can use this too um my name is Kevin Hixon with the company's senior project manager 355 Research Parkway bar in Connecticut um and we're here tonight um on behalf of Amazon it's an Amazon facility called hw4 um and we are here as for a conceptual view in your guidance uh for this to see what the next PATH is for us we are in a plan development Zone we understand that which I believe a minor site plan doesn't apply and we are going to present what we're what we're actually doing um we are going to be providing um seven loading back door locations that are at existing building Knockouts and I passed out um a couple of photos these are the Knockouts shown here uh in that vicinity just to give you an idea of where these are located and on the map that I have here they're located at the northwest corner of the site and currently right now it's just uh cross-hatched striping yellow on concrete uh striping and what we' be proposing is uh 13x 40 foot loading backx stall seven of them uh next to each other and then some Associated striping where there's stair locations for the building the building uh was designed to have these Knockouts for future loading docks to add them in and um and there are architectural plans that we are developing as well for this U but it's a operation that Amazon um wants to move forward with and we're here tonight to present that we do have 72 feet for uh WB 667 truck maneuvering so we know WB 67 will work uh with the site as a will with the rest of the site and I believe a total of 103 do doors exist on the east and west side of the building and uh this will be uh seven additional uh loading back locations for this facility um we aren't proposing to do any excavation cutting of asphalt or anything we're going to utilize the existing concrete that's there now and uh just restripe the area so it has designated locations for the uh truck turning uh for the truck loading G I don't know if anybody has any questions at this time so we will okay um have questions but it's just more of a conversation we want to we want you to explain what the plan is and and how you want to go about it and what your timing is and then we'll let um our professionals give you their advice if they see anything that they feel is of concern um and this is really just to help you get through the planning board process more smoothly so appreciate yeah no we appreciate you being here I cannot tell you how many uh applicants that come to the DRC first um it really makes a big difference once they come to the planning board table it uh does go a lot more smoothly yeah no I appreciate it yeah for sure um so yeah I mean it's something that their operation uh they're looking to do for this that's kind of driving that um and U unfortunately I couldn't have an Amazon representative here but subsequent when we go through the next yeah for this it's fine um we we do have our professionals here just for clarification on the site plan gates to the I'm going to say to my right of drawing uh which drawing is this SC oh0 it's a site concept for hw4 okay so on the right of those loading docks is there a gate a fence a um so right now it's it's just a um I believe uh down in this area this I think this is gated off but I'm not 100% sure on that uh right at the northwest corner yeah and so the truck access would just go to the north on the north side of the building and then exit out um but yet now I remember that I was there uh about a month month and a half ago that has gated off and then the bage to the back are the hydrogen tanks for the uh forklifts is that what's in the back and we have 72 F feet between uh the edge of the loading dock so it's 40 feet from the edge of the building uh to the edge of the uh loading dock parking spaces or loading dock spaces and then 72 feet to uh the hydrogen fenced area it's all fenced in right now and if you could just for the DRC what what's the plan for the truck traffic which way would they come in which way do they go out uh so the way that they would come in uh would be from cranberry Halfacre Road uh which is at the southeast Corner uh to proceed down um you know into into the site and then swing around and then come into either the east or the West Side uh I think they call it uh yeah it's just an interior uh road that goes to the north so they could split between the East and the north the East and the west side of the loading docks and this is there a security fence like where all the trucks come in or they're checked or yes there is a uh guard shack is what they call it uh to check in and then check out uh so that's at the northeast corner of the site okay um and it's only one uh that I see here identified and then the the south side of the building is where the associate they call them Associates which are the employees that work inside the building they're parking it's on all on the South Side here with their dedicated entrance they try to separate the truck movements and loading dock movements from the associates so that this is kind of like standard stuff that they do with their operations I would say our planning board and Andrew would insist on having that separation for a safety for for safety reasons but okay um so we'll start with our professionals and there and and again it's a conversation sure more than anything um and I just ask ask you those questions just so that we could ref familiarize ourself uh with the site um I believe some of us were at the table when it ca when it was uh originally built yeah I think Langan might have done the yeah they did the civil engineering I think it B company is that did the architecture so got a half a win okay there we go um Andrew would you would you like to start uh from from there and then we'll just work our way around and then we'll go uh to our board members and just see what questions we have and sure and see um uh yeah we'll just go for there I will say that I was at the site uh this evening and it's so well-maintained I really do like the outside uh seating areas and things like that it's held up well uh and the site looks really uh so clean uh and well taken care of I wish all the sides were like that it's nice Andrew I'll give it to you concern sign there's