the 1700 block of du's Road in Brainard um earlier this month the county uh received a complaint concerning the septic septic system on this residence um on January 7th Land Services had conducted a site visit and observed that uh there was frozen sewage on the ground contact was made with the property owner the next day um and they were informed that the septic take needed to be pumped and inspected uh due to the imminent threat to Public Health with this case we did reach out to administrator Ericson to receive emergency approval for abatement um so the system was pumped and inspected found to be compliant the um septic contractor did replace the pump and we're just requesting from you that uh we get approval to use those funds to pay for the abatement so moved motion by motion passes thank you very much thank you item number seven Milford mine morning good morning Mr chair and Commissioners one item on the agenda this morning for Land Services um so we're here today to talk about uh the Milford M Memorial Park and contract 112620255 miles um we solicited bids here over the last couple months and we received four bids um the lowest bid was from Minnesota boardwalks at just over 1.2 million uh our County staff estimate was about 1.6 million so some favorable bids for us uh we did ask the contractor to agree to some additional performance standards um they're doing some work for us right now and so we just ask that um they start the project by March 1st of 2025 they agree to some minimum check-in standards and then uh a substantial completion of the project um approximately 75% of that project no later than the first of next year um and there is some Associated penalties if they don't meet these performance standards as well and so we're asking that the board uh Awards the contract to Minnesota board box in the total of 1,225 before yes we have commission oh okay um is this just the boardwalks or is this also part of that trail through the woods and stuff like that or is only structure that he's building Mr chair commissioner lke this is the entire 2.2 miles so this involves the boardwalks and the walking trail and everything okay good good yes good okay thank you you're welcome uh couple questions can you expound on what your uh the penalties are if they don't meet their deadlines of course yes um so it's a 10% of the total bid price so it's um substantial yeah it's a substantial price if they don't um comply with that and they they did agree to this addendum already um ahead of the board meeting so if you choose to word the bid to them they are they are aware of this so this is a contractor that we had the original contract with and now we're engaging on a second go around with them and I'm glad to hear that there's some penalties commissioner Lee and I were out there yesterday with you Tom and with Gary and and we saw how far they've come on the boardwalk going out into the middle of the lake which was one of my major concerns and they've done a tremendous job of getting that in place now I just a couple units left to go and then some more corners to finish off but it's really come along I think in a in a progressive manner so I was appreciative of that trip yesterday to understand where they're at I know the trail going around the lake is it will be done in a longer period of time but I really wanted that one done because we were kind of counting on that last year when we were going to have the remembrance out there so getting that done for the early season when people can go out there and sit and reflect I think is important for the community over there so I appreciate that so that with that I would look for commissioner Lee just one more question I know I know when we discussed this yesterday that this does not come out of Levy dollars but can you explain how this is funded correct yes um Mr chair commissioner Lee so the funds from this project are from the sale of uh Timber and land off tax forfeited properties um and an association with grants from the Minnesota DNR and ITR um we have about uh I think it's 410,000 in I and I RB in Minnesota dinar grants and then the remainder of that um for this project is from County funds and those like I mentioned are from the sale of Timber and land from tax forfeited Parcels so you're correct and no Levy funds are morning um I just have some just a couple of quick things I I brought some of the staff with as well to explain some of the they should have been on the consent agenda but uh we'll just uh give you a heads up on it I bring to you today not nothing that you need to take action on just wanted to give you a heads up on it on our alarm ordinance that we are uh in the process of uh uh getting rid of uh since we started to work on our new records management system uh one of the things that we looked at was this uh alarm ordinance uh where there it was going to be an additional cost to us uh so we looked back and to see if there was any value to that alarm ordinance um if I go back a little bit in time we used to have the alarm ordinance to cover the cost of US responding continuously to these alarms that were false that were going off so we wanted to um put some onus back on the people that own the alarm system to make sure that uh we weren't just keep going to these alarms and uh there was no there was no charge for it uh so there wasn't ordinance I don't even know what the fee was because as I look back we haven't charged anybody for it anyway uh so this is just one of those ordinances that we want to get off the books and and uh take away we find it o overly burdensome for our uh our citizen uh to have to fill this uh fill this form out and today with the technology of alarm systems everything is really under uh they have it on their cell phone right now so they can see and and we're not getting the false alarms obviously like we like we used to for a long time since the new