Lord and what you would have us do more so than than ourselves Lord father we thank you for um Mr wart and the impact that he's had on our community we pray that you'll be with his family throughout this difficult time father um Lord we we thank you for the the weather that we don't quite get the witness but with that father also comes great impacts and for those that have been negatively impact councilman passed away on the 17th and this is in regards to Mr M work the city of fank Springs would like to express our gratitude for the years of service Paul Donald McDonald Mack work Jr provided as a member of the city council as well as actively serving our community his entire life Ma and his family have played a significant role in the betterment of our community Mack will always be remembered as as one who was determined to get his mission done we want to thank the work family for Lending ma to us and for the follow and and for the and following his lead and dedication by your participation in our community and for your service on various boards and committees that support our community I personally thank the family for their love and their sacrifices made throughout the the house uh he was here in our last meeting we had talked about this property across the street um we we burn up a lot of a good time and expense I'm hoping that we can make a decision to let him move one way or the other so where can we add him to the uh mayor if you want to um will be your item but if you want to add under me we can do 3 C3 we'll do it before the airport after the where 3 C3 on the regular agenda we we'll make it 3 C3 and then move uh everything else down accordingly okay that's okay with everyone all right so three becomes four is what you're saying yes ma'am okay all right uh any now what was the change add you wanted uh mayor if we can I'd like to add under me it'll be this will be actually will be number six and seven now that we've moved these one the first one will be the Jacob's B monly report and now when you say six and seven we're already at six right yes sir so Shi one two three four five six so yes it'll be seven and eight correct so seven will be the Jacobs by month report and then number eight would be the airport terminal update and those are just updates so everyone's comfortable with that we can go ahead and have them give it and get out of right um kby will will go with u life enrichement Senor Senator thank you mayor so um at our last meeting the council wanted me to go and do some fact finding and come back since then I've spoken to the County Administrator I've spoken to Mr Joel Paul the executive director of Tri County I've reached out to um Tri County CFO and gotten the information from them speak do that so I spoken to the CFO got that information at the same time the mayor and I was approached by and I were approached by the Council on Aging to discuss this as well we had that meeting with them and we can discuss that here in a minute so um I got information from triai County I reached out to uh County CFO couple times now I haven't had a response from her know if she's out of office or not especially with the storm so my number is going to have an assumption in there from the County's perspective what they've always provided um and speaking to the county I will not guarantee they've seem favorable in supporting the calls either way however we all decide to go um from my numbers looking at it you'll see I provided to some of yall this is not on the attachment so you're just going to have to trust me um in fiscal year 20 two the senior center ran in the black of $4,200 so they were in the good but it did not account for auto insurance in fiscal year 23 the senior center was in the red $3,000 but that was very closely associated with increased Personnel cost so you see where that came from and then in two fiscal year 24 there were $7,700 in the red again very closely associated with Personnel cost increases the revenues have been uh strictly for the most part budgeted anyways uh the city's contribution and the County's contribution they do have some other Revenue through the year uh which is some miscellaneous income from snacks um and miscellaneous income is what it says I don't want to interrupt you but I want do want to make a correction on those items when they were listed as in the red those were actually uh Reserve funds that they were requested to be expended so there was a request to expend the funds during the year because the reserves were exceeding what track county felt comfortable carrying so that was actually requested of the director I don't want it to look like they're losing money correct so okay uh the CFO did say that they currently um read her email right a reserve of $9,800 almost they had I believe 17 had to dip in that to True up the account over a couple years correct but it was at at the request of Tri County they that's yes sir that's I'm just that's what she had sent me the financial statements but correct uh in fiscal year 2025 so the current budget for this for the senior center they had budgeted 15,000 membership dues and revenue and 60,000 in program grants which is the city's 30 the Count's 30 um obviously they had offset that was balanced budget looking at track can't looking at the cost of the senior center roughly 88 and a half% of that budget is Personnel cost to their overall um for the city to do such and to not impact any other line item within the senior center only to change Personnel cost which is what we would automatically have to do um there are certain things that the employees that County do not get that the city does provide for example uh the manager U their retirement is a five up to a 5% match ours is an automatic base of 13.63% State you know by state law F FRS um healthc care they provide Healthcare but we also provide HRA which is $1,800 a year on a particular plan $5 toward Dental per month and $4 and a half dollars toward life per month and then uh the assistant out there they do not currently get retirement they would get retirement under the city um they met our requirement um and so they mean they already don't have health as it is they wouldn't have it here based our policy the current rate of pay for the manager at the senior center is $18 an hour the current rate of pay for the assistant is $13 an hour we have a $15 an hour minimum so that assistant would have to come up 15 at a minimum and then looking at the senior s the budget and again until I was to dig truly down into it I would associate that with a pay grade of 65 which at the city is a started pay of $21.93 so it's almost $46,000 annually um and so with that comes increased FICA increased retirement and those costs work comp so if that was to be the case the city would see an increase cost in Personnel Services of $1 18,26 again this is rounded this isn't approximate but it's it's rounded and so that is only Personnel cost I have not increased or decreased any other expense um associated with the budget of senior center and also so this is under the assumption that the county was to provide the same support they are now what about their assets like for example you said about the auto insurance but they don't own that vehicle it's my understanding that Tri County owns that vehicle any asset that the CFO any asset that was that's a senior center that was purchased with senior center funds would stay with the senior center regardless who was to run it Tri County will not take assets associated with seni Center so have we looked and gotten a list of what those assets are she has for she had the CFO was getting has not provided those to me just yet I do know the county has some assets to day long obviously the building um it's my understanding that the county purchased a van this fiscal year to give to them as well so that would stay with the senior center unless for some they change their mind but I think they would leave it with that and then what about those costs that you're quoting the Personnel costs is that what it is right now today because every year that increases so just it's going to be 18 this year but next year F FRS will increase the that is a that is I took uh what we use for the city our budgeting we use for this city for personnel total cost employee I put in the same formula and this is for 25 right now so whatever the 18 is now it's going to increase yeah like everything just like for the city all right this is on top of our 30 that we're already providing yep okay and so that's that's some of the numbers at the same time like I mentioned Council on Aging approach the mayor and I we had that meeting with them Council and aging expressed an interest in uh taking assuming the operations of the center um Miss Alicia is here with CER executive director um I spoke to her today kind of give her an update where we're at she's here to answer any questions you may have about that um that I've all shared with all of you so that's that's where we're at that's the information I've come back with you want to bring her up it's up to you yeah if you want to come on up and we'll you can kind of the sort of the offer you made us you can make it to the council okay I can do that um most of you don't know me my name is Alicia Brackins I am the director now at the Emerald Coast Council on Aging we went through a name change we were formerly Walton Okaloosa Council on Aging and so I I just have a a a brief thing that I want to share about our why because um it's it's deep within us to do this and so um we want it we we care about our seniors we're already serving a number of seniors and so I wrote it down because I um a little nervous I'm usually behind the scenes doing the stuff not out in the front but it's okay together we can accomplish so much more than if we're divided our focus is the same which is our seniors and they're all here plus all the ones that we have at the Council on Aging the extensive experience that we at ecca and Life Enrichment bring together by working closely with seniors is our in our community every day is amazing the alignment will allow the unified approach to doing the very best we can for all seniors in this community our combined passion for our seniors means that there is a team of dedicated passionate people with a deep commitment to our seniors in all stages of their process I'm so sorry y'all I'm so passionate about this we have the admin efficiency needed with our team and the current alignments and Partnerships in place to provide an extensive amount of resources to our seniors and our community the joint venture allows for more collaboration more activities Better Community overall we will be stronger and more unified for our senior population we are committed and positioned to increase staff presence support in whatever areas that are need needed at the Life Enrichment Center this is not for our financial gain we are a 501c3 that's purpose and desire is to be helping hands for all of our seniors we don't make more money if we get more seniors every live person that walks in doesn't make us X number of dollars we will still apply for Grants and additional funding as needed we do not only serve low income um we submit requests for proposal proposals to retain state and federal funding contracts that provide a number of services some of the services are free some programs have an assessed copay the county has 21% of its population as seniors which is about 14,000 people this city has about 18% of its population as seniors which is about 1,00 people I don't think they'll all fit in the room we have a lot of work to do for this population and together we will accomplish more together with the focus the experience the alignment the passion the resources and the efficiency we have what it takes to move forward in 2025 with with the seniors of the city of defunc Springs um I have our report card I have testimonies from Seniors that we've serviced that we have brought from the worst possible situation into where they're functioning now where someone could go pick them up they would go to Life Enrichment Center you know that they couldn't they couldn't get out and do their own grocery shopping and now they can we get them to that point we want them to be self-sufficient and stay in their homes as long as possible and be able to join this group of seniors as soon as they can and this might sound terrible but every one of us in here are one fall away from needing some extra help and that's what we do and we enjoy doing it and our seniors are is an amazing group of folks and if you're not in their lives I hate it for you it I do let me ask you a question now the council will certainly ask you that's based on you know Kobe just shared just on payroll what it would the additional money would cost if we took it over we can do that um what do you see do you see uh any expenses you know and it's not a problem if you do but just you know what do you see it costing the city any additional monies well currently as I understand the 30 the 30,000 the city is contributing to to Tri County and if y'all can continue to do that wonderful of course wonderful but if not we're GNA move forward okay I I don't care I'll bring I'll bring Susan on tomorrow I will hire her tomorrow because she's doing a a marvelous job with this group yeah okay so you're not asking for any extra fund she will get a raise she'll she'll get a very nice raise and so will her helper it'll be somewhere in the neighborhood of what he said but that's between us and her but it's going to be it's going to be nice because we have to have a decent wage to get people to do to do good work and and she's doing good work right right but I'll say this I had the and you know we met the other day I had had a few negative things to say and and I'll be honest at the end of that hour I was pretty well turned around okay sweet I appreciate you know they showed me their finances the whole nine yards uh and um they seemed a whole lot more solid than I had given them credit for but uh we open it up for questions for from the council go ahead Mr may I I would just like to gauge the the membership's interest where do where are they wanting to see this go Council and aging or or they want I don't know that Council and aging okay question that's unfortunate that's unfortunate mayor yeah oh I'm sorry that's okay um I I'm so appreciative that that we have someone stepping up and and making that offer and I'm very grateful that we have an option um my feeling is that uh we're we're a city for a reason what is a city what why are we incorporated why are we a city I ask myself that question every now and then when something difficult comes up is it Water and Sewer no that makes you utility is it gas no that makes you utility what makes us a a city the services that we provide to our residents and those in the surrounding areas when we provide opportunities for kids to have Parks when we have sidewalks for people to have accessible neighborhoods and we have roads that are safe and accessible for our community that don't flood and don't have potholes we're working on it we got work to do but we're working on it and senior centers when we provide for our seniors who have been with us through their entire lives and moved here late in their lives and that are now looking for an opportunity to contribute back to our community with their particip because they do volunteer work throughout the community uh and countywide and I think this is an excellent opportunity for us as a city to step up put a little bit more skin in the game augment the County's effort to put a little bit more skin in the game because they've up the contribution that they've been making over the years and they did the van uh and although we have the blessing of a backup plan and I truly appreciate your work youall are doing great work but my sense is uh you've already seen it but you know I've been over there talking to them and my sense is they came to the city first for a reason and I think that was the first reaction because of the feeling of a disconnect and and I'm not this is not nobody knows who we are or what we do and and that's that's that's why I'm trying to take a stand for it sure but the disconnect between the ability of who does a membership go to when there's a problem and I think they saw a disconnect if there's a problem at the community center now or at the senior center now and it's under the city's management they know where to go and when this crowd shows up we're going to take action uh I like that local government control goes right to the people that are being served by it and they influence us directly and not through federal and state so so again it's such a blessing to have options and it's and and it's and I really appreciate it and I'm so thankful for the work that you're doing it's important work it's valuable work Rhea hope that that the community is working on is going to be a great opportunity for for partnership I don't see why that membership wouldn't begin signing up with you immediately anyway and going ahead and and having a closer relationship and I would say if it's and if it is at the city I would I would ask for that from our our end that we work partner together with whoever is directing it which we would expect we know who that is but with whoever is running it actively engage work with you on an ongoing and close basis and and have more of that interaction and get the benefit to both them to have the access as a community to the people that are managing their budget for lack of a better term uh but also to get the services that you offer which are so valuable as they go forward and I there's nothing better than to see someone come back in to the senior center after being out because of injury or or inability to get out and that that is a that is a treasure and that is fantastic and I appreciate that and I thank you for that I don't think anybody knows that's what we do and that's what we do we've been doing it since 1968 and we're not going to stop yeah I thank you for that any other questions first mayor I'd like I just I'd like to share some things not necessarily directly to the new director but welcome I haven't had the opportunity to meet you so thank you for what you're doing um and taking over the um Services mayor can I ask a question I think that's okay go ahead I mean Council that's okay go ahead I'll no no were you not finished no I just wanted to share that um I know we'll find a solution and we must find a solution and as I told us the last time I'm I'm part of this group I am a paying dues member to the senior center um and I value what they do over there my concern is um I like the fact that uh Emerald Coast has come forward and offered uh another solution my problem is is this is not core services that our our seniors are in need of and with that being said it's not a core function and I'm concerned with the critical needs of the city and where we find ourselves now I'm totally fine with giving the same amount of services the 30 ,000 that we are uh providing I don't have a problem with that but taking it over I my concerns are it's going to continue to increase so our 30 right away is going to go to 48 and then every year afterwards it's going to increase and I know that we have some problems now for example we just had a meeting at our last meeting the CRA discussion where it kind of went sideways and I'm trying to figure out how can we get back some of the monies that we give to CRA so that we can apply them to some of the core needs of the city so I really think we really need to consider what Emerald Coast is offering keep our 30,000 contribution um every year allow them to work out uh the needs because it sounds like they're going to keep everything the same if not increase but not ask additional monies of the city is do I understand that correctly okay I might be missing something because there seems to be some come on up front please and the other thing I would like to say is is the count what has the county said are they going to continue to