uniform Servicing Company uh City currently has centas to provide uniforms um mainly in public works and so staff's been talking about this looking over this for a good while now and I think we're ready to to move forward with another with with a new Avenue and so our Senti contract currently expires February 16th of 2025 uh and speaking with UNIF first they they are confident that we'll be able to transition completely over by March one of 2025 um going through this uh we would see about a $20,000 cost savings per year um staff again we believe going with a little bit smaller company we think we'll get a better service and we've been using Centos for a long time so we think it's time time for a change motion to approve second all right we have a motion and second any questions we'll say there are two um two things that Mr ainson asked to be to be changed I don't know if they've been in contact with you yet but those two things will be changed with his approval prior to sign this is the contract for design and CI of Runway widening Expansion Project for 927 uh if you recall the council back in May 2023 or June 12 2023 Council selected Garber engineering is a top ranked firm and for us to begin negotiations it's been a while it's been a long time we finally got here um we've been been through a lot with do and FAA and so we're ready to begin that if we could get that contract approved Garber will begin um doing a couple things for us they will amend their scope of work to to account for the new property that was acquired um they will provide an updated cost of the project and they will help secure two and a half million dollar from the state through a ptga so we need that engineer to do that for us um and so they'll begin that and as soon as environmental assessments completed they would begin design so we asked for approval of the contract regard engineering um for Runway 927 expansion and winding project has approved as to form insufficiency second uh setho all right right the other SE Mr so after months of construction sefco is finally ready to open we've got a t the date of December the 10th but I'm here tonight requesting that the city council um accept the infrastructure for the new sefco this includes the East West roadway that I believe is uh has been named my Farm Road there's an 8 in water line and then there are storm water pipes that would be the city's responsibility um there is no sewer they are tying into the existing main that runs along 331 so at this point there is no sewer infrastructure Mr Mayor what I uh Mr Wallace and as well as clay um I know that on a previous development we were requested to accept the infrastructure and then there was a question about that infrastructure um and it was brought out at that meeting that it for us to accept it at least the way I understand it's written now they would need to follow the process that's outlined in our ordinance for testing at specific periods during the construction so I guess number one uh Chris was that was that followed that they they went through at various times during the construction and provided whatever it was that was NE Neary and then clay do you agree that that's following the my recitation of it is is the what is in the ordinance for us to accept this you're correct have our Engineers signed awful this Mr Wallace yes they have okay they at the end of construction they took a several core samples um of the roadway which tested the base and then the thickness of the asphalt um our Engineers reviewed that and everything uh was signed off on but not to be argumentative but I I thought that there was some other processes not just at the end where they had to invoke some testing before the end is that is that true with subdivisions that's absolutely the case but is our engineer signed off on all the improvements that we are accepting they have yes so in this case this is a standalone development you're refering as subdivision warranty I believe councilman beer bomb that we talked about the last time there's a warranty and an acceptance credit that relates to posting of a bond that ring the bell I may I may be confusing to we've talked about we have a few different Provisions that relate but if our Engineers have signed off on the acceptance of the infrastructure in this we would be entitled to accept because they did originally post the required B after much effort okay correct and I believe it's warrantied is it a one-year warranty period it is yeah all right so we're looking for acceptance um currently the property is Zone low density residential he is looking for a medium density residential designation and there is a typo here I I redid the math and it's actually 18792 square feet um according to the legal description and the acreage that they gave um that number is correct motion to approve second all right it's been a motion of second any questions um can you pull the map up on this one please I think there's a one in the package right there so I have a I have a question and then I have a concern Mr W I didn't see any staff comments what was the staff recommendation to the uh planning board on this uh change I did not make a recommendation at that time um I have reservations about it um just due to the fact that we're jumping across 25th Street um you'll notice there was a letter in your packet from a gentleman who owns the property next door who has concerns so I did have reservations about this um this reone so uh that was my question my comment is in the past you've seen me support changes variances or modifications based on cleaning up the map but in this case we're actually making the map you we're dirtying up the map by changing the category as we cross 25th to introduce a a higher density uh type and also to allow use uh structures you know typically would that would not be allowed there like a duplex I again I'm in favor of cleaning up the map when it involves variants but I'm not necessarily in favor of taking us in the wrong direction in certain areas I I have reservations about this one I I I feel like we are uh creating I won't go as far as to call it spot zoning because it is adjacent in terms of being across the street but again there is a certain Clarity in the in the map as we see it and I'm a little concerned of introducing this this type in that particular location and I I will say currently if it were to be rezoned he would have a density of four dwelling units on that property if it were to remain R1 he would be allowed to have three and then the types change but they would be single family homes rather than a duplex or a apartment building thank you for the record Mr Wallace is it your position this complies the Land Development I would have to say I I'm not a big fan of jumping streets placing um incompatible districts that are surrounded by a lower density District um in general so while it may be consistent with the Land Development code would you say it is not in compliance with the conferen plan based on that and we I know the Land Development code silent the issue you rais so maybe you're going to by second question about comp plan I would say that the comp plan calls for compatible development and I do not believe this is compatible so I would just note your staff testimony today is that it is not is not consistent with the comprehensive plan even though it may be consistent with the Land Development code and that is the primary standard on the small scale Amendment IW a second Mr Mayor well you with second say again I'll I'll leave it off it there's no second on the floor yeah you can always second it for the sake of yes sir well it's being presented it's a public hearing so we can certainly go to public hearing I'll make a second just just for discussion purposes um having grown up in that area of town and and even to date if you drive through in um especially along van beer in there you won't find any duplexes or even twostory homes that I'm aware of they're all single story uh residential homes to individual family members other than the church that's got their parsonage down the road I I had the same reservations that councilman valy does about this had this property been on Orange Avenue it it might be a little different because there's one that already exists on orange but on Van be and and further back towards the school in little leak field I I just don't think that it's consistent with the residences that are there go ahead well and and that's a good point um that that he raises about there's one on orange you know I watched the video of the October 7th meeting where um board member uh planning board member Jack rhods uh discussed this he didn't outright opposed necessarily in fact you made the motion uh for them in the end uh to move this thing forward and bring it to us uh however his concerns are you know addressing and not crossing over and changing these things because if there's one on Orange and we were to approve this someone else down the road is going to ask for another approval and that was Mr rh's point in that meeting was that it's a continuous cycle of special approvals and changing these zonings and and and The Flume and and and and all that and we also have to respect the people that live there like this man that wrote this letter um he plans to retire there and he chose there because of the neighborhood and If This Were Chang to R2 for example with special approval according to what I read this could potentially become in this area bed and breakfast hospitals clinics convalescent hom nursing homes San Arians rooming houses Nursery schools professional offices in what is typically a residential one zone so it would take special approval of the council to do that but it could be done who who would want to see those things in that particular neighborhood you see so we're I I think doing these kind of things improving these things is opening us up for for how do you tell somebody else no down the road that wants the same thing in a clearly defined Zone and it is 20th 25th Street is is that clearly defined line um so that's just my thoughts on it thank you any other comment Mr Mayor with with all things considered I'd like withdraw my second okay all right well it uh like me it's going supplemental budget to the fiscal year 2024 U budget that uh was adopted at 41,5 48,5 36 uh there are a number of amendments suggested from Finance uh that would cause an increase of 12, 41,7 which would bring the amended budget for fiscal year 2024 to 53,5 19,24 this is a public hearing we will need to offer public comment and then we will need a motion to adopt motion to hold public hearing well we