development of the alarm system so this is something that we'll be bringing before you just to give you a heads up um to that we're going to be this is one of the ordinances we're going to ask to have removed from our uh from the books so the other three things that we have on there on 82 82 and 83 um I think uh our food contract I'll have Troy do you want to come up and give a little pre Mr chair yes Sheriff as Troy is coming up with regard to the alarm ordance do you have a timeline that you're looking that you would like to see that repealed um I I don't have anything specifically but something that uh you know we'll do it maybe maybe on the next one whenever is appropriate to repeal an ordinance we do have to have a public hearing so please have someone from your office work with t to make sure we get that scheduled and get through that process in the orderly way okay yep I will do that and we'll do a press release too to the public uh once that's once that's done so morning commissioner morning good morning Troy I'm captain Troy Schilling jail administrator of the croing county jail I'm here to discuss the kitchen Services contract extension with Summit Foods Summit Foods formerly known as Avan prepares meals for the inmates uh they serve in several jails throughout the state such as Cass and Bel Beltrami counties our partnership began 20 years ago all the way back to 2005 since the original agreement Summit has provided meals to our inmates along with kitchen employees including one kitchen manager to over Services they are on site 7 days a week typically from 7:00 a.m. to 6:30 p.m. part of the agreement is that we provide at least five inmate kitchen workers to assist with food prep and delivery Summit serves two hot meals and one cold breakfast daily their menu is approved annually by a summit Foods registered dietitian and nutritionist uh we are required to provide at least 2,400 calories daily and a minimum of one hot meal I sent a picture of one of the typical meals yesterday to theres that you see up on the had on steak the steak yeah um this right here it's it's chili served with seasoned green beans cornbread and Cake uh this is your typical hot meal along with the agreement we lease the kitchen to Summit foods to cater and serve food to uh Four Winds cbhh and mshs this is an this is an agreement they have with our County facilities Department I don't have a lot of information on their agreement as it's manag between the two of them uh what's changed well in the last 20 years really the only thing that's changed is uh the meal prices uh throughout the years gradually it's increased about 36% in total so for in for instance uh in 205 if we had under a 100 in population it would have cost $253 per meal um the the new proposal is $344 uh per meal uh some other vendors out there um our airmark food services and Facilities Management we have Trinity foods and then uh last October Lieutenant Ron imren and Miranda newworth met with Skillet foods and then we received a proposal from them this month uh they're associated with turn key Corrections are commissary Services they offer a wider variety of foods and they also offer An Education and Training Program for inmate kitchen workers uh they can earn a food food handler certificate and and it enhances employment opportun ities and support after release uh the rates are comparable with higher inmate populations however the costs are much greater with lower populations Amy netland one of our jail support staff she compared rates using December's Summit invoice as an example so in December the summit invoice uh would have been $30,000 Skillets would have been $36,000 so it's a about a $6,000 difference other counties running their own programs report greater costs than Contracting Services one jail with few fewer population than we do um priced out at over $120,000 annually more expensive than their vendor overall our partnership with Summit Foods has been a good one as they're receptive and responsive to any issues or concerns that come up they are cost efficient and great Partners do you guys have any questions Mr chair I do go ahead um now Summit also you said uses that kitchen and that kitchen is our kitchen yep and we take care of all the maintenance in that kitchen right correct how many other meals come out of that kitchen other than what we're using in our own facilities I I'm not sure I don't have the numbers like I said the facilities they kind of keep track they have that agreement with Summit on the leasing and uh how many meals but are they actually Leasing and paying a lease to us to lease that kitchen I believe so yeah Mr chair commissioner ly yes they are we have an agreement for lease so they are paying for they're not just using our equipment they're actually paying to be able to use it okay good that that was my major question so thank you I have a I have a question um there's this chart and it gives different prices now you said we're paying 300 or $344 are we averaging a 100 or less inmates per day yeah in December yes we did okay if we go up in inmates the prices change do they change it on a daily basis or how do they how would they do that it's monthly so they take the average for the whole month and then they Char they go back and charge the the daily rates okay thank you MH is our population do you see our population changing when we or the other it's it's tough to tell if you were to ask me I would well during the winter months it's usually really low I would anticipate us having a greater population come the warmer months and then we're also in contract uh negotiations with the US Marshals trying to get them in um and then we're also looking out you know for other fielders out there for for boarding opportunities it has been the lowest that I've seen okay so Captain I would say back in my days when I worked at the sex offender program I dealt with