provide the building so that the that's not changed are they going to continue their services at the level that they are I think there's a lot of questions that still need to be uh just with all the rest of it inflation happens to us every year just like all of you so 30,000 doesn't it's not every year 30,000 not in the way the economy is now I mean it's going to have to increase just like everything increases for all of us I mean not that it needs to be a lot but you know what I'm saying just your name for the record uh Charles green that's just our I think most of Us's feeling and I and I appreciate that and I'm just stating you know speaking on behalf of what we have to also decide as far as uh increase cost out of the pocket and what do we do because we do have some essential Services uh infrastructure being one of them that is a large concern so I'm not saying cut the funding point of Mr Mayor point point of order maybe just let me wrap up and then uh okay um that's good mayor I'm fine anyway I would like to I I would like to encourage us to think of potential Solutions this being one of them to keep the funding I'm fine with us keeping the funding um the other solution that I thought maybe I would help with if if this if another solution is needed is s is Susan even in the room I would help with starting a new nonprofit if that was the case because I think that's the best answer I do that's why I like the nonprofit um you stepping forward saying that you would and because you do the essential services and this is the non-essential side okay well I know it used to be under the area agency years ago before before it went to where it is today so I let you come up just a minute give you a little bit we're gonna hear from both sides of thing whether you vote or not uh go ahead go ahead you you point of order yes I I would like to request that we have an orderly discussion among the council and then we can open it up to to public comments but having this this back and forth and Interruption I don't I don't think that's orderly in the way we should proceed I like to have orderly discussion from the council from the diet can open it up to the public we can do that we're limited we're not going to talk all night and leave them out of it but for now I'm not advocating to leave okay well I'm just I'm just telling you I want everybody speak your piece and don't come back 14 times he was next and that's okay I think he wanted to respond to something it's okay so um we I've actually talked to Susan about a nonprofit that runs parallel to it whether it's at the city or elsewhere and actually JB hilard has been mentioning this for a long time about an entity that would assist with the things that we see in government that caus us to not be able to do common sense things like uh you know certain types of donations or or or certain types of activities within the center and I think a nonprofit will be very helpful to that additionally we I actually anticipate that we will have great opportunities for funding options in terms of we actually have a Grants Department that's not going to hold uh them back from actually pursuing actual grants and other funding sources because it's actually been actively discouraged and and I think we can we have the opposite mentality where we would actually encourage that kind of thing there was a there was a reserve there was a $177,000 reserve but it was asked to spend down because they didn't want to carry Reserve because it's not good if you have Federal income to have extra dollars because then they don't want to give you as much so there's there's an operational problem a bureaucratic problem and we offer a solution to that and when we don't have a clear solution just by being at the city we are open to things like the nonprofit which again we' we've been discussing and I thank you for volunteering it because that's actually something that we discuss so again uh those things are on on the table as well uh yes I did have a couple questions for for you if you yes ma'am um yeah this a this complicated thing the city is not in the uh in the business of running something like this really so it's it's new to us the whole concept is um and I guess it's new to your organization as well so well to me well I mean as far as running a a senior we have four senior centers that are Recreation Curr that they have not as much Recreation it's meals and they play games and they do some wee bowling and some of that kind of stuff in South Walton Freeport Paxton and inac springs gotcha so countywide okay um so you know I'm not a person that likes to see things just stay the same oh yeah I think they should always we should always all be seeking Improvement in whatever we whatever we do and with this Center I would like to see it better whether the Council on Aging uh uh is running it or the city of defc Springs is running it that's to me the direction we need to be thinking if we if the city's going to take it over we can anticipate increased cost I mean it's like I say there's there's inflation and things do go up and it cost more and you have to consider $330,000 a year is not going to stay $30,000 a year when you add 50 members a year uh because we do have 50 members a year so I'm just saying yeah you know we we have a lot of things to consider and so as far as your your organization taking over it um would you be planning to expand services and and and um improving things absolutely offer more expand more I I mean I want to get to a point where we're not having to ask for $30,000 from the city we can get grants to cover it I I don't want to have to ask for money for for our seniors we want to be able to provide for them and we can right now without the 30,000 I can take it on right now without having the 30,000 this year we could do it right you know would it make it easier and we would do more because we would have an extra 30,000 of course because that that just makes sense we would have more money to do more things right but but more people you know but but we don't gain anything from having 15 20 400 more seniors coming in we're going to just we have the staff already in place I got 28 staff members at the Council on Aging and I would share half of them right now to go over there and help every any kind of way any kind of way so as far as staff goes would you need any of the square footage that's in the building now for additional staff I don't need any square footage in the County's building for for staff okay so but we would like to retain that building because it's an amazing facility and we could do so much more in that facility I mean we can you know I I I have visions and ideas for more things and in in the Council on Aging with Life Enrichment Center that with the things that we can do Seniors Helping Seniors you know adopt a senior uh adult dayare for seniors you know bring back some of those things because we've all got aging parents I have two I have two mothers not that they have to come into your facility but those are those are things that we dream about doing at the Council on Aging those are additional things your parents are going to need adult daycare one day because you still have to work and provide a an income and so sometimes people need they need that extra help they need someplace to be able to take their mom so they can go to the grocery store we provide those services and would continue to do so thank you I'll give it to you in a minute JB hang on could I just have two followup questions so I'm hearing I I would like to know would I heard you say you would hire Susan tomorrow absolutely would she still be in charge of running this program the way that she has absolutely over the year because you know when I'm heing we want to come in and support her and help her be able to go further do the things that not mandate changes for her or the seniors no no I want her there to do what she does so well and we would bring her on to do that and if and support her and give her more staff and if the count count chose if this whatever this decision is if the county decided to remove themselves from the process because our government's going to take it over that building belongs to them let's say they take that building back would you have the space where you currently are to accommodate these folks or would that become an an immediate need I'm in a city building too and I I don't have the space in that one city building well that's what we need to know to make it formed decision have congregate space I could I can probably officiate 70 to 100 in that dining room back there that we have that we've you know just remodeled it's a city building we've replaced the roof paid 35,000 for a new roof paid $50,000 for the day and they come every day yes I have seniors Monday Tuesday and Wednesday in all four of our facilities okay well I appreciate thank you thank you Mr Mayor so I tend to agree with uh with councilman Valley's uh analysis of of the situation but I do want to add uh you know over the years uh being on the council for five years now uh I remember having a a lively discussion it always came up at budget time about uh the extra programs that we supported whether it was the senior center whether it was Main Street whether it was uh any number you know the Eda Etc and one year councilman mcnight uh made an interesting statement and I'm I'm going to paraphrase because I don't remember how exactly he said it but he likened our support of the senior center to our ability to kind of offer programs that we wouldn't be able to offer otherwise uh and I I that struck me in that moment and and it's stuck with me ever since and I I I've come to agree with it I think that the city needs to support its seniors uh you know for so long The Stingers have uh you know it's a great generation and they they have given to us and so I I think it's appropriate that we support them um you know hearing and seeing everybody here tonight it sounds like that there is a ground swell of support for the city taking it over so again I I I tend to agree with councilman Val's analysis excuse Mead give me one more second sorry I'm nursing a cold here um there's going to be increases every year we we see that across the board for for everything um but I I think that there was a very succinct Point made by councilman Valley that I I wholeheartedly agree with and it's something that I've always talked about for the five years I've been on the council we're the government closest to the people and in today's society it's it's flipped on its head everybody's focusing on what's going on nationally when the reality is the business that occurs right here twice a month impacts those people far more than what goes on in Washington DC and so I think I think it's it's critical that we have services that people can can access those that are leading it in in a quick and easy way and I can't think of a better way if we continue with the Tri County or if we continue with with Council on Aging it's a layer of abstraction and we we we've technically done that it was with with Council and aging many years ago and then it was with Tri County I I say we chart a different path this time and I say we look at the city doing it and then that way it brings it closer to the people um I must cut it off earlier we Mr Townsen have you identified sources of funding to make up these gaps for us um I mean next year we would obviously include this in we would have to include this in our budget we can make that work in the current fiscal year with those changes we've had a couple unanticipated revenues I think would offset this expense we had a pretty hefty uh code violation that was paid that would offset the expense we have an item tonight that could possibly have funds to be used to offset this expense so I do think there are unanticipated revenues this year that would offset the current year expense I'd like to go ahead and make a motion that the city takes on the um management of the senior center and the activities that are going on there all right JB you want to come run down appreciate the opportunity I'm JB Hillard and uh I've had no contact with you people except the email I sent to you yesterday y'all can't hear me can you hear me better is this thing turned on I don't know treat treat it like it's an ice cream C I'm speaking right into it yeah it's got a little button up there turn this thing off he got a good voice he usually no problem you just G to get on top you got a control back there turn up can you hear me in the back hear it is everything's quiet anyway as I was saying I've had no contact with you folks except the email I sent to you yesterday I did that as a courtesy so you know where I was coming from tonight um I'm not wanting to run around town and try to cut deals and get on the phone and Lobby and all that stuff I prefer to do this in a public transparent manner so we have a uh as as Todd said a gentleman and a lady conversation uh but I do have some alter to views on the matter uh the COA representative did an excellent job in uh uh uh expressing what the COA does and in fact the email I sent to you all recognize that but the Life Enrichment Senior Center is a total different operation when it was conceived 20 years ago it was with the intent of having an adult recreation center and that's what it has been uh the Council on Asing I did a little research since they got involved I got on the computer and uh found a little information I didn't copy everything there's so much on there drive you crazy uh for the Council on Aging type operation and a senior center operation but what I did find it says on the Council on Aging uh as a lead agency in the programs that they receive federal state and other funding for services and donations for a meal program they for age 60 and above some are based on income some on age but the priority of services must be targeted to lowincome older individuals including low income minority older individuals older individuals with limited English proficiency and other individuals residing in rural areas they offer Home Services meals and other programs under the older Americans act community care for the elderly Alzheimer's disease assistance and some caregiver programs that's in direct uh uh opposite to what we have at the Life Enrichment Senior Center the LEC is a adult recreation center it's not a home care or whatever what the COA does is is excellent it's it's bitles to our community but what they do not not disparaging them at all and fact my mom and dad used to go down there and when they had a a good meal program and eat um anyway Senior Center is normally for age 50 and above they normally charge a small monthly annual uh dues They're ran by the city or the county as a recreation under a Parks and Recreation type operation um this is what they normally do we we have a little unique situation here I understand that but I want you understand what an adult U uh Recreation Center is all about uh they provide an opportunity for seniors to get active both mentally and physically enjoy various social activities improve the overall quality of life and if we write a place together and host activities for classes trips exercise and fitness programs computer classes arts and crafts recreational educational and social activities health screening for services special programs with speakers volunteer opportunities dances and it just the L goes on and on now can you equate that with what the COA does how are you going to merge that and make it work it's not going to work it's not apples and oranges and that's a fact of life is common sense it's reasonable and I'm happy that the city has stepped up and made an offer to to uh take over the program I a even worried about finances but let me tell you something the dues Out There is $60 a year it hasn't increased in 12 years 12 years the the contribution by the city and the county is increased very little from 25 to up around 30 or whatever it is uh the county has just purchased a uh van over a two-year budget period uh to provide transportation for some of the activities that they can't do anymore and uh that will be available uh to the uh to the operation back when uh this thing was started off I'll be honest with you nobody knew what we were doing U but uh track County stepped up and uh offered to become a partner and uh thanks to Cindy Meadow who was the county commissioner at the time uh the funding was provided by the county and Kenneth Brion chairman of the board at the time made the motion to uh take their available office and turn it into a senior center and the city came on board as equal partners with Tri County being the the uh uh administrative a agcy in my opinion the reason it has worked so well up until recently um Tri County the administrative part is in bonavi 30 mil away and they didn't come over here very often and when they did it was only for a short period of time the success of the center has been from the operations Viewpoint or or side and of course Amy I mean Susan has been charge of operations for about 12 years or so that's where the success has been is it the the uh separation of the two services are important to the community you can't merge the two and have the same level of service for either one something's going to suffer uh we don't have the room out there to expand very much uh it can't become a meoc site because of all the activities of the LEC the recreation part is important to seniors that are 50 years old that are that are uh U active and available so that's where I'm coming from I suggest that that the city pursue this with the county to become the administrative agency and uh one thing I stood out uh I was out there today it's been 40 days since this occurrence not one email has gone out to the membership Tri County has failed to follow through and give access to whoever to communicate with the members they come out there they're there for an hour or so and they leave they don't speak to anybody we got to resolve this thing and get it back on track thank you for your [Applause] time Melinda Henderson resident of C agree with everything that uh Mr hilard has said but to boil it down not only are the services that each organization is supposed to deliver radically different the philosophy of care has to be radically different in the senior center they promote Independence in the Council on Aging the majority of those clients are dependent in one area or another it's like um having the nursing staff from the nursing home have to come over to the rehab center and fill in over there where the philosophy is care is radically different on the nursing home side the patient can do whatever they want to it's their home on the rehab side they have to get up and meet that rehab plan and it doesn't happen when it mixes so this is the same thing yeah I want you to come up no no no no I wanted him to come up sorry quick quick mayor before he begins just um on the email thing I'll just say this Tri County tried to get it over to us last Tuesday with the storm they didn't make that so I did receive that today I have what we need to do that um obviously if we took it we would change all that but they tried to get to me last week storm happened and couldn't get it to us all right go ahead my name is Kyle TBS I'm the business manager at the Council on agent I kicked off the ECA so we just talk about the council C Council I wanted to impress a few things one we're not stupid people if we have to manage a business differently we do every one of our programs we're doing today is different it doesn't mean that we don't love seniors that's the base here to me is do you love seniors we love I I spend weekends in emergency rooms we do all kinds of stuff that you guys can't even imagine what it takes to run a center I keep thinking oh it goes to the city if it did are you GNA have the same care and compassion do you have somebody who's going to do what we do what Susan does Susan is there 80 hours a week you got people like that that are going to come we have them and we're not stupid we know it's