A1 sure you could um you could do A1 nine sheets he said okay yeah we we did have some issues with the dates I asked Mr Ford to call Mr H to confirm that everything was all Aline so nothing there's no pages with different dates on them right not on this not on this submission okay so that's for phase one and I will say phase one dates are a little um when we're looking through everything the phase one dates just weren't matching up with all the other sets on this just you know 2024 that's the date yeah yeah okay all the rest of the dates I would give you are in September use that cover so it calls out a phase one that's the employee area yes okay and then and and really the difference is just the funding strategy for Wayfair you know ultimately this is all going to be done at at one time um but we're calling it phase one and phase two um is just really part of wayfair's funding strategy to this of of how they're funding the project but you know essential essentially uh you know phase one and phase two will be done done together all right the there's three driveways that provide access to employee and visitor parking area um one in Northern property [Music] line off of Station Road and can you see that Mr Stewart you're okay thank you and then one near the northeast corner and then one over to the northwest corner and right now um the North East and Northern um lots that those entrances are blocked off um with a gate so um um so this and then the area for the semi deliveries um is along the east south and west of the property there are two entrances for semi- trucks one on the Southeast corner of the property and another one on the southwest corner so right now um this Eastern truck parking lot um there are some shrubs um separating two different delivery areas so essentially the two entrances into this facility um are right here um the other entrances are currently blocked off it's consistent I think with our proposed plan um when I get into that here in just a second um so there's three driveways provide access for semi-rs um two on the Eastern property line one on Western and then uh Wayfair occupies the property is a tenant and has the following facilities operations on site warehouse distribution operations which is include storing receiving and shipping uh inventory and you are a tenant correct yes okay correct so the existing um security conditions on the site there is no perimeter fencing and there are no security cameras um located on this site um under current condition so um we hit on the national um efforts to update raid security um so it's very similar what we're doing um and I'm actually working on two other sites um currently with Wayfair um right now across the country one in California and one in Kentucky so um so I mentioned you know phase one is employee and visitor parking area phase two is the semi- delivery area so the proposed site development for phase one you know to secure employee and visitor parking area by installing fencing we have fencing motorized Gates um and then security cameras so proposed fence uh will surround the employee and visitor parking area um so that's all listed and included um within the August 20th uh phase one nj3 drawings and then um the fencing you know is 7 foots um aluminum um post three rail panels in a black finish um we've included um on the second page on [Music] c c002 um actually has the the photo of the fence itself and then details can be found um at the back um for both the gates and the gates Mr Lee will help you out here if you have to flip so Mr Lee come on over want to otherwise we risk uh going over yeah thank you Mr Le we appreciate you stepping in the manager of the site has to do whatever it takes to get the job done including P so the the three driveway gates um let me go okay so that's fencing we're moving on Todd that was fencing correct moving on to the gates now so all three driveways will be she on here this is let me go on showing existing c21 and with North being up so all three um entrances will now be gated and an entrance um from the northeast corner that will be the the main entrance into the facility um where it allows for enough queuing space to to come in and an exit um out on Station Road that will be the um exit out and then there's a secondary entrance um from the that northwest corner so Mr for could you do us a favor if I give you this highlighter can you show me where the fencing is okay and where the gates are uh planned to be installed I I will Circle the gates and highlight the fence thank you so those three locations will be where the gates are are located at and in addition to to um and these gates are highp speeed um I think it's make sure I tell you guys exactly flip back and forth there um they open at 2 feet per second so our typical gate widths are either 26 ft or 30 ft wide so you're talking you know Under 12 seconds for the 26 um foot gate and then the 30 foot will open in under 14 seconds there was a question in one of the review letters about the height of the gates do you have that yes make sure they should be matching the the fence Heights make sure that that it's clear on c502 and we can probably clarify that as well yeah it is just showing the the gate height between four to 10 feet but those Gates will be matching the uh the fence is is our goal okay and there was another comment uh on gate operations some are motorized and some are manual can you explain what's going to be happening yeah so part of the where these uh entrance are so you know shift changes that's going to be our heavy heavy traffic um flow so with our entrances um the gates will actually be left open um through that really that rush hour time and then there is just an arm so we have a proposed gate and then a vehicular arm so the arm will be able to open up much quicker than than the gates to allow people to badge themselves in and get in into the facility um in a quick manner now exit wise um there are um induction Loops um that will sense um for people to to leave to open the gate um as they exit so so you have both the manual and the motorized Gates mostly close the gates but then during your your peak times for what half an hour an hour or so uh you leave the gate open and then it's just that the arm as people are familiar with at a a condo complex or something like that yep so the lift arm Gates on c502 if a person without a vehicle somehow finds themselves trapped inside is there how do they get there are pest Pan um there is one pedestrian gate um on this northwest corner and then I think there is another one take a like push bar push bar to get out yeah yeah for safety purposes so that is up in the northwest corner okay this we we lose two parking spaces here we're we're significantly over park but there's a loss of two spaces just up in the northeast corner and I think we um we were asked to to look at sending the gate out to the east but there's about three to four feet of grade change down below um so for for ease of install and um you know to to be able to hit the existing grades that's why we move that so that gate rolls back into those couple parking stalls that we have to I think the reviewer said look could you save those by having the gate go the other way but we have some grade problems with if you went the other way yeah and in that same area they um so we're running the conduits out um into the to the gate uh panel and so we do show you know if necessary that they'll have to remove and replace that sidewalk but really the goal would be to be able to to bore underneath of it to to run those conduits so just kind of a extra measure to um you know in case that we do have to rip up a little bit of concrete to be able to get those conduits out there so that was highlighted and I think that was called out in a comment as well okay so we have the three main components fencing gating and a security camera since we're on phase one you're going to add some security cameras here I take it they're going to be monitored somewhere yes okay can you point out the General locations I think um they on the sheet we don't have those I'm not sure you need to point out where cameras are going okay thank you exactly this is a hearing this is on record wouldn't fair enough I don't think it's pertinent to the information this Board needs fair enough thank you chairwoman good point okay any questions I guess on phase one and then I I'll flip over to the the truck area should I just I have one clarification yeah go ahead these are you you mentioned generally the the gates going to be open during shift changes how do people who want to get in anytime other than that do it because it sounds like it's unmonitored there's a call Button okay so we have a pedestal out there so they're either scan in their badge to come in or there's a call button to be able to to call in okay got it thanks uh for our professionals would you prefer to piece this out phase one phase two or would you prefer that they go ahead and discuss phase two and then uh you give your feedback it's it's your call what would you like okay it's all similar stuff okay go ahead and finish with phase two uh because I think those phases are just for your benefit not ours exactly yeah should I think should Tre parking and then we'll let our professionals uh weigh in I'm just I'm noty chairwoman if you bear with us for a minute here yeah that's never happened to anyone else totally got only people from Ohio okay this this set is GNA be A2 Miss Dr phase two nj3 phase two I'm not taking notes on I'll leave it to you um how many pages do we have for this how many pages we have total A1 is NJ 13 one and two 13 pages and the most recent revision date on this one this is dated September 18th 2024 okay and all sheets match that very good we're getting a little better here with that so it so we label all be A2 A2 is nj3 phase two 13 Pages 13 so I will start at the southwest corner and I don't know if anybody's been out there to the site but right now I think there's a gate sitting there and two trucks um blocking um this entrance so this will go um this will be a manual gate um that you manually so there's not an automatic opener um on it pretty much matching um their existing conditions and then at the northwest corner um this will also match um existing conditions and it will be U manual gate um as well and then at the the northeast corner the sheets when you're going thank you when you say matching existing conditions that mean the gate that's currently there is going to stay there no we'll replace that current gate that's there with a manual okay so but it'll be manual it will not be the automatic um where they'll be able to to open I I guess I'll and I'll hit on that you know with with this as well good good point to to make that the goal of this is that the truck drivers themselves have the opener to be able to open these Gates remotely as they pull up um and to be able to open the gates so if I say now if they say the manual gate so that is a manual gate with a lock which I'm assuming will'll probably have a nox box to meet the fire um department and really just a emergency access um it's the only time that those will be operated okay so at the northeast corner though this is where the um the two um the two gate openers will be and like I mentioned um before there is a separation um and and so this is a just they're different uh shipping uh vendors so this is specific for their lot um that they have so there's essentially two two lots um for breaking up the entire facility it's the Northeast and then it's just um a certain amount of of bay which is a small amount and then it's the all the rest of it is um for other shipping Partners um that's the bigger area so to put an access gate um really at that northeast corner and actually we're hatching out the uh we had to take out the the last stall uh one of the the trailer parking spaces to be able to get this gate in but that will be a an entrance and exit um for them to to come in and come out and we actually had to put a pedestal um out in the middle um for them you know if somebody does not have the opener that they're able to to call in and get the gate um opened up um so that's that little island there so you have a gate there and then this fence is actually tying into um the fence from the the previous phase um coming down along that and then the uh their current entrance and exit is that one the DU East kind of in the middle of the building on the the east side um they'll maintain that and so that's the other um gate that will be uh a with a gate opener on it as well so that's mostly that's where all the the traffic will be going in and out of the this the site um is kind of that longer throat um to give them a little bit more queuing area um to to get into the to the site there so that's where the most of the um she now you're on sheet c214 now c214 um so that's extending out to the um to the southeast Corner um and that's a manual gate and that will actually be on the outside of their internal access drive that they have to be able to go around um and access the west side of the building so um but that will be a a manual gate what do you mean by a manual gate just to clarify for me you got to open with your hand manually manually open and close okay yeah okay I got it so no open old fashioned games yes old fashion G okay somebody's got to get out if they're not if they're in a vehicle they got to get out and do it not to be it's not going to be used all that often no correct how are the manual Gates being secured um I think there is um a lock that will be put on those so not anyone can quote unquote get out and do it it only when some Personnel who has the intent to open it correct yeah okay any questions on so we have fencing security cameras in this area not pointing out specific locations uh and um so we have fencing Gates cameras um some issues were raised circulation patterns and we'll let our professionals handle that so um once you're are you you comfortable that you've explained everything as yes I think I've I think I've hit on everything I think I've covered it okay um we're going to start with our professionals and of course traffic uh Andrew because you sit on the end you get to be first every time but uh I think it's pertinent this time with these uh with these opening closing of gates and uh concerns about stacking of trucks or cars out onto that uh main