a contract food contract over there and and Avant was the preferred C or provider at that time and they've always had the kind of the lowest bid and very consistent in service in that you know we're not we're not there to serve them top-notch meals and and and we want to watch the cost to the taxpayers so I appreciate this contract with them and I I just know they have a history that's very fishing fishing fishing fishing fishing oh The Fishing Extravaganza how could I forget that's coming up on Saturday agenda yes I don't have the agenda in front of me but um The Fishing Extravaganza uh is a go uh we've been out there to measure the ice and obviously as you've probably heard on the radio already that's uh um we are in full operation and ready to go it'll be a little bit different there's a unusual ice heave that's out uh running north and south on uh in the bay there as you've seen as youve driven by it's probably the height of maybe this even uh so we're pushing everybody East a little bit or quite a bit uh to closer to the road so but uh 24 in and we're happy with that so any questions on the Extravaganza I just wondering if uh sergeant theing had something to say we're very fortunate this year that the ice and conditions uh and the weather is cooperated so things are looking good out there with the exception of the ice heave but that's shouldn't affect the contest in any way probably so be very slippery out there m Mr Mr chair uh what is the minimum ice that you allow to have the fishing contest what was that so the minimum ice conditions will be 16 in uh and we take some we can go down as low as 14 in but we take some significant precautions as far as equipment and people if we get that thin of ice we don't need any conditions this and it really depends on the uh the quality of the ice as well if you drill a hole today and look at that ice the quality of that ice on every single layer is is exactly where we want it to be thank you so before you leave Sergeant I want to bring up one point here um you were named the outstanding community service provider of the Year by the brainer JC's and the brainer Community Action um your nomination said that you were dedicated to your career and to ensuring the safety and well-being and enrichment of our community through his leadership Innovation and tireless Community involvement so congratulations Sergeant appreciate you very much it's been an honor to to be able work and serve the community here well we appreciate your efforts very much and obviously you have an impact on the reminds me of back when I was a Dairy Farmer I I was the out standing young Farmer for the JC's and I I remember I went down to their State Convention to be the state outstanding young farmer well I didn't get that but I was voted on by all the other young Farmers uh kind of a Mis Congeniality thing I was voted on by my my my peers but I didn't get the main award so it is a fun deal the JC's do great work and Brad congratulations you're you're making your commissioner look bad by doing such good work thank you Sheriff we have to do a motion on this so I'm looking for a motion to approve the county sheriff and the County Administrator to sign the agreement with the Briner JC's it's all moved second Mr chair just for a little clarification the agreement's not to award the honor to Sergeant we'll keep you up here for the sheriff now we have 8.4 which is the homeland security program yeah this is a just a a standard uh uh that we get every year so I brought Brad up to give a little briefing on it so our new commissioner could hear a little bit although he was on the bomb squad once before so he does probably know a little bit about it but I think it's a good refresher just to give an update on that the croan county bomb squad is a unique specialty team at the Sheriff's Office it we work in conjunction with the state and we receive uh the vast majority of our funding from the state uh for all the bomb responses that we respond to outside jurisdiction and we cover all the way basically from St Cloud to Canada and from duth to the dtas we have a large area that we respond to the state reimburses the county for our responses to those different areas outside of our jurisdiction and the state also funds all the equipment and resources we typically utilize for the bomb squad as you can imagine a lot of the equipment is very specialized and uh very unique to the to the industry there so they we work with them to get the funds for the different equipment um and they also fund our base of operations we lease a building and that's where we store all that specialty equipment and we train out of that building and we also respond from that location so uh they also assist us with different training through the different Grant programs and to help offset that cost and then we're very fortunate for the citizens within the county we get to utilize that bomb squat equipment within the county uh something that a lot of other Allon counties just don't have that immediate benefit of so it helps out multiple is and then kind of offsets that cost so it's not felt by the the citizens of the county any questions one thing Mr uh when when I was the commander of the squad we also covered part of uh northern part of Wisconsin do they have their bomb squad back again now I take it so they have uh the St Paul is covering that part of the the state now or the Wisconsin now okay Mr chair Mr chair um commissioner ly first and then commissioner coring I remember when I first became com commissioner I was looking through the accounts payable and there was like this bill for like you know was like $400 or $300,000 for a robot or something like that and I remember calling I can't remember who over there says well uh commissioner that is for the bomb squad and that is all re once we pay the bill it's all reimbursed from the state back to us so there