just open okay all right well we'll open it right now for public hearing but you don't do that till after a motion not in the budget situation we always open public hearing first typically you or I read the whole start of the meeting since we're doing as part of this agenda we're out of our normal routine public comment in regards to this Kobe can you have the staff put it up on the correct the workshops is in comment we got an opportunity to speak so okay just a short thing now on behalf of forward F name is Mark hambley um last Thursday we had a um a workshop which we held at the ti Center for members of the community over there on CRA and Josh irn very kind presented a very good PowerPoint to explain the citizens what their opportunities are for Grants and for for um various proposal for for the trees for clearing property for blight all all the initiatives on this area because most people myself included have very very little knowledge about what C actually covers U there about a dozen participants at this meeting I think that found very helpful they asked a bunch of questions it was so successful that we asked Josh if you willing to come back and do another meeting in the new year and he agreed which I'm very grateful to um so I hope when you consider um changing your your approach to the council the C that show keep in mind that it it's new um he's a staff of one I think we need go bit of benefit of the doubt on a lot of per there been some slow progress but we see more and more sh signs around town people that that know about these projects are very interested in them and take advantage of it think more we can try and get help Josh get out to meet more citizens I think be very helpful for everybody involved very grateful for for councilman Valley being there as well he was a source of of inspiration with some people so thank you thank you very much anyone else all right we'll close the floor for public comments and Clay you got anything else just say Happy Thanksgiving to everyone thanksgiv that's it okay all right we're going to go to councilman Valley on a A1 thank you mayor um folks probably got a mailer from fdot uh the most boring organization in Florida and uh I'm sure they excitedly opened it up and checked it all out didn't throw it in trash but uh in case you did tear it up and throw it in the trash because you thought it was junk mail it was actually some some good news um and this project that they were referencing in case you couldn't quite figure it out from uh the flyer was uh the suntrail project which is our multi-use trail that we've been talking about along uh live vot for a long time they are going to the golf course and crossing the golf course and crossing the airport and then the other direction uh Cross City Hall and going all the way to the end of aldwin so I I saw this and I was very excited unlike just about everyone else uh because again it is do but um I I was shocked to see this come up so quickly and to see that we're already uh pushing into to the PDN along with that PDN uh process there will be opportunities for public input however if you do have public input now that flyer does have information at the bottom of it in terms of places that you can email and also a website where you can go and look at the individual project information you can go to fdot and actually find the project either by its project number or by just searching by Baldwin or or by map but um you know things that came up out of discussions that I've had with folks is you know where where it ends and how it terminates is there possibility of it extending along Anthony Johnson Trail uh you know a little further down to include you know even safer option as it goes to two lanes uh what's it going to be like along Balwin what's it like along Lio where should it turn you know does it turn at City Hall does it turn across 331 uh I'm a huge prent of it turning before 331 I think it would be a huge mistake to have it cross 331 the whole point of this is that we do have a pedestrian bridge that we're talking about as part of the TPO process and that would create an incredibly safe route east west across basically the entire city that anyone could utilize safely and comfortably whether you're in a wheelchair a kid a bicycle a Mobility Scooter walking jogging running hiking whatever so I'm very excited about this project I just want to make sure that people know about it and that they have an opportunity to comment because your comments do matter um and because dot doesn't get a lot of comments they they matter extra so when you put that comment out there it means even more so I'm hoping people will see see this for the opportunity that it is and take advantage of that comment period uh mayor the only action I was going to request I'm not sure that requires any formal action is if we could have the city manager put this on the website so citizens can find it but I'm not if we can do that without action that's just dire okay if everyone's okay with that I think it' be valuable information for the community we'll take care of it thank you sir that is all on that item there all right let's go to A2 thank you mayor uh the other item that I have today is that we we talked about the CRA we talked about the blight issue we talked about the hazards that occur uh much of this item is really about trying to gather information so that then we can make a better decision moving forward I do know that we have properties um throughout the city that are blighted but we actually have a significant number of blighted properties are actually um vacant with uh ownership that is deceased um some of these are tied up in Probate some of these uh are just within families and and if they're being maintained hey no harm no foul that's great that's not an issue but when we have multitudes that are owned by you know single probate entities and we're stuck in this process not knowing is this going to take five years is going to take 10 years you know is it ever going to happen is it ever going to happen because there's no one to push it my question is going to be how can we help this move along quickly especially if we have leans and there's no owner and there's no Homestead how are we going to push these forward and what opportunities do we have what can the city do can we help exodite probate can we uh what's in a resolution plan in terms of acquisition or disposition of these buildings you know is receivership an option is partnership with the CRA an option what can we do to the push thesea forward and so one of the uh actions I was requ requesting uh was to you know direct clay uh to provide legal opinions regarding the probate process of potential acquisition of properties uh also you know again strategic planning in terms of how we work with the CRA or other entities to help dispose of those Andor um you know create a report to kind of outline the process Define the process and gladly do it on a partial by paral basis I would say in terms of working with the CRA or getting beyond that perhaps based on the next item based on what I heard in the workshop we should wait until the council is so situated so is that we don't put this on some of our plan and therefore eliminate the ability for you to consider it as a CRA board but yeah I'll get with Kobe we'll identify certain ones I'll certainly get with you councilman if anybody else has one you want to inquire about we'll work up the proper title searches on that the abstracting work and provide you a legal opinion on what can and cannot be done to move forward some of these you're going to find a ton of challenges some of them are very straightforward do you have some Fe deal for the I mean I know you haven't researched because this is on here for today um on the probate process what does that turn into if we what kind of powers just broadly speaking does the council or the city have especially if they're a lean holder due to uh fines and fees so the notice would just so from our position the biggest challenge is not really whether it gets probated or not if it gets probated it helps clear up title but part of the issue is not knowing who to notice well we often have on some these a situation where it has gone through two or three generations of not having the property probated so who the actual owners are who required to be noticed before we foreclose on lean is very tough to establish somebody passed away and they had seven children and now two of those children have passed away and they had children all of a sudden were spread out over 14 people and records and chasing those down can become very difficult um so just merely proceeding with the probate um when I'm faced with that in my private practice can be very difficult in those scenarios but the issue is simply identifying the persons and getting notice and so some of them are a lot easier than others but it's a partial by paral question okay and then uh so again we won't do a motion but U you know it was uh trying to seek a report on the legal opinions uh for Expediting the resolution of vacant properties under probate including potential actions as a lean holder we'll get with you and look at them on Case by case and let's do a sampling of it when uh when could we when do you think we could get a you know some uh something back so that everyone can have time to digest and look at that give me two three weeks once we let me say this if y'all get me the properties y'all want me to look at we'll start working on them now and we'll have a sampling of one back here next meeting okay I appreciate it thank you so are we going to start with just a a list of all all all would be a lot more than two weeks I could sure no no no no no no you're asking us to maybe potentially provide some input on something that we might want to see or not are we going to get a list of of everything that we have currently have leans on code leans on corre we would give we get code Cod enforcement officer Chris St on our list of properties that have leans and then he would have to search to see if they're in Probate or not this time well and then none let me be very clear almost none of them are in Probate they're listing the name the estate of which is a nomenclature convention used by by the property appraiser just because it say a state of it has been my experience that almost no property that you see on the property appraiser site that's listed in the estate of is actually in an estate it's just their way of saying that person is passed on okay so but we will go through that and we'll get back I'll probably bring back the first 10 or 12 of them for you okay and