places um let's move on to the minutes from our December 18 meeting from last year um are there any corrections or revisions for the uh the unapproved minutes if not I would entertain a motion to and Fallon yes all right uh reports uh from the township committee we have a representative from the TC here anything to report like perhaps your appointment for the year perhaps your appointment as arazon budg meeting be on the Tuesday the 28th at 7M don't think submitted the gr um so if you can attend the great that's not much onse the fire department just moving ahead with their proposal to create separate fire district that that will be rolling outs they presented last meeting Monday all right thank you um as as far as the the budget the only thing that we're I don't see that on the agenda so the only thing we're asking for is for the roof we're not asking for we had in the well we had um the same sort of operating funds that we we not we but that the wre commission did last year or the the rec department okay so I just know on Parks we had like you know $500 for beautification of areas or something like that we had a little that is that all already in the budget from Rack or do we need to ask for more of those things now we we have a number of projects that still need to be complet completed I think we need to get these projects completed before we should look to continue on with uh other projects like we we do I know it's not our project anymore but I'm involved so it still is my project the uh chest tables and we have the um uh installation of the water fountain too so you know and I'm asking for the for the remainder of the roof which we may be able to get grant for it too so I think a f asking for another $500 for just beautification of parks is is not something that at this time we should really consider because if there's really something that we wanted to do we could do it without asking for it in a capital request or operating request just want to clarification thank you all right um anyone else on the matter of the budget okay um environmental commission report um it did not hold the meeting so I did not attend um it just the way it works out the meeting is next week so I will I plan on attending next week all right sounds good I spoke to Kathy Easton from the shade tree committee who was gonna try to make it here today but was unable to I have a bit of a report um she said that all tree and shrub plantings by shade tree was delayed in 2024 due to both focus on a new ordinance required by the state as part of the storm water management requirements and the summer into Autumn drought um Shay Tre does expect to meet planting goals in 2025 including the delayed replanting of small shrubs at the S at the site of the Lion's circles uh memorial stone in Millstone Park um sh Tre recommends a combination of two shrub types one deciduous the other green some considerations are Winterberry which is deciduous and uh dwarf Cherry Laurel which is Evergreen uh such as was planted next to the Heritage Park sign um sh Tre is ready to work together with a willing member of the parks and rec commission to measure out and scope out the space at Millstone and review species options for best sustainability and easy maintenance and it would be great uh for that member to meet with uh Kathy Easton from shade tree sometime prior to shade tre's February meeting on the 1 Thursday of February on the 6th of February I'm willing to meet with Kathy if you could just let her know that I'm unless somebody else wants to absolutely I feel like you have much more of a green thumb than I do when it comes to planting things think I've ever planted anything in the grounds um no I planted a tree in Arbor Day once in in grade school school got it got destroyed by the lawnmower but I planted it all right so our next item is Parks reserves updates um anything from the members to report anything a Miss at our Parks anything any new positive developments at our parks well there was another tree down um a large tree in yunami that I um forwarded to the appropriate people and I did not follow up on the one in yunami or in Pino so I don't know whether they've been cut down yet cut out of they're down they're already down they're blocking the trail whether they've been cut out of the way I can give you an update on that um Public Works was on it was on their schedule to do that this week I was told so so they should be Yami and pin o yes both of them so they've either done it or hopefully we'll do it tomorrow or Friday that's good news um anyone else on uh a park report I'm just on a good side thanking DPW for um plowing the paved paths in the Parks it wasn't a whole lot of snow but it really made a difference and those walking trails were used I'm not sure about Village because I don't live near there but I know Heritage if they weren't plowed they would have been icier a lot longer so I want to acknowledge DPW for maintaining our pave trails in our Parks excellent all right I think we'll move on then to a report from our Recreation director Ken Jacobs thank you um so the Department of Public Works that's that was my update for that was that they uh Jerry did say that they were on the schedule to go out to um the the uh parks and cut down the trees and move them out of the way um pickleball court update the purchase order has been done in so now we just need to set up uh I need to set up our initial meeting with the township engineer to make sure we're all on the same page and then we're going to move forward with putting