road that sort of thing so we'd like to hear your report sorry if I could just for completeness it occurred to me can I just clarify that there are similarly pedestrian gates in this segment as well I don't think we have any pedestrian gates is is there a but is the is it open to the other section I just want to know that if a pedestrian ends up in this area that they have a way up yes no let's see no because we have it completely divided there there are no sidewalks that exit out of this area so we do not have any pedestrian so so the unfortunate incident for whatever reason that someone ends up there after hours and the building is locked or whatever is there any way other than I guess just trying to climb the gate if they would get out there call button somewhere is there I started to say but isn't that the point of the gate well there's a point of the gate is not to get in but and not to let trucks out but I'm I'm just dealing with the unexpected uh from a safety point of view which is why there's push borers on the other side I'm just trying to understand what happens if someone not someone who broke in but someone who just accidentally ended up it's over there yeah I don't think I think they would have to go back in through either in through the building or um because really the only way to get out is through a with a a vehicle to be able to activate the gate to leave okay what's the activity on that part of the building is it that is all the trucks all trucks okay it's something we could explore I'm the final safety expert it just seems in general I'm always concerned with like the unexpected someone who ended up there so so for the truck yards there obviously like shouldn't be pedestrian traffic any given time um what traffic is only like under like supervised conditions and we have a policy of going out into the we call a yard uh in pairs uh but there is access from the building to those lots as well um is there any if someone I don't know goes out for a smoke or does something and forgot their key is there some sort of button or something they can push if they get trapped inside to like get the attention of anyone inside there aren't uh the permitted smoking areas are in the front of the building and we have designated smoking areas none of which are in the yard okay so what we're basically saying is operationally no one should be there so we're not particularly worried about someone getting trapped here by themselves but I'm raising it I don't know I don't there's a butt here what what if there's an emergency situation and people can't get out of the front of the building for whatever reason and they got to go out the back of the building it's also a leas building so I think Jason's point is is warranted but you're you're putting together together a security plan but it's it's a leased building so having a locked gate without a pedestrian um exit I I think that's something we worth putting on the table yeah I mean in your scenario is a good one an emergency someone goes out after hours fire alarm right the only way to get out of that building is through the through the through the truck area and if you need to if it's if it's a push bar to get out I mean truck on fire truck on fire I mean then how do people get to the outside of the fence anyway something to we could add you know Engineers indicated could add like a push gate or something okay okay no we we hear you if if you decide to do that I mean it's a good question yeah worst Cas back toate go into where the other one is right to get them where they need to go think we could address that as a condition because we can think of a couple of easy scenarios where um where that could happen yes okay okay we we believe it could be addressed with a okay an in an exit gate somehow for a pedestrian exit gate if that's well it would be an emergency exit gate in the trucking area yeah just like we did just like we did for The Pedestrian area all right okay okay M dragan has that I think uh pedestrian emergency gate in the truck in the phase two area Mr Ford does that conclude your testimony and we'll let our um our professionals go through their list and you can answer their questions that would be helpful y that would be perfect thank you all right Mr Fonda okay um you mentioned there's two types of gates there's the electronic and there's the manual the difference between them is the manual won't be used often uh the electronic obviously will be used quite a bit more uh each of the employee parking and I'm calling that the north side of the building uh the P the uh vehicular parking El the building those gates are all electronic uh yes because there'll be a lot of cars in and out during shifts which of the gates uh for the loading area are the electronic Gates and is that are you limiting that to a certain few to be the main access gates if you can point them out on the plan just so that everyone has an idea where the traffic uh delivery trucks will be do you want the aerial so they can see that might be yeah that might be helpful if it's big enough okay so we're uh with exhibit A2 and sheet c001 so the north side each of the three are electronic there those three are electronic and then these the Eastern side on the side here the uh the northeast corner and then the one in the middle on the east side those are the two um the two gates that are electronic for the truck east corner that's the driveway that's shared with the inbound for the uh employee parking correct and that's only outbound uh for the delivery trucks is that inbound as well uh inbound and outbound okay and that is for give me one second I didn't see inductive loops on the inbound section so I wasn't sure if that was an electronic gate so there are 11 truck docks that that service okay Services um and it's just related to wayfair's contract with um a certain shipper that is able to utilize those Gates so that's both inbound and outbound at that location correct that being the case the phase one uh employee parking to the north of the building the only entrance you have three driveways now they're both bidirectional but you're changing the operation of the three driveways to be one directional only two of them the Station Road is One Direction out the shared Road uh between the warehouses is One Direction out so the only inbound direction is now shared with this truck access there's two entrances in for the truck for the for the vehicle what was the other entrance for the uh it's the northwest corner that is in and out that is in and out because I think I saw in the plan that it was exit only I think it's exit only straight to Station Road just this the one is what I believe so the northwest corner is bir directional cor inbound and outb yes yeah okay there might be a label on the plan that says Exit Only somewhere you might want to check on that one okay but that's good because I like the option of having a second inbound um um especially since the trucks in the northeast corner would be sharing that inbound movement yes and shift change and a Truck thrown in there could block that access as the truck is trying to get in so that was a concern so we could put a note on to clarify that yeah we will we will confirm that then but I think because that's kind of how they're functioning currently okay and right now I believe the North East is actually blocked off and the northern um I think that is gated off um under current condition as well um that one directly onto Station Road let me stay on the phase one and let's go to the Station Road driveway that driveway is now two-way it's a wide driveway uh it is going to be made outbound only exit only and have a gate for the exit only there is striping on Station Road for a left turn lane turning into that driveway um there weren't any plans for the roadway striping to change so they'll be a left turn lane that directs vehicles to enter at that point um this driveway is under County jurisdiction so you will have to go to the county um change of movement at the driveway as well as there will um you'll need some striping changes on the roadway and possibly signage I don't know uh if there's corresponding signage uh I looked I don't think I saw any signs that said um left turn lane or anything like that but that will have to come out because we don't want somebody thinking they can make a left turn in if it's ex exit only right and any changes there would require County approval we understand that okay uh the outbound uh driveway which is being converted from inbound outbound is a wide driveway way my suggestion in my letter was that you have a separate left turn lane and a right turn lane with such a wide driveway I believe it was over 30 feet uh closer to 40 feet because uh the width is available for both inbound and outbound divide it so that you have a left turn lane and a right turn lane again any change would have to um go through County uh review and approval um but certainly that would allow uh vehic to go either direction and stack and a wide driveway will wind up being used that way anyway y it's double with yeah okay we'll have to and we will have to confirm with the landlord um their approval on that as well so we're good with it but okay gon hope the landlord yeah exactly back to the Liberty Way access to the employee uh parking uh the gate is at a 90° Bend off of that Entrance Road that shared with the truck entrance I just want to make sure that that's going to work with the gate because as they turn they're now right at the gate so will the car have enough space to get appropriately uh positioned so that they can use whatever device a call-in device a card check there is Q there's enough for like one car to get squared up right there but will a car that's coming in from Liberty Way Then making a 90° turn have enough room to get to the equipment they need to get to to scan their button or badge or uh do a call-in yeah yeah right yeah you don't want them again this is a point where you're going to have the delivery trucks and the uh employees at shift change all trying to get in turning around the road yeah we we'll double think we looked at it yeah yeah just take a look at that make sure that there's enough room to do what you want to do to get vehicles efficiently into that gate and then into the parking now you did mention maybe during shift changes this Gate's going to be up and it'll be a free flow and that certainly would be helpful so that nobody's stopping and scanning their badges because if you have a line of shift Changers scanning their badges you're you're going to be back out on Liberty Way right and we certainly don't want trucks and cars that are sharing this entrance to be backing out the Liberty wi correct um and then I uh made a note just to make sure that you have the appropriate signs for exit driveways um The Station Road driveway to have oneway signs or do not enter I know you have the coding the numbers on the side there and you're pointing to some signs just make sure you have all of those um appropriately labeled for the oneway direction driveways okay yeah do not enter signs are going to be important especially if it's one way we don't want vehicles coming the wrong way getting into a driveway and then having to back up onto Station Road or something that that could become an issue yeah the loading areas answered I'm on to the uh phase two there I think you answered that that it's two-way entrance and exit from the Liberty Way North East Corner okay you've answered uh the questions I had there for two and three um then in general uh you provided testimony about how the gates will operate um can you just go into a a little bit more of the electronic Gates um you said it sometimes they'll be open shift change makes sense a lot of cars coming in uh on exit they'll hit the inductance Loops that's fine they're detected I was just curious how is that security if any car can hit those Loops say somebody um is in your parking area and they shouldn't be and you want to stop them I mean what is that gate upon exit actually doing if they just hit the loop and they're good guy or bad guy but they still get out they would still be I think they would still be able to get out but is there I guess a camera on it or something okay so that somebody inside could say hey no you're you just there's something in the warehouse that's missing and you're trying to get out now we're not opening that gate you're not going to be able to jail them it' be difficult yeah okay have to get there quick but yeah okay so that that's a m because the inducted Sloop isn't going to tell good guy from bad guy it's going to let everybody whatever's yes yeah I'm just getting to the security of that that you know why have a gate if it's not really determining but if there's a camera and somebody can determine that that makes sense for the security um circulation shall be maintained during construction for both phases you had mentioned it's not really too phas is that something internal budgeting or whatever just make sure that when all of this the fencing as well as the gating that the circulation aisles aren't blocked or that entrances and exit exits aren't simultaneously blocked they can be individually blocked as long as there's a plan for ins and outs of the employee parking and the uh loading areas yes for sure and then we included that there was a maintenance of protection plans I saw that and there was maintenance and protection for each of the driveways it's just how that's coordinated during construction and which phase comes off yeah so okay and then it's and then we phased welcome to New Jersey how was I to know what's going on here the phase uh so each phase and how yeah exactly what you're saying is is the plant through construction to be able to to kind of work really work from one gate to the other and not just close it all down and then really working with with their operations' certainly be amable to a preconstruction meeting yes as as necessary to to deal with an issue like that yep and then uh for circulation as long as the circulation aisles aren't blocked by any queuing I don't see a problem with the circulation those are established two-way circulation aisles and everything is basically being retained for circulation on site it's just access to the gates and the employees are you know they will get used to the new circulation patterns for the exit so I I didn't have