then now there is the the other items we do have a list of some backlogged items terms of like U some that we've either sent out letters on or or done we've attempted to go after several and part of the problem is you can't find them if you can't find them to even get a letter to get their notice getting them served with a lawsuit it's got to be just as hard so I think we should go ahead and address those as well because we've been sitting on those for quite a while I think in terms of action as a council that would be noticed by publication would be the way we would have to handle that okay it's always a Jeopardy though when somebody comes in and looks at foreclosure after no by publication but we'll do our best we'll get a we'll get you a breakdown on those and we'll break them down into each category I think just understanding the situation that it puts us understanding the benefit and the consequences I think would be good for but we have we definitely have some downtown we have two corners downtown they're completely locked up and there's no I'm not I don't even know if the process has even started or how long it could take in one I believe it has last week it has that's great one corner okay last week what two corners are we talking about about well there's two corners downstairs there's uh uh the big store and the old Fishers Hardware that have been vacant on the corner seven and the ray estate was open in the last week that one's got shattered glass what not handling it but that's what I saw nor am I involved in but I did see that list that'd be good but we need to get those cleared up we've got residences that need to be cleared up we've got we've got a lot but we we got to get going on these we'll bring it back council members if y'all have one specifically you want to call to my attention give me a call let Kobe know and I'll try to prioritize with Chris but I'll try to prioritize ones you specifically are aware of or heard about so we can make that on your first trunch of these to take down and again this is still consistent with our original policy but we're not we're not looking at properties that are homesteaded and occupied we are talking about vacant uh properties with unidentified ownership in particular and leans and that are lean we've got F they're racking up fines from the city correct substantial fines okay you satisi with yes sir okay thank you all right we're going to go to Miss Amy with the U C agency action well for those who weren't here at our Workshop that started at 4 o'clock um I just wanted to make sure I I'd like to make a motion for the attorney to bring forward a resolution at our next meeting to make this Council the the CRA Board second and I do appreciate the board that exists but I I just I think that this is the action that we need to take at this time all right we got a motion second any questions any questions from anyone yeah go ahead I I just got a few comments something that I didn't get out earlier but I was able to discuss with our city manager behind the scenes some of the things that um that I looked at I I was taking in a lot during that workshop and sitting back and absorbing and trying to think of what the view is from both sides of the fence on that so the entire time that I was listening to my fellow council members um discussions and and then thoughts of my own I I think back to one of the planning board meetings where they were talking about um wanting to help hold joint discuss and I'm not saying that at this point but they were wanting to hold a joint um meeting with us so that we could all get on the same sheet of music as to what we're looking for and I don't think that there's so much um animosity from one to the other or uh or discust or anything like that it's just Direction and the route that this council is wanting to take versus um maybe the unknown that the CRA may have at this point of not knowing what our wishes are for certain things or have picking picked up on them in the past and maybe confusion between them I like M councilwoman hefin said I would like to thank them for their service we got some very knowledgeable people on that board um but I didn't want to I didn't want to let a boat go without saying that that that I do I do feel that they've done a good job um sit taking that task on force and the some of the strides that they've taken over the past year or so since I've been here but I can see a need to go the opposite route as well yeah thank you Mr all right got a motion second yeah yeah to me the big thing is we're not able to give any Direction that's the horrible thing because I think we could work some things out very well with the existing board if we had that I'll say legal right but you make suggestions be cannot dictate I'll say that again for the record we vested them with with certain authorities and powers and we reserve the right to Simply approve the final plans but we don't get to write it or dictate them how to do it um I hope this is relevant it may not be direct but I hope it's relevant um the C executive director is the only one I know that's had contact with uh uh relatives of some property on our Main Street and has had long conversations and about the only person um because uh many many people are trying to contact the one person that's in our County and they're refusing to talk to them but they are in conversation with the executive director of the CRA board and he's trying to push um push that uh now that's in regards to the properties he had mentioned a while ago uh pardon you're talking about the properties that Tony had mentioned a while ago I don't know if he mentioned them or not he I think he was talking in general this time but I know the one that you talked about on our Main Street that's probably inhibiting our uh exe our uh economic Vitality at this point and that's that's the properties that he's in conversation with them about okay and they're not speaking to anybody else as far as I know because they've had so many many many many telephone calls but he was making inroads prior and I hope that he's successful in doing something I don't you know I don't know what the conversation was about but I know that he's talking to them and I would like to caution you about becoming the CRA board because when this was done previously and the city council was the board they found that they had enough to do without doing that and I think you all do too you're doing a marvelous job um much better than in the past and I think your plates are full I really do if you want them to do something in particular you could write them a letter and suggest that they do it if if you can't direct them to do it then suggest that they do it so and and the other thing I would like to say about blight there is short-term blight like we see the bad cars on people's lawn and things like that but you also have to think about long-term blight like some of these roofs that are getting fixed you know they're not too far from being short-term blight because the roof is falling in so although we can't see it as much they are working on blight thank you okay yeah come on Robert robt Raymond for the record I actually would like to compliment the board for the discussion on the CRA and the BL I think that the original Mission of blight is not being met and I think you have done the right thing Josh um keeping him is a good idea the board changes apparently Mr Johnson has resigned which I think will have very very very positive changes so I don't know that the taking the board back necessarily will improve it the way you want but I think diving into the CRA is a very very very smart idea thank you any other questions comments All In I I I I than I I Carrie thank you very much um and we'll see resolution next meeting next meeting and uh cubby mayor just three quick updates uh one Mr ainson had provided to CCB Bank a letter uh expressing the council's what they had directed us to do and so we heard back from the bank they're going to be providing us an extension hopefully to have on the December 9th meeting so Mr ainson will get that review that and be prepared for that and and I'll just make sure so everybody's clear that position there is we ask CCB to conduct the testing they need provide us an extension to cover the amount of time they need for that testing and results and to either then close at the end of that date or before as is or to cancel the contract if they did not want to without getting into any environmental indemnities so we'll be seeing what they pres about us I thought the letter was very clear and straightforward I did indicate to them that Mr towns and I discussed and we would be recommending to the councel if they provided that we would recommend the extension under those terms it'll be your call but that was our way of trying to get us out of this so let's see what they give us fair enough go ahead second uh we have been in contact myself and Mr Wallace with the bank and and the contractor for Village Springs so we're working on that hopefully we can come to a resolution on that project um we're hopeful we can do that um so just kind of update we are working on it and hope we'll have something soon and then lastly uh the library we met with myself and uh our project manager met with Caitlyn uh Library director and Miss Mary King administrative Services director for the county and so we're started coordinating that effort we're uh working with duberry on the RFP uh to get that out but we're moving forward with the library project okay thank you very much thank you all right um I think we'll just go Council comments uh the only one comment I had was uh just maybe asking for some extra action or input on the traffic situation right down here behind us uh so this morning uh I came face to face with a car in my travel Lane that was treating what used to be a turn lane there at regions as a turn lane instead of a travel Lane thankfully the person behind me saw that I was also stopping and they stopped because I was really worried about getting rear ended I've also witnessed myself personally multiple times down here at this intersection uh people not understanding when they have the Green Arrow to make the right hand turn versus not and there being several close calls I've been stopped by citizens that have witnessed the same thing this traffic situation right here behind our backs is very very troubling I think there needs to be some additional measures taken by do and the contractor to slow people down prevent people from making this turn I think would be number one but then I don't know if there's any other additional changes