Eileen Harris I live on Bayberry Road and I'm a town meeting member for Precinct 7 um one of the things that I noticed around town and I know the budget's coming up and I'd like you to take into consideration that a lot of the different things that I've seen the hand the disinfectant that's in the lobby here I looked at different um places that I visit and they have these little truns that they give out I know it's probably not a lot but I look at it like it's money wasted and we worry about landfill and we worry about all these things that happen and I look at it like that type of thing is more advertising for business I don't know why like the fire department has to give little trinky things out like a little bag and um the electric company has these little rubber fire trucks and things like that I know in businesses that I worked at before they had a when it came time for the budget they had to spend their money just so that they could bring their budget up a little bit higher the next year Al what I'm asking is I'm looking for or to look at that and just say do we really need these little things that are going I mean it might be only a couple of thousand a year that we're spending on it but that's a couple of thousand that could go into transportation for the senior housing or for um child care or something I'm just saying those things I think are a waste of money and they're a waste in our landfill and as we are with dvas I know we're always doing things to try to recycle and make things better so I would like to ask that you just kind of look at those things a little closer this year thank you Mr manager would you have department heads look at that when they make their pres presentation but I wouldn't want to suggest that we spend money to get the budget up we do that's far from the truth okay um I do know of somebody that I cannot mention but she worked for the town and that's exactly what happened when she was working for the well without somebody's name or instance we can't I know I I know you can't I know you can't but I just know there are a coup if you want to tell me offline but that's maybe I will yes I will but um I just think it needs to be looked at a little closer and maybe pinch our pennies just a little bit more thank thank you yep Karen sorry Bill ladies ladies night Karen nastic loley Road welcome hi um I have been going to the town meeting manager new uh new new manager meetings and I there was a lot of discussion about whether the new new person should be from Danvers or not and I've been asking everybody that I met you know grocery store and stuff are you're from Danvers do you think and everybody thinks it's important that the person is from danamas that's all I'm going to report we have a residency requirement in the chapter 12 Town manager act that's being reviewed by a subcommittee at the moment anybody that's hired as town manager is required to live in town I'm commenting having gone to all of the Town manager meetings there will be um public hearings when we get that report oh will there but I thought we're looking over applications now one has nothing to do with the other okay um anybody that's applied knows there's a registy requirement okay I see I see see thank you um I noticed that the job hunt didn't have our town history in it either on the website that was on the town it says the only mention of danver's history is the historic stone dust on the rail trail so it it wasn't important I just don't know why it's not important anymore that we have such an outstanding nationally recognized history the field trips come here I just think history should stay a prior and nothing you can say or do about it but um personal I also came across this booklet and I know we're coming up with an anniversary booklet and stuff to be produced I think this is worth reproducing it's got a lot of great research um on all levels it's got the actual minutes from the first town meeting and it it uh goes into and it's like half the streets in Danver are named for these people so people that come to Danvers all the new res pres I just think this would be a really good thing to with the progress on uh telling everyone comad damis that were on land that was occupied for hundreds of years by Native Americans that we've replaced acknowledging how they lived where they lived what they did how they did a better job of managing the land and perhaps we're doing today I don't know how much you want to put on it but how are we doing it's on the radar of things to look at once we have a new town manager he's going to have a heck of a task isn't he he is okay thank you you're welcome Mark good evening Mark zubra uh I have four items but I like to get through them really really briefly I'm continuing my plead in in regard to the Beverly airport we'll be discussing that under new business for this board that that's fine but i' like to make sure that we discuss the uh resolution or Proclamation it will be discussed thank you uh the second item that I have been looking at and I have it's uh bill and I have been talking about it but vacant seat on the Beverly airport Commission has been vacant for over that will be discussed tonight as well you'll get an update from the town manager I will look at it thank you no you'll listen to it I will I I will look at it and turn it around whatever General discussion i i attended the town meeting last night very interesting I know that it was based only on zoning but there were items fin cial items in the beginning well those are bills that have to be paid I I know that that's fine I have no problem with that the one thing that I was lacking that I was lacking at this meeting was there was no town meeting member discussion about any of the items and I know that we delegate that to the finance committee but doesn't the town meeting member body deserve to at least least address what these issues are affecting our zoning is being affected by state law and we are you know falling all over the state law because we don't want to get sued well we have lost the character of Danvers and what we're becoming is ranol Street in Beverly and that's my opinion and I stick to it the last item oh there's two items the draft budget is the draft budget available right now for public consumption Rodney through you Mr chairman as is the case every single year the budget will be available March 1st to the select board and post it online Mark okay I I will be coming to see you and get a copy of it you know that uh so that's not ready yet so that's going to become available on March 1 uh new manager search committee last meeting we've had a very educational