together the bid specifications and go out to bid with um that project um the Pres life preserver is sitting in the office here waiting for Jerry to take it and put it up so we have those I I got two of them so there's an extra one and the Pavilion roof um I got met with a couple different well I met with one roofing company and spoke to another um it's going to be very expensive to um to do the cedar shingles um but we are going to we put a request in for capital for additional Capital to be able to do that with the township committee and um there's also a potential Grant available to to cover the cost of that project so I will be submitting that by the end of the month here and we'll we'll find out from the state as to whether or not we get that Grant so that is moving forward as well all right and uh we will be starting well we are starting I'm sure our our summer camp preparations as far as uh booking trips and sending out purchase orders we'll be sending out shortly our staff um information to see who's coming back uh and also um you know getting our our registration packet together and with the hopes of getting that out uh early March it's insane to me that we're already thinking about that I know no all right is that was there did you have I'm sorry did you all right great um anyone else anything to add here all right let us move on to our old business I don't think we have an update for the circle procurement issue I could be mistaken there is there does anyone have anything new on that I know we're sort of still trying to forge a bit of a group consensus on exactly how we want to move forward right so I put together a short PowerPoint for last month's meeting of BL Alle reviewed and everyone received a copy so we have to if we do want to move forward on it we need to decide on that and then the second decision would be what two or three top picks do we want to pursue whether it's a sculpture seating or something like that from there I could take it and run with it in regards to budgets options and kind of drill down but it's it's too broad of a scope at the moment so we needed some sort of consensus and I don't want to keep on spending time on it if it's not a priority for 2025 or 2026 budget and implementation well I I just I don't I want to you know get the work in at the front end so that we can be ready next time a funding opportunity presents itself which hopefully will be the next fiscal year but um if we're lucky could be sooner um and if we're not lucky it could be later um anyone have any additional thoughts uh their own thoughts on this uh this idea this proposal well I think it is a priority I think that it should be one of our top priorities um as far as accomplishments over the last couple of years we're still waiting for them to happen and it's going to it would be really nice to have something in the Works those are those are finished we're just waiting for them to happen the the roof and the water bottle filling station and Heritage and all that stuff so I really think we should work on this and come up with a consensus as Christina said she put a lot of time into finding out you know giving us the the visuals at the last meeting of I think we need to decide as a as a commission what we want to put before the TC and if we keep putting it off we keep putting it off and we've got pretty good attendance uh today amongst our group um do we want to have a bit of a sort of working session discussion um are we all out of ideas should we just throw a dart at one of them and and go with that who wants to make their case for what they think is the best Sally I really like the idea of a a gazebo type Pavilion thing in we have to recall that it's an oval in the in the center of the oval that will still leave us room on either side of the oval if we wanted to do a smaller scale sculpture or um one of these walkway things the flower gardens or something like that um a fountain would be wonderful but I don't think that that's in anybody's budget um and we still could do a fountain at the side if we had this gazebo thingy this small thing in the middle because we're not asking it we don't want it to be big like the current Pavilion I we envision it or I Envision it about the size of the of the current gazebo but just on ground level the whole thing on ground level so that we don't have any stairs going up to it not elevated just a nice place to go underneath and get some Shade that's what vision and I really I feel strongly about that but I also like that um that Vision I I I like that Vision I I don't I probably don't feel as strongly as Sally does about it I just um I don't know I I I'm just a little not as strong but I that is the one I I prefer um and I know we had Adam who had some different ideas for that but Adams is resigned from the the Parks and Recreation commission um not that his views don't count anymore or don't matter but um he's not one of our membership anymore um does anyone else want to make a does anyone want to make a case against the Gazebo it's also just it's also one of the least expensive yeah and the least needs the least maintenance is there any way we can take a broader poll Beyond this commission like is there any way to solicit input from the community I I don't feel strongly I don't feel strongly opposed but I don't feel strongly for it and I think um something we talked about at one of the last meetings now I can't remember if it was November or December was just feeling like we were all really proud to put support behind something and I still