no real great traffic concerns because this was designed for this type of operation you're adding seven loading docks where there's 103 you mentioned so it's 110 uh going up to 110 one of the questions I would ask and only because we've had a lot of requests for generators compactors and all those other things these spaces are specifically going to be used for truck loading we're not looking to put a a compressor okay yeah um turning analysis I don't think should be an issue but you should provide it especially for an end space since you're way up at the corner and I'm sure it's not going to be an issue you mentioned you got a WB 67 if you can get a WB 67 in there then all's good there are no issues uh the additional uh seven loading docks won't add a substantial amount of truck traffic to your site so I'm not looking for any traffic analysis or uh anything in addition I don't think it would add to the queuing at your guard house you have the one guard house which enter which is the check-in for all the delivery trucks so uh I I don't think the operation at that guard housee would be an issue so uh from a traffic standpoint I I I do not see any issues uh with this my only concern was if these spaces were to be used for something other than trucks but that part of the building was meant for additional loading docks as you said they're knock out right right positions so okay thank you um maybe a traic comment um the guard house is down at the what the the north east east Corner yeah I drove in today and um you could go all the way drive down all the way down there but the guard house really is meant for I think traffic coming in and around the building because there's no Gates off um um Liberty Way Liberty Way way over here I was thinking of other Independence terms um and so so if you drive in um this area would not be protected by that guard housee that's something to think about yeah I can bring it back to Amazon yeah and then yeah because it's it's it's gated on both ends parking lot for for Associates on one end the other end is just a gate right but the guard house is a th000 or whatever 500 feet away second thing is uh that is a exiting in that that that drive aisle there is a left is a right turn only and Andrew maybe you remember why we did that because I don't um can you show me on the plan where uh right here going out top oh at the top coming in from Liberty so I I I may have made an illegal turn going this way as opposed to going down this way this is the way the arrows go with right right turn only now I'm not sure why that happened because if you think about it if this is going to be used more you may need that much turn yeah it's it's a regular inter so that's something to think about yeah the roads were designed for trucks to turn either direction I think the idea was to guide the trucks towards the north towards Exit 8A rather than have them go back down to Halfacre Road and then go to the intersection at 1:30 and then work their way back that that's a little SECU but again if somebody wants to head south it kind of make sense rather than sending them North the intent was good to guide them to the north but the few that need to do it shouldn't be making an illegal movement a guidance sign saying exit AA to North and that way they it's a good uh suggestion well there's some research maybe that they can do talk to the police department Y and find out why that was done okay um know you know if it's if for some reason there's a traffic officer that feels it's casting Stone well then maybe it's casting Stone but but if it's the board can change based on your input maybe it's a good thing okay now my comments um yeah have the hydrogen uh Depot across yep um I don't know what would be the proper amount of of of ballards and protection because now this will be an active area right when we approved the hydrogen plant there um whatever it was two years ago or so um there wasn't going to be any real traffic in this area now there is so think about it make sure that whatever is required under code yes is there y uh for trucks backing up because now they're going to be well pulling in pulling out um under uh this um these these new loading do docks um is a stormw feature um it's recharge uh trench okay it's it's been there since the beginning um probably should just make sure that the contractor built the proper pavement section okay so that we have the strength so we're not crushing pipe it may it may be that it's under the concrete I don't know you want like a cores or no no no just pull it off from the old site plan okay yeah that I believe was done by partner engineering yeah and um and and get get that detail m and um I don't know I probably don't need a core but but let's just make sure it's strong enough to to make sure that pipe is protected y uh because it's part of the storm waterer um features on site and and should it should continue working okay last thing is I remember and I could be wrong because we did four of these at once on two on one side of Halfacre and two on the other side and almost in every corner of the building it was was built exactly the same way there was a retaining wall right that's up against the grass and right inside that was supposed to be a compactor so you should probably show us in the future site plan where the trash and compactors are okay for the building because if we're taking one out then maybe there should be one put somewhere else depending on the needs of Amazon you know one of them might be cardboard one of them might be trash I don't know I cardboard is the big volume item cardboard yeah for sure okay uh and that's all I have Madam chairperson good comments um Liz what do you have for that site uh so I was looking at the site plan that was most recently um approved and so I just I'm trying to understand a little bit the what that was used for because it was said on the 2020 site plan it was a delivery station yes so what does that mean and where what happened there and is it going anywhere else um I I think at one point it was supposed to be band delivery right like it's box trucks I think box trucks right um they at this time they just want to use WB 67s uh in place of that so I