a concern with that parking you're losing two parking spaces but you're well overp parked that typically happens for shift uh you want more parking and losing two spaces that's really on you um yeah you need out there so I don't see a problem with that so those were my [Music] comments thanks Andre uh Dave okay may think my letter is going to be a lot simpler um I hope um I just have a couple of comments um some of them have already been addressed I'd like you to put a t a table on the plans phase one phase two and on on on the other project too linear feed Defense number of gates type of gates number of cameras so that when the town engineer goes out there and does his inspections he can check off what you know he's looking at so he knows yep okay that's a simple thing really yep you know how many total linear feed defense it is I didn't see it on the plan I without getting cab okay yeah it's easier to do by cab I didn't want to take my little wheel out no I I can get that for you though so um the town engineer does have to do a bonding estimate okay for inspection fees and things so he's gonna have to know the value of everything you're doing including the number of items and the costs so that's that's really the start of that little Bond estimate okay and we and we probably have that um W old brothers is overseeing the construction on the project I think they have it should be added to the plans yeah um I was concerned whether the fire department will uh have problems with the fire hydrants being gated or not um that they might be inside the fence or outside the fence where the fire department would want them so I'd like to Robin if we could have them take a look at the plans they they issued comments did they issue comments but there was nothing related to the fire Hy okay okay um and um did they same about KN knock boxes yes at every gate every gate even if it's not locked if there's if there's no key what how do you put a card in there I don't know if they if they have the if they get an opener okay it's probably an opener in a box for them the fire department if it's if it's a for the automatic gate yeah if it's a push button you don't need anything right the would be inside the KNX so that's that um then U we talked about uh well uh let's see the two parking spaces you talked about that there's a grading problem that's the reason you're not doing that that's why item number three um there's an area of sidewalk that's darkened I don't know if that's just a drafting error at the East End of the site that that was where the conduits are running okay so that's new that's new that's new sidewalk yeah we're going to try we either we either going to replace what's there they're going to try to bore everything okay but if they can't for it okay and then I'd like you to look at the ordinance and include uh the thickness of U the pavement yes and concrete so you have that actual detail from the ordinance okay um including the 4,000 PSI which is the next item uh my item number seven is the board should comment on the fence style if you have any comments on it that's up to you um uh and um you've actually gone through number eight and explained why some of the gates are roll Gates and some are lift gates so I think that one's taken care of uh and that's pretty much everything uh in my in my letter both phase one and phase two and Mr hoder are you satisfied that they've complied are you getting the information from the drawings that you need I'm satisfied that they can comply in a compliance submission yeah they can it's not that much okay yes I just have one followup to the uh fire department question um some of the drive some of the driveways are going to be made one way and I'm thinking specifically of the Station Road driveway that is likely to be uh significant access for the fire department even though it's outbound only will the fire department be able to get in the Station Road driveway even though it's an exit only in an emergency uh for fastest access I know they do have the access from Liberty Way uh they will have the access from the shared uh driveway as well I I was just concerned that the two-way driveways are now oneway and the fire department shouldn't be limited for Speed of access because of that yeah I think that would be an idea for that for the noxbox to have an opener to be able to even with an electronic gate they could do that okay yeah I think it's a good idea thank you thanks for the followup HRI Liz anything sure uh just a couple of questions um the first can you confirm again what the material is of the fence sure that that is called out just give us the sheet to sheet c502 let's make sure it's set it on because I'm pretty sure it is Aluminum then that we talk to um we were on the call the other day didn't we show a picture of it got the picture I know we definitely went to the industrial 14 gauge picket you're looking kind of uh encloses the site it's like along the lot lines can you confirm or or not um that the fencing that you're proposing as part of this project would be on the building side of that Landscaping it will be and you're talking really all the way around there is Landscaping all the but you're not want to fencing's on the inside inside of all of the perimeter landscape the existing perimeter landscape yes okay all right that's fine okay and then the the final question this is really just out of my own curiosity when you um began the application you or Mr Lee mentioned theft of trailers and I was a little confused or I'm just honestly curious is that that place um trailers are parked and getting burglar are they getting hijacked when they leave or are they while they're um stored on site I I just am curious L the general it's not hijackings it's generally trailers that are parked in the yard um someone with a cab can just drive in hook up and then drive off oh jeez okay okay all right thank you those are that's my only questions thank you thank you Sharon so far are you happy with um do you need any clarification on any of the many things that we've said in the last I think I'm okay so far J okay all right um so I think we're gonna start with Jason and then we'll come back to our Township committee members in case there's um more uh that is needed so questions for you I have no further questions at this time Mr mberg I'm good at this time so how many um employees Associates are there per shift Mr Lee I'm the site the writer of the other site obviously work with the site director there's approximately 300 employees at the station Road Site per shift no I apologize okay total that's like how many parking spaces do we have I know supp a little panicked okay that should nominally equate to about 90 to 100 uh Personnel coming in for single shift on the heavier shifts which would be the day shifts okay so I I heard two different things earlier I heard your understanding that Gates would be totally open during shift change what I heard you say was that the sliding gate would be open but they still would have to key in for the gate at every time which is correct let me show you uh of course I grab the one for phase two so on c502 within the phase one plan set is thank you Mr lake so the slider gate would be open and then this strong arm so this lift arm gate would be the one that would keep cars from from going out so they would and that would raise up you know fairly quickly like that parking garage so 100 people will have to key in into the two loc to the two entries within how much time and how much queuing and backup would that create that's so we have two entrances coming in right so for the associates yeah yeah so when it's a shift change when I was there today I mean I saw people kind of coming in for the next shift so like how many again I'm concerned that there's enough queuing space for shift changes and I'm also very concerned about the East Northeast entry being shared with trucks and the shift and shifts and the queuing and the TI and the tight turn um my concern was that was the only entrance for the shift changes and that would have really been a concern sharing it with truck all you need is a truck or to and you're already blocking that but if we do have that other access from that shared Road between the warehouses uh that distributes the traffic to either side and the queuing to that uh is not as much a concern as queuing back onto Liberty Way um I I would hope that employees would use that driveway more how many if it's 50 cars coming to each one say you mentioned the processing 20 seconds how how big big gate so you're talking processing you know just instantaneous you know they put their badge over and the gate goes this then this arm the lift arm is is utilized for that still 50 I mean are they all coming within 15 minutes of each other how it's it's a pretty typical traffic question you know just what should the queuing be for this change and do we have it'd be like going over the Walt wh bridge going to a a Phillies game you know and you got to go over the bridge and and the gate and the gate goes up but you you you got 20 cars behind you right where will that end up where will that queuing line end up I'm not convinced yet that we need a real answer that's all so our our team members will arrive usually about 30 minutes prior between 30 minutes prior and obviously up the ship start time but if they but if they all arrive right also are are you planning I mean it just human nature I I I dropped my pass or my I thought I was in my purse oh that's not my pass do you know what I mean it's not a clean it it's not a clean um smooth type of entrance I mean was there any conversation or have any of the other sites use like a an I'm going to say an Easy Pass type of thing on the car rather than having to literally get in your bag and hand your your pass out is that a so other sites that have implemented this that I've been at uh during shift change time and the we've had conversations even for the cranberry sites is that during heavy periods we do have the optionality to just bypass that and have everyone tap in to acknowledge like on the card reader as they come in and the gate will remain open that time so should rather be unimpeded um obviously w we want to control access as much as possible during those times but we do have the ability to kind of manipulate our policy like specifically around the shift change times to we don't want to create like a traffic jam coming in either Madam chair if I if I can't tell I work at a I work at a site I work at Merc up in raway and we have employee entrances that are very much like this with a gate with a badge and because everybody does it every day to your point you're ready with your badge and as quickly as the car can pull up these These carers are really quick as soon as you can pull up and swipe the thing is up so even though like literally the one I get into there's a main road and there's two lanes are feeding into one thing as quickly as they can go in it's so it's it's really like just thinking about parkes yeah this is this is this is a little different when because people are doing this every day and they know that it's shift Chang so everybody has their badge ready and everybody knows the drill so it's not like a like a mall situation where people it's an occasional user so usually there'd be a traffic consultant for them testifying not us testifying for them no no I'm just them not having a traffic consultant I guess my question to you is are you satisfied with the correct this understanding that we're okay queing wise they giving real world example of this that I don't think I don't think and it is a concern of of Wayfair um and that's that's really the reason we are using this arm you're not a traffic consant so I either want a traff I either want a professional traffic consultant testimony where I want our professional to give his opinion based on you know real information queuing can be a concern obviously I brought up those comments and especially when you're mixing the truck do we need real numbers I guess I I don't think we need a professional or real numbers because they have the ability to adjust their policy and override it and do what they need to to make sure that there is no queuing on the road now if there is queuing on the road that will be a concern and the police department will be out there and then you will be adjusting your policy or you'll be taking out that gate that's something that can go in the the resolution that if it is a problem you're going to your other site you have a security guard out there just just letting people through I'm just want to make sure that there's not a for the police policy may have to adjust if there is a concern like that but the gate should work um based on them doing what they've shown on the plan uh however the Northeast one looks kind of that's the one it's an afterthought it's not it's not the way you would design it I guess my concern is is is there a better way we should be approaching the Northeast entry that really addresses what you're doing now this you're creating a situation that wasn't there before you had you know multiple entrances you're now forcing them through two entrances they now have to key in they're now is shared with the truck it's nothing that it's not a a situation that we would ever approve as a new design so you're creating a worse situation and what's there asking us to approve it so I just want to make sure that I think I think we're improving the current situation because I think there's just one entrance and exit the northwest corner that's not restricted well there's no but there's a gate there's Gates shut in the other two the other two off off right now but now we're having another being shared with the trucks and and having you're now slowing it down because you have Gates we have two entrances now well well our proposed condition we'll have two entrances where there's just one entrance current currently and we have the override bus you have gates with it you'll have to go through a gate yeah correct over and we're looking at and that truck entrance is that's what there's 11 11 truck docks that it's serving so it's but is there I would be concerned if if we were feeding all the other question is there a way to make is there a way to have those trucks fed from the main truck lot and not shared with the there's some agreement um where that's where those