down here at the intersection that can be done uh to address people from the East coming east turning at the same time people coming from the West making that turn to have a green light and have the the authority to turn or you know that there's there's obvious conflict there so um there there needs to be some changes otherwise we're going to see more and more accidents down there it's I I even witnessed uh someone uh the other morning when it when the sun's riding your eyes I I witnessed a car in front of me go into the other lane almost cut somebody off and then come back into the other lane when they realize they were in the wrong lane and wanted to be in the the lane that continues through headed east not in the turn lane so it's very confusing it's it's confusing it's dangerous it's not marked very well they just kind of haphazardly did it you know they've thrown the barricades up and there's got to be something better we can do have we talked to hle about any sending recommendations see here he's hiding mayor don't you have the don't you have your dot monthly meeting yeah well it's not monthly but I didn't know if you had kind of someone that was a little better of an expert on the traffic in your group we could write out some recommendations to um we can definitely look at it I don't know that we've had any serious accidents right there as of late but I do agree it we even turning into the police department off of 90 we my whole guys they oh we going going past it and take the next block at the light because it is kind of a hairy situation but um we can reach out to Dot and um see if we can I was witnessed to a a car accident about a month ago right right here in front of it was in front of regions it looked like somebody had gotten confused I think I think maybe it was because they were traveling the other way trying to turn into the business across the street right well like I said I'm not saying there hasn't been a wreck but I'm talking about serious wrecks we haven't had that that I'm aware but there's potential resolution to that I send it to uh chickley and get get them to change they're they're they're the experts so you know you kind of take what they they don't apparently they're not hearing from us right but no we can we can reach out to them and so I I just I just went ahead and sent our ecrc contact an email yeah um but what we can request is additional signage for clarification um and and other recommendations that they might have they do this every day so yeah I will I will defer to their final judgment but anything they can do to help I think the striping out there has desperately needs to be improved it it was very rough shot the way it was done I think preventing people from making a left turn that are headed west is is number two that's to me a no-brainer is is there any signage out Beyond because I haven't seen it saying that there's a new traffic pattern because usually we get a new traffic pattern signed immediately no no but but even even then you come through the the red light there 20 and then all of a sudden the lane shifts and it's it's not marked very well at all and then like like it was earlier this week I literally saw a Suburban at 7:30 in the morning swerve into the other lane because they thought that they were still in the lane that they were supposed to be in but because the lane shift they weren't and then all of a sudden when they realize that they snatched it back over well they literally came within a few feet of taking off the front bumper of of a truck that was traveling in that other lane well I sent out an email but if mayor could follow up I think I can get I County too you got a traffic engineer some sort that I'd say it's not just here too but all the way down 331 there's several times in I mean there's no there's no people flagging traffic at all at night there's long stretches of construction going on and there's literally there's no one there and there's not enough barricades to keep you confined to certain Lanes like even like here where Council was talking about that left turn they've got those skinny narrow poles that they can put up to prevent you from turning left there by by old regions but that like he's talking about over here at the red light even for those of us that are very cautious and watching people I'm constantly trying to look and anticipate what that person in front of me is doing they all think that they can still turn right on red and you've got the Green Arrow going south on 331 and and you've got multiple people for those that aren't paying attention and they I can see them colliding but Chief it's not your fault I think it's the fault of the construction company that just has an add or that hasn't allocated the appropriate resources to the project that they've taken on and the amount of distance that they're blocking off as they're making these repairs I just don't think that they're controlling it very well the same thing out on north 83 oh God they they're trying to take in like four M three or four miles oh yeah and they're working in a a quarter mile area and and that's that's the same with 331 South you know at night they do pay off duty for us to go down there and set you know with our lights and stuff but they literally would barricade miles each night and then pick them up I'm like I spend a lot of time putting up cones and taking down cones but that's that's them they don't have enough Personnel to cover all just like I was coming out of 10 Lakes today and we were backing up 10 Lakes there not a drop of traffic honest to God for five minutes neither way no traic I was there for 15 minutes I finally started saying here comes a car what in the world kind of operation well now funding two more police department or police officer position we do that's not the agenda Chief talk about that wait tah tah that's what it is that's what fix it right I think take if I didn't take the shot think something wrong with me so you know we'll we'll do what we can with with what we got for us well I'll make my contact thank you get that okay in ah that councilman beerbom made my mind go blank because he directed me from one thing directly over here and um I I won't be able to be here next month because we've got an existing doctor's appointment for me going and coming from 10 Lakes an extra 20 minutes oh yeah ey about got rear ended right there because someone decided that they were going to use what used to be the turn lane which is now a travel Lane and so they were just sitting there hanging out of course thankfully the truck behind me came about that close to stopping yeah well whenever I was going north you know that Hill what we call Hay Hill and I got just over the top of it and they stopped me because the traffic I thought oh God somebody comes over that hill at 60 plus mph they probably not going to have time to stop anyway I was just tell it took me 20 minutes excellent to go to 10 L it's ridiculous ain't it they just sit there and all we were doing is put Clay on the shoulder of hey y' want progress this is what you got I'm surprised I understand if they were Paving or something they were they were just dumping a little Clay on the shoulder and I thought dear Jesus and at Miles and Miles and Miles yeah all right all right we're going to call this uh Council Workshop meeting agenda I'm agenda a meeting to get to order on November the 25th 4M and so um you gonna head this up Kobe yes sir yes mayor so U we've had some discussions about the CRA and the budget um everyone decided let's do this at our November meeting and so uh we're prepared you know uh if we talk about percentage we're prepared to provide some numbers as we go through that you like to see if we go into the map that's going to be a little more difficult it'll take a little extra research and working with the proper pror office but other than that mayor we're open for discussion and here to provide any information or numbers that the council wants to see and then I'm sure Mr ainson can speak to the legal process do we want to uh does council want to look at the options of mou Andor percentages or or percentages or you kind of know which way You' rather go I think it's been the opinion of uh Council and and the recommendation from others that the percentage adjustment is the simplest and most uh expedient method of doing this um also some practical issues I believe in terms of maintaining that and certainly puts less of a burden on the Property Appraiser's office so I I think that a um um a percentage would be reasonable yeah I agree it'll actually spread out there the impact on the CRA uh a little more evenly but um but even they felt like it was better even though it was going to be a little harsher on the frontend land your thoughts well from what I know just like councilman Valley said percentage seems the easiest route to go from my understanding the the other route uh is a lot more time consuming and steps that would have to be going through to do anything and talking to members of the community uh everybody that I've talked to would like to see the percentage decrease not the change in the map I agree Mr I agree all right now I need to talk about a number you want to share where we're at now I'd like to say something there okay um you know when the CRA was created in the community it was to fight blight but you know all the comments that I've heard from folks that I've been chatting with are the folkus sh has shifted a lot from Blight to development for example uh looking at the expenditures people were planning on changing the amphitheater building Acquisitions Parking Solutions um other types of development and so the folks that I've chatted with would like to see the money put back into City coffers at 50% which is the lowest I know that we can go and I know I've been having these conversations with the public for a while now because you'll remember before this came up through Mr Valley's last conversations I did it back in June when we were trying to do the budget so I'd like to see it down go down as low as we can which is % as I understand it go ahead so I think there's something important that the public needs to realize and that when we give up those dollars to the CRA we're also giving up County dollars for instance a 5% reduction in the previous rate would have been approximately $48,000 of City funds that we would have recouped back to us so if we did went from 95 to 90 we'd have a extra $48,000 this year that also comes with a price of $31,385 County funds that right now I'm not sure what we're going to get um quite frankly part of this conversation has kind