an activities based CER Center we're not going to throw um respit Care at a at a place that's not even close we want to start for the same premises everybody else they have 300 seniors we have 200 we want 500 seniors together that's a big block I can do a lot with that as a business manager I can go to w chip I can get Services I can bring in access to the s team the sexual assault response all those contacts that we have we're in every agency that's out there because we are and we would like to bring everybody together and bring those resources together if they don't want them that's fine I just want Susan to run the operation the best you can and I think we got the best chance to do it you were talking about1 18,000 or 19 or $20,000 for the salaries you got to pay all the bills you didn't put in for Netflix you didn't put in for this water you didn't put in for because they do have the water they pay they have other things that they're paying you did you put that in did you processing the pay roll all those administrative costs I I got plug-and play I can do it tomorrow and I keep telling everybody it will happen tomorrow and we could put it all together and everybody would be happy and go right back to where you were tomorrow physically that's impossible you've got board of directors meetings you got car out you got worked with Carls and are our Auditors so we there at Tri County we got some work to do but never notice it you won't have 150 people coming to a meeting we can take it over tomorrow and solve all your problems and we have great leadership we love seniors we love sus Susan has been to our agency several times I don't know what she would say if she was standing up here but I would hope she would say give this a chance this is this is the right way to go you don't want to be bothered with you want 150 people every time they want to change something they want to go on you don't want those fights we eliminate those day one we have all kinds of the conflict resolution we're in the business every day she wants no change at all we we'll have no change at all but if you want other people to really get involved and make it a better place we got it you had the confidence in our agency in 1964 we got sorry when you gave us the building over there we haven't come back to you and bothered you at all and we're serving well we did $25 million last year 2003 you have our financial status that's how much Services we we're doing our services are all out in community we do 255,000 meals and 15,000 hours in people's homes not in this house over here so I just want you to consider us a little different than what's being presented because we care Mr Mayor Alicia cares and we'll make sure it works thank Mr Mayor I I just want to make a brief comment real quick but I would like to say something the word Federal funding gives me a heart attack how many times you heard I'm from the government and I'm here to help you we don't need to have that kind of help thank you very much I I just want to say briefly I don't doubt The Compassion of the Council on Aging I've just heard the comments of our citizenship and what their desires are I don't want to get this conversation end up hitting one on the other because I think that both organizations are extremely important but the will of the people is in the end I believe is what matters here and we are a representative of the people at this government level and that's what we're here to represent I'm going to allow two more people to speak now we've heard good representation on both sides this issue and go ahead and state your name for the record I'm Rickard Scott born and raised here in defunc Springs and played a little basketball that got me a college education which allowed me to get my masters and PhD and I spent the rest of my life with nonprofits I created a nonprofit I ran a nonprofit I was on the board of four different nonprofits what I'm hearing tonight just amazes me I'm sorry I've been back here five years it appears to me that the council just doesn't want to take control you don't want to run it you want to give it to 513 if you think you're going to have power there forget it the board of directors of that nonprofit's going run it you're not going to have any power she's already said doesn't need your money so what are you going to do are 20% of the people in this County not worth $30,000 and you guys figuring out how to run it clarification the motion was for the city to take over operations of the senior center I I hear that I just want make sure you hear where I'm coming from we don't it's just the opposite of what you're saying though pretty much is is what I'm hearing I'm sorry what I'm hearing is just the opposite of what you're saying that we are understand the motion but I also know it can be voted down it could it could could sorry okay I'm a little disappointed in my city okay I came back with my brother got I hope that to me it just boggles my mind mind that you haven't figured out when you give somebody else control you don't have any and hopefully you learned from this lesson you gave somebody else control and now we've had two two City Council meetings over this spent how many hours you probably spent a lot more hours outside of this meeting I find it flabbergasting thank you very much thank you that's all right last one come on my name is Michael Axel um I'm from Florida and uh I lived here in MO there in Mossy Head for a while and I moved away and I came back well I I came back and I and uh I had gotten into U the clinic down here and they they talked to me about volunteering for the board well I went ahead and volunteered I didn't know a whole lot about it but I'm uh I'm sure that uh there's a lot of other volunteers here too and we volunteer we don't ask for money so you know that's just part of the elderly okay thank you very much all right we're going to go back to the council I've got something I think Council heav counc Heaven Can I can I speak you can so um I just want to touch on one thing that JB said uh membership dues have not increased in all these years we they they are $60 I don't want to increase the membership dues but if need be if that's what we have to do that's what we have to do um I want to touch on Kobe I did have excess funds and they were starting to exceed what Tri County wanted so I have to had to spend them but at the same time we still have $9,000 I believe you said in these excess funds because I got terminated before I could spend the rest of it and uh that will get us so now we're only at 9,000 for the next year um we are hoping to increase membership dramatically um I think this publication and all this stuff going on will up the Senior Center membership um I do want to say that I'm very thankful for Council on Aging and their offer and what they have offered to do in having a meeting with my members today they are completely opposed to that and what I would like to say is I appreciate the motion and the second and if you guys take these people all these loving people in as your family you will not regret it you will be surprised we are going to take this to another whole level and we will make the city proud thank you thank you very much can I just say one thing I was coming up with trying to figure out a solution to all of this so can we direct staff would y'all change your motion to direct staff to do this as a special Revenue fund which would allow it to be taken out of the general fund it'll allow the solution of them raising their own monies um but there's the finance director will have to do a little bit of work so that this isn't a general fund issue if the city of a special Revenue fund yeah that's not based on that but also the um the county needs to continue I hope support because the membership is County and Citywide it's not just City in our membership that's something the city manager and the finance director can do on their own outside of the motion if that's something the council wants to address you can address it in budget time the motion did not direct specifically how the funding would go so in terms of if what you're wanting is for them to book expenses and revenues separately or create its own separate accounting I'm just providing yeah I'm just providing something that maybe the council you know us as a council wouldn't recognize but we could put this as a special reoun they can take that as direction that doesn't have to be part of the formal motion yeah no objection there no objection okay let let go to V mayor I've got a I need I think we need to clarify some things for we move forward just to make sure everybody is of aware of some of these things um first the expenses expenses I gave you they're they're balance so there's nothing that we don't see so far um I makes I think everyone may have a little bit of a misunderstanding this would be a department of the city this is not a separate entity that just operates on their own that department operates under me in this Council that's correct so I want to make sure everyone's clear on that this isn't an individual organization that person who runs that Center reports to me and takes direction from me and then the what division of this council is so I want to make sure we're all clear on that so we don't have misunderstanding come tomorrow um and then third the process this isn't a tomorrow thing this is we have got to get with the county we' got to ask for them to do this if the council so moves forward we got our locals updated things have to be given so I just want to make sure we're are we all on the same I know we are I think I'm make sure the Public's on the same page of what this actually is can howon can can you get it on the agenda tomorrow I can reach out to the County Administrator I'm not going to guarantee it for tomorrow but I can reach out Miss Diane could probably help you with that a little bit I can't hear you I was saying you could probably help him out with that a little bit thank you ma'am okay with that understood you ready to vote one M um I have spoken with Susan uh a few times about this I think she's done a wonderful job with it with uh the enrichment center and I think most people here would agree with that [Applause] but and whichever way this goes we have to be objective if we didn't discuss this tonight we we we received a little criticism a few minutes ago about discussing this but that's our job if we didn't discuss such things we would receive criticism from someone that's not in this room tonight and we would hear a lot of it so we have to discuss these things and we have to be objective we have to look at all sides and one side we have not looked at and it and it has been uh discussed Kobe and I have discussed this and it's not my concern it's just the way it is it's policy as Kobe said whoever is the director at this Center if the city takes it on would report to the city manager regardless who that is right now is Kobe Townson whoever that person is has to go through the hiring process of the city of the JC Springs there are labor laws and we have to abide by those and I I can let clay and Kobe speak to that um and and that's just something that I don't know if anybody has considered that but it's something we do have to consider so would you certainly anyone's welcome to apply that's not an issue but you are correct for someone to apply for employment with the city they have to go through the standard hiring process of the city um certainly I don't think we have anybody inh house that would be able to move into that can't Rob one department for a new one so it would be an external hire we would skip that internal hiring process at this point but it'll go straight to external hire in this situation since it's a new position can we go ahead and move to create the position tonight but it's not advertised I mean I think we have to get the inter local I think you need to make sure this is where you're going to go I mean if if the count if the county were to push back on you you may not have it but I mean the point is for us to take this take it over to me that is implicit within the motion if it goes forward okay yeah and to go ahead and allow him to immediately advertise and get this thing rolling that would be part of taking it over yes sir yes I I do I do think uh Council woman comments were were appropriate when it comes to considering the special Revenue fund and evaluating that so I do support the staff evaluating that and bringing back an analysis and a report to us um in in either the the next meeting or the meeting after so I give them a full month to to perform that analysis on whether we need to to book this into a special Revenue fund and have it all separate or whether we you know keep it as just a general ledger item under the the general fund so I do support that analysis and bringing that that back basically sure sure I think that that's a good a good exercise in looking at that and I just have one additional item it's just that which depending on how it goes whichever way it goes one thing that I am concerned about is you know we are a stakeholder one way or another regardless of how this goes and I just want to make sure that we're able to keep working with Tri County in the interim to make sure that we have some consistency and some Cooper operation uh you know understanding where it's going once once that real Avenue becomes apparent so with so certainly with regard to that it's important to understand there is an inter local that's in effect right there's an agreement with Tri County that's in effect that is in effect until it is officially terminated that has not been done by this motion that's what Co when Kobe saying updating the inter local that's what he's getting at so yes we obviously will be in that position where that's what we have to do and um certainly they're still in it at this point in time are they working with us Tri County are they amendable to since our last meeting uh where we're headed with this yeah Mr Paul I spoke to Mr Paul as Tri count position and they will they will hand it over to the city or whoever the city chooses uh in that transition and the county have you had so I SP not the board yet when I spoke to the administration they seem that the sport may be there um that's something you know I'll talk to Clay about the appropriate steps to go forward it may be tomorrow to bring that up and then at that point start moving forward with some of these initial undertaking task that way when we do get that interlocal updated we're already ahead of the game we sure don't want to get rid of interlocal we're not prepared to do such so yes okay is that I mean if if your questions have to do with this motion I can talk to him afterwards we can we I mean whatever [Music] what s 107 wow of the world record is 122 a lady from France that's what the guinner book War well she should have called up the Guinness book little records because she would have beat the record by 10 years 130 wow was there an article about that you you want one of my rep apparently don't get no know yeah love I mean did you write I know that a lot of the records in din CLS aren't right because I went to Saudi Arabia in the military and I saw with my own eyes the temperature was 134 degrees several days in a row for a high and yet the SCH world record said it was in California in Death Valley 132 I'm like no it isn't I guess you don't have any any authors from the yeah nobody wanted to go there but it was 134 when I was a kid I I had 40 below zero that up state New York where I grew up and then so I decided I ran in that so I decided to run in 132 so have to work we were we had a fence around our compound and I put on a pair of shorts and I ran around the dirt road for just about a mile just like I said I ran one mile 134 degrees so I run out everywhere from 40 below to 130 that's 174 Dee difference 32 I don't know how long run I think people exaggerate like people around here because it's Florida I heard somebody on the radio stopped it but I don't know 10° is not now it's it's just feels different yeah now that can be painful that'll cause a sharp pain [Music] sometimes well in my 40s I did a lot of ultra marathons and I had run since I was 12 but this was a new experience for me because I was running for 50 miles and I realized early on that it wasn't really extreme pain I was feeling it was just a different kind of feeling in your muscles you feel like and you just force yourself to keep doing it realize got depends on how bad the pain is it just changed up everything yeah it can get really bad my late wife Carol for 11 years she through hell and they ended up putting on on and after years of being H it she got addicted so between her knee infections and herio dependency what come in at one years Ace 20 years I've been retired for longer than I was in though it's been just over that I spent a year in South Korea in 2002 work a lot I didn't get much time I was in accounting and finance all right we're gonna call this meeting back to order we are down to three C2 so it's the council appointment yes sir mayor so the council back at the um first meeting in December I believe uh discussed this ultimately voted to bring this back when there was a full Council present and so this is the first meeting since then and all members have been present and so it's up for discussion to the council and mayor go ahead May so uh again I we don't need any controversy and and there's no reason in stoking fires I generally would be in favor of sending it back but I'd rather just try to move on and and cooperate uh as best as possible um and just U see if we can't just Garner some cooperation on some other issues and just move on um however with that said I I do think that we need to have a conversation about what we as a community want from this tourist development tax that is in place uh are we talking about Farm the table are we talking about Outreach into our rural community around us are we talking about uh a business model or a tourism model that's associated with the beach or separate from the beach I would argue that we need to be separate from the beach economy uh because a monoculture is a very dangerous thing to be in what do I mean by that I mean if you only got one crop and you got one insect that only eats that crop well guess what all that crop's gone I like to have variation so that we have uh the ability to maintain I think our city is a great place for weddings I think our city is a great place for music entertainment in the future as we grow uh the core um but what I want to do is as part of this whoever is on that I want to have a a discussion and if we need to push it um to later that's fine but based on the document that was handed out a discussion about what the citizens want to see in tourism in our community I know they don't want Saturday traffic I know that but where do we want to go how are we going to provide jobs for people that are based on this trails that's a great way to get uh Trails environmental ecotourism whatever you want to call it rafting uh kayaking we got stuff we got great things here we have wonderful assets uh and I'd like to see them utilized but I want to know how people want to see them utilized and whoever's in that spot will be following that road map I would encourage the council to look at bringing up those type of discussions in one of your workshops I know we have a few already scheduled the TDC is re engaging at strategic planning sessions which used to be a much more robust planning process than what it has been in recent years U but the timing of that if we could have it in one of our workshops over the next two to three meetings would actually fit in very well with that timing so that whomever gets the nomination um would do that but I think we do probably owe that turnaround time um I know Mr augen I don't think he's here tonight he was here with us the last time but they have a meeting in February that are looking for a recommendation whenever they can what the sorry just quick what what's the time frame on