the the tree line is between those two lots that's why I think it's a like 11 docks um that they're contracted with it's really on the shipping side I don't know I don't know if you have an idea of how we we could get some numbers and see how often that is used um you know just to see how many shipments are in that we could provide that but I think what we're saying is we we have a general Comfort level but there isn't the override fashion if it does become a practical problem whereas you see between if the shift is 5:00 at 450 every day it gets backed up they can electronically put it up so we're asking for that flexibility given what the Traffic Engineers but it sounds like they want sounds like Wayfair again way has to testify to this they want everyone to key in so they know who's in there at that point stopped here unless it causes issues how will it be addressed I guess yeah there there's varying degrees of this the current state that we're proposing is using the up and down swing arm during uh the ship change uh but part of our discussions when we were going through the proposal internally was that uh we could bypass and leave the swing arm up and every associate just tap their badge to the badge reader for accountability purposes when they enter and that would take less time obviously a little more time than it does right now in the current state uh but we do have that flexibility to adjust the policy to satisfy everyone um then my next question is Bill before you go to your next question the 11 the 11 trucks are they used are they used 247 would they be coming in and out I I mean it's a limited amount of trucks it's a special contract are they used as frequently as the rest of the trucks because they're I would say they're it's lot less frequent because there's not as many I it's like I think it's like 11 trailer parking spaces and 11 docks okay so you're talking 22 trailers what yes versus I don't know how many there are for the rest of the building you're talking I don't know just talkinging of trucks with cars yeah and it's it's very limited and it is a concern of and I think way Fair there operations you know for that for that building this is it's a very open very well uh you know I'm gonna say lit site it's it doesn't have a lot of hiding spaces but how about maybe a possible solution to consider if you we do this in parking garages a lot if you move move that gate where we're questioned about the tight turn and we move that all the way in to the next Island so that you create a queuing you do this in parking garages all the time where you move the gate into the lot so you have some queuing space for cars you won't lose any parking you know those cars will come in and have to go and then can just get at least two cars queued after the turn as compared to somebody trying to turn swipe and it's a very simple solution but I think greatly improves the safety of that intersection but I'll leave that up to our traffic do that Tod you guys yeah that's so simple you're pulling it back we just slide it up to the north kind of to that Island I think I think it yeah I think we'd be open to that Andrew what do you think of that moving a lot of he saying move it really to the that East West Drive to the north side of that East West Drive it can actually help you slow your traffic people won't be turning coming out trying to get through and we wouldn't and we wouldn't eliminate the two parking spaces as well I think that option you're okay with that um Andrew that looks like it can work uh you would have to close off that recirculation area but you still have the circulation through the parking area so I think that could work yeah confirm where this is going again this we're sliding a gate to the north have to extend up here now he's going up here with it this will be Ming so so which gate are you calling that that is theeast gate the Northeast gate is going to be moved in which direction to the north about this approximately how many feet do this anybody over here is there is there a fence there i' address Mr Gidding issue to get a little Que issue ohing that right so you can't go back this way right up to this point you won't be able to go through there but you can still does this affect way of you can't go any we have a court reporter chairwoman who's virtual she's not able to take this transcript hold on one second because we got some water we can't do this we have too many what we're saying is there's too many people talking at once for anyone to record what's going on here right so right a couple of things so we want to make sure Sharon gets her clarification uh we also want to make sure that um the going this way or what are we doing Aman has a a question based on sliding this gate no she cannot um because it is part of uh you know unintended consequences of wellth thought out uh plans um are we uh creating a situation that we didn't think we were going to create so yes just what what would the implication be for a fire vehicle is that going to improve the situation I would think because it's deeper or is that going to be a problem for a fire truck might be easy for them to pull up to where the box is if if we're going to do the key card for them to get in it' actually be easier for them than the way it currently is all right good all right Bill what else you got so the the um the fencing goes over a lot of areas that have a pretty steep grade so how are you how you're going to have to work out those fences kind of shift and do a certain angle but I'm not sure they're going to do the angles you know so some of these are pretty steep so you're gon have to step it or something but I'll leave that up to you all figure out yeah however there's a note that concerns me on the drawing this note nine that says gr grades will be reworked for the fence basically especially for the sliding Gates and there's some sliding Gates that have looks like they have three two two to four feet of grade difference that needs to be excavated for this sliding gate to open fully and will that affect Landscaping how will that be regraded I'm not comfortable leaving that a question to the professionals just is it gonna you know not knowing not having a landscape plan is it Landscaping gonna have to be moved in order to do that grading you're just going to create a ditch right there you know for for that fence is it going to be graded out I think it needs to be designed and reviewed with professionals with part was approval not left up to the field I think that's appropriate and and probably a combination of Dave uh engineer hoder and myself would you be amenable to that once you're um once you're putting the grading uh be before the grading goes in or after I leave well I think way to do it is to show showed Contour in the area where the gate travels whether it's fill or cut and then and then you try not to make it too steep so we don't have mowing problems and that will tell us what kind of landscaping Landscaping is not on the plane and show the existing Landscaping in those areas in those areas yeah yeah is that okay yeah we we'll comply with it you have a long laundry list now I know okay that's what I came for right okay all right it's probably what maybe four Gates that are effed yeah and it should be minor well so we'll see [Applause] yeah uh just when you're moving the gate North so in order to uh not have people coming kind of circumventing you know right now you could go in and turn take a left if you move to that gate how would you propose to close it off okay with the fence do you know how high or what materials same same fence that we're the same fence okay okay all right yeah we'd be consistent with okay thank you essentially the fence on the east side that would just flip over to the West Side would be my thought process behind that so there's really no no change in linear footage of a fence of what we were planning to install and I guess now there's only one path in or out whereas right now you could have converged from two points or were you only ever able to converge from one point just from one point one card read well one card reader at each gate there's two have to speak up one on the northeast side and then the no I meant within this gate location when you're coming and going it looks like before you could have approached it let's say you're leaving you could have approached it from the North or you could have approached it from the uh West towards the east yeah so we're changing the circulation so that now let's say you're parked closest to the gate you're driving a loop all the way around the north side and coming back around to leave right correct and we're I'm I'm not an expert I'm just that we're fine with that we don't mind that circulation change and one one other thing too is um and I was out there there is nobody parked on the whole eastern half of of this lot currently so everybody is trying to get to the northwest corner say now yeah but Jason was isn't your point that you have to drive all the way around the building to get out not the building no no no just just this section just that you right now you could have been parked at the parking spot closest to the gate and you could have just come out and gone right there and now you're going to have to go past about 50 cars to loop back around but he's saying it's under parked there anyway so yeah at least at the moment okay and just one last comment so because it's 7 foot fence you're going to have to get building permit and do the design structural design to I think the building official had that in a comment so because it's over over six feet I think I think you have to get you have to have building approval yeah I would just one note since again we're doing something different so I just want to make sure we' thought it all out depending where that gate goes relative to the um Island the little L of the island there needs to be enough room for that car to get out now and back this back towards the gate and then go the other way right because right now they used build the back out either way so the gate would have to be closer to the uh East I think for that to be accomplished is that right you following deer is likely a dog is less likely but a deer is likely so the gates are all positioned inside the fence so when they open they'd have to be something inside um the the fenced in area well even as that access too something's inside the fence and and person is there and doesn't know that Gate's going to open up and hit them is there something there's a lot of these Gates there should be some garage door when you door yeah yeah it won't close won't close right I will I would have to probably I'd have to look into that I want some kind of see if there was anything there should be some safety safety thing where if that gate hit somebody or hits something it stops yeah so it doesn't continue and then proba pressure release well that's what that's what I'm that's what I'm ask it looks like it has an emergency fast operate three foot stop there we go yeah on ttim I would just double the fast open for emergency to come in that would make it go faster yeah we can clarify that okay um on the on the trucks on and this is for both areas um this this facility is a fulfillment facility are there is it just tractor trailers going in and out or are there smaller trucks do they fill smaller trucks and send them out is you know what is the operation with the types of trucks you're going in and out of this facility these are predominantly semi tril uh trucks so 53 foot right over the road trailers and then the 40 foot ocean containers okay so you're not you're not this isn't like um FedEx or UPS coming in and picking up a small thing and going out with it that that's not at your that's not the nature of this facility very occasionally like small numbers like we'll get a box truck every now and then all right so in other words everything comes into your facility bya these larger trucks get shipped out to some place via these larger trucks is that what you're saying we load 53t trailer for FedEx we don't deal with the smaller okay okay I don't want to mention your competition but it's not like I want to order a toothb from Amazon and I you know and it just it just comes out but everything is big trucks in and out that's what I'm getting at and is it 247 operations or the trucks limited daytime you know when do these trucks normally come in and out we have dark hours uh most of of our containers will most trucks arrive between 6:00 amm and about 8:00 pm we do have some activity obviously during the later night hours but it's very very rare like once you're past like 3:00 a.m. but the building is operates 24 hours a day Sunday through Tuesday and then 21 hours a day uh Wednesday through Saturday for the nj3 site okay and then um employee employees you said most of the trucks come in between six and eight is that around shift change for employees coming in out or shift starts at 6:00 AM uh for employees uh the I guess I'll clarify for the truck arrivals uh especially from the ports we'll see them from 8:00 am to about 4 pm okay our shift changes are predominantly around 6 6:00 a.m. and then 6 p.m. like between 5: and 6 so the 12h hour shifts uh the we call it the front Sunday through Tuesday they run 12 hour shifts in the nj3 site yes okay right and the you um mon did ask about the the emergency access for trucks and or um Emergency Services ambulances things like that same thing um before the gate access key again employees had to access access when they got into the building then they access from a key access to get into the building yes so are they still going to have to do that uh yes we'll still have badge access to get into the so it's a double so basically they got two access points you got at the gate and then at the door to get in yes sir all right and then um get back to Mr Stewart's question about um pedestrian access gates from the truck truck area obviously we don't need pedestrians going into the truck area but there should be some kind of way for people to get out of the truck area in the event of emergency if it's a push bar gate we we said we could do that yeah I just wanted to clarify that because and it should be and it should be at more than one point it shouldn't be just you know site explain where this site is located as far as buffering and bming to the road in the development that