number PC 17805 d202 4S BPU docket number ER 24110 854 do I have a motion and second to open public comment second all in favor okay at this time anyone from the public that to speak about any new business or any of the resolutions you can step up and you have five minutes please state your name and where you're from s Township my comment tonight is in reference to the decision made by this board to eliminate the public comment opportunity director Saro stated that the reason for this decision was to eliminate the confusion felt by the public as to what public comment opportunity they should be using I can assure you Mr SAR the public is not confused nor are we unintelligent as you would like to believe we do however find you may be confused as to where your priority should be placed this is akin to someone showing up for work and telling their boss they only want their boss to ask them one question a day how would that go over in the workplace not well I'm sure it's common knowledge that special interest has a constant and unfettered access to this board for their benefit while you restrict ours what's wrong with that picture let's think about that question so the taxpayers who count on your representation who voted you into the seat that you're sitting in right now and who stand by and watch you do things like for example try to replace long time County Personnel whose loyalty is to the County residents with inexperienced individuals can selected by special interest and party bosses while the taxpayers and the citizens of this County whom you swore your commitment to are now reduced to a maximum of 10 minutes every month 10 minutes broken up and that's even broken up into 5 minute intervals twice a month if your goal was to alleviate confusion wouldn't it make more sense to allow those people who are legitimately confused and are not just saying something that you don't want to hear more time to address this board but no your kneejerk reaction is to reduce the opportunity for their voices to be heard violence is not golden not for us anyway I respectfully respectfully ask you to honor your commitment to us and to reinstate the second public comment item on the agenda let the residents of Cumberland County have every opportunity to express their comments and questions to this board you have an open door policy for special interests and party bosses we deserve and demand the same open communication with the public is vital and effective communication between the public and this board is essential and very necessary thank you good evening everyone do the ordinance first com onance um resolution 20276 [Music] this is a resolution authorized local Recreation application it seems to be 266 14 and 15 surrounding CERN know we're going to have money to take care of all these parts you have to maintain them Upper deerfield's Park system cost is over 100 Grand a year R money is good you can get it for free then on resolution 2025 d85 this is a resolution appointing number to the County Technical School Board of Education and I'm going to go back to what I've been fighting for several years now this is another person from the city of Island that's going to sit on vational Board of Education you have two people on there from milville two people from violent and two people from C Regional School Districts there is no representation on this board from the city of Bron School System which includes includes Lawrence Township and downtown there's room on this board that you all could change the bylaws to have eight members on this board and richon is not represented and I don't understand why and another thing that was brought to my attention last night the question was asked I said um I'm going to miss your meeting tomorrow night because I have to go to the tech school CU they haven't had a meeting since November and the question was how are they paying their bills think about that at the last work session we had a resolution ID number 15675 you were waiting for um the bids to come in and this was a resolution awarding the contract for lease operation maintenance and administration of a middle mile Broadband infrastructure Network for cing County and S County evidently the bids didn't come in or you didn't get any bids because not on the agenda for this evening so can anybody tell me anything about that and the other thing is is this less than a month ago several of you took your oath of office you swore to uphold the Constitution of the United States and the constitution of the state of New Jersey to the best of your ability under the authority of the [Music] people and I'd like this question answered what people what people are you under the authority of because it sure wages L the motion second all in favor I okay we're down the commissioner reports you like to start off sure I uh recently attended the 4 advisory committee meeting on what goes on there very good also met recently with barbar Nan the office of aijing to catch up on what's going on at the office of aing and uh work on CL with her to move Department forward okay anything else got you Mr Alber I also said in the 4 advisory committee one of the things they pressed for was a they their Shand what employee they asked us if we would consider it they also said if they we could consider the uh the relationship of Ruckers uh which I said that we have we've had issues in the past pass that this commission has to talk about tackle um they press forward with that um U it's up to us to decide that uh that U how Ruckers comes at a 4 I have some reservations I think other people have reservations of it so we'll talk about that uh i' also attended the funeral it was a a very well put on I say put on the our people well represented that very sad U for a person so young to to pass away U but it was done with a lot of dignity and uh and uh ceremony uh that make us proud to be C County U so I was thankful with being there it was a little tough getting there but it was very thankful to be there so uh I was not able to get all the cultural heritage commission meeting and uh try to do Zoom call with zoom or teams or whatever would uh I could get on so I don't know what happened that be uh sorry I guess that's it thanks director thank you commissioner L yes thank you um you know we approve a lot of Grants here a lot of different programs that go on and and sometimes I think you know we're all left wondering are they really making a difference are they really doing something are they really reaching people and I have to say that um in a recent meeting with our Mental Health Board uh that we got some feedback from the operation Helping Hands uh program that goes through our prosecutor's office um and through human services and there were some fantastic numbers that really came back that just showed us exactly how many people we are directly reaching and I just want to share that with the public if you don't mind uh director so over the last year since that program um has um completed their first year from I think what September 23 to I think uh July 24 they've reached um 1337 residents in Cumberland County um the operation Helping Hands if you remember from meeting where we passed that was some of people going out um into families who were in crisis situations they completed 84 visits they touched 880 88 individuals that were encountered and offered them all kinds of services that the county supports um and out of that 808 individuals they received 59 direct treatment placements with transportation to their clinical facilities right on the spot 10 receiv received temporary IDs for purposes of pursuing substance abuse treatment 14 received a supply of Naran with education on how to safely and properly use it 725 of those individuals received