of shifted over the last week or so given the negative reception that I've seen to some uh Tiff money utilization north of the bay uh even when we're trying to use our own money in this County we're having trouble we're the ones that are actually collecting that tax nor for pay um if we want to see $31,500 go out the window with every 5 % reduction um yeah by all means cut it down to 50 and and all that County money will go away too and I'm a little less optimistic that any of that revenue is going to be coming back to our citizens because we pay that money that's our money that we pay in in County taxes I'd like to see make sure that we're getting County Services and let's not forget that this is one way that we ensure that some of that funding is coming back to us and our residents because otherwise we're paying it out and it's not coming back um just so you know the folks that I've been chatting with they understand that there is a match from the county but they're more inclined to since it's not going to blight put it back into the hands of the city so that it can go to infrastructure and other needs that uh they expect their tax dollars to go to yeah you made a comment about the BL and there's uh of course it's not uncommon some of the things they're doing is done by cras in multiple places I was kind of hoping that our the first attack by the CRA would be would be blight you know more so than some of the things they've done I'm thinking more about der der homes and that type of thing that we could uh come up with some strategy as to either working with the homeowner owner or working without them as to how we could get rid of some of these derli houses and I mean I'm not talking about some that got grass growing up to the window sills I'm talking about some that the roofs are caving in balls are caving in I mean it it's absolutely horrible and uh but anyway it it it would just be more of change maybe a priority I think that I understand in Josh's situation this go is that um they want to see some movement you know and some of the projects they've done were fairly easy they were easy to do was easy to make a show and sometimes it is important to make showing um and and if this is from my view not all of this has got a different view but I just you know I was want to see more concentration on derc Holmes to begin with and I know that c do some M marvelous things in some downtown areas and things of that nature which I would hope to see as well but maybe not right out of the shoot um clay if let's just say that we did go to 50 or 75 or something of that s nature and we had a maybe a come to Jesus meeting with CRA about they're prioritizing their projects that they're may be more helpful the city likes or the council likes better you take it back up later on you could you could do that I think we have to be very careful in dictating based on our ability to adjust their funding what they use their money for they are a separate entity for the purposes of spending that money so I think we need to be very careful attaching strings to that but you're exactly right it could go back up in the future so I spent some time um rereading the original resolutions and the ordinance that was passed I believe it was 2017 2018 was was the Genesis of the CRA um and and it 100% was blight focused 100% there was no doubt rereading those that was the clear state of purpose for the establishment by those in the public that were advocating for the establishment of it as well as just reading it and what the council at that time unanimously voted on it was for blight remediation um I I've pretty much heard non-stop in my my tenure as a city council member of frustration from the public about the CRA and how it's expending those dollars I will say to be fair I had a conversation with a Crestview resident Crestview has a CRA and they they express some of the exact same sentiments and criticisms of their CRA that our citizens have expressed over here because the CRA is not I I don't think it's an easy concept for people to wrap their heads around it it just isn't both in the funding mechanism as well as the purpose of it um so you know I spent time explaining to that Crestview citizen about how the CRA should work at least my understanding of it how it should work um I I want to express my dismay uh in the recent decision by the CRA board to not pursue undergrounding of utilities uh to pull a commercial building off the tax rolls and then when they had an opportunity to fill it with something that would actually bring Vitality to this community they they voted that down um and then there was a motion to even sell the building which I would be in favor of because if you're not going to do anything with it at least put it back on the tax rolls and that failed um I am I'm thoroughly disappointed in not anybody in particular I want I want to be very clear everybody that is on that board as well as Josh as a director has put forth a tremendous amount of effort and there is I'm not taking shots at Josh or at anybody but I as in general I don't think the CRA is serving the purpose that was intended to or the purpose that we intended to uh so I I think that we seriously need to to re-evaluate it that that's my my viewpoint on it we really need to evaluate are those general fund dollars that come out of our general fund where we can use them they're the most flexible dollars we have to to provide for infrastructure to provide for other public services are they are they being utilized in the most cost effective way I I I don't know but I I again I'm do want to express my dismay with the recent actions of of the C to to not take some action on some projects that were presented before them that that quite frankly to me were a no-brainer yeah I agree that that was a frustrating that was a frustrating result in that meeting um the undergrounding uh seems like something that is one it is also blight mitigation but two it's it's an important project that um that we probably wouldn't have been able to do or certainly didn't have the resources to put together to start the process we've been talking about that for a while but we haven't had anyone to Champion it or or guide it um and they got it down to a really good number least Josh got it down to a really good number that's incred um and that's that frustrating uh the parking again is an important project that we've got um that again is taking a burden and uh um and some of the lack of capacity the city has off you know so it gets it off our plate and begins to address it not sure that we'd really be doing much with parking Beyond just trying to fill in a couple spots something we've already identified um same thing with some of the reconnecting project we actually have a we had a commitment I think we still do from them to actually use some of those funds as match so what I see there is again I'm seeing you know a significant OPP portion of what they're committing back to the city having been something that was out of the County funds as well it's not just our funds it's a force multiplier and so not having it at all I think would be a huge loss um and again the amphitheater we've been talking about that for a long time but with ODU is getting a grant on that not good um and now we're seeing resistance even at the as a TDC TD tdt fund project and that makes it even less like to happen so I I understand the frustrations but I also have a lot of neighbors that have taken part in the program and I was at a public meeting where other parts of the community that haven't been participating are starting to actually become more aware of it and start to actually engage and start to see the benefit of these programs because again what happens is these things act as a force multiplier where one house in a neighborhood actually starts to get improved and it has a trickle effect of non- City funds non-count funds nonc funds that actually are private funds that people then invest reinvest in their own Community because they realize that the benefit of improvements is tangible and that it trickles down to them so um I you know I think we do have to have a long discussion we do have to establish some priorities I think um but I think um there's definitely a benefit in having it that I see partly because it's detached from us because it's not us forcing something or guiding something this is supposed to be something that's outside of the politics and here we are starting to enter politics into it um but does require oversight so I'm sensitive to that but it's it's complicated um so I'm glad we have an opportunity to talk about because I think we do need to have probably more than one conversation about this let me ask CL quick questions so we could maybe Advance this a little bit what can we prioritize clay as a city council honestly you can't dictate anything to them unless you appoint yourself as a CRA board and if you want to reappoint the Council to be the C board itself you have that discretion under the statute and then the prioritization is the amendment of the plan um the CRA adopted a plan um and this council blessed that plan and that's where we stand is we have an adopted CRA plan um the amendment was done in Conformity with Florida statute to amend it again requires them to bring it to you to do uh and in terms of their priorities their priorities are set forth in a plan it's not as though they get the flexibility meeting to meeting to change that plan and so and that was part of public comment and involve the public had to yes as well as input from the other taxing Authority the county if they wanted to County had their opportunity to hold it as well and so I I would know I'm not saying that their failure to do so should be reflected as approval consent waiver anything of that nature no different than yours if you don't comment on it but what I would say is once that plan is adopted and you've gone through all those steps the ACT to amend it starts back at the CRA level not at your level the county level or the other governing body but we we are very limited unfortunately and what we can dictate to the CRA of what they can do I think we have the luxury of being able to say in this case that we feel they've deviated from their mission if that's what you believe they've done that's what justifies it the ability to reduce the funding percentage does not require a change to the plan this stat you I want to be very clear it is not an amendment of the plan that changes the percentage it's a change to your ordinance says we can go anywhere and obviously it's the 95% of the difference between two different calculations