think at one point it was contemplating to have box trucks I and I I've seen box trucks on that site too so I can get back to to you on that to find out like the I guess the percentage right WB 67 the box trucks because that's all I saw there I didn't see any delivery bands like the last mile per se of those those uh facilities and this is an amxl facility which is more of the the bigger bulk materials that get shipped and and go out that's why they have the the WB 67 and the box trucks combined but I'll I'll get back to you on that uh because I I'm not 100% sure in the beginning since we weren't involved in the the original FAL but our Architects work so I can find out more information on that um and because the other questions are sort of related to that which are really more probably for Amazon which are operational questions which is you know does this change the traffic does it change the number of employees do do you no longer use box trucks you know just s certain things that were sort of established during the 2020 hearing um um that that be clarified what changes sorry what changes have been made um additionally and again I didn't see this in any of the earlier application uh resolutions but are will there be any additional signage um wall signage for the for the loading spaces for the loading spaces they will because the TR the tractor trailers they need to know that they're lined up with the space so they usually have the numbers that are reversed right so they can you know see which loading do they're going into um and then they also have for the paint striping they have the destination for the wheel chops for the trucks um and that's usually painted uh you can see right at the top here they usually have a designation of the wheel Tru uh you know for the tractor trailer uh but there will be some signage on the building as they maybe some of the photos might show some of the signage on the other docks um maybe maybe not I can take last oh I see yeah there's a couple of see on that uh right hand corner on the right hand side of every doc yeah okay I I didn't see any mention of this uh Evelyn in in the earlier resolutions maybe it was just not important I don't know just you know as as part of what was uh included in their signage package so I think they did state in their package that they would um that they would comply with the mutcd P sign so they'll hold to those okay that's fine all right uh and that's really all my questions okay yeah thank you uh we have the ordinance that might be uh what's in the ordinance but I know the stand indust standard is okay I think I'm sorry no no that's okay we're just I mean again we're just talking about it it's okay I think ordinance requires a 15 foot loading dock spacing okay 15 you're doing 13 so you're gonna have to ask for that waiver okay okay but I know 13 is industry standard so it's a waiver that can be granted okay all right one other thing uh I remembered about that sign that says uh right turns only no lefts I forget what the signage is it might have been something that was temporary that got left out there because there was no signal at Halfacre and Liberty Way when this building was in for I think it might have been for a couple of years and to direct traffic away from that intersection if it was stop controlled and trucks are trying to make you know movements at that point it wasn't because of construction do you think I think it was because the time it took to approve the traffic signal uh that takes some time and I think they put the building in everything goes quick with the building and they wanted that up in operational I think it was seasonal the the Christmas season was coming up they wanted the building operational the signal just takes longer than that to get through approval process so that may have been just giving you some guidance as to what you may look at for why that sign was placed as a right turn only good and and to your point and Dave's point if they're going to do anything with the sign at all it would be good to just say if you're going to aa aa that way AA that way that way I mean I'm sign like I I'm I'm sure they're they're just looking at their GPS monitors for which way to go so they don't get caught in not be looking at the signs they may listening for turn right yeah turn right yeah well but it does say no it does say no left turn and you all know I'm a role follower it was very hard for me to turn left but I looked at it like the Dunkin Donuts thing why can I not turn left here this is not right so good call let's see if we can make it better incidentally we were on our way here and on the Mayor Parkway the tractor trailer jumped on the May Parkway the bridge killed back the tractor Trail oh really not good not high enough although all the bridges that way are pretty low I thought that was a no no truck trck this guy just hopped on the problem is now they have to check the bridge structure yeah because not just the truck yeah one other comment is you you mentioned it before um the zone is actually what II industrial um and um Li and but the but this happens to be a plan development right which is not a Zone but the fact that it was a plan development in our ordinance as part of the master plan um you have to come in for a revised final you can't do a minor site plan corre which includes additional fees and all that stuff which is a shame is it is it is it considered a major site plan yeah yeah it's a major it has to be a major site plan according to our ordinance okay because it's in a plan development yeah yeah yeah not because Zone it's in but because because we' run across that recently as well and and the thing is so the fees will change M um Sharon do we have to necessarily have them do a preliminary or can it just be a revised final rev I think a revised final okay site plan is final that's what they did last time they came in I think the last time you came in was 2020 that's what I'm looking at a resolution for here um is that you know it says that they um applied for uh amend further amended final major site plan and with exceptions and then you think you needed some variances but for the hydrogen dock okay and so I think that's what you