is no cost and we're also able just as you said to be able to use it inside of our County so I thought it was a heck of a deal but it was there's some substantial money being spent that we have equipment here in croing county that we can use that is all paid for by the state and and it's for us to use for the bomb squad or for whatever needs our Sheriff Department use it so that's a that's a really neat deal so thank you commissioner coring thank you Mr chair so Brad something jumped out you said you're leasing a building I'm not asking where the building is but so I I guess we don't have enough room in our campus for or is there a reason why we're leasing rather than having their own building it's a secure building so that uh again with the different types and tools that we utilize uh allows us to keep those under uh lock and key basically um with the separate alarm system controlled access to it and uh just that unique space uh where we don't have to contend with um you know we years past we were out at County Highway and again we were kind of in an unsecure area there um where our stuff was being stored and Expos to the the larger equipment and the diesel smoke and and just the nature of the County Highway facility so just this is a very unique location um provides a heated Secure Storage with that with that added control access okay makes sense if there's no other questions I would ask for a motion to authorize entering into a grant agreement between croing County and Minnesota Department of Public Safety Homeland Security and Emergency Management division for the 2024 State Homeland Security program for the Sheriff's Office bomb squad equipment and training effective January 1 2025 through December 31 2025 and the chair and County Administrator are authorized to Administrator Mr chair the first item I have for you today is the appointments to the Northeast Minnesota Regional advisory committee or the rack the rack is an advisory Committee for interoperate interoperable Public Safety Communications and we received an email in our office asking for the county to appoint a delegate and alternates to the committee in the past we have had our Emergency Management director we have had our 911 operations lieutenant and our Emergency Management coordinator as those Des designes the people who are the or the purpose of the committee is to promote the exchange of information experience and concepts related to Public Safety interoperable Communications encourage decisions and planning leading to Greater levels of system interoperability develop and Implement a regional plan promote and encourage the cooperation and sharing of resources among members plan and develop and Implement a regional radio board create interim policies pending the creation of a regional radio board and advise the regional radio board on matters of policy and Technology the committee is made up of voting membership of counties cities with Radio Systems tribes EMS associations and fire department associations so our recommendation is to appoint 911 operations Lieutenant Jessica Turner as the delegate Emergency Management director Clayton bar and Emergency a um public administration intern joining our organization just as a student intern for a period of time over the next coming weeks and he will be having the opportunity to spend some time in each of our different departments so we talked about him and the work that he'll be doing there as well as also talking about the idea as we look forward to the future what do different compensation strategies look like in crowing Cony so we're starting to plan as we always do for 2026 budgets process already here in January we're starting to look and talk about some of those options and looking for ideas of ways that we continue to evolve and change our organization as well so that was the discussions that we had at Senior Management the next item that I have before you today is the appointments to the serpent Lake sanitary sewer district board of directors as a reminder the these are appointments that are made by the individual cities that participate in the serpent Lake District sanitary sewer district and the County Board has asked to affirm those appointments that are made so the recommendation that is before you today is to appoint Brad ingersol to replace John trailer as the city of dearwood Representative and to reappoint Jim trailer as the city of Crosby representative with both terms expiring December 31st of 2028 and with that I would look for a motion uh approved a adopted a resolution authorizing the crowing County's application for the raise Grant these were federal funds that Tim Bray brought before you to talk about the actual uh improvements to 371 corridor from Baxter to niswa that we were making that application for with the new Administration and the fact that this is a Federal grant there has been a change to the name of the Grant from the raise Grant to the build Grant the Grant application deadline is on Thursday of this week on January 30th we want to make sure that our application is in the right format and gets as much consideration as it can so what we would be looking for is an a resolution to adopt a new resolution EX exactly the same language as the first just changing the title of the grant that we would be applying for question are we authorizing signatures on that also then yes and who are the signators the signatories on this are no this was just for the application itself correct yes so this was just to to drop the application not to accept the grant if it's received this is just to apply and there are no signatures that were needed on Okay so so and Mr chair can I just clarify it isn't just the title up here it's everywhere within here that says raise grant program to say correct building or whatever it's called now so as the maker of the motion commissioner are you comfortable with that