it's in that's going to be helpful and uh to um our review okay all right so the site the property contains 23.84 s Acres located at 18 Heist heightstown cranberry Station Road um also known as has lot 10.01 and block 10 within the industrial Light Impact Zone um there is an existing 1, 368,000 square foot Warehouse on the property with areas for car parking and semi TR delivery the car parking lot on both the east and west side of this property for a total of 423 parking spaces the Eastern lot is for employee and visitor parking and it has 188 spaces the Western parking lot is for auxiliary parking employee and visitor parking area has two parking aisles the Eastern Mo most aisle is a two-way driveway and the other one is a one-way driveway that travels South there is an area for semi- TR deliveries along the north and south of the property there is one entrance for semi- TR delivery area on heightstown cranberry Station Road and five internal driveways that lead to it three along the northern property line and two along the southern property line Wayfair occupies the property as a tenant and has the following facilities operations on site warehouse distribution operations including storing receiving and shipping inventory so the um the existing security conditions at the site the north and south of the property are fenced with a six foot high chain link fence and Gates and these chain link fence um and uh the chain link fence will remain but the gates are to be U added with Mo to be motorized and I'll I'll point that out in just a second and there are no exterior security cameras located on the site so a phase plan for security improvements is proposed uh phase one addresses the employee visitor parking area and that is the Eastern parking lot and then phase two addresses both the semi truck delivery area on the north and south side of the site and auxiliary parking lot that's on the west side but those phases will be done concurrent correct um let's see the proposed site um phase one secure employee and visitor parking areas will be installed fencing and motorized Gates and security cameras so the uh nj4 phase one um plans dated uh September 12th um 2024 okay we're gonna call this A1 from Miss Dr set for mj4 eight eight plan sheets okay A1 with eight sheets I think I can just flip to the site plan let's see so this will um propose vehicular circulation um so right now the the lane closest to um the uh building the the Western Lane is currently um one way to the to the South and are we're proposing to um ultimately make this um entire area um circulate just in a one way um the the Eastern Lane will be um to the North and then we are adding a connector um between the two d drives um for for people to be able to to come down and connect down and where this uh fence goes along the uh western side of the the Perimeter Road um it's connecting up into the uh northeast corner of the building um then coming down I've got my highlighter for you then coming along the western edge of the uh existing Perimeter Drive this is an entrance gate um on the the Eastern Drive and then fence comes down and then this is an exit only um for that Western Drive and then the fence ties back into the the building at that Southeast corner so we are proposing this fence to be 7 foot steel post fence uh three rail panel and black finish um you can look on c002 has the photo um of the the fence um that is being proposed and then on c52 um has the detail for the uh the fence and the gates can I just clarify because earlier you said there's an existing chain link fence so what is the relationship between the new and the old which aren't the same type the six foot chain link and the 7 foot all the six foot chain link is around the truck parking areas okay so that's a phase two discussion phase two yes so I'll I'll my question then okay yeah yeah I also don't on the plan can you show me how how the circulation exists where someone gets from south over to the from the Western southbound so chairwoman and I'm just not seeing physically on the plan how someone circulates within before crossing the gate into the eastbound Norther like how do they how do they loop around in current condition or in this proposed condition with these fences so that come in the Eastern d dve and then come up and then the dark um that's our new pavement I so this is to be able to make that connection it that wasn't clear to me the darkness so so that is a circulation pack correct proposed um new proposed asphalt pavement a 24 foot wide Drive aisle okay and if they pass the only good spot they're leaving the gate then coming back in and doing it again yes okay yeah yes so and with that um great question there so we are losing 11 parking spaces um to be removed to facilitate um that that crossover um but the uh resulting parking still complies with ordinance uh 274 required parking spaces and we have 412 are proposed proposed Gates both the entrance and exits of the employee and visitor parking areas will be gated so two vehicle Gates and then one pedestrian gate badge in push bar out so here we have The Pedestrian gate to get out that was a concern in the previous yeah that is right here um right where the um crosswalk comes across there on the Southeast Corner don't say where the security cameras are going to be just that we have three three okay is that what it's saying okay um yeah three security cameras provided um on some existing light poles just for you okay I'm not pointing them out and then I guess do you guys any other questions on this and I'll flip over to phase two I think I would be interested in similar questions about is it always going to be like what's the flow during a shift change is it going to be left up with what is is everyone badging in is it going to be left up yes the um there is the uh lift arm um on the exit um that will open the gate and then the uh the arm will go in um up and down on the on both the exit and on the entrance there it's there's a reference to a guard Hut what is the role of the guard it sounds like the rest is automated that existing guard Hut I think be going away yes I think there's several on this this site several um guard Huts okay but the intent is no no no no guard house on this site stacking is not a uh is not a concern so I guess I'm just having trouble visualizing it so on the entrance on the South here it looks like it's directly adjacent to an access road that goes around and [Music] um and on that on the left side of that it's it's right up against the road so how much room do we think we have for queuing and are people able to enter it from either direction so are they coming if they're coming from the north south are they somehow twisting around to get to that they most most uh employees and I I just drove um through the site um earlier earlier today and there's actually so you talking about the guard Hut which actually it was I think the security guy was sitting in his truck sitting um right there and essentially everybody's entering um from heightstown cranberry Station Road um from that entrance coming into the site turning right um it leads you right into into this lot and leaves quite a bit of queuing space before it goes back out onto the the public road so that's part of the reason why we selected the the Eastern um entrance drive to to give a longer queuing area okay so what you're saying is in the testimony is that basically everyone's coming from the south approach yes and I guess there would be if they came from the north they would quickly figure out that they need to go around if there's a queue I guess yeah okay and it'd be a pretty difficult kind of U-turn yeah that's what I saying too yeah yeah okay any other questions on Phase One Go ah go ahead with phase two start on the uh western side um of the of the building on the other uh vehicular um parking spaces and essentially the uh fence tying into um the the southwest corner of the existing fence sorry the northwest corner loops around the outside of the the parking lot there is an entrance and exit gate at the um the existing Drive um at the northwest corner and we're actually um so there's two two different uses for this parking lot so there is a fence and I know there was some some comments that maybe we'll look exactly where this fence wants to be um located um but essentially splitting that that uh parking lot um I don't know really into probably a third um so the the northern third um has the the entrance and exit um at the northwest corner and then the fence will continue on down um with another entrance exit um vehicular gate uh at the uh the second entrance on that the Loop Drive and then the fence will go continue on down and then tie in to the to the southwest corner um of the site of the uh the existing building so and then a pedestrian um access gate um um right next to each one of these um just on the south side of of each of the the vehicular Gates is that all new fence or is there some existing fence in there that is all new fence okay yeah what is the purpose of the separately qu secured quadrant you want to hit on that um so the western side of the building we typically don't utilize for building access um but we do want to reserve the upper upper quadrant the Northeast Northwest Quadrant uh to for building Personnel um we do have a contract with JB Hunt and they provide some dedicated trucking services for us out of this building and that's why we separated it so that they have their access to be able to park their cabs overnight uh in that area as well as when they come in the drivers will park their personel Vehicles there and so for the cabs so just to clarify it'll be both traditional car and semi cab parking in that location just for the JB Hunt driver yes okay we can modify that but I'm I'm not enough of an expert to understand if there would be any differences knowing that I defer to Andrew I think you can answer sorry um certainly if you're parking the cab uh it may have a different requirement for width of parking spaces uh you're talking about parking them actually in the um actually he was um he was talking about the there's a special situation with this northwest corner with that northwest corner and uh the drivers of the cabs may drive their personal vehicles leave their personal vehicles on site and then pick up the cabs there so Jason your question was Cars mixing with trucks we don't normally do that yeah and I I don't know that that's right or wrong it's just I I hadn't yeah as you said had it seen it done before and it looks all striped as normal so if they're if they were picking up their cabs over from the other section I get it if they're picking it up from this section is it's is it striped appropriately for the par parking of those cabs is there enough W is all that stuff exactly that's what was getting at are the cabs in the parking spaces where the passenger vehicles are um or the cabs in the uh loading area and they walk over to the Loading area i' have no they're in the parking area on the standard parking the truck trailer yard I I've never had cabs parked in in plate parking so that that would be a new one to me okay go you you you pointed at the lower part is that where the cabs are yes I and the employee parking is up there so we're not mixing them the two together no not like our waiver employ it would the only employees that would be parking there are the JB Hunt drivers they' be parking in that lower in this lower lot with their cabs but it is still a mix it's a mix and of yeah we know we would never do that different they are it's them driving their car dropping their car to grab their truck um so kind of swapping their own personal vehicle you know to get no truck so what we're saying is it's all experienced truck drivers who are intermingling with them I'm not inherently upset about the idea that they're intermingling I'm just not sure that you have it striped appropriately and for that situation like all the cars should even though they're experienced drivers all the cars should have a designated car area area and that can just be striping or whatever but there should be a walkway and a specific place for those cars even if it's only two or three there should just be some designated area that the cars are going to be in and they're not just going to park right next to where the rig was right and the only other thing I'm unclear about is if you're saying that entire Southern quadrant now which is I thought what you heard just now um is for that dedicated group and that's a lot of parking area in terms of the number of slots is that still meeting our quota on the capacity of parking if we're intermingling the the cab parking with the what was supposed to be the employee Park they are way over parked there's quite a few parking spaces so they're they're well over the requirement that typically is done for warehouses so that at shift changes they can have employees coming and going and that's a management thing it's not based on requirement our requirement is way lower than typically these warehouses wanted to ask an answer if you're comfortable I'm comfortable with that getting back spots there can the truck parking we've gone through that before there's a rider truck parking over here and the truck spaces are wider they're typically longer they're different than uh vehicle parking spaces they their turning is different than a passenger car they're uh they require a little bit more room their door swing they're higher there's there's different uh vehicle Dimensions uh for a truck cab than there is a passenger vehicle so that's why they're typically not inter mixed and having a cab parked next to a a passenger vehicle is just different I've not heard that one before I have seen truck parking where the truck parking spaces are wider uh and somebody comes to pick up their truck they leave their personal car in The Wider spot and take the truck that that's a different situation this is the truck cab being parked in an employee a typical um passenger vehicle space and that's that's tight for a cab I mean it looks like this is a very large area that's probably significantly in excess of Your Capacity so it probably could be done I think you just need to be logical about where the cabs are and stripe for that and then where the cars are within this area so that there's a row or an area or something but I mean that's just my first