feel like that's lacking from this group um maybe it's too much to solicit input from the community but I feel like some level of support to even get communication going within this group so we understand what people are envisioning and would be happy with would be helpful um we can we can certainly talk to uh the township committee about that they I think that would be up to them to decide um what kind of public engagement to solicit um I mean we are establishing ordinance I'm I'm pretty sure allows us to you know do that but um I personally would feel more comfortable if we coordinated with the TC on on that kind of effort um we can ask uh the new mayor who is Lisa neam this year um to maybe put in a little blurb in the the newsletter saying the township is thinking about maybe doing something here da da da see if anything any good ideas different ideas ideas that they don't like the ideas that we've had so far anything like that come forward um we can yeah we can we can certainly do that and I think that it's my yeah I think that's prudent at this point may I say something you may yes I think I would have a stronger opinion if I knew what our budget was like you know if if if a lot of ideas are never going to happen because we're never going to have the money then I'd be even more happy with the Gazebo idea if it's a possibility that we could get something like like a fountain or some other sculpture and that could still be possible out there next year then I think that I have it in the back of my head so I'm like well I can't really commit but if we know from anyone from perhaps the township committee like this is going to be as much as you're ever going to get and I think we could work within those confines and like pick something and people would be more excited about it um and not thinking something better might be out there another day yeah and if we have a large budget I mean I would I would have put in there splash pad or like right like I mean there's so many young children here and families and would be a big win and it's surrounded by a permeable walkway I mean I love to go big and so I agree but I don't know how we get a budget unless Matt you want to give us some guidance now yeah that's a con that's really conceptual as opposed to like final renderings or anything yeah for the for this it big enough for a splash pad Christina yeah we we looked at a splash pad over by the library too very Universal Design all ages can use it it's really Equitable when people don't have fools and we have no Town pool and there there is a water source near that ball field behind there so somewhere somehow or another that water is coming in we're finding the passion well ideally if we did seek out and receive a grant we could hopefully include some maybe water line as part of the the grant funding um so I could certainly add that to the list I have a little more information on the splash packs I was researching it prior um and there's a few local ones in Monroe we could share the addresses we could all take a peek in in the summer look at pictures but I mean there's so many young families and kids and even grown kids middle schoolers I love it m county park has one I feel as though some members of the community are going to say this is a great idea but should we put it in the middle of the circle should we not put it off to the side but you know children are best left out of side out of mind or no that's for listening that's for when they speak never mind that's that's a different thing um but no some people are GNA be like well if I go for a walk on the path I'm G to get wet now some someone is gonna say that 100% so that's something to pros and cons and the design could be on the inner side like there's a lot to consider I agree and there's things that people would object too but if we could if we could figure out that idea plus another that we all rally behind I'm I'm happy to kind of do the leg work and figure it out but I'm open well I I do like the um not like massive huge big but like ambitious moderately ambitious for town the size of cranberry big idea um and if we can get enough money and it it's not something we have to maintain with thousands of dollars year after year I think that you know a project like that is very suitable what was great about and is still great about a gazebo is you just build it and you can leave it there for like 20 years or something and it'll be fine um but I mean you can probably do that with a lot of other stuff too but it's easier to throw some pieces of wood together and pour some concrete than to do some of this other stuff like laying um underground water line Etc but I don't want to I don't want us to be any less ambitious than we can be if we can be ambitious I think we should go for it um and with that in mind about people complaining maybe we could find another location and ask for that and the Gazebo get the gazebo in the middle of the circle and then right outside the circle put the splash pad or something yeah hey if he wants us to go big we we can go real big I I am very passionate about the splash pad idea I think it would be well used my family personally would probably never leave all summer long and I think it would get so much use from as you say the young families all over town I think it would be wonderful so even if not that location it would be kind of nice if we could rally enough support within this committee to keep it on the agenda shepher or in line with the circle procurement project do we just did we just turn one project