but no less than 50% is counc and evence note that's an ordinance change that you do when you bring your number down the county number drops to what whatever number you said at it's automatic that seems like the easiest route that's why I recommended that over amending the map because amending the map would require an amendment of the plan itself I I do I don't want to dismiss or dism diminish the force multiplier that is the county funds and I think that that that's a good thing however I don't think that it is the tail that Wags the dog um I think we need to make decisions based off of what what the CRA set out to do and what it's doing now the fact that we get you know whatever number that was that you cited per 5% less in County funds that's just the way the cookie crumbles in my opinion the to me the the flip side of that coin is we it very easily and I I understand that I have some council members that are Avers to this but to me the other side of the coin here is we could just as easily say that we're going to set aside $800,000 a year for Debt Service and go out and get 1020 million and in one Fell Swoop do some of these projects that we desperately need done whether it's a fire station whether it's infrastructure whatever the case may be because it's it's general fund money we we could easily do that well well well let me clarify councilman I do apologize I want to be clear you can't do that without Borum dollarars without a referendum now if we we have $800,000 of other monies and I do want to be clear it's not as though you bring this money back in house you can allocate that to Debt Service or to pledge that Revenue now if you bring this money back in house oh allocate that somewhere else in the budget and pull $800,000 out of another fund then you can do it but I want to be clear one of the CRA issues they are able to bond the Tiff money they have without going to referendum and that's what the ourc is not doing that I want to be very clear but they have that luxury whereas the council does not have the ability to pledge AB theor revenues but you are correct if you use it to offset another fund balance and then seek debt service or a debt facility you can do that but I just didn't want there to be a miscommunication about the pledging of revenues that are avalor in nature so so in that case we could easily designate ourselves as a CRA then we could actually just call it out as a bondable revenue and go from there well you would only you if you designated yourself as a governing board you could certainly Bond revenue for the purposes that come to the CRA trust fund for the purposes that are in the plan not necessarily for City needs but for that Mr Mayor well what I would say I want to add one point on to that though mayor before we go on apologize k um there is case law and at least Guidance the attorney general that deals with the scenario where bonds have been issued by CRA or debt facilities created when the trust revenues have been pledged for certain Debt Service everybody that's contributing has to keep contributing until those are satisfied so understand unless you plan to satisfy the debts yourself you and the county both they're on the hook the moment they pledge any Revenue so whether you do it they do it or somebody um it's probably important to consider that that we talk about today if we're reducing the percentage you definitely need to do that before they take out any debt if they ever do it's not like they can do it to snap their fingers like borrowing on a credit card but it is something to consider but also the other thing to consider is what is the life of this agency that has been created it do you wish to have it continue for the remaining lifespan that it exist or is it something that this is step one of what may ultimately be a we need to get rid of this because the moment they pledge that Revenue they have to exist long enough to pay it off and so now you're going to be tying your hands another way and you don't approve their issuance as a debt data so just something to be mindful of uh couple things and then um so something came up during that CRA meeting and Clay I think we all need to get your thoughts on this in terms of the fire station uh my understanding is that being a city facility that would seriously limit what and how that would be done but how realistic is that um goal on their part I'm not going to say on our part on their part actually it is on your part um not to be dismissive when I give this answer but the statute says that it has to be approved by all of the taxing authorities that contribute to the Tiff for something that's outside of their plan or for no for the fire for specifically for fire for buildings for fire stations um and it's a or it is or a community policing initiative or fire so there's been a recognition over the past 20 years in Florida that blight and blighted structures present fire hazards drive down ISO rates drive up insurance rates in accordance and for that reason there is a need to develop fire facilities so when we look at this when you ask how realistic is it this is where I don't mean to be dismissive it's as realistic as you and the County Commission agreeing on it and I'm not saying that as I think they won't I'm just saying takes three votes here takes three votes there so if six Collective out of 10 vote to do it it's very it's very realistic if they want to do it so this one's a so this is a special category that's a little different than the typical facilities that we've talked about in the past terms of City facilities administrative facilities things like that yes very different it's actually authorized by Statute short answer I'm trying to pull that citation up for yall but um it is very different it is very clear that it is permitted as a use under Florida statute and it doesn't create additional liability or risk on the part of the CRA in terms of its original Mission statutory guidance because it is part of the statutory guidance correct so under 163 370 is where it has to be and I'm missing it right now as I'm scrolling um be a little smarter here and try to exponent this for y'all um allowable uses um the following projects may not so stick with me here because I'm T may not be paid for from or finan by increment revenues construction or expansion of administrative buildings for public bodies so there's your city administrative buildings that's out the door now there's the whole other set of public facilities that if they've been in your Capital plan they have to be off your Capital plan for so many years before they can be added in still not talking about those who then it says administrative buildings for public then says or police and fire buildings comma unless each taxing Authority agrees to such method of financing for the construction or expansion comma or unless construction expansion is contemplated as part of a community policing Innovation so the only way you're getting anything for police is the community policing Innovation is the easiest way to think about this and for fire um is if it is agreed to by both and I would note that there is the opportunity to explore it with administrative buildings but in the history of cras in state of Florida there have been very very few administrative buildings built by governments that have all agreed that have not been subject to grand juries they usually always end up a problem fire and police are different and it's a specific call out so if both of y'all agree it can be done mrb clay can we resend our approval of the CRA plan this point um to amend the plan is what you would be doing and it requires certain notice and elements to do so can you do it sure but does it actually um all you're going to be doing is going back to the original plan and if you're going to undo all the plans my recommendation will be the easier option is to dissolve the organization because if you have an organization without a plan you're required to have a plan can't just not have one so what are we collecting money for we violation and derogation stay law can we can we compel them to revise the plan you cannot what's the what's the Thought what are you thinking just as I I stated earlier that the the mission of the CRA as it was brought about was blight I I don't see that in the current plan I don't see how many things that are in that plan are are black related for the can I just follow up before go ahead I'm sorry I just want trying to get um so what do you think of U the public input that they had received and the guidance that they were receiving in general you i' I've heard from some people that directly attended multiple meetings and they do not feel like their opinions were reflected in the plan ultimately as well as my own I I was interviewed here in City Hall and I don't feel that the the plan reflected the the views that I expressed Amy clay what does it look like if the council here wants to become the Council of the CRA is that what you're is that what you're approved by resolution it's a resolution so how long does that take Well it can't be tonight it could be your first meeting in December why not be tonight notices well first off it's a resolution um secondly we would have to have that resolution prepared and adopted I mean if you tell me to run back to my office right now go in the conference room and try to whip up a resolution I'll go to work but it probably can be done in an hour but I don't know it can be done in 30 minutes or 29 minutes with all respect so two meetings one meeting what one Mee next literally it is your next so if this board wanted to take back over and become the CR board all we had to do was say so and change a resolution adopt a resolution yes statutes 163 357 as an alternative to the appointment of the agency the governing body May at any at the time of adoption of the initial resolution and here's the key part or at any time thereafter by adoption of resolution declare itself to be an agency in which case All rights Powers duties privileges and immunities shall be vested with the governing body subject to the respons responsibilities imposed I will skip the other three subsections and sub two um about what has to be done there but the short answer is it is adoption of a resolution and with the end you can a governing body which consist of five members there's the only other thing I will go and tell you y'all consist of Five May appoint two additional members to act as part of their agency the terms of office of the additional members shall be four years so it could be U plus two or it could just be you that's your business the council's original