take may need a striping a striping change to handle yeah and then just have it be the cabs are here the cars are here it seems like you have room for both I mean approximately what kind of volume of cabs are you talking about having here it's about a dozen so that's I mean there's you could there's plenty of room for it could just make them double space as you just sort of take it out we're probably talking about formalizing something that's already happening and they're saying well it's already working what's the issue but right now they're coming the board for approval two spots or something like that each or something can't solve every problem well we didn't know about it till you just brought it up so now now that you brought it up we have to address it it's on the other side um so uh chairwoman I think we're ready for questions from the board or actually we need to solve this question first because we can solve everything or we can not accept the application so this is something that we need to make sure our professionals are good with we typically on any application would never have trucks and cars in the same parking area um if we can figure out a way to designate and um you know what your operation is and how many trucks you have there um we just need to figure out how you're going to differentiate that we could we reach right to designate a dozen cab parking spaces and it doesn't have to be a dozen it just needs you know what your needs are I apologize this is an area that we kind of like we never really had to think about um but when we say separation is it they can still be in that same gated in area just we can just designate one side is for the C that are it doesn't matter just designated where a car is not parked next to a truck and a truck is not pulling out next to car yeah we can do that andiz from a safety standpoint and just from that that's just that would be our preference um and striping is fine we don't you're in a rented or you're leasing the building so striping would be fine if you're okay with them comingling we would just prefer and our reports typically say that we prefer that there is a designated space for those trucks yes I can C we can do that that's all we want to hear so I'm getting this right again that entire like because you said it's the southern part of it right so it's like 2third of the length of this this is an area that has probably a couple hundred slots but you're using it for about a dozen cabs and a drivers for about a dozen cabs we have no other activity on the western so it's massively oversized for this use and right now you have two entrance exits is that right help me understand that there's a there's the uh fence between dividing that up where that so the upper third is separated from the lower third two thirds it but they don't connect together right but I'm saying forget the upper third think of that as something else it still looks like you can enter from the top from the middle right yes is that true so there two entrances and one or two exits two exits two exit two entrance to exits to that southern section to no just to the southern just the one okay so this this is not an exit that's where the Line is now yeah got it yeah okay so Evelyn are we talking about the possibility of restriping a section of the parking lot to accomodate larger vehicles if restriping is acceptable um then I would say whatever the recommendation I mean these are nines now I think right nine foot wide spaces yeah so you'd probably want at least 10 or maybe even 11 for the cabs and then the length is also a situation because they may not be 18 they bigger than 18 yeah so you have to I guess what we're saying is there'll be 12 or so maybe take a dozen spaces in a certain area and restripe that area to make for Less spaces but larger and longer and they're over on parking keep them away from everybody else yeah they're they're over on parking yeah and they're not gonna they're not going to keep them away because they're they're co-mingled but as long as there's there are I would be satisfied as long as there are designated spaces for the the larger trucks no matter they could be piggyback they could be double but as long as the trucks will be in one spot I think striping would be sufficient just especially if it's their current practice now and that's what they're doing the only problem you might have is the drive a may have to be decreased if you're G to make any of the spaces longer I my way over when I drove through there the semis were there are they parked the same way as the cars I'm not actually 100% sure literally not I do that a lot and like you know with the semis and it you know did not seem like they were impeding you know onto the drive aises as I as I just drove I I just made one Loop down through there just to kind of see kind of how they were using it and and what was going on how long have you been in that space I think it's uh since uh 2018 the building's been occupied six years okay so would a possible condition be to designate separate the parking from truck parking and restripe as necessary restripe only the truck parking not the truck parking I'd like to give you some flexibility restriping as necessary subject to the approval of the board's traffic engineer and board engineer so we sort of work out that detail Drive AES and and give them some discre if you've noticed if you've noticed this board does like specifics we appreciate that but it's complicated and you know that was the nicest way to say that D you're in New Jersey here remember that reasonable degree of letting final details you know if you can't work them out we always have a right to come back to the board tell us no but we didn't anticipate this issue we got the review letter today so we're saying uh do a separate area and uh subject to restriping as can be worked through subject to the approval of the traffic engineer and the board and it'll be on the south end of the west parking area correct correct yes so just further clarification so with the fence going all the way across at the top approximately what you have label at c onec um right now all the directional are kind of out of date right because you're going to it's going to be out of it's going to be if you wanted to go to this section you would have to go from the south north and then back down south right yes so so I guess what I'm wondering is it seems like if you wanted an easy separation it would be very easy since that's sort of an isolated less than 1/4 of the total space and just say trucks go off to the left and then everything else can park anywhere else and then they're not exactly comingled they enter from the same place but they're not comingled after that and I think yeah just parking you know on the back of that median they Park their pickup trucks cars they just walk across the medium and that's where their cars are you something like that yeah yeah does that sound good to you would you do you yeah would you be able to comply with that yes yeah along with the restriping restriping as necessary create a separate area restriping as necessary subject you go through here is this condition different now than what we said are we talking about a certain area that you want to articulate to to this the northern uh because before I had that we were going to designate separate areas for trucks and cars and restripe as necessary subject to approval that traffic and general engineer on the south end of the west parking area are we doing something else by what you just said yes okay and what is that so where are we now then the northern third that's what they that's what Jason just suggested right we trying get up again Jason what I'm saying is new condition this whole area from here to here is all accessible in and out for right so the original circulation doesn't exist if you were to go here you would have had to go up and come back correct if you were to go here you'd have to go back that means that's a nice little easily isolatable pocket right here where you can pull in so the center section is what you're talking about they only proing at the entrance and the exit um the only thing I point out is your I'm sure it's fine testimony but isting spot or two okay so let's do uh Mr Stewart if we just finish up one thing we need a definition of the area that's going to have the separation I mean is it enough to say we're to specify separate areas for the cab and the parking and and as long as they agree when they come back because I think like we're sort of trying to design and segment these areas together but I think like the goal the our goal is we want separate car and cab space striped and with the right size caps I think I'd be comfortable with that and saying that and let let them work out with Andrew what that looks like okay yeah work out the I believe the sentence you read before yeah was still accurate because they still have to Circle back with Andrew um and your sentence said that they would Circle uh back with traffic okay okay and we have the question about the the Mr Ford defense that sort of goes in between the Ada spaces and how that work yeah and I I was um during my site visit um earlier this afternoon um I did take a look at that and I think that was one comment um that the planner had and can you just explain that comment yeah so right now um and really there's uh and going out onto the site you can kind of see the uh there's there's a lack of some sidewalks getting connectivity out to the uh to the uh perimeter uh drive so we were redoing you know that that access drive and then I think we were just going right along where the the crosswalk was going but you know as I was looking it seems like that wants to move further south in between that Island kind I think we were um some discussions earlier too as you back out of that space giv a little bit of room to wow yes yeah so well sorry my my concern was that you put a fence along the line between two Ada spaces and then the ramp is on one side of it and their Ada spaces on the other side of the Ada ramp and there's no passage between the two SP two areas and those two spots AR yeah then then they're gonna have to relocate them right I mean and so I just thought also don't you want to allow people to get into this a there's right now there's no access from the north side to the South Side for pedestrian or somebody in a a wheelchair or something yeah and I that's why I think keep keep all of those spaces because the door is right here the the entrance door is just to the northeast of those Ada spaces so I think all uh what do we have five Ada spaces if all of those are on the north side of that fence I agree with you J fence yeah so wh yeah and that's um I think I of your point that you were mentioning earlier going up there kind of to that dead end um I think they're going to want to be parking down kind of on this the south side of this lot so you'll maintain the 58a to the north that'll be in the north Fon area versus splitting them um in the to the two that are in the south south of the U proposed fence line will actually um be to the north of the okay you have to explain Andrew how many Andrew how many Ada spaces do they need they for the Ada spaces is based on the total number of spaces provided now they've provided more than is the requirement but the HD the handicap parking spaces are based on their total number of spaces if they're losing 11 spaces I don't know that that brings them down another handicap space I think they require to keep all the handicap spaces based on the initial um parking number that they had so how many spaces they have n nine adaa spaces that's it's required that's how many we have we're just saying vents is going to be relocated relocated yeah so can you so that you can keep the H handicap spaces yes so you will keep so I'm going to recap so we will keep all nine Ada Spaces by relocating the fence so that the spaces are accessible to the correct yes okay just one additional question though is that so those spaces won't be within any fence because you have the fence that's like to the North and the fence that's to theth they will beIN that Northern finston Area so okay so you're you're moving the northern fence that you have right that's north of the Ada spaces so you're gonna reconfigure that fence I'm relocate not reconfigure well it has to be reconfigured so the so one portion one part of the fence is going to be removed I guess the amendment is to relocate the fence to relocate the East West Direction fence but to the north of the the the top of the fifth space the northernmost space right there's a fence there right no no no no down down I don't think that's a fence that uh UC see is an underground conduit yes y y good thank you good all right okay those two aisles then yes I think we'll make them two-way so I thought it one time that's what I was I don't know if that shows up on the plan because we were looking at connecting those and making it one way but to me I think they're they're wide enough for for two-way access and and really it's just limited use there so are you amending your circulation plan to be two-way yes thank you and that's the current um match the existing with the existing conditions okay so I guess to me this kind of looks like a mess um you never like you can't park parlo to a fence in order to pull in and pull out that fence is going to be all beat up you're going to trash cars usually fence is in an island and Landscape not going down a parking lot it's like we you're doing this really nice fence you're taking this really nice property and taking a really nice fence and you're just kind of zigzagging it through the parking lot it's G to get beat to Hell there's not enough turnaround usually you have a backup area to get out of a spot in order to pull out I drew on my plan a method of changing this fence and um I would want the fence to go down that Center 10 foot aisle to stay out of a lot of parking area and then go across to that Island next to the handicap spaces there would still be three spaces which would be a problem but why not put the whole thing in an island get rid of the spaces so you can have parking at least 10 feet or 15 feet off of the fence so you have room to back out and because these are one one way dead end spaces you you can't does Wayfair have the permission to create new islands we would have to go back to the landlord