into two projects prob no because we had previously suggested this and it people weren't yet enthusiastic but now that we're circling back around three years later there's like a lot of passion about it and I'm psyched um I think what will help us go what will help inform how we move forward on this is if one or several of us speak to um some of the TC members one-on-one and sort of get a sense of what their inclination would be I mean it's early it's a bit early for us for them to like weigh in with a real firm heavy judgment but to get a sort of sense of inclination which will give us a bit more of a framework on where we can maneuver I think um that would be that would be helpful um I'm happy to do that I'm happy to let somebody else do that too r i I think the the idea as it stands is is great I think it's flash point I'm also for it um but to Fallon's point if there is an option to kind of go and solicit ideas from the community we have the time as you know Matt was mentioning we do have the time so um perhaps worth sort of exploring that as well right um to your point you know pros and cons are obvious to sort of come through that kind of Outreach and so uh you know we would have exhausted that this is a great idea if if nothing else comes through that that Outreach the um gazebo was that being conceived with some seating or was that just a covered gazebo where it would sort of be largely for standing purposes was either most probably with seating yeah I was thinking some seating around the edge like a bench kind of thing uh built into to the wall kind of bench or I you could also do a standalone bench that's just pushed up against the wall I suppose yep okay I can tell you from our family experience we knew where all the splash PRS were within 20 miles of our house we were going to uh Colts Neck and Princeton and and I think uh even though my children are out of that range there's plenty of families that would enjoy uh uh splash pad in the area so the question is is it supported by not only us but but also RTC so certainly getting a straw poll I would agree and just see what openness or whether they you know whether the there is some interest in finding more of the details and then if there is or at least open to the idea then do a deeper dive and see what would really would would be to to to make that happen see what it would look like to a work session and then and then go from there okay so I think I want to bring this section to a close unless somebody wants to continue it uh but I would suggest that um I'll I'll be happy to talk to uh the TC members and get a sort of sense of um where they are um at least at this stage on these these ideas um and I'll Loop uh the parks and recck committee commission members in on that when I have those conversations um and Christina I feel like you've done so much on this and I just we're always just like do more um if you feel so inclined feel free to do as much as you want or as little um and that goes for everybody on this topic and all of our other topics too but um yeah I mean talk to the people in your cranberry social network and mention this and see what they think ask them to talk to their friends about it and have them report back to you uh like let's try to sort of we don't want to um give the false impression that we're going to break grounds you know as soon as the the ground thaws but we want to um see what ideas are out there and what kind of thing there're support for question um maybe Ken you'll know for Grants so I know we went for the playgrounds a grand pickle ball court you mentioned the Pavilion roof potentially a gr so is it the same bucket of money and how many times are we allowed to go and request money because should we be looking at Splash Pad Plus two or three other projects and putting it together I I don't think it's that much money um they're usually smaller amounts um that are the ones that are continuous um like a splash bat I could find out I can get a ballpark figure because I know companies that have done those I've never been involved in one of those but I could find out and see if that's something that's um you know feasible um financially through a grant uh they're usually like I said the smaller grants we got a special grant for the um playground you know um the grant we got for the tennis courts is not a traditionally every year type of thing either there those are smaller usually like the one for um The Pavilion I think is up to a 100,000 but it depends on number of applicants and you know size of each project and all that kind of stuff as to how much they would award each each project so yeah I mean you could probably find find grants going around because there's a lot going around but uh for a splash pad that may be something it's not going to be as much as a playground but um it's going to be a big ticket item I would think the surfacing and the piping and yeah 7,000 that like per than boy and Highland Park rid two playgrounds with so they had like humongous projects in in installing bathrooms and stuff so I feel like we're due for a big chunk of money again oh okay so call the Cy and tell them we just have to like work on a like a little proposal but yes I'm happy to do that too yeah there's always there's always a ton of not a ton there's always a decent amount a good amount of grant funding out there it's a question of in any given year how much will the various tiers of government put into those programs how much will they have available to put in how what does the budget look like that year