inclination was to be the agency so you can go back to it if you want have a part two to that question what does it look like clay if we wanted to dissolve the entire agency that's going to take um two public hearings through first and second reading of a ordinance to do a disolution certain notices would be compelled to the state um the cleanest way to do it because I have looked at this already and an abundance of caution is to dissolve it at the end of its current existing fiscal year so the tax revenues are collected and stopped and then the money is reallocated in accordance with dr's guidance so that was my next question so say it again so if we just if we choose to dissolve it they're going to have some things in Play Let Them finish finish it this year yeah let them finish this fiscal year collection that's but can we do that by becoming the board first and then determining to dissolve it could we do it that way of course okay and I that's what I I mean if you're going to do it that's how I would recommend it because otherwise they can commit you to to debt to what to debt because they can exactly so so let me go over we asked the question what what are our authorities so when you delegate Powers which you have done to a CRA the only powers that remain vested with you are as follows determining the area to be slum or blighted and to designate an area for Community Development into holding those those areas so expanding or Contracting the area that's the plan to the power to Grant final approval of the plans and modifications so you can't do it all you do is grant the final approval of the plan or its modification the power to authorize issuance of revenue bonds which is not something that you have the sole Authority over but it's something you continue to have the authority to use so could you possibly stop theissue revenue bonds it's probable under the concurrent Authority there um and then it's the power to acquire dispose remove property iment domain and the power to approve community policing Innovations that's something they never get to do you do so outside of those six things those are the only thing you retained power to do when the city and I say you I understand it was none of you but it was the city council when they invested it outside of those six things they gave up all other authority related to C and what about the county as far as and of course now she's just saying perhaps you know if we were to uh now once we we dissolve it then that County portion would not go to this to us it would it would not no we would not that would be to extended to extend the money's reimbursed and not expended it will be remitted to the taxing Authority who would have originally collected okay well I think we need to you count cost for anybody makes a motion to do that um plus what would Our obligation be with this council's obligation be uh in regards to being a board member no different when the city council was the last time mayor they're just City coun there additional meeting additional time additional yeah you would actually have to notice you're acting as the CRA and have a meeting to do something you could do it on the back end of your existing meetings you do on the front end of one of your meetings but you still have to meet monthly okay in a case like that I guess he would be the acting director or manager it's up to you that would be up to you Mr right now Mr Urban has a contract so to be clear just because y'all become the C doesn't neate his contract be somebody on outside of course it could could yeah this only talks about who the board itself is just a clarify on the on the collections we're now current currently collecting from both taxing authorities if the if the council takes over as a board we no longer get the county get it it dissolve mayor's question was up disillusion the money we don't get to keep that money I'm sorry was it confused me I'm sorry so so for instance let's say there's a million in the bank and part of it was from you part of was from the county you don't get to keep their part of it to spend how you want that's how I interpreted the question may sorry I mood thank yeah that was question uh Kobe can we please direct the finance director to run a report right now for to see how many contractual obligations that CRA has I'd be interested besides uh the directors are they obligated I me you run cont we have to get with them and figure out what they done I mean I know the parking studies under contractual obligation um I'm sure there's a few more but Consultants but in terms of employees that's the only one can yeah can you tell by what you're paying can we not tell by payments and what's being paid through contractual Services we would be able to yeah we could figure it out thank you so if we um if we did change over and have the um Council act as the board being that there's two additional seats I think it's interesting to have a conversation as to including a seat from the county at some level um to get additional input again um I believe there's been some consternation uh about those funds leading City without input but I think providing some active input from the county might alleviate some of that especially since there's obviously opportunities for collaboration if you do it I think it'd be a good buy go ahead so if if we follow that train of thought my question is can we maybe as an interim measure or step one step two measure we move make make ourselves the board of five and then add the two additional positions later clay or do we have to do that all at the same time we need to do it all at the same time but we don't have to name the position it's just to say that we're including them yes that's all you'll be doing yeah I would yeah it's got be you you're designate yourself the board electing to exercise your statutory remedy to have two additional persons yeah if we want to keep the county in there I would highly suggest that you do that under one yeah it's 1B 163 357 that language says may it's easier to get the it's hard to get an agreement among seven it's hard to do it against five and I'm all for including the county but I would I would recommend it staying at the five of whoever's on this council with the input I mean they can everybody's going to have the opportunity to speak at the podium and we can listen um but it doesn't have to be a formal so I would like to see it just stay at five so so can I let me say this there is another way to go about this I'm about to make this m mayor might like it may one an interlocal agreement between us and one or more of the taxing authorities May provide that one or more members of the Board of Commissioners of the other agencies may be members of the taxing Authority including as part of the governing body whose membership would be considered an additional duty of Office of the member in other words technically if you said we're going to designate ourself as the um agency we could say we only want it because has to be not fewer than five nor more than seven so you're at five or seven you could say we're going to designate our self with three people from here and then we'll let two Council two County Commissioners be on there as well so you can split it if you really wanted to but it's it I can tell you this when we looked at this once before it is incredibly problematic based on everybody we talked to seven years ago when this thing first started they prised against the dev to do a by local I'm in I'm in favor of designating ourselves as the C board I agree I agree I have a question just a couple things um one clay you have any idea how many cras in in Florida have the city council as their board I do not I know when we looked at originally were told a lot I believe CR is CR is now they were not at one point but they're by okay it is but there are some it's not what we used to be when we started the city council was so I would say it's it's not at all uncommon um that City councils at sometime function as that but it is I can't give you the percentage of the breakdown I would say they're probably more that are not than are and probably by a wide margin but so I the reason I ask is because you're right the city council back then which was none the one sitting here correct correct created CRA for a reason they created uh and they were the board and they appointed the board which is still pretty much I guess the board that the CRA has now is has anyone that has left the board we' got a few Chang a few changes so what the city was trying to accomplish Lish by creating a CRA in the first place so what I'm hearing because I'm I'm just taking this in because the history goes back well before us but you guys are more familiar with it than I am but I think that we invested in something I look at everything this way the city at not not us particularly but the city invested in this organization to start and accomplish things that the city council couldn't do as effectively hopefully that that's that's idea that's the idea and so over over this time I know that some concerns have been brought to their attention um and I don't know how many of those concerns have been remedied or addressed I take it not a lot of them um but if their original main mission was to address blight um I've said all long part part of the difficulty and it's probably statute you guys and Josh can certainly tell us but the people that need the the money for these grants to address the blight on their homes are required to put money up first and then get reimbursed if they had the money up front they would fix the bite themselves anyway you see what I'm saying so I think it it that has been a stumbling block for them to accomplish some of the things they need to because they're asking poor people to come up with money to address work and then get Reimers of the gret am I correct in that or actually they've they've introduced some additional programs don't require any investment on the front end and those are income based so they do have an option now um it's limited and it's it is the first year I believe of that but uh but they do have now they do have a program there was some reservations early on because of the lean process because you are leaned for three years is it three or five with with some programs you lean for three three to five years five for inome base five five for the income base but there was a lean on on the other one there's not okay so there is a lean with that one there's some reservations on in terms of folks being afraid of that process right um but again there is a a a option now that does allow income with income verification a grant