analysis of the request [Music] for applications and I looked at the website and it looked like the applications were due between January 9th and January uary 31st am I correct or am I dreaming no they were due by the 29th 29th however the analysis that was done last meeting and was presented to the board had some very interesting issues that had to be addressed and they were they were not addressed so I'm just concerned about the selection of the Town manager because we have not challenged him or her for the position because we haven't identified all of the items that we want them to work on later on so I I just don't want this to become a did you read did you read the profile the four-page five-page profile put together yes I have okay good but it was not as what you wanted that's right thank you so you know there's a lot of other people that wanted it the same way so I'm just concerned about it and I just want to bring it up to your attention but I will look forward to the Bev airport discussion thank you you're welcome anyone else hello Lauren Steves town meeting member now yes congratulations thank you um I just have a couple um I guess like clarifying questions you might not have the answers the town manager meeting review act committee um have they given you a time frame on when they think they might that's kind of a work in progress we told them if it's going to go on the annual town meeting they have to come before us before we close the warrant in early April okay so they know that's kind of the time frame okay that was my question and then I guess that kind of well doesn't really tie in but um if you guys have a time frame because I know you're going to start reviewing resumés for a new town manager tomorrow night um is there a time frame as to when you guys anticipate hiring a new town manager there's a goal to have it done in April okay that's that's the the goal okay and then my last question is I know you go into executive session for that meeting tomorrow night but is the earlier half of that meeting open to the public it is we'll get kind of a marching orders of what we're going to do um from the consultant we'll elect a chair and a clerk okay and then we'll go into executive session and is that upstairs I don't know where that it's at the Town confence meting stealing my town manager update uh sorry it's uh tomorrow night at 6 PM in the town managers conference room that's the room through you Mr chairman again apologies for my voice this evening um in front of you is the budget goals and objectives as amended based on our conversation last month it has now gone to school committee and the library Board of Trustees which both bless the document and it's here awaiting your approval okay and I assume it's as we reviewed it the last time before we sent it off to school and Library it includ the edits you made during discussion last month okay D any questions comments uh no no questions all right Michael um yes please um on uh item one maintain current Staffing and services uh I'd like to know uh on this item can I make a motion well right now it's discussion okay um I'm concerned about uh Staffing on the police department I'd like to get that off my list and I think we need to start that so that we can well the benefit of the Town that's a good point but we did ask the chief to come back with a budget that includes what he needs um despite what this says that the police department is going to do that uh but basically want to maintain current staff is Staffing and not fill any department heads um that are not filled or create any new positions I understand I just know it's a long process to even find people to take the job uh so my concern is it starting as soon as we can um just due to the fact of the growth that's going to take place by next year at this time in the center of town so if we're in discussion that's okay so what is it you want well I'd like to um I'd like to know if the board we could uh you know vote on uh adding four more officers to the department no we need to hear the budget from the police chief and what he's looking for in conjunction with the budget season but you can't put in specific items in these goals okay these are too too generic okay can excuse me can you put with a recommendation by the police chief you know for additional Staffing I don't know what he's going to come back with it's his budget will approve or not approve it and Mr chairman since we're having a discussion it says while the town transition to a new town manager so I think this was kind of like maintaining the current Staffing correct during this transition period right but once we have a new town manager they probably have some objectives some acts from the board and we will work together to accommodate accordingly right when we have a new town manager we'll give him some goals and at that time we can be specific to what it is you want and the now the town man you'll be given goals that we can rate him on like a report card but as you suggest everything's kind of on hold till we get a new manager at least that's how I read one yep good point anything else um let's see uh I didn't know is uh we I had mentioned about the possibly a Design Group but that's probably not this tonight right it's a maintains uh Public Safety land use community services and uh it was brought up about a design group of people that has uh so a design Review Committee was suggested in about 1991 yes and it came from the preservation commission and it didn't go anyway 2017 we put together a large document of design for the downtown area which had numerous public hearings and input from the public and that document got incorporated into our zoning bylaw which is now 175 pages and I think in 1997 was I was on the zoning board that might have been 45 pages 60 pages so we're up to 175 now but we got a long way to go to catch Up To Boston has 4,000 pages in their zoning bylaw so we're ahead we're ahead of the game we're ahead of the game but I think that's something that um when we have a new town manager we can Rec talk about a design Review Committee okay that's in order all right I I mean I'd like to be postive and just for uh to be transparent I was on the preservation commission and worked with those folks to help bring that forward back in 91 okay yes thank you um and uh another thing on the revenue section um and I know it's been mentioned uh one or two other times about uh possibly hiring a full-time grant writer somebody who would investigate the grants not every Grant's going to be for us but uh somebody that would do that again we have a new town manager and um um I can't give out