could do here F you know further amended but it's major because it's in the plan industrial and and that was going to be my only comment tonight um so I'm making it now um sorry that's okay so because it's in that planned industrial park right so we have the land use attorney use attorney Yeah well yeah yeah okay and you have to give notice unfortunately yeah okay did I mean does uh is this area is it just cover this area or is it just like a whole Corridor along uh anything that's in the LI Zone pretty much yeah I mean and that and that was called developed as a planned indust as yeah as Richard always explained it to me who was the previous planner um it's the way they came in in the it's the way they came in in the first time that they actually did the development so it's not the whole Li Zone it's not the whole whole Li Sone or lii so so you know in order to I'm looking at past resolutions and I see that's how it was listed and that's how they came in and and you could tell it is if there's you know cross easements going around if there's some sort of a shared access way between lots and such like that and you're and it's in your deed right that there's an association or something that's are all indications that that's what that was okay that's good to know thank you okay Michael yeah the one thing I was going to say it seems straightforward you do have on your both your plans they all say East Windsor New Jersey even even though we share a zip code with them um this is cranberry so there are there it's not even on the East Windsor side of cranberry so just you would want to insult the next mayor I would just yeah yeah I would fix that but the ZIP code is correct but we do share a zip code with these W for parts of it so okay yeah but otherwise this seems really straightforward to me so thank you very much and thank you for coming in be on our q8c team oh this is so fun good catch Mike um Richard and then uh bill gettings will back clean up from a zoning board perspective I don't really see anything I mean all my initial concern was was there a possibility that emergency vehicles could somehow be impeded by this expansion but after looking at the big drawing and listening to what you had to say those uh my concerns you know went away so I really don't have any more to add to in addition to what has already been said so Richard you have no concerns well well I have concerns but not necessarily with respect to this project I have bigger concerns which I I don't want to get involved okay I I was just teas it all right Richard youo thank you and and I do agree from the zoning standpoint they're not asking for any any so excellent uh bill I have no concerns no questions okay um same for me uh no questions um I think all the things that the professionals gave you to look up on you know to look after uh what Mr fronte said about maybe putting cranberry on there it's probably a good idea uh let's see um do you have a a story when you come as far as why do you need to add them like what's the impetus of it why why are you adding and what was there and where is that now going uh to miss Laney's point if there were box trucks there or small uh gray uh delivery trucks which were there this evening um where will they live where will they go and my only other question was given uh the pictures that you've shown us are there any um exterior entrances uh and is there a pathway to get there for the for the um drivers or if anyone whoever's out there chalking wheels or whatever how are they getting in and out of the building if that's a if that's a thing we would just like those are the kind of things that we like to see on the plan that that you've thought that through and that it's can on the plan we can point out the the different entrances there's a trucker uh entrance that they have for this facility so we can point out all of those things we can also follow up with you know the operations of why and where box trucks are going with now these are going to be in place of it so I can Circle back to Amazon and all that um yeah that that just makes the planning board that just gives the planning board the um the information that they they need the background that they need in the beginning you know and if it's gonna add more jobs or more employees right because now you're adding more so it's that expend upon the operational s for bu but the plan was put together uh to have those so it was designed as if those were going to be in there um so if we did our job there should be no problem with doing that yeah do you know what I mean like unless there's a an extraordinary reason that you're doing it that we need to be aware of but other than that no um I think the only other question I had was uh yeah just uh any kind of crosswalk sidewalk just let us know how people are if I look at these pictures how do they know where they where they go y safety is is I know everyone's concerned so we just like to see it on the I know Amazon is Paramount safety concern that they had um you know it's the whole reason like I said mentioned before separating the associates of the employees that work in the building from the truck traffic uh it's Paramount importance um and then obviously training their drivers uh at safety being not only within the facility but yeah outside the facility and also just lays on back as Mr fronte said we're we're very happy to have you in cranberry and we're glad they're expanding and that it's going well um but that site is beautiful it's beautifully done all the materials that they're using exterior look nice the eating areas or gathering areas uh looked you know just you know uh the upkeep was nice the trees the Landscaping I think you guys are one of the few people that still have green grass right now with as dry as it's been um but it but it did it was a very very good looking site and we appreciate that I have nothing f anyone else we good all right thank you very much for your time my apologies for being late no it took you longer to drive here than the meeting so oh the next steps yeah well I guess the next steps would be um we'll get everything yeah we'll work with Rob yeah so we'll work with her Robin will uh take good care of you