and it is not requiring them to do a match on the front end so there is something now okay and so so that's kind of what I'm leading to I think the CRA like any other organization have have tried to they have to identify theel they had to kind of grow into their own skin I'm not defending the C don't misunderstand it but I think our responsibility uh as current city council members a lot is invested in creation CRA that program you just talked about just in the last year how long does it take for them to get to that point you know to to so that it's more helpful you know another process to help people reduce this BL so you know to me we we invest in something like this we hope it will be successful I think we all would like it to be successful but we really we feel the crunch of the of the projects we have to get done and we're searching for the money to do that with and I get it I understand I'm on board with that um I just you know we we we approve these board members on the CRA we just recently approved the reappointment of of uh um Mr Henderson as the as the chair and uh Kathy Mosley as a vice chair so we we continue to keep these folks in place and in charge but we're not happy with the job they've been doing so that that is a bit of a mystery to me and it's not a criticism I'm just saying are we invested in their success if we are let's find a way to ensure success if we're not not and if we think we're at the point where we shouldn't continue with the c okay but I'm just I'm just sitting here in in leaning back and listening I haven't said a word and I'm I'm thinking of the time and the efforts that we have invested in CRA and other people do those board members and it's just like main stre we want all these organizations to be successful we want Miss Henderson's organization to be successful and they have to be and we're responsible for making sure they will be um so if if if we have expressed our concerns and they're not being addressed you know by the by the CRA um I I get it and we have to move forward and do what we do I just want us to really think seriously about what this affects and if there's a way can we if we become the board if are we do we want to become part of the board to to dissolve the organization or do we want it to continue to function and if so how would we do it differently than the C the current CRA uh is doing now so we have to ask ourselves that that's that's what I'm asking if I'm sitting on that CRA board now and the city council or are we going to be able to do that's different than we're expecting them to do and can they and will they do what we're expecting let me give you a little little dab of history is it you know when we we started looking at CRA several years before we came on and uh we were looking at cities like Mariana and some of those that were being fairly success and so we thought it was a good idea and I do too uh they we started off with what like 90% of the city limits which was very very unusual uh s 70 well well we out Wetlands wetlands and government property right right yeah and so but anyway and so we that was really odd and then uh and then we took it and it was obvious we had a uh not to throw down on Council because you know most of them were not you know business operating people that type of thing they they uh they just didn't have the mindset really to to make a real positive change in the community so we selected a board that we felt I could probably do a better job and uh and you got to think about it now we've got uh some real Innovative uh out of the box thinkers here business people here you're not you may not always have that you may have the next Council come through here maybe I don't want to call him a name but it was not the people you would choose to move the CRA forward and so uh so that's always a scary thing you know that we set this up so that we can make the decisions and then we have elections come the next four years and next thing you know you got a whole new improvment here that really needs to hand it back in the hands of somebody else that pay more attention uh but anyway that's kind of and I understand what you're saying uh but I also understand the frustration that we've heard here as well I don't know that we have to be in a really big hurry to to make this shift I would think that we weigh this thing out and uh and uh you know and deciding whether or not we have those two extra seats I think is a real important question I don't I would prefer it just stick with us but I also want to make sure I secure that backing that we've got right now come com from the county so I uh um but I think we ought to just give us a little rest it needs to be brought back and let's make some decisions maybe a little hard but at least we' thought it through yeah right now I've got consensus from three of the five that want to see a resolution at your next board meeting to appoint you as the governing body so any other feedback on that is appreciative because otherwise I'm at least going to bring one back to not delay it because I'm hearing consensus can't ask for a motion but if somebody tell said you could go in the back room and 29 minutes go now I'm down to being able to do it in 10 minutes I that's GNA be a little tighter come on now I know you're better than that said I said one thing I just wanted to say that um we still I think we still need to talk about the percentage at the end of day that we're going to leave in um even if we're going to have more control if that happens the reason is that when it was established it was done at 95% the maximum you could statutorily do and is it also 97% is the maximum you could do by area of the city or can you do 100% no you can do all the cities you want to well we basically maxed it out why did we do that because property values weren't blowing up that's why we didn't expect them to actually get any money to work with if they didn't so it made sense when it was done by the same token property values have fundamentally changed South uh south of I 10 development has exploded and that was not part of the math when they set that up so part of it was but you know and that was my you know what I mean typically the C clean up a neighborhood improve the value and they earn their keep whenever it all improves whether you're around or not you really didn't earn your key I will say if they did it with all of that 10 blowing up then that was a mistake to Max out completely um because we have to provide services to those areas and we need to have the money to be able to do it so I have a concern about that I think you have identified the exact debate that occurred at the time that possibly could have happened at this level but only happened after it was approved right mayor I I will say this if I canc have go Ahad I want to make one com about the percentage discussion with where youall go go ahead first I was just going to say it can be changed every year can it not yes so at budget time when we going to set the tax rate the millage rate we can adjust accordingly at that time depending on what's going on so even though and I don't find that problematic for us to once they commit funding though so if they borrow so if we do the fire station and we borrow we're going to have we're going to have to be projecting so that that minimum that amount that stays in so we do have to be once there's borrowing you have to be extremely cautious about changing the rates are you planning on borrowing this money so what money there's no money yet we're having discussion I'm saying but if we take it over are you I mean that conversation wouldn't we wouldn't even even have to have it unless we're considering as a depends how long you want to wait on a fire station that we desperately need do we have projected cost on a fire station I know what let me say this that is your advantage is the flexibility of using avalor money set into that trust to bond to cover things you would not otherwise be able to do that is the reason a lot of these City councils do come back and appoint themselves that being said to this conversation if the council wishes to be the C board and I think the mayor knows I encourage the council originally start out get an idea what it's going to look like and give it a fair shot the council after about a year said no we want somebody else to do it for all the reasons the mayor described but I'd seen how many groups around here started out with another board and then took it back hold off on a adjusting your percentage if you're taking it over until you determine how much of your plan is able to be done with the money you're bringing in right now you're bringing in a set amount of money I think the CRA and Mr Irvin's here and I he'd probably be able to well jump up and talk to you about this the CRA cannot accomplish all of its plan based on its annual incomes the only way it would ever complete its plan within its projected lifespan would be the bar to do that is a very serious undertaking that all of you have to consider if you're going to do that figure out how much money you need on an annual basis to come in based on those the other side is your starting point is fixed our first year's avalor rate is fixed what is our increase going to be year over year after that well that can be projected gentleman sitting next to me is probably going to look at me be like you caus me a headache here to do it but it is it is not that complicated I've done it before exactly it it is not that complicated it is something that he can give you that projected rate and show what it looks like and by the way you have very good financial advisors in pfm that if we start talking about borrow money are going to come in and tell you this and then that's what you need to see so what I would say is don't make too many changes at once or you're just hamstringing yourself because I can tell you this going back up forget it you're never going to get more money pledged back in from the other t authorities if you do that to it's going to be a bigger fight change one thing at a time start with who the board is if that's where you're going then look at the plan and then look at how much money is needed to fund the plan you may not like what the plan is I'm hearing that right now and if you don't like what the plan is change the [Laughter] plan part of my conversation but that's part of the conversation you get to have I didn't hear the comment she said why did you vote it in they have final approval they didn't approve it they just gave the final approval so we talked about that earlier but I need five minutes before the next meeting starts so I