recovery Support Services housing information and other needed social services including finding jobs um 344 of those individuals uh were that were suspected around the county to have experiened an overdose uh were visited with a knock and talk program with our um with our representatives and they um our recovery coaches reached 899 I'm sorry they had 899 contact attempts but they ended up reaching 344 individuals um and directly contacting 165 and out of that number 78 agreed to um going to Capital Recovery Center for intake 8 7 are receiving recovery support including next step for treatment placement and employment assistance and um all of that is still going on along with our 247 cares act program where people are receiving um phone calls um they received I I believe that they contacted 129 individuals that receive services and support through the county and I I just have to say that I'm so proud that we have a county that supports this need uh recently if any of you are signed up for the alerts you noticed that last week there was an uptick in in overdoses um please check on your loved ones that means that there are bad things that are circulating um and I think all of us know somebody that is suffered an overdose so that is a warning to reach out to your loved ones that you think might be at risk um and this is another program to have those um alerts that are sent out to anyone who signs up for them if you're interested you can go on the County website and under the Department of Human Services so I just I'm proud to say that we have touched that many lives here in kland County directly through our services thank you commissioner R great job Melissa um I don't have too much to say other than I also I was at the viewing on on Saturday and I uh you know Mr M goldrick was a great guy I mean he was uh he had part of uh his leg in and so uh because he's he health issues and he was always there to work you know he represented our County and uh and you know he was a great guy and I wish we have more good people like that around uh and I know what um Miss LS was talking about because I lost also an employee on Friday uh due to uh drug abuse so you know uh I try to get uh get him to see Melissa a couple times but uh you know you got to want it some people have to be their back against the wall before they react so but I I'm very proud to have a person like Melissa to do a great job you know and save lives uh I also had uh Sheriff Donado at the radio station we had with loose and we went over all he's accomplishment for last last year and uh we had a great time talking about job opportunities to the young people out there the the seeking to go into the police force uh you know especially the females being that being that our in our Sheriff Department uh you know they most women don't work on weekends you know we're not and and that that's great so you could you know have a family so you know I find the sheriff department a heck of a opportunity for you for young ladies so that's that's about all I have to say today deputy director oh wait minut let me get to before you go Sandy commission Taylor you have yeah I um I had the opportunity to meet with orbert at the office of the aging and she brought me up to speed on what's going on you know with her department and the need for uh a larger facility to house the employees and um I also had the opportunity to be on the in the on the meeting for the South Jersey Transportation Planning organization and they have um you know a few projects that are pretty interesting for our area one is um I Kate mayis fairy and and uh they're they're uh looking into getting a new fair you know that's more eco-friendly and then up to dat which I think is greatly needed so um that's all I have well we want to thank you for staying with the meeting I know you're not feeling well thank you I I thank you deputy director well first and foremost I do want to wish uh commissioner Taylor well obviously she's not very well so see to get better all right um as far as today goes one of the correspondence uh regarding the rate increase uh from the electrical company I liked seeing that this was something I spoke about a few months ago regarding this and I asked people to make some calls to the BPU and to the governor's office regarding your thoughts on another rate increase and it's good to see that this at least got pushed back a few months obviously there's there's work still to be done so I would encourage everyone to still make those phone calls still have your voice her uh to prevent uh a rate increase on electrical which has already gone up dramatically over the course of the last year in my opinion as far as everything else goes we had a few snowstorms over the past month and I do want to thank our Public Works and all the local municipalities that are out there making sure that these streets are safe we have a lot of our workers are out there in the middle of the night while we're at home and they're making our streets safe for us so I really do appreciate that I know sometimes people get on social media and give them a hard time and I just find that to be ludicrous they do a great job they make us safe and I really do appreciate that myself and finally I know there's a the winter Eagle Festival down mortown um fire hall this Saturday I believe it starts at 8 o'clock I think there's things that go to about four or five o'clock so I hope some people can make it that's all I have thank you oh by the way pigy back on that um that is a Great Festival I mean you you really do learn a lot I I've gone a number of years they they even have correct me if I'm wrong I think small bus service that brings you around to different areas There's an actual Loop that you can travel um if you have a chance go down there don't be afraid you might learn something it really is and every time I go down I learn something else and they have live animals and big birds there that you can go up to and and it's great for the kids the last time we went we brought our grandkids three of them and we had to tackle one but um it is what it is so try to get there uh one of the other things I'd like to do is I'd like to introduce our new Public Works director Matt would you please stand I'm going to embarrass you right what I'd like you to do because I don't want to mispronounce your name and I talk to you about it could you please pronounce your last name Goron Goron okay that's what I just wanted to make sure Matt I want to thank you for welcome you on board we're we're expecting a lot of great things huh very good thank you and we also now have a permanent County Administrator Okay Kevin you want to thank you for being on board I always want to thank Administration okay I really do um we have a lot of meetings a few right say um and a lot of this stuff can't be done without them and I really mean that sincerely it's it's it's not possible it's mindboggling how many phone calls you can make in a day and that's more or less what I I do most of the day is making phone calls and going to some committee but if you don't have a good base and our base is our Administration and if you don't have a good base then it's not going to work so I want to thank all of you I really do appreciate all the work that you do um you keep me in line which that's not easy so uh no Ken's just shaking her head but I really do appreciate it from know that I have nothing else to say um so I guess we have the last bit of uh businesses motion to adour oh wait there is no executive session right there's no okay so uh since there's no reason for executive session do we have a motion to adjourn all in favor this has been a QBC television production in association with our partners and sponsors QBC broadcast on