but they're doing it elsewhere yeah understand yeah the same comment with phase one it looks like you just kind of ran a fence right down the the entry aisles well every island they create they lose one space but they have plenty of extra parking so there would be three spaces they'd lose in this configuration need it I'm just trying to make a a good permanent solution that looks like it looks good looks compatible with the rest of the complex and works because I know it's a little bit more expensive but it's this it's not right def is got to get hit with a car Mr Ford you got a suggestion here the one the one thought I had is I was you know when I was out on site looking at it you know that's kind of you know where I was saying moving this down to this island we do have some other Islands you know down in here that we could look at to get into that handicap spot you would need to move that fence down at least another 10 or 15 feet to give room for that car to back out and then get get back out of there yeah Mr for your hard handicap parking spot rework it properly Mr G sorry Mr Ford can I ask you a question yes when is the first time you saw this site today in person okay so we've we've been using Wayfair and then we're actually contracted with wed old brothers um so they they've been providing us the pictures and would it be helpful to you uh uh with your timing would it be helpful for you to continue this second application and go back and look at this now that you've seen the site it seems like there's a lot of raised questions nothing wrong but it just doesn't seem uh as fluid and there seems to be questions around the table we can we can carry this if you if you would like to just press pause and have a second look at it I don't I don't want to delay Wayfair and I want to maintain if you're doing these all over the country it should be more buttoned up than this our board should not be designing but that's what we do and we're happy to do that but we want you to be comfortable and I'm not sure this board would be comfortable passing it as is so I just I just wanna I don't I don't know are do we feel like do you feel like you're close enough that we can get there I just once it's done it's done and it it's not your property so I know there are some limits there with your site manager and the fact that you're working with the landlord we don't want to make this a hardship we want you to have the security um you know this board is well trained on you know traffic circulation uh safety uh security circulation and and this this isn't really working for uh most of the board so I just want to make sure that we're doing the right thing by you and I don't want you to feel like you're on the hot seat having to design this on the Fly chairwoman can I suggest this could we continue and if this is the only issue maybe we could just take five minutes so that we could at least Endeavor to articulate this I I would love to finish I I would I would love to finish but I I'll um I want to keep going because I'm under instructions to do my very best to finish but we realize you're not satisfied at the moment on this issue so I'm going to suggest we keep going hopefully this is sort of the only open issue then maybe we take a couple of minutes and see if we can come back and wrap it up with something that's satisfactory instead of just stopping that we have at least a chance and you have a set time I'd like to keep going it's expensive to bring everybody back the lawyer and everybody so I'd like to try to keep going and and maybe this is one narrow issue we take five minutes and we give it a shot to articulate a solution hopefully close enough so you're comfortable give it your best shot okay so we're gonna keep going and see if there's any other issues then we're GNA take a break short break and we'll see we can get that okay yeah I want you to be comfortable it's there's a lot going on there yeah and I think you know just a few other things with between Wayfair and the um you know I don't I don't know if there's anything else comes in play from their end you know on that is probably my you know what I'm you know but I I think I think they're comfortable like we said I mean this I was out there you know there's hardly anybody back in this back why and why separate the two lots yeah you have a good idea speci contract the contract the AA was to just keep the contract drivers completely separate they would never require any building access and so okay that makes sense thank you so it's isolating that okay we got to work at the fence location could you do it with Gates or you actually need the fence I will I will tell you another thing you know one of the other comments came through with the the fire truck um or the the fire department access and kind of what we were kind of hitting on you know on the the previous site you know getting turned and then these are actually islands that we have to put in the middle um you know with the entrance exit so that is you know one other um concern that we have that I think there could be you know you know there might have to be some gating um between those for the fir truck access to get through this let's hold let's let's try to get through everything else let's take five minutes see if we can articulate a solution that's clear enough for the board that they feel comfortable so stop talking about it for now you'll have a chance to think about it discuss it with your client and then we'll come back and we'll see if we can sort of get close enough so the board's comfortable and just to summarize I think things for you to look at one I think the handicap I think by code you have to have so many handicap in each lot once you separate them then you have to separate you have to redo your handicap parking according to the lot right Liz is that there are sub groups in parking areas that have to be have so many per per parking yeah so per 20 New Jersey Code per 25 you need one spot whatever it is and each additional so you have to meet that requirement um think about I think think about where the fencing runs ideally it's in an island or in a landscaped area not where it can be hit by a car make sure that you have good turning cars can get in and out of the spaces you know not restrained by fence but the ample clearance so number per subgroup turning and what was the your second one the second issue the Turning was the that the fence isn't just running through the paid parking lot but it's it's in a landscaped area not not through a parking lot [Music] okays okay we're going to try to keep going if there's any other issues for the remainder of the side I don't know that there are well we have to talk to our professionals let's we we should ask them for the professionals or for your testimony I don't care which um because it hasn't been part of the testimony yet what is I'm just still a little unclear visually what the transition is how far away are the new fences from the nearest point where you're interacting with the existing chain link fence I just I'm just unclear about the two totally different styles of fencing and whether they're not going to be visually [Music] apparent okay let me go through that right now and I think so the existing chain link fence um that's that's going around the uh current truck parking areas so we're looking at maintaining most of that until it gets to the gates and then the new the the new gates um what we're proposing for the new gates are the Montage the uh metal metal gates automatic so just to be clear they're literally going to connect yes yeah connection at those um at the gate locations so there's just a visual point where we said nah not a six foot gate we're going to a seven foot totally different type of gate so those um those Gates can match um the fence height so they will be they can be six foot to match the um same height as the chain so the chain length the existing chain length fence is six foot high and then when would it transition to seven just around the um the vehicular parking areas and then since you didn't testify to it I'm just clarifying because we went into great detail about the operation of the gates in the you're not changing any of the condition of the operation of the gates in the truck area correct and that would have all been as previously approved yes so there's no other areas there where there're where the behavioral pattern is evolved since the original approval no let me I want to head on and then kind of to your point as well so for the truck parking areas the northeast corner is a manual gate c214 I'm going to work backwards on you just a hair here and let's see so on 213 so the the one in the Central and the the north side that is a manual gate as well and then it's the actual so the entrance into the nor Northern Truck area um that be utilized and there's an entrance and an exit so there's two gates one for the entrance one for the exit um on the the northwest corner of the site that those are um those have the gate operators um on them but that is a nice wide entrance way and that's the current site where they're going in and out is from that that northwest corner and this you know utilizing the the private drive around the the perimeter of the site and you would call that the main access to that loading area the other gates are manual B typically closed whereas this one is going to be electronic and will be for entrance an exit for the for the Northern Area and again that's the deepest into the site so if there's any queuing it's on the Loop Road and would not affect any traffic either to the employee uh locations correct yep and it's got a nice wide throat it's not too deep but it's got a nice wide throat to be able to to pull in just to come back to my obsession on the fence transition because you know you you have a similar document to the uh previous approval for the new fence how does it actually work is there just a post where one fence ends and ends and like a couple inches later the new a new post where the new fence begins and they don't really touch or something I'm I'm just trying to understand the visual connection between these two totally different fences so I think and it's I think black vinyl coded chain link right now I think from that post we start and then there'll be two post right next to each other yeah okay Jason J star did a similar thing um around their uh cooling systems and then they had a chain L fence next to that the tie in did look pretty good okay then I'm going to head on the South Side so um there's the current um gate house so c215 thank you and so that has um the Montage the Majestic gate operator um you know on that southwest corner and we are replacing the fence all along that out to the corner um so as you look at that essentially the transition happens at the the corner of that that fence so then as the the fence goes to the east will be um chain link the black vinyl chain link fence chairwoman do you have a hard cut off time no three minutes from now we're g try to go to distance we're try to go all 15 if we can if we can the so the central gate is um there's two two manual Gates there that come together and then at the southeast Corner um same thing two manual Gates sheet 217 and also so that manual gate so that gets all our truck traffic heading um to the the West essentially the the two Western um entrances um or the the truck traffic and then so the vehicular um employee traffic really helps get that separated these are all rolling dates not roll rolling yes so you're have to look these were addition existing Gates so they should have already been graded appropriately this straight up what sheet is that 2 okay so this should be sliders I guess the comment is any of the sliders fig you could just repeat that Dave any any of the slider Gates will have to be looked at to make sure that any of the grading that has to be redone that might disrupt Landscaping is done properly and uh are relocated yep okay that's all I have Andrew um you have my traffic review letter since you're coming back with this you can clean up the items that need clean up no trying to avoid oh you're yeah okay well we don't know we're doing we're take a break on that one issue they they have the plans will have to be revised whether you come back or of the West are be comp correct so my two major points and they have to deal with the East employee parking area and the West which is now a mix of the trucks and the employee parking area uh the West uh was the circulation uh and I think we've gone through the issues on that so I don't want to reiterate but you have the gate in the uh parking area separating North and the South you have the circulation being one way I think it's better two-way I think we've gone through all that take a look at uh the letter as you're uh addressing the revisions in the East parking area you're closing the north driveways we talked about the south driveways um the circulation is made one way and you would have to reer you would have to leave the parking area to recirculate that's typically not a good thing but they're going back to a loop road this isn't a public road this is just a internal Loop Road so I I don't think that's as big a concern as if it were a public roadway that you would be looping back out to my concern is the north driveways and how they're being closed again it's a fence going across the driveways there's some striping there I was looking for something a little bit more physical I I know we're talking about it's a least area and whatever um restrictions you have from making physical changes I was looking for maybe some curb maybe putting something there so that somebody driving up that way certainly they could see the striping but it's just fence across the roadway good something and again I'm not looking for something that somebody could run into but something that would make a nice uh show that you're at the end of the road I don't know that Ballers or rubber Ballers or you know those things aren't as nice as a planter or something out there but I think you could come up with something that would help show a physical end to the road rather than good I'm good with that off also part of that to is emergency access now uh you have the big loop going around uh certainly the fire department wants to know about turning analysis getting a truck in there I had mentioned in my letter that maybe something