the Strategic if we get it within the next two or three meetings we'll be fine so as in like bi-weekly or bi-weekly meetings yeah so again that is where the entire agenda for the board is going to be set for the year we need to be engaged in that and if we don't have someone on that board we're missing a little bit but if we don't have someone on the board I'm GNA show up as a citizen Todd how many years were you on that um it was a little over four years no no I'm sorry it was two half that list where so during my tenure I I regularly advocated for um a a complimentary U type of Tourism to to the beach we we can very much be uh a a relief for the beach right when the beach is crowded when there's bad traffic down there people can come north and experience defc Springs my my wife coined the phrase thanks to shiaka we were the original TED Talks uh and so we have a lot of culture and a a rich diversity up here that we can offer um that that is not the beach and and you know anecdotally we hear from people on a regular basis that come up from the beach and say I love this I I've always just driven through and I love this town it reminds me of my hometown and I love being here and I think that that is something that we need to capitalize on so I think that's something that we need to advocate for um I am I am proud of the fact again that during my tenure we we actually were named in the Strategic plan uh the Hall of Brotherhood is named in the Strategic plan currently that that's in place uh there is there was a um a carve out in the current strategic plan for a visitor center of course I regularly advocated that it be it that it be here that there be a North End Visitor Center that's located here in defunc but I think that again a lot of this conversation could probably be covered um in in a workshop but with that all being said I would like to nominate uh councilman Josh gers to the TDC that's second all right I think you got a little white there any comments questions I've got a I've got some that I can say now and some that I had to carry home with my wife and few hours um I I missed the last meeting where we were able to fully discuss this I um I took it to heart when I first heard that the board had kicked this back actually literally watching it online as they did because I felt that it it was um not respecting the wishes of our Council Council as a whole however I've also sat back and I've watched uh different meetings since that time when when this Council discussed the issue while I was not present um matter of fact Chief Hurley called me and said you just been nominated and told him after him and the mayor so councilman Valley's put put his heart together with a lot of these things and he's taken some hits on it that I don't appreciate but I I do appreciate his comments after that though and the outlook on it because um I can see where he's going with it some people are put in positions at times to advocate for our community advocate for our town and to ensure that we get the resources and like you said in the spirit of cooperation um there's some things we need from the county that we're going to have to ask for I don't want to take that as a all right the city has to respect every wish we're part of one big team we are Walton County um so in the future moving forward I would like to see that that respected as IND idual municipalities as well those are just a few comments yes um Mr Valley made reference to what citizens want you just made reference to respect and I'm for moving forward as well but we have to be respected when when when they voted not to accept Mr Valley as our nominee we are elected to represent the citizens of this of this town so they they not they made a statement that said your city council has no right to choose who represents you and your interest with TDC funding or whatever input and things that we can add to the TDC and and we should take that to heart and I'm I'm I'm a person that wants to move forward but I also want to be respected I I I don't I I want this Council to be respected and I want the people that live in this city to be respected because they are voters as well and they they not only choose the city council but they choose County Commissioners and so that respect has to be shown and we can do this tonight as a as a fa as a as a good faith effort to show that we are decent people and we want to move this city forward and we do need their help but there should be mutual respect there I expect that and I don't think that's too much to ask um so I don't understand uh why why they did what they did but um I feel very strongly that we have a right to choose who who we want to represent our city on on this very important uh board and our citizens expect that so I hope they respect the fact that we we are um we are serving the people of this of this city thank you anyone else all in favor say I I I I I I I scary thank you very much all he was here uh was it last meeting two weeks ago and anyway U he has approached us about now he was G to build on the lot kind of across the highway over here it is uh couple comments I wanted to make on it is that it is in my opinion uh a very hard sale to get somebody to build on on that property over there obviously it's not been built on in in my 74 years uh and um and anyway but what he was wanting he was wanting access off of is that SLO SLO SLO it comes by our part because what he's going to build is uh uh structures for some contractors and I can tell you firsthand when I started Contracting in '89 there was nowhere around here to move move into a facility that set up contractor I'm talking like AC Electrical uh you name it any type of Contracting in the building industry there was just nothing here and uh so I rented some spots and end up having to you know tear out walls do all kind of crazy stuff until I built my own it cost a lot of money but anyway he's building some for people like me in 1989 uh and U but you know most of those people going to have a 16 18t trailer behind them quite frequently because they haul materials uh to the places they go work and they don't want to pull up 90 turn into his drive straight in off of 90 with all the traffic coming off 331 pop them in the rear end as they're trying to get off the road so he'd rather go down 11th come down SLO directly into his property the problem there was there's a a there's a lift station and then the electrical that operated that was kind of a distance away in a building uh which has I think a generator is not being used in it and some other I've been there for a long time it about the only one of a kind we have in our city all the rest of them are set up with exterior panels fence around them all around the lift stations and uh that this one is unlike any of those uh if he were able to demo that building he would pay for all the movement and the build up the panels he'd furnish materials furnish the labor he would do the demo work and when he gets through Paving into his property we're going to have a nice paved area on our property uh that our access to the lift station is going to be even better and it's going to cost them about 4540 $45,000 to make those improvements for us uh our Jacob Kyle Jacobs thinks it's a win-win for us uh and um I know Tony had thrown up something about there well off out there in the woods there is a manhole that's way too low I think we probably got in trouble with d with it but uh uh that you know he can K he fix that too and of course that was he thinks that's a little over overshot you know for him to get access across there but anyway uh I think it' be much improved he's already bringing some real Improvement to that Prim property over there that most people say very undesirable and U and I I hope that we could we could uh take him up on his offer he made two weeks ago which uh do we have availability that offer it was on the last agenda mayor so it's a public record it's a document okay I'm just saying I didn't know if any of these guys wanted to look at but anyway that that that's where he's at uh he's certainly answering questions Kyle is here he can answer any questions you may have uh I think it's you know if we pay for all of it it's a winwin for us because of bringing those businesses into the city but for him to pay for uh the upgrades and move to all this what that liation needs is a real Plus in my opinion yeah and by the way the rideway that this is all in goes to a big deep swamp out there it will never ever be a road you know so Mr Mayor go ahead I just want to make an observation uh because after our meeting I actually had the opportunity I was traveling from my office going east on 90 and I was I was beyond 20th Street East of 20th Street but not quite right here to 331 and 90 there was a tractor trailer going north wanting to turn west the traffic was backed up in front of the auto place all the way back and and I thought oh my goodness and I looked to see where his his people would be able to turn with a tractor trailer on the you know an 18 foot trailer or whatever and I thought oh my goodness with the growth that we're planning for this is going to be almost impossible during high traffic times with if his I just could see traffic being held up and or multiple accidents because if he's got somebody to wantan to turn in there it's problematic I could see it and I don't I wish I would have remembered what time of day that I was traveling because I thought oh my goodness this isn't really going to be the most best solution I'm for uh having him upgrade all of our utilities down there but at the same time I I see disaster waiting in the wings for all this traffic that's going to be backed up at certain times of the day um weren't his only other two Alternatives though about halfway through that property turning going down and then the other one up closer to where the Mexican restaurant was right in there in which both of those lead to a big hole so there's going to be tons of work for improvement he's already going to have to deal with the water runoff as it is it looks like there so realistically the only thing he's trying to do is byass blocking Highway 90 to be able to get his vehicles in over there so that it keep it would actually alleviate the traffic congestion issue in that manner I would think or possibly a couple RS right so I've got I I realized councilman Valley's point of trying to get the best bang for our buck out of it while we were talking about it I'm for that um but in the end of the day if he's not if he's not willing to go that route what can we get out of it it's kind of the same approach that we're taking with the city property here behind us for old cityall all um what's the best that we can do for the people what we got I I don't know everything about that property what he's doing with it but I do agree that it would alleviate traffic issues and that's something that I do know about especially right now down here so I'm I'm I I don't have an issue with it at this point Mr Mayor so as as I Tau the staff and processed through this um I've actually been down to that that lift station before um um it was a little over a year ago uh when there was an issue down there um I actually went down there with the city manager and with Jacobs and actually I've been down in that area um but for me processing it um I can remember as a as a teenager driving by and actually seeing someone clear that lot and I don't remember who it was that cleared it but they they cleared it they put some dirt in there and I remember driving by it as a teenager and going whoa we're finally gonna build something down there and then it set there kind of you know obviously it set there empty ever since but that that memory triggered that a thought in me that you know as a city I I think that we should be um encouraging this kind of infill um because it takes it out of the the realm of a vacant piece of property and it puts you know a some sort of building on there that's obviously going to be taxable so then we we're collecting avalor taxes but then as you cited a business comes in there and starts conducting business in there and now we're we're collecting a a sales tax on that on that business and whatever activities are going on down there so when I process it from that perspective to me it's a win-win to allow us to partner with him and while we may not get everything that we want out of the relocation um if we can if we can work together and partner and get as much as we possibly can I think that's a win-win I do agree with with your assessment that by allowing them to access it from that side right there you're actually gonna alleviate traffic um because they could even come down by AutoZone and turn in and basically make that that turn there or they could turn in there you know just right here behind us I think it gives them multiple options and then allows that property to not have these huge ramps you know that would that would have to consume a lot of space that could otherwise go to to buildings and and to businesses so from that perspective that's why I'm in favor of partnering with with this gentleman to see what we can do about relocating it um I think that that's that's the smart approach is looking at it from the the fact that we're now turning a vacant lot into a business that's going to be paying avalor taxes and sales tax and I think that's a win above and beyond whatever happens in this particular transaction with moving you know the building and moving the panels uh Kyle now just the fact that that duplicates what you got around the city is that a big benefit yes makes more uni but I mean that parts are EAS accessible when you have uniform yeah um right now there's an old NCC panel that's in there that more than likely is going to need to be replaced and it's probably I don't know the price tag but it'd be up there to replace and he's willing to do it so me I'm like you I think it's a huge win for the city um just on the sheer aspect of the safety of your citizens on the roadway he's asking I think what is it four or five ft extra so you remove a building and all of your citizens stay safe on the roadway me personally that's a win-win yeah and Mr yeah come on up D is it's important for the council to understand that the gear that's over there that's vernacular the what you might call breaker panels but it's more than that this gear is 480 volt power so this isn't stuff you run down here to Lowe's and pick up this kind of equipment is extremely hard to come by since the covid-19 logistics crisis blah blah blah um I happen to have that equipment in stock because of being an electrical contractor I have kept some of that stuff because it is so hard to get and so what I'm offering is to completely update that power based to what uh Kyle has said over here move it over to make it conform and then at my expense tear down that old building which there's nothing in there but the switch GE here and an old outdated generator and once I get the building a wall out I'm going to take that generator out and give you that generator and you can put it in a museum somewhere Mr Mayor yes go ahead I would like to make a motion to direct staff to proceed with uh working with sunlighting and electric on the uh proposed RightWay access and and uh lift station improvements second have a motion second questions it came to my attention that Mr Beer bomb and I had a conversation and y'all haven't been receiving my B bimonthly reports is that accurate before I go home and go to sleep tonight I'd like to know why if you don't mind if why y'all haven't been receiving them well I they've been they were provided to the council both us was that uh August September October November um but I believe it is it's the it's the responsibility of Jacobs as a contractor of this Council to ensure they items on the agenda for presentation not not city manager so um I would ask Jacob to be timely in their submitt of agenda items would you like to email correspondence they've already received it my request to be on the agenda you can you don't make request to me you make request to staff I don't put things on agenda staff does okay all right well since y'all uh hadn't had a chance to review and it's getting late um do y'all have any questions the main thing that I've been concerned with uh the last couple of months is working on your ska system um there are some issues um me and Mr Townsen have been working together uh to try to come up with a solution um all the parts and stuff has been uh sorry lost my train of thought um all right so for the month of nove October and November or November and December my apologies um facilities that were completed um the skus systems we're still ongoing for that lip station 36 the wetwell lid at wind Dixie has been replaced um finally I got up with a contractor it's been replaced um lift station two the new pump um was installed I actually just received the second pump today at my warehouse finally we ordered it way back in June it was on back order I don't know why in the world it was uh taking so long but we finally got it in and we plan to install it at elicitation 2 this week um the station 2's bypass pump I've had Hydra service come out and replace the pulley on it um right now um some rats ate up the wiring they've had the wiring on order with everything with Co and things like that nature it's been taking a little bit of time but we are working on it where is that the station two which is where oh your main station behind the shiaka nursery the station 26 um we finally got that all squared away finally thank goodness thank you yes and we got it resolved um Lift Station 3 is rehab we're still working on that correct Kobe with a new developer kle I don't mean to stop you but which page are you on uh seven out of 40 seven out of 40 thank you sir we're waiting on um we're waiting on some information back from duberry for the station three in relation to the project uh off of orange yeah okay uh list station number seven that was hit by lightning back in July um we got with the insurance company um you know the city's insurance and they're working with a contractor an outside contractor um to repair that lift station that's in the works as well that's also uh been taking a little bit of time to get the time and material electrical components um have been taking a really long time unfortunately list station 30 uh new overhead lamp was replaced I know some citizens called in for the city we replaced the lamp on that the Station 22 one of the pumps went out we installed a new one um the spray field and around the main water Wastewater Plant um the outlining border of the fences were getting overgrown over there at the spray field we have some monitoring Wells that we have to monitor quarterly um we ended up I ended up rening a bush hog we ended up clearing all that so they have easy access and around the Wastewater Plant you can walk around the whole plant now without any trees or anything like that I'm sorry go ahead C can we jump back to page six uh Lift Station 2 I wanted to ask about that was the that was the lift station that had the big 482,000 gallon uh spill due to vandalism do we know it's vandalism I'm about 99.9% sure yeah okay because I is there is there a police report that yes substantiates that yes because that's that's not what I've heard from the police department I filed a police report with the with the police department Mr Chief Hurley came out and actually investigated for me okay well since you put him on the spot the conversation I've had with him was that they don't think it was vandalism and then looking at the pictures that I that I was shown uh there was dry rod in that hose that was a brand new hose well in the picture it clearly shows dry rot U but my question is it's hydrated lime my question is is it not our policy that we would install check valves on any pressurized line so that in the event of of Hose like this ruptures whether it's new old vandalized whatever that it would have prevented this spill in that case the way it was designed