and also what do everyone else in the community the Greater Community doing who else has tossed their hat into the ring so I mean there you can pretty reliably say that there's going to be opportunities but it's hard to say even two years out what those opportunities will be because I mean depending on how elections go depending on how the economy is and what tax revenues are and what other spending needs are the you know it's we should be able to say well they've been doing it for 35 years surely they'll do it again in two years but we we can never say that when it comes to government budgeting all right so I think we have um we have uh a sort of a plan here uh is everyone is everyone good if I I close this now or I'm not please say so all right let's move on to uh the cranberry book preserve dog off leash area Sally you were going to talk again with the EC about that but right but they didn't meet so there's nothing to report there um the memor is that we good with that yes all right um the Memorial Park uh the Millstone Park Memorial Stone from the Lions uh I reported on that earlier it is something that shade tree has an eye on uh I did Kathy e did tell me which I I guess I hadn't fully realized or maybe hadn't fully collect is that they'll need to approve the planting which is not going to be a tremendous barrier for us but they will um they'll authorize uh planting in the park um and they'll work with us on selecting um a plant species or species and a sort of little layout or what have you and then we'll work on getting that um uh done funded and done um Trail cleanup Sally you were also going to work with the EC on that and they didn't meet is there another update uh there is no further update but I I do remember talking to them about both of these the offleash area and the trail and they were they were positive about both of them so I don't know what our next step is with either of these I think that um yeah I don't I don't know either I think I don't feel like we're in a position as the Parks Commission to spearhead anything on a trail cleanup day I feel like we'd be sort of infringing on EC territory a bit if we did that um but I think that we can definitely play a supportive role if they want to like take the lead with it um so I I mean I maybe see what kind of what I don't know if they have a timeline or something they're thinking about for that um or if they're thinking of partnering with like the Watershed or some other local group to do it um and we don't yeah so we don't really um we're not I guess I feel like we're not necessarily in a driver's seat on that one right now and for the dog off leash thing we are I feel like a little bit more on the driver seat then with the trail um but I also don't know what the next steps are so um I guess we need to figure that out who's the um who's the EC chair this this year now I don't remember his name I'm sorry yeah well could it could be a different person we had a new uh reorganization meeting all right so we'll connect there we as in uh Parks and Recreation Commission yeah I'll mention it again at Tuesday's meeting and I I would like it both of them still kept on the agenda all right thank you and um Heritage Park uh Helen Cody sculpture we talked about this last month um I did speak with Linda Morris about this again um and they are in and I also um corresponded a bit with Denise Marbell the township administrator and I need to get some like actual electronic copies of some material so I can supply them to the town and have them do their due diligence on you know just have all the relevant professionals check out what needs to be done and what steps need to be taken if the Township's going to accept a donation and place an item and assume responsibility for maintenance Etc I thought the way we left it was that we advised them to go before the TC yeah that we approved it but advise them before the TC I understand that they have started talking to um the GC about uh getting themselves put on the agenda for that um and I think if I'm remembering correctly I should remember this correctly it was 24 hours ago the conversation I had um I think they said that they're expecting to be on the agenda at the next meeting or the following meeting or something um so that looks good I didn't get any more information on what the inscription would be or the size of any plaque bearing an inscription um they don't know about that yet all right um anything else on that one all right I have another old business um the person who was requesting a bench in the park she did um call me again and uh we spoke and she wants her she really wants her bench around Heritage Park and I told her that the only place available was on South Main Street there's one right near the entrance to the park and I think there then there's two or two trees and then there's another one I said it could be there so she apparently is getting her application in did she get it into you so so there was a little followup on that I was going to ask you the name Amy mansu is that you spoke to yeah it came in do we need to pass that around because it has uh like her inscription we have to approve all that I I would guess um the inscription would read in loving memory of Barbara Buu Buu um I'll pass this around there's not too much more information besides that um so we need a I mean I I don't object certainly to that language of the inscription um please somebody speak up if they do I guess we need to settle on location um did corner of South Main Street in Old okay so they're