too many secrets about this search but one thing I'm looking at is people with experience and grant writing it's one of the criteria yeah just so we're not leaving money on the table it's correct instead of and when we get the budget hearing um the department heads will kind of touch on the amount of money they've received in Grants in the in recent time frame is that right Rodney yes that is correct thank you okay all right thank you okay Morin I'm good with those okay D I'll set thank you thank you chairman um as was discussed earlier the town manager screening committee will be meeting Wednesday February 5th that's tomorrow at 6 PM in the town managers conference room um in addition in your packets this evening you received two applications from previous candidates for the Beverly airport commission uh Both have expressed their continued interest in serving on the commission uh the plan if it's the will of the board will be on February 18th to invite those candidates back uh for discussion and potential appointment we also would welcome anyone else interested in serving on The Beverly airport commission to reach out online and fill out a talent pool you can also come into the office and fill one out as well uh you can contact an frus for that form as well and then lastly just a quick snow and report we've had believe it or not eight events thus far this winter and we have expended just over 80% of the budget um so fingers crossed I believe it's going to be a messy Thursday and hopefully Nothing But Sunshine after that and I believe that is all I have for this evening okay thank you uh the board will consider the consent calender was there a motion I'll make the motion to consider the consent calendar items as they appear below is there a second second discussion all in favor I oppose them thank you um we're going to go to correspondence new business but before um I open it up to the rest of the board I want to bring up a couple of items and ask you when it's you're trying to speak to weighin on these items uh if you would um the the first thing is I want to ask the manager are we still collecting impact fees from the medical marijuana folks we are not we are thank you so we're not we're not subject to probably any potential lawsuits um no we stopped collecting when the Cannabis Control Commission revised the regulations not all communities did okay thank you appreciate that um last weekend Mr deoko the manager and I attended the um MMA event in Boston at the Port Hotel we spent um all day Friday um different sessions the uh walking around the vendors uh in the afternoon the three of us attended a session navigating politically contentious legal matters very interesting course the three attorneys there they represent our insurance company the interlaw company and uh they remind everybody make sure if you got a suit to get your paperwork in on times so you don't get left behind but a question from a member of the audience was what can we do about unruly Behavior at meetings and the three attorneys were in agreement that we can't put a restriction on Free Speech due to the recent Supreme Court rulings but they did suggest that as a group MMA will be studying the issue and come up with some guidance I know Mr Brad street last week brought up if I read the minutes say discussion of conduct of public meetings dispers a statement to the board members which I appreciate but my feeling is and I'll ask the board members to weigh in when it's their turn that perhaps we should wait for the guidance from MMA so that we don't do something that we can get in trouble for so I was happy to hear that they'll be looking at that and that's something that uh we'll look forward to getting that guidance also last meeting we had a lot of U requests from Mr Zuber um dealing a lot with the airport um some of the items contain conservation um items that are under the control of the comcom and d review it's not in the purview of the select board so we really can't comment on those requests or comments but uh Mark did mention that um the resolution back in December I suggested that we could this board could have a resolution um Mark came up to me afterwards and asked if he could write the resolution I can't tell Mark what to do what not to do but I didn't ask him to write it but he did write it I AC appreciate that but it's up to this board to decide if they want to go forwards with a resolution regarding the airport and again one at your attorney you can comment um if we do then we'll ask staff to write something up to be given to the attorney to be reviewed for being legal or not so that would be the F next step tonight is to get a consensus there on a resolution so mark thank you for for your Proclamation I'm calling a resolution so we'll see what the board members decide oh at this point I'll turn it over for new business and comment on my business d uh thank you Mr chairman um I a lot of things to comment on the the MMA meeting was was really good um I did learn a lot and network with a lot of Select board members from other town and communities um quick question to you Mr chairman to the town manager I did get some uh resident in my neck of a hood uh pring 8 from um on 62 about um who is in charge of cleaning up the sidewalk in front of SX Tech um I have a specific resident that's been complaining about this for some time she says 35 years now and she's getting old and when she goes for her work she has to walk on on school ground and she received a letter of U threatening her of no trespassing while school is in session but she can't walk on the sidewalk because um of the snow so I'm not sure did you see that email three Mr chairman I did see that email I meeting with Rob deah director of Public Works and Aaron Henry air land use director tomorrow morning to discuss it thank you and and and it's it's I mean she she's not my neighbor but it's my I live up the street um I'll be more than happy to and I'm not trying to get more work but to be part of any meetings if you deem necessary uh I do think that even though people are not allow unschool property while school is in sens The Good Neighbor the The Good Neighbor policy does not warrant a resident getting a no trespassing just for walking in po daylight and especially on elderly women so I I hope that we come to a um to a resolution where all the parties are are satisfied I I also like to thank Mark for I mean he's been sending a lot of materials about the airport someone like uh every day I have to read something about the airport and he's persistent uh learning a lot as well uh I would just um my sense about the proclamation will be um