and the way I had it because this was only back up I put a bu a toble bypass pump of already installed the new pump that was there and with the issues I already had previously I said hey I'm going to put our toble bypass I'm going to hook it up so if anything happens to the submersible pump the bypass will kick on okay well on the discharge side of the bypass the way it's connected it's got to come from the wetwell and then there's a valve that's connected to the Standalone bypass pump there is no check valve on it it's just just a valve the valve has to be open in order for that pump to kick on and pump with it closed it's not going to do anything in emergency situation I understand that and it's it's my understanding that other systems in this County have a practice of installing check valves on those type of connections so that in the event that there is a rupture at the bypass pump we're not ejecting sewage back out into the system because that that pump and and where you're talking about that connection is connected to a pressurized force is it so my question is is it not Jacob's policy to put a check valve on a force man any connection any connection that we have the force mans aren't under our contract is that is that Force man not connected to that wet well it is connected to the wet well and do you not do you not maintain the pumps we do maintain pump why did you not put a check valve on the speak for what yall installed I only maintain what you install well this this seems to be the the song and dance over and over again when when we have issues it's suddenly not your problem it's our problem I'm not saying it's anybody's problem I'm saying it was vandalism well I disagree with the assessment that vandalism and so does the chief of police secondly when we ask you about making improvements like I'm suggesting a check valve that should be standard operating procedure and instead your answer is not my problem I didn't say it's not my problem well you said it in so many words but anyway carry on okay on um did you send the hose back to the manufacturer for an opinion I had the hose in my bay and I was waiting for the police report to tell me what I need to do with it I didn't want to do anything to it if there was fingerprints and what kind of um what kind of Warrant is there any kind of warranty is it just a replacement warranty is there any I believe the standard on hoses or a one-year warranty so it's brand new so it's under that or it's beyond that I would have to look to verify the purchase date but it is new okay um we have had concerns about vandalism in the past if it is vandalism I'd like to know if it's not I'd like to again we talked about this I'd like to know about what recourse we have with the manufacturer um if it's only a replacement or what they may assume no liability I have no idea but I think it's at least worth getting their input into terms of that um they are an expert on this particular matter uh that is their hose they should know if they're ruptured or or was cut I like to know does the hose have a serial number so that it can be traced I I don't I don't believe so no but they have a purchase they have a purchase order um they should be able to track it it might have a number on it it's not a little it's not a garden hose well the pictures I saw when you zoom in it clearly shows try rot it doesn't show it doesn't show a a cut it shows it rupturing from draw rot one of my concerns is if it is vandalism and we've had suspicion of this in the past we've got a serious problem where someone is intentionally causing harm to the system for either retribution or some other nefarious reason and if we need to go back to talking about cameras we need to do it um but I'd like to know what put cameras out I think we got two problems yes so we need to address both of them um but I I'd like to know which one would dealing with with that particular case can can we get Chief Earle up here for a minute Chief and I'm sorry to put you on spot but we've had this conversation too about this in the event that it was vandalism we're trying to displace that liability on the city it everything's contracted out to Jacobs but if it looks like that it's um criminal mischief or or there's some malicious intent then obviously there's several people that can investigate these these types of crimes I had actually asked you to reach out to D on in the ospice of hey D's one finding us every time this stuff happens so why not let DP take a look at it I don't think you've had any luuck with getting response out them but I just want to ask apparently there's seven investigators throughout the state I've made calls and you call a random number from Tallahassee to report it and I yet to receive a call back so I don't know what's going on there but um you know I don't we don't have a local field office to to run to but if I need to go to Tallahasse I can do that that's what we need but um of course I did go out there and looked at the line um I'm not an expert on tour systems uh rubber hosing whatever but um to me it does look like there are some dry rot on that hose um people I have talked to that are in that field says yeah looks like an old hose and it looks like dry R to me once again I'm not an expert on it don't don't claim it to be um there's a lot of things that I see that even with councilman beerbom um to me if it was my stuff I would probably want somebody that a third party that wasn't involved either way to come out and audit those sites a lot of security issues that I see um that could prent a vandalism if it was vandalism um but that would be my suggestion is is somebody that actually knows systems to come out and look at the well sites and the lift station sites and say this is what we do whether it's adequate fencing whether it's camera systems what whatever it might be a lot of these things you can walk right into um and there's tools done do Valves and all that still on site to me that's begging for somebody to to mess with stuff but um that's the way I see it so one thing I do know about this evidence collection Mr Kyle did you say that you still have the hose though so why haven't we turned that over to you yet Chief so it's at their it's at their facility um is it a big section A small section 20 foot 20 um yeah I mean I know he doesn't want to keep that back I wouldn't either I'm just thinking for I don't know original evidence collection if it is vandalism then obvious it was already removed from the site you know there so I got you shot so and it was pretty covered in sewage so the likelihood of getting fingerprints ohin G get off and DNA who's DNA there's a lot of DNA in that said I I I am curious why D won't call us back though because these spills have and we get F by d i I would Mr may I don't know proper course of action here but I think that somebody does need to help to Chief out of that as far as getting a response back from them that's that's their special B me going to Tass and I'll go with you fine with that but I mean I'm just gonna be BR honestly I think it's an exercise and futility at the end of the day vandalism or not my issue is the fact that there these these facilities are not being managed properly as an example why is it that every other system in our our County here makes it a standard operating procedure to install check valves on Force Mains so that if something like a rubber hose burst we're not just spewing sewage for an entire weekend I also have heartburn with the fact that it wasn't checked all weekend and I understand skada didn't alert yada y y but but when you have an issue at a well or or a live station um and you leave tools laying around that people could then use to vandalize it with uh when when you don't check on it all weekend and it it runs all weekend I I just have major heartburn with the way our system is being managed and it's demonstrated tonight and has been demonstrated in the past when we're call on the carpet when we're the ones being questioned and getting the letters from D Jacobs basically says oh well we don't manage that sorry not our problem and leaves us high and dry it's it's an issue what's the solution I mean do and especially for that particular one do we need to put a fence up around it I think every one of them should have have some type of security but once again I don't know we're we're dabbling off in something that's not law enforcement I can give you my opinions all day long but who funds that who pays for it who you how robust we want want razor wire want con wire you know I could get it where nobody's gonna get it in there and you can guarantee that it wasn't a criminal Mission at that point but you know who's gonna pay for that and who's gonna you know again my my issue my issue is not with the vandalism we we we're aware of there being some vandalism in the past I think it's a convenient excuse if you want my pure honest opinion I think it's a convenient excuse for this one I think this is just poor management plain and simple and I'm not Kyle I'm Notting that at you personally no it's you're intitled with your opinion and I whatever I say you're going to disagree with and that's fine but I I've had conversations with other other people that manage systems in this County and they say that it's a standard operating procedure for them to put check valves I got a check Val valve on my pump my irrigation pump it it just seems like logic and and we seem to be lacking that when it come and we're paying $900,000 a year for it well what's our record we did uh the council voted on finding Jacob's and breach of contract not too long ago what's the recourse of that action at this point Mr Townson and I actually are moving forward with that in some maners and want some updates for you but because of potential litigation that may result from that I'd ask uh we had our bi-weekly meeting last Wednesday and uh had a great meeting with do the city and the contractor uh it's coming together so the uh exterior of the building is done painted painted completed the site work is done and completed uh interior wise the floors are done all the tile work's done uh almost all of the built-in Furniture is complete uh they'll be setting countertops later this week and uh they have one storefront door uh that's supposed to be here either this week or the beginning of next week we have uh uh Michael T Baker scheduled to come for their final visit on the second week of February um they've addressed almost all of the punch list items that we had from our last site visit with uh Michael T Baker um and the Project's coming along very well my you know I'll let uh I'll let Jimmy talk to you about when uh you guys can have the keys and walk in the door and uh throw ribbons but it's it's coming together very well at this point and so um be to happy to answer any general questions you guys have uh Jimmy Jimmy can get in the weeds as far as you guys want to get into the weeds but uh I would just say what's the date so there have been hiccups there's you know there's always hiccups with construction there have been some hiccups um you know we had some Plumbing that had to be redone on the project um uh ddb uh hired a new plumber to fix some things that were done early on in the project and so um that was a about a $40,000 hiccup that ddb has handled um you know uh we've had you know several small items that were issues but o overall I would say nothing major um we have no cost overruns at this time uh from either the Dewberry side of the project or from the contractor's side of the project and I don't foresee any kind of overruns in cost and so it's a matter of right now it's a matter of making sure that when they hand this project over to you guys that you're not working on stuff and fixing stuff for the next six months we want to make sure that when it gets handed over it gets handed over done and uh you guys don't end up with having a maintenance issue on your hands of any sort um that what's up what date was that Jimmy's coming Jimmy's my jimary Jimmy's the followup for me bring Jimmy up here so come on up here Jimmy I will tell you guys too the floors came out amazing and the tile work that has been completed on the project is amazing so fantastic on both fronts and here's Jimmy for your date Council thank you for having me um as had previously stated we did have some significant delays over the last couple months um our intent was to turn over the project on substantial completion by the end of the month and we were actually I was on site last Monday of last week before certain climatic events happened and I'll be on site all day tomorrow as well to get you a substantial completion date which we kind of predict to be in the next couple weeks and then to start working through uh any list any kind of inspections any kind of final walkthroughs so we're really close um the last kind of barrage of all of our finishes uh will start to arrive later this week and then the following week um like Cliff said we were having some heartburn with our previous plumbing contractor and we'll be taking care of that after the project so you'll never have to hear about it um but we did have to do some significant repairs on things that didn't appear to be correct and obviously Plumbing is nothing to buk at um so Valentine's Day gift what's that Valentine's Day gift I would say so but like I said we'll be I'll be going through the project tomorrow um we've had additional managers on site we brought in some more superintendents um a little over a month and a half ago just to kind of help make sure we expedite everything you know and I appreciate everybody's patience with this it's it's been a it's been an adventure and I've been there since day one so and I just want to make sure we turn over something we can all stand behind because we understand I mean I saw your phasing plan you know this is kind of round one of something I think the city really can get behind you know I was just on Cliff you know they're talking about tourism where those you know hot air balloon rides just saying they look good on postcard but um but I will get that schedule over to um Cliff to share with yall if not to tomorrow but some in the next 48 hours of kind of our Red Zone um scheduled for everybody to review and then pretty soon you know we'll be doing all of our walkthroughs and inspections because I know you once we got the survey took a look at everything survey cost $4,000 uh it's Mr Town's recommendation that we ask them to incur that cost since they're taking it back um and secondly it is my recommendation to the city that while the $7,000 offer is close it does not reflect the per acre price for when we bought it originally now certainly you can choose to go up you can choose to go down it's your call we did there there is sufficient representation of the record that if the city wasn't going to use all the property once we got our well and the family would have an opportunity to reacquire it it was not a gift um that was never spelled out in terms of what the reacquisition would be but I can't see selling it for less than what we paid and if you want to make a profit that's a different story so I've gone back and looked the actual purchase price was $ 7,884 196 and then a string of 13 decimals Beyond even those two so we'll call it 7884 96 um per acre if you multiply that by the 14.19 Acres that would set a purchase price in the amount of $1,887 64 63 plus a whole bunch of decimal points that we're going to round up on that um I would recommend that plus the 4,000 is 11 15,8 18764 to be the all-in purchase price with him paying for the doc stamps because we obviously do not pay doc steams as a tax exempt entity um and the recording cost so if he wants to do that it's his deed um but I would need if the council's agreeable to approve us going to Mr Hall with that being the required purchase price on this property motion to proceed second a motion and second questions yeah go ahead I just I wasn't for the sale of the property I voted in the opposite direction even though I was on the minority end I think we should go for a profit I don't think we should sell it for what we had because land has increased significantly what year was that CL 2010 I believe yeah so you know even though I voted against it I still think the city should make money from the deal not not break even or lose it Go Ahad I I I would agree um however isn't didn't was it part of the original agreement I I don't know if we have any have it's party there was nothing written is my problem that I had from the beginning yep um and again I would go for profit um under a normal circumstances why which is why I wanted to go to the open market however you know once it was determined that there was a verbal agreement that we would sell it back to them and I tend to know that those are usually done as a same price kind of deal um that's the only reason I would support it you know was March 16th 2009 is the date we actually uh March uh March 19th was the date of recordation 2009 I look back at the minutes are you saying that it was verbally done on the it was between a for it was between a former assistant city manager director of Public Works and their family and we do have references that we have in our files that I've looked through um and it is my recollection as well that the city did not know how much we needed or where we would situate the well on this and whether we would be to situate the well and the tower next to each other and they have represented to me what I recall as well which was that Mr Holloway at the time indicated we don't know how much we're going to need we know we're not going to use the pond the answer at the time was well we may not need the pond so we'll deed you the whole piece of property because they at the time did not wish to acquire survey and as mayor Campbell will remember we had a council at a um certain era of time that did away with the requirement that anybody even have to have a survey to come through the planning department because the cost of surveying was deemed too extreme you remember that one may we we had some fun time I'll never build that one so so it the so the gist of it is it does appear there were representations that led to us acquiring 20 plus acres when we only needed about five um and we paid for it um there is no question about that so but I I will say there's nothing in writing if the council doesn't want to do it you don't have to um my recommendation previously though would be this if you're not going to sell the entire property back to the Halls you're not required to we need to go through the full Surplus process of having it surplused and then it's going to be the highest bid we receive in a sealed bid fashion um I'm comfortable enough that this is a legitimate transaction returning the property to the person who originally sold it to us M Mr ainson one question for you too I I know because I've sat in front of Judge green when he's honored these before but there have been instances where verbal contracts been recognized by the courts just as much as written contracts is that correct you can and specifically we have the issue of what would likely be deemed Equitable stoppable for an attempt to make a profit from government if somebody relied on it and changing it and that can be a verbal promise and an equitable stop a argument against government action I'm I'm just in agreement with doing the right thing to begin with so what we agreed upon before is what we should honor today any other comments so what where did the $7,000 come from clay what was the origins of that so he proposed $7,000 and he buy at 7,000 an acre I got you that was his proposal to us originally we paid $174,100 for this property in 20 I divide that by 22.08.2012 [Music] thank you was the per acre price in own and today Kim do you know what per acreage in defunc is because I can tell you I recently was 15 grand and that was about a year ago it would depend on the location I'm not familiar enough with this location for not to put you on the spot