amable to that um that seems good to me I mean there's all there there's such a thing as too many benches but I don't think we're there yet I don't think I think we've got quite a few years or decades to go before we're in that situation um so unless there if there are any general objections or specific objections to this um I think we can sort of give this our little stamp of approval as the Parks Commission does that work with everyone all right I don't think this is not really a motion so we don't need to vote on it but um there is no uh no one here is voicing any opposition for for the record I'm not sure whether that needs to be on Old business next time then so that um we can see if when the order is placed and all that stuff thank you there's always Parks updates um but we will um see I'll I'll talk to somebody at the town and see what exactly the next steps are on the timeline for getting that approved and authorized and ordered and installed and all that um all right new business action items I have I just one question for old business I know at some point last year we spoke about the senior citizen projects and aoup couple of other items in your PowerPoint deu where where are we with that and is it going to be part of any agenda points this calendar year I would like to get a little bit back into that um I was a little reluctant to uh move on that um for a few months when Deepak couldn't make some of our meetings because he just put so much work and research and produce such a good product I wanted to make sure your voice was at the table for those conversations um and I I would like to start taking a look at that and seeing what we can do um I'm when I I when I make the next agenda is there a specific way you all feel I should agenda it or should we break it up into segments and do one segment a month should we pick a specific segment for next month or should I just throw a throw a dart well brenon I I you know I also get the impression that there's been you know things that have started happening already um you know with a revised calendar um with some more dedicated time uh you know from uh Donna on the in the role perhaps if we use the next meeting to just recap all of the things that are happening and have been Incorporated and then we can go back to the list perhaps and see if there ideas that um that still sort of are there and we haven't really considered it but there's in my mind there's progress that has been made that we probably haven't um highlighted as yet and and will be a good good place to start all right sounds good may I ask to speak about one thing that was on that please because I think it's time sensitive because it's already January one of the things on the list was different I think it was on the list potentially a field hockey camp like a onewe field hockey Camp because they have it at the middle school and the field hockey coach lives in town it's Heather Christopher and I think that she um would want to run a field hockey camp and it's co-ed at the middle school level so is that possible to try and get that going like maybe a half day for three sure four or five days yes so what do we need to do to like move if if she's interested in doing it have her reach out to me that's all yeah yeah okay because I think that that addresses some of the population um that we were having in that big chart and it's like new and exciting and then makes the middle school team that much stronger so all right good all right okay ready for action items all right let's do it um I have I'm going to talk to the have some conversations to with the TC members um to sort of get a their first impression on what might be a good sort of framework for us to work within on the circle uh procurement issue Sally you are going to talk to connect with somebody from shade Tre probably Kathy Easton about um the the plantings around the memorial stone in in milstone park and attend the um EC meeting and you will attend the EC meeting as well um um I will check in with the township to see what exactly we can do with the park bench um as well as make sure that our sort of blessing of this uh particular bench is um moved forward um looking at the application she says I would like the bench to be at the park on the corner of South Main Street in Old Trenton Road oh as opposed to she par the corner sou right so we need clarification with her that she's okay with that spot also I can't read all of the letters in her inscription so I I Donna you may want to follow up on that to make sure that it's um it's right the right way and if you follow up with her on uh exactly where in the because I told her I I did specifically say that we really needed them in Village Park but the only place in Heritage was right at the corner um so I just want to make sure that she knows that it's going to be it's basically it's really not in the park it's it's on the the grass between the sidewalk and the street now on the sort of edge of the park right facing the park but that is one of our most popular benches if I'm not mistaken the the new one that's there yeah so this would be another one just down closer to the traffic light now you may have it back sir all right and um Kelly you were going to um facilitate some communication on this field hockey proposal all right is uh anyone else have an action item anyone else all right Bren you were also going to check if there's a vehicle to uh solicit some Town townwide sort of input into the circle yes when I talk to the TC when I talk to the TC about the circle getting