for us to maybe think about what is it that we're trying to achieve with that um it's good to is one but what what te do we have behind it I I'll be more inclined to having some actionable steps than just issuing a proclamation what is it that we can do as a board in a concrete way to hopefully make a difference um with the with the airport and the Nuance that a lot of the residents are expressing uh that's all thank you okay um my first subject was the comment from residents do you want to wait for the mma's guidance oh yes well uh I think you said it very well that was the that was what we said but the I mean they are things like if we have unruly um resident we can we can take a recess and just cool things down um they spoke of time limit um that's appropriate but it can't just be for a specific person it has to be a general a general rule for for everyone and at the end of the day they just said we have to continue to implore our residents to have healthy discussions and debate at the end of the day um importing National politics within our town is a disservice to everyone because the person I meet at the store at Stop and Shop or Market Basket is not the person that lives in Montana or in Washington DC they live in danas and it's important that we give each other um a certain level of courtesy during debate and discussions and and stay away from personal attacks um but there was not really much that anyone can do except urging um each other to to be respectful of each other that was my take of the the conversation it was it was a really good good event and they also taught us how to take a break from what we're doing because uh Mr Gupta was the guest speaker uh who is the brother of sanj Gupta uh for people who who who know him a very great speaker spoke of how a local um elected official can burn out and what are some of the tips or tools that we can use to make sure that we are responsive to our residents but we also take care of ourself um and and he said we definitely can do both we just have to find that that right balance and he gave us some some tools to do that that was great great thank you thank you comments Morin um with regards to the mm a I would say we would definitely want some guidance from um get the uh about the the speech and the meetings Behavior Uh the free speech and all that from MMA and possibly you know run by Our Town Council too so that would be my suggestion and mark thank you for your resolution in December um I think it's a great idea and I think we should pass that off and talk about it you know uh have staff get involved with that okay good thank you um the other thing too is I just wanted to say too is that um I am the LA on for damas cares and what a great you know you were in that that that's really um I really enjoy it uh Amanda Weber does a fantastic job and um a lot of details um for instance um you know kids have a lot of anxiety there was a lot of counselors there um for the kids with the anxiety um they can reach out to anybody there um fathers new fathers that are having some depression or anything like that that need help um they want it's really hard because they want parents more collaboration more volunteerism with parents it's hot everybody's busy um so they really talked about that Beverly bootstraps is running a warm Drive anything warm you can drop off um you know if it's hats or blankets or mittens whatever uh that was really good Sally CN was there in the meeting yesterday too um they talked also about um you know teen suicide really really bad um I know my son went to school that was one to very sad and uplifting was damis um Falcon Fest they're going to be holding on March 1st the their fundraiser for pancakes they're taken over what the kuas used to do so that's really good I mean family Festival is to bring the town together right everybody and what they they've done a great job with the parades and the tree lighting the fireworks just you know for damis and um the bonfires too but um I just got to commend them it was it's a really good group if anybody wants to come it's um it's usually on a Monday from 2:30 to 3:30 I think the next I don't know when the next meeting is but I'm sure you can find it on the website every other month now every other month now yeah but I really I'm glad that I I picked that one cuz I really enjoy it Maple Street Church is also having an event this Saturday too um so you might want to check that out but um and you know what was nice too is for Valentine's Day every child at the high school is going to get like a card in their locker so um you know something simple but it's a it's a great great uh group always looking it was a full very full you know this time around so if anybody wants to come check their website and please join them but that's it thank you thank you Michael um Dan did you want us to talk both the items that your comments be welcome at this time uh as far as the uh unruly residents um uh I know it's going to sound silly but um I guess my thinking is to when we have a Hot Topic or in a large group maybe uh spend a couple extra minutes at the beginning and try to talk everybody off the ledge right then and just you know tell them hey we're all here we all live in town let's let's be respectful no personal taxs and maybe just spend a couple extra minutes I think it's important that people are able to come down and speak and and public speaking is difficult um and for the people that actually come down you know and are part of it it's it's important to hear what they have to say sometimes it's not you know how they say it it's what they're saying I we all know this um certainly I want to hear what the MMA attorneys had to say um if if there's a way of keeping it simple and just letting people come in and say their thing but obviously we need them to be polite back you know and and we're going to do whatever we can to help um on that subject um on the airport I think we had a good discussion last time and my thinking was that if we keep the two seats and then have a committee on this side that solely focuses on the airport and that would support the two seats um people that are willing to search see what's going on around the country see how other airports in this situation are being dealt with by residents so that we're not going to get rid of the airport but try to force the best relationship we can with them and um so a group of people on this side that solely focused on supporting the two members sitting on the um Beverly here po commission would be uh helpful so that then don't fail to pay pressure over there to have to go along with the seven others uh that they