for reference it's off koi Burgess Loop and it is effectively the pond site on this property 14.1 Acres that basically 12.8 acres is complete Wetlands so and and I did say I'm David Hall and I did say that I would give 7,000 acre because at time I B of my head and I will accept the purchase price I I I have no issue paying that plus the uh survey like I said when I came in last time there's no worries whatsoever with that uh I swear I got the s ,000 from so if you're worried about oh he's not going to pay more than that no I'll give you $7,800 an acre I think that's per perfectly really since you're in the real estate business you know that's pretty good for weapons pretty darn good I mean 12 point something acres is large pond there's nothing that we can do with it except for do what we want to do with it we want to fish in that pond we want to have an back access to koi uh to koi Burgess Loop without going through the city or through through the church or through neighbors that's what we wanted to do would you be willing to do 10 excuse me would you be willing to pay 10 I I would have to go back and and to the board on that um the agreement was way back then was what we paid for and you say there's adj to that High Ground yeah the it's not I would have to go back and Recon my numbers and everything for it because you're then you're looking at uh off the top of my head what 160,000 I mean um plus here when you say you bought the land the taxpayers of Florida bought the land from a grant so you're pocketing 100 whatever it is you're getting the profit outed up not not back to the taxpayer because it was bought with the grant Mr ainson ke do we need a motion we do have a motion already on the floor thank you any other comments All fav I I I I no I car thank you very much I'll get with Mr Willis your attorney we'll get a closing document set up we can make this a very straight forward document I don't know that you're particularly worried about title insurance so I can just do a very simple straightforward closing disclosure get it to him make sure we're good okay we go straight to your office and it's you want $100 bills or you want $100 bills no I did not you you City don't give it to me no weekend any comments uh oh yes mayor real fast um first I really just two the first one is about the storm I just want to make sure we acknowledge and thank uh all of our staff uh utilities come out to calls especially the police and fire department dep for you know working that whole entire time and making sure our citizens were responded to and uh thanks giving out chrisy seagler who is our liaison Emergency Management did a great job keeping me informed the entire time our cooperation with the county and County Administrator in terms of the operations of the city and the county and and keeping staff safe and then Emergency Management they do a great job over there we really appreciate their service to the city and helping us out and then secondly we did have the table talk last Thursday or two3 days ago now um I thought it was a good discussion a lot of citizens showed up a lot more than I expected to show up had good discussion conversations there one of the main things that come out of there that I think is worthy of a discussion not now but keep on your radar um a lot of citizens mention annexation you know is that something that the city wants to voluntarily pursue you know is that something the council was willing to us to put together a plan and start doing that so just some to think about um but it was a conversation starter so what was the conversation uh it was a a meeting about a different number of things but one of the main things that came out of it was annexation into the city annexing more properties I mean we do that now well right now we're mostly on a voluntary well not saying we would be involuntary but we do not pursue actively staff does not pursue properties if if they would like to Annex into the city it's usually developments or property owners who want to Annex come to us yes we actually and you're and and what they're recommending is Market it we be the initiator that was some of the conversation was City child let's be clear there's no involuntary annexation requires referendums and please no look at the math of what that takes it's not but to reach out I'll say this the City of Freeport did this previously um you can engage in a campaign to solicit persons to come in um usually their inducements you offer to that um wavers if somebody comes in um in terms of fees if they plan to build on the property certain discounts that can be offered U the biggest one though and you have to be we have to be very transparent now if you're not in the city you're already paying County adorm tax if you are in the city you're paying County aborm tax and you're paying city avor tax so we have to be clear there will be a tax burden that is placed however our water and sewer system is one example much like free ports for years has had a differential between what customers outside the city pay versus those inside the city and there is an inherent cost savings you can calculate on an average use bill for someone who's paying that 50% sirch charge more outside the city or 25% more depending on where they fall in that and so one of the things that we did there in Freeport was we showed on their bill that your property value your actual tax increase would be based on your property's valuation in the millage and that's calculable and you can show that but then we can show you that your use rate for the past year was X and had you been a resident of the city limits you would have saved X number of dollars often times for some of these properties where the total tax incursion was only $100 $200 they were saving more than that on their water bill over the course of 12 months and it moved the needle and it got a lot of people interested in doing it and they came in the other thing that I recommend if we do that as an initial discussion is will wave our fee that we charge in terms of the city we won't make them have an application fee if they wish to inex in but we have to do it in batches that's the only way we can do it then we have to assemble make sure we don't create enclaves but it can be done if they want to do but it's something the council we'll need to discuss want to comment on that yes sir uh councilman mcnight was a huge uh champion of annexation and so not long after we were elected um he uh he managed to get a a vote on sending everybody that was adjacent to the city the current city limits uh like an invitation um staff at that time was not enthusiastic about it so I think it was implemented in the most uh minimal amount of effort possible but uh councilman uh mcnight was a huge advocate for for annexation um and it is something that we we have to encourage them and induce them to do it's not something we're going to we're going to go and do and force on people but I'm I'm all for it if people are interested in annexing in let's let's welcome them with open arms did you tell them that we they we do it now on a Case by case basis whoever yes right right now it is voluntary in terms of the individuals do it as they come to City doesn't have an active campaign right to Market that so that's what I'm saying not for now to think about we can discuss a whole page and one of the things that came up in the meeting was not just try but let's Market it really really Market it and I think to play is I don't know what it is today but I know a few years ago that was a significant difference between the premiums on your house home insurance if you live in or outside the city and uh between that and the uh utility uh discounts it way outweighed the abor tax so the the the property that just came I think it was like 40 acres that annexed in what did they what did that property owner say well that was a volunteer annexation they came up they so what you're saying about their utilities though now that they're annexed in the city did their utility oh absolutely yeah they're they're being adjust that' be a great piece of property I'd like to see the savings on that well it's also you use that as an example uh I mean could I think we actually do when we did a free we did it by account we actually targeted these properties and we went areas we had our utility Billings give us here's what you paid last year if you had the discount this is what you would have PID come see on that one because I'd like to see that one as a sample I keep going cut um I would say though over last two sessions haven't they the state proposed bills that would restrict our ability to uh increase fees outside of our limits correct but we already have them in effect and so they're grandfathered in for the time being so we we did they pass one for new on fore impact fees for impact fees and 02 they did okay it limited the amount of increase you can't push it to that excess 50 well we've moved on from Impact fees as well on water silver last legislative session they they introduced two bills one to limit your transfers or utilities to General funds and two to limit the amount of search chars you could have on customers outside city limit right but then neither one of those went through the house for the Senate That's it man that's it all right good we'll start with Mr Valley and counil comments uh the uh the meeting in tiv uh the tiv gym was uh was a very nice event I thank you Kobe for initiating that uh we do need to get you different microphones uh those things have been doing that since day one they've done it to us at the community center and they're doing it to you they're probably more expensive than the ones that actually work all the time y um well those were tiies those they look just like ours and they work the same them some too yeah so maybe we need to invest in a smaller so uh but it was a good event and I appreciate you doing that uh it's it's it's difficult to engage uh in Mass um without a clear you know absolute just tight program and it's really hard when things start flowing but yall did a good job and I appreciate you doing that um the weather was beautiful um I hope everyone did well but just like the two funerals and the week before you know affluent line absolutely I told you I'd do that under going it slipped slipped right by on that so I apologize so yes we're working on the finalization of the template form on that that we're going to be using to get that out and live we should be ready to go live on that within the week aw Mr towns did not get a chance to meet last week at our standing weekly meeting given the amount of snowfall we had so um I will claim snow as an excuse and say it was a rain check or a snow check but we'll have it out to you thank you sir Amy I want to thank Emergency Man Services you know a week before the storm came we actually attended something that the county had put on for emergency management and I didn't realize that the community center was our cold weather shelter and boy I'm sure it was needed and you know what I don't know who knows about it but I would Advocate that somehow besides me now going around and verbally telling everybody about it I would like to see the city staff make sure especially during these winter times that hey uh and and Chrissy uh Christy might be doing that already but I just want to give them a big shout out because you don't realize what all goes into that until you attend one of these things and there's a lot of effort and Personnel that go into helping our community so thank you for sure mayor thank you for mentioning M work and inviting his his sons uh I was going to mention him I worked with him in the school system for several years before he retired and then um I actually took his spot he asked me to replace him on the Main Street board and that led to other things and and here I sit so I I owe Mac a dead gratitude for getting me involved in in the city um after retiring from the school district so he'll be missed uh Kim wiberg uh the councilwoman told us to go ahead and start okay just with introduction we can oh okay all right today is Monday January 27 2025 and this is a city Workshop having to do with our airport if you will want to get us started Kobe thank you mayor uh Council this is a pretty much a comprehensive overview of the airport we did this roughly a year ago today um same thing similar so uh we'll go through kind of itinerary um some of the projects that are really just updates for yall to let you know where we're at where we're headed and then we'll get into um some more of the current projects and then some more of the future airport growth out there and then also we here we go ahead and people here that may be able to assist us if we need it we have your Matthews with the Eda we've got our team from barge here with us today Kevin Keith Chris um and then Andre airport operations manager as well and so I think your has a quick 30 second clip he'd like to tell us and then we'll get started you're right Matthews for the record what count of Eda I just wanted to actually bring somebody up and introduce you to everybody I think I've mentioned him before his name is Mr Zach Gilmore um he's not gonna say anything but I I want you to know who he is um he's with the Small Business Development Center out of University of West Florida Zack W's out of our office every other Monday and we're gonna be be having a start of business workshop on February 10th from 9:00 a.m. to noon the reason I brought him by today is he was in the office office today and I said well City council's getting together let's go make sure everybody knows a face and a name and knows about this exciting thing so I'll get that invite over to you for sharing on social Etc and I just wanted you to and what's the name of the program again it is going to be um the Small Business Development Center and we're going to do starting a business workshop on February 10th from 9:00 am to noon at the Northwest Florida State College uh campus at the Walt the Walton County Eda offices awesome thank you well welcome thank you so much so much appreciate it thank you good okay all right so everyone should have these slides um if not we can get them to you but again some those last year updated so this is the airport's future layout plan that we've had for a number of years now everything in the uh the turquoise is um these future current projects some of them are ongoing some are not ongoing but this is this is our our plan moving forward next couple slides are the projects that have funding identified to them uh that we're currently working on or working toward the terminal which I believe we'll get an update um either later to in this meeting or the next meeting the runway expansion the taxi way and access road develop which is the hangers 181920 development on the east side of the airport the apron around the new terminal which was in a congressional Appropriations which they call I think a community Grant now which is 1.1 million we have uh through our entitlement funds of the FAA uh a rehab project of a hanger apron and then of structure removal on the East End of the airport you'll see here these are the city's uh fdot work plan dollars um over for the next couple years this year we have 1.5 million next year 900,000 and then 2027 $300,000 for now and then at the FAA um I was unaware of this until you know last year when bars came in brought to our attention currently the pools that we have there are 600,000 in AIP funds and 585,000 AIG funds this does not reflect the um the projects we just approved at last council meeting so there's a little bit they're a little less now but those are the monies we have at FAA so the first project that we're working on this is through the AIP this is the apron rehab around the existing te hangers and two corporate hangers closest to the existing terminal that uh Grant was approved at the last meeting total design cost of 150,000 it was 142,500 of the Grant from the FAA and the city will have a $7,500 match this and this is on uh this is a pretty important maintenance project we have some breaking in the back and some water hole really bad in the corners and so we'll do design this year and then hopefully next year we'll be able to pull together the AIP and AIG funds for the Reconstruction of that apron so these first couple are kind of quick they're just updates if you have questions stop me and I'll explain anything you ask the second one is AIG Grant which is approved at last meeting this is struction removal on the East End of Runway 927 this is to remove any trees or instructions that will be identified pedal cost of 125,000 the grant is 11 18,750 and the city would have a match of 6,250 and these are instructions has been identified in the city's inspections over the last couple years and so um bars worked with us we've got that Grant together y'all proved it hopefully we can get that moving forward to remove those obstructions Mr F yes go ahead Kobe I see the uh that little hatched area along Highway dining along the railroad I know several years ago there was a lot of those trees that were already cleared so does this does this represent current or does this represent uh before the clearing of all of those this is this is relatively old this is from the their Alp so bars and them they'll have to do an updated one that's part of the the grant is do update to identify any existing instructions this is just the the diagram we have from thep okay did y'all hear his question all right and your answer that was old yes so mayor um if you're looking at the this sketch right here the ones in yellow highlighted I think those are the ones that are still there uh the ones that um are hatched those have been removed I think this is an old sketch okay yeah thank you which view is that is that the West Side this is the East Side East Side the golf course is in the far right corner okay Bott okay the terminal apron expansion this what you see here um is the Appropriations that Liberty Partners secured through Congressman dun's office uh this 1.1 million would be used to pay what you see as a and b on the diagram it would pay it would pay for that and it would pay for the design of CI we're currently working with bars on the task order and the grant agreement with FAA once we've received that Grant agreement it'll come before y'all prove it then we'll move forward the task order and get that project moving all right and then we'll this one this is the airport rates fees policy Mr leis Kent and I have been going through this here recently with the with the new growth of the airport and what we expect over the next couple years it's probably prudent to go ahead and review this and make some changes to anticipate that so you would have seen attached to this uh strike through vers and underline of anything removed or added and then the green it's completely new that we' never had before to R Force so at this time I ask Mr K come kind of give you an overview of the airport right now what he's dealing with out there just some operation standpoint and uh this Fe policy not asking for you to approve anything tonight here or at the next agenda it's for you see it I'll bring it back in the next meeting or two when we finalize and has some discussion on some of those so Andre good evening I'm Andre Lewis Kent representing the airport so the big thing and I'll just give you guys a brief snapshot here for that new terminal um there we go so for these new rates and fees you'll notice that the biggest addition there is going to be the land re the h the FBO terminal and then in addition to that we have the line tech services and fees so what I'm seeing on a day-to-day basis there at the airport is we have a lot of unrealized Revenue um because we have a lot of transient Flyers that will come through they don't fill up with fuel they don't do anything there other than come through Park the jet leave and what they're doing is they want tugs they want red carpet treatment they want all these benefits the FC's not recapping anything off of that so