could be done with that fence to leave a gate there or leave some kind of access because the road will still be there so that the uh fire department could get through there that would take away a fence all the way across it but uh take a look at your turning analysis if that works then maybe the fire department would be comfortable I would be more comfortable leaving some kind of ability for a fire department or emergency vehicle to get in from that end but take a look at what you could do with it that and the parking area the circulation and gating those were my major points there's some minor points in there about striping and signs and you can address those as part of compliance but again this site isn't um as uh public or doesn't have access to Station Road this is a loop road within the warehouse so I'm not as concerned with some of the stacking and queuing because it's internal to the site that can be managed you'll take care of that won't interfere with public roads but just these uh couple of items with the west and the East parking lot the loading areas you have Gates you're going to put Gates there I have no issues with what's being done with the uh loading areas and the trucks than the exent Dave my comments are very similar to the first application um and and that I asked for things like the you could provide a a table of all the fencing the gates any induction Loops cameras signs that type of thing so that the inspectors know what to look for when they're out there um the other comment had to do with fire department I'll review the fire department uh letters we'll make sure that information is put on the plans um uh also um any pavement any curb um details on on them should be provided as per the other application uh um you have some you have provided some testimony on Gates and why some are rolling and some are lift gates and Mr hoder there's the crossover so you mean for the crossover piece that they were talking about yeah okay uh and that's right and then the the the last thing is um just see here uh no okay everything else I have either the planner should comment or the traffic engineer should comment I'll talk about the islands and the things that we were talking about before which is our one last unsolved comment later on later I think later on is now later on tonight now I think later on is now okay well I mean right now I did some drawing on the plan that that I was happy with and I would have to go through it with Andrew I think but it it's not our job no I know that but I've done it in other planning boards many times where I had my own ideas and then and then we can let them submit or we can have a a zoom meeting and come up with I think what the board was really requesting was to have have islands where you have fencing which is not a hard thing to do but it's a matter of making sure they get permission from the owner and then putting in the new curb taking out any old curb they have to do planting grass maybe plant a tree or two whatever we have to do there were about six spots that would be lost as part of this in my little drawing that I did that nobody has seen But me uh and uh I could I I guess what I'm saying is I'm comfortable with those those minor changes and with you know a site this large you're only talking about six or eight spaces that would have to be recreated to create the islands for the fencing to be safe so that doors wouldn't hit hit the uh car doors wouldn't hit the backs or fronts of cars wouldn't hit just a matter of being seven or eight feet away of from from any fence with an island and I don't think that's that hard and I think that could be done during compliance I don't have a problem I don't know if anybody else does so chairwoman we we are agreeable to a condition that we will comply with a super SEC Mr 15 I get to do this because next week's my 35th Anniversary is a land laer so I've been in before a lot of boards young sometimes make a good joke next week is my 35th wedding anniversary who's had the tougher Road here woman somebody told me not to comment on somebody else's marriage I'm just saying it's not always easy that's okay they've already sided and said my husband has had the rough we all agree with that my my engineer whisper he sees that as in the category of a design detail Mr hoder obviously has a concept that he's articulated we would be agreeable to uh reconfiguring that section with an island uh and we got not not planters not no not planters no Planters are someplace else entrance no no planners planners no planners no plan planners at a parking lot no one takes care of it they die it's just they're ugly the site looks too nice agree and the board has a fall for some reason we can't agree to it then Mr hoder says well I'm not agreeing you got to go back to the board to get something I I think this is in the in the nature of that sort of missan is that how that would work if they could not comply with the 10 sheets of paper that you have there then what happens well they should come back to the board yeah I mean we could say if make that a condition you know they can't agree upon this but I'm just concerned that is you know is this satisfactory to the board as far as what the design Design's looking here you know are you if you're if you we've done it before once we let it go you know it'll you're trusting your engine engineer and the applicant to come up with the design are we talking about the spot where Mr Giddings had the concern at this point yes all 160 foot 160 foot section of fence yeah is the it's also a spot that we've talked about that's a the client has testified this is a very low use low frequency we're just trying to make sure that the the boxes are all checked on this on this very low use part of the madam chairperson what what I do usually situations like this is to so that the board isn't the person designing so I'm not the person that's designing what I usually do is give them guard rails and and show how where the edges should be yeah and that's about it and then you come back with a design and circulate among the three of us uh I could share it with one of the board members too if you want to designate a person but uh but I think I know pretty much and I think Andrew knows pretty much what you're looking what bill gings is looking for what the chair is looking for and the others' done anything anything additional just I want uh to just touch a little bit very briefly on the Landscaping the site is heavily landscaped along the North West and East just in the southern area on where there are trucks parked there is some Landscaping separating you from the uh building to the South can you confirm that your um fence will be within that landscaped area on the south the so on the south side we are utilizing the existing fence that's there okay that existing chain link will stay okay yeah that's fine and that is I think within the exist I think there's Landscaping on the oppos on the other side of it so yeah that's fine okay that answers that question thank you that's it I are they pertinent to the application yes to the yes and no pardon to our yes and no yes yeah okay go for your life all right um any thank you in the employee parking area um let's just be unlike the other empy employe parking area there is no co-mingling of trucks in this area it's just employee it's just employee parking correct so the um the truck traffic enters to the the west side of the building right then employees are on the east side okay um and again we talked about fire truck access that seems to be worked out on that area um and again before for accessing the the Gated area they would have to just swipe to get into the building is it's still going to be like a double swipe they swipe at the gate and then correct Swip to get into the building yes okay on the western side um did you say where you're going to be putting in your new fence you're going to be putting in side some sidewalks or some kind of area for employees to walk down that area did I hear that there is an existing um existing sidewalk um ramp that goes to Nowhere essentially so right where we're putting in our new gate we'll be putting in um that ramp and that's the emergency um exit um pedestrian exit oh as well right so there's no sidewalk going along with us push just push out yeah just and essentially to The Loop Road um there's no Ro yeah there's no now I didn't ask this with the other application um but as far as lighting in the employee areas there's Lighting in those areas sufficient for people coming in at night time and everything yes okay yeah any other comments Madam chair just to clarify as we're talking about accommodations that uh remove parking spots um the the extra wide spots for the trucks also removes parking spots parking spaces correct I think that's something that we have to note would reduce if they make them wider but they're well they're well over their their needed number but yes that that's correct important to say thank you we're 15 of course and and to get back to the uh handicap since you're now separating those two parking lights you're going to have to have handicap now correct in the southern in that southern part of the western parking lot which isn't which isn't there now there are some ex there's existing he oh is there okay I thought the point though that Mr guins made earlier is once it's isolated you're gonna have to do the number that's appropriate for that isolated portion of parking and it may mean one or two more I think that's one could actually we actually have where we could stripe out two additional uh Ada spaces down there you're to look at each section each you're gonna have to look at each section yes whether it's separated by Islands or separated by fencing F yeah and see whether you know see how many spaces there are and then apply the handicap rule in terms of number of spaces both you know on this application and the previous one yeah yeah seems like one of the guardrails that you're sort of helping them design through yeah it'll be a requirement yeah it is and if if if we don't do it right here the building inspector could always come on later because they they are off in the enforcement code code level yeah two more comments um the Northeast side I think it's the same comment I think you were talking about it someone else was bringing up earlier again not having a fence run through the driveway you know but either create curving with a a green skate Barry with where the fence goes or create a fence or maybe a combination of the two you know because it does seem to me that you do want I actually like in that first Lane the idea of a gate whether it's a swing gate or whatever and it's locked but that the fire department can unlock it and go straight through rather than trying to maneuver back around and to to that point you know we want the look like I you know I have total faith that you can design this but we want it to look like it does now not to look like we just ran fences wherever we you know had to to to put gates in we want it to look like it's supposed to look like um so I think you get the idea but I it also seems to me that fire is a you we're creating these dead ends we're we're we're really chopping up the circulation that's there and I just wonder if the end solution should be reviewed Again by Fire official just to make sure that they understand yeah and and in the comments that we did receive um from the Fire official um did did address that and yeah I assume you're GNA show the fire truck turning radiuses and all that and that's going to go back and be reviewed again correct yeah and we looked at it earlier today um on my team so and that's what I you know to Me Maybe you know May if it's one of those is a gate or maybe both of them are a gate you know depending on really I think the fire you know telling us yeah because you have a million square foot building there God forbid something goes up and you want you're going to have big trucks coming in there you're not going to have smaller fire trucks coming in there so you've got a plan for yeah and they'll come from different direction and they'll come from different directions so you want to have as much access into that area as possible so [Music] have the plans for the plane and the runway how do we articulate this we got to articulate it right on this one chairman I'll need about a half an hour to summarize no I don't think so you won't get the coming up and well and my question was what is your timing like do you want to start I'm I'm looking at the side director back there when I I understand you were under a little bit of dress to get this done tonight what is the timing and what is the concern on the timing so um they I think they realized you know coming to this this hearing and um that that push their time frame back and right now it's not a good time to to start a project here going into the winter so I think they they kind of expectation you know is um early next year is spring yeah okay so if the resolution is if the resolution is carried over that's not gonna we we try and help you as much as we can from a from a a construction standpoint given that Winner's coming maybe Miss grean would be kind enough uh at minimum to share the conditions of approval so we can get started on the compliance you know the rest of it uh if you could just do those two pages or whatever day this way we could uh try to clarify that and work that through uh and then get so that they're ready to submit and it's also on YouTube you can set and enjoy and listen to it again like Robin does maybe maybe that that's a a compromise we'll see what Miss dragon's schedule is and yeah we have our planning boards um conferences next week and it's a three-day and then um and you're speaking okay um so one thing we were just talking about here is whether or not it's possible as a condition of approval to let us know what the final number of parking spaces are going to be after you finished your calculation here with the I think that's important because we're going to be losing spaces on we don't know what it is right now so um prior to finalizing the resolution make it a condition you know that that number will be inserted either on the plan on the plans we have a table that we will update so revise the plans to to reflect the um final uh number of spaces that we're left with that's reasonable yeah we can add that to