I want to address that here there's nothing that we have codified currently so when someone wants a valet park job they want our guys to go run and grab a car that should cost money um if you need a tug that should cost money because that takes upwards of two hours sometimes for those guys to do a round trip and do whatever they're asking for this should address that as always there's going to be things that pop up in the future um this isn't a catch all but it will at least go a long way to generating some of that Revenue I want to keep everything all the perks the amenities discounts those things should go to the pay customers so our tenants the people that fill up on fuel if you're not giving back you know we're not going to bend over backwards um and currently there's just nothing in place so this will go a long way to allowing us to kind of start to shift that perspective and especially moving forward with all the plans that you guys have there's going to be a lot more of that so I'd like to get ahead of that and set us up for Success down the line any questions I don't know how much time you've had to look over this I I appreciate us looking at this and evaluating it but I'm a statistics person do you have any statistics like how many people are I mean something has prompted you as many times as these uh planes have come in and done nothing but ask for services giving nothing in return how are you measuring that anywhere from five to 10 hours a week um tugs helping out people um that aren't paying for fuel that aren't purchasing anything so that's the quickest way I could give it to you so that's 10 based on what you just said five to 10 hours a week how much revenue is that going to generate that's hard to cuz what we're doing is we're taking away from customers how do you how do you quantify that so maybe someone that's waiting in a queue that wanted to get filled up has to wait another 45 minutes and they just fill up themselves leave you have that much volume at the same time no but it only takes three or four so you know you flying with your plane and hey I want you to give me a tug over here and I'm GNA stay for the afternoon which there's no charge for that you're not going to fill up on anything and then the guy behind you you know land this happened with my dad when he came and visited so he sat and waited for 25 minutes we're always going to get his business because I'm there but how do you quantify that for people that just never come back to D yet because that was their experience well that was going to be my next question is how do all these folks who have made it hey we can go to defunc for free not be charged and do whatever how are we going to quantify those folks because they those are going to be the ones that oh I'm not going to go back they've already started implementing this I can go to to airport I don't think this um had Andre call around to numerous our local airports so this isn't Inc commmon these charges are very common to other airports that have similar activity and get bigger correct um the biggest one like let's just take for example she's trying to say this section here is line tech service fee we have a um mechanic shop on the airfi we work with them closely we like having their business out there they they help our tenants but that toe from there fixing back is probably a two-hour round trip around right now we recruit nothing off of that so if it takes 10 our people is city employees pulling planes yes okay no so that's what we're trying to monetize so how many tugs do we have that's what he's saying 10 hours week just one yeah and that doesn't also account for you know that toeb bar that's a $5,000 toeb bar to be able to tug those planes so to try to recoup some of that that value I mean that's something we need to have a plane breaks down on the runway that's how we get it off and we keep it open is this something that we could measure over the next month per se so that we can just then generalize those numbers in the future when we have to make these hard decisions would that be absolutely I mean could you implement something like that so that you could measure it oh that'd be great thank you and this isn't these fee these fees are associated with a business on the airport that is soliciting the city's help or the city's workers to do not tenants we don't charge tenants for these Services that's part of their their rent out there is some of these services to an reasonable extent um so this is more so for the commercial companies that need cities time employees and time to do their work we've already made that to them great Partners out there with with Palm View but we've made that same offer to them you're more than welcome to buy your own tug get the city come escort you across the runway when you but they don't want to do that they'd much rather do this I can see why time of course yes and then the second part of that is like you said FBO so these are some rough numbers uh Andre pulled these off of local rents Square by square footage rent um so you see that we're going to keep talking about a little bit but again this is fore to see that there's some office space out there to potentially generate some Avenue Mr Mayor go ahead have we I know we can't charge a landing fee because we're a municipal airport but we can we charge parking fees or tie down fees we do and we have that implemented okay down fees so so in the scenario that you presented when someone comes in for the afternoon you know basically Parks or plane do we have like a a 4our parking fee that we we could implement this will address that but currently we don't it's just an overnight tie down fee okay there is so forgive me if I missed it in here but there is like a a shorter like half day parking fee that's included okay okay but right now even though they Tie Down based on what he said you do have something we just don't charge it no tie down fees for overnight only so if you're there overnight specifically our policy says specifically overnight so what do we charge overnight 15 and then as the plane gets bigger it gradually increases but maximum of 35 what what what does Destin charge do you know Destin I couldn't get their numbers for just a tie down so that's who's who did you use then for your what municipal airport did you use saying that I didn't change our tie down numbers I didn't change any of those I don't mean tie down specifically I just mean in general whose number numers did you acate for the Line Tech fees for all the fees so for the Line Tech fees adjustment I bounced that off of three different websites and then I called a couple fbos so that went from Wisconsin there were a couple in Alabama and then Chipley was very helpful and I just B more local we're pretty unique as far as actually having staff information out des's if I'm not privately ran FBO there and then cresview more so a little bit bigger in terms of commercial I don't recall which one it is but but I know our Auditors do it because in when we were evaluating them there's a municipal airport in one of the cities to the east of us uh do we know which one that is TR County okay and then Chipley Marana has one as well yeah and there's another one that's but we had the most activity of all those probably combined um not very active very active airports what do we have I'm sorry to ask all these generic questions but what do you currently have that we measure who comes into to our place every day we have ver Tower so it measures every single bird that touches down and every bird that off okay so we have all that data right there you do so we can come out and you share that with us I can I can show you the monthly report yearly report that's fine I prob with all these other questions and thank you so I think um like I said just look through it the green is brand new never seen before strike through an underline or updates or removals um there's certain ones you know as he has been out there keys he's getting repeatedly getting asked by tant losing their keys we don't want nobody have to pay that fee but we're tired of replacing keys I mean you're grown you pay rent for it you should keep up with a key so just some things to to kind of clean up out there and that's a security issue as well so when they make those copies of keys we don't we now no longer have control over who's got access to that Airfield so just for to look at we'll bring it back at later date okay thank you Andre all right so now into our larger current projects this is a hangar 181920 development on the east side of the airport um you you know about this we've talked about it in length here over the last couple months job grth Grant fund is a funding source there little over three million that Liberty Partners secured for the city um fdot Appropriations from a few years back in a million dollars for the access road and then we uh would like to take those three the current year and next two future years of work plan dollars and roll them up into this project if you'll remember back last year we did this we were going to move we had discussed moving forward with a phase two of the terminal which was apron another fuel Farm a parking lot but it couldn't build a hanger so we we cut that out uh in discussion with liberty and bars and going through this again we're pretty confident the best way to spend our dollar is to put everything into this project to get it done so we don't have a half funded project um and so we can see the return on that especially with the job growth Grant fund um and so that's where we would like to put that funding to we're currently in Communications with Triumph G Coast on some funding as well um to help with facilitate this project additionally um what I'm going to ask for you the next meeting is I need to pursue the county for an easement if you see on the map you'll see the part that has dashes of the road that is County property um the city will need to secure eement from the county to come across that piece of property and this is a project that's included in our Al so at this moment um the next action is easement and then we are working with Triumph um moving forward on the project to secure some additional funding I have another question um where's the north south Runway yeah if you look to the left of you see the dirt that runs north that runs up and down this image right to the to the left or right of that right here do you see this yeah that is the dirt Runway north south what decision did we make if any on removing or keeping we discussed it last year but there's never been a formal motion decision made on the runway and how is okay so how's that going to be impacted by all of this what we're doing here so this project as you can see would would encroach into this what would be considered a uh taxi way I bars can we even use that taxi way anymore this one here off of correct so these you can't use it these tenants are having to go they're going to have to land go up here right to the runway 927 and then taxi down to get to the hangers on the south side of the airport or taxi across so that's why this here being built isn't really beating anything because we don't use it it's not usable and what happens if we re so if we remove the north south Runway how's that impact the whole project and people getting around where they want to get to So currently at this moment this project does not require any change to that Runway am I wrong on that no so but the overall picture I'm thinking and we make we and we'll probably get to that here in a little bit a little bit later okay but this project does not impact the more so and way as exists currently than any further questions on this one good okay all right Runway 927 so this is our largest project currently undergoing as you remember uh we issued bars a task order in amount of 9,580 roughly a year ago now um began that work uh we expect that work to be done in uh May or June of this calendar year the since then we've done a couple things things that come up that require a change order to the environmental assessment we knew or I knew um speaking to them that when we purchased that five acres we brought here a few months back that it would have to be included in the EA so uh the there's a change order for $4,750 16,000 of that is associated with this property acquisition to include that in the assessment which is going to be required by FAA and then the other 24,750 is to do a new noise analysis so has been in contact with FAA about the noise analysis Andre has been in contact with them about it it's necessary it has to be completed and as my understand the fa will not take the vir Tower data that we currently have or the previous analysis that was completed a few years back um so it's my recommendation that we move forward with the change order uh you know the timeline we're on with the project and we can talk about a little further um I don't I don't think that of wasting a month arguing back and forth with the fa a is is worth our time um just going to slow us down drastically and this will keep us moving any questions about the change order good so you'll see here this is the newly depicted scope for the runway project um everything remained the same except for the roads on the West End so everything you see here is the same except for down here where the mouse is that's the newly acquired 5 Acres um we used to have roads that come out here and wrap around now that we've purchased this we will take all that infrastructure out of the project we will only pave a strip from the end of Gene Hurley to scroll Haven because these residents need to be able to get out get in because obviously we have to work with the county this road will have to be discontinued from here to here people will not be able to travel in between that rpz zone when no one lives here we own all this property as is I'm going to ask you please hold everything down if you need to talk to somebody please step out in the hallway thank you very much go ahead thank you may so um this is the new scope the we already you've already approved the updated scope and fee for the design of this project this is just to get your head wrapped around what it's going to look like um and what you can expect so the main reason it's BR to talk about this topic is the design and the EA that you'll see on the right that's the funding for the project that we have um currently secured the EA as I said isn't expected to be completed until May or June of this calendar year I'm just going to throw you hypothetical out there if the EA is completed in let's just say June and it takes FAA three months to review it give back to us no issues now we're not starting design until October of 2025 design is going to take six to8 months eight months more likely now we're in the middle of 2026 we need to spend a large portion of our funding to comply with that funding requirements by the end of 2026 and speaking to Garber who's doing the design of the project um there's a certain portion of design that they feel and I agree with them that can be done prior to the environmental assessment being completed it wouldn't affect the environmental assessment outcome of it or the design itself they're calling that investigative work so it's really topographical aerial surveying stuff of that nature um there's a certain portion of that that can't even be completed until leaves have come back on the trees so you're talking April or May before that's even done and so what I'll ask for in the next meeting and the reason for this is to go and issue a nose proceed on design so then go and start that investigative work when that investigative work is complete I'll come back to the council give an update on where we're at on design at on the environmental assessment and we we'll run through our options if we should continue moving forward or we should wait until we get a final approval on the environmental assessment um I see talking to Garber minimal risk in a change order on this first portion of work um the second portion the why we come back to you that's when there's possible risk of a change order we get too far ahead of ourselves prior to final confirmation of the FAA so to keep the project moving and on the timeline that we've talked about and the funding timeline I think this is an appropriate perp move I agree any questions or concerns okay and you're gonna request is change order when no sir so this is you've already approved the contract and the Fe go I could have theoretically already approved the no proceed and started but I want to make sure we were all the same understanding on the same page okay and then you'll see here this is just a depiction of the timeline of the runway project uh that we've been talking about and then the last section uh of this is going to be ground Leasing and economic development you'll see here this is the property where Jee Hurley Park sits and some other property the city has it's roughly a total of 47 and a half acres right there um it's prime location for some sort of development um the city could could look at so sorry there and then we get into ground leasing you look at back of the Alp and this is a picture of it on the south end of the airport there are potential opportunities of un leases we' talked about in the past I think we're at the point now to we can move forward with those opportunities um you'll see on the left hand side toward the bottom you see five red boxes and some turquoise it would be it would be my request that uh the council move we start moving forward with entertaining and looking at the options of ground leases right there as a preliminary start and then looking at this other 14 acres you see depicted here could be also Prime for ground Leasing and then this is where we're getting the conversation the runway exactly and so with the ground leasing in that section it would be to ask that uh the the City attorney and I work together on process and agreements for what it would look like to do ground leasing so that's what round on the ground leas opportun there when do that we need to address how it's going to impact people needing to use that north south Runway or will it be eliminated completely because those ones up there and the these ones on the right hand side in the teal and red I believe those will be impacted by so as you see the Alp as it was as it was created it showed uh keeping the runway so everything is built around the ability to keep that that is what the alop shows now every project you see would allow that um this is and still be usable correct when Alp was created no no airspace issues for those aircraft or if these ground leases were put in if you were to build this project and this project tomorrow that Runway could still exist correct that's what Alp was based off of so the question on the dirt Runway is what the council if the council wants to keep it do we keep it as it is do we improve it to Grass do we get rid of it um keeping it has whatever little use it has now um this opportunity here for ground leasing you see it here the only way you're ever going to access that piece of property um is to access it from the East side which is this project here other than I don't know you'll ever be able to access any other way because you have to go way down here and this is nothing but a drop off so if the runway wasn't there you can move these this theoretical hanger pads could move over touch this existing taxi way and You' already have a taxi way up to the to the runway my way off base bar or pretty good okay now I mean you know of course and Engineering the project and the different phases of construction on the east west Runway um there's going to be a time when flights are going to come to pretty much a halt on the east west Runway so mayor garver's the engineers for that project we've kind we already discussed a little bit Andre and I have as we move through design won't be effective but as we get to this our construction we'll come back to the council talk about those options that they will present to us about timelines when things may or may not need to shut down how we want to go about it um so that we're probably another year or so before we need to make hard decisions on the runway operations only reason I'm saying that because if it's going to be used of any kind of regularity we all try to figure out how we could get grass on it I did some mess it's dry and Sandy you know I've talked to a lot of Pilots I wouldn't dare use it just because of that but then you got others who would love to have it because of nature of the south wind [Music] Mr Mayor go ahead so as a council we have we have discussed this a number of times um I think that there's an opportunity here for us to look at a longer term picture when it comes to the airport and think about making sure that the airport is in a sustainable is operating in a sustain stainable fashion and one of the things that I think is a way to do that as well as encourage Economic Development out there at that airport is to look at uh ground leases and Hangers out there on what would be the north south Runway we we've discussed this several times uh my understanding is if we were to try to convert it from dirt to Grass that's over a million dollars and it what does it accomplish a grass STP isn't that much better than a dirt strip and it's not it's not a pave strip versus you turn it into actual viable commercial leases with hangers with planes in them with repair shops with other type of things that would generate income at at our facility not to mention you get rid of the north south Runway you're then able to shift all those hanger pads over and then we're not having to duplicate taxi ways because then they can just extend the existing taxi way that's there it's a smart play with our existing infrastructure it's a smart play with our money it's a smart play with our existing ground because where the the the runway is now that's flat that's already to a certain extent already been improved so there's minimal amount of improvement that would need to go for it to be ready to have a hanger pad put on it and I can't think of a better way to demonstrate a need and a viability for our air report than to open that up to ground leases and have all of those ground leases have deposits on them because they're they're ready to build hangers that's a that's a demonstrative way to look at the FAA to look at the state and any other funding source and say we have 100 plus hanger pads with deposits on them ready to go that that right there is the key to unlocking the success of our airport and making it as as the council previously adopted the best general aviation airport on the G Coast so I'm said that I've said that for years that I think that that we should not put any more money into North South Runway I think we should actually eliminate it because M mayor as you just said there's a lot of Pilots that don't even want to land on the dirt Runway so I'm just I'm really only concerned not about the link the the future I'm considered about until that East West is complete you know I just I don't want us to get in a situation where nobody can land a plane here for two years I don't think it would be two years I don't think it would be shut down for two years but the the other reality is this we have a lot of infrastructure on that East West Runway that no matter which way you you slice it it's got to be improved it's got to be updated yeah you know the lights have to be fixed the hump has to be fixed the the rpz and the fencing has to be fixed if we're going to make this run this this airport sustainable and again this is the only airport in County righte I agree 100% what I'm talking about is temporary right and I I think that as we've discussed in the past I think there's there's with Garver or whoever there there's going to be options whether it's night work whether it's you know an expedited time frame where we say hey we want you to work 247 until it you know for fixing the hump you know I'm sure that there's options that they'll bring to us at that point yeah but I'm I'm a firm and vocal Advocate that we eliminate the north south Runway and we turn that into to ground leases and we do that now so that we can demonstrate the need for the airport and the viability of the airport you know as as my understanding is as barge and Kobe have had conversations with the state and FAA they want to know what the interest is well first and foremost there's a there's a weight list on our our hangers number two there's there's no better way to demonstrate that than to say well we scoped out 100 plus hanger pths and we've collected deposits on 90 of those hanger pads I don't know I'm using 100 as as just a an example number I there is from from several years ago there was a a a proposed amount of hanger pads there that were varying sizes so they they kind of grew in size as you got closer to the middle of the runway and then they got smaller towards the outer edge where where it kind of drops off from an earthwork perspective but we've got over 14 acres there that we can was it 14 acres kby 14 acres plus what's there it's already viable in that Runway area and here's the other thing from an operation standpoint what I've heard from barge what I've heard from Kobe and from from staff getting rid of that north south runaway actually helps us from an operation standpoint it eliminates that the rpz that surround it it makes our lives a lot simpler especially around that terminal if we don't have that north south Runway and the rpz that goes along with it hanging over our heads so I think that there's a there's a strong case that we we move to actually eliminate that north south Runway doesn't mean it gets eliminated tomorrow but I think that we need to move that that way and make that that kind of concrete decision here soon we've talked about it for at least three years that I'm aware of yeah I know it's been been all kind of conversations again we're talking about construction we've not seen any construction timely including our Airport terminal you know everything is way over what we estimate so I just I'm very concerned about how long that Runway is going to get shut down that's my biggest concern this man uh can somebody remind me what is the solution if the north south Runway is eliminated when the weather's bad and the users cannot take off East uh East West Runway what is then the solution to those who use our airport when the weather conditions don't allow for them to take off it they don't take off yeah you wait yeah the the the third the third busiest airport in the United States is a single Runway it's San Diego San Diego International is the third busiest airport in the United States and it is one Runway has no intersecting runways Hartsville Jackson they're all parallel none of them are opposing they're all parallel to each other and how are they liken to defunc in in that they we have one East West Runway they also have one one Runway or in the case of Hartsville Jackson they're all the same direction so they're all East West all yes Hartsville Jackson actually is prodin east west I I don't recall but my point is you can operate an airport with one runway in One Direction that's not that's not a a um a detriment to our Airport we can operate with one East West Runway I'm just thinking about all those Pilots that came and you know begged us and said look we use this don't eliminate it it's going to hinder our ability to use what we've used in our community for years but we've also heard from from pilots and and as the mayor just cited we've also heard from Pilots that say they don't want to use a dirt Runway that it it chews up their propellers that it causes sand damage to their airplanes and I I don't see putting a million plus dollars into trying to turn it into grass when we could easily convert it into actual hanger pads that actually generate real Revenue because again the runway doesn't generate us any Revenue it's people Landing parking planes servicing planes Towing planes as we just discussed with with the other fees that's what generates the revenue for the airport and makes the airport cash flow positive I'm about making sure that that each of these departments is not a drain on our general fund I'm not about enriching the city I'm about making sure that we're we're wise with our actions when it comes to making sure that each of these departments operate in a way that is not a drain on our general fund especially when they have the opportunity to generate Revenue so I I I hear what you're saying I'm I'm learning about this Airport in the different directions and flight I don't know a whole lot about that kind of thing we've had conversations about drone the Drone industry so if we shut down that particular aspect of the uh of of the that north south Runway from what I have spoken with yri about if I'm not mistaken we have we have spoken about uh companies that might be interested in in that particular area because of its attraction for Dr the drones or or whatever ahead and I don't know what type of income we're talking about revenue for the city from those types of Industries what kind of Landing places they need I know nothing about it I just know there's been discussion about uh an interest in locating here so um what's really interesting is um there's topography at the south end of that north south Runway and drones especially vertical takeoff they don't need linear footage to take off and that topography change you're not going to be putting buildings on that uh the the the southern end of that Runway so what you actually create is a really neat area where drones can operate inside sort of that that protection zone of the airport and not over anybody's houses for testing Etc there's military applications Etc so I think on vertical takeoff drones I think we're fine and I think on any drones that need um linear footage you you've got an East West Runway so it'll it'll be fine yeah any any usage of that out there they had to stay a certain distance off of the East West Runway the king cro and then if they were if you were to do that on South into the airport you'd have to shut the runway down for the exercise you couldn't you couldn't have planes landing on dirt while drones flying in that same area right okay so the key point is I think there's still a big opportunity for drone operations at the airport um if the north south Runway was closed and I think what I've talked with with some drone operators um actually on a couple different properties is they actually like the topography because they can actually have a better line of sight on the drones sometimes if they're smaller drones so they can go off the topography keep line level you know head level and then they're over some topography and they can watch it and stuff so there's some neat things there okay good deal thank you Mr Mayor so what what I would like to do because I know it's on the actual regular agenda what I would really like to do is um and going to bring this up now so that we can maybe have a little bit of a discussion of it now I would really like to to have us authorize Kobe and staff to proceed with the the existing hangers there's five existing hangers there the at the South End of the or I'm sorry there's proposed hangers there that are at the South End yeah right there where the mouse is so we can proceed with those because they're already on the Al and that would be a good Bell weather for the remaining interest in hanger pads what would be the the future north south Runway portion you know we're that way we could also use that as an opportunity to develop the ground Lee program because that would allow Kobe and them to come up with requirements for construction hanger types Etc so what I would really like to see us do is authorize Kobe and and even codify via vote the fact that is our eventual desire not not necessarily today but it is our eventual desire to open up the north south runway for ground leases instead of it being a Runway so I'd like to can I open that up for comments and discussion if I can Mr I like thata I mean it would generate Revenue just like you said it doesn't pull out a general uh fund at that point the five the five spaces would would allow you to see what the um interest is as well as the impacts to the existing operations as is today so I like the idea and I will just make a comment on something because I did check with several airports and there were uh you know there were a lot of airports that just had East West and u uh and Amy had mentioned about what if the conditions are fixing in danger of pilot well what you do is you don't fly or if you're already in Flight you go to a town that has that north south and there's press feww and some others uh that's not uncommon I used to fly with a friend of mine a lot and we had to stop in places we didn't want to stop in because of the weather uh so it's not you know what that pilot wants to hear but that is fairly common agreed mayor it it does happen um I am in favor of the uh Tri balloon on the on these pads and going ahead and getting going on and I would like to see some ground lease Revenue coming in I'd like to see that there's interest I'd like to see uh that they get filled up and I'd like to see a waiting list um I'm not entirely there on the total elimination today you know right now of north south I'm getting there getting more comfortable with it but I I feel better seeing success on these other portions before a full-throated commitment to that also we have other portions uh available around the airport that we could start in advance of that the whole issue of then do we keep it dirt or not my one concern I have is um if we do that and it stays dirt for a long time we know what happens when it gets dry out there and windy uh that's a problem so you know it might be that we see success on these pads we're seeing detriment from the runway being there maybe that drives our decision I don't know I'd like to see a little bit more um but yeah I'd be in favor definitely of the pads and then as soon as we can get the access of the other pads opening up and and then approach ing that other one so Mr Mayor go ahead the one thing I would like to see us do is if we if we don't at least have it conceptually drawn out we may never get there right so so it would then be something that we could aim at so what I would like to see is at Le least an authorization for tax task order for barge to at least come up with a conceptual plan it doesn't have to be the adopted Al plan but a conceptual plan that would actually show us what eliminating north south and those hanger pads would look like I think again appcon did that in in concept several years ago but unfortunately nobody can kind of put their hands on that file um so it would probably be prudent just to have bars come back and do that under the current standards obviously with all the current projects you talking about the one that had little like a subdivision of yeah that was pretty massive yeah I I think something that we've talked about it before but I don't think we got it uh was an economic analysis of that of the of the ground lease rates and then the projected revenues mean we've got we've got services online that we're just not utilizing in terms of being able to have our economic advisor look at this um I say we do that in conjunct and yes and let's also do this I'd like to see where where that's going to get us because I think we can have a a more thorough conversation at that point of okay so yes and okay all right um and then the last really the last thing um back to the economic development portion of it with this property here um I think we're now in a position to to move forward with some of this um sorry I think we're now in a position to to move forward with some of this and and take a look at it so I'd like to you know work with your ey on these properties and uh the biggest thing here is really the council what how come what do we want to what do youall want to see there that's where he R that's what he works off of is the requirements or the types of Industries the jobs that you want to see on those properties that's where he goes no ma' we can't close that door I'm sorry can't close that door just leave that one um and so I'd like to start working with youri on this here what you see here depicted um we have to get with Liberty about the park that was supposed to Sunset the end of last year the FAA has talked we' talked to them about some of these other parcels and we had to get with them and see what the use was when they were purchased what they were purchased with settle all that but at the end of it you have 47 half acres that would be accessible um that we could put something on and we would bring your eye in during the design phase of the runway project for that strip to ensure that what's being built is going to withstand anything that he may bring back to us from a development standpoint so go ahead I just want to say I I think this is super exciting for the future this property right here um you see it around the Panhandle everybody's doing Economic Development around the airports I think this offers a great opportunity for you guys um I've recently put a um a mock agreement um in front of Kobe um as well as uh clay regarding the idea of bringing everybody together which between the Eda and the alliance member that we represent on how we would Market properties and and I think it gives us a really good um road map on exactly what we need to do out here as we have those discussions together so it allows the alliance member the Phoenix Springs to kind of articulate what industries you'd like to focus on um what kind of sales or leasing you'd like to you'd like to have and and to what extent we should make properties ready right so there's some property out there you can see a portion that 13 and a half acre parcel it's it's perfect it's flat and it's grass and it's green and it's ready right but it's also got trees on it so things like that are obstacles to development so it helps us just kind of all get on the same page and I just want to let you know I'm I'm here and ready to work with everybody to to see it through fruition aw thank you who who's do it uh Uriah you said at the beginning that the surrounding surrounding areas are doing this that have local airports that yeah yeah I mean one of the biggest ones is uh Bay County um ECP yeah ECP yeah they they've done a tremendous amount of Economic Development and maybe for more color um out in Mobile uh we've got Airbus so I think I've said it here before but Airbus the international company is building the second largest aircraft manufacturing facility in Mobile in the world and and you'll see additional Economic Development happen uh throughout the region um Florida's Great Northwest is sort of the Panhandle Regional larger Economic Development organization and our Focus as a region is on that blast radius so to say of everything coming off mobile so Airbus has a suppliers list so once we identify exactly what we're going to do I get to send postcards to a suppliers list and highlighting defenc Springs and talking to them about how we're flexible and how we want their business to be here and things like that that so um just that's just one example or two examples oh County yep yeah I'm sorry bobes Crest is loaded up with industrial pads on the perimeter they're not even inside the fence they have a lot of pads outside the fence and this would be outside the fence Runway project will put a fence along the front of it so all this will be excluded from FAA which actually makes it a lot easier from a development standpoint the only downside is the opportunity done wrong place well and making sure we don't put something that's not complimentary there right so that would be a goal as well I think we're I mean that's it I mean that's the kind of the overview of it pretty quick but pretty straightforward we have a couple items on the agenda to follow up on our conversations and then I think if there's G to be something added um that time but minute break you
